anniversary

hearing

monday

testimony

treasury.
This
order
requests
refunding
authorization
of
200
million
dollars
which
will
cover
an
upcoming
anticipated
refunding
transaction
and
future
potential
transactions.

Refunding
transactions
are
transactions
in
which
new
bonds
are
issued
at
more
favorable
rates
than
previously
issued
bonds,
similar
to
the
refinancing
of
an
individual's
home
mortgage
as
of
an
assessment.
One
month
ago,
the
city
has
approximately
60
million
dollars
in
bonds.
That
could
be
refunded,
which
would
save
the
city
3.5
million
in
debt
service
over
the
next
10
years.
The
refunding
transactions
will
be
credit,
neutral
credit
neutral
and
will
not
push
the
current
debt
out.

last
granted
refunding
authorization
in
2019,
which
has
since
run
out
granting
additional
authorization
to
total,
allows
the
city
the
flexibility,
to
move
quickly
to
take
advantage
of
refunding
transaction
opportunities
when
market
conditions

most

Alongside
of
our
office,
the
city
of
boston
employs
nearly
20
000
people
to
do
all
sorts
of
jobs
from
parking
attendants
to
ems
workers,
to
sewer
workers
and
more.
There
are
a
few
things
in
our
city
that
aren't
made
better
by
the
work
of
our
city,
employees.
We
saw
during
the
last
storm
how
essential
our
boston
public
works.
Employees
really
are,
and
for
many
of
them
this
isn't
just
about
collecting
a
paycheck.

According
to
the
demographics
dashboard,
as
of
january
2022,
while
white
employees
made
up
48.9
percent
of
the
total
workforce,
they
disproportionately
represented
61.6
of
employees,
making
over
80
000
a
year,
even
in
departments
with
large
percentages
of
employees
of
color.
The
top
earners
are
predominantly
white,
such
as
the
department
of
public
works,
where
black
and
brown
employees
make
up
nearly
half
of
the
total
of
the
workforce,
but
only
10
percent
of
the
top
10
earners.

We
have
also
heard
from
qualified
city
employees
who
sought
to
seek
higher
levels
of
employment,
only
to
be
passed
over
for
a
buddy
or
a
relative
of
a
hiring
manager
in
hearings.
We
have
asked
questions
to
numerous
departments
as
to
why
they
do
not
have
a
more
diverse
workforce.
Each
time
we
ask
this
question.

We
hear
a
similar
response
that
the
talent
just
isn't
there
after
meeting
with
countless
workers
of
color,
each
of
whom
have
demonstrated
their
expertise,
their
passion
and
their
commitment
to
the
city.
It
is
clear
that
the
talent
is
there,
but
we're
just
not
utilizing
it.
This
is
why
we
are
filing
the
box
and
fair
chance
act.

strengthening

ordinance

deep
community

lot

city
employees,

of

communities

different
needs
and
that
there
are
many
different
ethnic
subgroups
within
a
large
racial
group
right
now.
State
agencies
are
not
required
to
collect
this.
Data
on
race
and
ethnicity
in
demographic
data
often
do
not
reflect
the
diversity
within
a
racial
group,
for
example
our
aapi
residents
oftentimes,
don't
have
the
option
to
fill
out
which
ethnicity
they
are,
whether
they
are
vietnamese,
chinese,
indian
or
other
ethnic
subgroup,
and
that
data
gets
slumped
together
under
one
racial
group.
Despite
the
diversity
within
the
aapi
community.

However,
the
bill
also
clarifies
that
individuals
are
not
required
to
fill
out
this
information
and
mandate
that
people
cannot
be
denied
services
for
not
choosing
to
participate.
Any
personal
information
is
kept
confidential
and
protected
by
state
and
federal
privacy
act.
Data
that
discusses
ethnic
subgroups
would
allow
us
to
better
understand
the
different
needs
between
ethnic
groups
and
without
that,
the
needs
of
our
most
undeserved.

