highest
level

month
four

team's
swimmers

organizations

the
YMCA
in
Dorchester
youth
are
being
empowered
to
develop

strengthen

the
highest
overall

points
for

boy

9

elite
showcase
Classic
in
Clearwater
Florida
in
December
2017.
He
set
a
new
record
in
New
England
for
the
10
and
under
50
freestyle
record.
His
time

the

safe

population

sure

can

jobs

at
some
point
in
time,

something
together
regarding
regarding
new
technology
to
help
out
the
Boston
Police
Department
at
this
time.
As
the
second
half
of
the
statistical
analysis
coming
out
in
May
I'd
like
to
keep
this
in
committee,
but
through
the
chair

turn
it

the
LEAs

most

would

Northeastern

also
participating
in
providing
testimony.
Yesterday's
hearing
as
far
as
I'm
concerned
only
confirmed
that
the
city
needs
to
move
forward
and
adopt
a
body
camera
policy
that
mandates
that
our
officers
wear
them.
We
heard
again
about
the
numerous
benefits
that
cameras
would
bring
to
the
department,
including
use
in
investigations,
court
proceedings
and
as
tools
for
even
training
purposes.

Further
recent
incidents
involving
officer
mints
misconduct
only
go
to
confirm
that
body
cameras
can
serve
as
a
tool
for
accountability,
not
only
for
our
officers
but
for
community
as
well.
Indeed,
we
learned
that
an
officer
that
was
recently
involved
in
an
incident
in
my
district
was
actually
a
part
of
the
pilot
program,
but
the
pilot
program
had
ended,
so
he
wasn't
wearing
a
body
camera
at
the
time,
and
so
the
incident
was
captured
by
someone
else
who
had
a
technological
device.
So
I
think
this
also
supports
the
the
need
for
body
cameras.

Jack
from
Northeastern
University
also
testified
that,
based
on
his
qualitative
interviews,
the
community,
the
community
response
was
positive
and
residents
saw
body
cameras
as
a
technological
tool
that
had
never
believed
the
city
would
adopt
further.
We
do
not
anticipate
that.
The
final
study
which
is
supposed
to
come
out
in
June
would
contradict
the
preliminary
findings
in
the
preliminary
report
or
the
overall
positive
results
that
were
discussed
yesterday
and
those
preliminary
findings
did
find
a
decrease
in
internal
affairs
and
police
misconduct.

Complaints,
while
a
study
and
evaluation
and
cost
analysis
are
expected
in
June
I
think
it's
crucial
that
we
commit
to
adopting
body
cameras
and
I
do
want
to
thank
the
mayor.
He's
also
stated
this
publicly
that
he's
going
to
put
funding
in
our
budget
for
that
purpose.
So
I
want
to
thank
him
for
his
partnership
in
this
as
well
and
as
I
expressed
yesterday.
Full
implementation
does
not
mean
that
we
have
to
outfit
every
single
officer
overnight.
We
can
do
it
in
phases.
It
is
a
hefty
cost.

should
also
encourage
the
department
to
look
at
external
funding
up
funding
opportunities
both
from
the
state
and
the
federal
government.
And
lastly,
as
councillor
McCarthy
said,
we've
had
meetings
with
various
vendors
about
an
array
of
technological
tools
that
are
available
for
our
officers
and
doing
their
job
well
and
also
tools
that
not
only
can
increase
transparency
and
accessibility,
but
also
accountability
for
the
police
department
and
so
I.
Think.
Not
only
should
we
be
adopting
body
cameras,
I
think.

Looking
at
tasers
that
have
cameras
attached,
there's
array
of
tools
that
are
available
to
our
officers
so
making
sure
they
have
all
the
equipment
they
need
to
do
their
jobs
well,
I
mean
at
the
same
time
serve
the
public
in
an
incredible
way
and
I
want
to
also
think
there
were
some
officers
who
showed
up
at
the
hearing
as
well.

Shelton
residents
living
in
private
alleyways,
currently
responsible
for
the
upkeep
and
cost
of
fixing
their
sewer
lines.
They
are
required
to
go
door-to-door
to
their
neighbors
living
in
private
alleys,
to
pool
funds
for
repairs
that
can
rank
in
the
tens
of
thousands
of
dollars.
This
issue
has
caused
financial
hardship
in
often
confusion
for
selves
and
residents
in
because
of
the
high
price
of
fixing
these
lines,
residents
may
put
off
needed
repairs
until
funds
can
be
raised.

