FY
18
operating
budget
is
the
largest
in
the
history
of
the
city
of
Boston
totaling,
three
point:
one:
five
billion
dollars:
this
is
an
increase
of
a
hundred
and
forty
eight
point:
five
million
dollars
almost
five
percent
over
last
year's
operating
budget.
The
Boston
public
school
budget
is
also
the
largest
in
the
city's
history
totaling
more
than
a
billion
dollars.
To
fully
understand
this
budget,
we
held
28
hearings,
totaling
nearly
60
hours
of
testimony
over
20
hours
of
that
testimony
was
dedicated
to
the
Boston
public
school
budget.

We
also
received
approximately
615
pages
of
written
testimony
from
city
departments
and
several
presentations
on
specific
subject
areas.
In
addition
to
the
detailed
budget
books
provided
by
the
Office
of
Budget
Manager.
This
has
been
an
exhaustive
review
performed
at
an
intense
pace.
The
resubmitted
capital
budget
now
includes
a
million
dollar
increase
of
the
vision,
zero
initiative.

Overall,
the
budget
supports
basic
city
services
and
quality
of
the
improvements
Brawl
residents,
the
boss,
important
investments
that
matter
to
everyone,
classes
for
police,
fire
and
EMS,
including
an
additional
class
of
20
police
cadets,
14
million
dollars
for
extended
learning
time
or
for
over
15,000
additional
students.
Six
new
Hokies
180
new
bike
racks
around
the
city,
40
miles
of
paving
and
the
upgrade
of
900
ramps
or
88
compliance
data
analytics
used
to
improve
the
effectiveness
of
all
the
partners
and
programs.

Increasing
the
digital
presence
of
our
libraries
to
meet
modern
needs
renovations
in
senior
housing,
develops
developments
in
Brighton
and
self
Austin
renovations,
the
city
parks
and
ball
field,
extending
hours
of
operations
to
both
nights
and
weekends
of
a
paths
program
to
combat
opioid
addiction,
implementation
of
the
new
community
assistant
team
that
plays
EMTs
and
non
transport
vehicles
deploy
to
areas
with
high
non
frontier.

This
will
provide
assistance

vulnerable
populations
while
freeing
up
brand
support
services
for
those
in
critical

The
budget
process
is
incredibly
difficult
to
navigate
in
a
perfect
world.
Every
priority
put
forth
by
this
council
and
the
public
would
be
given
the
budget
allocation
it
deserves,
but
the
constraints
of
our
city's
financial
resources
require
us
to
make
some
difficult
decisions,
just
like
our
own
home
budgets.
The
budget
before
us
right
now
is
not
perfect
and
I
am
positive.
Nobody
in
this
building
would
argue
that
it
is
that
said,
the
budget
before
us
is
a
responsible
and
sustainable
plan
for
our
city's
future.

We
live
in
a
time
in
which
there
is
tremendous
and
uncertainty
coming
from
the
federal
and
state
government.
Now,
more
than
ever,
we
need
to
make
sure
that
we
do
not
overextend
our
commitments
and
maintain
the
strong
financial
health
we
have
cultivated
in
recent
years
as
I'm
sure
my
colleagues
remember,
the
city
of
Boston
has
not
always
had
the
financial
might.
We
now
have
the
practical
approach
we
have
taken
with.

Our
city's
budget
has
allowed
us
the
flexibility
to
make
targeted
investments
in
our
schools,
parks
and
transportation
infrastructure,
among
other
important
investments
we
have
made
this
year.
We
have
also
been
fortunate
enough
to
make
investments
in
specific
areas
of
the
concern,
like
the
paths
and
best
programs
to
address
the
serious
issues
of
opioid
addiction
and
mental
health
and,
in
addition
to
these
key
investments
were
also
managing
to
pay
down
our
city's
liabilities
in
order
to
leave
a
stable,
City,
broad
children
and
our
grandchildren.

Our
triple-a
bond
rating
reflects
our
fiscal
prudence
and
the
increase
in
operating
school
and
capital
budget
that
we
see
for
fiscal
year.

continuation

this
careful
stewardship,
aggressive
management
of

long
term
liabilities,
strategic
budget
management
have
given
us
responsible

sustainable
budget.

concerns

lot

good

of
improvements,

particular
renewed
commitment
and
a
renewed,

increased
commitment
to
division,

program,
our
street
redesigns,
many
of
which
is
happening
in
my
district.
A
great
success
is
phenomenal
to
see
the
addition
of
new
graffiti
Buster's.
That's
one
of
the
calls
I
get
over
and
over
and
over
and
the
long
wait
list
something
that
people
find
very
frustrating
and
you
know
fall
of
our
Public
Works
Department.

