Description
Boston City Council Meeting on January 11, 2023
A
B
Good
afternoon
everyone,
my
name,
is
Ed
Flynn
and
I
am
the
city
council.
President
viewers
can
watch
the
city
council
meeting
Live
on
YouTube
by

foreign
I
would
like
to
ask
my
colleagues
in
those
in
the
audience
to
please
silence
their
phones
in
electronic
devices.
B
B
B
One
common
theme
that
I
heard
frequently
is
the
belief
that
we,
as
elected
officials,
should
set
the
standard
for
the
public
with
how
we
interact
with
one
another
for
the
public
to
be
able
to
follow
our
example
of
common
courtesy
that
we
abide
by
a
certain
degree
of
conduct
decorum
maintain
our
professionalism
towards
one
another.
As
we
go
about
the
people's
business,
our
constituents
are
watching
us
closely.
B
B
I
know
that
20
22,
as
in
the
last
several
years,
have
been
challenging
for
all
of
us,
but
I
believe
that
2023
will
give
us
new
opportunities
to
serve
our
city.
Make
a
positive
impact
in
our
communities.
Ian
delivers
services
to
all
constituents
going
forward.
I
expect
my
colleagues
to
treat
each
other
with
respect
and
dignity
and
to
listen
to
one
another.
We
can
all
disagree
without
being
disagreeable.
B
B
During
my
time
at
the
council,
this
party
has
kept
Public
Health,
Public
Safety
housing,
affordability,
Equity
social
justice
at
the
Forefront
of
every
discussion
we
have
when
it
comes
to
our
role
in
government.
It
is
critical
that
we
continue
to
always
be
mindful
of
issues
impacting
seniors
persons
with
disabilities,
Working
Families,
our
veterans,
communities
of
Kawa
and
our
immigrant
Neighbors.
B
It
means
showing
up
every
day
to
follow
through
on
the
nuts
and
bolts
of
city,
government,
constituent
Services,
building
relationships
with
City
departments
and
delivering
results
for
our
neighborhoods
in
constituents.
Thank
you,
Mr
clerk.
Will
you
please
take
the
role
to
ascertain
the
presence
of
a
quorum.
Please
councilor.

especially
during
difficult
times
the
firefighters
and
their

You've
always
been
there
for
them.
B
D
D
We
thank
you
this
day
that
you
have
gathered
Us

to
prepare
to
execute
the
duties
of

officers
representing
the
city
of
Boston
for
the

year
of
2023.,
we
pray
as
we
move
forward
that
you
will
bless
this
body
with
a
spirit
of
unity
and
a
spirit
of
peace,
a
spirit
of
respect,
a
spirit
of
dignity,
a
spirit
of
cooperation
that
you
would
bless
us
as
we
perform
our
duties.
We
pray
oh
God
for
each
City
councilor
for
their
families.
D
We
pray
for
their
health,
we
pray
for
their
wellness
and
for
their
welfare
and
oh
God.
We
pray
for
the
entire
city
of
Boston,
the
residents
we
pray
for
their
safety
and
their
Public
Health
God.
We
pray
that
you
would
bless
us
in
a
special
way.
This
particular
day
God.
We
pray
that
as
we
move
forward,
that
you
would
allow
us
to
have
Unity
for
Unity
make
strength
so
God.
D
Today
we
pray
that
you'll
bless
our
First
Responders
bless
our
police
officers,
who
stand
In,
Harm's,
Way,
Every,
Single
Day
in
our
firefighters
and
oh
God.
We
pray
for
their
safety,
their
health
and
their
strength,
protect
them
from
hurt
harm
and
danger
in
the
performance
of
their
duties.
This
is
our
prayer
today
that
you
would
bless
our
mayor
and
keep
her
strong
and
healthy
in
her
position,
bless
our
political
system
at
the
local
level
at
the
state
level,
at
the
federal
level
that
our
political
system
might
be
represented
for
the
people
in
peace
and
Harmony.
B
Thank
you
Reverend
and
please
join
us
in
the
Pledge
of
Allegiance.
A
B
We
do
have
a
special
group
that
is
here
with
us
today:
I
want
to
recognize
the
students
from
the
Leiden
middle
school,
but
before
I
do
that
I
do
want
to
recognize
councilor
Lara,
who
has
spent
a
lot
of
time
at
the
school
working
with
the
with
the
staff,
but
working
with
the
students
Council
Alara.
Would
you
like
to
come
up
and
you
want
to
do
it
from
there?
Okay,.
E
And
thank
you,
president
Flynn
first
I
want
to
start
off
by
saying
thank
you
to
Huang
Lopez
from
Central
staff,
who
very
warmly
welcomed
the
seven
and
the
eighth
graders
from
the
Linden
in
West
Roxbury,
and
gave
them
one
of
his
famous
tours
of
City
Hall.
A
few
weeks
ago,
I
had
the
pleasure
of
visiting
the
Linden
with
the
seven
and
the
8th,
graders
and
Mr
Scott,
who
is
also
here.
E
Their
amazing
history,
teacher
and
I
had
an
opportunity
to
talk
to
them
about
my
work
and
my
trajectory
into
City
Hall,
but
also
Civic
engagement
and
what
it
means
to
be
civically
engaged
at
their
age,
which
is
exactly
when
I
started
organizing.
They
showed
an
incredible
amount
of
interest
in
wanting
to
see
how
their
local
government
worked,
and
so
we
wanted
to
have
them
join
us
on
the
city
council
to
see
the
opening
of
the
legislative
session.
E
B
Thank
you,
Council
Lara
councilwara.
Did
you
want
to
bring
the
students
up
for
a
photo
yeah.
B
Like
that,
so
we
would
like
to
invite
the
students
in
the
London
to
come
down
for
a
photo
with
that
with
our
colleagues.
B
We're
doing
this
at
the
beginning
of
the
of
the
meeting,
because
we
want
to
make
sure
these
students
get
back
to
school.

A
B
F
You,
president,
Flynn,
and
in
the
same
order
of
of
our
of
really
centering
our
young
kids
this
evening
at
6,
00
PM,
there
is
going
to
be
a
fundraiser
at
the
pine
bar
in
the
Boston
Public
Market
right
above
the
Haymarket
two
stop
for
the
Brighton
High
School
Bengal
cheerleaders,
who
were
the
2022
medium
Championship
winners
were
invited
to
London
we're
doing
really
fantastic
job,
so
we're
having
a
fundraiser
for
them
at
the
pine
bar
again
Haymarket.
We
welcome
everyone
from
6
to
7
pm
I'll,
be
there
Council
Braden
will
be
there.
F
B
N
B
B
C
Another
zero
one,
one
three
message:
in
order
as
supplemental
appropriation
for
the
Boston
Public
Health
commission
for
fiscal
year,
23
in
the
amount
of
110
000
160
dollars
to
cover
the
fiscal
year,
23
cost
items
contained
within
the
collective
bargaining
agreements
between
the
Public,
Health,
commission
and
local
888
SEIU
councilors
unit.
The
terms
of
the
contracts
are
October
1st
2020
through
September
30th
2023.
I
You
so
much
Mr,
President
I'm,
moving
suspension
and
passage
of
these
two
dockets.
This
is
a
continuation
of
the
basic
pattern
bargain
for
this
period
that
was
reached
with
SEIU
888
for
other
units
that
we
voted
on
last
year
and
also
a
number
of
other
units
throughout
the
city.
So
it's
the
same
two
percent
one
point:
five
percent
two
percent
wage
increase
pattern
over
those
three
years.
I
Remember
these
are
so
far
out
of
contract
that,
as
you
can
see
in
the
terms
the
contract's
almost
up
again,
this
is
the
one
that
this
one
finishes:
September
30th,
the
only
thing
that's
different,
it
also
recognizes
Juneteenth
is
a
regular
hot
as
a
recognized
holiday
for
the
city.
I
The
only
thing
that's
unique
to
this
one
is
that
is
that,
90
days
after
funding
a
one
hour
per
a
one
dollar
per
hour,
differential
will
be
added
for
counselors,
who
are
working
between
6
pm
and
7
A.M
right
now,
you
don't
get
any
bump
from
working
those
kind
of
overnight
hours,
and
so
this
gives
them
a
one
dollar
differential,
but
it
affects
86
city
workers
over
at
the
Public
Health
commission,
then
I
think
it
would
be
great
to
get
them
their
retropay
and
since
it's
not
a
large
amount
of
worth,
tell
the
number
of
hearings
on
this
pattern.

