Description
Docket #0105- re: Elections Nomination Petitions in the City of Boston
A
B
B
One
nomination
petition
for
office
of
mayor
or
district
city
councillor
and
no
more
than
four
nomination
papers
for
the
office
of
the
city
concert
lodge
this
Home
Rule
petition
would
allow
a
registered
voter
to
sign
as
many
nomination
papers
that
they
choose
for
candidates
for
office
without
limitation.
As
a
point
of
reference,
this
Home
Rule
petition
was
actually
initially
filed
back
on
December,
the
tenth
of
2014.
B
We
held
a
committee
hearing
on
December
the
first,
and
that
was
a
couple
weeks
before
the
new
city
council
sworn
in
and
with
a
couple
of
new
members
coming
in.
They
wanted
the
opportunity
to
learn
a
little
bit
about
the
formal
petition
into
air
some
of
their
concerns,
and
so
at
that
hearing
several
concerns
were
discussed.
Current
procedures
and
requirements
that
are
currently
in
place,
candidates,
access
to
the
ballot
and
the
possibility
of
increasing
a
number
of
signatures
needed
for
district
council
seat
interesting
thing
in
boston,
district
council
seats.
B
Usually
is
it
around
think
around
was
about
200,
but
some
districts,
depending
on
the
previous
presidential
election,
excuse
that
a
little
bit
so
some
are
higher
a
summer
lower.
So
colleagues
did
express
an
interest
in
having
a
conversation
with
respect
to
having
all
the
districts
level
even
with
one
another,
but
also
talking
about
increasing
those
numbers
as
well,
so
I'm
sure
that
that
will
be
raised
today
as
well
so
joining
us
today.
B
On
behalf
of
the
administration,
we
see
Election
Commissioner,
do
an
Irish
and
also
head
assistant
registrar,
to
be
no
piemonte
to
both
know
the
election
apartment
in
all
the
ins
and
outs.
Like
the
back
of
the
hand
if
my
colleagues
would
like
to
offer
opening
safe
and
they
made
before,
we
can
get
right
into
it,
so
welcome
Dion
and
Cedeno,
and
you
guys
have
the
floor
to
address
this
issue.
C
Thank
you
and
good
afternoon
chef's.
This
is
working
the
afternoon
chairman,
celerity
alphas
O'malley
and
la
mattina
members
of
the
public
who
are
present
in
the
council
chambers
or
who
are
viewing
at
home.
My
name
again
is
beyond
Irish
the
Commissioner
of
the
Boston
election
department
in
chairman
of
the
Boston
Election
Board
of
Election
Commissioners,
thanks
for
inviting
me
to
provide
input
on
this
important
discussion
about
our
municipal
nomination,
nomination
petitions
and
removing
the
limitation
that
currently
exists
for
candidates,
particularly
new
candidates,
and
getting
on
the
ballot
mayor.
C
Walsh
has
certainly
impressed
upon
me
as
desire
for
a
thriving
and
vibrant
democracy,
and
such
a
democracy
is
only
possible
when
we
increase
access
for
voters
and
candidates.
The
mayor
sponsorship
of
this
proposal
demonstrates
his
commitment
to
easing
access
to
the
ballot
and
I'm
happy
to
provide
testimony
in
support
of
docket
number
01.
05
I'd
like
to
note
for
the
record
that
we
plan
to
file
a
modified
version
of
this
proposal
lead
the
only
change
that
we're
looking
to
the
effect
is
the
effective
date.
C
C
First
2018,
as
you
stated
on
clarity,
that
the
law
currently
restricts
the
ability
to
avoid
his
ability
to
sign
nomination
papers
for
multiple
candidates,
for
particular
municipal
offices,
meaning
that
in
municipal
elections,
voters
are
only
allowed
to
sign
one
nomination
papers
for
a
candidate
for
mayor,
one
nomination
paper
for
candidate
for
district
councillor
and
one
nomination
paper
for
as
many
as
four
city,
council,
at-large
candidates
or
ever
doing
state
elections.
Voters
allowed
to
sign
nomination
papers
for
as
many
candidates
as
they
choose.
C
They
could
only
sign
once,
but
they
consent,
but
as
many
as
they
choose,
who
seek
to
be
elected
for
the
same
position.
Additionally,
in
other
large
communities
in
the
Commonwealth
touches
lower
Newton
spring
feel
in
Worcester,
voters
are
allowed
to
sign
nomination
petitions
for
multiple
candidates
for
a
given
office.
