patrick
nolan,
to
the
boston
city
council,
father
nolan
is
currently
at
bc.

my
alma
mater
and
we're
having
a
great
day
today,
as
as
a
classmate
of
my
brother's
class
of
88
and
a
friend
of
both
mine
and
father
nolan,
serge
georges,
is
being
confirmed
as
the
next
justice
from
the
sjc
is
promoted
to
massachusetts
so
great
day
to
be
an
alum
from
bc.

father
nolan
plays
many
roles
at
bci
he's
a
valued
member
of
the
bci
community,
as
well
as
the
community
at
large
he's
presently
presently
teaching
at
the
root
bae
division
at
the
school
he's
also
chaplain
to
the
athletics
member
of
the
cross,
coaching
staff,
enrollment
team
and
is
also
presently
serving
as
the
vocations
promoter
for
the
usa
northeast
province
of
the
jesuits.
He
also
preaches
and
assists
celebrating
masses
at
the
various
parishes
in
south
boston
prior
to
joining
bc
high
and
upon
his
graduation
from
loyola.

neighborhoods.

extra

other
stuff
happening

her
district
as

administration
officials

the

the
hearing,

think
by

really
getting
to
know
chief
oz
good
well
with
a
series
of
zoom
hearings.

the

work
happening

transportation

move
faster

implementation
happen

learned
during

the
mbta

signaled

city

funding

one

there

been
concerns
raised

these
budget
crises
at
the

we

hearing
about
what
happens
if,
if
we're
only
given
this
one
grant,

many
more
bus
lanes
needed

years

come,

administration
shared

mbta

to
provide
this
funding

little

outrageous

they
are
proposing
service
cuts

the

able

expend

of
hearings
both
a
couple

hearings
about
overtime
and
which
we're
going

continue

year

prior
hearing
in
september
on
this
docket
about
police
contracts
as
policy
documents,
which
was
which
is
co-sponsored
by
myself,
councillor
campbell
and
councillor
edwards.

The
working
session
on
monday
was
really
to
try
to
draw
together
some
of
the
threads
that
have
been
coming
out
of
that
conversation
about
the
type
of
serious
public
policy
expectations
that
the
council
may
want
to
sort
of
formally
communicate,
so
that
the
parties
at
the
table
were
not
at
the
table
in
these
negotiations
can
negotiate
knowing
what
the
types
of
things
are
that
we're.

Looking
for
from
the
perspective
of
fiscal
responsibility
for
the
city,
parity
for
our
civilian
workforces,
you
know
accountability,
transparency,
the
opportunity
to
think
about
where
are
there
places
to
have
civilians,
be
doing
more
civilian
work,
and
how
do
we
support
our
officers?
And
you
know
better
health
and
safety
in
their
work,
so
it
was
a
productive
discussion.
I
would
just
flag
for
everybody
that
I
did
send
out
a
memo
on
behalf
of
the
chair
and
it's
we're
sort
of
in
a
period
of.
I
would
really
happily
take
folks's
comments.

Questions
suggestions,
additions
on
that,
so
I
think
a
majority
of
our
colleagues
were
able
to
make
it
on
monday,
but
for
offices
that
weren't
it
would
be
great
to
get
written
feedback
on
that
front
as
well,
because
I
think
that
this
council
made
a
strong
statement
back
in
2016.

When
many
colleagues
were
on
the
body,
I
was
not
with
a
unanimous
letter
saying
that
it
was
going
to
really
heighten
the
scrutiny
from
these
public
policy
perspectives
on
the
next
round
of
public
safety
contracts,
and
so
that
was
four
years
ago,
but
now
we're
sort
of
there
at
the
moment
that
was
discussed
and
in
light
of
all
the
conversations
we've
been
having
about
accountability,
including
others
that
I
know
we'll
hear
about
in
a
moment.

