leader

Covenant

Newbury
Street,
in
the
heart
of
downtown
Boston
in

heart
of
district
8,
which
I
have
the
privilege
to
represent.
Pastor
mark
has
degrees
in
divinity
and
geology.
He
is
passionate
about
spirituality
people,
equity
and
climate
justice.

living
and
working
in
Illinois,
DC,
New,
Hampshire
and
South
Africa
Rob
is
deeply
grateful
to
have
been
given
the
gift
to
come
back
to
the
Boston
area,
where
he
attended
seminary
at
BU
in
2002.
Also

district
8
rob
was
first
ordained
in
the
PC
USA
as
a
minister
in
2006,
and
he
was
due
a
call
to
join
the
community
at
Covenant
in
2012,
along
with
a
dedicated
team
of
volunteers,
Rob
coordinates
an
ecumenical
eco
stewards
program
that
helps
inspires
young
leaders
in
their
20s,
who
are
passionate
about
faith
and
an
environment.

news
around
the
environment
and
climate
and

think
we're
proud
of
what
Boston
is
doing,
but
that
there's
so
much
more.

need
to
be
doing
nationally
and
globally

livable
planet
for
our
for
our
future,
but
I
digress
prior
to
being
a
covenant.

a
beloved

life
for
low-income
and

housed.

service

Boston

through
a
competitive

Boston
for
one
year.

over
the
course
of
that
year
they
are
doing
community
service
all
over

city,

cleaning
parts
to
painting,
schools,
feeding
the
homeless
and
they're
also
doing
leadership
development
days
like
today,
our
political
literacy
day,
where
they
all
just
got
registered

vote.

They
get
to
meet
with
all
of
you

they
also
learn
about
public
speaking
in
disability
history
and
how
to
utilize
the
arts
in
their
leadership,

young
people
can
really
tap

leadership
potential
and

one
day

Speedway
building

long
history

Austin

dating

the
centerpiece
of
the
Charles
River
Basin
reservation.

building
slowly
fell
into
disrepair
over
the
next
half
century,
as
Park
operations
were
moved
to
other
locations.
This
liquor
license
will
allow
the
architectural
heritage
foundation
to
attract
tenants
and
artisans,
while
creating
economic
opportunity
for
local
businesses
and
a
meeting
place
for
neighbors
and
visitors.
The
childhood
Speedway
building
has
long
served
as
an
important
gateway
to
the
Austin
Brighton
community
and,
with
this
home
rule,
that
gateway
will
continue.

codify
the
existing
IDP
into
the
zoning
code,
allowing
further
policy
adjustments

implementations

fall
under
the
purview
of
the
Zoning
Commission.
After
the
hearing
and
working
session,
changes
were
made
to
the
docket
in
collaboration
with
the
administration,
especially
with
respect
to
the
BP
DA's
request,
which
incorporate
input
from
the
committee
advocates
in
the
office
of
corporation
council.

amendments
include
the

the
addition
of
a
preamble
to
help
clarify
the
legislative
intent

city

given
the
authority
to
add

restricted

general
welfare

its
residents

urban

legislation

inclusionary
development
policy,
to

be

proponent

requirement

inclusionary
zoning
proposals

the
Boston

colleague

as

as
it's
been
gradually
increased
several
times.
Since
then,
this
legislation
gives
the
city
of
arson
updated,
exaction
rates
on
the
annual
basis,
as
we
continue
to
go
through
this
era.

this
legislation

and

wanted
to
just

the
journey
that
we
had

go

get
this

we

legislation

January,
along
with
the
mayors
and
what,
as
a
matter
of
good
faith,
we
agreed
to
work
from
the
mayor's
copy
to
make
sure
that
we
got
to
a
place
where
we
can
all
agree.
What
I
think
was
really
important
and
very
exciting
is
that
in
we
have
a
vote
directly
in
the
city,
counselled
up
or
down
vote
on
the
linkage
and,
as
it
goes
through
its
process,
we're
not
trying
to
him
up
that
process.

we
are
part
of
the
conversation
and
that's
something
that
I'm
so
happy.
They
were
able
to
come
to
agreement
on
that
I'm,
not
only
that
the
PDA
and
applying
this
linkage
application
to
PDAs
going
forward.
As
you
know,
Suffolk
Downs
is
a
20
year
process
and,
as
it
comes
back
to
look
for
zoning
relief
now
we
can
apply
and
look
at
different
ways
in
which
we
can
make
sure
that
we're
maximizing
the
profits
that
need
for
the
city,
so
I
just
want
to
again
thank
all
of
those
individuals.

of

million
two
hundred
thousand
dollars
to
pay
for
the
cost
of
a
feasibility
study
and
schematic
design
work
for
the
construction
of
a
new
facility
for
the
Josiah
Quincy
Upper
School.

