the
Jacob
McMillan
tournament

main

this

is
the
fourth
in
less
than
12
months,
so

scheduled

week
early

do
some
more
investigative
work,
we'll
be
shutting
that
line
down
cutting
a
hole
in
the
top
of
it
entering
it
with
the
camera
to
see
if
we
can
slip
line
that
main
it's
over
30
years
old.
That's
coming
from
the
North
Bossier
Pump
Station
pumps
out
to
the
Northeast
wastewater
treatment
plant.

So
it's
a
major
piece
of
infrastructure
and
it's
reached
its
intended
service
life.
So
we're
trying
to
come
up
with
some
Creative
Solutions
to
to
permanently
repair
that,
but
there
may
be
some
more
ruptures
it
ruptured
by
the
church
there
close
to
Viking
Drive,
not
that
long
ago,
it's
the
same
Force
main
so
I
just
wanted
y'all
to
know.

are
looking
into
realistic
and
feasible
permanent
solutions
to
get
that
problem
behind
us.

water
plant
specifically
has
three
four
major
generators
out
there
to
run
the
plant
and,
in
the
event,
would
lose
power
three
of
those
the
switch
gear
that
automatically
recognizes
we've
lost
power
and
we're
going
to
switch
over
onto
our
standby
generator
power.
That
gear
is
outdated
and
no
longer
serviceable,
and
one
of
those
pieces
has
to
be
manually
done
it's
very
complicated.

As
you
know,
we
don't
have.
You
know
a
battery
of
people
over
there
that
can
throw
the
lever
at
any
given
time,
so
we've
been
working
with
Arco,
which
is
bossier's
service
representative
for
all
the
generators
in
the
city.
They
put
together
a
quote
to
replace
that
switch
gear
with
Modern
Gear,
it's
more
than
a
decade
old,
and
that
is
what's
before
you
what's
a
little
unique
about.
This
is
we're
actually
going
to
use
the
2023
capital
budget
that
we've
established
for
the
water
plant?

We
had
a
pretty
big
budget
item
to
rejuvenate
the
gravity,
sand,
filters
and
plants,
one
and
two
to
kind
of
continue
that
process.
It's
been
a
while,
since
we've
done
that
we're
going
to
push
that
to
2024
and
use
a
portion
of
that
money
to
fund
this,
because
it's
a
it's
a
big
number,
but
it
is
a
need
and-
and
we
we
are
to
say,
we're
anxious
about
those
systems
not
functioning
like
we
want
them
to
as
an
understatement.

we're

some

we

audience

2012
to
2018.
I
helped
the
shelter
in
in
posting
these
animals
online,
and
we
ended
up
with
about
60
000
followers,
and
we
were
getting
dogs
and
cats
out
left
and
right.
There
was
some
issues
that
came
about
which
were
out
of
our
control
and
new
management
came
in,
and
so
we
were,
we
were.
Our
services
were
no
longer
needed,
but
it's
it's
going
to
happen.
It
turns
around,
but
it
takes.
It
does
take
a
little
time
to
get
going.

once

rescue
pools,

full

shelter
that's

due
to
the
unique
position
that
Bossier
city
is
in
typically
in
most
areas,
the
parish
is
responsible
for
the
animal
shelter,
the
Strays
things
of
that
nature
in

Bossier,
the
city
is
responsible.
We
have
an
agreement
with
the
parish
where
we
take
Parish
animals.

we
have
room
and
the
key
is
moving
as
many
animals
as
we
can
as
quickly
as
we
can
to
prevent
overcrowding
so
that
there's
plenty
of
room
for
Animals,
you
know
to
to
be
housed
if
needed,
and
it's
so.
We
drafted
this
agreement
with
the
trying
to
give
the
utmost
deference
and,
and
you
know,
and
to
enhance,
the
ability
of
ninos
and
rockers
and
their
Associated
groups
the
ability
to
go
in
there
and
do
whatever
they
think
is
necessary.

some
of
these
animals.

control

capabilities
to

work

throughout

entire
Parish,

the

ought
to
work
with
our
colleagues
over
at
the
police
jury
to
see
what
they

help
with
that.

