Docket #0407, Message and order for an appropriation order in the amount of Twenty-Four Million Three Hundred and Nine Thousand Dollars ($24,309,000.00) from the Fiscal Year 2020 Community Preservation Fund revenues for community preservation projects at the recommendations of the City of Boston Community Preservation Committee ("CPC"). The CPC is recommending $15,750,000.00 in affordable housing projects, $3,440,000.00 in historic preservation projects and $5,119,000.00 in recreational use and open space projects. This matter was referred to the Committee on February 26, 2020; and,
Docket #0614, Message and order authorizing the appropriations of Seven Hundred Eighty-Two Thousand Three Hundred Ninety-Two Dollars ($782,392.00) for the administrative and operating expenses of the City of Boston Preservation Committee (“CPC”) for Fiscal Year 2021, and a further appropriation order in the amount of Twenty-Five Million Five Hundred Seventeen Thousand Six Hundred Eight Dollars ($25,517,608.00) from the Community Preservation Fund’s (“the Fund”) estimated annual revenues for Fiscal Year 2021, to be appropriated and reserved for future appropriation. The Fund was created upon the adoption of the Community Preservation Act (the “Act”) in November 2016 and is funded in part by the 1% property tax-based surcharge on residential and business property tax bills that took effect in July 2017 and an annual state distribution from the Massachusetts community preservation trust fund.

by
thanking

city's
Director

Community
Preservation,
Stadium,
Brown,
Sally,

community
Preservation
Committee
for
all
of
their
hard
work.
Always,
but
certainly
during
this
recent
round
of
funding,
which
I
know
we
will
talk
about
in
a
few
moments,
they
comb,
through
hundreds
of
application
materials,
participated
in
meetings
and
spent
hours
reviewing
and
discussing
every
application.

little
background
on
the
appropriation
wonder
order
that
is
in
front
of
you
today.

As
many
of
you
are
aware,
in
2016
Boston
voters
voted
to
adopt
the
Community
Preservation
Act,
creating
the
Boston
community
preservation
fund,
which
supports
affordable
housing,
historic
preservation,
open
space
and
recreation
in
our
community.
The
fund
is
capitalized
primarily
through
a
one
percent
property
tax
based
surcharge
on
residential
and
business,
real
estate
property
taxes.
The
fund
also
receives
matching
funds
from
the
state
which
the
mayor
successfully
advocated
to
increase
as
part
of
his
2019
legislative
package.

Boston
will
see
a
larger
state
match
annually,
allowing
us
to
invest
more
in
our
neighborhoods
with
that
increase
that
we
all
work
so
hard
to
secure.
Additionally
as
part
of
creating
Boston
CPA
program,
the
mayor
and
the
members
of
the
City
Council,
many
of
you
here
today
part
to
create
the
community
Preservation
Committee.
The
CPC
is
charged
with
overseeing
our
CPA
grant
program
and
recommending
how
the
city
should
spend
the
funding
received
annually
from
the
one
percent
property
tax
surcharge.

The
first
order
that
is
before
you
for
consideration
today,
funds
at
community
preservation
work
for
FY
21.
The
CPA
law
stipulates
that
each
fiscal
year,
the
council
will
make
annual
appropriations
to
the
fund
as
it
deems
necessary
for
both
the
administrative
and
operating
expenses
of
the
CPC.
The
funds
estimated
annual
revenues
for
FY
21
are
twenty
six
point:
three
million
dollars.
The
estimate
reflects
almost
twenty
two
million
dollars
in
that
property
tax
surcharge
of
one
percent
of
real
estate
property
tax
taxes.

Those
are
after
a
hundred
thousand
dollars,
is
removed
from
value
and
all
exemptions
are
applied.
There's
an
additional
two
point:
three
million
dollars
projected
to
be
remaining
from
FY
22
to
higher
revenue
collections
and
lower
usage
of
the
administrative
budget,
as
well
as
a
projected
2.1
million
dollar
state
match,
which
assumes
10%
rate
of
payment,
which
is
lower
than
what
was
actually
paid
in
the
last
two
years.

estimated
annual
revenues
far
below
the
5%
cap,
given
the
uncertainty
around
revenue
projections
in
the
time
of
Kovan

I
want
to
assure
the
council
that
these
estimates
will
be
refined
as
the
FY
21
tax
rate
process,
which
culminates
in
December
of
2020
this
calendar
year.
As
we
reach
better
clarity
through
that
process,
we
will
inform
the
CPC
about
what
revenue
what
is
actually
available
for
expenditure
in
that
fiscal
year
and
we'll
adjust
expenditures
accordingly.

Just
to
give
you
a
quick
sense
of
the
impact
of
these
numbers
on
our
taxpayers
in
FY
21,
the
average
owner-occupied
single
family
property
paid
an
additional
twenty
eight
dollars
and
seventy
two
cents
on
their
property
tax
bill
for
the
CPA
surcharge.
Well,
it
is
the
burden
is
relatively
small,
aggregated
together
it
amounts
to
approximately
20
million
million
dollars
annually,
which
is
obviously
a
significant
funding
source
for
affordable
housing,
historic
preservation
and
open
space.
With
that
I'll
conclude
my
remarks
on
the
first
docket
and
answer
any
questions
you
may
have.

Thank

and

do
you
have
credit
you
answer
this?
My
annual
questions
are
basically
how
many
projects
do
you
anticipate
funding
in
fiscal
year
2021
and
what's
the
range
of
funding
that
will
be
allocated
to
the
different
categories,
so
I
guess
there's
a
lot
of
unknowns
given
Cova
19
and
the
impacts
not
just
with
respect
to
cpa
and
our
overall
city
budgeting,
but
as
it
pertains
to
the
main
source,
which
is
surcharge
on
the
property,
so
I
guess
we'll
sort
of
hold
off
on
those
and
I'll
shift.
A
Do
you
anticipate
a
need
for
more
staffing
or
any
increases
in
any
administrative
or
operating
costs?
Given
that
we've
now
had
a
chance
to
sort
of
watch,
you
know
director
profit
and
her
team
and
which
a
sense
with
respect
to
moving
forward
the
appropriation
question
for
the
administration
operate.
Any
expansion
of
CPC
is
less
than
last
year's.
A
Last
year's
appropriation
was
about
4.7
percent
of
the
fiscal
year,
2020
estimated
revenue,
so
it
was
a
little
bit
of
a
drop
and
then
so
can
you
maybe
just
touch
on
that,
and
it
also
explained
the
CPC
will
work
in
conjunction
with
relevant
city
departments
to
maximize
resource
that
is
going
forward
so
that
we're
not
duplicating
any
efforts
in
any
particular
areas.
I
I
know
that
we
have
chief
Dillon
and
chief
cook
Iran
as
well
and
sort
of
been
the
wheel
houses
on
the
housing
and
the
open
space
and
preservation
silo.

Mr.
Sherman,
those
are
very
good
questions,
so
the
first
one
on
sort
of
FY,
22,
FY,
21
staffing
capacity
and
an
administrative
appropriation
I
would
say
that,
actually
that
the
difference
there
is
probably
more
around
planning
and
ramp
up.
I
think
that
the
CPA
team
today
is
a
resource
than
it
has
been
in
the
past,
both
in
terms
of
headcount.
We
have
some
new
historic
preservation,
expertise
on
the
team.

