with
up

All

Please

G
D
I,
don't
have
any
additions
or
changes
to
the
agenda
today.
E
F
E
H
I
I
did
two
for
about
two
months
recovering
as
well
all
right,
we're
honored
today
to
have
Ernie
Perry
the
third
here.
This
is
a
proclamation
from
the
mayor
and
I'm
very
proud
to
read
it.
Thank
you.
Whereas
Ernie
Perry
III
has
once
again
represented
the
city
of
Bossier
City,
with
distinction
during
the
recent
LHS
AAA
State
wrestling
tournament,
where
he
received
the
hard-earned
title
of
division.
One
state
champ,
where
it's
four
times
in
four
different
weight
classes.
He
has
earned
the
division
one
state
championship.
I
He
is
only
the
third
wrestler
in
the
history
of
Louisiana
to
win
four
division.
One
state
titles,
whereas
this
year,
the
fourth
year
in
a
row,
Ernie
also
won
Louisiana
Classic
Tournament
earnings,
the
only
third
wrestler
in
the
history
of
Louisiana
to
win
this
tournament
four
years
in
a
row
and
whereas
Ernie
Perry
III
is
the.
I
The
history
of
Louisiana
to
win
four
state
championships
in
four
Louisiana
classic
state
championships,
whereas
he
is
a
true
champion
with
an
impressive
overall
win
record
of
102
and
six
losses.
102
wins
six
losses.
He
has
committed
to
Cornell
University,
which
is
ranked
number
three
in
the
nation
Ernie,
your
future
is
bright
and
Bossier
City
is
proud
to
have
you
call
this
community,
your
home.
The
title
Champion
is
never
given,
but
is
always
earned.
Well
done.
My
friend.
J
J
I
K
I'm
going
to
Cornell
University,
it's
an
Ivy,
League
and
I
just
want
to
say,
I'm
glad
to
represent
Bossier
and
I'm
glad
to
call
this.
My
hometown,
okay,.
F
F
D
I
E
E
Say
to
replace
a
legend
in
his
own
mind,
Coach
Collins
and
all
your
coaching
staff.
We
appreciate
y'all.
E
Whereas
Bossier
City
has
been
represented
with
distinction
by
a
standout
team
of
Bossier
Parish
students
and
their
outstanding
coach
Justin
Collins,
this
group
of
athletes
took
first
place
as
a
team
in
division.
Two
non-select
boys,
basketball
state
champion
and
whereas
the
members
of
the
2023
lhsa
Division,
II,
non-select
boys,
basketball
champion
championship
team
are
I'm
not
going
to
say
all
the
names,
but
we
got
one
of
these
for
each
one.
We'll
give
those
to
the
coach
now
I.
J
E
It's
also
special
for
me,
because
I'm,
a
1974
graduate
of
Bossier
High
School
Mr
Darby,
is
a
1976.
Six
graduate
at
Boshi
high
school
and
I've
got
five
generations
going
to
Bossier
high
school
with
them
this
year,
but
appreciate
it.
L
L
Say,
thank
you
guys
for
allowing
us
to
come
here.
This
is
actually
my
first
city
council
meeting
so
I'm.
L
E
L
F
E
You
guys
do
for
you,
your
hustle
and
going
down
there
and
putting
out
the
number
one
team
in
the
state
and
I
think
you
had
to
play
the
number
three
team
yeah.
A
Mr
Mr
Williams,
should
we
let
them
all
introduce
themselves
like
we
did
the
players
last
week
so
tell
us
where
they're
going.
E
Two
things
and
I'll
shut
up.
You
know
ties,
don't
remember
me
I've
known
Todds.
He
was
like
this.
This
High
playing
six
to
seven
year
olds,
with
my
grandsons
and
I,
understand
also
the
coach.
He
was
Coach
of
the
Year
this
year.
All
right.
E
N
F
O
F
D
D
A
Mr
President
I,
just
I,
just
like
to
say
that
last
week
me
and
Mr
England
had
an
opportunity
to
speak
with
each
other
in
regards
to
this
I
think
it's
a
great
conversation.
I
think
we
I
left
with
a
lot
more
understanding
of
not
just
this
project,
but
what
the
port
does
as
a
whole
and
I
was.
A
P
Thank
you
good
afternoon,
councilman
Eric,
England,
6,
000,
Doug,
AdAway,
Boulevard,
Shreveport
Louisiana,
said
11
15.
councilman
Smith
I'd,
like
to
say
also
thank
you
for
the
opportunity
to
visit
last
week
and
I
appreciate
the
opportunity
to
be
here
today
and
recap
what
we
talked
about.
Maybe
the
two.
Would
you
like
me
to
cover
the
two
points.
P
Discussed
that'd
be
great.
We
had
a
great
conversation.