Unfortunately,
domestic

impacts
all
of
our
neighborhoods
here

the
city.
These
Advocates
intervene
in
very
difficult
situations

the
person's
physically,
emotionally

mentally,
and
also
has
a
devastating
effect
on
children
within

home
as
well.
So
it's
a
extremely
important
and
it's
extremely
important
work
that
these

perform
on

Thank

Three
two
will
be
placed
on

we're
on
two
motions:
orders
in
resolutions,
but
before
we
begin,
I
want
to
note
that
most
of
the
matters
in
this
section
are
refiles
and
they
have
already
been
discussed
last
year.
So
I
would
like
to
ask
my
colleagues
to
please
consider
limiting
their
time
if
at
all,
when
introducing
a
refile
matter,
I
also
want
to
note
that
rule
39
states
that
original
sponsors
have
three
minutes
to
speak
and
other
councils
have
two
minutes
to
speak.
B
O
Thank
you,
council
president,
and
can
I
suspend
the
rules
and
add
councilor
Arroyo.
As
the
original
co-sponsor.
O
And
this
is
a
refile,
but
before
I
go
into
the
refund
I
just
want
to
say
thank
you
to
all
my
Council
colleagues
for
showing
love
today.
Chelsea
and
I
are
very
grateful
for
you
guys
celebrating
our
our
baby
boy,
that's
coming
in
to
the
World
on
February.
So
thank
you
guys.
So
much
truly
grateful
for
for
that
celebration.
O
This
is
a
refile
as
we
know,
there's
disparities
when
it
comes
to
liquor
licenses
across
the
city
of
Boston,
Mattapan
only
has
10
out
of
the
1
432
licenses
and
Dorchester
Ave
has
24,
and
blue
hill
lab
has
only
six.
So
this
home
group
petition
is
something
that
we're
going
to
look
be
looking
to
move
forward
in
the
new
year
to
just
get
more
liquor
licenses
in
the
areas
of
Hyde,
Park,
Roxbury,
Dorchester
and
Mattapan.
O
B
B
K
He
had

in
February

leaving
his
wife
of
48

Donna

and
information
provided
to
parekh
at
the
time,
as
well
as
the
bosomi
time
report
showed
that
he
was
approved
for
an
allowance
that
was
calculated
under
option
b,
because
there
was
no
form
indicating
final
option:

so
peric
and
Boston
Retirement,
Board
elected,
arguably,
for
him
benefits
under
option
b.
Despite
the
fact
that
Mrs
Lala
had
been
listed
as
his
beneficiary
on
all
of
his
other
forms,
including
three
separate
options.
K
C
beneficiary
inquiry
forms
so
we're
just
trying
to
simply
trying
to
get
the
proper
retirement
benefits
to
the
spouse
of
a
family
who
dedicated
their
career
to
our
city.
This
body
unanimously
passed
a
resolution
last
fall,
supporting
Mrs
Lawler's,
rightful
death
benefit
as
the
rightful
death
beneficiary
under
office,
and
the
State
House
is
now
indicating
that
they
need
a
homo
petition
to
accompany
that
to
make
things
right.