This
humble
petition
would
allow
voters
to
sign
nomination
papers
towards
many
candidates
as
they
choose
providing
the
opportunity
for
more
candidates
to
get
on
the
ballot.
C
B
B
C
Currently,
someone's
running
for
state
rep
estates
area,
they
can
vote
a
concern
as
many
nomination
papers.
You
know
for
candidates
as
many
as
candidates
as
they
would
like
to
want
to
make
sure
it's
clear
for
the
record
that
you
can't
sign
for
candidate
more
than
once,
but
they
can
sign
for
multiple
candidates
for
state
representative
position
and
they're.
B
Both
signatures
can
say,
for
example,
say
like
today,
like
Matt
and
I
were
running
against
again
each
other
for
state
rep
and
counselor
mattina
signs
my
papers
and
he
signs
math
space.
Does
it
matter
if
we
get
our
papers
into
the
Secretary
of
State?
First
esta,
which
signature
councilman,
Tina's
signature,
ounce
for
or
doesn't
matter
at
state.
It.
B
Right
so
the
way
it
currently
works
right
now
is
that
the
council
level,
if
you're
running
for
District
Council,
you
can
only
saw
one
in
it
and,
if
you're
running
at
lodge
you
can't
sign.
You
cannot
sign
for
more
than
four
in
it
that
would
trigger
so
the
race
to
the
election
apartment,
to
get
your
signature
in
and
to
get
it
approved
in
spam
before
the
other
fifth
signature
or
the
second
cygnus.
The
district
council
would
be
nullified.
D
B
Is
there
any
administrative
benefit
by
doing
it?
This
way,
does
it
make
I
guess
approving
signatures
or
approving,
certifying
ballots
a
searcher
buying
a
petition
for
the
ballads
that
make
that
easier,
a
smoother
process,
or
it's
still
going
to
at
the
track
to
make
sure
they're
registered
voter
make
sure
that
sedative
will
get
a
let's
take
it
right,
I
mean.
D
The
process
still
stays
the
same.
We
still
have
to
check
all
the
signatures
until
you
meet
your
maximum
requirement,
which
is
for
at-large,
for
instance,
1500
+
for
twenty
percent.
Once
you
reach
your
maximum,
we
stop.
The
benefits
will
be
that
we
may
need
to
check
less
signatures
for
all
the
other
candidates
who
are
running
for
the
same
office.
B
And
then
there
was
a
section
for
here
says
the
actual
take
effect
immediately
upon
passage.
So
this
is
a
homo
petition
that
asked
us
as
a
pass.
The
council
may
have
to
sign
it,
then,
after
what
the
beacon
hill
to
the
timeline
of
having
a
pass
vs
this
next
election,
they're
going
to
they're
gonna
catch
up
with
each
other
or
those
are
an
amendment
that
you
guys
are
considering.
Yes,.
C
D
The
reason
for
that
date
is
that's
the
first
day
and
I
just
want
to
make
a
correction.
That's
the
first
way
that
you
can
come
in
and
sign
up
to
run
for
nomination.
On
the
first
day
the
papers
will
be
issued
believe
may.
Second,
we
want
to
make
sure
that
the
papers
are
reflective
of
this
new
law
once
it
I
got.
B
B
E
F
You
mr.
chair
and
Commissioner
iris
and
registrar
kamati,
thank
you
and
congratulations
again
on
a
wonderful,
tough,
crowded,
obviously
important
presidential
election.
Your
team
for
justice
did
wonderful,
wonderful
job
and
you
know
the
city's
proud
of
you.
Listen
anything
we
can
do
to
get
more
people
interested
in
to
provide
better
access
to
both
would
be
candidates
and
our
candidates
and
voters
as
an
important
thing.
So
obviously
I
support
this
one
thing
I
talked
about
before
which
I
wanted
to
go
back
for
sort
of
the
uniformity
here.
F
If
I
have
it
right,
it's
about
two:
it's
no
more
than
200
signatures
to
14
District
Council.
Some
are
less
than
that
in
the
160s
150
1500
for
council
at-large,
that's
correct
in
3000
for
mayor
it
work.
Okay
and,
as
you
know,
you
always
say
get
twenty
percent
more
in
case
things
are
illegible,
whatever
in
the
difference
between
our
system
in
the
state.
Is
that
there's
no
part
where
it's?
This
is
a
non-partisan,
preliminary
and
final
election,
so
there
there
the
pool
is
wider
than
it
would
be
for
state
legislative
brace.
