thousand

a
grant

MBI
digital
Equity

Broadband

grant
will
fund
services
and
support
for
residents
of
the
Commonwealth,
who
cannot
afford
Broadband
services
in
our
Internet
connected
devices
or
lack
the
digital
literacy
skills
needed
to
utilize.

on
the

internet
connection
is
critical.

especially,

from

work

remote
work
and
school
expectations
connected
to
vital
services

communities

receiving

saving

come

rely

internet
connection.

we

other
major
utilities
like
electricity
and
Plumbing
with
the
High
Cost
of
Living.
Many
residents
must
choose
between
paying
the
bill
that
allows
them
to
work
in
their
children
to
learn
or
put
in
food
on
the
table
and
many
of
our
elders
struggle
to
navigate
complex
online
systems.

grant
will
help
our
city
Bridge
these
gaps
and
continue
to
build
digital
equity
and
I'm
excited
to
hear
more
about
this
program
and
what
these
funds
will
enable
us
to
do
and
I'll
pass
it
over
to
my
Council
colleague

the
administration
panel

get
back

libraries

community
centers

spaces

students

seniors

others

access

internet
and
to
have
access

a

digital
Equity
programming

hear

requests
to
accept
and
expand
the
grant
funds.

is
a
topic
of
today's
docket.
My
name
is
Jessica
feldish
and
I'm.
A
project
manager
with
the
Department
of
innovation
and
Technology
working
closely
with
our
digital
Equity
teams.

The
grant
we're
discussing
today
is
administered
by
the
Massachusetts
Broadband
Institute,
also
known
as
MBI,
and
the
grant
is
called
the
digital
Equity
Partnerships
program.
I
really
want
to
emphasize
Partnerships
here,
as
these
are
arpa
funds
secured
for
Massachusetts
through
the
leadership
of
Senator
Markey
and
our
partners
at
the
state
to
be
allocated
towards
digital
Equity
programming.
Our
partners
at
MBI
have
been
phenomenal
in
providing
support
as
we
build
out
a
Statewide
network
of
Partners
all
working
towards
the
same
goal
of
closing
the
digital
divide.

In
addition
to
the
Statewide
partners
that
we
have
had
the
opportunity
to
learn
and
grow
from
through
this
process,
the
purpose
of
this
grant
is
to
strengthen
and
expand
our
own
existing
network
of
Partners.
Here
in
the
city
of
Boston.
Doing
this
important
work,
These
funds
will
provide
much
needed
capacity
to
scale
neighborhood
and
community-based
solutions
that
we
know
are
already
working
as
well
as
expand
our
reach
for
comprehensive
planning
activities
in
the
future.
In
short,
this
will
build
our
Collective
capacity
to
better
understand
the
specific
needs
of
our
residents.

application
we
submitted
to
the
state
totaled
4.5
million
dollars
at
a
high
level.
These
funds
will
be
allocated
to
three
program
areas
with
the
largest
portion
at
63
percent,
going
towards
the
digital
Equity
Fund
I'm,
now
going

pass
it
to
Peter
who,
who
will
provide
more
details
about
each
of
these
three
programs.

three
Focus
areas:
first,
starting
off
the
digital
Equity
Fund.

It
totally
having
a
pot
of
totaling
just
just
over
2.4
million
dollars.
For
hopefully
you
know
70,
70,
plus
or
community-based
organizations
here
in
Boston.
So
that's
2.4
million
dollars
going
right
back
into
the
community.

So
I
just
want
to
take
a
minute
to
emphasize
that,
because
you
know
we're
as
to
quote
my
my
old
boss,
counselor
former
counselor
Matt
O'malley,
we're
only
as
good
as
our
team,
and
so
in
this
case
you
know
we
want
to
get
the
money
into
the
hands
of
the
folks
who
are
on
the
ground
as
well
know
who
know
the
community,
and
so
in
doing
so.
We
want
to
you
know.
One
aspect
of
the
digital
Equity
Fund
is
to
to
help
support.