It
was
stated
that
the
existing
facility
located
at
8-12,
Arlington
Street,
was
built
over
a
hundred
years
ago
and
does
not
have
the
appropriate
spaces
to
support
adequate
academic
programming.
Among
other
things,
the
current
building
is
in
need
of
updated
lighting,
fire
alarms
and
accessibility.
The
future

us
will
be
constructed
on
two
parcels:
around
40,000
square
feet
located
at
249,
Harrison,
Ave
and
900
Washington
Street
and
we'll
have
an
enrollment
of
650
students
upon
completion
of
the
feasibility
study.

The
city
of
Boston
may
be
eligible
for
a
grant
from
the
mass
school
Building
Authority
to
reimburse
the
city
for
portion
of
these
costs.
Since
2015,
the
city
has
been
able
to
avail
itself
of
60
million
in
total
project
costs,
with
over
35
million
in
reimbursements
from
the
mass
school
Building
Authority
programs
for
much-needed
renovation
of
our
city
schools.

this

something
we've
been
working

discussing

quite

forward

affect

don't
we
knowledge
Alex
from
the
EMS
division
of
the
Boston,
Police
patrolman's,
Association
I,
think
it
is
safe
to
say,
and
you
all
would
agree
that
the
men
and
women
of
Boston
EMS
are
among
the
hardest
workers
in
real
unsung
heroes
of
Public
Safety,
particularly
our
paramedics
and
our
EMTs.
Last
year,
Boston
EMS
transported
over
85,000
patients
in
26%,
so
so
a
plurality
of
those
patients
were
priority.
One
calls
these
are
life,
threatening
calls
that
need
to
have
an
arrival
time
to
a
hospital
within
six
minutes.
Now
we've
been
able
to
do
that.

We
actually
have
a
better
response
time
as
a
city
than
most
other
cities
of
comparable
size
and
even
indeed,
cities
with
larger
EMS
fleets.
One
thing
that
would
help
our
men
and
women
of
Boston
EMS
do
their
job
better,
as
if
we
had
a
better
system
as
it
relates
to
garages
and
Bay's
for
ambulance
9
out
of
22
ambulances,
don't
have
a
station
or
Bay
for
their
response
area.
That's
a
significant
number:
it's
not
a
it's,
not
quite
50
percent,
but
it's
close
to
it.

And
what
happens
is
that
you
know
ambulance
812
is
responding
to
Dorchester
rock
screen
Jamaica
Plain,
but
it
needs
to
travel
to
Matapan.
Before
and
after
every
shift.
There's
been
talk
for
quite
some
time
to
look
at
Franklin,
Park
close
to
the
district
7th
Council
here
in
this
district

councillors,
district
close
to
my
district
about
being
really
the
geographical
center
of
the
city,
and
this
is
a
question
that
had
come
up
through
a
budget
process.
So
the
district
5
councillor
and
I've
seen
the
benefits
of
having
more
stations
more
bays.

isn't
something
that
is
going
to
cost
a
tremendous
amount
of
money,
but
the
benefits
are
myriad.
Not
only
will
it
reduce
response
times
for
emergencies,
it
will
also
reduce
emissions
in
idling.
The
ambulance
is
exempted
from
the
idling
law,
because
you
need
to
keep
the
equipment
the
medicine
a
certain
temperature.
It
would
also
save
mechanic
expenses
which
will
save
money,
as
I've
often
said
if
you're
going
to
you
know
address
this
from
the
environmental
perspective,
an
investment
now
in
increased
Bay's
and
increased
garages
is
going
to
save
money
in
the
long
term.

gas

environmental
groups
and
advocates
last
year
with
the
lockout
of
the
United
Steelworkers
in
the
tragic
explosion
in
Merrimack,
Valley,
councilor,
O'malley
and
I
held
a
hearing
regarding
the
safety
of
natural
gas
infrastructure
in
the
city
of
Boston.
I
am
calling
for
this
hearing
again,
as
I
view
gas
leaks
in
our
city
as
a
major
public
safety
issue.

It's
a
public
health
issue,
the
social
and
economic
justice
issue.
In
recent
events
in
reports
they
have
underscored
how
important
it
is
that
we
revisit
this
conversation.
A
couple
of
weeks
ago,
we
had
a
gas
leak
on
Temple
Street
in
Beacon
Hill.
Thankfully,
the
Boston
Fire
Department
quickly
arrived
on
scene
and
evacuated.
The
area
I
contact
the
National
Grid
on
this
issue.
This
was
due
to
a
contractor
that
caused
the
damage,
but
it's
a
reminder
of
the
risk
involved
with
this
interest.
Rukhsana
national
gas
leaks
remain
a
big
issue
in
the
city
in
state.
H
Additionally,
recent
reports
have
also
detailed
how
bad
these
gas
leaks
are
for
the
environment
in
their
impact
on
climate
change.
These
unrepaired
leaks
are
also
killing
many
of
our
trees
across
the
city.
Gas
leaks
are
public
safety
and
health
concern
as
they
pollute
the
year.
The
air
our
children,
breathe
in
big
enough
gas
leaks
can
lead
to
a
fire
or
explosion
like
we
saw
in
Merrimack
Valley
again
Madam
President
I'm,
calling
for
this
for
this
hearing,
because
it's
a
major
public
safety
issue,
we
have
hundreds
of
gas
leaks
that
are
ongoing
right
now.