But
I'm,
a
little
disappointed
about
in
this
budget
is
once
again,
there
is
not
funding
for
a
pilot
program
for
our
city,
housing
vouchers,
I
think
we
need
to
get
there.
We
need
to
continue
talking
about
this.
We
need
to
make
sure
that
people
in
our
city,
whether
it's
their
several
thousand
public
school
students
who
are
experience,
whether
it's
others
or
experiencing
homelessness,
have
a
path
to
a
stable
home
in
our
in
the
city
of
Boston.
We
need
to
continue
working
on
this,
particularly
in
the
face
of
continued
cuts
in
the
federal
government.

think
we
we
have
a
long
way
to
go.
We
need
to
be
more
of
this
in
the
City
of
Austin,
and
I
would
also
want
to
continue
that
verse,
a
Shinto
make
sure,
as
we
have
conversations
around
the
CPA

implementation

the
appointees
from
this
body
are
open
to
a
program
like
that
and
I
been
you
working
on
that
so

campaign

which
is

expression

Think
it's
very
true.

You
know
in
campaigning
it's
difficult,
but
it's
it
is
poetry
and
then,
once
you
get
there
and
to
do
the
nuts
and
bolts
it
can
be,
it
can
be
a
hard
job,
but
obviously
an
incredibly
important
job.
I
will
be
voting
in
support
of
this
budget
because
it
is
a
good
budget.
Obviously
you
know,
as
has
been
said
by
the
prior
two
speakers
and
I,
anticipate
subsequent
speakers.
It's
not
perfect,
and
there
are
things
that
we
want
to
see,
but
the
end
of
the
day
this
is
a
solid,
strong,
smart
budget.

It's
good
for
our
city,
that's
good
for
our
constituents
and
it's
good
for
the
future.
We
talked
about
increases,
obviously
to
those
quality
of
life.
Constituent
service
issues
such
as
the
Department
of
Public,
Works
or
transportation
vision,
zero
is
absolutely
crucial
to
see
that
million
dollars
is
wonderful.

We
talked
about
what's
going
to
happen
in
many
of
the
capital
expenditures
that
we'll
get
to
later,
including
nearly
five
million
dollars
for
Jamaica
pond
pathway
project,
which
is
going
to
allow
for
people
who
use
a
wheelchair
of
difficulty
walking
to
better
navigate
a
crown
jewel
of
the
Emerald
Necklace,
as
well
as
runners,
walkers
and
cyclists.
We
talked
about
bps
and
in
the
fact
that
there
is
a
20
million
dollar
increase.
A
nearly
4%
increase,
their
weighted
student
funding
formula
is
a
fairer,
more
equitable
system
that
we
have
in
place
now.

So
when
school
population
decrease,
you
will
see
that
the
money
follow
the
students,
but
there's
also
a
soft
landing
mechanism
put
in
place
in
place
to
address
that
as
well.
This
is
a
good
budget,
one
that
I'm
proud
to
support,
we'll
be
voting
in
the
front
in
the
affirmative.