These
animals
are
not
getting
out
of
animal
control
and
unfortunately,
if
they
can't
be
adopted
out,
then
some
of
those
animals
will
will
invariably
have
to
be
euthanized
in
order
to
make
room
for
the
animals
that
need
to
come
in,
because
it
is
a
definitely
an
inhumane
way
for
them
to
suffer
and
die
on
the
street
being
hit
by
cars
starving
to
death.

see
it
every
day
now.

say
that
this
isn't
a
very
good
situation
that
mayor
Chandler
and
the
rest
of
you
have
have
arranged
with
the
rescues,
because
they
are
the
individuals
that
want
that
are
passionate
and
want
to
help
these
animals
and
I
see
it
every
day.
We
do
a
lot
of
work
with
these
rescue
groups.
They
seek
out
oftentimes
the
most
severely
ill
or
injured
animals
and
get
them
out
of
the
animal
control
to
try
to
help
them
at
no
expense
to
the
city.
They
have
their
great
fundraisers
they're
great.
At
networking.

Things
are
not
going
to
be
perfect.
It
doesn't
mean
that
an
animal
will
never
have
to
be
euthanized
again
from
Animal
Control,
but
it
is
certainly
a
huge
step
in
the
right
direction.
They
can
Network
these
animals,
they
ship
them
all
over.
The
country
and
I've
been
asked.
Are
they
you
know?
Are
they
doing
it
to
make
money
they're
not
doing
it
to
make
money?
I,
don't
think
any
of
these
rescues
ever
are
in
it
for
any
type
of
monetary
gain.

only
reason
they
are
interested
in
making
money
is
so
that
they
can
put
that
into
helping
more
animals,
but
they
ship
them
to
Wisconsin.
To
Illinois

Health
certificates,
weekly
for
animals.
They
have
transport,
they.
They

organizations
that
transport
them
all
over
the
country
they
Network
them
all
over
the
country.
This
is
a
huge
Plus
for
our
city.
This

help
to
decrease
the
problem
that
we
have
at
the
animal
control,
but
we
have
to
realize
we
have
a
responsibility
to
take
the
animals
in
that
are
out
sure
we
can't
be
full.

Agriculture

shelter

score

cleanest
shelter

they've

in
forever.

we
got
it
and
it's

a
letter
from
the
Louisiana
Department
of
Agriculture
that
states
that

that
there
are
certain
things
that

inhumane

address
that

worked

rescue
groups
and

it's
a
win-win
for
everybody
and

working

this
project

two
years,
we've
invested
over
750
000
in
the
landfill
that's
adjacent
to
Margaritaville
in
Bossier
City
Louisiana.
We
prepared
a
proposal
to
do
a
golf
entertainment
facility.
We've
gone
through
full
architectural
plans,
drawings
we've
gained
17.25
million
dollars
in
permanent
financing.
We
have
six
million
dollars
cash
on
hand
and
we're
ready
to
move
forward
with
our
project.

several
years

the
meeting
and
several
meetings
yeah
several
meetings
and
to
everyone
it
was,
you
know,
didn't
go
over
real.
Well,
would
you
all
agree

that,

but
you

in
guiding

helping
through
this
business

city

folks

public

Water
State
revolving
fund
Loan
program
operated
by

Louisiana
Department

Environmental
Quality

the
purposes
of
improving
the
city's
Wastewater
collection
system.

this
is
an
application
to
the
department
of
environmental
qualities,
revolving
Loan
Fund
program
and
through
that
program,
that's
the
arm
in
which
the
federal
government
will
give
incentives,
like
grants
and
other
things
to
do
sewer
infrastructure
specifically,
and
you
all
recall,
we
had
an
application
that
we
put
together
for
a
sewer
project
down
in
South
Bossier.
This
was
a
Shady
Grove
and
Norman
Street
lift
station
with
Associated
forest
Maine
big
project,
good
project,
very
needed
project.

We
did
not
rank
well
according
to
the
state's
metrics
on
getting
funding
through
DOA,
and
that
was
a
direct
appropriation
that
came
in.
So
this
is
an
opportunity
that
I
would
like
to
Avail
Bossier
City
to
to
two
we've
got
some
work
involved.
You
got
to
get
through
the
pre-application
process
and
see
how
that
pans
out,
but
the
intent
is
to
look
at
getting
debt
forgiveness
or
Grant
funds
to
offset
the
costs
and
continue
working
on
that
project
down
there,
because
right
now
we
it's
unfunded,
we're
working
through
all
the
logistics.
O
But
there's
it's
a
big
project,
roughly
five
million
dollars
to
get
that
done.
Big
lift
station
going
down.
Shady
Grove
is
going
to
require
thousands
of
feet
of
bore,
so
we
don't
disrupt
the
trees
and
driveways
and
everything
else
that's
out
there.
So
it's
it's
complicated
as
are
most
projects
in
those
older
areas
of
town,
but
we
feel
like
this
is
a
mechanism
that
might
be
beneficial
financially
to
the
city.
So
that's
what
we're
proposing
it
authorizes
the
city
to
enter
into
agreements
with
relation
to
that,
but
there's
it's
a
long
process,
so
yeah.

