sustainability
and
parks,
and
we
are
here
today
to
discuss
docket
number
one
375.
This
is
an
order
authorizing
the
city
of
Boston
to
accept
and
expend
a
parkland
acquisitions
and
renovations
for
communities
or
park
program
grant
from
the
Massachusetts
Executive
Office
of
Energy
and
Environmental
Affairs
Division
of
Conservation
for
four
hundred
thousand
dollars
to
be
administered
by
the
Parks
and
Recreation
Department.

are
joined

Aldo
Garin,
who
is
a
Senior
Planner
with
the
city's
Parks
Department,
and
the
purpose
of
this
grant
is
to
fund
Phase
two
of
the
renovation
of
the
Harambee
Park
in
Dorchester
Heron
Bay
Park
is
formally
named
Franklin
field.
It's
located,
930
Blue,
Hill
Avenue
in
Dorchester,
was
established
in
1892.

are

by
my
dear
colleague
and
friend,
the
at-large
councillor
from
Dorchester
who's,
a
much
better
councillor
than
she
is
a
fixer
of
signs
on
desks.

This
is
45.
Acres
of
recreational
use
includes
basketball,
courts,
cricket
pitches,
multi-purpose
soccer
and
lacrosse
fields,
football
field,
Little
League
field
and
play
spaces.
It's
a
multi-phase
park
renovation
project
which
includes
a
new
play,
playground
on
the
west
side
of
the
park
pathway,
as
well
as
lighting
improvements,
so
before
I
turn
it
over
to
mr.

this
is

being

as
well
as

on
cable
and
I
would
just
ask
all
the

it
can
be
a
little

crowds
not

something
I
think
that
we
are
very
excited
to
hear

We're
applying
for
four
hundred
thousand
dollars
from
the
states
park
grant
program
to
help
us
in
Phase
two
of
the
redevelopment
of
Harambee
Park
at
forty
five
acres.
It's
a
huge
park
by
comparison.
You
know
most
of
the
parts
of
the
city,
and
you
know
it's
a
pretty
big
endeavor
to
try
to
do
it
all
at
once.
We've
broken
it
down
into
phases.

This
is
the
white
fun
community
center.
Thank
you
so
so
yeah,
the
the
other
thing
is
we're
trying
to
improve
drainage
for
the
fields
so
that
they
can
be.
These
are
going
to
be
turf,
natural
turf
fields,
not
artificial
turf
and
they're
going
to
be.
You
know
these
drainage
is
going
to
be
improved
so
that
they
can
be
after
storm
events
return
as
quickly
as
possible,
get
as
dry
as
possible
and
a
part
of
the
reason
they
they
get
so
wet
out
here
is
because
a
storm
drain
system
actually
has
an
outlet
into
the
park.

This
was
agreed
to
you
know
many
decades
ago,
and
now
we're
going
to
create
much
more
to
find
drainage
area
here,
that'll
segregate.
You
know
these
peak
flows
in
this
particular
area,
and
what
this
grant
will
specifically
do
is
help
us
with
creating
plantings
that
will
be
much
much
richer,
ecologically
and
also
it'll,
be
certainly
one
area
that
the
Canada
geese
won't
be
won't
be
frequenting.
They
don't
like
tall
vegetation,
we'll
also
be
adding
a
lot
more
trees,
most
people
when
they
go
out
there.
They
see
a
big.

we'll
help
with
capture
of
carbon.
You

do
our
our
part
to
improve
conditions,
visa

climate
change,
as
I
mentioned
this
we're
gonna
be
creating
this
performance
space.
We're
going
to
be
fitting
it

in
this
hillside
and
we're
also
going
to
be
programming
that

our

the

mitigation.

environmentalist
ought
to
be
a
parks
advocate
as
well.

this

This
is
exciting
to
hear-
and
there
are
any
water
features
in
this
specifically,
if
not
Phase,
two,
perhaps
maybe
in
Phase
one
with
the
playground,
water,
filling
stations
have
there's
been
included
in
this
I.