The
two
points
number
one
were
regarding
the
financial
aspects,
more
so
the
The
Debt
Service
and
the
obligation
of
Bossier
City
with
regard
to
the
cea,
and
so
as
as
we
walk
down
some
different
scenarios.
P
I'll
recap
them
remember
the
total
number
of
Recaps,
but
this
is
how
we
re
we
recapped
it
and
I
know:
we've
we've
covered
the
The
Debt
Service,
with
your
attorney
and
the
obligation,
and
we've
received
letters
from
accountants
and
financial
advisors
and
bond
counsel,
and
so
on
and
so
forth
that
nauseam.
So
this
is
what
I
said.
I
said.
So,
let's
just
say,
we
installed
this
water
line
and
we
never
sell
a
drop
of
water
out
of
it.
Not
a
drop
of
water
goes
through
it
in
40
years.
P
It's
very
unlikely,
but
in
that
case
40
years
go
by
not
a
drop
of
water
goes
through
it.
You
will
never
cut
a
check
to
the
port
and
you
will
not
have
a
single
obligation
to
the
port
to
repay
The
Debt
Service,
the
bonds,
I
I,
think
I.
Actually
figuratively
said:
it's
like
a
blackjack
dealer
walking
away
from
the
table.
You
you
wipe
your
hands
clean
and
you
have
nothing
to
do
with
it
scenario.
P
Number
one
scenario
number
two,
let's
just
say
you
know
we're
aiming
for
the
millions
of
dollars
a
year
that
will
be
generated
from
this
deal,
let's
just
say,
for
example,
a
measly
one
thousand
dollars
a
month
is
sold
to
the
port.
It's
not
to
go
through
it
all
over
again,
but
the
answer
is
the
same:
a
thousand
dollars
a
month
after
40
years.
You
aren't
happy
with
it.
You
walk
away,
there's
no
obligation!
P
You
don't
owe
us
another
penny,
there's
no
requirement
to
retire
The
Debt
Service
that
the
port
is
covering
number
three
is,
let's
just
say,
we're
we're
generating
millions
of
dollars
of
sales
a
year,
five
million
dollars
a
year
of
sales.
For
you,
that's
your
annual
revenue.
After
40
years,
you
can
walk
away,
but
I
I
recall
what
I
said
was.
Why
would
you?
Why
would
you
walk
away
if
you're
generating
that
much
revenue,
so
those
I'll
stop
there
with
those
three
scenarios,
I'll
be
glad
to
answer
any
questions.
P
It
makes
economical
sense
to
bore
a
second
line
for
the
sewer,
just
the
casing
for
it
and
the
line,
because
the
mobilization
cost
today
is
six
hundred
thousand
dollars
that
just
makes
good
sense.
The
second
aspect
of
it
is
that
it's
0.95
interest
I
mean
it's
a
20-year
term,
we're
not
able
to
achieve
the
30-year
financing,
but
it
is
0.95
percent.
P
Just
in
these
comments,
it
just
makes
sense
to
install
it,
and
I
did
say
that
we
are
primarily
focused
on
water
and
I
did
say
this
too
I
I'd
be
remiss
today
if
I
didn't
say
it
put
in
the
sewer
line.
Let's
keep
it
in
the
deal.
A
And
something
else
we
discussed
Mr,
President
and
I've
had
four
or
five
days
now
to
digest
me
and
Mr
England's
conversation
so
but
I
know
some
of
you.
This
is
the
first
year
hearing
these
comments,
but
we
did
talk
about
that.
You
know
if
that
sewer
is
an
absolute
issue
for
some
of
us
that
there
that
that
there's
room
to
to
remove
that
from
the
contract,
but
he
was
very
clear
that
that
is
not
what
he
thinks
is
the
best
course
of
action.
A
That's
not
what
he
thinks
is
not
what
he
wants
and
not
what
he
thinks
is
the
best
in
the
in
the
heart
of
the
cea.
But
if
that
was
given
us
heartburn,
that
option
was
on
the
table,
so
just
wanted
to
make
sure
that
was.
That
was
it.
So
if
you
have
any
other
questions.
G
I've
got
one
what
would
be
if,
if
it
was
taken
out,
what
would
be
the
likelihood
of
getting
0.96
again
or
even
getting
this
money
from
the
funding
source
that
it's
coming
from.
P
Yeah
those
the
program
is
offered
through
Louisiana
Department
of
Environmental
Quality,
based
upon
their
availability
of
funds,
as
those
are
handed
out
from
the
various
funding
sources.
It
has
its
restrictions
and
it's
not
readily
available.
We
would
have
to
compete
again,
as
we
did
this
year
for
those
fundings.
P
E
P
E
Of
the
new
things
come
in
or
any
plants
out
there
now
will
they
be
having
any
industrial
Wastewater
to
to
get
rid
of
Okay.
