elena
thank
you
for
attending
today.
I
just
want
to
give
a
brief
statement.
My
name
is
matt
anderson.
I
am
the
president
of
the
boston
police,
performance
association,
ems
division,
representing
the
men
and
women
of
boston,
ems.
E
First
and
foremost,
I
do
want
to
say
thank
you
to
council
president
flynn
and
all
the
city
councilors
that
did
vote
to
refer
this
petition
to
this
honorable
committee
regarding
elena
elena
was
a
hard-working
and
dedicated
emt
that
was
hired
by
boston
us
in
2005.,
she's,
a
mother
to
two
young
children,
jake
and
sophia,
and
a
loving
wife.
Her
husband,
mike
she
spent
most
of
her
career
serving
the
citizens
and
visitors
to
east
boston
on
ambulance.
Seven
was
very
active
member
of
our
department,
helping
out
with
our
relief
association,
training
new
employees.

While
driving
up
new
chardon
street
patient
became
increasingly
agitated
violent,
brandishing
some
pepper
spray
that
she
had
hidden
and
sprayed
and
laying
on
the
eye,
she
then
pulled
out
a
pair
of
scissors
and
began
to
viciously
attack
elena
multiple
times
her
partner
was
able
to
stop
the
ambulance,
rushed
to
the
back
of
the
ambulance
to
assist
her
and
extricate
her
from
that
awful
event.
Elena
was
transported
by
our
members
to
mass
general
hospital
and
ended
up
undergoing
emergency
surgery
to
identify
the
extent
of
her
injuries.

Elena
was
in
the
hospital
for
a
couple
days
following
the
surgeries
requiring
continued
care
and
from
the
nurses
doctors
at
mass
general
in
the
months
following
the
surgery,
elena
required
dozens
of
physical
therapy
appointments
to
regain
strength
and
mobility
from
those
injuries
sustained
during
vicious
assault.
The
events
of
july
10th
have
a
significant
impact
on
elena's
health,
both
physically
and
mentally.
She
has
not
been
able
to
overcome
the
trauma
associated
with
this
attack
and
has
been
diagnosed
with
ptsd,
leaving
her
unable
to
return
to
work
and
provide
for
her
husband
and
children.

Elena's,
adr
application
was
approved
and
she
has
been
medically
retired
from
our
department
because
her
status
is
head
of
the
household
and
the
financial
impact
being
retired
has
on
her
and
her
family.
We
ask
that
the
proposed
home
rule
be
approved
and
elena
be
made
whole
councils.
I
appreciate

the

up
to
this
incident
on
the
night

january
8

that

weight

what
we're
saying,
because
kurt's
had
to
live
with
this

past
six
seven
years

on,

pleasure
of
knowing
him
prior
to
being
involved
in
such
a
traumatic
experience.

happened

happened

that
you
would
like
to
delve
into

little

protect
what
you
want

protect

terms

feelings
and
emotions,

are
happy

union
chief
long
former
counselor
sabi
george,
who,
who
met
with
us
years
ago
on
this
issue
and
and
never
stopped
checking
in
and
david
from
from
council
murphy's
office,
who's,
probably
taken
a
dozen
calls
from
me
for
the
last
couple
days.
He's
he's
absolutely
wonderful
and
counselor
if
he
should
be
happy
to
have
him.