Chief
Cook
has
been
committed
to
that
as
have
IDEs
just
gets
those
plastic
bottles
off
of
our
out
of
the
litter
stream
and

also
provides
a
service
for
residents.

best

water

country

allow
people
to
use
it
and

a

robust
community
process
with
this

a

differences

really

tweaks

we

that
the
phasing
diagram

maybe
it'll
articulate
a
little
bit
of
the
timeline
and

with
the

natural
grass
turf,
which
I'm
a
huge
believer
and
I
think
as
as
useful
and

ability
to
utilize.
The
artificial
turf
is
great
because
we
can
use
it
sort
of
longer-term
and
three
different
weather
I
fear
that
over
time,
our
kids
won't
have
an
experience
of
ever
playing
on
real
grass
as
we
move
towards
the
artificial
turf
across
most
parks
everywhere.

here
has
an
especially
large
population
of
the
Canada
geese
that
are
there
and
they
destroy
the
the
grass.
So
is
there
any
plans
incorporated
in
any
of
this
process
to
mitigate
the
geese
use
of
that
park,
because
it's
you

we're
investing
a
lot
of
money,
obviously
especially
into
the
natural
grass
turf,
yeah
and
then
we're
gonna
have
I
think
it's
on
any
given
day
you
drive
by
there's
several
hundred,
if
not
a
thousand
geese
out
there.

obviously,
a
big
piece
of
the
Romney
pocket.
Revitalization,
if
you
will
those
phases,
we
want
obviously
people
to
come
and
enjoy
it.
We
also
want
the
local
sports
teams

able

compete.
The

teams
further
than
neighboring
neighborhoods
in
the
city
or
even
beyond
that.
I
know
that
between
Talbot
and
Blue
Hill
and
even
cutting
through
the
projects
is
street
parking
and
there
are
any
opportunities
for
some
type
of
parking
lot.

one
of
the
big
complaints
you
get
when
there's
a
tournament
or
a
game,
and
if
I
look
at
that
area,
they
have
you
got
it.
You
get
a
weekend
service
with
the
greater
love
Tabernacle
Church.
You
have
an
event
happening
at
the
at
the
club,
but
the
white
fund
building
yeah.
You
got
a
couple,
other
things
happening
and
they
happens
to
be
the
puffle
on
Aegean,
buoy
or
some
other
type
of
event.

kind
of
that's
about
it,
yeah,
so
I,
don't
know
whether
or
not
there's
any
other
opportunity
to
either
expand
that
or
provide
some
other
type
of
surface
parking
somewhere
within
Harambee.
Again,
it's
for
its
for
visiting
teams.
It's
for
tournaments
things
like
thank
you.
We
want
to
have
a
great
state
of
the
art
around.
We
also
want
whether
it's
the
poeple
on
a
team
or
the
local
baseball
teams
or
the
soccer
lacrosse
teams
to
be
able
to
proudly
host
you
know
other
communities
and
other
teams,
and
sometimes
parking.

no

Obviously
I'll
be
urging
my
colleagues
to
accept
and
expend
this
grant
at
our
final
council
hearing
of
the
year,
which
will
be
two
days
from
now
any
time
a
it's
a
larger
amount
of
money.
I
still
think
it's
worthwhile
to
have
a
hearing
as
we're
doing
right
now.
So
I
appreciate
your

Guerin
appreciate
the
good
questions
and
the
good
advocacy
of
both
of
my
colleagues.
This
is
something
I
know
field.

They
both
feel
very,
very
strongly
about
making
sure
we're
able
to
allocate
funds
and
resources
for
our
open
space.
I
I
love
this
statistic
that
chief
Cook
Off
and
says
that
I
think
every
Bostonian
lives
within
a
nine
or
ten
minute,
walk
from
a
park
or
playground,
and
that's
that's
something
that
few
cities
of
our
size
can
boast.
So
keep
up
the
great
work
to
all
your
colleagues
in
the
parks
department
and
unless
there's
any
public
testimony
which
I
don't
believe
there
is.