We
just
hired
somebody
to
help
oversee
the
grants
process,
which
has
been
one
of
the
slower
things
to
sort
of
ramp
up
to
scale,
given
the
immense
number
of
grants
that
were
giving
out
in
this
program
every
year,
so
I
think
the
team
is
certainly
well
resourced.
Heading
into
FY,
21
and
I
think
has
actually
more
bodies
reporting
to
do
the
work,
then
then
plan
for
I'm.
Sorry,
not
the
plan
for
into
FY
20,
but
then
sort
of
brought
on
earlier
in
the
year.

So
I
think
the
FY
21
budget,
though
it
may
look
slightly
lower,
is
a
good
estimation
of
that
work,
and
it
also
has
some
additional
capacity
in
it
for
resources
that
are
not
yet
there.
So,
to
the
extent
that
we
have
identified
things,
there's
some
strategic
planning
money
there
that
we've
not
yet
utilized
and
I
think
there's
an
additional
head
count
as
well
that,
if
needed,
we
could
do
that
and
I
think
that
does
directly
tie
into
your
second
question,
which
is
around
sort
of
maximizing
resources
and
coordination
across
city
government.

not
just
the
work
of
parks
and
affordable
housing
development,
but
many
things
that
we
work
with
the
BPS
team
on
in
terms
of
playgrounds
and
actually
property,
public
facilities
and
property
management,
as
it
gets
into
sort
of
historic
city
buildings,
and
so
Christine
and
her
team
have
sort
of
increasingly
been
making
those
connections
and
making
that
part
of
their
work
and
I.
Think
that
has
gone
quite
well.

city

community
preservation
fund
and
being
able
to
be
leveraged
for
grants.

me

that

I'd
be
happy
to
make
sure
that
the
council
gets
that
answer.

understand
the

mechanics
of
how
this,
how
it
all
functions
and

community
component
to
it.
What
type
of
communication
is
coming
out
of
out
of
your
office
to
help
us
understand
where
these
funds
are
going
and
and
how
they're
being
distributed
and
who's
making
the
decisions
behind
all
of
this
just
wondering
if
you
can
share
with
us
yeah.

that,

gonna

much
work

community

I
think
can
be
the
best
person

speak

So
the
recommendations
that
you
all
are
voting
on
as
part
of
this
in
terms
of
funding
come
from
the
Community
Preservation
Committee,
which
have
some
council
appointees
on
it,
some
mayoral
appointees,
and
that
process
is
a
multi
month
process.
I
think
it
starts
in
September
and
goes
through
generally
a
February
timeframe.

it's
a
great
one
and
we
have
done
I,
think
councillor
Flynn
knows
well
how
often
we're
on
the
community,
because
he's
often
with
me
and
other
councillors
overall,

we
we've
tracked.
Our
community
outreach
this
past
year
and
we've
been
in
all
23
neighborhoods
repeatedly.

We,
you
know
the
Kovach
response
has
changed
that
obviously,
but
we
are
also
joining
like
my
colleague,
sadie
brown,
who
spearheads
all
the
community
relations
work,
has
been
attending
some
of
the
community
groups
online
over
the
last
month
and
a
half
there's
other
ways
that
we
try
to
connect
with
community.
We
have
a
newsletter
that
goes
to
1,200
people
and
we're
always
adding
people
to
that
newsletter
list.
We
have
a
pretty
significant
social
media
presence
through
the
cities
outlets
there's
often
tweets
and
Facebook
posts.

also
the
website
is
I,
think
a
really
tight,
well
organized
website
for
anybody,
who's
interested
in
learning
more
and
applying.
There's
also
a
map
that
we
will
update
after
your
City
Council
vote
that
has
all
of
the
projects
by
category
posted
across
the
neighborhoods
on
the
map
and
you
can
scan
over
each
dot
and
see
what's
been
funded
and
read
a
short
description
of
a
project.

we
care
deeply
about
the
community.

It's
it's
been
a
concern
of
ours
and
something
we've
worked
at.
We
have
done
some
bilingual
Chinese
English
and
meetings.
We
also
we've.
We've
posted
some
bilingual
Spanish
English.
We
haven't
had
a
lot
of
Spanish
speakers
attend
and
that's
been
of
concern.
Wow.
We
have
a
new
staff
person,
who's,
doing
contracts
and
invoicing
kind
of
more
internal
work,
but
one
piece
of
her
job
description
is
eventually
do
some
outreach
and
she's
bilingual
bicultural
latina.

So
we
are
excited
to
have
brought
that
on
and
we've
been
working
with
immigrant
and
Vance
Minh
to
think
about
other
ways
that
we
might
reach
out
and
do
more
in
other
languages,
because
it
definitely
is
a
you
know:
we've
done
it.
We
tried
it
where
we've
had
a
lot.
Real
flyers
translated,
never
sinned
the
top,
who
I'm
not
sure
it's
it's
at
least
five
or
six
languages
that
we
take
to
all
of
our
community
meetings
and
outreach.

dish

case
of
first
impression
for
you,

as
director

mentioned,
clearly
we
need
to

a
better
job
reaching
out
to
the
Latino
community.

to
talk
offline

let's

the
message
out
there
across
the

really
about
how
we
identify
communities
to
come.
We
have
worked
with
with
Eva
with
JP
MDC.
We
so
we've
hosted
several
meetings
that
were
a
bilingual
Spanish
English.
We
just
felt
disappointed
and
we've
had
flyers
and
we've
done
it,
outreach
in
other
languages,
but
just
been
disappointed
in
the
attendance
and
participation
stuff.

So
as
we
move
there,
it's
important
to
note
that
that
I
want
to
explain
just
briefly
the
format
for
this
hearing
and
how
members
of
the
public
can
expect
to
provide
public
testimony.
Typically,
one
of
my
favorite
parts
of
holding
the
hearing
on
funding
allocation
for
CPA
project
is
that
all
public
testimony
dia
that
will
involve
all
of
our
residents
and
each
and
every
one
of
the
projects.
Unfortunately,
this
hearing
is
a
virtual
hearing,
so
it
poses
some
unique
challenges
to
that
format.

So,
in
an
effort
to
try
to
accommodate
public
testimony,
we
have
decided
first,
members
of
the
administration
do
a
very
brief
presentation
about
each
project,
broken
down
by
the
funding
area
and
neighborhood,
and
at
the
conclusion
of
the
brief
presentation,
we'll
allow
questions
from
my
colleagues,
then
turn
it
over
to
public
testimony.
Many
applicants
have
already
sent
in
testimony
via
email
to
myself
and
to
my
colleagues
and
we're
receiving
a
lot
of
calls
over
the
last
several
weeks
and
there's
no
obligation
to
testify
during
the
hearing
written
testimony
will
suffice
for
that
oral
testimony.

and
I
also
received
public
testimony
as
part
of
the
file
for
today's
hearing
as
well.
When
it
is
time
to
receive
public
testimony,
we
will
read

we'll

a

a
citizen
led,
you
know,
citizen
initiated
program
that
really
brings
projects
back
to
our
neighborhoods
that
people
laws
I
have
a
particular
place
in
my
heart
for
the
committee
president
act
and
I'm
really
grateful
to

CPC
and
to
everybody
who's
involved
in
the
process.
So
I
just
want
to
say
briefly
that
I'm
thrilled
about
you
know
some
of
the
overarching
fraud.
Some
programs
in
this
in
this
you
know
set
of
awards,
including
the
four
million
dollars
for
one
Boston,
to
really
fund.

homeownership
support
for
our
first-time
homebuyers
in
the
city,
I
think
that's
so
important
and
I'm,
just
so
glad
I'm
continuing
to
step
up
its
involvement
there
and
doing
it
in
a
sort
of
novel
way
that
involves
buying
down
the
interest
rate
for
families
for
a
long
time.
I
think
that
my
hope
is
that
you
know
it's
a
very
difficult
market
in
which
I
or
sell
a
house
right
now,
but
I
think.