Underserved
groups
are
often
invisible
with
the
rise
of
hate
crimes
against
aapi
community
due
to
the
pandemic.
It
is
critical
that
we
change
policies
and
continue
to
render
our
minority
communities
we
want
to
make
sure
that
they're
engaged
they're
active
in
their
heard.
This
bill
would
be
a
meaningful
step
in
creating
better
visibility,
insight
understanding
into
their
lived
experiences.

as
an
example,
the
in
in
chinatown,
the
chinese
community
has
the
highest
rate
of
asthma
of
any
ethnic
group
in
in
new
england
really,
but
there's
a
difference
between
the
chinese
community
and
other
asian
communities,

the
south
end
or
in
charlestown,
or
the
vietnamese
community
in
boston.
So
it's
important
for
us
to
dig
deeper
and
learn
about
the
data.

september
2020

filing.
I
talked
about
how
our
boston
public
schools
have
been
through
an
enormous
amount
of
upheaval,
change
and
uncertainty
as
a
result
of
covert
19..
Here
we
are
a
little
over
a
year
later
and
bps
has
gone
through
even
more
changes
and,
unfortunately,
more
instability
as
a
result,
decline
in
student,
enrollment
and
bps
accelerated
during
the
pandemic
and,
unfortunately
hasn't
stopped,
and
it's
declined.
H
Another
four
percent
this
school
year
enrollment,
is
down
across
all
races
and
ethnicities.
With
black
and
brown
student
enrollments,
experiencing
the
most
severe
decline
in
2016,
build
bps
projected
the
k2
to
k12.
H
Enrollment
would
increase
by
1.8
by
21
2021
2022
school
year,
and
instead
the
enrollment
has
actually
decreased
by
14
since
2016
again
decreased
by
14
since
2016.,
while
bps
has
taken
steps
to
support
the
schools,
while
with
declining
enrollment
they've,
provided
the
18.5
million
on
top
of
the
existing
soft
landing
funding,
as
well
as
the
foundation
for
quality
in
fiscal
year
2022
budget,
the
decline
in
enrollment
is
still
troubling
for
a
variety
of
reasons.

Chief
of
which
is
that
the
weighted
student
formula
helps
determine
funding
levels
for
our
schools,
and
the
declining
enrollment
may
have
will
have
a
detrimental
effect
on
our
funding
levels
for
schools
this
year.
So
I
I
want
to
ensure
that
we
as
a
city
are
being
proactive
about
identifying
key
factors
that
are
driving
enrollment
decline.
Implementing
changes
that
will
help
address
these
factors
and
discussing
how
the
declines
in
enrollment
will
impact
capital
plans
made
through
build
bps.

So
all
of
our
students
deserve
access
to
high
quality
public
education
in
boston,
and
for
that
reason,
I'm
looking
forward
to
an
expedited
hearing
to
discuss
this
issue
and
through
the
chair,
obviously
recognize
the
co-sponsor

recognize

we've
had
a
frontline
teacher.

is
now
a
colleague
of
ours

tremendous

seen
things
firsthand

principals

submitting

school
budgets

staffing

almost

in

we
already
have
a
staffing
crisis
throughout
colburn
right
now
and

weighted

funding

follow
the
students.

enrollment
has
many
many
factors:
inward
migration,
outward
migration,
the
just

challenges
of
covid,
have
exacerbated
everything
that
came
before.

very
strong
believer
that
all
boston
public
schools
are

best

the
best
in
the
country.

think
sometimes
we
do
a
very
poor
job
of
holding
up
their
incredible
achievements
and
and
excellence
when
we
see
it
and
while
at
the
same
time
addressing
some
of
the
the
the
other
more
challenging
issues,
it's
not
helpful
that
we
get
a
continuous
stream
of
bad
press
and
we
don't
get
some
balance
in
in
recognizing
all
the
wonderful
things
that
our
teachers
and
our
families
and
our
students
are
doing
every
day.