Acp
enrollment
ACP
is
the
affordable
connectivity
program,
which
is
a
30
a
month
internet
discount
to
help
folks
save
money
on
their
bills,
whether
it
be
internet
on
their
phone
or
internet
in
their
home,
and
so,
if
we
can
get,
you
know
getting
that
we're
hoping
to
do
two
rounds
of
ACP
enrollment
for
or
two
runs
the
two
rounds
of
the
digital
Equity
Fund,
specifically
for
the
AC
for
ACP
enrollment
over
the
next
two
years,
and
then
additionally,
we're
going
to
be
focusing
on
funding
organizations
to
doing
device,
refurbishment
training
and
programming
for
one
year
and
Telehealth
programming
as
well
for
one
year,
and
so
that's
the
deductive
fund,
but
moving
on
to
digital
literacy,
we're
partnering
with
the
Boston
Housing
Authority
and
to
help
enhance
and
expand
their
current
programming
on
site
and
staff
support
and
just
really
get
the
you
know,
technology
into
the
hands
of
of
some
of
Boston's
most
vulnerable
and
for
Wicked
free
Wi-Fi
we're
hoping
to
expand
more
sites
into
more
residential
neighborhoods
across
the
city.

Targeting
areas
you
know
around
Transit
sites
heavily.
You
know
trafficked
areas
in
different
communities
where
we
know
that
you
know
public
Wi-Fi
can
help
support
families
in
in
need.

Who
might
not
have
you
know,
data
to
cover
internet,
or
you
know,
in-home
Wi-Fi
of
their
own,
so
this
isn't
a
replacement,
but
we
just
want
to
get
more
public
Wi-Fi
across
the
city
plain
and
simple,
and
this
will
help
help
us
do
it
and
so
going
on
to
the
next
slide
to
just
kind
of
break
down
the
digital
Equity
Fund
a
little
bit
more
just
so,
you
can
kind
of
see
what
you
know.
What
I
was
talking
a
little
bit
about
the
ACP
we're
hoping
to
get.

next
two
years
grants
around
the
size
of
20
to
30
000,
ideally
giving
over
over
two
years,
giving
that
grants
out
to
around
70
community-based
organizations
doing
any
work.
You

related
to
digital
Equity,
whether
it
be
you
know,
providing
translation
services
to
how
help
residents
get
connected
online
things
of
that
nature
and
for
advice,
refurbishment
we're
aiming
to
give
out
two
Awards,
both
so
totaling
100,
both
at
fifty
thousand
dollars,
totaling
a
hundred
thousand
dollars
for
that
pot
and
then
for
Telehealth.

pot
is
about
five
hundred
thousand
dollars
and
we're
looking
to
once
again
give
out
two
Awards
250
000
a
piece,
and
so
we're
really
excited
about
this.
We
really
want
to
make
sure
that
you

not
only
just
patients,
not
only
just
our
residents,
not
only
just
you
know
our
Scholars
have
access
to
the
the
devices
equipment
and
internet
that
they
need
to
survive
and
thrive.

want
to
make
sure
that
you
know
we're
continuing
to.

to

community

and
we
want
to
you

put
money
in
in
the
power
back
into
the
hands

community

same

a
lot,
everything
now

being
taught.

are
being
taught
even

they're
in
person
through
the
computer,
so
the
digital
literacy
at
the
BHA
housing
and
trying
to
expand.
That
would
probably
be
great,
maybe
more
of
that
being
offered
at
our
you
know:
community,
centers
and
other
places
across
the
city.
So

did

me
a

outside

one

inside

community

parking
lot

working

Fielding
calls

it's
because
of
the
programs
and
the
investment
that
we
made
here
in
the
city
of
Boston.
That
gives
him
the
ability
to
to
actually
have
a
job
right
and
to
be
able
to
work
from
home.

One
of
my
questions
is:
can
you
can
you
dive
in
a
little
bit
deeper
about
ACP
and
just
kind
of
explain?
You
know
the
the
resources
that
you
know
a
family
can
get
through
through
this
program
because
I'm
looking
at
it
I'm,
not
even
sure
if
everyone
understands
like
who's
eligible
and
then
how
much
they're
able
to
get
through
enrolling
in
this
program
for.