way
of

over
budget
general
fund
revenue

up
due
to
increased
sales
tax
utility,
Franchise
Tax
and
occupational
license
Revenue
compared
to
February
2022..

increase
in
sales
tax
Capital
fund
revenue
is
due
to
an
increase
in
sales,
tax
revenue
and
transfer
to
Capital.
In
the
current
year,
Parkway
Capital
fund
revenue
is
up
due
to
an
increase
in
sales
tax
revenue
compared
to
February
2022.,
water,
sewer,
EMS
and
public
service
and
sanitation
fund
revenue
is
down
because
only
three
Cycles
were
billed
in
February
2023.
Normally
we
have
four
Cycles
built

to

timing
this
year,

going
on

the
engineering
department,
I'm
sure
this

We're
still
maintaining
around
97
million
dollars
in
ongoing
design
and
construction
projects.
86
of
that
is
currently
under
construction,
nine
projects
and
design
or
bid
projects
under
construction,
and
we
have
eight
eight
subdivisions
engineering,
the
construction
phase,
the
carriageway
phase
two
is
progressing.
They
are
62
percent.
Complete
55
percent
of
their
time
is
elapsed,
they're
they're
a
bit.
They
remain
a
bit
ahead
of
schedule.
Currently
we
have
them
scheduled
to
complete
in
April
of
2024..

We
are
working
I
met
with
the
construction
team
earlier
this
week,
I
know
just
kind
of
priming
the
pump,
but
they're
they've
encountered
some
issues
with
the
what
we
call
the
MSE
wall
on
the
as
the
bridge
comes
down
and
enters
Benton
Road
and
coordinating
that
effort
with
Citizens
Bank
drive
and
so
we're
working
through
getting
those
two
pieces.

change
order
for
that
to

of

poles

electric

receipt
of

large
shipment
of
light
poles,
but
I'm
I'm,
not
sure
that
that's
for
our
project.

signal

have
seen

we're
coordinating

Signal
detection
equipment.

equipment

installed
in
the
coming

be
complete
once
that
detection
is

Lake
Road
turn
lane
is
inspection
scheduled
for
next
week

substantial
completion,
so
they're
in
the
final
cleanup
dress
up.
We've
got
some
work
to
do
on
the
fire
hydrant
there
and
some
other
odds
and
ends,
but
that
should
be
opening
in
the
very
near
future.

Arts
Council
improvements,
project,
they're
a
little
ahead
of
schedule.
There
Architects
working
on
final
inspection
and
punch
lists
for
substantial
completion,
and
then
private
development
I
won't.
Unless
you

me

we've
got
a
number
of
subdivisions
out
there,
progressing
quite
well.

Projects

design
are
out
for
bid
the
lateral,

drainage
improvements.
That's
over
there
by
the
Taco
Bell
meanders
around
Thrifty
liquor,
that
is
in
the
90
percent
plans,
received
we're
working
on
easement
acquisition
for
that
Barto,
Lane
and
Montgomery
Lane
drainage
improvements
we're
working
on
right
of
Entry
agreements
there.
We
have
to
do
a
bunch
of
work
on
private
property
in
order
to
facilitate
the
construction
so
we're
about
halfway
through
that
process,
Citywide
Street
improvements
barely
got
started,
we're
trying
to
close
out
2022
and
we'll
be
kicking
off
2023
here
shortly.

Parkway
Drive
in
the
Elm
Grove
ditch
improvements.
That's
to
improve
some
problems
on
Highway
71,
South
that
those
plans
are
complete
and
the
Project's
out
for
proposals
right
now,
Golden
Meadows,
the
turn
Lanes
there
civil
design
groups
working
on
that
it's
in
the
study.
Well,
the
study
phase
is
complete
and
we're
moving
that
measure
forward
into
design
plans.

Barksdale
Boulevard
lighting
project,
that's
over
there
by
full
of
love
and
Airline
waiting
on
the
power
company
to
complete
the
installation
of
that
and
then
the
Tinsley
parking
lot
phase.
One
and
two
survey
is
complete.
The
preliminary
design
meeting
was
held
and
railing.
Associates
is
working
through
the
design
work
there.

didn't
want
to
mention
real
quick.

the
off
ramp
to
Barksdale
Boulevard
off
of
I-20,
where

some
underground
cable

part
those
lights.

change

project