you
please

zero
one.
Three.
J
You
this
was
introduced
last
year,
I
think
much
of
the
controversy.
If
there
was
ever
any
controversy
around
municipalities
has
sort
of
been
dealt
with
thanks
to
the
passage
and
the
support
of
a
license
measure.
The
goal
for
this
Municipal
ID
is
to
merge
existing
ideas
that
exist
in
cities
such
as
Chicago
or
New
York,
where
there
is
a
municipal
ID
that
is
also
their
public
transit
pass.
That
is
also
their
library
card.
That
also
gives
discounts
at
local
cultural
institutions.
J
B
B
J
Thank
you.
This
is
something
that
I'm
grateful
to
councilor
Liz
Braden
for
her
partnership
on
this
we
are
likely
going
to
be
moving
with
this
in
a
bifurcated
fashion.
There's
a
as
it's
currently
written,
it's
not
written
that
way,
but
there's
essentially
Protections
in
this
document,
for
both
public
trees,
trees
on
public
land
and
trees,
on
private
land
and
in
conversations
with
Mariam
and
white
and
other
members
of
the
administration,
the
Urban
Tree
canopy
plan.
J
If
folks
remember
the
urban
Forest
plan
that
has
been
completed,
and
so
now
the
goal
is
to
merge
the
very
best
things
that
have
come
out
of
that
Urban
Forest
plan
with
this
ordinance
right
here
to
make
sure
that
we're
protecting
tree
canopy
in
the
city
of
Boston
moving
forward.
We
know
how
important
it
is
to
the
continued
health
of
this
city
and
the
continued
health
of
this
of
frankly,
the
world
that
we
continue
to
put
our
environmental
initiatives
front
and
center.
So
thank
you.
Counselor
Flynn.
B
B
F
You
Mr
President
for
Dr
138,
can
I,
suspend
rule
12
and
add
counselor
Bach.
F
For
docket
one
three:
nine
I
request
to
suspend
rule
12
to
add
counselor
roya.
F
You
this
is
a
refile.
Last
year
we
introduced
legislation
to
change
how
we
are
keeping
honeybees
here
in
the
city
of
Boston.
We
talked
about
moving
this
from
the
zoning
code
to
the
municipal
code,
because
it
makes
it
a
much
more
straightforward
process
for
residents
who
are
trying
to
comply
with
the
keeping
of
honeybees,
and
we
know
that.
Currently
there
are
a
number
of
Institutions
and
there
are
a
number
of
people
who
are
already
engaged
in
beekeeping.
F
Boston
has
a
vibrant
beekeeping
beekeeping
population,
and
so
we
are
trying
to
make
it
easier
for
them
to
keep
bees,
especially
when
we
think
about
the
environmental
benefits
of
that
bees
bring
to
our
city,
and
so
we
are
looking
to
work
on
this
this
year
and
I
want
to
thank
my
co-sponsors.
I
know
that
there
are.
This
was
an
issue
that
was
brought
to
our
attention
by
residents
in
Hyde,
Park
and
so
I
want
to
elevate
them
for
their
work
here
and
funny
enough.
F
I
am
not
dressed
like
a
honeycomb
because
of
this
legislation.
I
just
happen
to
be
wearing,
yellow
shout
out
to
Joelle
Fontaine
I
am
Creole
who
made
this
thing,
but
yeah
no
I'm,
looking
forward
to
working
on
this
with
our
vibrant
honey,
vibrant
beekeeping
Community
here
in
Boston.
Thank
you.
P
You
thank
you,
president
Flynn
I'm
filing
an
order
for
a
hearing
and
efforts
to
proactively
combat
summer
violence
in
the
city
of
Boston.
This
is
something
my
our
former
colleague
counselor
Campbell,
now
attorney
general
Campbell
would
often
call
would
call
for
each
year.
Violence
is
an
ongoing
issue
in
the
city
of
Boston
that
creates
a
traumatic
impact
on
our
residents
and
communities,
and
it
can
lead
to
increased
crime
rates,
strained
relationships
between
law
enforcement
and
the
community
in
a
decrease
in
the
overall
quality
of
life
for
our
residents.
P
The
city
needs
to
be
proactive
so
that
everyone
is
protected
from
violence
of
all
kinds,
especially
our
youth,
so
I'm
filing
this
order.
Now
so
we
have
the
proper
time
to
schedule
an
off-site
Hearing
in
the
community's
most
affected
by
violence,
to
discuss
the
plan
and
explore
ways
to
strengthen
the
relationship
between
the
police
and
the
community.
Thank
you,
councilor
Flynn.
B
A
A
A
B
Just
in
the
interest
of
transparency,
we
had
a
discussion
of
possibly
placing
this
in
another
committee.
The
the
arguments
were
valid
but
I
think
there
is
a
distinction
between
summer
violence
and
proactively.
Combating
some
violence
in
in
violence
throughout
the
year.
I
think
there
is
a
distinction:
docket
zero
one,
four
docket
zero
one,
four
zero.
B
Well,
let
me
ask,
is
anyone?
Is
anyone
wishing
to
speak
on
this
matter
that
she
recognizes
Council,
Fernandez,
Anderson,
Council,
Fernandez
Anderson?
You
have
the
fourth.
G
Time
and
I'll
be
very
brief.
I
think
that,
just
in
the
interest
of
explaining
sort
of
like
there's
a
small
distinguished
here
about
whether
seasonal
violence
or
specific
Nots
of
just
gun
violence,
we
counselor
Worrell
the
original
co-sponsor
on
the
hearing.
That's
very
similar
to
this
and
myself
we're
discussing
this
and
I
just
wanted
to
go
on
record
and
say,
like
we
are
happy
to
collaborate
with
counselor
Murphy.
G
We
respect
your
decision
that
you
are
you're,
making
a
decision
here
today
for
the
record
that
this
is
not
a
violation
of
rule
15
and
so
moving
forward,
just
wanted
to
say
to
councilor
Murphy
that
I
look
forward
to
working
with
you,
specifically
as
it
relates
to
my
district.
We
know
that
this
is
you
know.
Disenfranchised
communities
suffer
severely
from
increased
violence
in
the
summer.
G
So,
although
we
disagree
here
on
in
terms
that
you
know
whether
or
not
we
file
something
similar,
that
encompasses
all
seasons-
and
this
is
specific
to
a
season
that
I'm
happy
to
work
with
my
colleague
Murphy-
and
it's
great-
that
you
know
great
minds,
think
alike
and
I
just
look
forward
to
the
work
and
that's
what
I
would
like
to
focus
on.
Moving
forward.
B
H
Yeah,
thank
you
Mr,
President
and
I.
Just
for
clarity,
sake
would
like
to
understand
what
is
the
distinction
if
you
could
just
clarify
that
for
me?
Thank
you.
B
The
distinction,
I
I,
would
make
and
and
I
know,
we'll
have
this
conversation
in
the
hearing
and
I
highlighted
that
earlier
that
we
can
discuss
these
in
the
hearing,
but
the
distinction
I
made.
Is
these
students
coming
out
of
school
for
the
summer
BPS
students
coming
out
of
school
for
the
summer
on
their
summer
break?
What
is
the
program?
What
is
the
plan?
What
is
the
safety
plan?
What
is
the,
what
is
the
city
doing
to
work
with
young
people
working
with
various
agencies
on
Public
Safety,
related
issues?
L
Thank
you,
Mr
President,
my
take
on
this
would
be
to
the
hearing
for
just
gun.
Violence
overall
I
think
we
would
be
look
looking
to
get
to
root
causes.
We
would
be
talking
about
job
training.
We
would
be
talking
about
what's
happening,
School
in
schools.
What
are
we
doing
with
our
kids
after
schools
when
it
gets
dark
at
four
o'clock
in
the
winter
time?
L
Summertime
is
much
more
about
what
our
our
plans
going
to
be
talking
about
them
in
in
April
they're,
going
to
be
implemented
in
May
and
in
June,
we'll
know
what
to
expect
from
the
police
from
our
Outreach
teams.
That's
what
I
think
the
the
distinction
is.
There
I
think
this
is
much
more
prescriptive
for
the
summertime
what's
going
to
be
in
place
in
May
and
June,
and
then
the
other
discussion
I
think
we
dig
into
job
training
our
Early
Education,
our
mentorship
program,
so
that's
just
an
opinion,
throw
it
in
the
trash.
B
Thank
you,
Council
Baker,
and
thank
you
Council.
Let
me
hear
you
both
of
you.
Your
opinions
valid
the
council,
the
chair
recognizes
Council,
or
else
Council
we're
all
you
have
the
flow.
O
Thank
you,
president
Fellaini
I
just
want
to
just
thank
all
my
colleagues
for
their
passion
when
it
comes
to
gun
violence
and
seeing
that
we're
all
making
it
a
priority
here.
Hopefully
we
can.
All
you
know,
work
together
to
make
sure
that
you
know
we
get
the
type
of
Investments
that
we
need
in
order
to
solve
the
root
causes
of
gun,
violence
in
Dorchester,
High,
Park
and
Mattapan.
So,
looking
forward
to
working
with
all
my
colleagues
on
this
matter,
so
thank
you,
president
Finn.
Thank
you.
Thank
you.
Council.
B
B
B
O
Fall,
thank
you,
president
Flynn,
and
this
is
just
a
continued
conversation