My
hope
is
that,
as
we
move
into
the
fall,
you
know
there's
an
opportunity
for
some
of
our
first-time
homebuyers
to
consolidate
wealth
and
help
close
the
racial
wealth
gap
with
that
money.
So
just
really
want
to
appreciate
that
appreciate
in
my
district,
the
money
for
planting
trees
on
the
Esplanade,
the
money
to
support
Harry
Ellis
tickets
in
park,
which
has
been
a
real
labor
of
love
for
the
way
Civic
Association,
the
Gibson
house
I
when
I
when
I
wanted
a
break
on
my
campaign,
I
convinced
my
campaign
manager
like
going
on
a
two-hour
tour.

If
the
Gibson
house
would
be
a
legitimate
activity
for
me,
but
it's
a
it's
a
real
historic
treasure
and
I'm.
So
glad
we're
finding
a
way
to
support
it
in
this
budget
and
then
a
stone's
throw
from
my
home,
but
technically
an
eID
Flint's
district.
The
Peter
fan
Yule
house
is
a
real
example
of
how
the
affordable
housing
goals
can
come
together
with
the
historic
preservation.

Ones
was
something
that
we've
had
a
lot
of
really
successful
projects
over
time
and
glad
to
see
that
there's
a
way
to
support
their
outdoor
space
in
this
budget,
so
I'm,
just
I'm
thrilled
by
these
I,
think.
The
one
overarching
comment
that
I
wanted
to
make
besides
all
of
those
was
I'm,
also
really
encouraged
to
see
how
many
affordable
housing
projects
were.
Funding
with
this
I
literally
talked
to
thousands
and
thousands
of
Bostonians
when
we
were
passing
this
Community
Preservation
Act
and
people
are
thrilled
about
all
three
legs
of
this
stool,
but
I.

Think
there's
no
question
that
the
you
know
the
yes
vote.
North
of
70%
was
driven
strongly
by
a
sense
of
crisis
in
the
city
around
housing
and
I.
Think,
as
we
move
into
this
new
hard
time
that
crisis
that
we're
already
experiencing
persists-
and
so
I
know
that
you
know
in
the
initial
rounds
of
CPA
in
terms
of
just
getting
a
pipeline
of
affordable
housing
projects
involved,
there
was
initially
a
little
bit
of
a
delay
on
that
and
so
I'm
just
really
heartened
to
see
that
percentage
this
year
up
more
towards
I.

Think
it's
sixty
five
percent
of
this
year's
award
and
I
think
that
really
drives
with
the
passion.
I
saw
her
on
that
issue
in
the
campaign.
So
again,
just
huge
credit
to
and
I
also
want
to
say,

committee
and

think
it's
really
a

asking
about
kind
of
community
involved
decision-making
and

Think
the
fact
that
you
have
four
citizens
on
that
committee
who
are
not
in
any
kind
of
official
role,
who
come
from
different
parts
of
city
with
various
backgrounds
and
then
you've
got
Commission
appointees,
who
are
really
also,
you
know,
Boston
residents,
people
in
the
trenches
people
who
bring
various
expertise
to
it
and
that
you
get
to
see
them.

that
conversation
and
really
weighing
all
these
important
projects,
is
it's
such
an
example
to
me
of
what
we
should
all
know
about
what
we
do
here,
which
is
you
know
that
government
is
it's.
You
know
by
the
people,
for
the
people
and
I
just
end
that
you
know
when
we
fund
things
with
our
tax
dollars.
It's
us
deciding
that
we
want
to
do
something
jointly
together
and
I,
can't
think
of
a
better
model
of
this
in
this
program.

be
very
brief,
but
I
think,
particularly
in
light
of
councilor
box
comments
about
just
sort
of
the
overall
impact
that
this
program
has
had
just
want
to
take
a
quick
sort
of
summary
ride
and
the
impact
that
that
we've
had
over
the
past
three
years
through
community
preservation,
since
our
first
grant
round
in
2018.
With
this
approval
of
these
awards
that
are
before
you
today,
we
will
have
awarded
over
67
million
dollars
to
131
projects.

In
the
past
three
years
of
the
program
we
have
preserved
and
created
nearly
seven
hundred
units
of
affordable
housing,
including
home
ownership,
as
the
councilor
mentioned,
and
projects
that
provide
affordable
housing
for
older
adults
and
veterans.
We
have
provided
programs
that
support
first-time
homebuyers
and
prevent
displacement.
We've
added
over
a
hundred
and
fifty
trees
to
Boston's
tree
canopy,
created
urban
farms
and
community
gardens.
We've
preserved,
56
historic
buildings
and
sites
and
built
seven
new
boston,
public
school
playgrounds
which
serve
over
2,100
BPS
students
and
provide
them
access
to
safe
and
inclusive
play.

ever
be
able
to
open
them
again
during
and
after
the
school
hours,
so
I
just
think
it's
important
for
us
to
sort
of
take
a
moment
and
realize
all
of
the
wonderful
things
that
have
happened
over
the
past
three
years.

these
grants
that
are
before
you
today.

have

lot
more

the
interest

this
last
round

Walsh

the
Community
Preservation
Committee
are
pleased
to
present
40
projects
for
community
preservation
funding
for
fiscal
year,
two
2200
2020,
whatever
you're
wearing
the
committee
I,
want
you
to
know,
received
125
eligible
applications
for
consideration
for
a
total
of
88
million
dollars
more
than
three
times
the
amounts
of
money
that
we
had
to
distribute,
which
was
a
total
of
24
million
this
year,
and
this
year
was
the
first
year
that
we
had
really
a
regular
year
of
collections.
Twenty
four
was
exactly
how
much
we
collected
this
year.

The
Community,
Preservation
Committee
or
the
CPC
continues
to
prioritize
projects
in
a
couple
different
ways
they
serve.
They
want
to
serve
the
broadest
residents,
they
want
to
create
equity
across
the
city
and
they
want
to
follow
the
city's
2030
and
other
plans.
It's
really,
as
Emma
said,
it's
really
a
remarkable
committee.
We
are
so
lucky
that
this
was
our
inaugural
group.
Having
to
do
this
deliberation,
the
committee
meetings
are
very
transparent
and
open.

As
some
of
you
really
know,
councillor
Janey
who
write
a
lot
and
others
of
you,
write
many,
and
we
just
want
to
thank
you
so
much
for
taking
the
time
to
do
this.
So
we
want
to
talk
a
little
bit
about
how
this
round
the
2020
round
compared
to
our
first
to
2018
and
2019.
A
few
councilors
who
have
been
in
office
longer
will
remember
that
in
2018
we
did
a
pilot
round
where
we
wanted
to
test
our
application
and
our
review
system
and
try
it
out.
We
were
so
new.

We
as
a
city
got
our
CPA
program
going
much
more
quickly
than
many
communities
after
they
first
passed,
CPA
and
several
of
those
other
communities
that
are
when
we
passed
it
or
that
have
passed
it
more
recently
have
called
and
looked
to
us
for
some
of
our
models,
especially
our
pilot
program.
So
in
2018
we
gave
8
million
dollars
to
35
projects
and
we
limited
the
amount
that
anybody
who
requests
to
half
a
million
dollars.