I
want
to
thank
councilor

leadership
through
all
the
hearings
and
the
follow-up
to
get
us
the
documentation
and
responses.
There
are
questions
during
the
hearing.
I
also
want
to
thank
central
staff
for
their
hard
work
and
and
dedication
as
well.
Often,
we
got
responses
that
weren't
responsive
and
they
would
follow
up.
So
thank
you.
I
It's
a
fund
that
I
hope
will
grow
from
two
hundred
and
fifty
thousand
dollars
which
it
is
at
now
to
millions
I'm
happy
with
the
indigent
burial
fund,
I'm
happy
with
the
additional
best
providers
and,
frankly,
I
want
to
thank
dr.
asabi,
George
and
councilor
Pressley
for
their
leadership
on
that
I'm
happy
with
the
additional
1
million
dollar
investment,
envision,
0.
Of
course,
the
Sharps
team.
I
Given
the
opioid
crisis,
we
need
more
people
out
there,
picking
up
needles,
I'm
happy
with
all
of
that,
but
last
year
I
voted
against
the
bps
budget,
because
I
thought
it
cut
programs.
Frankly,
they
were
proven
successful
in
an
effort
to
introduce
new
programming
this
year,
I'm
voting
in
favor,
because
one
it's
not
easy
to
for
us
to
actually
go
through
the
bps
budget.
I
We
don't
have
the
power
to
go
line
by
line
and
say
you
know
what
transportation
I
don't
want
to
prove
that,
but
I
want
to
prove
on
some
other
piece
of
the
BPS
budget,
so
really
shows
the
limitation
of
our
power
as
counselors,
but
I'm
voting,
because,
frankly,
it
includes
good
things
for
the
schools
within
my
district
excellence.
For
all
further
investments
in
pre-k
extended
learning
time,
adding
that
to
different
schools
in
my
district
and
I.
I
Don't
want
those
programs
and
those
frankly,
good
programs
that
are
going
to
go
to
my
schools
in
my
district
to
be
done
away
with
because
of
a
no
vote
on
this
budget.
But
I
do
have
raised
concerns
frankly
about
the
lack
of
a
strategic
plan
from
BPS
to
achieve
the
goal
of
providing
a
quality
education
to
all
students
in
the
city
of
boston,
particularly
those
in
my
district
I.
Think
we
lack
still
a
blueprint
on
how
each
department
plays
a
role
in
achieving
that
goal.
I
I
think
simply
voting
No
will
not
produce
that
strategic
plan,
so
I
pledge
to
work
with
bps
sooner
in
the
process
sooner
in
the
budget
process
to
help
come
up
with
conversations
to
help
come
up
with
a
strategic
plan
to
work
with
them
to
actually
understand
what
that
plan
is
and
to
make
sure
that
it's
in
terms
that
my
constituents
can
understand.
I
was
happy
to
see,
for
example,
an
additional
investment
and
focus
on
level.
I
Three
four
and
five
schools
and
frankly
looking
at
ways
in
which
to
turn
around
those
schools,
many
of
which
are
in
my
district,
but
while
there
might
be
small
plans
like
that
to
turn
around
schools
at
a
level
three
four
and
five,
there
isn't
a
larger
plan
to
fix
the
system
as
a
whole,
and
so
my
vote
today
is
in
favor
of
those
initiatives
and
that's
it.
But
I
will
say
this.
I
I
can't
say
that
every
year
going
forward
that
I'm
going
to
vote
in
favor
of
the
bps
budget,
I
think
I
said
yesterday
in
our
council
a
recent
middle
hearing
that
I
frankly
think
that
BPS
has
a
lot
of
money.
Almost
one
point:
almost
1.1
billion
dollars
and
I
think.
Frankly,
we
need
to
hold
them
more
accountable
last
year
in
the
budget
cycle
transportation.
Using
that
again
as
another
example,
we
said
we
saved
10
million
dollars
as
a
cost
savings
to
try
to
reduce
that
transportation
budget.
I
That
budget
is
almost
120
million
dollar
and
instead
of
realizing
that
ten
million
dollars
cost
saving,
we
got
five
million
in
FY
17
and
we're
hoping
to
get
five
million
in
FY,
80
and,
frankly,
I
think.
That's
unacceptable
constituents,
taxpayers
parents
need
to
know
that
when
BPS
says
they're
going
to
do
something
that
we
know
that
we
are
going
to
hold
them
accountable
to
that
and
that
we're
not
going
to
keep
giving
them
additional
money
without
them.
I
It
might
mean
paying
our
parents
to
bring
their
kids
to
school,
and
if
that
saves
our
70
million
dollars.
Well,
guess
what
we
have
an
additional
70
million
dollars
that
we
can
invest
in
other
things
that
that
bps
might
need.
It
might
be
paying
this
Johnson
in
my
neighborhood
to
do
a
power
pool
of
the
people
at
her
community
and
that
might
save
us
40
million
dollars.
I
Planning
really
involves
looking
at
any
and
every
alternative
that
is
available
to
us,
thanking
critically
about
the
pros
and
cons
and
then
going
from
there
and
I
want
to
see
that
from
VPS.
My
constituents
want
to
see
that
from
VPS
and,
more
importantly,
my
parents
and
my
students
want
to
be
a
part
of
those
solutions.
They
want
to
be
a
part
of
those
conversations
and
I
know
that
bps
is
taking
some
great
steps
and
I
want
to
acknowledge
some
of
the
great
work.
I
The
bps
bill,
the
financial
planning,
but
sometimes
I-
think
we
don't
know
how
all
of
those
plans
connect
with
one
another.
One
department
may
be
doing
some
really
great
work,
another
part
of
department,
Lea
doing
we
may
be
doing
some
other
great
work.
We
don't
know
how
it
all
comes
together
to
support
the
larger
goal
of
ensuring
that
every
kid
in
the
city
of
Boston
has
a
quality
education.
I
One
of
the
questions
I
asked
the
budget
hearing
was
about
closing
the
achievement
gap
and
I
was
very
sad
to
see
that
the
numbers
and
the
data
doesn't
seem
to
change
that.
Students
of
color
are
still
not
performing
at
the
same
level
as
their
white
major
Asian
counterparts
and
I
asked
what
is
the
timeline
around
closing
that
achievement
gap
and
we
talked
about
and
probably
take
five
years,
which
is
devastating.
I
If
you're,
a
parent
with
the
student
in
the
DPS
system,
that
you
have
to
wait
five
years
before,
we
can
actually
close
that
gap
substantially
and
while
I
understand
that
take
time
to
do
that,
work
I
said:
okay,
what's
that
plan
looked
like
and
the
response
was
well,
the
plan
involves
every
single
department
in
the
city
in
the
bps
department
and
that
every
department
in
bps
can
play
a
role
in
closing
achievement
gap
that
is
fantastic.
I
am
still
waiting
for
I
asked
for
a
document
that
says:
okay.
I
How
else
will
we
hold
ourselves
accountable
if
we
don't
see
that
on
paper
and
if
we're
not
on
the
same
page,
so
I
push
BPS
to
think
more
critically
to
be
a
little
bit
more