P
P
Secondly,
the
the
sewer
line
as
it's
being
constructed
is
a
very
short
segment
call
it
from
bank
to
bank
of
the
Red
River.
It
terminates
at
a
very
minimal
distance,
if
not
at
the
Boar
pit
of
where
it
is
being
bored
Under.
The
Red
River
this
project,
The
Lion's
Share
of
this
project-
is
the
installation
of
large
water
line.
The
sewer
line
is
only
that
small
segment,
that's
being
bored
under
the
river
and
it
the
the
lines
are
not
being
laid
installed
to
the
expansion
property.
E
P
The
latter,
the
latter
I,
think
that's
out
in
the
future
that
that's
more
of
an
well.
The
volume
is
one
question:
the
engineering,
the
the
pumping
we
would
we'd
be
we'd
work
with
the
city
of
Bossier,
more
so
on
actual
placement
operation.
C
P
Yes,
sir,
thank
you.
It's
a
good
point.
So,
given
that
we
were
successful
with
our
application
to
the
the
Louisiana
Department
of
Environmental
Quality
for
the
sewer
line
aspects
of
it,
a
requirement
of
DEQ
was
and
is
for
that
matter,
to
separate
the
water
from
the
sewer
project.
P
Up
into
that
point,
we
developed
manchac,
develop
the
engineering
plans
of
the
the
water
line
and
the
sewer
line
as
one
package
one
package,
it
was
a
combined
package
for
water
and
sewer.
When
we
received
word
that
we
had,
we
were
successful
with
DEQ
for
the
sewer
portion
of
the
project.
We
asked
the
engineer
to
separate
them,
because
a
requirement
of
the
EQ
is
that
they'd
be
two
separate
and
distinct
projects.
Therefore,
we
asked
the
engineer
to
prepare
those
two
sets
of
plans.
P
C
C
P
E
P
C
P
Q
Darby,
if
I
can,
if
I
may
I
I,
can
clarify
that
who
is
allowed
to
use
water
that
is
delivered
by
that
water
line
is
governed
by
the
cea
in
the
existing
ordinances
of
the
city.
Okay,
we
you,
as
the
city,
the
Council
of
the
city,
any
time
that
and
out
of
a
user
or
a
customer,
that's
located
out
of
the
city
limits
of
the
city
of
Bossier
attaches
to
our
water
service
or
our
water
lines.
It
requires
City
approval,
yeah,
I,
agree.
Q
C
Q
Q
Is
that
3.03,
okay
of
his
or
her
designee,
of
the
need
for
such
water
and
sewage
service
and
that,
if
it
desires
to
invert
the
terms
of
the
agreement,
Bossier
City
shall
begin
supplying
water
to
the
commission
and
its
users
and
receive
Wastewater
Flows
at
points
approved
by
Bossier
City
and
under
the
terms
and
conditions
specified
therein
and
in
accordance
and
that
here's,
the
operative
language,
Mr
President,
in
accordance
with
all
rules,
regulations
of
Article,
2
of
the
city
of
Bossier
City
code
of
ordinance,
its
standard
utility
specifications
in
Standard
Plumbing
specifications
upon
receipt
of
notice.
C
R
Generally
speaking,
councilman
Darby,
it's
roughly
about
30
percent
of
of
our
cost
to
provide
water,
so
X
number
dollars
per
thousand
gallons
about
30
percent
of
that
cost
is
what
it
takes
us
to
maintain
and
operate.
Those
facilities,
30.
H
C
R
If
there's
no
water
going
through
the
pipe
or
no
sewer
going
through
the
pipe,
then
there's
not
a
lot
of
strain
or
pressure
or
or
Associated
maintenance
with
that
that
effort.
But
if
there
is
like
Eric,
said
we're
able
to
quantify
that
and
keep
up
with
those
costs
and
requests
reimbursement
for
that,
in
accordance
with
the
cea.
R
C
R
R
C
But
there
will
be
effort
sure,
so
there
will
be
a
spence
sure,
okay,
that
that
connects
to
my
next
concern
the
issue:
adding
a
water
line
or
sewer
line
for
testing
or
maintenance
or
whatever
we
want
to
call
it
would
incur
new
Staffing.
Perhaps
so,
if
there's
new
Staffing,
there's
new
expenses
and
as
you
know,
Ben
there's
a
3p
contract,
we
have
with
manchac.
R
I,
don't
Envision
a
a
heavy
lift
on
servicing
this
infrastructure
until
such
point
that
it's
being
used
so
I,
don't
Envision
hiring
people
to
do
what
we
need
to
do.
I
mean
our
our
crews,
both
man
shacks
and
the
city
are
out
responding
continuously
and
and
really
I.
Don't
Envision
there
being
a
major
lift
to
do.
You
know
some
routine
maintenance
to
the
line
over
the.
