Thank

all
for
allowing
me
this
opportunity
to
recognize
a
few
people
of
our
department.
As
most
of
y'all
I'm
sure,
remember:
May
2nd
was
a
horrific
day
in
our
community.
Evil
decided
to
stop
and
visit
our
town
and
because
of
a
certain
amount
of
people.
Several
few
people
within
our
department.
We
were
able
to
put
that
to
rest
pretty
quickly
before
I
go
any
further
with
that
I
do
want
to
recognize.

There
was
a
couple
of
people
that
day
that
actually
lost
their
lives,
so
we
do
not
want
to
forgive
them.
Obviously,
as
you
can
see
by
the
showing
the
support
for
everybody
that
showed
up,
that's
just
a
small
portion
of
the
amount
of
people
that
we
had
come
to
our
rescue
on
that
day,
Sheriff's
Department
other
local
agencies,
State
Police.
All
of
them
came
to
our
assistance
and
for
that
we're
definitely
grateful.
But
with
that
being
said,
there's
a
very
few
officers.

But
these
two
officers
I'm
going
to
read
something
real,
quick,
just
to
kind
of
let
y'all
know
what
we're
doing
they're
going
to
be
issued
the
medal
of
valor.
This
is
the
second
highest
award
within
our
Police
Department.
There's
only
one
more
above
that
and
unfortunately,
for
that
one
I
hope
we
never
have
to
issue
it
and
includes
loss
of
life
to
an
officer,
so
I
hope
I
never
have
to
deal
with
that
as
far
back
as
I
could
find
within
the
Police
Department
Records.
This
medal
has
never
been
issued.

So
these
two
officers,
as
far
as
I
could
find
in
records,
are
going
to
be
the
very
first
two
to
get
it.
What
our
policy
states
for
this
is.
This
is
awarded
for
exceptional
bravery
at
imminent
risk
of
serious
bodily
injury.
The
recipient,
demonstrating
exceptional
courage,
above
and
beyond
the
call
of
duty,
by
performing
a
course
of
actions
in
an
extremely
dangerous
situation
and
I
could
not
find
a
better
word
to
say
what
these
two
officers
did
than
what
our
policy
wrote.

in

midst
of
all
that
those
were
the
first
two
arriving
officers
on
scene,
that
day
and
I'm
not
going
to
go
into
great
detail
into
what
they
had
to
do
and
what
they
had
to
see,
but
just
exceptional
bravery
and
what
they
had
to
deal
with
that
day.
So
awesome
job,
we
do
have
an
officer,
that's
actually
out
of
the
country
right
now.
Him
and
another
officer
were
next
arriving.

ceremony

him
at
a
separate

time
whenever
he
comes
back,
but
the
next
officer

officer
Turner
was
one
of
the
next
arriving
officers
after
the
initial
two
upon
his
arrival,
he
found
Mr
Davis
knelt
down
behind
his
truck.
Had
a
gunshot
wound
to
him
immediately
went
to
work
on
him
in
my
mind,
talking
to
the
fire
department,
the
nurses,
the
doctors
typically
or
I,
say.
Typically,
he
did
save
this
man's
life.
The
reason
that
he
received
that
gunshot
wound
was
because
he
got
in
the
midst
of
that
battle
with
those
police
officers
and
tried
to
stop
the
guy
that
was
on
that
scene.

Turner
I'm

his

His
awards
are
our
life-saving
award,
and
this

resolution
was
passed
to
request
an
opinion
from
The
Office
of
the
Attorney
General
to
weigh
in
or
to
give
the
opinion
on
whether
the
petition
that
was
being
presented
to
the
council,
requesting
a
referendum
or
an
ordinance
as
to
term
limits,
whether
that
petition
was
properly
or
improperly
certified,
due
to
certain
lack
of
information
that
is
required
by
the
election
code,
namely
that's
revised,
Statute
18,
colon
3
and
the
information
that
is
missing
from
that
petition
is
the
year
of
birth,
of
each
signer
or
signatory
of
that
petition.

receive
correspondence
back
from
the
Attorney
General's
office
late
last
week.
I
believe
it
was
last
Thursday
where
the
attorney
general
has
declined
to
give
an
opinion
citing
a
conflict
pursuant
to
18
colon
for
the
Attorney
General
acts
as
general
counsel
for
all
the
Registrar
of
Voters
perished
by
Parish
in
the
state
of
Louisiana.