So
it's
more
so
for,
like
smaller
cell
carriers,
like
your
insurance,
Wireless's
TracFone
type
of
that
type
thing
like
that,
but
the
eligibility
criteria
are
quite
extensive
and
it's
not
just
focused
on
like
low-income
populations,
you're
looking
at
you,
the
one
way
you
can
qualify
is
through
is,
if
you're,
at
or
below,
200
percent
of
the
federal
poverty
guidelines
which,
for
a
household
of
one
and
I'm,
going
to
use
the
word
household
a
lot
because
that's
how
they
they?

Yes,
even
if
it's
just
a
single
individual
they
use
household
household
of
one,
is
about
twenty
nine
thousand
dollars.
Household
of
two
is
about
thirty
six
thousand
dollars
annually.
If
you
make
anywhere
at
or
below
those
amounts,
the
the
number
keeps
increasing
per
member
of
health
of
the
household,
then
you're
eligible
for
this.
If
you
get
SNAP
benefits
you're
on
MassHealth,
Medicaid,
SS,
I,
think
SSI,
so
in
assets
in
Massachusetts
is
SSP
supplemental
security
program.

If
you
are
a
veteran,
you
get
a
veterans,
pension
or
survivor's
benefits,
you're
eligible
the
biggest
one,
which
is
really
exciting,
is
if
you're,
a
Boston
Public
Schools
family,
like
if
you
have
a
student
in
your
household
who
gets
offered
free,
reduced
school
lunch
or
breakfast,
then
you
qualify
through
that
that
student.

Additionally,
if
you're
a
part
of
any
tribal
programs,
tribal
Assistance
programs
through
the
government,
your
automatic
you're
eligible
as
well
and
and
and
yeah
if
you
get
a
federal,
Pell,
Grant
you're
eligible
for
ACP,
if
you
get
the
LifeLine
Telephone
Service
you're
eligible
for
this,
and
so
as
you
can
see
the
list,
the
list
is
pretty
long
and
so
we're
trying
to
we've
been
doing
our
due
diligence
trying
to
get
it
out
to
our
community
centers,
utilizing
ons,
utilizing
our
other
departments
like
age,
strong
veterans,
Moya,
mayor's
office,
immigrant
advancement,
I'm.

Just
getting
the
word
out.
However,
we
can
doing
in-person
enrollment
events
across
the
city
joining
other.
You
know
community-based
organizations
at
different
events
of
their
own
and
just
really
trying
to
you
know
enroll
as
many
people
as
we
possibly
can.
We
work
a
lot
with
internet
providers
who
are
located
in
in
Boston
who've,
been
very
great
and
helpful,
getting
getting
folks
fully
enrolled,
because
one
half
of
the
the
enrollment
process
is
submitting
an
application
through
the
national
verifier,
which
is
kind
of
the
platform
that
the
federal
government
uses.

So
you
apply
either
online
or
you
can
do
it
through.
The
mail
online
is
very
quick.
You
just
need
an
email
address
if
you
do
it
by
mail.
It
takes.
Maybe
you
know
a
few
weeks
just
to
hear
back,
so
we
can
try
to
do
as
much
as
we
can
online
and
then
once
you're
approved
you
get
an

digit
ID
number.
That's
your!
It's
like
what
I
like
to
call
a
golden
ticket.

You
take
that
and
you
go
to
whoever
your
internet
provider
is,
even
if
you
don't
have
internet
yet,
but
you're
looking
to
you're
trying
to
get
internet
set
up
at
home,
you
contacted
your
internet
provider.
You
asked
them
to
apply
the
discount
to
your
bill
and
within
a
billing
cycle,
you'll
see
a
negative
30
charge
on
your
bill
and
that's
good
for
for
a
year
and
then
at
that
12
month,
Mark
you
do
have
to
recertify.

We
know
it's
not
an
end-all
BL
program,
but
hey
we're
trying
to
get
as
many
people
on
board
as
possible,
and
you
know
30
bucks
a
month
adds
up.
You
know
you
put
that
towards
groceries.
Put
that
towards
rent.
You
know
it's
360
dollars
a
year
and
for
many
folks,
if
you're
on
an
internet
plan
that
is
30
or
less
it
wipes
it
out
entirely.
So
that's
why
some
we
like
to
say
you
can
get
free
internet,
and
so
this
we're
just
trying
to
do
everything
we
possibly
can
to
get
people
enrolled.