from
last
year
on
how
do
we,
as
a
city,
make
it
easier,
streamline
the
efforts
for
entrepreneurs
to
come
to
Market?
O
We
had
conversations
last
year
with
ISD
Office
of
Economic
and
opportunity,
inclusion
and
there's
a
lot
of
redundant
processes
and
high
costs
when
it
comes
to
bringing
your
idea
or
entrepreneurs
to
bring
you
know
their
ideas
to
to
to
to
to
a
storefront
or
just
to
market,
and
we
just
want
to
continue
that
conversation
and
see
you
know
what
processes
can
we
cut
out
and
what
costs
can
we
lower
so
looking
forward
to
having
that
conversation?
Thank
you.
Thank
you.
Council.
B
B
O
Thank
you,
president
Flynn,
and
this
is
the
refile.
From
last
year,
over
the
last
several
years,
the
state
of
Massachusetts
has
accepted
millions
of
dollars
in
federal
grants
to
build
our
ability
to
collect
analyze
and
use
data,
to
enhance
everything
from
our
school
policies
to
our
understanding,
the
needs
of
families.
O
B
B
C
B
C
O
Thank
you,
president
Flynn,
and
this
is
a
continued
conversation
of
what
happened
last
year,
where
we
hosted
a
conversation
at
Delilah
Frederick
after
a
uptick
in
violence,
which
was
primarily
happening
in
District
Four.
O
We
just
want
to
make
sure
that
we're
bringing
the
Community
Voices
to
the
table
continue
talking
to
our
department,
whether
it's
housing,
mental
health,
our
education
system,
to
see
what
investments
can
be
made
to
make
sure
that
we
are
not
only
getting
the
Investments,
short-term
and
long
term,
but
making
sure
that
we're
tackling,
as
I
said
previously,
the
root
causes
of
gun,
violence
in
our
neighborhood
and
violence.
Just
overalls.
Thank
you.
President
Clinton,
no
and
I
forgot
I,
would
love
to
suspend
rules
and
add
council
Bluey
gen
to
this
docket
as
well.
B
G
Thank
you,
Mr
President,
and
thank
you
to
the
my
original
co-sponsor
councilorell
and
now
my
co-sponsor
con
solution.
This
has
been
an
effort
that,
as
councilman
warrell
mentioned,
we
held
a
hearing
last
year
and
it's
going
to
be
a
continued
conversation
and
work.
We've
collaborated
with
Community
built
out
youth
listening
sessions
as
well
as
coalitions
with
Community
Partners.
We
have
created
a
round
table
between
police
DA's
office
as
well
as
Community
and
as
well
as
the
Nation
of
Islam,
who
does
a
lot
of
Street
work.
G
We've
also
collaborated
with
the
school
now
looking
into
mental
mentorship
program
between
BPS
and
clergy
and
the
police
department
and
creating
mentorship
programs.
We've
also
been
able
to
do
several
walking
tours
in
the
Boston
Public
Schools,
where
we
Act
actually
go
to
BPS
and
we're
doing
listening
sessions
in
terms
of
what
the
kids
would
like
to
see.
G
As
we
know
it
today
in
the
city
of
Boston,
and
so
we
would
like
to
work
on
oppressive
systems
and
be
able
to
collaborate
along
with
our
colleague
who's
just
filed,
something
similar
to
be
able
to
find
a
solution
if
we
can
find
it
in
the
platform
in
her
hearing
is
fine
if
we
can
find
it
over
here,
but
the
point
here
is
to
remain
focused
on
the
objective
and
get
the
work
done.
Thank
you.
B
B
N
Thank
you,
Mr
President.
This
is
a
refile
from
last
year.
This
is
an
ongoing
conversation
that
we've
had
for
the
past
three
years
and
I
look
forward
to
continuing
the
conversation
and
hopefully
you'll
find
some
workable
Solutions.
This
is
of
great
concern
to
our
constituents
all
across
the
city
and
I
hope
that
we
can
advance
this
issue
and
and
find
some
relief
for
our
residents.
Thank
you.
B
M
Just
as
a
point
of
order,
I
was
hoping
to
be
third
co-sponsor
as
disgusting.
Thank
you.
B
That's
an
original
co-sponsor.
I'm!
Not
I
will
not
speak
on
this
matter,
but
I
just
want
to
thank
all
of
my
colleagues,
especially
Khan
celebrated
consulate.
Council
Braden
did
a
tremendous
job
working
on
this
issue
over
the
last
several
years.
Docket0144
we
refer
to
the
committee
on
city
services,
oh
yeah,
yeah,
I'm.
Sorry,
would
anyone
like
to
add
their
name?
Please
raise
your
hand
Mr
clerk,
please
add:
council
Arroyo,
councilor
Bach
Council
Colorado
Fernandez
and
his
Council
Fernandez
Anderson
Council
Flaherty
Council
of
our
Council
luigien
Council
Mejia
Council
Worrell.
B
C
K
B
This
is
a
this.
Is
a
this
was
filed
last
year.
Would
anyone
else
like
to
sign
their
name
onto
this
Mr
Kirk?
Can
you
please
add
Council
of
Royal
Council
Baker
Council
ball
Council
Braden,
Council,
Coletta,
councilor,
Lara,
Council,
Louisiana,
Council,
Mejia,
Council,
Murphy,
Council,
we're
all
dock
at
cr145
will
be
referred
to
the
committee
on
city
services
in
innovation,
technology,
Mr
Clara.
Can
you
please
re-doc
at
0146.
M
Thank
you,
president
Flynn,
for
your
partnership
on
this.
This
is
a
refile
and
I
will
just
keep
my
Collective
comments
brief.
All
of
my
dockets
are
refiles,
but
for
this
particular
docket,
my
staff
and
I
have
been
laying
the
groundwork,
and
please
forgive
that
pun.
M
I
could
not
help
myself,
but
we
have
been
laying
the
groundwork
talking
to
Public
Works
talking
to
do
it
talking
to
folks
involved
with
the
kobuk
system,
which
is
the
permitting
system
that
we
use
in
the
city
of
Boston
to
coordinate
utility
work
as
well
as
Public
Works,
Street
work
and
developments
that
are
taking
up
space
on
the
sidewalk
and
on
the
street.
M
B
You
Council
aquata
would
anyone
else
like
to
add
their
name:
Mr
clerk?
Please
add:
council
of
Royal
councilor
Braden
Council
Fernandez
Anderson,
Council,
Flaherty,
Council,
Lara,
Council,
Louisiana,
Council,
Mejia,
Council,
Worrell
docket0146
will
be
referred
to
the
committee
on
city
services,
innovation,
technology,
Mr
clerk,
please
red
doc
at
0147.
B
M
M
B
B
A
row:
okay,
okay,
that's
right!
So
docket0147
will
be
referred
to
the
committee
on
education,
Mr
clerk,
please
red
doc
at
zero.
One
four.
C
M
You,
council,
president
Flynn
I'd
love
to
suspend
rule
12
and
add
council
Arroyo.
As
a
third
co-sponsor
hearing.
M
This
is
a
refile
I,
look
forward
to
working
with
the
office
of
women
advancement
to
talk
about
the
work
that
they've
done
the
last
couple
of
months
and
getting
this
hearing
on
the
books
at
least
before
March,
so
that
we
can
talk
about
their
procurement
process
and
seeing
how
we
can
expand
this,
not
just
across
the
city
of
Boston
and
our
streets,
but
potentially
municipal
buildings
as
well.
So
thank
you.
B
Thank
you
has
anyone
else,
looking
to
add
their
name
or
speak
on
this
matter.
Please
raise
your
hand
Mr
clerk.
Please
add:
council
ball:
Council
Braden,
Council,
Fernandez,
Anderson,
Council,
Lara,
Council,
Mejia,
Council,
Clarity,
Council,
Murphy
Council,
where
I'll
please
add
the
chair
and
dock
at
zero.
One
four
eight
we'll
be
referred
to
the
Committee
on
Public,
Health
homelessness
and
Recovery
Mr
clerk.
Please
re-doc
it
0149.
C
M
M
You
again,
this
is
a
refile
from
last
year.
I
look
forward
to
having
the
hearing
on
this.
It's
very
similar
to
the
ordinance
that
was
pushed
out
before
or
produced
before
my
tenure
here
started
at
the
Boston
city
council.
This
particular
docket
was
created
because
I
understood
in
district
one
that
a
lot
of
our
tree,
canopy
loss,
came
directly
due
to
the
fact
that
private
development
was
tearing
down
trees,
both
in
backyards
and
in
side
yards.
M
So
I
wanted
to
mirror
what
was
happening
in
Florida,
in
particular
Palm
Beach,
where
they
have
a
tree
mitigation
fund,
where
it's
essentially
a
form
of
linkage,
every
single
time
that
a
tree
is
is
torn
down.
So
I
do
look
forward
to
having
continued
conversations
with
the
environment
department
and
working
with
my
college
to
get
this
done.
Thank
you.
B
B
M
You
again
this
time
this
is
a
continued
conversation.
We
had
an
incredible
hearing
with
dozens
of
Waterfront
Partners
discussing
this
work
as
well
as
Chief
Mariana,
white
Hammond
and
chief
Jameson
from
the
bpda,
as
we've
seen
with
the
storm
that
happened
on
December
23rd.
This
work
requires
a
sense
of
urgency
and
so
I'm
underscoring
the
need
to
continue
this
work,
and
from
that
hearing
we
discovered
that
we
needed
more
resources
and
we
needed
better
