Description
Government Operations Committee Hearing- Docket #1188-An Ordinance Amending City of Boston Code, Ordinances, Chapter XII, Section12-19, Immigrant Advancement for Public Health and Welfare

It's
important
to
note
that
the
city
council
and
the
mayor
must
act
together
in
creating,,
reorganizing
or
abolishing
an
office
or
department,
and
it
must
be
done
by
ordinance
which
seeks
to
do
in
accordance
with
chapter
two
of
the
act
of
twenty
twenty
three
modifying
certain
requirements
of
the
open
meeting
law,
including
the
requirement
of
public
bodies
conducts
its
meeting
in
a
public
place
that
is
open
and
accessible
to
the
public,
is
being
recorded.
This.

I'd
like
to
stress
that
we
need
information
for
people
who
are
providing
public
testimony
via
a
video
conference,,
especially
if
you're
dialing
the
phone
number,
if
you
hadn't
the
username.,
so
please
make
sure
that
your
name
appears
zoome
as
you
signed
up
and
please
make
sure
that
you
state
where
you're
from
or
what
organization
you
are
affiliated
with.
If
you
are
speaking
on
behalf
of
that
organization.
this
morning
I
am
joined
by
my
council
colleagues
counselor
at
large
to
mejia.
We
have
interpreters
for
spanish,
haitian
creole
and
cantonese
available..

Go
to
the

community
panel.
We
have
with
us
today
patricia
vontez,
who
is
the
executive
director
of
anthropocentric
jonathan
goldman,,
the
executive
director
of
student
clinic
for
law
for
immigrant
justice
and
might
that
gladis,
director
of
health
justice
for
lawyers
for
civil
rights..
And
then
we
do
have
people.

Coordination

for
welcoming
new
immigrant

community

and
public
policy
development
analysis
and
advocacy.,
though
moyal,
has
been
a
well-established
and
successful
serving
immigrants
for
over
two
decades
decades.
We
agree
that
as
important
as
here
its
continued
success
and
permanency
into
the
future.
While
we
do
support
the
effort
to
codify
our
office,,
we
believe
that
this
proposal,
as.
H
Currently
written
does
not
fully
accurate
or
accurately
reflect
the
purpose,
responsibilities
or
role
of
our
office.
generally.
We
feel
that
there
are
opportunities
to
throughout
the
ordinance
to
include
more
language
about
immigrants
that
is
assets
and
strength,
space
to
better
reflect
our
purpose
and
framework
and
eliminate
the
language
that
perpetuates
harmful
stereotypes
of
immigrants..
There
are
also
some
inaccuracies
regarding
the
type.
H
H
H
It
is
important
that
we
have
time
to
complete
the
process
over
the
coming
months
so
that
we
can
help
the
council
craft
an
ordinance
that
reflects
the
most
current
needs,
desires
and
realities
of
our
immigrant
communities
and
after
many
months
without
a
policy
adviser,
we
are
finally
able
to
fill
that
position.
last
month,
he'll
be
working
with
me
and
the
rest
of
our
office
to
thoughtfully
review
this
ordinance.
H
nevertheless,.
We
are
open
and
eager
to
work
with
council.
He
and
the
rest
of
the
council
to
address
some
of
our
concerns,
provide
further
clarification
on
the
role
of
responsibilities
and
gather
additional
input
from
city
council
constituents
and
other
departments
about
the
codification
of
our
office..
H
A
F
By
updating
language
and
looking
forward
to
that
process.,
I
do
think
it's
really
important
as
we
continue
to
move
forward
that
we're
censoring
the
voices
of
the
people
who
are
actually
living
the
realities
and
are
doing
the
work..
So
I'm
looking
forward
to
listening
to
the
community
panel
so
that
they
can
provide.

J
As
I
mentioned,
my
name
is
jonathan
goldman.,
I'm
the
executive
director
of
the
student
clinic
for
immigrant
justice,
where
boston
based
nonprofit
that
trains
college
students
to
provide
pro
bono,
legal
support
to
asylum
seekers
and
organized
for
immigrant
justice..
We
have
programs
at
umass,
boston,,
worcester,
state
university
and
brown
university..
We
have
trained
eighty
four
students
who
provided
legal
support
to
over
250
immigrants.
J
J
In
addition,,
we
have
played
an
essential
role
as
a
connector.
Ensuring
organizations
come
together
to
work
collaboratively..
I
especially
want
to
highlight
moyez
legal
consultation
clinics
in
new
york
workshops
which
offer
immigrants
vital
information,
legal
rights
and
how
to
navigate
the
complexities
of
immigration
laws
without
legal
representation..
90
percent
of
immigrants
seeking
asylum
in
the
us
are
denied
their
cases..
J

J
.
money
plays
a
critical
role
in
our
community.
Immigration
policy
and
friends
are
constantly
changing
and,
as
a
result,
it's
crucial
for
organizations
to
know
what
is
happening
so
they
can
meet
the
needs
of
their
community,
which
has
been
at
the
forefront
during
this
data
is
collected
and
distributed.
So
we
know
how
best
to
respond
by
identifying
challenges
to
accessing
accessing
city
programs
and.
J
Establishing
tomoya
as
a
permanent
fixture
would
amplify
the
efforts
organizations
like
our
own
and
others
and
fosters
a
cohesive
network
that
supports
immigrants
at
every
stage
of
their
journey..
It
bolsters
the
city's
ability
to
respond
to
new
challenges.
Immigrants
face
the
sharing
of
access,
information
services
and
support
that
empowers
them
to
succeed..
I'm
confident
moya's
permanent
establishment
will
foster
more
resilient,,
united
and.
K
Empowerment.,
we
respectfully
submit
this
testimony
for
today's
hearing
docket
number
eleven.

the

immigrants
are
a
vulnerable
population
and
are
often
targeted
because
of
fear
surrounding
their
undocumented
status
and
lack
of
knowledge
about
our
laws
as
such,
undocumented
immigrants
are
much
more
likely
to
remain
silent
if
they
witness
or
fall
prey
as
victims
to
crime,,
increasing
the
likelihood
of
crime
will
go
unreported
or
unresolved
and
decreasing
the
effectiveness
of
law
enforcement
investigations..
This
affects
all
of
us.

I
also
just
want
to
note
for
the

that
for
those

if
we
have
any