We're
currently
over
44
000
households
in
Boston
and
we're
trying
to
increase
the
number
every
month
and
so
yeah
we're
really
excited
and
very
eager
to
get
out
into
different
communities
and
keep
keep
pushing
awesome.

So
that's
this
is
where
it
gets
it's
kind
of
tricky,
so
we're
we.
What
I,
like
to
kind
of
say,
is
like
because
we
we
I
wanted
to
like
find
out
like
how
are
people
qualifying?
How
are
they
enrolling?
Can
we
like
utilize,
one
Avenue
more
than
others,
and
so
what
the
the
federal
government
doesn't
provide?
Unfortunately,
like
they'll
provide,
you
know,
data
by
oh,
this
person
enrolled
using
the
online
application,
but
it
doesn't
indicate
the
next
step
like
oh,
they
they
did
online
and
they
chose
map
Medicaid
right
they
just
so.

What
we
know
is
like
we
know
how
many
people
living
in
Boston
or
we
know
how
many
bostonians
there
are.
We
know
how
many
you
know
folks
are
enrolled
in
the
ACP,
but
would
be
really
great
to
know
how
many
folks
living
in
Boston,
who
like
say,
live
in
public
housing
right
are
also
enrolled,
but
we
we,
we
don't
know
that
number
but
like.

But
for
that
reason,
like
we've
been
trying
to,
you
know
work
with
community
health
centers,
knowing
where
people
go,
who
were
on
Mass
health
or
knowing
like
knowing
where
folks
are,
who
are
going?
You
know
who
receive
SNAP
benefits
and
just
trying
to
tailor
our
Outreach
to
meet
people
where
they're
at
so
that
we
can
kind
of
have
a
good
assumption.
Almost
right.

Yeah
kind
of
trying
to
see
like
how
much
more
room
do
we
have
to
grow
right
because
I
mean
we,
we
probably
will
hit
that
I
mean
we
continue
to
do
Outreach
we're
going
to
meet
that
that
salmon
based
on
eligibility
have
we
identified
or
do
we
have
any
information
on
like
what
areas
you
know
we
need
to
scale
up.
You
know
Wi-Fi
Solutions
or
you
know,
Wi-Fi
presence
like.
Is
there
anything
that
you
guys
have
in
your
house
that
could
speak
to

working

Laos
does
a
lot
just

helping

have
our
mobile
device,

mobile
devices,

we're
deploying
these
devices
to
test
certain
areas

use

the
traffic
looks
like
so
that
we
can
deploy
working,
free
Wi-Fi
in
those
locations
to
broaden
our
Reach
awesome.

it
comes
to
like
refurbished,
because

this
thing,
sometimes
when
my
laptop
breaks

get
scared
and
yeah
I
got
to
go
to
what's
the
place
in
Cambridge,
Micro,
Center
right

I
get
scared
when
they
come
back.
You
know
with
that
ticket.

there
anything

this
that
speaks

fixing
these
old
computers
as
they
get
old
or
even
when

you

sometimes
we're
clicking
around

the
internet.
We
might
not
click
the
right
thing.
We
might
open
up

wrong
email
even

protection
on
the
computers

well.

there

to
speak
to
like
the
the
security
and
also
you
know
the

maintenance.

we
definitely
know
for,
like
the
any
of
the
devices
like
just
from
current
partners,
that
we
work
with
like

we
have
you

Castle
Square
tennis
organization
in

the
South
End
has
a
great

Teen
programming
program
for

to
like
you

refurbish
devices
and
things
of
that
nature,
as
well
as
an
organization
called
computers
for
people
and
the
tech
collaborative
as
well
as
another
organization.
But

to
kind
of
answer
your

they
get,
they
fully
wipe
so
any
whatever
they
get
in.