Then
in
2019
we
had
a
big
round
in
terms
of
dollars
because
it
was
a
combination
of
18
and
19
money
and
we
committed
the
remaining
2018
funds
and
2019
funds
that
that
resulted
in
a
total
of
34
million
dollars.
For
this

amount

money,
we
suggested
an
upper
request.

for
District
Council's,
especially
you'll,
be
pleased

see

every
neighborhood
has
come
in
with
applications
and
every
neighborhood
has
received
projects
so
definitely
more
than
others,
sometimes
as
a
result
of
how
many

many
applications
come
in.
Sometimes
that's
the
result
of
the
committee
really
wanting
to
look
at
equity
and
serve
neighborhoods
that
have
been
traditionally
under
sir,
sometimes
it
just
by
nature
of
better
projects
to
find
versus
projects
that
are
just
not
as
strong
and
where
the
proposal
is
not
as
well
developed
and
then
I'd
like
to
share
some
other
data.

That's
not
in
your
packet,
but
we
have
run
recently
about
what
how
they
differ.
What's
what's
happened
in
those
three
years
between
2018
and
2019,
and
it
shows
you
how
the
program
is
grown.
I
think
that's,
what's
really
important
and
it
sort
of
answers.
Counselor
I'm
in
Hijaz
program
of
community
outreach
and
showing
that
that
the
word
is
really
out
there
between
2018
and
2019,
the
number
of
applications
increased
by
over
70%
and
then
between
2019
and
2020.
The
applications
increased
by
50%
in
terms
of
dollar
requests.

The
amount
requested
between
2018
and
2019
went
up
by
several
hundred
percent
percentage
points,
but
you
will
remember
that
2018,
an
upper
limit
was
half
a
million
and
the
upper
limit
and
2019
was
1
million.
So
it's
not
quite
apples
and
oranges,
but
it
still
was
a
huge
jump
in
the
amount
that
was
requested
and
then
between
2019
and
2020.
The
increase
in
requested
dollars
was
50%
higher.

Then
in
terms
of
funded
projects.
I
think
this
is
important
and
shows
just
how
popular
the
program's
become
and
how
challenged
the
committee
is
to
make
these
decisions
in
2018,
71
percent
of
all
the
applications
were
funded
in
2019.
66
percent
of
the
applications
were
funded
in
this
recent
round.
Just
32
percent
of
the
applications
were
funded
and
of
the
32
percent
that
was
funded.
Very
few
were
at
the
full
request,
so
all
had
a
decreased
amount
than
what
they
had
asked
for.

Just
because
that's
how
much
money
we
have
that
shows
just
sort
of
the
challenging
decisions
that
have
to
be
made.
We
do
feel
like
every
project
got
something
that
will
really
make
a
difference
and
allow
them
to
do
at
least
a
portion
of
the
work,
if
not
a
big
chunk,
and
it
will
also
many
applicants
tell
us
how
helpful
it
is
to
get
that.
Cpa
is
a
real
feather
in
their
cap
in
their
fundraising,
especially
for
third
party
organizations
and
nonprofits
across
the
city.
So
they
feel
like
getting
anything
from.
Cpa
really
makes
a
difference.

About
the
fact
that
there's
so
many
applications
and
that
the
requests
are
so
much
higher
and
so
we'd
like
to
shape
the
program
a
little
bit
to
create
a
more
realistic
expectation,
it
might
be
that
we
do
some
creative
things
like
special
initiatives.
Our
historic
preservation,
consultants
feel
like
historic
windows,
are
really
challenging
and
problematic,
and
everybody
needs
funding
for
that.
So
maybe
we
do
a
special
historic
windows
project.

There
are
many
community
gardens
across
the
city
that
are
looking
for
funding
to
either
do
maintenance
and
we're
not
allowed
to
fund
maintenance,
but
capital
repairs
on
fences
on
community
garden
beds.
There's
empty
Lots
across
the
city
where
people
are
trying
to
create
community
for
gardens.
Maybe
we
do
a
special,
smaller
fun
just
for
community
gardens,
so
we're
trying
to
think
about
initiatives
that
might
support
more
projects
at
smaller
amounts,
but
really
have
an
impact
on
the
smaller
organizations
and
really
make
a
difference
in
the
neighborhood.

the

thing
I
want
to
share
and
I
just
wanna.

recommending
projects
that
serve
special

homeownership

affordability

many
neighborhoods.

that
said,
I'm
joined
here

Jessica
Boatwright,
who
has
probably
more

the
details

every
single
one
of
these
projects.
So
if
questions
come
up,
I
think
between
the
two
of
us
we'll
be
able
to
answer
them.
So
if
we
could
look
at
the
first
project,
so
a
very
important
project
in
Brighton,
this
is
the
red
of
the
redo
of
the
JJ
Carrell
redevelopment.
I
It
will
replace
64
public
housing
apartments
and
AD
79
badly
needed
apartments
and
provide
a
lot
of
community
space
and
a
space
office
space
for
the
pace
program
to
life.
If
Brighton
is
going
to
be
the
developer,
that
the
chosen
to
developer
by
the
Boston,
Housing,
Authority
and
I
can't
say
enough,
I
just
got
a
call
out
to
life
for
a
quick.
Second,
they
have
fourteen
hundred
units,
I,
believe
of
housing
that
supports
our
senior
population,
and
through
this
Kobuk
crisis
they
have
been
doing
a
fabulous
job,
keeping
their
populations
safe.
I
So
all
the
residents
here
at
JJ
Carrell
will
also
be
able
to
partake
in
a
very,
very
rich
array
of
services,
so
we're
anticipating
that
if
all
goes
well,
this
will
start
this
fall
and
complete
in
the
summer
of
twenty
twenty
twenty
two
next,
a
project
that
is
also
these
are
all
near
and
dear
to
our
hearts.
A
very
exciting
project
on
BPD,
a
land
councillor
Flynn
knows
as
well.
It's
a
1
million
dollar
CPA
award
for
the
development
of
parcel
12.
It's
going
to
create
85
a
four
rental
units.
I
It's
also
going
to
provide
the
Doubletree
additional
space
parking
for
toughs,
etc,
etc
and
and
the
home
of
a
new
library.
So
just
just
a
wonderful,
well-rounded
development
well
received
in
the
community.
We're
really
excited
to
get
this
going
to
meet
the
affordable
housing
needs
in
Chinatown
next
I.

Think,
given
what
we've
been
through
in
the
last
four
or
five
weeks,
this
this
project
has
even
more
meaning.
This
will
create.
202
units
of
affordable
housing
and
140
of
those
units
will
be
permanent,
supportive
housing
for
our
homeless
population
with
very,
very
rich
services,
Pine
Street
and
the
community
builders
are
the
development
team,
a
very,
very
strong
development
team.
We
are
hopeful
that
this
will
start
in
this
winter
and
also
conclude
in
2022.
There's
been
a
lot
of
good
community
process.
This
is
in
Washington,
Street,
right,
right,
right,
near
Egleston
and
the
Green
Street.

As
part
of
the
as
part
of
the
Nubians
square
revitalization,
this
is
the
parking
lot
best
describe
the
parking
lot
right
next
to
Haley
house
and
a
very
skilled
development
team.
New
Atlantic
Development,
teaming
up
with
a
dream

development,
dream
collaborative,
is
going
to
develop.

mixed
income
units,
including
artist
housing
and
eight
CPA,
supported
homeownership

a
beautiful
development.
It's
the
right
scale,
it's
just
a

attractive.

house

to
be
in
shared
workspace,
terrific,
terrific

we're
hoping
that
this
will
start
in
the
fall
and
complete
these
little
type
of
complete,

just
part
of
a
revitalization
and
rate
community
process.

it
councillor

involvement

a
very
thoughtful
rollout
of
city-owned
land,
good
good
community
process
and

I
think
that
we
ended
up
with
some.