worked
on,
I
believe,
with
council
flaherty

getting

hvac
systems
in
our
schools
fixed,
updated,
making
sure
our
students
can
learn
in
a
healthy
environment
where
the
heat
is
on
in
the
in
the
summer
time
in
the
spring
and
fall
the
ac
is
working
as
well,
so
council
flaherty,
I
guess
to
the
to
you-
will
we
also
be
discussing
the
infrastructure
of
some
of
these
schools
that
do
need
some
support
in
terms
of
infrastructure
updates
and
investments?

that's

be
a
factor

If
these
trends
continue
with
declining
enrollment,
then
clearly
decisions
will
be
made
as
to
whether

not
schools

what
they
call
mothballed,
and
whether
or
not
those
much
needed
and
long
overdue
repairs
they
also
potentially
could
be
put
on
hold
as
well.

will

parcel
of
this
discussion.

body
knows
particularly
the
district
councils
that
have
been
covering
this,
the
residents
and
business
owners
in
the
new
market
in
mass
and
cass
area
have
experienced
deteriorating
and
at
times
horrific
conditions
over
the
last
several
years.
That
includes
decline
in
public
safety
decline
in
public
health
overall
cleanliness
in
general
decrease
in
their
quality
of
life
that
are
not
necessarily
reflected
in
property
valuations
in
this
area.

As
an
at-large
council,
I've
done
numerous
walk-throughs
with
residents
and
business
owners
and
advocates,
along
with
neighborhood
groups,
city
department
leaders
and
despite
those
efforts
to
increase
city
services
and
to
better
coordinate
efforts
across
departments
to
meet
the
increased
need
in
the
area,
and
that
includes
expedited
needle
clean
up
sidewalk
cleaning,
mental
health,
outreach
and
street
workers,
etc.
We've
still
fallen
short
on
our
standards,
so
much
so
that
the
new
market
businesses
have
created
a
new
market
bid
and
are
going
around
collecting
fees
from
their
members
to
finance
supplemental
services.

Above
and
beyond
what
the
city
has
been
providing
property
taxes,
as
folks
know,
make
up
nearly
75
percent
of
our
revenues.
So
again,
you
know
suggesting
an
abatement
for
property.
Taxes
is
not
something
that
I
take,
that
I
do
sort
of
lightly
as
a
fiscal
steward
of
the
city.

Let's
talk
about
what
area
it
would
encompass
and
whether
or
not
it
makes
sense
for
the
city
to
offer
them
something,
even
while
the
the
bid
is
ramping
up,
maybe
that's
something
that
we
can
offer
them
in.
In
addition
to
we're
going
to
be
going
at
those
businesses
to
to
increase
their
contribution
and
or
to
make
payments
to
the
bid,
maybe
we
can
offer
them
something
in
the
short
term
that
takes
a
little
bit
of
the
bite
out
of
getting
the
bid
going.

and
again,
I
know
that
there
are
folks
here.
Our
colleague,
council
bake
has
done
a
lot
of
great
work
council
flynn
on
the
bid
working
with
those
folks.
So
this
would
sort
of
be.

I
guess
a
compliment
to
that
that
if
we
can
provide
an
abatement
to
to
the
residents
the
homeowners
and
to
the
business
owners
over
there,
you
know
it
might
take
a
little
bit
out
of
their
feeling
that
we,
the
city,
have
abandoned
them
over
the
last
few
years,
as
conditions
continue
to
deteriorate
in
the
area
and
look
forward
again
and
feel
free
to
hear
some
comments

streets

the
talk

clean

the
needles

cars
broken

people
urinating
and
defecating,
and
literally
having
sex
out
in
front
of
their
house
and
their
window,
all
of
it
trash
graffiti,
and
they
continued
to
to
call
us.

continued
to
reach
out
to
the
city,
to
public
works,
to
everyone
that
would
listen
and
again
they
felt
that
it
fell
on
deffy,
as
just
given
the
complexity
of
the
situation
and
all
the
issues
that
were
involved
with
it
and
trying
to
deal
with
it
in
a
in
both
balancing
sort
of
the
public
safety
and
the
public
health
needs,
and
sometimes
they
were
on
the
same
page.
Sometimes
they
weren't
so
the
the
home
owners,
the
residents
and
some
of
them.

