Description
Docket #0107 - Message and order for approval to authorize a sale of a certain portion of public way known as Gold Street.
A
Took
three
city
councilor
and
the
vice
chair
of
the
Committee
on
Planning
development
and
transportation.
I
will
be
chairing
this
with
the
absence
of
our
chief
counsel,
wolf
I'm
joined
here
today
by
my
colleagues,
I'm,
not
sure
what
in
what
author
but
Oh
counsel,
Michael
Flaherty
at
large
and
also
from
district
to
City
Council
Eddie
Flynn
I
want
to
remind
you
that
this
is
a
public
hearing
and
being
recorded
and
broadcast
on
Comcast
eight
and
RCN
82,
slash,
Verizon,
1964
and
streamed
on
Boston
gov,
City,
Council
TV.
A
A
Today's
hearing
is
on
docket
number
zero
one
zero,
seven,
a
message
in
order
for
approval
to
authorize
a
sale
of
a
certain
portion
of
public
way
known
as
Gould
Street
has
shown
on
plant
on
a
plan
of
land
entitled
city
of
Boston,
Public,
Works,
Department
engineering
division,
discontinuance
plan
Gould,
Street
South
Boston
dated
November
9th
2018,
specifically
containing
about
6261
square
feet,
a
discontinued
parcel
and
with
that
I'd
like
to
Chris.
If
you
can
just
state
your
name
and
sure.
B
Chris
Osgood
I
serve
as
mayor.
Walsh
is
chief
of
streets,
I'm
joined
by
Amy
cording,
who
leads
the
public
Improvement
Commission
I'll
give
a
very
brief
summary
of
the
action
which
is
before
you.
So,
as
you
noted
council
Baker,
we
are
looking
at
a
segment
of
Gould
Street,
which
runs
from
a
street
to
basically
the
South
Boston
bypass
road
is
about
6,200
square
feet.
B
In
total,
the
public
Improvement
Commission
heard
a
petitioned
by
West
block
LLC
and
the
Masbate
Credit
Union,
who
are
the
entirety
of
the
butters
to
this
particular
parcel
asking
to
discontinue
this
particular
parcel.
We
approve
that
on
December
6
2018,
the
public
improvement
Commission
approved
that
action
on
December
6
2018,
with
the
idea
that
there'd
be
an
easement,
essentially
a
driveway
access
on
the
first
two-thirds,
essentially
of
this
stretch
of
Gold
Street
and
the
balance
of
gold
Street.
As
you
get
towards
the
bypass
road,
would
be
open
space.
B
C
A
D
The
cherry
no
she's
running
late,
but
she
called
for
an
expedited
hearing.
Both
council
phone
and
I
have
we're
very
familiar
with
the
site.
We
attended
a
meeting
down
there
with
transportation
officials
and
Public
Works
officials
and
Boston
Redevelopment
Authority
officials
pretty
self-explanatory.
It's
currently
I
guess
acting
as
a
driveway
for
just
two
properties.
It's
a
20,
West
fifth
Street
and
also
the
Masbate
Credit
Union
in
the
road
ends
at
the
haul
road.
It's
in
its
current
state.
It's
unsafe,
I
was
actually
there.
D
This
morning,
I
went
to
take
some
photos
to
share
with
you
a
woman
who,
just
so
that
you
could
get
a
sense
as
to
one
the
area,
but
to
how
a
truce
is
at
least
as
you
as
you
get
closer
to
the
bridge,
but
the
road
is
no
longer
and
compliant
between
the
streets
and
the
sidewalk.
So
it
makes
perfect
sense
at
the
suggestion
of
the
public
improvement
Commission.

B
E
B
B
This
is
a
situation
where
this
stretch
of
Gold
Street
is
sort
of
a
literally
a
one
block
stretch.
It
sort
of
dis
community
are
disconnected
from
other
stretches
of
Gold
Street.
Both
abutters
have
signed
off
on
interest
of
this
transformation,
really
to
make
it
a
better
stretch
of
both
open
space
and
to
council
authorities,
point
sort
of
Street
that
really
serves
as
a
driveway
for
their
parcels,
so
they
are
interested
in
investing.
This
would
allow
them
to
invest
and
improve
the
actual
quality
of
the
open
space
and
the
road
infrastructure.
E
F
C
C
The
the
width
of
the
street
doesn't
allow
us
to
meet
modern
street
standards
as
far
as
accessible
sidewalks.
It
would
dead-end
into
their
garage.
So
any
car
that
went
down
there
that
didn't
have
access
to
their
garage
would
essentially
be
forced
to
back
out.
We
would
also
struggle
to
meet
our
fire
and
emergency
vehicle
dimensions
and
have
all
appropriate
access
to
the
parking,
lots
and
garages.
Okay,.