Very
you

highly
quality
projects,
part
of
that
same
initiative.
We
put
out
city
land
right
outside
of
Dudley
on
75
Dudley
Street,
it's
going
to
create
20
residential
communities
in
one
retail
space.
The
building
is
almost
a
Phase
two
of
Madison
Park
Development
Corporation's
condominium
homeownership
project,
it's
creating
affordable
homeownership,
which
we,
which
we
really
we
want
to
see
more
people
buy
and
and
and
put
down
roots,
especially
in
this
wonderful
neighborhood,
it's
really
between
the
Highland
Park
and
then
and
the
square.
So
it's
just
a
great
location,
transit-oriented,
nice
designs.
I
Fountain
Hill
home,
affordable,
homeownership
I
want
to
thank
all
the
city
counselors
that
worked
on
this.
The
this
had
a
long
community
process.
The
community
wasn't
pleased
with
the
density,
but
a
lot
of
folks
got
in
and
helped
help
the
conversation
there
and
it's
now
40
units
of
affordable
homeownership.
The
developer
is
Oxbow
urban.
I
I
The
residents
off
Baker
is
is
important
for
many
reasons.
It's
increasing
the
affordable
housing
in
West,
Roxbury
and
Binet
breath
is
the
housing
developer.
They
they
bought
a
permanent
project
from
a
developer
that
didn't
want
to
move
forward,
which
is
was
a
good
thing,
but
he
had
a
very
good
canning
process.
I
want
to
thank
councillor
O'malley
for
his
work
on
this.
It
provides
family
housing
for
low
moderate
income,
and
it
also
has
workforce
slightly
higher
tariffs
in
it
serves
a
higher
higher
tier
15
month
construction
period.
I
As
council
Bach
mentioned,
we,
the
CPC
Committee,
agreed
to
provide
four
million
dollars
for
the
one
plus
program.
This
is
a
homeownership
program
that
is
unique
to
Boston.
It
takes
the
one
Boston
mortgage
product
and
buys
it
the
interest
rate
down
even
further
up
to
a
hundred
basis
points.
So
one
one
full
percentage
point.
This
allows
homeowners
going
out
in
the
market
to
purchase
more
money
because
they're
more
house,
because
their
mortgage
payments
will
be
lower.
The
program
is
slated
and
scheduled
to
start
June
1st
and
we
are.
I
It's
really
important
that
that
we
get
more
Bostonians,
buying
a
home
and
getting
equity
and
and
stabilizing
everything
that
homeownership
provides
so
we're
working
in
partnership
with
MHP
fund
and
the
mass
affordable
housing
Alliance.
So
I
want
to
thank
them
for
their
for
their
partnership
and
work
on
this
and
then
finally,
we
are
the
the
CPA
is
CPC
and
cpa
dollars
are
going
to
continue
to
invest
in
the
acquisition
opportunity
program.
This
is
a
program
where
nonprofits
and
for-profits
go
out
purchase,
occupied
properties
in
the
market
and
then,
with
our
help.
I
We
get
resources
from
the
city,
cpa
and
other
city
resources,
and
we
it
allows
tends
to
stay
and
it
creates
permanently
affordable
housing
for
for
the
individual
neighborhoods.
So
we're
really
excited
about
this.
It's
a
good
program
and
moves
quickly
and
and
we're
getting
in
a
rhythm.
Since
we
had
a
goal
of
buying
a
thousand
units,
we
hope
I
hope
we
exceed
that.
But
since
a
LP
began
in
2016
development
partners
have
acquired
51
buildings,
creating
almost
300
restricted
units,
and
these
are
units
that
exist.
I
So
it
moves
very
quickly
and,
as
you
all
know,
because
you
receive
the
calls
when
properties
change
hands,
that's
oftentimes.
When
we
see
a
lot
of
pain
developers
come
in
and
they
raise
rents
or
they
want
they
don't
want
to.
You
know,
allow
attendant
will
to
stay
so
this
allows
this
allows
us
to
create
permanently
affordable
housing
while
protecting
tendencies.
So
we're
really
pleased
to
have
another
four
million
to
continue
this
important
program.

What

flag
is
that
I'll
be
presenting
a
lot

projects
very
quickly?
That's
really
just
a
function
of
my
title.

This
is
a
reflection
of
how
incredibly
hard-working
the
community
members
the
nonprofit
volunteers,
the
people
who
put
these
applications
together
and
the
people
who've
really
fought
to
not
only
protect
these
spaces,
but
also
protect
these
buildings
over
the
years,
so
I'm
very
honored
and
humbled
to
present
this
list
for
your
review.
But
it's
not
an
indication
necessarily
of
our
work.
It's
really
a
reflection
of
how
hard-working
the
community
has
been
so
the
first.

The
first
is
the
floor
structure,
repairs
for
the
Gibson
house,
museum
in
the
Back
Bay
and
you're,
going
to
see
a
reoccurring
theme
of
infrastructure
in
some
of
these
historic
preservation.
Buildings.
There's
absolutely
no
doubt
about
the
historic
value
of
this:
the
Gibson
house.
It's
it's
it's
easily
one
of
the
back
Bay's
earliest
private
homes
and
as
a
councillor
Park
highlighted,
she
was
one
of
those
3,000
visitors.
They
visit
the
house
annually,
so
we're
excited
that
this
is
being
considered
for
an
amount
of
$95,000.

What
this
will
able
to
do
is
this
will
be
able
this
to
protect
the
weather,
brick
and
limestone
facade
that
will
be
preserved
so
that
the
neighborhood
standards
the
building,
remains
in
keeping
with
that
it's
an
award
at
$340,000.
Without
it,
it's
unlikely
that
we
would
be
able
to
protect
this
beautiful
historic
facade.
Next
slide,
please
moving
into
Charlestown,
you
look
at
the
John
F
Kennedy
Family,
Service
Center,
and
this
Center
offers
a
whole
range
of
different
programs.
Perhaps
most
important
is
Head
Start.
It
also
has
the
ability
to
be
stood
up
for
crisis
response.

The
award
is
for
four
hundred
thousand
dollars
for
critical
roof
repairs
oftentimes.
When
you
have
these
buildings
that
have
the
ability
to
serve
the
community
and
serve
different
nonprofits,
they
put
the
needs
of
the
community,
they
put
the
needs
of
those
nonprofits
for
the
first
year
after
year
after
year,
and
just
like
someone
at
their
home,
they
they
put
off
those
critical
repairs,
they
might
be
for
roofs
and
so
this'll.

will
really
make
sure
that
we
protect
this
building
and,
more
importantly,
perhaps
protect
the
people
in
the
services
within
it
for
years
to
come

project
that

Charlestown
Navy
Yard

USS
Constitution
Museum.
This
water
would
be
for
$20,000,
which
doesn't
sound
like
a
lot.
However,
if
it
wasn't
for
CPA,
this
is
the
type
of
project
that
institutions
like
the
USS
Constitution
Museum,
but

relocation

physical
site

all

that's
within

thousands

that
building

of
the
freedom
shells
to
go
in
to
visit
the
USS
Constitution
as
well.
It's
important
to
protect,
what's
inside
it
as
well.