collaboration
with
Waterfront
Partners,
both
public
and
private
entities.
M
B
Thank
you
Council.
Would
anyone
like
to
add
their
name?
Please
raise
your
hand
Mr
Clark,
please
add
councilor
Arroyo
councilor
bar
councilor
Braden
Council,
Fernandez,
Anderson,
Council,
Flaherty,
Council,
Lara,
Council,
Louisiana,
Council,
Mejia,
Council,
Murphy
Council,
we're
all
please
add.
The
chair
docket0150
will
be
referred
to
the
committee
on
Planning
Development
and
transportation.
C
M
Last
one,
thank
you
so
much
council
president
Flynn
can
I,
please
add
councilor
Bach.
As
the
third
co-sponsor
hearing.
M
Thank
you.
This
is
going
to
be
another
continued
conversation,
I
look
forward
to
a
working
session
in
the
coming
months.
There
was
a
lot
of
follow-up
that
was
needed
from
the
Boston
Police
Department
from
Chief
Edward
shop
at
Economic,
Opportunity
and
working
a
partnership
with
our
area
of
venues
bars
restaurants,
as
well
as
our
our
hospitals
to
provide
victims,
the
support
that
they
need
and
I
don't
know
about
everybody
else.
M
But
I
am
getting
a
lot
of
emails
still
from
young
women
in
particular,
who
expect
to
go
out
and
have
a
good
time
and
be
safe
and
their
their
nights
have
been
ruined
because
they
believe
that
they've
been
drugged.
So
there
are
certain
follow-ups
that
we
need
to
hold
various
departments
accountable
on.
So
I
do
look
forward
to
that
conversation
and
look
forward
to
the
work
of
my
executive.
B
B
F
Thank
you,
president
Flynn
docket
number
one:
okay,
I'd
like
to
request
that
we
suspend
rule
12
on
152
and
add
councilor
Bach.
F
You
so
this
is
a
refile
to
really
to
discuss
the
city's
debt
management,
debt
management
policy.
We
have
a
AAA
Bond
rating
and
we're
not
leaning
into
our
fiscal
strength,
sometimes
exercising
fiscal
conservatism
and
we're
at
at
the
expense
of
things
that
we
need
to
do
like
investing
in
our
schools
and
investing
in
affordable
housing
and
needed
infrastructure
around
the
city.
This
is
also
a
part
of
our
conversation
that
councilor
Bach
and
now
mayor
Wu.
Then
Council
will
head
on
the
city
council
of
Al,
Green
and
social
bonds
that
the
city
issued
in.
F
So
we
need
to
continue
this
conversation
to
make
sure
that
we
are
investing
in
affordable
housing
in
public
housing
and
in
addressing
the
climate
issues
of
our
time
and
just
like
with
the
honeybees
where
we
were
talking
about.
How
do
we
make
our
simplifier
zoning
code?
So
how
are
we
using
the
resources
that
we
have
here
as
a
city
such
as
our
debt
management
policy,
to
address
the
issues
that
we
are,
that
we're
trying
to
Grapple
with
as
a
city?
F
So
I
look
forward
to
continuing
this
conversation,
kudos
to
the
administration,
they're
leaning
into
this?
With
respect
to
the
green
new
deals
for
Boston,
Public
Schools,
so
I
think
that's
a
great
example
of
the
work
we
can
do
when
we
are
really
leading
into
our
fiscal
strength
and
using
our
bond
policy
more
equitably.
Thank.
B
You
thank
you
Council
Louisiana.
Would
anyone
like
to
add
their
name?
Please
raise
your
hand
Mr
Clark.
Can
you
please
counselor
Arroyo
councilor
Braden
Council
Colorado
Council
of
priority
Council
of
our
Council
Mejia
Council.
We're
all
pleased
at
the
chair,
foreign.
F
You
this
is
part
of
our
obligation
here
on
the
Boston
city
council,
to
have
binary
reviews
of
the
Boston
residents
job
policy
we've
had
two
of
them
last
year
and
so
we'll
be
having
them
again
in
April
and
October,
and
we
look
forward
to
the
budget
season
where
we'll
be
using
this
as
an
opportunity
to
implement
and
advocate
for
some
of
the
changes
that
folks
will
recommend
have
recommended.
During
these
hearings,
oh
and
I
believe
I'd
like
to
suspend
rule
12
and
add
Tanya
counselor
of
Finance
Anderson
who's
an
original
co-sponsor
last
year.
B
As
well,
thank
you
Council
Louisiana,
hearing,
no
objection,
Council
Fernandez
Anderson
is
added.
Would
anyone
like
to
add
their
name?
Please
raise
your
hand
Mr
Kirk.
Please
add
council
of
Braden
councilor
Coletta,
Council,
Laura,
councilor,
Mejia
and
please
add
the
chair.
Please
add
council
of
Flaherty
Council
Royal,
councilor
Bach.
B
C
F
F
Thank
you.
We
have
a
lot
of.
We
have
a
lot
to
learn
from
the
way
that
the
city
of
Cambridge
really
did
deals
and
managers
with
fires
there's
a
lot
more
of
a
communal
sense,
a
fire
fund
to
really
help
folks
who
are
being
displaced
and
so
I.
Look
forward
to
this
conversation
and
learning
from
other
municipalities.
I
also
want
to
give
a
nod
to
councilor
Coletta,
who
I
look
forward
to
also
collaborating
with
on
this.
She
filed
a
hearing
order.
F
That
was
basically
the
same
because
we
unfortunately
know
that
last
year
and
we
continue
to
see
East
Boston,
really
suffering
from
a
number
of
fires,
a
number
of
displaced
folks
who
come
here
directly
to
our
office
in
City
Hall,
when
they're
displaced
and
and
need
services.
So
I
look
forward
to
this
conversation
with
the
original
co-sponsors
and
also
with
councilor
Coletta,
who
I
believe
filed
with
councilor
Mejia.
So
there's
a
lot
of
council
interest
in
having
this
conversation
and
making
sure
we're
doing
right
by
those
who
are
fire
victims.
Thank
you.
Thank.
B
B
Please
add
the
chair.
This
docket
this
stock
at
zero,
one
five
four
refer
to
the
committee
on
city
services
and
innovation
technology
and
maybe
I'm,
going
out
of
place
a
little
bit
but
I
just
want
to
there's
a
fire.
Recently
in
Council
of
Fernandez
Anderson's
District
Council,
Fernandez
Anderson
was
on
scene
was
early
morning
at
five
o'clock
in
the
morning
working
closely
with
the
mayor's
office
fire
department,
Red
Cross.
B
She
did
a
tremendous
job
as
a
district
council
working
for
her
constituents,
so
I
just
want
to
acknowledge
the
professionalism
of
council,
Fernandez
Anderson,
as
I
mentioned
docket0154
referred
to
the
committee
on
city
services
and
innovation
technology.
Mr
Claire.
Can
you
please
re-doc
at
zero
one
five
vichia
recognizes
Council
Fernandez
Anderson
Council,
Fernandez
Anderson.
You
have
the
flow.
G
Thank
you,
Mr
President,
I,
just
quickly,
I
think
this
is
appropriate
time
to
address
this
I
just
wanted
to
thank
you
for
your
guidance
and
support
council
president
Flynn
is
actually
being
modest.
He
was
there
before
I
was
at
four
in
the
morning
called
me.
Guided
me
taught
me
the
ropes
showed
me
what
to
do
what
to
say.
I
was
doing
the
interpreting
and
translating
I
guess
and
you're
you're
too
kind
and
I
appreciate
just
a
mentorship
and
the
support
on
scene.
Thank
you.
Thank.
F
Thank
you,
Mr
President.
This
is
a
refile
we've
been
having
conversations
with
Chief
Mary
Angeli
Solis
about
how
we
should
think
about
restructuring
the
Human,
Rights,
Commission
and
I.
Look
forward
to
having
this
discussion
before
the
body
on
and
continued
conversation
with
the
wood
Administration
about
how
we
have
a
commission
that
is
responsive
to
What.
F
The
residents
need
and
want
when
racism,
xenophobic,
anti-legbtq,
transphobic
incidents
are
happening
in
our
city,
and
how
can
we
have
a
body
that
is
both
responsive
and
thinking
about
these
incidences
that
happen
both
in
our
city
and
within
City
Hall?
So
I
look
forward
to
these
continued
conversations
with
the
administration
and
with
my
colleagues.
B
B
Mr
Clark
can
we
go
to
docket0154
and
add
Council
Rel
as
an
original
code,
just
just
as
what
please
add,
council
acknowledge,
Council
or
else
support.
C
F
I
think
president
Flynn
I'd
like
to
request
to
spend
roll
12
and
add
counselor
colada.
F
Zhang,
thank
you.
This
is
a
refile
I,
think,
there's
a
there's
a
still
opportunity
here
for
us
to
discuss
how
we
can
ensure
that
entities
are
providing
resources
for
those
seeking
abortion
care
in
the
city
of
Boston
are
doing
so.
While,
following
the
law,
the
outgoing
Governor
had
an
opportunity
to
support
budget
request
for
further
education
and
further
regulation
of
crisis.
Pregnancy
centers
and
fell
short
of
doing
that
and
I
know
that
the
current
governor.
This
is
something
that
she
cares
about
and
has
really
LED
on.
F
B
F
You