There's
a
contract
related
hook
on
almost
all
of
them
and-
and
I
think
our
public
policy
scrutiny
on
behalf
of
the
public
interest
is
compatible
with
you
know,
with
negotiations
that
are
happening
with
a
strong
labor
union
in
a
strong
labor
city
and
and
we
really
want
to
recognize
that
the
role
that
we
play
on
behalf
of
the
public
on
that
front.
So
it
was
a
productive
working
session.

recently
yesterday,
I
think,
had
a
wonderful
hearing
about
or
excuse
me
a
working
session
specifically
on
these
two
dockets,
the
original
the
original
file.
Docket.
Excuse

civilian
review
board
filed
by
councillors,
mejia
campbell
and
arroyo,
created
a
civilian
reward
with
subpoena
powers,
and
we
had
a
hearing
on
that.

The
mayor
subsequently
filed
two
executive
orders,
creating
a
civilian
review
board
and
an
internal
affairs
board
if
you
will
and
and
and
then
after
that
filed
this
ordinance,
creating
the
office
of
police,
accountability
and
transparency,
the
two
dockets
when
you
take
them
apart,
really
do
complement
each
other
and
I
firmly
believe,
there's
a
pathway
forward
that
we
can
get
this
done
together.

But
I
want
to
talk
to
the
politics
of
the
moment.
First,
the
very
real
fact
that
we
have
a
calendar
year,
ending
we,
and
so.
That
is
why,
instead
of
having
a
separate
hearing
on
the
opat
ordinance,
I
decided
it
made
more
than
to
combine
the
two
in
a
working
session
to
see
where
we
what
we
could
get
done
this
year.
It's
important
that
we,
as
a
city
council,
meet
this
moment,
hear
the
urgency
within
our
constituents.

We
have
been
through
a
budget
discussion.
We
have
discussed
defunding
the
police,
we've
discussed
all
sorts
of
things
this
year
and
the
mayor
has
heard
we
have
heard
that
something
needs
to
happen
this
year,
and
so
it
is
with
that
vein
of
answering
the
moment
and
meeting
the
urgency
that
I
believe
that
we
come
in
good
faith
to
get
this
done
this
year.
There's
also
the
very
real
political
fact
that
the
mayor's
filed
ordinance,
if
we
take
no
action
on
it
at
all,
will
automatically
be
path,
and
I
think
in
january.

So
if
we
take
no
action
as
in,
we
do
not
vote
for
it
or
against
it.
It
would
automatically
pass
as
it's
written
and
I
don't
believe
that
that's
something
that
the
city
council
wants
to
happen.
E
I
don't
think
the
mayor
wants
that
to
happen
either
the
only
option
if
we
don't
get
anything
done,
is
to
ask
this
body
to
reject
without
prejudice
which
I
think
we're
above
that
and
can
do
more
than
that.
So
here
we
are
these
major
dockets
and
massive
reform
history
before
us.
I
want
to
thank
the
task
force
members
who
came
and
testified
jamal
crawford,
tanisha
sullivan
and
I
believe
allison
cartwright,
as
well
as
jerome
smith,
who's,
the
chief
of
who's
chief
of
office
of
neighborhood
services.

It's
a
big
engagement
for
now,
at
least
until
friday,
and
then
I
also
want
to
thank
all
of
my
colleagues
that
showed
up.
So
what
we're
going
to
try
and
do
before
the
end
this
year
is
combine
these
two
dockets.

I
want
to
note
that
there
are
several
things
that
are
outstanding,
several
questions
that
we
had
and
I
wanted
the
administration's
willing
to
look
at
two-thirds
being
required
of
the
for
subpoena
power,
two-thirds
of
the
opat
versus
a
unanimous
requirement
in
order
to
have
a
subpoena
guarantees
what
guarantees
of
communication
between
the
two
separate
boards.
If
two
separate
boards
are
to
be
set
up
under
the
opac,
how
do
we
get
the
regulations
done
in
what
time
frame
are
we
supposed
to
get
these
regulations
done?

What
happens
when
there's
two
investigations
of
the
same
time
of
the
same
police
officer,
one?
The
iop
is
strictly
about
how
we
investigate
officers.
The
other
one
is
about
the
civilian
review
board.
We
also
wanted
guarantees
that
we
would
be
part
of
this
process.
As
a
city
council,
we
wanted
to
make
sure
that
we'd
be
part
of
nominating
every
single
one
of
the
board
members.
That
is
the
commissioners,
the
three
that
are
proposed,
as
well
as
the
board
members
of
the
civilian
review
board
and
the
iop
currently
is
proposed.