F
So
you
know
one
thing
I
talked
about
before
was
if,
if
it's
there
are
nine
districts
in
the
city,
if
we're
take
the
number
3000,
which
is
the
number
of
signatures
you
need
to
run
for
mayor
/
9,
would
be
334.
I.
Think
the
purpose
of
this
endeavor
is
to
make
it
easier.
So
I
guess
I
would
counter
and
then
suggest-
and
one
thing
that
I
think
we
should
be
thinking
of-
is
lowering
the
number
of
signatures
it
needs
to
run
for
mayor
to
1800,
which
would
be
the
number
200
number
signatures.
F
A
counselor
leads
multiplied
by
the
number
nine,
so
I
just
think
there
needs
to
be
some
uniformity
in
this
and
I.
Think
that's
one
thing
that
we
should
discuss
as
we
in
the
days
ahead
as
we
possibly
take
a
vote
on
this
issue,
but
obviously
I
stand
ready
to
do
anything.
We
can
to
make
voting
easier
and
running
for
office
easier
as
well.
So
thank
you.
Mr.
chairman
Thank.
A
G
You
on
Commissioner
thank
you
registered.
Thank
you.
I
want
echo
console
Maui's
on,
did
a
great
job
of
the
last
presidential
election
I
appreciate
that
I
support
this
anything
we
could
do
to
encourage
more
candidates
on
Jalapa
setting
is
a
good
thing,
so
municipal
election,
the
nomination
papers
are
out
on
made
for
us
matric.
D
G
G
Is
more
okay,
when's
the
primary
this
year,
the.
H
You
mr.
chair
I,
apologize
for
being
late.
I
do
just
want
to
maybe
this
was
covered
already,
but
I
just
want
to
be
clear.
This
is
only
changing
that
voters
in
sign
as
many
petitions
as
they
are.
That's
the
only
elements
in
otown
salama
can
he
was
talking
about
timelines
and
everything
else.
That's
not
part
of
this.
No
three
weak
areas
bill
and
no.
C
One
to
respond
to
the
m2,
a
suggestion
about
lowering
the
criteria
for
mayor.
You
know
giving
this.
You
know
this
is
not
really
about
I,
don't
want
it
to
be
perceived
as
making
this
easier
for
the
mayor,
because
this
is
certainly
not
what
this
legislation
is
about.
It's
about
easing
access
to
the
ballot
for
everyone,
so
I
would
I
think
we
know
the
3,000
signature.
I
see
no
reason
for
us
to
really
change
that,
but
I
do
appreciate
the
suggestion.
Well,.
E
F
Why
not?
We
take
the
spirit
of
this
one
step
further
to
make
it
easier,
and
you
know
the
number
eighteen
hundred
I
think
is-
is
an
appropriate
one.
It
still
creates
a
threshold
for
candidate
while
at
the
same
time
it
was
derived
from
the
mathematics
by
multiplying
the
number
two
hundred
times,
nine
and
fulfills
the
goal
of
this,
which
is
to
make
it
easier
for
more
candidates.
Thank.
C
You
and
I
do
appreciate
that
I
just
want
to
really
the
primary
purpose
of
this
piece
of
legislation
as
to
why
I'm
is
to
make
it
easier
and
make
it
to
make
our
current
process
consistent
with
the
state
offices
and
other
misc
abilities
in
terms
of
the
numbers
of
candidates
that
have
audited
support
to
get
on
the
ballot.
But,
like
I,
said
I,
do
appreciate,
it
will
will
take.
D
This
moment,
district
8
needs
195,
minimum
and
district
nine
needs
188
minimum
and
the
way
those
numbers
are
derived
its
two
percent
of
the
previous
journal
in
the
mayoral
power
rate.
And
if
you
take
in
consideration,
2013
was
a
pretty
well
attended
election
and
that's
why
most
of
the
district's
don't
fall
on
that
under
200
mark
and.
B
B
G
G
B
Anyone
wishing
drop
in
public
testimony
at
this
time
may
do
so
now
the
Volga
be
staying
during
no
desire
to
do
so.
That
will
include
the
public
testimony
part
of
it.
So
if
there's
any
final
comments
from
the
Commissioner
of
possibly
know,
you're
welcome
to
address
them
before,
but
no
thank
you
very
good,
my
colleagues,
any
other
pics
Lake
Valley,
very
good.
Thank
you.
Okay,
with
respect
to
darken

for
a

and
act
relative
to
Elektra

positions
of
