resources
out

the
mayor's
office

Housing

Boston

that
there's
a
lot
of
conversation
about
how
we're
responding
to
the
housing
crisis
in
the
city
of
Boston,
but
these
grants
in
particular,
are
really
focused
on
implementing
housing.

Justice
work
for
the
people,
who
are
the
most
vulnerable
in
our
community,
and
so
I'm
really
excited
to
have
this
conversation
as
a
new
counselor.
I
think
that
this
will
be
my
second
time,
maybe
going
through
the
process
with
these
grants,
and
so
I
would
love
to
hear
what
the
last
year
has
looked
like
in
the
implementation
of
these
grants.

also

representatives
from
some
other
City
departments
who
receive
a
portion
of
the
this
HUD
funding
that
we're
talking
about
today.
Thank

holding
this
hearing
expeditiously.
As
you
mentioned,
these
are
grants
that
we've
received
for
for
many
years.
They're,
not
you
know,
they're
very
familiar
with
them.

We
are
here
requesting
your
approval
to
accept
and
expend
our
annual
HUD
grants
our
fy24
allocations.
This
is
federal
fiscal
year,
just
it's
a
little
confusing
Federal
fiscal
year
23,
which
funds
our
fy24
programs
we
receive.
Every
year
we
receive
funding
from
HUD
for
four
entitlement
programs,
so
Community
Development
block
grant
program,
cdbg
home
investment,
Partnerships
home
emergency,
Solutions,
Grant,
ESG
and
housing
opportunities
for
persons
with
AIDS.

These
grants
are
formula
they're
formula
based,
and
so
our
funding
allocations
are
based
on
a
formula
and
by
the
budget,
that's
passed
by
Congress
for
fy24.
The
total
of
these
four
grants
is
just
over
29
million
dollars,
which
is
a
slight
increase.

000
from
our
last
year's
allocation
or
a
1.6
percent
increase
and
I'll
go
through
each
of
these
and
give
an
overview
of
each
of
these
funding
sources.

they

first
I'll
talk
about
our
fy24
allocation
for
cdbg
community
community
development
block
grant
our
allocation
for
fr24
17.5
million
dollars.
Moh
administers
this
funding.
We
retain
most
of
it
for
Housing
and
Community
Development
programs.
We
also
sub
Grant
a
portion
of
these
funds
to
the
office
of
fair
housing
and
Equity
the
office
of
Workforce
Development
and
the
office
of
Economic,
Opportunity
and
inclusion.

Here
in
Boston,
we
use
our
cdbg
funding
primarily
for
Housing
Programs,
including
home
buyer
education,
down
payment
assistance,
housing,
rehab
rental,
Housing,
Development
Office
of
Workforce
Development
uses
it
for
job
training
programs,
oeoi
uses
it
for
the
main
streets
program,
facade
assistants,
small
business
assistance,
neighborhood
business
loans,
as
you
mentioned,
counselor
these
all
of
these
HUD
funding
are
really
targeted
at
the
most
vulnerable.
You
know
low,
moderate
income
residents
of
our
city.

Cdbg
funds
can
be
used
for
households
with
incomes
up
to
80
percent
of
median
income
or
in
the
geographic
area
where
at
least
51
of
the
households
have
incomes
under
that
threshold
and
just
moving
it
on
my
computer,
but
not
on
the
screen.

we

worked,
so
these
are
just
some

recent
projects
that
we've
completed
using
cdbg
funding.

is

projects
performed
by
the
Boston
Home
Center
through
our
homeowner
rehab
program,
we
use
cdbg
funds
to
do
projects
like
emergency
porch
repairs,
as
we
did
here
in
Dorchester.
We
prioritize
projects
that
are,
you
have
life
safety
impacts
and
we
were
happy
to
help
these
homeowners
get
safe
entry
and
exit
from
their
from
their
homes
next
slide.

Grassroots
program,
which
supports
Community,
Gardens
and
urban
agriculture
projects
in
the
city.

see

the
left

are

and

receives
cdbg
and
Community
preservation,
act,
funding
and
then
on
the
right.