R
Correct
I
mean
the
line
literally
can
be
valved
off
no
water
in
it.
You
know
so
it's
it
can
be
left
dormant
until
such
point
in
time
that
it
needs
to
be
put
into
service.
So
it's
it's
very
easily
serviceable.
Okay,.
P
Councilman
I'd
like
to
you,
said
it
it
could
be,
it
can
be
dormant
councilman.
It
should
be
noted
that
this
is
a
water
and
sewer
line
with
valves.
So
if
you're
not
supplying
water
to
the
port
valve,
it
off
turn
it
off
and
any,
and
then
then,
when
you
turn
the
valve
on
and
you
flow
water
to
the
port,
if
there
are
issues
that
have
Arisen
in
the
time
that
it
was
valved
off
you're
going
to
be
you're
going
to
be
able
to
capture
those
expenses
in
the
per
the
agreement.
P
So
this
is
something
that
you
can
turn
off
the
Earth.
If
the
Earth
shifts
a
line
and
you
have
a
break
in
the
line
you
have,
it
turned
off,
we
turn
it
on.
We
start
seeing.
We
have
water
coming
out
of
the
ground.
Bossier
City
fixes
it
whatever
those
costs
are.
It
gets
added
to
that
buck.
50
that
we
talked
about
earlier
yeah.
You
will
not
be
out
of
pocket
on
this.
This
endeavor,
every
dollar
that
you
spend
in
that
regard,
will
be
able
to
be
captured.
In
this
scenario,
it's
realistic.
You
can
cap
this.
R
You
know
we
we
service,
Barksdale,
Air,
Force
Base
right
now,
but
that
is
on
you
know
on
an
as
needed
basis,
but
we
have
two
points
of
service
that
go
to
that
base
and
we
may
sell
them
water.
We
may
not,
but
I
make
sure
that
all
of
that
infrastructure
is
exercised
and
ready
and
operational.
If
and
when
we
need
to
do
it
and
it's
you
know
it's
a
morning
couple
hours
with
Crews
we
go
out,
we
know
what
we're
doing
we're
well
prepared
in
advance
of
what
what
we
have
in
front
of
us.
R
E
I
just
want
to
clarify
my
mind,
I'm,
going
to
say
it
loud
and
clear
so
I,
because
I
was
under
the
wrong
impression:
okay,
okay,
it
would
be
beneficial
to
both
Bossier
City
and
the
commission
to
connect
the
commission's
water
and
sewage
facilities
to
existing
facilities,
owned
and
operated
by
Bossier
City.
So
the
testing
operation,
maintenance
of
the
water
and
sewer
systems
constructed
by
the
commission
shall
become
the
responsibility
of
Bossier
City.
So
that's
not
saying:
if
something
breaks
over
there
I
mean
we're
going
to
fix
it
and
you're
going
to
pay
for
it.
E
E
Yeah,
it's
like
we
haven't
breaking
the
city
right,
so
we're
going
to
fix
it
and
we're
going
to
pay
for
it.
It's
our
responsibility
to
fix
it
and
pay
for
it.
That's
great!
Well,
that's
what
I
asked
a
while
ago
and
I
may
be
misunderstood
me.
You
said
no,
it's
y'all
are
going
to
do
that,
you're
going
to
pay
for
that
one
in
but
I'm
talking
about
no.
P
P
R
Who's
gonna
who's,
gonna
fix
it
who's
gonna,
oh,
if
we
have
a
water
line
break
and
it's
quite,
we
quantify
what
it
cost
us
to
go
out.
Parts
pizzas
materials,
that's
part
of
our
operation
and
maintenance
costs.
So
we
look
at
that.
Every
month,
you'll
see
the
presentation
of
that.
Every
month
we
quantify
that
and
we
keep
those
dollars
from
the
revenue.
That's
that's
split,
50
50
with
the
port,
so
we
keep
our
operation
and
maintenance
costs.
R
We
Bill
the
customers
at
the
poor,
not
the
port,
so
the
city
will
Bill
the
customers
just
like
they
were
any
other
customer.
We
collect
those
revenues
and
on
a
quarterly
basis,
we
we
send
a
check
to
the
poor
and
that
is
based
on
50
percent
of
the
net
cash
at
the
end.
So
whatever
it
costs
us
to
make
repairs
operate,
treat
power,
people,
those
things
that
gets
Quantified
as
as
our
operating
costs
and
and
those
are
used
to
to
make
those
dollars
are
used
to
take
care
of
that.
So
I,
don't
know!
R
If
that
answers
your
question,
but
that's
how
I
would
Envision
we
would
tackle
that
I,
don't
see
where
that
would
be
difficult
to
capture
and
difficult
to
protect
that
Revenue
to
ensure
we
can
take
care
of.
You
know
those.