Therefore,
citing
that
conflict,
they
said
that
they
would
not
give
they
they've
had
declined
to
to
give
an
opinion,
and
that
leads
us
leads
us
in
exactly
the
same
place
that
we
were
approx
two
weeks
ago,
which
is
you
know,
is
the
petition
that
started
this
process.
Is
it
fatally
flawed
again
I've,
given
my
opinion,
Miss
Bell
has
given
her
opinion
that,
due
to
that
lack
of
information,
that
is
not
in
the
petition
for
any
signatory
that
I
can
find
does
is
the
is
that
effort
you
know.
Is
that
petition?

that
a
fatal
flaw?
And
that
is
the
first
question
that
has
to
be
answered
in
my
opinion,
if
the
city
were
to
go
forward
in
place
something
on
the
ballot
or
attempt
to
play
something
on
the
ballot,
then
that
issue
will
never
go
away
a
year
from
now,
two
years
from
now
10
years
from
now
any
interested
party.

Well,
not
a
qualified
elector
or
a
voter
registered
voter
in
the
city
of
Bossier
could
come
up
and
challenge
the
term
limits.
You
know
as
a
nullity,
that
is,
you
know
if
Mr
Smith
or
Mr
Hammond's
10
years
from
now,
when
they've
served
three
terms,
they
decide,
they
want
another
one.
Then
they
could
be
entitled
they.
You
know
they.
They
could
file
a
lawsuit.
Asking
that
the
term
limit
provision
as
presented
to
the
city
council
should
be
set
aside
and
declared
a
nullity.

know
it
any
city
council
member
could
do
it.
The
mayor
could
do
it
or
any
qualified
elector
or
somebody
who's
validly
registered
to
vote
in
Bossier
City.
So
that
is
the
first
and
foremost
issue
that
must
be
addressed.

Pursue
it.
Now
we
have
a
petition
in
front
of
the
city
council
that
that
is
purports
to
be
certified.
It
was
certified
by
the
registrar
voters,
whether
that
was
done
again.
I
feel
it
was
improper.
The
outside
of
council
feels
that
it
was
improper.
The
attorney
general
has
declined
to
weigh
in
on
that
issue.

So
at
this
point
in
time,
my
advice
to
the
city
council
would
be
into
the
city
would
be
to
request
that
the
registrar
voters
for
Bossier
Parish
decertify
the
petition
due
to
the
lack
of
information
in
the
petition
and
then
I
think
what
the
register
of
Voters
would
do.
She
would
seek
her
own
opinion,
and
you
know,
and
depending
on
that
she
would
either
choose
to
decertify
or
not
so
until
this
issue
was
solved,
I
just
I,
don't
see
how
anything
can
can
move
forward.
It
would
always
be
subject
to
litigation.

If
the
city
council
chooses
basically
to
do
nothing,
then
they
could
be
subject
to
some
type
of
mandamus
action
on
behalf
of
any
qualified
elector
in
the
city
of
Bossier,
and
so
that's
also
suggested
of
litigation.
So
my
my
advice
now
to
the
city
council
would
be
to
approach
the
register
of
Voters
ask
her
to
decertify
the
petition,
if
she's
not
comfortable,
doing
that
then
seek
her
own
outside
legal
opinion.
So
she
feels
that
she's
in
and
come
back
with.