Some
of
the
the
city's
highest
taxpayers
are
in
are
in
some
of
these
properties.
So
so
yes,
the
question
is,
it
will

we've
been
in
a
state
in
emergency
and
this
isn't
a
secret
to
anybody.
We've
been
a
state
and
state
of
emergency
for
over
two
years
and,
along
with
that,
state
of
emergency
came
just
recently
came
with
the
suspension
of
collection.
Collective
bargaining
rights
came
with
the
suspension
of
business
rights
and
individual
rights.
In
my
opinion,
there's
been
no
discussion
with
the
boston
public
health
board.
I
If
we
look
at
the
last
couple
of
months,
they
haven't
even
met.
The
administration
says
that
this
is
based
on.
You
know:
discussions
with
public
health,
health
officials.
Maybe
it
is,
we
don't
know
previous
administration
going
back
to
the
wallace
administration
when
this
first
started
happening.
We
had,
I
think,
six
months
worth
of
daily
meetings,
so
we
knew
what
the
matrix
were.
We
knew
what
five
percent
positivity
rate
meant.
We
knew
what
hospital
bed
surges,
where
we
knew
and
were
totally
informed
on
what
we're
doing,
and
why
we're
doing
what
we're
doing
this?
I
The
way
that
this
was
rolled
out
in
a
in
a
press
conference
where
we
got
literally
a
half
an
hour
heads
up
on
it,
looked
more
like
a
campaign
rally
than
it
did:
a
public
health,
emergency
declaration,
cities
and
towns
all
around
all
around
boston
are
dropping
their
mandates
and
one
thing
one
thing:
that's
interesting:
that's
happening,
they're,
dropping
those
mandates
based
on
votes
from
either
selectmen
or
councils
or
their
or
their
boards
of
health.
Just
this
morning,
jesse
lifted
will
lift
at
the
end
of
this
month.
I
The
mass
mandate
for
schools
and
again
this
is
just
a
plea
to
give
people
an
opportunity
to
to
ask
what
is
going
on
here.
It
looks
political
to
me.
It
doesn't
look
like
we're.
I
We're
really
paying
attention
to
to
business
needs
to
what
what
people
are
are
are
saying
about
their
situations,
and
I
want
to
make
one
more
point
is:
is
that
when
this,

this
hearing
happens,
I
plan
to
have
this
in
person,
so
people
come
in
and
have
their
voices
heard
when,
when
the
declaration
was
first
announced
in
march,
2020
there's
been

filings
for
covert
response
from

city.

transparency
and
accountability

need
to
hold
people
accountable
for

decisions

are
being
made,
so
we've
made
decisions

on
council
clarity,
just
talked
about
what's
going
on
down

mass

cass,

we've
made
decisions
on

how
we're
housing
homeless.
Now,
through
this
declaration,
we've
made
decisions
where
we've
taken,
where
we
we
totally
ignore
agreements
that
we
have
with
our
collect,
with
our
with
our
our
unions,
we've
made
decisions
to
show
to
show
ids
at
at
at
restaurants.
I
mean
god
forbid.
I
If
we
have
a
show
to
show
to
an
id
when
we're
voting,
what
would
people
do?
What
would
most
of
this
council
do?
If
we,
if
we
ask
for
that,
but
yet
going
into
vote
going
into
a
restaurant,
we
need
to
show
our
id's.
I
think
that
we
need
to
really
get
serious
about
this
and
have
the
discussions,
and
if
we
don't
want,
if
this
administration
does
not
want
this
hearing
next
week,
does
not
want
to
discuss
this,
then
drop

mandates.