E
R
R
You
know
the
one
that
comes
to
mind
being
a
big,
concrete,
main
they're
unusual.
You
know
types
of
material,
they're,
old
or
they're,
very
deep
things
that
take
us
a
lot
of
time.
Where
you
know
it's,
it's
more
difficult
for
us
to
respond.
But
you
know
we
do
a
lot
as
much
as
you
see
that
comes
before
the
council.
I
can
I
can
promise
you.
We
self-perform
10
times
that
on
significant
scales,
so
it
it's.
R
It's
not
our
desire
to
pick
up
the
phone
every
time
we
have
a
problem
and
call
a
contractor,
and-
and
it
would
be
my
you
know-
just
judgment
that
you're
looking
at
new
infrastructure-
that's
put
in
using
modern
materials
and
techniques
that
that
the
the
problems
associated
with
that
infrastructure
aren't
going
to
happen
in
the
early
phases.
They
will
happen
over
time.
As
you
all
know,
we
were
here
about
the
24
inch
sewer
main
that's
blowing
on
us
and
it's
30
years
old,
built
out
of
ductile
iron
pipe
and
I
was
out
there
early.
R
Okay,
we
do
this
I.
Was
there
one
o'clock
in
the
morning
last
week,
because
that
was
the
best
time
to
go
out
and
do
an
assessment
of
that
line
me
my
people,
Bossier
City's
people
and
I'm
thinking
what
crazy
individual
put
duck
the
iron
pipe
out
for
sewer
line
and
I'm
like
they
didn't,
have
PVC
of
this
diameter
back
when
this
was
being
built.
R
That's
why
it's
ductile,
and
so
we're
coming
up
with
Creative
Solutions
within
Public
Utilities,
to
bring
the
council
to
fix
that
and
I
I
Envision
much
of
the
same
with
with
the
poor
or
any
expansion
of
our
utility.
These
are
going
to
be.
You
know,
Growing
Pains,
if
you
will
that
we
have
to
to
account
for
but
I
feel
comfortable
that
we
can
do
what
we
need
to
do
in
the
interim.
I'm
excited
for
the
port.
I
would
like
to
see
us
Supply
water.
E
P
Real
dollars,
your
rate
is
450
a
thousand,
and
what
we
know
based
on
your
operating
history
is
your
o
m
is
a
buck
50..
So
when
you
invoice
a
potential
future
user
at
the
Port
you're
they're
going
to
be
paying
that
industrial
rate
a
dollar
fifty
of
that
will
be
for
Euro
and
M,
and
that
dollar
fifty
isn't
even
it
isn't
a
set
dollar
amount.
It's
whatever
your
numbers
turn
out
to
be.
P
It
could
be
a
dollar
seventy,
let's
just
use
a
dollar
fifty,
because
it's
easy
math
for
this
discussion,
450
for
your
user,
a
dollar.
Fifty
based
on
your
current
o
m
structure.
Today
off
the
top
three
dollars
left
over,
you
keep
a
buck
50,
we
keep
a
buck
fifty
and
we
retire
the
debt.
When
we
retire
the
debt,
you
keep
all
three
dollars.
Actually
you
keep
all
450
of
it
but
of
the
amount
left
for
o
m.
You
keep
all
of
it.
E
A
Mean
I
think
I
think
that's
that
is
going
to
be
up
to
each
individual
council
member
or
what,
if,
if
they
feel
like
there
needs
to
be
any
changes.
A
A
I
think
this
is
a
very
important
vote
and
so
I
mean,
if
you're
asking
my
opinion,
I'd
I'd,
be
in
favor
of
giving
everybody
an
additional
two
weeks
to
look
to
think
over
the
commentary
that
we've
just
had
to
make
sure
that
everybody
makes
an
informed
decision
and
doesn't
jump
and
use
the
decision
that
they
made
up
last
week
after
we've
just
had
I
think
some
very
good
dialogue,
so
yeah.
I
As
far
as
changing
the
cea.
We
talk
about
vagueness
of
words
and
then
in
two
weeks
somebody
else
is
going
to
say.
There's
something
vague
about
this.
The
deal
is,
and
it's
this
simple.
When
we
sell
a
gallon
of
water,
we
make
a
buck
50.,
that's
it.
It
doesn't
matter
what
it
cost.
I've
heard
people
talk
about
what
it
cost
I'm,
not
saying
it
doesn't
matter
what
it
costs,
but
by
God.
We've
got
an
Enterprise
fund.
I
can
bring
Angela
up
here
from
is
the
CFO
and
there's
a
reason.
I
I
It's
all
up
to
us.
Our
City
attorney
gave
us
the
ordinance
from
2014
that
gives
the
power
to
allow
anyone
to
connect
to
our
water
sewer
service,
the
authorization
from
this
city,
council,
I,
I,
don't
know
what
you're
going
to
change
it.