We
wanted
also
to
make
sure
that
there
was
no
conflict
in
language
specifically
where
the
investigatory
powers
are
to
take
a
back
seat
when
there's
an
out
or
ongoing
criminal
investigation,
but
it
also
says
civil
investigations
as
well.
We
did
not
want
to
limit
the
investigatory
powers
of
the
opat
and
make
them
wait
even
for
civil,
any
civil
lawsuit
that
could
be
filed,
and
it's
pretty
common
that
you
can
have
concurrent
civil
investigations
going
on
now.
So
we
wanted
to
have
that
power.

We
also
thought
it
would
make
sense
that
we
looked
at
the
the
formal
reporting
to
the
council
looking
at
the
boston,
jobs
and
policy,
boston
residents,

new

myself

prior
meeting

it's
about
adopting
the
tax
classification
and
the
residential
exemption
for
the
city
for
property
taxes
for
this
year.

So,
as
we
heard
from
commissioner
aranella
who
joined
us
along
with
pam
coker
from
the
boston
municipal
research
bureau,
as
the
commissioner
shared
with
us,
classification
is
really
it's
a
mechanism
in
the
city
by
which
we
we
shift
more
of
our
property
tax
burden
onto
our
commercial
real
estate
and
therefore
bring
some
tax
relief
to
our
residents
in
the
city.
It's
it's
something.
K
That's
been
pioneered
and
pushed
by
the
citizens
of
boston
for
four
decades
now,
so
the
original
legislation
that
made
it
possible
in
78
was
something
bostonians
pushed
and
then
there's
been
updated
legislation
in
the
80s
and
the
90s
and
2000s
basically
every
decade,
and
it
keeps
having
to
be
revisited
because
the
story
of
the
last
couple
decades
at
least,
has
been
one
of
residential
property
tax
values,
outstripping
commercial
tax
values
in
terms
of
the
rises
and
as
we
all
know,
what
that
means
for
long-term
homeowners
is
that
folks,
trying
to
stay
in
our
city
find
that
they
can
become
very
house
rich
and
yet
cash
for
and
the
property
tax
values
can
be
quite
burdensome
for
people
to
get
a
sense
of
the
scale
of
what
we're
talking
about
here.

The
the
property
tax,
valuations
city-wide,
it's
66
is
residential
property
in
terms
of
the
value,
but
then
because
we
make
this
classification
shift,
the
property,
the
residential
property
owners,
pay
40
of
the
total
property
taxes
in
the
city
and
then
commercial
has
that
other
third
of
our
property
value,
but
ends
up
paying
at
more
than
half
of
the
levy.
So
basically,
folks
is
if
we
were
not
to
adopt
classification,
which
is
what
this
order
is
proposing.

Many
of
our
and
basically
all
of
our
residential
property
owners
would
see
an
increase
in
their
tax
bill.
It
varies
a
little
bit
with
the
math,
but
it's
something
like
a
50
increase.
So
it's
a
it's
an
enormous
shift
and
then
separately
the
residential
exemption,
which
is
another
provision
that
the
citizens
of
boston
fought
for
and
won
at
the
state
house.
It
exempts
the
an
initial
like
portion
of
the
value
of
your
property,
and
so
that's
actually
saving
every
bostonian
who
owns
a
home,
that's
valued
at
300,
000
or
more.

It's
saving
them
almost
3
000
a
year
in
property
tax,
and
I
think
it's
worth
noting
that
it's
actually
a
progressive
component
of
our
property
tax
regime.
So
when
we
have
the
residential
exemption,
the
the
percent
impact
is
the
greatest
for
our
property
owners
with
with
lower
valued
properties.
Although
everybody
has
everybody
who's,
an
owner,
occupant
has
access
to
that
exemption.
So
just
so
folks
understand
from
a
timeline
perspective.

We,
the
city
council,
need
to
make
a
recommendation
on
this
front
in
order
for
the
assessor
to
communicate,
to
dor,
to
the
department
of
revenue
at
the
state
level
that
we
would
like
to
take
up
both
classification
and
the
exemption
for
the
year
and
that's
required
as
a
step
in
order
for
them
to
issue
the
next
round
of
third
quarter
tax
letters.
So
there's
a
there's
a
sort
of
time
crunch
and
just
the
way
that
this
process
all
comes
together.