happening
behind
the
scenes
and
I
know
much
of
it,
is
with
the
public
in
a
more
transparent
way.

We
have
police
police
districts
that
need
more
police
officers,
I
have
c11
and
b3
who
have
call
volumes
that
are
ridiculously
high
and
they
don't
have
enough
officers
to
respond
to
these
calls.
We
have
vacant
and
abandoned
laws
in
my
property
we
have
to
have
a
better
plan
on
cleaning
those
up
so
that
we
don't
keep
getting
the
same
constituents
all
about
trash
and
rodents
or
buildings
or
Bandhan
Lots
that
look
terrible
on
someone
Street.
I
There
are
other
priorities
that
are
equally
important,
and
so,
if
we're
giving
more
money
to
another
department,
they
need
to
be
delivering.
Otherwise
we
need
to
be
taking
that
money
in
reinvesting
it
in
other
departments
that
need
it.
Just
as
much
I
understand.
The
federal
government
and
the
state
government
are
retreating,
a
lot
of
these
things
and
it's
sad
and
unfortunate
that
the
city
of
Boston
has
stepped
up
a
little
bit
more,
but
these
needs
still
exist
for
our
constituents,
so
we
have
to
step
up
a
little
bit
more.
I
That's
what
makes
our
city
so
frankly,
so
damn
great
and
so
I'm
excited
to
to
vote
for
the
budget
in
partnership
with
the
mayor
as
well.
As
my
colleagues,
I
will
say,
I
will
continue
to
challenge
departments
and
look
to
hold
them
accountable.
I
also
am
an
optimistic
person.
I
do
think.
Ets
can
make
sure
that
every
student
ensure
that
everything
has
a
quality
education
from
k-12
the
12th
grade,
I'm
a
product
of
VPS.
My
father
was
born
in
1933
in
Roxbury
he
was
a
product
of
VPS
and
it
was
excellent.
I
Then
it
was
actually
when
I
was
there
and
it
can
be
excellent
for
every
student
in
the
City
of
Boston
and
frankly,
it's
the
only
solution
for
most
of
our
family.
So
thank
you,
madam
president,
for
allowing
me
to
go
a
little
bit
longer
than
usual.

their
budget

their

of
staff
and
their
team
for
the
thoughtful

years

been
neglected

a
library,
a
branch
library
return
to
the
Chinatown
neighborhood.
It
is
a
huge
victory
for
the
neighborhood
and
for
those
advocates
who
have
sojourned
and
rally
for
so
long.
A
library
is
so
critical
as
to
the
health
of
a
community.