Pursuant
to
the
law,
Mr
Hammond's,
the
petition
lacks
information,
that
is,
that
is
mandatory
pursuant
to
18
colon
3..
The
election
code
says
that,
in
order
for
the
register
of
Voters
to
certify
Petition

this
type,
not
a
petition
concerning
the
sale
of
alcohol,
then
it
must
contain
the
year
of
birth.
It
doesn't
contain
the
year
of
birth,
so
everybody
makes
mistakes
again.
I
feel
that
it
was
improperly
certified.

petition

than
something
that's
found
in
title
26
that
concerns
the
sale
of
alcohol
is
required
to
be
certified,
but
that
that
is
required
to
be
certified
by
the
register
of
Voters
must
contain
certain
information
and
though
they're

eight
things
that
are
found
in
18
colon
3
year
of
birth
is
mandatory.
It
says
it
shall
contain
this
information.
The
petition
before
the
council
does
not.

want

you're
looking
for
ways

not
let
it

kind

excuses

we
throw
up
in
the
air
to
make
this
not
stick?

do
we
throw
this
up
off
the
balance?

can't
obey

voters

just
not
the
way
city
government
should
be
run.

not.

better
people
than
this.
When
is
there
better
government
than
this,

ballot
is
certified
by
the
register
of
Voters,

now
you've
got
a
commitment
to
to
vote
on
it.

state,
notwithstanding
any
other
provision

law
to
the
contrary,

before
we
even
talk
about
what
shall
be
in
the
certification
or
in
the
petition,
it
says,
notwithstanding
any
other
provision

Bossier
City
Charter
gives
the
provisions
of
how
this
petition
should
be
carried
out
and
I
believe
that
if
you
look
at
18
colon
3,
a
notwithstanding
any
other
provision
of
law
to
the
contrary,
every
petition
submitted
to
a
registrar
voters
for
certification
shall
contain
the
following
information.

issue
today

that
the
citizens
of
Bossier
have
put
their
name
on
a
petition
and
asked
this
Council.
That
represents
them
to
make
a
decision
not
to
shut
it
up
or
down,
but
to
put
it
on

ballot

allow

rest
of
the
citizens
of
Bossier
to
have
their
sale
on
this
issue.
That's
what
we're
asking
that's
what
the
citizens
want!
That's
why
they
signed
a
petition,
I
believe
this
body
of
government.
If
you're
representing
the
will
of
the
people,
then
you
should
act
according
to
the
will
of
the
people.

made

feelings

known,

we

are
asking
that
this
body
will
not
ignore
the
will
of

people
over

000
people
that
signed
the
petition
over

2000
that
the
register

voter
certified

valid

petition.

the
will
of
people
go

it.

this
go

ballot
and
if
the
people
want
it,

let's
move
forward.

not
about
a
charter
commission
or
a
charter
review.
Those
things
can
happen
down
the

about
what
the
will
of
the
people

registrar

ask
them
what
needed
to
be
on
a
petition.

They
said,
follow

proposition
packet.
That's

I
have
some
quotes,
but
to
criticize
our
petition
because
it
isn't
in
the
form
of
an
order
ordinance.
That
was
a
ludicrous
argument.
It
Was
Written,
clearly
with
the
intent
to
amend
the
city,
Charter,
call
it
an
ordinance
or
an
amendment
to
the
Charter.
The
intent
is
to
limit
councilman
to
three
terms
for
a
Lifetime
by
adding
text
to
the
Charter.
It
was
written
to
be
compliant
with
RS
1299.1
that
states
that
the
governing
Authority
or.

Submitting
a
question
or
proposition
will
be
simple,
unbiased,
concise
and
easily
understood
language.
That's
what
our
petition
did.
We
knew
that
this
guidance
needed
to
be
followed
in
our
petition
or
it
wouldn't
make
it
on
the
ballot.
That's
why
it
was
written
that
way.
This
is
an

of
a
Bossier
city,
ordinance
right

the

vote

Attorney
General

decided
to
save
face
instead

Ridiculousness

political
calculated
Haymaker
aimed
directly
at
the
Bossier
term
limits
Coalition,
the
council
and
the
City
attorney
have
decided
to
ignore
the
petition
that
was
lawfully
certified
by
the
registrar
voters
and
are
now
making
a
mockery
of
the
charter
they
swarged
or
pulled.
We
witnessed
an
incredible
movement,
a
grassroot
effort
set
for
the
first
time
in
Bossier
City's
history
sought
to
change
City
Charter
by
way
of
the
people
over
2
900.
Certified
signatures
on
the
terminalist
petition
reflect
a
desire
for
change.