There's
a
pretty
tight
timeline
that
the
state
sets
for
our
valuations
to
come
in
and
then
for
us
to
make
that
determination-
and
I
think,
there's
no
question
in
my
mind
that
in
a
year
where
everybody
is
is
just
suffering
a
lot
of
burdens
and
we've
got
a
lot
of
you
know.
Residential
homeowners
who
are
dealing
with
a
year
like
they've,
never
seen
that
the
last
thing
we
would
want
to
do
is
deprive
them
of
this
significant
tax
relief
that
the
city
council
has
supported
in
every
prior
year
since
it's

enabled.

specific

we
haven't
really
gotten
a
formula.

recognize

But
the
reason
that
I
sought
one
for
this
specifically
we're
in
the
middle
of
the
second
wave
of
culvert
19
and
we've
had
several
sort
of
what
I
would
call
recent
they're,
not
new
issues
but
recently
have
been
risen
to
the
top
of
the
list
again
in
terms
of
19
responses.
I
One
of
those
issues
is
the
wait
times
that
we
have
seen
for
folks
to
get
tested,
and
that
is
you
know,
I
think,
with
thanksgiving
generally
speaking,
we're
about
two
weeks
or
a
week
away
from
seeing
how
that
impacted.
I
Our
numbers,
it's
an
appropriate
time,
to
know
how
we're
going
to
go
about
testing
in
our
neighborhoods,
specifically
because
the
disparities
that
we
were
seeing
at
the
beginning
of
it
are
the
same
exact
disparities
that
we're
continuing
to
see
today,
we're
still
seeing
larger
death
tolls
and
death
rates
for
black
and
latino
residents,
we're
still
seeing
black
and
latino
neighborhoods
and
working-class
neighborhoods
suffering
the
brunt
of
covet
transmissions,
and
so
this
the
goal
of
this
hearing
is
to
really
get
into
the
testing.

What
plans
do
we
have
in
place
as
we
head
into
the
winter?
The
boston
public
health
commission
has
recently
changed
how
they
are
tracking
cobin
metrics
on
their
dashboard,
and
I
think
it's
important
for
us
to
have
a
hearing
about
why
and
how
that's
changed,
why
those
changes
are
considered
for
the
better
and
and
how
we
can
make
that
more
transparent
for
our
communities,
and
so
I'm
seeking
hearing
on
this
issue.

something

we've

been
talking

The
testing
aspect
is
absolutely
crucial
to
getting
these
numbers
under
control,

I

tell
you
that
two
weeks
ago
I
went
to
three
of
one
of
the
city's
pop-ups
and
then
two
of
the
other
neighborhood
health
centers
in
the
wait
time
was
two
hours
add
one.
What
one
of
the
sites
was
actually
canceled
last
minute,
there's
a
lot
of
people
queued
up.

That's
not
to
disparage
the
incredible
yeoman's
work
being
done
by
these
community
health
centers.
Just
simply,
the
snapping
isn't
there
to
meet
the
command.
So
I
think
that
this
is
not
only
a
timely
hearing
but
important
one,
and
I
would
just
end
by
saying
I
think
it's
a
real
opportunity
for
us
to
work
with
some
of
our
colleges
and
universities.
Media
reports
have
really
talked
about
how
some
colleges
have
really
stepped
up.
I
was
speaking
with
my
predecessor,
john
tobin.

Who's
official
at
northeastern
university
northeastern
has
done
450
000
tests
since
the
start
of
the
semester
and
they're
processing.
I
think
it's
something
close
to
15
or
20
000
tests
per
day.
That's
important.