This
is
the
restoration
of
the
Palladium
or
the
Palladian
window
of
the
church
facade.

is
a
critical
element

the
structure,
if
you
see
of
those
those
three
central
windows

arch
window
and
in
it
it
obviously
brings
in
incredible
amount
of
light
into
the
building.
It's
it's
part
of
the
character
not
only
at
this
building,

also
at
Dorchester,
and
this
is
a
building
that
is
active.
All
the
time.

relies
on
it
and
just
like
a
roof
project.
These
are
the
projects
think
to

put

the
wayside
year
after
year

and
it's

critical
that
this
is
sort
of
that
niche,

CPA
can
fill

nonprofits
and
for
some
of
these
buildings

So
we
had
the
first
parish
now
we'll
have
the
second
church,
also
indoor
test
and
the
steeple
restoration,
although
I
do
believe.
The
second
church
in
Rochester
is
older
than
first
parish.

is
an
amazing
building
and
anyone
who's
familiar
with
the
neighborhood
is
familiar
with
this
gorgeous
steeple.
You
know,
and
obviously
it
sends
a
very
strong
signal
to
the
neighborhood
that
this
will
be
restored
and
they
look
beautiful.
The
church
is
very,
very
active
with
multiple
program
that
serves
a
wide
variety
of
people
in
the
community,
and
you
know
we're
proud
to
be
associated
with
them
were
proud
to
recommend
it
for
funding
and
the
amount
of
$400,000
the
Donald
McKay
house.

This
is
an
interesting
project,
so
this
is
actually
a
purchase
and
acquisition
of
the
home
that
was
built
by
Donald
McKay
and
everyone's
familiar
with
the
McKay
name
in
East
Boston.
He
was
a
famous
ship
builder,
actually
founded
the
shipbuilding
facilities
on
board
or
Street
historically
in
East
Boston.
As
you
start
to
look
at
this
project.
This
is
one
of
those
interesting.
The
CPA
actually
has
the
ability
to
acquire
new
properties
for
purposes
not
only
for
the
preservation
of
those
properties
but,
more
importantly,
the
activation
of
of
those
projects.
So
this
is
really
exciting.

The
amount
we're
recommending
is
is
$600,000
and
they'll
be
managed
by
the
East
Boston
CPC.
The
next
slide,
please
so
here
at
the
Prosperity
Center
for
Boston
families
and
Jamaica
Plain
we're
recommending
$200,000
again.
This
is
a
building
that
is
being
preserved.
It's
an
old
brewery
and
what
this
work
will
do
is
it'll
protect
the
exterior
that
beautiful
historic
look
of
the
building,
while
the
nonprofit
will
be
freed
up
to
spend
their
resources
on
delivering
services.
Critical
services
for
Boston
residents,
especially
low-income
residents,
so
very
excited
about
that.

It's
an
exciting
project
structure,
also
in
Jamaica
Plain,
the
footlight
club's
Elliott
Hall.
This
is
an
absolute
neighborhood
treasure.
This
amount
is
$200,000,
and
this
will
provide
Foundation
and
building
support
improvements
to
make
sure
that
this
is
building,
which
is
a
pillar
of
the
cultural
community
and
Jamaica
Plain
will
continue
to
exist
for
generations
to
come
next

the
Elliott
Congregational
Church
from
Roxbury,
and
arguably
this
might
be
one
of
the
more
beautiful
buildings
and
all
of
Austin.
This
will
provide
envelope
repairs
to
this
really
rich,
putting
stone
facade
of
the
building.

roof
restoration
associated
with
weatherproofing,
rather
proofing
nascent
masonry
stabilization,
and
this
will
protect
this
building
for
years
to
come
and
certainly
make
it
even
more
accessible
to
larger
groups
within
the
community.

that

Street
Roxbury.
This
shirley
used
this
house
association.
This
is
an
amazing
site.

is
a
small
grant,
but
as
I
impact,
$40,000
will
provide
a
new
cedar,
shingle
roof
to
replace
badly
deteriorated,
existing
wood
shingle
roof,
and
it
also
replace
the
two
teria
of
these
doors,
and
not
only
will
this
make
it
aesthetically
more
pleasing,
but
it'll
make
sure
that
this
building
continues
to
exist
for
all
the
visitors
that
come
there
year
after
year.

this

a
very
exciting
building
on
all
of
the
hundred
and
fifty-six
windows.

know,
Christine
mentioned
the
windows
and
there's
a
Windows
program.

there's

seems
like
these
are
the
things
that
that
often
get
put
off
by
really
really
well
intentioned,
good
nonprofits
that

in
these
historical
buildings.
They
love
these
buildings.
These
buildings
are
very
important
to
the
community
they're
part
of
the
neighborhood
character,
but
they
are
difficult
to
maintain
and
they
do
require
resources.

That's
why
CPA
so
exist,
it's
so
exciting,
so
this
will
be
able
to
upgrade
those

windows
and
that
will
provide
additional
residential
recovery
programs
for
up
to
40
adults
with
substance
use
disorder.
This
is
an
amazing
opportunity,
we're
very
grateful
to
play
apartment
next

at
the
USS
Kearsarge
Memorial
refurbishment
and
Marine
Park
in
South
Boston.
If
anyone's
been
familiar
with
this
I
know,
councillor
Flynn,
council,
clarity,
it's
been
near
and
dear
to
your
heart.
This
this
memorial
actually
deserves
to
be
maintained
in
a
better
fashion.

This
project
that
will
help
stabilize
this
memorial
make
sure
that
we're
honoring
it
in
a
very
specific
way.
Seventy-Five
thousand
dollars
will
be
able
to
replace
the
base
with
granite
refinish
the
anchor
replaced
with
the
bronze
plaque
they
originally
adorn.
The
Mara
and
also
provide
an
ordinary
basic
landscaping
to
provide
a
frame
for
this
memorial.
This
is
one
of
the
projects
and
there's
there's
several
projects
here.
That
will
actually
benefit
items
on
the
Department
of
Conservation
and
recreations
portfolio.

Dane
house
in
Mass,

South
End,
and
for
those
who
aren't

This
is
actually
one
of
the
few
row
houses
where
it's
actually
known
for
its
actual
architect.
Luther
Briggs
was

person
who
designed
the
building
and
it's
an
absolutely
stunning
facade.
It
also
happens
to
be
at
the
headquarters
of
the
Southend
Historical
Society.

it's
it's
fitting
that
the
the
caretakers
of
the
Historical
Preservation
in
some
ways
and
the
South
End
will
now
be
able
to
ensure
that
this
building
continues
to
look
the
best
version
of
itself.
We're
excited
about
this
project.
It's

dollars
and-
and
hopefully
it
could
start
in
fall
of
2020
next

Legal
Services,
facade
restoration
projects
and
Bulfinch
triangle
over
at
the
West
End,
it's
$100,000
facade,
assuring
and
restoration
of
the
crumbling
facade,
which
is
just
deteriorated
over
time.
This
is
very
common
and
buildings
of
this
era.
It's
an
absolute
stunning
building
if
we
want
to
make
sure
that
we
keep
it
looking
as
beautiful,
the
project
could
begin
in
late,
2020
and
it'd,
probably
take
a
night
to
twelve
weeks.
We're
excited
about
that
and
that
wraps
up
historic
preservation,
Council
flyer,
if
it's
appropriate
I,
can
go
as
quickly
through
open
space.