this
is
a
refile
in
the
conversation
that
we're
looking
to
have
pretty
soon
with
the
calendar
last
year
is
difficult
to
get
hearings
in
I'd,
like
also
like
to
request
to
suspend
rule
12
and
add
counselor
for
Angie
Anderson.
B
F
You
the
acquisition
opportunity
program,
is
a
wonderful
start
and
opportunity
for
the
city
to
support
organizations,
nonprofits
communal
land
trusts
that
are
involved
in
ensuring
against
displacement,
and
there
are
a
lot
of
really
creative
ideas
that
are
being
thought
about
how
we
can
further
strengthen
the
program
and
ensure
that
we
are
doing
budget
season.
Thinking
about
allocations
to
support
this
work,
we
were
able
to
do
a
very
generous
allocation
last
year
during
arpa,
which
is
really
incredible
and
I'm.
F
B
B
F
B
Are
hearing
no
objection,
both
Council
council
is
quarter
and
fernanderson
Council
Fernandez
Anderson
are
so
added.
The
chair
recognizes
Council
Louis
John.
F
Thank
you.
We
had
a
robust
hearing
on
this
at
the
end
of
the
year.
I
look
forward
to
continuing
this
work
because
it
does
not
going
away
and
we
need
to
make
sure
that
we're
putting
our
dollars
into
supporting
the
communities
that
are
often
the
most
excluded
and
we're
thinking
about
our
budget
and
so
during
budget
season.
I
look
forward
to
working
with
Council
Fernandez
Anderson,
councilor
Colletto,
who
I
know
ominous
Boston,
has
been
working
with
new
arrivals
there
and
that
we
continue
to
support
our
new
arrivals.
Thank
you.
B
Would
anyone
like
to
add
their
name
to
this?
Please
rage
and
raise
your
hand
Mr
clerk.
Can
you
please
add
council
of
Royal
Council
ball
Council
Braden
Council
of
Flaherty
Council
of
Lara
councilor
Mejia
Council.
Overall,
please
add
the
chair
docket0158,
where
we
will
be
referred
to
the
committee
on
civil
rights
and
immigration
advancement,
Mr
clerk.
Can
you
please
read
doc
at
0159?
Please.
I
A
counselors,
Brandon
and
moral
for
sponsoring
this
with
me.
This
is
a
refile
of
the
dockets
or
checking
in
on
the
covert
recovery
funds.
Obviously,
we
held
a
series
of
hearings
off
of
this
last
year
and
I
think
it
continues
to
be
really
important.
I
Just
with
the
sheer
quantity
between
cares,
act,
funding,
arpa
funding
and
Esser
funding,
the
federal
government
has,
in
the
last
couple
of
years
transferred
about
1.2
billion
dollars
to
the
city
of
Boston,
and
it's
imperative
that
that
money
be
used
well
and
that
this
Council,
which
has
appropriated
on
the
arpa
and
Keras
side
and
obviously,
isn't
the
appropriating
body
on
the
answer
side,
but
has
deep
interest
in
in
how
the
schools
spend
that
money
that
we
really
do
continue
to
check
in
on
this
and
continue
to
follow
up,
as
this
is
so
important
to
Boston's
covid
recovery.
I
So
just
refiling,
this
Mr
President
and
thank
you.
B
B
I
You
so
much
Mr,
President
and
again.
This
is
a
refile
I'm
excited
about
this,
because
I
just
feel
like
we've
continued
to
make
progress
every
year.
I
want
to
thank
councilor
Morel
for
joining
me
on
it
last
year,
I'm
continuing
to
join
me
on
it.
This
year.
I
You
know
we
went
from
kind
of
talking
about
sidewalk,
snow
clearance
to
actually
having
the
administration,
throw
a
bunch
of
bobcats
skid
steers,
is
sort
of
the
non-proprietary
name
at
the
problem
last
winter
and
then
share
with
us
in
a
hearing
just
back
in
like
a
couple
months
ago
that
they've
decided
to
make
that
a
permanent
part
of
the
program
so
that
we
can
really.
I
You
know
aggressively
clear
snow,
especially
at
the
kind
of
pedestrian
ramps
and
intersections
and
crosswalks
of
major
pedestrian
areas
across
the
city
and
that
they're
increasing
the
number
of
those
pieces
of
equipment
from
kind
of
40
last
year
up
to
80
this
year.
I
Obviously,
if
we
did
that
overnight,
it
would
be
doubling
the
workload
and
one
of
the
things
that
we've
learned
along
the
way
here
is
that
we
only
have
so
many
people
with
CDLs
available
in
the
city
during
a
snowstorm
and
actually
the
folks
driving
the
Bobcats
are
usually
right.
Now,
the
folks
who
were
also
driving
the
plows
and
so
in
a
prolonged
storm.
I
They
need
a
break
and
I
just
think
we,
you
know
we
have
a
really
great
snow
team
captain
by
Mike
brawl
and
I,
really
appreciate
the
way
that
they've
been
kind
of
throwing
themselves
at
this
problem
and
picking
off
pieces
and
seeing
how
much
we
can
do
and
then
looking
to
do
more.
So
you
know
I
think
the
goal
of
the
council
should
be
continue
to
support
that
work
and
also
to
kind
of
you
know,
post
game.
It
I
mean
we
obviously
haven't
had
any
snow.
I
B
Thank
you,
Council
block,
I,
don't
Council
block
I,
think
you
jinxed
us.
Some
I
think
we're
going
to
get
some
snow
pretty
soon
because
you
said
we
haven't
had
any.
So
if
we
get
snow
in
the
next
couple
weeks,
I
think
we
have
a
a
colleague
to
blame.
You
is
anyone
else,
looking
to
speak
on
this
matter
or
is
anyone
looking
to
add
their
name?
Mr
Clark,
please
add
councilor
Coletta
Council
of
Royal
Council
Braden,
Council,
Fernandez,
Anderson,
Council,
Flaherty,
Council,
Lara,
Council,
Mejia,
Council
Murphy,
please
add
the
chair.
B
I
You
Mr
President-
this
is
another
refile
reflects
my
long-standing
goal
that
we
increase
the
city
of
Boston's
public
housing
units
by
25,
something
that
we're
entitled
to
do
Under
the
fair
cloth
Amendment.
So
we
currently
have
about
10
000
units
and
we
could
have
up
to
twelve
thousand
five
hundred.
Obviously
the
challenge
is
actually
bringing
those
units
online
and
that's
a
significant
cost
Factor.
But
then
once
they're
online,
the
federal
government
is
on
the
hook
to
provide
ongoing
operating
subsidy
and
there's
a
not
to
get
two
in
the
weeds.
I
I
I
I
still
think
that
public
housing
is
the
old
idea
whose
time
has
come
and
because
I
just
think
what
we
saw
during
the
pandemic
was
that
fundamentally
Federal
programs
that
still
keep
somebody
stably
how
us,
when
they
lose
their
job,
suffer
an
illness
Etc
like
that's,
that's
really,
the
like
resilient
housing
that
you
need
underpinning
the
whole
system
so
excited
to
work
on
this
in
the
New
Year
Mr
President.
B
Thank
you
Council
buck.
Would
anyone
like
to
add
their
name?
Please
raise
your
hand
Mr
Clark,
please
add
councilor
Arroyo
Council
Braden
Council
Council
of
Fernandez
Anderson
Council
Flaherty
Council
of
Laura
Council
Louisiana,
Council,
Mejia,
Council,
Murphy,
Council
Morrell.
Please,
please
add
the
chair.
A
B
Sorry,
oh
yeah,
on
docket0161,
we'll
be
referred
to
the
committee
on
Housing
and
Community
Development
Mr
clerk,
please
red
doc
at
zero.
One.
Six.
I
You-
and
this
is
again
a
refile,
although
the
cheerful
thing
is
that
when
we
filed
this
in
August
last
year,
the
inflation
reduction
act
had
not
yet
been
passed,
and
so
it
was
just
about
the
bipartisan
infrastructure
law.
But
then,
a
couple
months
later,
we
saw
the
passage
of
the
IRA,
which
kind
of
adds
in
the
same
vein,
the
basic
thing
that
this
hearing
order
is
getting
at,
which
is
these
competitive
Grant
programs,
where
the
city
of
Boston
has
opportunities
to
get.
You
know
hundreds
of
millions
of
dollars,
but
we
have
to
apply
for
them.
I
We
have
to
compete
with
other
jurisdictions.
In
many
cases
we
have
to
partner
with
the
state
or
the
region,
and
you
know
I
think
we
held
a
very
productive
hearing
and
got
quite
an
informative
kind
of
deck
from
the
administration
which
folks
might
still
want
to
look
at
back
in
December,
about
kind
of
where
we
are
on
applying
for
all
these
things.
But
we
really
just
want
to
make
sure
that
we
don't
miss
any
opportunities
and-
and
it's
exciting,
that
the
IRA
ads
in
particular
a
lot
around
energy
infrastructure.
I
So
yeah,
it's
just
you
know,
making
sure
that
Boston's,
coveted
recovery
is
really
driven
by
as
many
big
infrastructure
projects
supported
by
federal
dollars
as
it
possibly
can
be,
and
we
want
to
keep
keep
checking
up
on
that.
So
thank
you.
Mr
President
thank.
B
C
H
Mr
President:
this
is
a
refile
and
I
look
forward
to
listening
and
learning
more
so
that
we
can
determine
the
next
best
steps
and,
as
our