in

infrastructure,

need

and
to
mine,

something
along
those

The
ones
that
our
Network
team
maintains
the
expansion
that
we're
looking
to
do
through
this
grant
program
would
cover
about
four
to
five
sites,
depending
on
you
know
how
our
testing
our
field
testing
goes,
that
that
Kerry
mentioned
and
we're
hoping
that
the
technology
and
experience
for
these
specific
sites
will
be
enhanced
from
the
ones
that
exist
today
by
providing
more
of
a
cohesive
and
mesh
experience
so
covering
a
larger
area
that
would
be
an
entire
Transit
Hub.

that's
why
four
to
five
sites
right
now,
but
as
we
as
we
emphasized
it,
outdoor
public
Wi-Fi,
isn't
a
substitution
for

Wi-Fi
is,

are
we
taking
in

whether
it's

population

people
who
are
work,
work,
population
density?
Are
we
taking
that
into
the
Criterion
where
we're
going
to
be
building
these
four
to
five
sites.

considered
a
few
demographic
data
sets
when
we
were
identifying
good
locations.
One
of
them
was
expanding
beyond
our
current
reach.
One
of
them
was
the
current
subscriptions
to
at
home
broadband.
So
we
have
data
from
the
federal
government
about
households
that
are
enrolled
or
have
a
Broadband
program
at
home.
We
also
looked
at
income
household
income
and
I
believe
housing
assistance.
So
those
were
the
main
factors
that
we
looked
at
for
for
demographics,
of
identifying
the
site
so
not
necessarily
A
Workforce
area
or
student
population.

We've
also
been
like
I
know
just
from
like
you
know
and
anecdotally,
like
folks
of
you
know,
if
I'm
at
an
event,
usually
folks
will
be
like.
Oh,
like
you
know,
it'll
be
really
great
to
have,
like
you

flip
again

getting
Wi-Fi
in
this
area.
So
like
just
like
word
of
mouth
as
well
from
residents
too
of
they've
expressed.

interest

pockets

the
city,

we've
taken
that
you

back
and

seeing
where,
if
things
currently
exist,
if
they
don't
or
what
we
can
do
to,
you

to
get
things
built
out

input
data
set
that

Consulting

our
equity
and
inclusion
cabinet
and
working
with
the
leaders
of
all
the
Departments
there
of
community
sites
that
support
their
their

we
took

input

the
areas
to
test
where
we
could
deploy
the

full
sites.

we've
obviously
Boston
being

home
to
many
of
the

hospitals
around

the
country

the

know
that
one
big
hurdle
is,
you

that
the
pandemic
brought

doctor's
appointments
therapy
appointments
online
because
that's
you
know,
became
the
new
normal
and
so
Health
Centers
hospitals
have
reached
out.
You

to
collaborate
with
us.
Just
to
you
know
say:
hey
like
you,
don't
are
you
guys
doing
anything
with
Telehealth
or
you
know
hey
like?

mind
helping
us
out
with
our
Telehealth
work,
and
so
we
we
want
to
make
sure
that
we're
we're
staying
up
to
date
with
with
the
times
and

and
so
we
wanted
to
add
that
little
aspect
or
not
little,
but
we
want

add
that
Telehealth
aspect
just
to
support
any
organizations
who
may
need
the
support
to
build
out
their
programming,
but
also
providing
skills
to
the
patients.

great

platform

proper

the
patient
doesn't

use

then
almost

projects
that
will
be

time
for
the
applications
to
be
submitted
and
all
that
sort

stuff.

look

you

plan
in
place
to
teach

our
residents

it

private

they're
coming
out

5G
right

compare

increase
our
capacity

faster

progress

now,

in
the
separate
from

we're
working
to
upgrade
Boston
public
schools
in

their

connectivity
speed.

an
active
project
that
should

wrapping

few

we're
constantly
evaluating
ways
to
improve
our
connectivity
and
grow
our
footprint
for
the
city
of
Boston.

new
senior
building
and

don't
have
to
pay
for
it
well
through
the
government.

Thirty
dollars

picked
up
for
me,
senior
citizen,
Social
Security.
That's
it
the
whole
bit
so
I
wanted
to

don't