Back
Bay
with
the
Esplanade
Association.
This
is
something
that
is
near
and
dear
to
my
heart.
It's
tree
planting.
So
it's
the
expansion
of
the
tree
canopy
and
ten
thousand
dollars
to
get
twenty
nine
new
trees.
Doesn't
it
sounds
like
we're
not
getting
that
kind
of
a
bargain,
but
these
are
mature
trees
and
they
walk.
They
will
also
come
with
all
the
structural
soils
and
all
the
other
benefits
to
making
sure
that
they
are
maintained
in
a
proper
manner.

fully
mature
trees
and
and
installed
in
a
way
that
makes
sure
that
they'll
continue
to
add
to
tree
canopy
and
we'll
get
all
the
health
benefits
of
those
trees
for
a
long
time.
This
is
a
very
worthy
project.
The
Winship
school
playground,
Brighton
Massif
anyone's
ever
been
by
this
playground.
It's
it's
very
much
in
need
of
an
upgrade.
The
kids
from
Alston
Brighton
will
have
an
opportunity
to
have
an
inclusive
space,
that's
safe
for
them
and
what's
important
about
this
project,
it
actually
provides
another
play
area
for
the
surrounding
community.

only
is
good
for
the
the
schools
community,
but
it's
also
really
good
for
the
neighborhood
itself
to
provide
another
recreational
amenity

a

garden
in
Dorchester
right
next
to

Franklin
Field
housing
development,

COBIT

stark
reminder
of
how
therapeutic
gardening
is
during
this
time,
and
also
there's
complete
issues
around
food
access
and
all
the
other
health
benefits
that
there
could
be
around
this.
So
not
only
will
this
create
a
gathering
place,
but
it
will
also
help
address
issues
around
carbon
neutrality
and
food
security
and
then
just
general
health
and
well-being.

district

time,
you
know,
west
of
Washington
has
really
been
driving
this
process.

exciting

this

it'll

be
permanently
protected,
because
the
ownership

park
itself
will
actually
be
transferred
over
to
the
Boston
Parks
and
Recreation
Department

community

kept
it
beautiful
for

school
year
led
a
design
process
with
chittock
elementary
school
students
themselves,
as
well
as
the
teachers.
Boston
is
one
of
only
two
cities
in
America,
where
a
hundred
percent
of
our
residents
live
within
a
10-minute
walk
of
a
park,
but
even
within
that
framework,
even
with
our
residents
living
within
10,
minute,
watchful,
Park,
they're,
still
inequities,
and
here
on
the
border
of
Hyde,
Park
and
Mattapan.
This
is
a
largely
underserved
neighborhood
by
recreational
open
space.
So
not
only
these
kids
gonna
have
this
really
transformational
open
space.

really
highly
programmed
that
make
sure
that
it's
relevant
for
all
best
practices
of
outdoor
recreational
activity,
but
the
community
itself
will
also
not
have
a
gathering
space
in
a
sense
of
identity
around
this
open
space
and
it
will
start
a
new
relationship
with
the
school.

we're
very
excited
for
this
project

very
leafy
and
you
would
think
that
they
were
filled
with
parts
and
they're
actually
mostly
filled
with
cemeteries.

be

the
cemetery

of
the
Boston
Parks
and
Recreation
Department,
who
maintains
this
property
as
long
as
with

other
properties
throughout

city,
they've

work
throughout
the
Kovach
crisis,
we're
very
appreciative
all
their
efforts.

long-standing
informal
activation
that

protected
open
space
that
has
been
protected
for
30
years
because
of
the
community
that
lives
around
it.

removal

landscaping
initiatives
associated
with
in
for
those
who
aren't
familiar
with
the
historical
nature
of
this
site,
this
easily
could

well

is
an
activist
activation
of
an
existing
open
space
that
this
has
a
strong
history.

obviously
the
site
of
a
transcendentalist
community
that
included
in
the
Fanueil
Hawthorne
years
ago,
and
so
this
is
an
opportunity
where
open
space
and
historic
preservation
are
natural
partners
and
obviously
the
recipient
there
again
it's
an
opportunity
to
preserve
and
enhance
open
space
and
elements
on
our
partner
department,
conservation,
recreations
laughs.

125
applicants,

demonstrates
the
huge
demand
and
I
think
you
said
that
the
request
for
money
was
three
times
what
we
were
able
to
distribute.

one
question
is
just
thinking
forward.
You
know
how
do
we
really
keep
up
with
that
demand?
Obviously,
the
percentage
that's
coming
out
of
our
our
property
tax
with
a
surcharge.
It
is
what
it
is,
but
I'm
really
thinking
about
this,
because
post
Colvin
I
would
anticipate
that
the
demand
is
going
to
be
even
higher,
given
that
so
many
people
will
have
limited
income
and
they
will
be
competing
for
the
same
pots
of
money
through
different
charitable
organizations,
etc.
So
I
would
anticipate
that
we're
gonna
see
an
increase
in
demand.

the
next
round,
given
that
I,
anticipate
and
I
believe
others
just
given
that
demands
already
high
post
KidCo,
but
it
might
be
higher.
What's
the
plan
moving
forward
and
then
I
just
kind
of
like
to
understand

I

some
of
the
district
level
specifics,
but
one
question
I
would
be
interested
and
I
don't
want
to
get
too
specific,
but
I'd
be
interested
for,
though
projects
that
did
not
get
chosen,

kind

support

this
is

exciting
opportunity

opportunity

we

make
sure

connecting
folks

the

increase
the
state
match,

certainly
think
in
a
medium-term
environment.
That's
something
that
we
would
want
to
revisit

else

think
there's
there's
certainly
more
opportunity
there
and,
and
we
would
be
interested
to
see
what
that
looks.
Like
obviously,
you
know
the
surcharge
goes
a
long
way
in
terms
of
the
sort
of
somewhat
small
impact
it
has
on
taxpayers
and
what
we're
able
to
leverage.

you
know
there
is
and
I
think
there
will
always
be
probably
greater
demand
than
the
resources
allow
for
within
sort
of
our
property
tax
constructs.
That
being
said,
I
would
just
add
that
the
other
side
of
the
equation
is
that
that
yes,
well,
we
do
receive
hundreds
of
applications
or
over
100
applications.

is
always
some
element
of
those
applications
that
are
just
not
going
to
be
eligible
or
are
not
ready
to
be
funded
right
now,
so
I
think
it's
a
really
important
metric
to
understand
sort
of
what
the
initial
demand
was,
but
certainly
you
know
I'm
looking
at
Sheila
on
my
screen
right
now.

one

two
projects,

continually
left
messages
for,
because
we
really
trying
to
have
a
phone
conversation
with
anybody,
who's
not
funded
and
explained
to
them.
Why?
The
majority
reason
this
time
was
just
the
amount
of
money.

Some
groups
asked
for
a
million
dollars
and
we
can't
spread
the
money
out
when
the
requests
are
so
high
and
we
often
go
back
to
organizations
or
projects
and
say
what
could
you
do
with
a
smaller
amount
and
some
organizations
which
is
not
willing
to
give
us
that
and
not
willing
to
lower
they
just
are
so
determined
to
get
the
max,
not
realizing
that
it
really
doesn't
help
them
and
when
we
had
so
much
of
a
request-
and
we
had
so
little
not
so
little.
We
still
have
a
lot
of
money
to
give
out.