Next
I'll
talk
about
the
home
investment
partner,
partnership,
initiative
or
home
program.
Our
fy24
allocation
is
6.2
million
dollars.
Moh
uses
that
funding
exclusively
for
the
production
of
new,
affordable
rental
and
Home
Ownership
housing,
Just
Like
cdbg
Home
funds
can
be
used
for
households
up
to
80
Ami
and
for
rental
housing.
At
least
90
percent
of
the
units
must
serve
households
with
incomes
up
to
60
percent
of
the
area,
median
income
next
slide,
and
again
just
some
images
of
some
recent
or
some
projects
that
we've
used
home
funding
for
on
the
left.

Next,
we
have
our
emergency
Solutions
grant.
Our
fy24
allocation
for
ESG
is
1.5
million
dollars
mayor's
office
of
housing
uses
all
of
this
funding.
We
split
the
funding
between
our
Supportive
Housing
Division
and
our
office
of
housing
stability.
Esg
funds
can
only
be
used
for
programs
that
address
homelessness
or
how
people
are
homeless
or
at
risk
of
being
homeless,
as
defined
by
Hud.

Finally,
the
housing,
the
opportunities
for
persons
with
AIDS
or
hapla,
Grant
or
fo24
allocation
is
3.7
million
dollars.
We
administered
moh
administrators
at
funding,
not
just
for
Boston,
but
for
all
of
Norfolk
Plymouth
and
Suffolk
counties.
These
funds
are
used
for
rental
assistance,
Mortgage
Assistance
utility
assistance
and
permanent
housing
placement
and
services
for
people
living
with
AIDS
under
80
percent
of
of
Ami
next
slide.

So
every
year,
we're
required
to
submit
to
HUD
a
an
action
plan
that
describes
how
we
are
and
how
we
intend
to
use
our
HUD
entitlement
funding.
So
this
this
slide
shows
you
our
draft
plan
as
it
currently
stands
for
fy24.
We
are
currently
in
the
process
of
developing
that
plan.
Right
now,
HUD
requires
us
to
solicit
Community
input
for
our
action
plan.

We
held
two
Community
meetings
in
March
around
this
funding
and
we
will
once
we
finalize
these
numbers,
we
will
publish
the
draft
plan,
solicit
additional
public
comment
and
hold
another
meeting
in
May
to
get
further
input.
The
biggest
you
know,
as
you
can
see
here,
the
the
you
know
the
largest
kind
of
dollar
value
item
for
these,
for
this
funding
is
development
and
preservation
of
affordable
housing
and
then
programs
for
for
home
buyers
and
homeowners,
followed
by
homelessness
prevention
and
and
homeless,
support
Etc.

I
think
that
you
know.
That
concludes
the

As
you
can
see,
you
know
we
use
this
funding,
it's
critical
funding.
We
use
it
for
a
wide
range
of
Community,
Development
housing,
Economic,
Development,
Workforce,
Development
initiatives,
it's
critically
important
for
our
residents,
particularly
low
and
moderate
income
income
residents-
and
you
know
we-
the
funding-
has
been
flat
for
many
years.

I
have
a
couple
of
questions
in
these
grants.
Do
you
use
them
to
expand
any
of
our
current
programmings
or
offerings
any
of
the
four
or
because
we've
been
getting
them
for
so
many
years?
Is
this
just
kind
of
like
they
set
the
base
for
what
we
already
do.

Yeah
I
think
right,
I
think
it's
the
latter
I
think
most
of
we've
been
getting
these
funds
for
so
many
years,
and
most
of
the
programs
are
well
established
and
we
use
them.
You
know
we,
we
might
adjust
from
year
to
year,
guidelines
to
make
sure
they're
being
impactful
and
and
effective,
but
you
know
our
down
payment
assistance
programs,
our
homeowners,
you
know
the
rental
and
Home
Ownership
development.

Grassroots
we've
been
running
these
programs
for
many
years
and
what
we
do
is
when
we
get
additional
either
other
funding
like
arpa
funding
or
you
know,
cares,
act,
funding
or
city
funding,
CPA
funding,
we'll
use
those
funding
sources
to
kind
of
supplement
and
build
around
what
we're
able
to
do
these.
Unfortunately,
you
know
these
funding
sources
are
pretty
restrictive
and
how
they
can
be
used
and
the
rules
and
requirements
around
them.

the
Community
Development
blog,
and
it
says
that
the
funds
must
primarily
be
used
for
activities
serving
households
with
incomes
up
to
80
percent
of
the
Ami,
and
so
when
you're
doing
investing
in
Economic
Development
the
economic
development
piece
of
that
and
the
small
businesses.
Do
you
target
neighborhoods?
How
do
you
decide
what
neighborhoods
to
Target
yeah.