It.
It
almost
appears
and
I'm
speaking
frankly
now
that
we're
delaying
this
in
hopes
that
we're
going
to
find
something
that
there's
this
hidden
thing
or
there's,
there's
hidden
agenda,
something!
That's
there
that
we're
not
grasping.
I
L
I
Man
that
we
hired
he's
our
city
engineer
he's
also
with
manchac
we've
heard
from
our
legal
counsel.
If,
if
we
looked
going
forward
as
to
a
deal,
let's
say
the
Brookshire's
Grocery
Arena
and
we
look
at
potential
costs.
Let's
talk
about
exposures
to
wind
storms,
everybody's
familiar
with
named
storms,
that's
hurricanes
or
whatever.
So
now
there
are
four
or
five
percent
wind
and
hail
deductibles
named
storm.
What?
If
we
looked
at
that
and
said?
Well
what?
I
If
we
had
a
storm
down
the
road
and
we
were
going
to
be
out
of
pocket
a
half
million
dollars
on
a
50
million
dollar
new
building
I?
Don't
think
that
that
would
be
the
justification
for
saying
we're
not
going
to
build
the
building
because
someday
a
windstorm
may
come
in
and
we're
going
to
be
out
of
pocket
five
hundred
thousand
dollars,
which
is
certainly
a
consideration,
but
I,
don't
think
it
would
be
something
that
would
tell
for
us
to
say
we're
not
going
to
do
it
and
have
Brookshire's
Grocery
arena.
I
Personally,
if
I
was
a
businessman-
and
someone
came
to
me
and
said,
can
you
will
you
do
this
deal
and
you
will
have
no
debt,
which
we've
affirmed
correct?
That
is
correct.
You
will
have
no
extra
expense
and
for
every
gallon,
of
whatever
it
is
you're
you're
going
to
produce
you're
going
to
make
a
dollar
fifty
and
there's
no
recourse
of
expense
of
debt
of
anything
they're
in
another
deal
like
that
in
the
business
world
and
I.
Dare
anybody
to
tell
me
that
there
is
one
out
there
because
I
want
to
go?
I
I
So,
as
people
have
pointed
out,
I
am
passionate
about
this.
I
believe
that,
based
on
what
is
going
on
across
the
river,
which
all
of
y'all
seen
in
the
Shreveport
Times
what's
happening,
their
bond
rating
went
down.
Why
lack
of
Revenue
their
rates
are
going
up
because
of
why
lack
of
Revenue
Here
We
Stand.
F
C
Motion
for
calling
for
the
question
all
right,
we'll
move
forward.
We
have
a
motion.
J
P
Thank
you,
I
was
I
was
trying
to
say
to
the
council
I
appreciate
you
asking
that
question.
This
is
one
which
easily,
if
asked,
if
two
weeks
is
that
long,
a
period
of
time?
No,
it's
not
I'm
asking
you
to.
Please
not
delay
it.
Two
weeks
and
I'll
say
why
two
weeks
is
not
a
long
period
of
time,
but
two
weeks
is
an
eternity
to
a
project
of
this
magnitude.
P
Anyway,
I
understand
thank
you
for
saying
that
if
we
delay
this
anymore,
what
rather
said
we've
talked
to
contractors.
We
know
what
this
type
of
project
entails.
We
need
the
summer
months
for
this
job.
If
we
delay
what's
going
to
happen,
is
the
price
of
the
project
is
going
to
go
up
because
contractors
are
going
to
know
that
they're
going
to
be
installing
this
line
in
wet
weather,
open
ditches
and
wet
weather,
it's
going
to
spill
over
into
the
fall
and
our
cost
is
going
to
go
up.
C

right
any

It
likes
to
time
out
sometimes
and
introduce
an
ordinance
authorizing
mayor,
Thomas,
H

to
execute
any
and
all
documents
necessary
for

second
Mr,
Hammonds
Council
Mr
Maggio,
brought
to
my
attention.
The
name
of
the
subdivision
is:
is
there
a
difference
in
that.
F
Q
Attached
to
the
to
the
proposed
deed,
so
there
there's
actual
meets
and
Bounds
description.
M
I
may
councilman
Maggio,
that's
the
legal
description
that
came
from
the
surveyors
and
the
Mr
Valentine.
Who
did
the
appraisals?
It
I
think
that's
the
name
of
the
subdivision.
That
was
there
a
long
long
time
ago,
but
that's
what
it
is
right
there
on
the
river
in
that
area
where
it
goes
to
be
a
dump.
It's
Stockwell
subdivision.
J
F
D

C
D
C
A
J
I
I
J
C
J
C
I
C
I
Mean
it
you're
we're
not
I'm
not
in
infringing,
but
it
I
think
it
if,
if
somehow
someone
on
the
council,
whether
it's
the
president
or
a
representative
or
two
people,
you
know
what
I
mean
have
some
conversation
I'm,
certainly
willing
to
go
forward
with
this.