We
want
to
make
sure
that's
done,
but
they
have
a
capability
and
they
have
sort
of
an
on-site
ability
to
facilitate
these
that,
as
we
talk
about
pilot
fees
as
we
talk
about
ways
that
we
can
better
partner
with
our
universities
and
colleges,
perhaps
supplementing
some
of
our
testing
sites,
with
with
some
of
the
private
colleges,
would
be
a
way
that
we
could
offer
testing
effective
testing
and
testing
with
a
quick
turnaround,
because,
of
course
the
other
issue
is
that
it
took
me
five
days
to
get
my
results.

quarantined
was
able
to
do
so,
but
some
people
aren't
so
sometimes
when
the
weight
line
is
the
way
time
is
that
lagging
it
can
really
render
the
testing
material.
So
it's
a
great
issue
happy
to
partner
with
it's
the
only
way
we
can
help
and
again,
looking
at
ways
that
we
can
tap
some
other
stakeholders
to
make
sure
that
we
can
offer
as
robust
testing
infrastructure
in
the
city
as
humanly
possible.

boston
student
advisory
council,

time

come
to
formally
begin
the
process
to
consider
enfranchising
the
student
member
of
the
boston
school
committee.
Currently,
the
school
committee
structure
allows
for
seven
full
voting
voting
members
and
one
student
member.
This
student
member
attends
every
school
committee
meeting,
participates
in
committed
policy
deliberations
and
is
a
public
voice
representing
our
actual
boston,
public
school
students.
The
student
member
is
elected
by
the
bps
student
population
through
the
boston
student
advisory
council.

In
many
ways
the
student
member
contributes
enormously
to
the
discussion
at
the
school
committee
and
does
the
same
level
of
work
to
prepare
for
these
meetings
as
a
full
voting
member.
The
main
difference
between
them
is
just
that
the
student
member
currently
does
not
have
the
right
to
vote
on
the
committee.

This
home
rule
petition
is
the
beginning
of
what
will
undoubtedly
be
a
complex
and
long
conversation
regarding
the
structure
of
the
school
committee.
There
are
many
reasonable
arguments
as
to
why
the
student
member
should
be
an
e
voting
member.
Currently
the
massachusetts
board
of
elementary
and
secondary
education.
The
mass
board
includes
one
student
member
who
is
a
full
voting
member,
like
the
other
adult
non-student
members
of
that
state
board.

As
a
city,
we
proclaim
loudly
and
often
that
the
voice
of
the
youth
matters
to
us
and
that
we
take
our
students
seriously,
allowing
the
student
member
to
simply
further
to
have
that
simple,
further
recognition,
and
it
says
that
our
students
also
be
able
to
weigh
in
on
their
education
and
the
issues
in
our
public
schools
that
matter
to
them.

There
are
many
concerns
about
the
prospect
of
a
student
member
having
voting
full
voting
rights
and
some
logistical
concerns
with
this
petition,
including
the
timing,
but
I
do
hope
that
we
could
have
a
pretty
thoughtful
debate
and
conversation
and
perhaps
some
offers
of
comments
today,
but
know
that
this
petition
will
be
addressed
again
in
your
year.

am
also
aware
that
adding
this
student
number
vote
to
the
school
committee
would
then
create
eight
people
and
perhaps
a
a
possibility
of
more
ties
on
the
school
committee.

currently,
the
process
by
which
candidates
to
fill
that
student
member
role
are
selected
by
bsac,
but
it's
not
clearly
outlined
to
the
general
public
that
needs
to
certainly
happen.

know
that
the
enabling
acts
of
1991
that
created
our
current
committee
structure
spells
out
the
nomination
process
for
current
flow
members.

hope
is
that,
through
this
process,
we
will
create
a
similar,
if
not
greater,
transparency
regarding
the
selection
of
both
full
adult
members
and
the
election
as
a
former
member
myself
zach
and
as
someone
who
has
watched
many
student
members
excel

deeply
engaged
in
the
school
committee.

not
having
the
right
to
vote,
I
am
committed
to
finding
a
way
to
enfranchise
the
student
member

the
boston
school

know
it's
a
bit
late,

it's
still
important
that
we
recognize
native
american
history
and
achievements.

Native
americans
have
been
important
contributors
contributions
to
our
history.
The
name
of
our
state
massachusetts
came
from
the
massachusetts
native
american
tribe
that
lived
in
the
blue
hills
region.
The
word
translate
as
the
great
hill
other
tribes
in
the
area
include:
wampanoag,
pawtucket,
nipmock
and
narragansett,
among
others,
in
my
neighborhood
of
south
boston.