It
was
that
and
just
as
they
went
out
one
for
so
long,
but
we
thank
the
for
their
vigilance
and
it's
a
new
day
and
we're
glad
that
that
library
will
be
returning
so
I
look
forward
to
voting
in
support
of
the
capital
budget.

operating
budget
is
far
from
perfect
I
understand
and
share
the
frustration
of
the
advocates
pushing
for
city
funded
housing.
Voucher
program
I
was
proud
to
support
the
letter
authored
by
councillors
a
command
wool
in
support
of
this
program's
implementation
this
fiscal
year.

Given
the
impassioned
and
courageous
testimony,
we
heard
yesterday
it
and
a
phone
calls
to
our
offices
daily
underscore
the
fact
that
we
must
act,
and
we
must
act
too
now,
as
a
policymaker
I,
have
to
consider
and
weigh
the
budget
in
its
entirety.
The
operating
budget
I
want
to
thank
councillor,
sabe
George
for
her
partnership
and
our
shared
advocacy
and
a
push
for
the
expansion
of
the
best
program,
adding
four
full-time
mental
health
clinicians,
the
Boston
Police
Department
I.

Thank
you
for
your
partnership
and
your
advocacy
and
I
think
the
administration
for
listening
and
for
onboarding.
These
positions
in
the
budget
resubmit.
All
this
is
an
investment
that
will
keep
our
first
responders
and
residents
safe.
We
trained
clinicians
the
escalating
situation.
It
is
truly
in
the
best
interest
of
residents,
police
officers
and
the
general
public
safety
and,
most
of
all,
those
suffer
with
mental
illness
and
their
families.

So
I
mean
yes,
I'm
a
capital
budget,
and
this
operating
budget
is
our
must
support.
Although
it
is
not
perfect
by
adding
additional
investments,
that
I
know
will
create
a
healthier
neighborhood.
As
for
the
BPS
budget,
I
am
encouraged
by
the
expansion
of
pre-k
C's,
getting
us
closer
to
excellence
for
all.
We
know
that
a
lot
of
the
outcomes
we're
trying
to
address
on
the
back
end
begin
at
that
early
education
point.
D
So
I'm
encouraged
by
that,
as
well
as
the
investments
that
support
our
homeless
students,
but,
as
I
said
in
yesterday's
hearing
on
the
resubmitted
budget,
I
cannot
support
a
bps
budget
that
does
not
make
the
increased
investment
in
social
emotional
wellness
support
that
I
have
advocated
for
since
joining
this
council.
Nearly
eight
years
ago,
I
remain
frustrated
that
the
comprehensive
sexual
health
curriculum
we
worked
so
hard
to
draft
in
partnership
with
bps
and
to
ultimately
see
adopted
as
a
part
of
its
wellness.
D
Curriculum
is
not
being
equitably
administered
to
a
shortage
of
health
educators
and
a
lack
of
a
clear
funding
plan.
Now
it's
true.
There
are
six
costs
from
the
bps
budget
in
stage
one
state
aid
with
higher
charter
school
assessment.
This
is
all
true.
The
mayor
to
his
credit,
has
written
critical
legislation
to
fix
the
broken
state
funding
system
for
education,
which
has
created
these
structural
deficits
and
I'm
grateful
for
that
and
will
lend
my
support
to
those
efforts.
D
But
I
do
believe
this
budget
is
a
bps
budget
in
its
current
form,
is
large
enough
to
make
these
investments
and
to
get
us
closer
to
a
nurse
in
every
school
in
the
district.
I
want
to
share
some
numbers
with
you,
as
recommended
by
the
American
Academy
of
Pediatrics,
along
with
the
clinicians,
the
recommended
ratio
is
one
to
five
to
seven
hundred.
Bps
is
ratio
for
nurses
and
clinician
is
one
to
1,100,
because
we
have
nurses
that
are
going
to
multiple
school
and
guidance
counselors,
the
american
academy
of
pediatrics,
the
recommended
ratio
is
into
250.

The
bps
ratio
is
1
to
760.
Now
these
investments
are
critical
to
Student
Health
and
to
academic
and
life
success.
We
do
have
a
funding
problem,
but
that
is
not
our,
but
it
is
not
our
only
problem
and
it
is
not
insurmountable.
I
know
in
value
our
dedicated
BPS
staff,
from
the
bolding
building
to
the
classroom
and
I
know
how
hard
our
budget
team
works
and
I
appreciate.