With
that
yeah
I
agree
with
agreement
in
principle,
you
know
a
gentleman's
agreement,
if
that's
good
with
you.
C
C
Moved
second
motionless
Smith
and
second
Mr
Williams
and
Council.
You
may
have
looked
at
this
resolution
somewhat.
We.
We
are
looking
forward
to
the
day
that
we
have
a
new
facility
for
the
Council
on
Aging
and
we
need
to
look
at
funding
source
and
we
need
to
decide
how
to
best
serve
the
most
in
the
city
of
Bossier
and
I've
spoken
with
both
Mr
Smith
and
Mr.
William
we've
met
with
the
director
of
the
Council
on
Aging
and
we
we
walk
through
that
facility.
C
It's
really
in
need
of
renovation,
but
the
cost
for
renovation
may
be
cost
prohibited.
So
we
are
really
hoping
that
we
can
find
another
centralized
location
in
get
get
that
started.
But
first
of
all
we
have
to
get
the
funding
and
we
have
to
decide
the
dollar
amount
that
we
will
spend
as
a
city,
but
we
hope
to
have
other
entities
involved
in
that
funding.
G
Mr
President
I
do
how?
How
long
is
this
committee
going
to
take
from
the
director
of
right
now
the
email
that
that
she
sent
us
a
lot
of
the
money
that
potentially
going
after
with
the
state
of
Louisiana,
with
the
huge
Surplus
that
they
have
right
now
with
the
federal
money?
I
think
time
is
of
an
essence
and
getting
a
plan
together,
and
you
know
vying
with
our
legislature
and
everybody
in
Baton
Rouge
to
try
to
get
those
funds
before
they
are
spent.
So
I'm
just
kind
of
wondering
how
how
long
this
committee
is.
G
C
We're
going
to
try
to
expedite
the
process
because
they've
been
needing
some
new
facility,
a
new
facilities
for
a
long
time,
so
I
appreciate
your
Insight
Miss
Hammonds
and
we're
going
to
do
our
due
diligence
to
make
sure
we
we
move
forward
and
this
this
committee,
hopefully,
will
be
aggressively
looking
at
options
here
and
along
with
the
director
I'm
sure.
C
Yeah,
so
we
would
welcome
any
resource,
Mr
Hammonds,
that
you
may
know
of
that.
We
could
help
get
this
thing
off
the
ground
and
we
work
on
that.
Any
any
comments,
yes,
ma'am.
N
Tamara
crane
executive
director
with
the
Bossier
Council
on
Aging,
certainly
thank
you
all
for
really
getting
the
committee
together
and
hopefully
getting
this
off
the
grounds.
As
my
email
stated,
this
has
been
talked
about
since
way
before
many
of
us
were
here
2007
the
previous
director
actually
had
a
building
floor
plan
written
up
and
drawn
up
and
Mike
McSwain
and
I
have
met
a
couple
of
times
now.
N
I
do
know
that
some
of
you
all
still
have
not
been
able
to
come
to
our
site
and
see
what
councilman
Darby,
Smith
and
Mr
Williams
have
seen.
We
are
actually
even
having
an
open
house
on
May
2nd
with
the
Crawfish
Boil.
You
are
welcome
to
come
by
and
take
that
tour.
Finally,
we
have
been
in
contact
I
know.
A
couple
of
y'all
have
spoken
with
a
couple
legislators.
As
you
know,
from
that
email
I
was
trying
to
gather
everyone
to
the
table
because
I
don't
really
know
what
the
city
has
to
work
with.
N
We
have
had
some
discussions
about
where
possibility.
I
know
that
was
the
main
thing
with
Mike's
McSwain
coming
by
is
to
assess
our
needs,
as
we
currently
are.
Using
the
facility
we're
in
and
what
kind
of
land
space
we
would
need
and
try
trying
to
get
everybody
to
the
table
and
that
the
S
legislation
there
is
a
timeline
on
that.
Senator
peacock
did
reply
and
of
course
it
was,
did
you
do
capital
outlay
in
November?
I
said
no,
sir?
We
weren't
really
knowing
this
was
going
to
happen
at
this
point
in
time.
N
I
know
we
have
a
really
great
gym
in
Amanda,
because
she
knows
how
a
lot
of
this
stuff
works
with
legislation
and
everything.
So
there
may
still
be
some
opportunity
in
trying
to
get
some
of
those
funds
that
are
in
that
Surplus
I
did
attend
a
par
discussion
last
week,
I
don't
know
if
any
of
y'all
were
on
that
and
there
is
certainly
still
money
to
be
allocated.
So
there's
still
some
of
that.