previous
colleague,
congresswoman
now
Ayanna
Presley,
former
city
councilor
at
large
always
says,
is
that
those
who
are
closest
to
the
pain
should
be
closest
to
the
power,
informing
policies
and
solutions,
and
so
looking
forward
to
continuing
this
conversation
and
creating
space
for
those
who
are
deeply
impacted
by
this
to
lead
the
conversation.
Thank
you.
B
F
Boston
continues
to
lose
its
black
population
for
the
you
know,
many
reasons
in
part,
because
the
rent
is
too
high
and
in
part
because
folks
aren't
able
to
access
mortgages
and,
at
the
same
rate,
that
or
white
counterparts
are
able
to
access,
there's
a
lot
of
discrimination
in
the
appraisal
process
and
so
I
think
having
this
hearing
and
holding
the
private
Market
more
accountable
and
thinking
about
ways
that
we
are
able
to
hear
you
City
resources
such
as
the
OnePlus
mortgage
program,
and
expanding
that
and
really
having
more
participation
in
that
program
to
help
make
mortgage
lending
more
accessible
and
to
really
get
at
the
Discrimination.
F
That's
happening
in
that
and
I
know
that
these
are
conversations
that
I've
also
had
with
Council
Worrell,
so
I'm,
looking
forward
to
us
having
this
hearing
on
the
Boston
city,
council
and
working
with
the
administration
to
think
about
how
we
can
use
the
resources
we
already
have
to
combat
discrimination
about
the
lending
and
Appraisal
process.
Thank
you.
B
G
Thank
you,
Mr
President
I,
of
course.
Second,
what
my
colleague,
the
original
co-sponsor
said:
I
actually
wanted
to
take
a
chance
to
shout
out
to
Ryan
Ali
Jaden
Finn
Mr,
Jones,
Mr,
Hyman
and
Javen
from
Brookline
High,
School,
U.S,
history,
class
who's,
always
watching
the
meetings
to
Washington
here
so
shout
out
to
the
students
at
Brookline,
hi
I
appreciate
you
and
we're
here,
working
for
Boston,
but
hopefully
also
extending
to
all
setting
precedence
for
Brookline
as
well.
Thank
you.
B
B
A
B
B
H
You
Mr
President.
We
started
this
conversation
last
year
and
this
is
just
a
refile
as
an
English
language.
Learner
I
know
that
the
Boston
Public
Schools
still
has
a
lot
of
work
to
do
and
doing
so
through
a
lens
of
government.
Accountability
and
transparency.
I
think
we're
going
to
be
able
to
set
them
up
for
Success
I'd
like
to
add
councilor
Arroyo
and
counselor
Anderson.
As
original
co-sponsors.
B
Hearing
no
objection,
counsel
at
Royal
in
Council
Fernandez
Anderson
are
added.
Thank
you,
Council
Mejia.
Would
anyone
else
like
to
would
anyone
like
to
add
their
name?
Please
raise
your
hand
Mr
clerk.
Can
you
add
councilor
Coletta
councilor
Braden,
Council
Flaherty
councilor
bar
councilor,
Lara
Council,
luigien,
counselor
Burrell,
please
have
the
chair.
P
You
council,
president
Flem,
the
audit
of
the
Boston
public
schools
by
the
state
department
of
Elementary
and
secondary
education,
reported
that
BPS
system
does
not
support
the
physical,
social
and
emotional
well-being
of
all
students.
It
does
not
ensure
safe
environment
for
all
students
and
also
found
that
the
district
system
for
managing,
responding
to
and
resolving
complaints
is
not
responsive
to
parent
and
guardian
concerns.
P
This
has
led
to
many
parents
and
students,
believing
that
the
district
does
not
prioritize
the
physical,
social
and
emotional
well-being
and
safety
of
all
of
our
students.
There
were
440,
reported
incidents
of
bullying
and
harassment
and
744
reported
incidents
of
sexual
assaults.
Last
school
year
this
school
year
we
have
already
had
gunshots
bullying
physical
attacks,
loaded
guns
and
sexual
assaults
happening
across
the
city
on
January
4th
2023.
The
first
day,
back
from
winter
break,
the
teacher
at
Young
achiever
school
was
escorting.
P
Her
student
from
the
building
at
dismissal,
because
the
student,
a
seventh
grader,
asked
for
her
help
to
walk
her
home
because
she
was
afraid
the
teacher
and
student
were
jumped
by
a
group
of
girls
in
elementary
school-age
students
as
young,
as
fourth
grade
witnessed.
This
attack,
they
were
being
punched
and
kicked
repeatedly.
As
the
teacher
Shale
did
the
student
on
the
ground,
one
of
the
girls
jumped
on
her
head,
knocking
her
unconscious
and
causing
severe
damage
to
her
face
and
eyes.
P
B
F
Parent,
the
Young
Achievers
every
single
day
about
what's
happening
there
and
I
want
to
just
say
that
if
we
are
talking
about
how
to
ensure
the
safety
of
the
children
there,
limiting
that
conversation
to
one
about
police
officers
and
resources
officers
not
the
way
forward.
It
is
not
in
talking
to
superintendent
Skipper,
it's
not
how
BPS
is
limiting
and
talking
about
this.
F
It
is
not
what
their
parents
are
mentioning
that
I
talked
to
on
a
daily
basis,
a
love
one
of
one
of
my
nieces
goes
to
that
school,
and
so
it
is
really
important
that
when
we
are
centering
what
the
families
are
asking
for
when
it
comes
to
safety,
that
it
is
the
conversation
that
they
want,
which
is
one
that's
addressing
the
needs
that
the
students
face
and
that
the
families
face
every
day.
So
I
I
want
to
put
that
out
there.
F
If
we're
really
talking
about
Young
Achievers,
it's
important
to
be
talking
to
the
parents
and
to
be
bringing
to
the
full
form
of
what
the
superintendent
is
talking
about
when
we're
talking
about
safety
at
Young,
Achievers,
specifically,
which
has
to
do
with
expanding
the
restorative
justice
programs.
That
they
have,
which
has
to
do
with
dealing
with
the
staff
shortages
that
they
face
every
day
and
I'm,
not
saying
that
this
conversation
can't
happen.
F
B
Thank
you,
Council
Louisiana
and
just
before
I
just
put
this
into
a
committee.
These
these
are
subjects
that
we
will
discuss
during
the
hearing.
So
that's
the
appropriate
place
to
have
this
discussion,
so
I
just
wanted
to
highlight
that
as
I
highlighted
it
before,
you
know
we'll
have
a
robust
hearing
on
all
of
these
topics
that
we
discussed,
but
I
I
want
to
make
sure
everyone
knows
that
you
know
your
attendance
is,
is
requested
at
these
hearing
and
working
sessions
as
well.
So
that's
where
these
these
matters
will
be
discussed.
B
H
Thank
you,
Mr
President
I
would
like
to
Advocate
that
this
particular
hearing
is
referred
to
the
education
committee,
as
this
is
an
issue
that
we're
talking
about
in
regards
to
school
safety
and
I
believe
it
falls
within
the
jurisdiction
of
my
Committee
in
the
education
space.
B
H
You
Mr
President,
the
ongoing
Kobe
pandemic
continues
to
have
devastating
impacts
on
our
communities
and
as
a
city,
we
have
been
forced
to
respond
in
multiple
ways.
However,
there's
still
more,
we
can
do,
particularly
when
it
comes
to
our
students
in
the
Boston
Public
School
System
parents
need
to
ensure
that
their
children
have
access
to
Safe
learning
environments,
which
includes
a
clean
ventilation
system
to
help
mitigate
the
spread
of
the
virus.
H
It
is
important
also
to
note
that
BPS
needs
to
listen
to
parents
and
to
continue
to
implement
the
appropriate
safety
measures
to
keep
our
communities
healthy.
I,
look
forward
to
working
with
my
colleagues
on
the
Council
of
community
leaders
and
residents
in
achieving
the
appropriate
covet
safety
measures
in
the
Boston
Public
Schools.
B
B
F
Thank
you,
Mr
President.
This
is
a
refile.
We
held
a
hearing
on
this
pretty
early
on
last
year.
Oh
I
like
to
suspend
rule
12
and
add
council
Fernandez
Anderson.
N
F
You
due
to
the
great
work
of
this
Council
during
budget
season,
we
were
able
to
expand
the
budget
and
really
invest
in
an
office
that
was
never
really
fully
invested
in
and
so
they've
been
able
to
do
some
great
programming
and
continuing
to
build
out
what
that
programming
looks
like
how
we
assist
folks
who
are
returning
home
and
really
helping
to
stabilize
them
into
the
Boston
communities
and
I
think
ongoing
hearing
to
hear
about
their
creative
ideas
and
to
see
how
we
can
best
support
them
and
and
they're
assisting
the
the
daily
lives
of
folks
returning
home
to
ensure
that
this
is
a
return
home
that
that
allows
them
to
Access
housing,
access,
jobs
and
and
get
all
sorts
of
material
assistance
is
really