Yet
what
have
we
seen
in
response?
A
surreptitious
move
cloaked
in
the
facade
of
supporting
terminal
limits,
presenting
itself
in
the
form
of
a
charter.
Commission
resolution,
councilman
Darby's
submission
on
the
surface,
seems
to
embrace
term
limits,
but
his
resolution
allowed
to
pass
will
lead
to
a
diluted
version
of
term
limits.
Stripped
of
the
retroactive
Clause
that
would
hold
incumbents
accountable
and
make
room
for
Progress,
not
to
mention
the
years
it
could
take
for
the
commission
to
do
its
work
or,
if
it
resolved
to
do
anything
at
all.

be
clear:
the
term
limits
petition
has
been
lawfully
certified
and
delivered,
and
the
charter
dictates
that
we
must
pass
an
ordinance
or
place
a
matter
on
a
ballot.

law

argument

The
Tide
is
changing
in
Bossier.
City
I
feel
that
the
timing
of
the
charter
commission
makes
more
sense
at
the
beginning
of
a
new
term
rather
than
the
end
of
a
current
term,
especially
when

council
is
possibly
changing
due
to
term
limits
be
warned
today.
Bossier
City
Council
is
infringing
on
the
mayor's
existing
powers
and
his
ability
to
hire
City
staff
and
to
fill
vacancies.
As
stated
in
the
charter,
your
existing
ordinance
restricting
the
mayor
is
in
clear
violation
of
the
charter.

to
the
resolution,
the
commission
shall
consist
of
nine
appointed
persons
and
it
further
states
that,
should
the
proposed
Charter
commission
not
be
approved
by
a
majority
of
the
vote
of
the
council
said
commission
cannot
be
established.
This
is
a
requirement
that
puts
the
mayor
in
a
powerful
position.

I
fear
that
voter
city
council
is
pushing
a
charter
commission
to
change
the
rules
that
no
doubt
will
give
the
council
more
power
and
may
legalize
the
restrictions
you
have
placed
on
the
mayor
or
make
it
more
difficult
for
a
petition
of
the
government.
Bossier
City
term
limits.
Coalition
doesn't
agree
with
any
effort
to
change
the
intent
of
term
limits,

stated
in
our
petition

affect
the
next
election.

the
intent,
Bossier

will
campaign
against
any
attempt
to
make

petition
more
difficult
in
the

win
any
legal
argument

what
this
is

to
argue
that
voter
ID
is
an
inadequate
means
to
identify
the
correct
voter

verify

which
is
what
the
registrar
did
to
argue

would
be
viewed
by
your
constituents
as

attempt

thwart
the
right
of
every
elector
in
the
city
that
have
that
wants
to
have
a
voice,

first
thing
I
asked
was
why

I
look
back
and
I
see
every
Constitution
Amendment
every
election
we've
got
all
these
Constitutional
Amendments
on
the
ballot

reason
we

a
lot
of
these

Amendments

year
is
because
our
state
legislators
know
that
they
can't
get
a
consensus.
If
we
try
to
have
a
constitutional
convention,
there
are
going
to
be
things
that
are
going
to
be
missed.

agree
that
this
Council
has
Apple
opportunity.

in
the
charter

needed
to
be
amended
or
revised,

we
could
have
made
that
ordinance,
students,
counselor
and
revised
those
things.
This
council
is
a

people

will
appoint
the
charter
Commission.
If
this
council

divided

issues
right
now,
how
we're
ever
going
to
come
to
agreement
on
something
that's
written
in
the
charter
that
the
average
citizen
is
not
going
to
have
any
any
say
on,
because
the
majority
of
the
Council
commissioned
those
that
are
going
to
be
appointed

by
these

body.