N
A
couple
of
things
that
have
come
up
to
a
question,
though
in
the
committee
as
we're
going
forward,
is
the
discussion
of
looking
at
how
this
resolution
is
of
the
senior
citizens
homeless
and
other
basic
needs
just
kind
of
want
to
know.
Are
we
looking
at
building
something
that
would
serve
multiple
type
of
services
and,
if
so,
how
that
would
affect
the
size
needed
the
budget,
the
layout
and
how
all
that
would
go,
so
that
was
just
one
question
is
as
we're
looking
at
this
resolution.
C
What
what
we
envisioned
when
we
get
to
the
point
of
the
committee,
we
will
discuss
the
viable
options
that
we
will
have
and
instead
of
just
having
a
One-Stop
well
just
having
one
facility,
we
want
it
perhaps
to
be
a
multi-purpose
facility.
We
don't
know
that's
a
Grand
Vision,
but
hopefully
we
can
look
at
what
we
can
do
with
the
money.
We.
F
H
C
B
L
D
C
Okay,
Mr
Smith
motion
made
and
Mr
Hammonds
by
Mr
Williams,
okay,
the
second
it
on
this
committee
Council.
We
are
again
trying
to
be
proactive
in
trying
to
get
a
solution
to
current
and
future
Staffing
with
the
police
department.
It
is
you
know
we
we
have
a
business
City.
We
want
to
have
eventually
a
new
casino
that
land
base
come
to
Bossier.
C
We
have
Entertainment
District,
that's
becoming
more
and
more
visited,
and
we
just
got
citizens
who
have
become
accustomed
to
police
presence
and
police
response
and
as
as
a
council
member
and
some
of
the
others,
we've
met
with
the
chief
to
discuss
his
concerns,
and
so
that
being
the
case,
we
are
trying
to
be
proactive
in
getting
the
chief
what
he
needs
to
go
forward
and
to
be
successful
in
his
administration
going
forward.
C
C
A
President,
would
you
be
open
to
amending
this
to
be
a
first
responder
research
and
resource
committee,
because
I
think
we
also
should
look
at
the
fire
department
as
well,
while
we're
going
to
have
a
committee
together.
C
Okay,
I've
not
met
with
Chief
Brad,
but
I
suppose
we
could
revise
it
fillers
wash
your
thoughts
on
that.
D
We
can
I
mean
we
can
change
it
change
the
title
and
change
the
language.
In
the
actual
resolution
you
just
need
to
amend.
Someone
would
need
to
make
that
motion
to
amend
the
resolution
to
be
a
first
responder
research
and
resource
committee
and,
to
you
know,
change
the
language
in
that
resolution
and
then
then
you
would
need
to
make
another
motion
to
approve
to
adopt,
as
amended.
D
C
C
I
In
for
the
record
too,
Mr
Darby
I
believe
I
gave
you
a
piece
of
paper
a
couple
of
weeks
ago
for
my
initial
thoughts
that
councilman,
Williams
and
I
had
met
with
both
Chiefs
zagon
and
Haugen,
respectively
as
to
funding
sources
and
also
with
Angela,
as
far
as
the
men
in
the
2023
budget
and
then
in
as
far
as
the
2024
budget.
So
if
you
could,
I
would
like
for
you
to
share
that
with
your
committee
and
with
the
administration
as
well.
C
I
E
I
Well,
you
know
I'm
a
man
of
History,
so
yeah
and
we
lest
us
not
forget
2009,
that
we
experienced
and
it
was
something
we
always
promised
that
we
would
never
do
again
and
that
is
outspending
ourselves
ahead
of
what
it
costs.
So
with
that
in
mind,
we
do
have
a
start
and
we
can
certainly
work
from
there
and
I'm
certainly
willing
to
utilize,
whatever
resources
I
have
to
assist
in
that
process.
So
thank
you.
C
D
J
Yes,
sir
I
have
some
great
news
for
Bossier
City.
The
new
owners
of
former
Diamond
Jazz
Casino
in
Bossier
City
have
won
approval
to
sell
the
abandoned
property.
Foundation
gaming
is
seeking
to
sell
diamond
Jacks
to
cordish
out
of
Maryland
a
large
National,
entertainment,
hospitality
and
gaming
company.
J
J
They
have
a
lot
of
Big
Ideas
they're,
going
to
even
put
more
into
that
property
than
Foundation
gaming
is,
and
it's
going
to
be
a
lot
more
exciting
things
down
there,
which
is
going
to
be
exciting
on
that
also
I
want
to
say
this:
the
partnership
with
the
port,
that
is,
a
win
for
Bossier,
City
and
I,
want
to
appreciate
everybody
that
had
anything
to
do
with
that.
That's
a
big
win
for
Bossier
and
baseball
season
is
coming
along.
So
let's
play
ball.
Thank
you.