Yeah
they
absolutely
and
they
have
they.
It
has
to
be
right.
So
we
our
moh
our
compliance,
Division
reviews,
every
HUD
funded
activity
before
where
contracts
are
being
signed
or
payments,
are
being
issued
to
make
sure
that
they're
being
used
in
ineligible
areas
and
to
support
eligible
households.
So
the
businesses
have
to
either
be
located
in
a
low
moderate
area,
as
defined
here
you
know
51
of
the
households
under
80
Ami,
or
they
have
to
be
serving
you
know
serving
or
employing
people
in
those
income
brackets
as
well.
So
definitely
so.

receive
it
every
year,
and
so
we

talked

our
action
plan,
which
is
the
front
end
of
the
process
and
then
in
the
back
end
every
year
we
have
to
submit
what's
called
their
Caper
comprehensive
annual

HUD
and
is
posted

we

which
talks
about
you

our
accomplishments,
but
we
use
the
funding
for

yeah

economic
development
programs

they've
created
jobs,
we

to
report
how
many
jobs
they've

we
create
with
the
funds?
If
it's
you

home
buyer
assistance,
all
of
that
gets
reported
back
to
HUD
and
and
we
we

think
that
make
that
available
online
can.

so
we
every
year
we
issue
this.
The
home
funding
is
part
of
is
incorporated
into
our
annual
funding
ground
that
we
put
out
for
affordable
housing,
development
and
preservation.
So

we
put
out

funding
our
funding
route,
we
include
HUD
funding
city
funding,
we
coordinate
with
CPAs
and
CPAs
funding
is
included
as
well.
Neighborhood
Housing,
Trust
funding,
right
linkage,
funding,
that's
all
put
out
together.

solicit
proposals,
we
get
proposals
back
and
then
we
award
funding
from
whatever
we
try
to
line
things
up
to
the
source,
that's
most
appropriate
for
for
the
for
the
projects
and
again
because
the
HUD
funding
has
such
specific
rules,
many
projects,
don't
don't
qualify
for
one
reason
or
another,
so
we
you
know
we
try
to
line
up
our
Neighborhood
Housing
development
team
lines
up
projects
against
the
source
that
that
makes
the
most
sense
for
the
project.

funding
has
strict
caps
on
how
much
we

spend

divided
up
into
kind
of
program,
delivery,
public
service
and
administration,
and
the
amount
of
funding
that
we
can
spend
for
public
services,
which
are
kind
of
well
that
that
would
be
the
administration.

Services
is
more
like
Direct
Services
to
constituents,
as
opposed
to
like
building
a
unit
of
affordable
housing
or
helping
a
homeowner
buy
a
home.
If
you're
talking
about
more,
like
you
know,
technical
assistance
for
for
a
homeowner
who's
facing
foreclosure
or
renter.
You
know
case
management
for
a
renter.
Things
like
that
are
considered.
Public
services
and
fair
housing
is
considered
a
public
service
yeah.

who

homeowners

formula

cdvg
funding
I
think
are
both
based
partially
on
the
it's.
It's
a
kind
of
socioeconomic
statistics
of
our
city,
as
well
as
like
the
age
of

housing
stock.
Cdbg
in
particular,
is
affected
by
the
age
of
the
age
of
our
of
our
housing
stock.
So
we
do
well
in
some
ways
and
not
so
well
in
other
ways,
but
again
it's
you
know
it's
based
on
how
much
funding
Congress
put
towards
the
program
Nationwide
right.

if
they're,
if
they're,
not
if
they're
decreasing
funding
for
the
program
Edition,

Then
our
allocation
may
go
down
unless
it's
made
up
by
other
elements
of
the
formula,
so
it
tends
to
fluctuate
year
to
year

goes
up

down

little
bit
each
year
we
would
love
to
see
it
go
up,
yeah
a
lot,