to
the
future
of
Bossier
City
and
you
sit
in
those
comfortable
chairs

will
of
the
people,

now

people
are
telling

loudly

they
want

option
for
term

refusal

ballot
is
nothing
short
of
a
slap
in
the
face
to
every
voter
who
puts
you

law

certified
petition
from
the
people
requires

immediate
action

pass

was

intentional

people

effort

the
City
attorney
admitted

ensnare

the

result

that
lawsuit.

should
have
happened

everybody
in
this
city
would
vote

term
limits.

say

lawsuit

occur

the
lawsuit
going

be
against

percent
of

voters

term

today

have
the
courage
to
vote
for
what
the
citizens

requested

know
that
you

it

litigation

people

already
asked,

waste

activity

parking

new
project.
We
reported
last
month
that
we
were
getting
ready

start
construction

we're
well
underway.

got
about
two
percent
complete,
but
again,
this
is
just
based
on
the
invoicing
that
they've
sent
in

nine
percent
of
the
time
elapsed
and
we're
just
showing
you

that
we're

behind,

they're

on

project,

lot
of
progress,

Street
drainage

project
received
funding

council
meeting.

actually
secured

bid,

a
contractor,

a

it
looked

hope
to
resolve
that
with
this

project
you
all
allocated
about
50
000,
the
low
bid
came
in
just
under
25
000.,

we're
looking
forward
to
getting
that

development-
these
are
pretty
similar.
We
do
have
a
project
going
on
that
I
wanted
to
highlight
Rocket,
Fast,
Access
and
utilities.
That's
a
a
car,
wash
that's
going
in
just
south
of
the
Circle
K
right
there
at
the
intersection
of
Benton
Road
and
Viking
Drive.

Projects
in
design
are
out
for
bid
lateral,
B1
drainage
improvements.
We
are
still
working
through
the
easement
acquisition
efforts
on
that
I
am
told
that
the
appraisals
for
those
will
be
complete
by
the
end
of
this
week.
I
spoke
with
the
land
man
on
that
this
this
afternoon,
they're
working
through
the
various
formalizations
of
those
some
more
to
come.
Hopefully
we'll
get
that
behind
us
soon:
Barto
Lane
and
Montgomery
Lane
drainage
improvements,
that's
the
concrete,
ditch
there,
that
runs
between,
say
two
Johns
and
the
railroad
track.

secured

right

Entry
agreements,
we're
currently
working
on
two
easements
plats
were
prepared
and
completed.

we
expect

appraisal,

appraisals

start

early
next

on
that

Street

the
plans
for

asphalt
project
on
my
desk
I'm
reviewing
those

we
hope
to
have
that
set
for
bid
here
in
the
next
couple
of
weeks,
Golden
Meadows
that

71
turn
lane
civil
design
groups
working
on
that
they're
continuing
to
coordinate
with
dotd,
making
progress
with
that
Barksdale
Boulevard
lighting
project.

Again,
that's
waiting
on
the
power
company.
We
pressed
that's
the
area
there
by
full
of
love.
We
pressed
AEP
on
that
and
what
I'm
told
is
they're
struggling
with
the
railroad
getting
getting
rights
to
get
in
there
and
do
work
there
in
that
property.
So,
barring
you
know
that
hurdle,
which
can
be
a
pretty
big
one.
We
expect
that
to
be
going
well.
The
Barksdale
North
Gate
improvements
you
all
allocated
sixty
thousand
dollars
for
that.

civil
Design
Group
to
help
us
with
the
geometry
out
there
they're
wanting

do
some
interesting
things
at

trying
to
get
that
done
quickly,

actually
on

sitting
down
with
them
later

to
get
something
wrapped
up