declared
a
state
of
emergency
back
on
march,
10
2020
took
us
out
of
the
state
of
emergency
on
june
15
2021
and
we

city
did
stay
in
that
emergency.
Based
on
our
rates
and
our
concerns
that
the
administration
had
in
june,
we
had
a
big
surge
after
the
holiday
we
knew
omicron
was
coming,
but
because
now
we
have
a
much
higher
percentage
of
our
residents
vaccinated.

We
didn't
have
as
many
people
getting
sick
in
january
10th.
We
did
see
the
biggest
spike
where
we
had
3729
new
cases
on
february,
8th
of
just
the
other
day,
we
had
336
new
cases.
So
if
you
look
at
the
matrix
and
the
data,
we
are
seeing
a
huge
drop
in
the
cases
and
also
looking
at
the
wastewater
numbers
are
going
down.
So
we're
definitely
not
just
maybe
trending
towards
a
safer
place,
but
we're
definitely
in
it
going
into
a
good
place.

I'm
wondering:
does
our
board
of
health
meet
regularly
and
vote
on
these
issues?
I
I
did
see
that
there
are
members
and
that
they
have
had
some
meetings,
but
I'm
not
sure
if
they're
voting
and
sharing
that
out
with
us
so
also
are
all
of
the
seats,
because
I
know
that
the
boston
public
health
commission
board
office
was
created
by
the
health
act
of
95
1995
and
of
the
six
members.
Two
shelby
neighborhood
health
center
directors
and
others
can
be
on
the
other.

the
dashboard
hasn't
been
updated
since
september,

2021

the
yeah

we
can't
really
get
updated
information
when
it
comes

metrics
and
dashboard

really
like

have

transparency
and

commend

administration

giving

recent
amendments

excuse

marks

goals

order

us
to
remove
the
vaccine

conversation

clear
to
people

something

personally

interested

answered

this

gender

holding

city
accountable

discriminatory

our
housing,
our

policy

demand

rise
to
the

is
exactly
part

that,

sure
part

this

we

we're
holding
this

isn't
what
went

This
is
also
in.
What's
going
right,
the
fact
the
matter
is
majority
vast
majority
into
the
90s
of
city
workers
are
getting
vaccinated.

think
that

a
lot
to
do
with
the
vaccine
mandate.
I
think
great
deal

fact
that
our
rates
are
going
down.

want
that
disconnect
to

ignored.

it
be
that,
because
we
are
doing

things,

rates

causal
effect

disheartened
by
how

cruel
people

each
other
because
they
disagree

disheartened

moment

torn
us
apart,

don't
want
this
hearing
to
be
part

tearing

apart.

also
while
I
appreciate
that
the
hearing
may
be

do
I'm
pushing,

I
hope
that
there's
a
hybrid
option
that
some
people
can
participate,

least,
if
we're
having
it

the
chamber.

participate

screens,

because

think
that's
part

culture

forum

counselors

ideas.

funds,

so
I
would
just
say-

although
councillor
baker
framed
this
one
in
the
form
of
an
appropriation
order,
it
would
also
be
fine
if
somebody
writes
something
more
informal.

sort
of
a
hearing
order,
normally
just
as
long
as
it's
clear
that
you're
expressing
an
interest
in
the
arpa
dollar
conversation,
because
I
know
that
we
talked
about
you
know.
We
have
a
hearing
that
we're
currently
scheduling
right
now
for
talking
about
the
arc
of
dollars
more
holistically,
and
I
think
that
holistic
conversation
is
really
important.
But
I
just
want
to
stress,
as
the
chair
that
that
I'm
very
happy
to
create
a
forum
for
folks
to
raise
ideas.