All
of
you
I
know
how
each
of
you
deliberate
and
think
holistically
about
your
priorities
and
how
to
make
these
decisions,
but
I
simply
can't
vote
in
support
of
this
VPS
budget
with
a
critical
social
emotional
learning
investments
are
lacking.
These
supports
determine
the
academic
and
life
trajectories
for
our
students,
I'm,
especially
grateful
for
dr.
Carl
Estrada,
dr.
Amalia
Nieves
and
their
team,
the
health
and
wellness
department.

do
so
much
with
so
little.

is

tough
part
of
the

place,

way

I
first
came
on,
the
financial
crisis
hit
nine
months
late,

was

different

now
we
were

extraordinary

think
we're
spending
wisely
we're
we're
investing
wisely
and
and
truly
excited
about
the
way
the
year
washing
ministrations,
move.

testimony

was
great
work
and
I
thought.

hope
that
that's
something
that
will
continue
today.
I
am
pleased
to
vote
for
an
operating
and
capital
budget
that
supports
our
most
vulnerable
citizens.
It's
fiscally
sound
and
responsible
and
reflects
so
much
of
what
the
council
has
advocated
for
as
chair
of
the
Committee
on
homelessness,
mental
health
and
recovery.
I
went
into
this
process
with
the
number
of
priority.

Opioid
addiction
is
a
crisis,
and,
frankly,
the
health
care
system
is
an
absolute
mess
and,
along
the
along
the
step
of
steps
to
care,
our
residents
see
see
that
mess.
The
past
program
helps
those
struggling
with
addiction
and
their
families
navigate
navigate
this
crazy
system
so
that
they
can
get
help
and
work
toward
lifelong
recovery.
I
am
grateful
that
this
budget
will
expand
operation
of
path
to
seven
days
a
week.
I
am
also
proud
that
this
budget
will
double
the
capacity
for
the
mobile
strategy.

Counselor,
Baker
and
councillor
McCarthy
have
stood
by
me
every
step
the
way
and
advocating
for
additional
investments
in
this
program
and
I'd
like
to
thank
them
for
their
partnership
in
their
leadership.
A
few
weeks
ago,
I
had
an
opportunity
to
do
a
ride-along
with
the
mobile
tracks,
team
and
I
learned
that
they
do
as
much.
They
do
much
more
than
just
pick
up
needles.
Don't
get
me
wrong,
they
pick
up
a
lot
of
needles.

We
know
the
number
is
20,000
last
year
alone,
but
in
practice
they
are
also
Street
out
outreach
workers
connecting
with
people
who
are
struggling
with
addiction,
mental
health
issues
and
homelessness.
People
in
crisis,
I
am
grateful
for
their
work
and
I
am
excited
to
see
what
they'll
be
able
to
do
with
even
more
support.
I'd
like
to
thank
my
counselor,
my
colleague,
also
Presley,
for
her
great
work
advocating
for
those
who
are
experiencing
trauma.
It
is
no
doubt
where
her
passion,
her
advocacy
in
her
core
lie.

I
was
honored
to
partner
with
her
and
please
Commissioner
Evans.
To
advocate
for
the
expansion
of
the
bathroom,
which
puts
Mental
Health
Commission's
on
the
front
lines
of
police
officers.
These
clinicians
help
defuse
crisis
situations
and
keep
everyone
safe.
This
budget
will
permanently
fund
for
new
clinician,
in
addition
to
the
two
positions
that
are
currently
grant
funded.
This
investment
shows
our
commitment
of
supporting
those
in
crisis
and
it
will
save
life.

We
have
had
some
incredible
victories
when
it
comes
to
homelessness.
Over
the
last
few
years,
we
have
helped
1,100
pranic
lis
homeless.
Individuals
find
permanent,
supportive
housing
and
have
officially
ended
chronic
veterans
homelessness
in
the
city,
but
there
is
still
much
more
to
do.
The
solution
to
homelessness
is
permanent,
supportive
housing
and
that's
why
I'm
proud
to
join
counselors
a
command
whoo
and
many
of
my
other
colleagues
and
advocating
for
a
city
funded
voucher
probe.

These
vouchers
could
be
a
valuable
to
tool
in
our
fight
against
homelessness
and,
although
we
aren't
there
yet
in
this
budget,
I
believe
that
we
are
closer
than
ever
before.
Our
fight
to
end
homelessness
has
been
largely
funded
by
the
federal
government,
and
there
is
no
better
example
of
the
impact
that
shifting
federal
priorities
has
had
on
our
city
than
what
has
happened
to
the
shore
and
safe
harbor
program.
As
councillor
Jackson
has
Highland.