We
just
had
to
knock
off
some
of
the
really
big
requests,
because
we
couldn't,
we
couldn't
figure
out
how
to
make
a
smaller
amount
work
for
them
and
I
think
that
was
part
of
the
discussion
with
them
of
how
and
that
that
has
led
to
the
idea.
That's
a
long
term,
maybe
not
long
term,
but
certainly
thinking
for
next
year
is
if
we
did
which
I
talked
about
at
the
beginning.
If
we
did
some
initiatives
like
an
historic
windows,
a
community
gardens
initiative,

roof
initiative.

funds

project

has

its
funding

they

do
the
project

we're
just
trying
to
think
of
ways

we
could
make
this
money

farther

of
different
institutions
and
organizations.

other
thing
that
contributed
to
some
groups
or
institutions
or
Billings
not
being
funded,
is
that
I
think
we
now
have
historic
preservation.
Consultants
on
staff
and
some
historic
properties
need
help
maintaining
their
building,
but
that's
not
really
what
this
is
about.
The
intention
of
the
CPA
law
is
to
do
real
preservation
work
to
make
sure
that
a
historic
building
retains
its
historic
character,
so
a
project
that
wanted
to
replace
its
windows
with
modern
vinyl
windows
and
they
have
beautiful
historic
wooden
windows.

do
really
work
with
people.
So
as
soon
as
someone
submits
an
eligibility
form,
we
start
to
work
with
them
and
we
try
to
figure
out
if
it's
eligible
by
the
state
law,
if
the
work
they
want
to
do
is
eligible.

project
makes
sense

have
all
their
ducks
in
order,
if
they
have
a
great
idea,
but
they
haven't
even
contacted
us
a
contractor
or
a
landscape
architect
or
any
they
haven't

just
have

work
with

success

bilingual
bicultural
forums
and
meetings.

residents

in
some

on

the
awardees

preservation
looks

Boston,

it
was
an
incredibly
diverse
group
in
terms
of
age
and
race
and
neighborhood,

businesses

have

to
follow
the
state
law
and
we
we've
gotten
better
at
doing

analyzing.

understanding

and

project

to
be

to
include
them

the
shortfalls

the
budget
can
present

projects

don't
get
through

around
acquisition

as
we

into

progress
and

more
funding

dedicate
towards

As

try
to
achieve
some
of
our
climate
adaptation
goals,

looking
at
opportunities
like
the
food
for
us,
where
we're
actually
starting
to
expand
tree
canopy
or
grow
grow
on-site,
whether
it's
you
know
that
there's
locations
or
food
desert
or
they're
in
urban
heat
island,
where
you're
you're
actually
ripping
up
McAllen
putting
soil
and
putting
in
greenery
there.

a
huge
opportunity
for
stormwater
benefits
and
for
climate
adaptation
benefits
and
in
the
way
that
has
to
be
looked
at
is
always
through
the
frame
of
equity,
right
and
so

Think,
as
we
look
at
acquisition
opportunities,
you
have
to
look
at
who
is
going
to
be
most
impacted
by
those
acquisitions.
Are
they
our
most
socially
vulnerable
populations
that

and

leading

effort

get
this
out
in
the
ballot,
along,
of
course,
with
mayor
Walsh.

Without
your
support
and
then
the
support
of
the
entire
council,
we
wouldn't
have
been
able
to
get
on
the
ballot
and
get
that
74%.
Yes,
so
back
in
2016,
I
want
to
congratulate
the
Community
Preservation
Committee
for
once
again
presenting
a
really
strong
selection
of
projects
from
neighborhoods
all
across
the
city,
as
Christine
has
been
talking
about.
Given
the
city's
affordable
housing
crisis.

We
are
especially
pleased
that
65%
of
the
funding
in
this
round
is
being
spent
to
address
housing
needs
throughout
the
Boston
I'm,
largely
here
to
draw
attention
to
one
specific
recommendation
from
the
CPC.
They
are
proposing
four
million
dollars
to
be
spent
on
the
one-plus
Boston
program
which
which
cheap
Dylan
talked
about
for
first-time
homebuyers.
This
ads
still
3.8
million
that
the
City
Council
approved
last
year.

Your
support,
the
council
support
of
this
program
has
been
critical
in
moving
this
from
an
idea
to
a
full-fledged
proposal
to
a
program
that
will
launch
on
June
1st,
thanks
to
the
tireless
work
of
chief
Dylan
and
also
Maureen
Flynn
at
the
Department
of
Neighborhood
Development,
Elliott,
Cheadle
and
David
Worsham.
At
the
message
is
this
Housing
Partnership
and
my
colleague
Khorkina
band
and
Matt
maja.
These
key
members,
along
with
participating
banks,
have
spent
the
last
year
giving
this
very
true
public/private
partnership
off
the
ground.

It
will
come
in
a
most
opportune
time
for
first-time
homebuyers
in
Boston.
As
we
begin,
the
recovery
of
code
from
Cove
in
19,
1
plus
Boston,
will
be
the
most
affordable
mortgage,
proud
in
the
city
of
Boston
in
40
years,
probably
a
lot
longer
than
that
frankly,
but
at
least
40
years
I'm,
not
that
old,
and
we
will
make
it
possible
for
some
buyers
who
have
been
priced
out
to
be
able
to
afford
to
buy
and
stay
in
put
down
roots
in
the
city
as
homeowners.

We
enthusiastically
support
this
specific
recommendation,
as
well
as
the
entire
slate
of
recommendations.
Finally,
we
want
to
commend
the
outstanding
work,
Christine
pop
and
her
associates
say
being
brown
that
staff
the
community
Preservation
Committee.
It's
also
heartening
to
hear
that
there
have
some
reinforcements
coming
because
they
do
tremendous
work
to
vet
projects,
encourage
applications
from
across
the
city
and
spread
the
word
about
CPA
in
specific
and
in
general.
The
work
they
do
is
extraordinary
and
city
is
fortunate
to
have
such
a
talented
team.

yeah
that
you

month
in
April
in
terms

for

think
it's
a
little

of
people
who
are
working

home

have
some

little
time
to
take
a
class
but
I
think
the
home
buying
market,
as
chief
Dillon

will

strong.

project,

projects

We
are
very
pleased
about
that
that
action,
the
the
addition
of
40
owner-occupied
homes
to
our
neighborhood
is,
is
remarkable
and
just
a
very,
very
good,
positive
thing.
It's
ideal
I
have
to
say,
though,
I
just
wanted
to
mention
that
this
this
was
the
result
of
hard
negotiation.

The
developer
dropped
a
completed
design
on
us,
but
when-
and
it
was
a
bit
of
a
take-it-or-leave-it
approach
but
with
the
help
of
China
Tyler
I
have
to
say,
the
developer
agreed
to
negotiate
and
I
wanted
to
just
say
how
highly
that
speaks
of
Oxbow
urban
and
their
willingness
to
sit
down
with
us
through
anything
but
easy
sessions
and
work
out
a
compromise,
and
so
we
did
work
out
a
compromise.
But
you
know
one
of
the
things
we
discovered
was
that
there
it
seems
like
there's
a
lot
of
barriers
to
compromise.

It's
not
easy
developers
come
armed
with
a
fully
developed
plan,
usually,
and
what
they
really
don't
want
to
do
is
sit
down
and
negotiate
and
work
out
something
less
than
the
ultimate
profits,
but
we
were
lucky.
We
went
to
DND
and
we
presented
our
the
compromise
to
them
and
basically
made
a
plea
for
support
and
they
supported
us,
and
now
the
City
Council
has
supported
us
with
funding
the
project
and
I
want
to.
Thank

that,
but
I
I,
just
I,
didn't
want
to
leave
this
so
I
want
to
both.

expect

memorial
growing
up
and
it's

an
important
part
of
the
community

specifically

base
of
the
memorials
and
really
really
rough
shape.

plaque

adorned
the
base
and
we

research

know
exactly

the
plaque
said.

dedicated
this
memorial
to
veterans
from
the
Civil
War
all
the
way
through
the
Great
War,
which

men,

so

what
the
plaque
says,

it

replace

base
with
granite,

last

replace
the
plaque.

was,
you

It's
been
gone
for
generations,

and

after