So
I
don't
want
to
spend
too
much
time
going
over
some
of
the
things
that
was
already
have
already
been
said.
But
in
january
of
2016
I
was
assigned
to
the
drug
control
unit
detailed
to
to
b3
matapan,
and
we
were
investigating
a
a
known.
F
A
known
gentleman
who
was
at
the
time
was
on
parole
for
gun
and
drug
charges,
and
that
morning
we
began
to
follow
him
in
the
washington
street
area
in
erie
street
area,
up
into
a
quiet
neighborhood
on
rossetta
street
in
mount
boden
terrace,
he
immediately
began
to
evade
driving
in
an
erratic
manner.
F
Taking
multiple
turns,
it
was
pretty
apparent
to
us
at
that
morning
that
that
he
had
identified
us
as
boston
police
officers,
even
though
we
were
in
plain
clothes
and
unmarked
vehicles,
he
pulled
over
pretty
abruptly
on
mount
poden
terrace,
and
the
decision
was
made
to
approach
that
the
gentleman
I
was
the
first
officer
to
pull
up
behind
him
and
got
out
of
my
vehicle.
F
The
second
I
got
out
of
my
vehicle.
His
I
saw
his
door
open
and
I
began
to
get
around
my
door
as
quick
as
I
could.
F
F
I
had
to
get
to
the
back
of
my
car
after
being
shot
in
the
leg.
I
was
able
to
get
to
the
back
of
my
car,
but
I
immediately
fell
to
the
ground
and
I
could
hear
the
gunshots
and
I
knew
he
was
coming.
I
I
saw
out
of
the
corner
of
my
eye,
as
I
was
getting
to
the
back
of
my
car
that
he
was
running
at
me,
shooting
as
he
ran
by
me.
The
gun
was
pointed
directly
at
me.
F
I
was
laying
at
his
feet
as
he
ran
by
and
I
didn't
know
at
the
time,
but
the
gunner
jammed.
I
returned
fire
until
he
turned
right
and
ran
down
the
hill
and
he
was
out
of
sight
at
that
time.
F
I
had
to
identify
who
I
was
on
the
radio
while
being
shot
holding
my
leg
and
where
I
was
I
looked
down
at
my
leg
and
I
was
bleeding
pretty
badly
to
the
point
where
my
my
whole
pant
leg
was
covered
in
blood
already,
and
I
could
see
the
blood
coming
through
my
my
pant
leg.

At
that
time,
all
I
could
think
about
was
getting
to
my
car
door,
so
I
could
get
my
phone
because
I
didn't
want
my
wife
to
hear
from
anybody
else.
Besides
me,
the
last
thing
I
wanted
was
someone
to
call
my
wife
to
tell
them
tell
her.
I
was
shot.
I
wanted
that
to
come
from
me.
I
wanted
her
to
know.
I
was
going
to
be
okay,
I'm
in
my
way
I
dragged
myself
to
the
to
the
door
of
the
car.
F
I
used
my
belt
as
a
tourniquet
until
the
first
responding
officer,
thankfully,
was
a
new
officer
and
had
just
been
trained
in
the
tourniquets.
I
hadn't
even
been
trained
as
a
as
a
veteran
officer.
I
hadn't
been
trained
yet,
and
this
new
officer
was
carrying
a
tourniquet
on
him.

At
that
point
I
was
rushed
to
boston
medical
center
and
the
decision
was
made
to
leave
the
bullet
inside
my
leg.
So
to
this
day,
I
have
I'm
carrying
a
bullet
that
this
gentleman
put
inside
me
and
that
usually
starts
my
day
that
I
wake
up
and
I
think
I
get
I
get
this
foreign
object.
I
have
to
carry
around
every
day.

See
on
a
daily
basis,
I
have
constant
nightmares.
I
have
serious
anxiety
paranoia
and
depression
and
the
biggest
the
hardest
thing
for
me
is.
You
know
you
constantly
get
asked
how
you
doing.
How's
things
going
and-
and
you
know
the
general
statement
is:
oh,
I'm,
okay,
I'm
doing
good.
Oh
I'm
doing
well,
kids
are
good.
You
know
there
are
days.
I
want
to
tell
everybody,
I'm
not
okay.

And-
and
it's
it's-
it's
been
hard.
I
was
a
constant.
I
was
a
constant
72-hour.
A
weak
person
I
was
in
court
in
the
morning,
went
straight
to
work
and
worked
all
night
long.
It's
made
it.

All
this
and-

I
love
my
job-
it
took
me
a
long
time
to
decide
to
retire,
because
I
really
really
want
to
go
back.
I
wanted
to
get
better.
I
just
I
get
to
the
point
where
I
knew
I
couldn't.

Service
of
the
city
has
been
a
a
real
important
thing
in
my
family.
My
father
was
a
boston
firefighter.
My
grandfather
was
a
boston
firefighter.
They
both
died,
active
duty,
neither
one
of
them
were
able
to
enjoy
retirement
and
I'm
and
I'm
here
retired
and
still
not
able
to
enjoy
it
because
of
the
way
I
got
there.

think
I've
said
enough.

just

you
know,
thank
my
wife
for
keeping
everything
together
and
you
know
thank
my
children
for
being
there
for
me
and
I
I'll
turn

retired

us

garner's

took
his
class

earned

emt
certification

march
of
2003
and
began

boston
ems
academy

may

10
2019
my
life
changed
in
an
instant.
What
started
as
a
routine
transport
left
me
fighting
for
my
life.
What
began,
as
a
conversation,
suddenly
turned
into
being
sprayed
with

off
and
temporarily
blind
me,

stab
I
felt
was
in
my