We
also
at
one
time
had
a
large
native
american
community
and
they
worked
often
in
the
building
trades,
including
the
iron
workers.

The
most
well-known
are
the
navajo
code
talkers,
which
created
an
unbreakable
code
in
the
unwritten
navajo
language
that
gave
the
us
marines
a
critical
edge
in
the
war
in
the
pacific
in
world
war
ii.
We
also
need
to
record
recognize
that,
despite
their
contributions,
native
americans
have
been
excluded
from
boston.
Historically,
the
indian
imprisonment
in
exclusion
act
of
1675
banned
indigenous
residents
from
living
within
boston's
city
limits
and
though
unenforced
in
modern
times
it
was
not
formally
repealed
until
2004.

finally,

wanted
to
especially
highlight
the
native
american
veterans,
because
here
they
are
sacrificing
for
our
nation
in
many
wars,
getting

killed
in
action,
getting
wounded
in
action

coming
back

country

same
level
of
respect
and
dignity
as
other
ethnicities.

wanted
to
highlight

is
aisha,

folks

her
from
her
time
at

the
new
south
end
back
bay,
village
liaison,
and
we
welcome
her
and
congratulate

her

I
just
wanted
to
offer
the
warm
welcome
and
congratulations

new
folks
coming
in
folks
who
are
stepping
up
into
new
roles
and
folks
who
are
leaving.

be
very
brief.
Just
wanted
to.
As
you
recall,
from
our
last
hearing,
my
reception
was
horrendous
at
the
end
of
the
meeting,
so
I
just
want
to
make
sure
that
I
was
clear
that,
with
respect
to
an
update
on
the
release
of
the
community
preservation,
trust
funds,
it's
important
to
note
that
we
received
28.6
match
this
round
from
the
trust
fund.
Distribution,
and
this
base
match
is
significantly
higher
than
recent
years
in
large
part
because
of
a
great
assist
from
our
register
of
deeds.

Former
city,
council,
steve
murphy,
and
also
the
fact
that,
on
behalf
of
the
council,
I
had
put
forth
a
resolution
in
partnership
with
council
campbell
and
the
rest
of
our
colleagues
to
increase
the
recording
fees
of
the
registry
of
deeds.
That
would
provide
an
increase
in
revenue
for
the
cpa
community
so
that
legislation,
as
we
know,
passed
december
of
2019,
which
more
than
doubled
the
monthly
revenue
for
the
trust
fund
and
without
that
legislation
based
on
what's
happening
due
to
covid.

Those
numbers
probably
would
have
plummeted
into
single
digits.
So
just
happy
to
report
that
this
year,
boston
received
six
billion
hundred
eighty
one
thousand
five
hundred
seventeen
trust
fund
distribution
dollars,
which
is
the
largest
in
the
commonwealth.
So
great
work
on
behalf
of
all
of
us
here
at
the
council
and
I'd
be
remiss
if
I
didn't
give
a
shout
out
to
our
former
colleague
in
the
current
register
of
deeds,
steve
murphy
for
working
with
us
on
this
issue.

There
are
no
city
council
hearings
or
working
sessions
after
the
16th,
so
we
have
literally
a
two-week
window
to
to
finish
up
our
legislative
work
for
this
calendar
year.
So
I
appreciate
that
people
are
winding
down
and
not
introducing
new
hearing
orders
and
ordinances
and
things
of
that
sort
and
are
going
to
wait
until
january
as
we
go
forward.
We
want
to
make
sure
that
the
work
that
is
before
us
that
we're
getting
that
work
done
and
I'm
really
grateful
for
the
commitment
of
all
committee
chairs
for
moving
the
work
forward.

thank

make
that
clear
that
there
aren't
any
hearings
or
working
sessions
scheduled
after
december
16th.

according
to
our
rules
now
clearly,
counselors
can
continue
to
do

in
terms
of
a
formal
session
of
the
council,
it
ends
on

16th,

so
we
need
to
make
sure
that
we're
getting
all
of
our
work
done.

of
certain
dockets
for
getting
this
work
done.