Throughout
the
city,
our
children
are
exposed
to
them,
they're,
breathing.
In
this.
In
these
gases
and
as
a
city
and
as
a
state,
we
have
a
responsibility
to
work
closely
with
National
Grid
whoo-hooo
last
year,
locked
out
the
workers,
but
because
of
that,
we
still
have
many
more
gas
leaks
that
are
taking
place
across
our
city
and
state,
and
it
has
to
be
a
top
priority
for
our
government
to
deal
with
these
gas
leaks.

One
of
the
things
I
am
most
proud
of
my
time

this
body

passing
the
gas
leaks
ordinance
back
in
2016.
It
was
set
to
go
into
law
a
year
later,
and
one
of
the
utility
companies
decided
to
bring
legal
action
as
opposed
to
working
with
us.
There
was
nothing
overly
burdensome
or
difficult
about
this
ordinance.

It
simply
allowed
for
better
transparency,
better
coordination,
whenever
Street
was
opened
up
in
a
real,
concrete
plan
to
fix
these
leaks.
There
are
thousands
of
these
leaks
throughout
the
city
of
Boston
as
ratepayers.
We
are
paying
for
that
unaccounted
for
gas.
The
health
risks,
the
public
safety
risks.
The
environmental
risks
that
these
pose
each
and
every
day
is
too
numerous
to
count
are
too
numerous
to
come,
and
it's
been
very
hopeful
that
so
many
coalition
partners
have
come
together
to
work
with
us
that
this
body
has
really
in
this
space.

I
commend
again
my
partnership
with
the
district
to
councillor
look
forward

a
hearing
and
hopeful.

can
come
up
to
some
understanding
to
address
this.

needs
to
be
fixed
now
it
is
far
too
long

insulting

rather
than
working
with
this
city,

utility
companies
have
sought

suit

opposed

working

us.

fix

leagues

interpretation

introduced
a
loophole,
suggesting
that
the
word
quote.

only
to
businesses
already
up
and
running

not

assist
cannabis
establishments

approved,

This
interpretation
played
out
recently
there's
only
wood
of
Appeals
meeting

mile
of
one
another
we're
presented

hearing.

the
same
day,
this
industry
is
going
to
continue

grow
in
our
city
and
as
it
does,
we
need
to
ensure
that
we're
citing
in
establishments
in
an
equitable,
predictable
and
transparent
way.

controversy

zone
happened
in
my
district
and
I

note

those
folks

even
questioning

zone

end
of
the
day,
I
believe
in
the
spirit
of
what
this
council
passed,
which
is,
we
do
not
want
a
concentration
of
these
businesses
in
any
particular
neighborhood,
especially
neighborhoods.
That
may
not
be
able
to
advocate
to
keep
them
out
or
to
be
or
to
keep
them
separate
from
each
other.

But
at
the
end
of
the
day,
these
this,
like
any
other
amendment
to
our
zoning
code,
can
be
granted
a
variance.
And
so
this
is
not
present
prevent
people
from
making
an
argument
that
they
should
be
given
an
exception
to
the
rule
or
that,
for
example,
in
our
case
in
in
East,
Boston
I
think
there
were
maybe
matter
of
200
feet
outside
of
the
half-mile
buffer
zone
and
and
that
person
should
be
able
to
petition
and
still
go
to
the
Zoning
Board
of
Appeals
to
make
their
argument
at
the
you
know.

is
not
about
offending
the
process
is
about
clarifying
the
rule
so
that
the
process
doesn't
change
which
I
felt
it
did
in
in
the
argument.
Two
people
came
forward
and
all
of
a
sudden
was
existing
was
really
the
half-mile
buffer.
So
I
fully
support
this
text.
Amendment
I
just
wanted
to
bring
up
the
fact
that
I
felt
you
know.
My
district
was
part
of
this
controversy
in
this
conversation.

big
split,
even

nominees

counted
that
one

outright

members
outright
believed
in
the
original
intention

the
council
had

did
not,

answer

think
for
the
board
itself

put
those
members
in
the
position
of
having
to
sort
through
what
the
semantics
actually
translate

would

helpful.

everyone
in
just
tightening
up

our

important

that
very
reason,

sort
out
all
those
pieces

proactive

the

excited

least
closing
down
that
loophole.

conversation

to

help

hurt

to
help
through
this
emerging
industry,
and

of

nominations
that
he
receives
from
various
groups
and

qualifications

the
seats

neighborhood

representing
the
real
estate
industry,

etc,
and
the
this
is
the
next
meeting
that
has
followed
when
we've
received
all
the
responses.

I
do
just
want
to
emphasize
one
more
time
that
the
council
was

as
committee
chair
and

colleagues
as

and
who

interested

receiving
these
responses.

role
in
asking
tough
questions
and
receiving
answers

members
requests

the
council
and

see
themselves

responsive
to

feedback,

weigh
everything

eager

in

thoughtful

member
will

a

the
criteria

months

they

in

post
in
the
Neighborhood
Association

interns