Last
week,
I
brought
together
a
group
of
advocates
for
these
programs
and
representatives
from
the
administration
to
continue
to
promote
dialogue
and
partnership.
Although
we
can't
save
those
programs
or
replace
federal
funding,
I
am
grateful
that
the
administration
has
committed
to
using
whatever
resources
are
at
their
disposal
to
help
clients
from
soar
and
safe
Habra,
find
permanent
supportive
housing
and
keep
them
stable.

In
the
meantime,
I
think
that
one
of
the
best
budget
hearings
I
participated
in
was
the
transportation
the
public
testimony
was
powerful
and
the
advocates
made
a
great
case
for
increased
vision,
zero,
investing,
capacity-building
at
BPD
and
I'm
so
happy
to
support
those
investments.
Today,
in
the
capital
budget
in
general,
we
are
making
some
exciting
investments
in
parks,
five
million
dollars
for
Jamaica
pond.

Congratulations,
counselor
O'malley
our
libraries
and
laying
the
foundation
for
real
investments
in
our
school
facilities,
with
build
bpx
I'm,
looking
forward
to
supporting
our
capital
budget,
but
the
Boston
Public
Schools
budget
is
a
harder
decision
for
bps
transportation
is
a
problem.
We
are
still
prioritizing
transportation
over
education
and
it
hurts
our
fists.
I
will
continue
to
work
with
the
school
committee
and
all
of
my
colleagues
here
on
this
issue,
but
this
isn't
just
a
money
problem.
It's
a
policy
as
a
body.

We
need
to
do
a
better
job
and
bring
bps
back
to
the
table
in
September
to
check
in
specifically
on
transportation.
We
had
some
surprises
this
year
run
on
some
funding
that
we
thought
we'd
realize
and
saving
blast
parents,
and
we
can't
allow
that
to
happen.
It's
our
responsibility
to
make
sure
it
doesn't
I'm
an
advocate
for
common
sense,
operational
changes
that
will
make
life
better
for
our
bps
kids
and
their
families.
I
think
the
best
example
of
this
is
later
high
school
saga,
I'd
like
to
thank
councillor
Malley
for
all
of
his
partnership.

In
this
work.
I
know
we
made
a
great
case
and
I'm
disappointed
that
we
weren't
able
to
make
later
high
school
start
times
happen
this
year,
but
we
will
continue
this
fight
when
I.
Look
at
this
budget
I
understand
that
it
isn't
perfect.
There's
a
elected
officials.
We
are
so
many
times
wish.
We
had
a
magic
wand
to
wave
and
make
sweeping
changes
in
reforms
to
solve
major
systemic
issues,
but
there
isn't
a
magic
wand.

is
only
our
hard
work
and
in
some
of
our
tough
decisions
and
today,
I
can
trust
perfect,
be
the
enemy
of
good.
Last
year,
when
I
asked
the
superintendent
about
the
4,000
students
experiencing
homelessness,
he
admitted
that
they
weren't
doing
enough
and
it
shows
in
the
entire
FY
17
bps
budget.
There
was
only
one
mention
and
two
lines
about
these
incredibly
vulnerable
students
when
I
think
about
where
we
were
then
and
where
we
are
now.

It
seems
unreal
and
the
last
year
bps
has
brought
on
additional
stats
to
support
the
coordination
of
transportation
or
students
experiencing
homelessness.
They
have
expanded
the
capacity
of
the
office
of
social-emotional
learning
and
have
begun
a
strategic
planning
process
for
the
homeless
education
resources
network.

I
am
very
proud
to
be
a
part
of
that
one,
but
perhaps
the
single
most
exciting
thing
for
me
in
all
of
this
is
that
now
today,
instead
of
one
line
and
two
mentions
I
get
to
cast
my
vote
in
favor
of
a
new
1.2
million
dollar
investment
in
school-based
support
for
students
experiencing
homelessness,
this
money
will
give
schools
the
resources

need

Harbor
is
an
artificially
created
city
of
Boston
and
creation
that
hurt
the
most
vulnerable
people
in
the
city
of
Boston
by
no
fault
of
their
own
folks,
who
were
doing
the
right
thing
who
had
earned
their
way
and
actually
paved
their
way
to
recovery.