important.
B
A
B
Would
anyone
like
to
add
their
name,
please
Mr
clerk?
Please
add:
council
of
Royale
councilor
Braden
councilor
Clara
Council,
Bock,
councilor,
colletta,
Council,
Fernandez,
Anderson,
Council
of
clarity,
Council
Lara,
Council
Mejia,
please
add
the
chair:
I
talk
at
zero.
One.
Six
eight
will
be
referred
to
the
committee
on
civil
rights
and
immigration
advancement,
Mr
clerk,
we're
on
to
docket
zero
one.
Six,
nine.
B
B
B
B
B
H
B
B
Mr
clerk,
could
you
please
add:
councilor
Arroyo
councilor,
councilor,
Braden,
councilor,
colletta,
Council,
Flaherty
Council,
we're
all
please
add
the
chair
and
this
docket
docket0170.
We
refer
to
the
committee
on
government,
accountability,
transparency
and
accessibility.
At
this
time.
I
do
want
to
acknowledge
Council
Council.
You
have
the
full
really.
M
Quick
I
know
we've
been
here
for
a
while,
but
I
just
want
to
thank
my
partners
in
this
councilmania
and
Council
Louisiana
for
continuing
this
conversation.
This
was
a
transformative
transformative
investment
into
Charlestown,
but
there
are
benchmarks
to
ensure
that
we
are
meeting
the
promised
deadline
of
July
2024
for
an
opening
date.
So
I
wanted
to
be
sure
to
say
that
on
the
record
and
again,
I
do
look
forward
to
the
conversations
with
my
partners
and
with
respective
City
departments.
Thank
you.
H
This
is
just
again
a
refile
I'm,
looking
forward
to
really
having
a
conversation
of
what
it
looks
like
when
we're
really
serious
about
social
Equity
licenses
and
things
of
that
nature.
We
have
seen
so
many
folks
come
in
and
out
of
these
spaces
and
places
trying
to
build
their
businesses,
and
we
need
to
start
thinking
outside
the
box
in
terms
of
how
we
diversify
the
Cannabis
industry.
Here
in
the
city
of
Boston
I
know
when
we
filed
this
hearing
order,
there
was
a
lot
of
pushback
in
regards
to
what
this
could
look
like.
H
But
if
we're
really
serious
about
meeting
this
moment,
then
we
need
to
be
serious
about
how
we're
going
to
change
the
way
we
do
business
I'd
love
to
see
a
cannabis
cultivation
site
here
in
the
city
of
Boston,
where
people
can
act.
Thinking
about
this,
like
the
Commonwealth
kitchen,
where
folks
can
actually
use
some
space
to
be
able
to
make
different
types
of
products
that
they
can
sell.
So
looking
forward
to
having
this
public
hearing
and
figuring
out
how
we
could
definitely
diversify
and
reduce
the
barriers
to
this
particular
industry.
Thank
you.
B
B
C
H
This
is
just
again
once
again
a
refiled,
and
we
look
forward
to
listening
and
learning
more
so
that
we
could
determine
the
next
best
steps
and
I'd
like
to
thank
my
colleague
and
co-sponsor
counselor
Lara
for
joining
me
again.
In
this
conversation.
B
Thank
you
councilman
here.
Would
anyone
like
to
add
their
name?
Please
raise
your
hand
Mr
clerk,
please
at
councilor
Council
Braden,
Council,
Louisiana,
Council
Burrell.
Please
add
the
chair
talk
at
zero.
One.
Seven
three
refer
to
the
committee
on
education,
Mr
clerk.
Please
read
dark
at
zero
one.
Seven
four.
B
Council
I'm
sorry,
the
chair
recognizes
Council
Murphy
Council
Murphy
of
the
four
could.
B
On
docket
zr175
as
well,
yes,
okay,
Mr
Kirk!
Can
you
please
read
talk
at
zero
one,
seven,
five
as
well
talking.
C
P
Yes,
so
thank
you,
I'm
I'm,
working
with
Arielle
Hellman
from
the
Jewish
Day
schools
and
Mary
Gosselin
from
the
Boston
Catholic
schools
to
address
their
concerns
around
special
education
services
that
are
required
to
be
delivered
to
all
Boston
children,
regardless
if
they
attend
a
BPS
school
or
not,
and
this
information
will
help
their
advocacy
for
their
students.
So
thank
you,
council.
B
Council
Murphy
seeks
suspension
of
the
rules
and
passage
of
darken
zero,
one,
seven
five
in
in
yeah
docket,
zero
one,
seven,
four,
all
those
in
favor
say
aye
all
opposed,
saying:
hey,
The,
Dock
of
his
past
councilor
Murphy
is
also
seeking
suspension
of
the
rules
and
passage
of
docket
zero
one,
seven
five,
all
those
in
favor
say
aye
aye
opposing
a
the
eyes.
Have
it.
This
docket
is
passed,
we're
on
to
docket0176.
C
B
B
B
B
The
late
file
Miata
should
be
on
everyone's
desk
I'm
gonna
I'm
gonna.
Stop
for
for
a
minute
just
to
confirm
it's
on
everyone's
desk.
Okay.
We
will
now
take
a
vote
to
add
this
item
into
the
agenda.
All
those
in
favor
of
adding
this
late
file
meta
into
the
agenda
say
aye
aye
opposed
saying
a
okay.
Thank
you.
Delay
file
mat
has
been
added
into
the
agenda
into
the
agenda
I'm
working
with
our
Central
staff
director.
B
C
B
You
Mr
Clark
I'm,
working
with
our
Central
staff.
Director
of
this
ordinance
includes
minor
changes
to
the
central
staff
positions
and
codifies
changes
from
the
budget
last
year,
which
will
allow
Central
staff
to
continue
its
staff
hiring
process.
It
also
includes
small
increases
to
staff
allocations
and
Council,
as
offices
I
hope
that
we
can
suspend
and
pass
this
today.
B
I
B
B
B
B
B
Mr
crook:
do
we
need
to
take
a
vote
to
subscribe,
so
we
actually
need
to
take
a
vote
to
substitute
this
docket,
this
document
for
the
previous
document.
That
was
the
original
document
all
in
favor
of
adding
this
substitute
document
substitution
to
this
to
this
agenda,
please
say:
aye
aye
opposed
saying
a
so.
The
updated
docket
is
now
added
we're
going
to
take
a
vote
on
this
docket.
G
Thank
you,
Mr
President
I,
just
on
a
serious
note,
I
just
think
that
our
Central
staff
director
should
be
getting
paid
way
more.
That's
all!
Thank
you.
B
B
B
In
in
just
to
let
my
colleagues
know,
especially
at
this
time
of
of
various
holidays
in
its
difficult
losing
losing
a
loved
one,
family,
member
or
or
a
neighbor,
but
if
anyone
wants
to
highlight
and
talk
about
one
of
their
constituents
or
one
of
their
friends
that
are
that
are
mentioned
or
someone
else,
please
do
for
counselors
Arroyo
Flynn
and
the
entire
Council
Patricia
vitarini
testatory
for
councilor
Baker,
Brian,
McLennan,
Richard
Baker,
and
that
is
councilor
Baker's
uncle.
E
John
Patrick
Slattery
in
the
chambers,
Mr
Slattery
was
a
long
time
city
of
Boston,
employee
and
passed
away
a
few
days
ago,
and
so
I
just
wanted
to
extend
my
condolences
on
behalf
of
this
body
to
rep
Coppinger
and
his
family
and
adjourn
the
meeting
in
Mr
John
Patrick
slattery's
honor
as
well.
Thank
you.
I
Thank
you,
Mr
President
I'm,
in
regards
to
my
memorials.
I
just
wanted
to
say,
Betty
Walker
I
was
just
a
total
anchor
of
the
mission
Maine
tenant
task
force
and
somebody
who
I
always
counted
on
seeing
whenever
I
was
in
the
development
and
she
passed
away.
Sadly
just
a
couple
of
days
before
Christmas.
So
our
whole
mission,
main
Community,
is
going
to
miss
her
and
I.
Just
I
wanted
to.
Let
folks
know
that
there
is
tomorrow
night
at
6
p.m.
I
At
the
JB
Johnson
Funeral
Home
in
Roxbury,
they'll
be
awake
for
her
and
then
a
service
on
Friday
morning
at
11,
A.M
and
then
the
repast
to
follow
at
the
mission.
Maine
tenant
task
force
and
then
John
Norton,
who
was
also
mentioned,
was
really
an
anchor
of
Beacon
Hill
and
there's
a
service
memorial
service
for
him
tomorrow
morning,
at
10
A.M
at
Trinity
Church.
I
O
Yeah
I
just
want
to
speak
to
my
Memorial
with
Willie
Hicks
senior,
just
so
grateful
for
all
our
colleagues
in
the
city
of
Boston
to
be
able
to
acknowledge
him
while
he
was
while
he
was
here
with
the
street
sign
in
front
of
his
place
of
business.
He's
been
a
staple
in
our
community
for
many
years,
giving
back
to
churches,
baby
showers,
Peewee
Sports
and
he's
truly
going
to
be
missed.
But
it's
great
to
know
that
his
son
William
Jr,
is
carrying
carrying
that
Legacy.
The
funeral
services
are
January
14th
at
foreign.
B
The
chair
moves
that
when
we
adjourn
today,
we
do
so
in
memory
of
those
mentioned
individuals.
We
are
scheduled
to
meet
again
in
the
Inola
chamber
on
Wednesday
January
25th
at
12
noon.
All
in
favor
of
a
German,
please
say
aye
before
we
adjourn
I
do
want
to
say
thank
you
to
the
clerk
to
the
clerk's
team,
to
the
city,
council,
Central
staff,
and
to
my
colleagues
as
well.
This
council
meeting
is
adjourned.
Thank
you.