We're
complicit
in
that
three
individuals
who
are
incarcerated.
We
are
complicit
in
that
in
this
budget
and
furthers
that
complicity
and
so
on.
The
operating
budget
I
cannot
support
an
offer
operating
budget
in
a
city
that
has
over
144
million
dollars
of
net

our

we
do
need

budget

was
increased

we

we

budget
kicks
several
level
for
schools,
while
they're
down
Brighton
High
School
is
now
a
level
four
school
beginning.
Almost
a
million
dollar
cut
Madison
Park
vocational
technical
school
is
our
only
Vocational
Technical
High
School,
and
they
are
also
getting
cut
yet
again
in
the
city
of
Boston
that
has
more
than
we've
ever
had
in
the
past.
In
addition,
this
budget
views
our
and
the
verbage
the
vernacular
views
our
schools
as
a
deficit
versus
the
asset
that
they
are.

The
black
educators
alliance
of
Massachusetts
testified
against
this
budget
and
the
citywide
Parent
Council
testified
against
this
budget
and
councilor
Pressley
has
a
point.
Our
counselors
and
nurses
cannot
keep
up
with
the
students
that
they
have,
because
the
ratios
are
all
wrong,
and
this
is
one
of
the
most
fundamental
basic
city
services
that
we
provide
and
not
investing
in
the
front
end
will
affect
budgets
at
the
end.
I
would
know
that
I
can't
in
all
conscience
vote
for
an
education
budget.
It
does
not
fully
fund
the
Boston
Public
Schools.

plan
for

future
of
the
young
people
in
the
city
of
Boston
and
does
not
restore

funds
to
the
most
vulnerable
among
us
and
also
cosines
on

closure
of

school
over
the
objection
of
the
community
in
Mattapan,

close
as
I
started
at
the
end
of
our
lives.

will
not
be
judged
by
how
many
diplomas
we
have
received

much
money
we
have
made
or
how

great
things
that
we
have
done.

budgets

not
properly
use

funds

we

Boston
to

be
most
vulnerable

does
boil
down

value

get
in

struggle

for

need
to

the
focus
on
teaching

learning

social

emotional
wraparound

our
school
sports
programs

after-school

things
we

focusing

people
don't
think

on

billion
dollar
budget
that
they're
on
fiefdom,

waste

we
can't
eliminate

of

think

would
recognize

would
work
with
Council
Campbell.
Anyone
on
this
body
as
well
as
a
school
upon,
and

may
be
the
bold
step

this
body
needs
to
take.

pain
associated
with

work
with

administration.

solve
everyone's
problems
in

money

to

stewards

voters
of
Boston.

frankly,

best

ever
seen

liaison

superintendent
and
to
be
able
to
coordinate

communicate

this

us

invaluable
throughout
this
process

kudos
to
Mayor
Walsh
for
selecting
former
colleague

mine,

colleague
in
several

huge

look

respect

accountability

best

great
departments
are
able
to

budget

get

this
budgets
for
you
and
it's
a

testament
and

for

hard
work

service

value

add
to
our
city
day

lived

last

glass

Boston,
College
cost
memorial
was
shattered
by
a
young
man
who
threw
a
large
rock
through
this
most
sacred
of
memorials.

share
in
the
sadness,
anger
and
frustration
expressed
by
many
members
of
the
Jewish
and
survivor
community
in
Boston,
and
will
always
stand
in
solidarity
with
them
as
they
seek
to
honor
and
memorialize
those
whose
lives
were
lost
during
the
Holocaust.
This
attack
is
representative
of
a
growing
number
of
vandals
of
bigotry
who
continue
to
prey
upon
our
society,
threatening
our
very
humanity.

Bigotry
and
injustice
is
pervasive
and
seems
to
be
growing.
All
around
us
in
a
measurable
form.
Lies
lost
the
hate
crimes,
racist
bans
on
refugees
from
Muslim
majority
countries,
police
brutality
and
the
destruction
and
defacement
sacred
monuments.
Actions
like
these
infuriate
us,
but
they
do
call
us
to
rally
together
to
call
upon
our
reserves
of
strength
and
political
will
to
mobilize
organize
and
speak
out
against
bigotry
in
all
forms.

long
as
we
must
share
our
collective
spiritual
fortitude
that
guides
us
towards
justice,
I'm,
confident
that
these
myriad
forms
of
bigotry
will
ultimately
be
defeated.