This
is
a
mat
there's
one
particular
alley
in
the
South
End
that
I've
been
working
on
for
five
years
now,

I'm
really
excited

council
in
partnering
on
it.
But
the
big
issue,
as
he
described,
is
that
water
infrastructure
is
fundamental
to
quality
of
life
health.

Water
and
sewer
does
have
a
program
called
the
betterment
policy
by
which
neighbors
can
opt
into
making
their
private
sewer
public
and
then
not
have
to
worry
about
it
from
there
on
out,
but
they
have
to
split
the
cost
of
taking
care
of
it
with
water
and
sewer
75%
25%
split
over
a
20-year
bill,
but
the
requirements
to
even
get
into
that
program
are
such
that
it
doesn't
match
the
reality
of
the
alleys
and
sewers.
That
would
be.

That
would
need
it
most
so,
for
five
years,
I've
been
fighting
for
this
one
alley
to
get
into
that
program.
I've
worked
with
multiple
ons
liaisons,
all
the
way
up
to
the
chief
of
streets,
all
the
way
up
to
you

Henry
vitality
and
corporation
council
and
public
Improvement
Commission
we're
this
close
to
getting
there
for
that
one
alley.
But
there
are
a
number
of
several
hundred
others
that
are
in
a
similar
situation
that
we
could
fix.

commend
the
two
authors
councillors,
Flynn
and
Wu,
asked
that
my
name
be

You
know
I
think
Boston.
We
would
all
agree.
Boston,
water
and
sewers,
one
of
the
best
run
commissions
in
this
city.
How
many
of
Italian
his
team
do
an
amazing
job.
But
obviously
there
are
some
issues
here
that
we
have
to
address.

would
also
note
some
of
you
may
know,
but
the
only
place
in
the
city
of
Boston,
where
they're
still
septic
systems
is
in
my
district
in
the
grove
section
of
West
Roxbury,
so
I
look
forward
to
having
this
hearing
participating
and
maybe
extending
the
invitation
to
some
folks
from
the
Grove
as
well,
because
this
clearly
affects
tens
of
thousands
of
people
I'm
sure
the
city.

today
as
a
starting
point
for
a
conversation
about
how
the
city
of
Boston
can
be
sparking
a
larger
commitment
to
both
the
health
and
sustainability
of
connecting

local
farmers
in
the
state,
but
also
the
economic
opportunities
for
particularly
our
partners
out.
You
know
more
in
the
western
part
of
Massachusetts,
so
following
on
the
the
great
work
that
comes
with
Pressley
and
others
of
our
colleagues
have
done
on
school
lunches
in
particular,
and
also
on
procurement.

This
is
one
way
that
the
city
of
Boston
could
directly
shift
something
that
was
without
within
our
control.
Any
purchasing
of
food
by
you
know
either
bps
or
be
CI
a--
for
other
departments
and
commit
that
we
would
join
national
pledge
to
focus
on
five
different
points.
The
five
points
to
very
quickly
are
listed
in
the
ordinance,
but
they
are
around
supporting
local
food
processing
operations.
Again,
that
would
be
Western,
Massachusetts
and
local
front.
You
know
urban
farms
if
we
have,
if
we
have
those
in
Boston.

So
this
would
direct
all
of
our
city
purchasing
to
match
these
standards
over
a
certain
time
line,
and
the
hope
is
that,
if
Boston
did
this,
we
would
again
not
only
create
more
opportunities
for
farmers
in
western
Massachusetts,
linked
their
operations
with
our
city,
but
hopefully
also
influence
other
major
institutions
in
the
area.
Colleges
and
universities,
hospitals,
those
with
large
purchasing
power
to
follow
suit
as
well.
So
would
love
as
many
people
as
possible
to
sign
on
and
looking
forward
to
talking
about
how
we
can
again
use
our
council
platform
to
spark
larger
change.

Service
agents

local
election
polling
places
precincts
around
the
country
at
his
own
discretion
and

Think
it's
incredibly
troubling
it's
a
sort
of
symptomatic
of
what
this
president
does
and
what
he
thinks
when
it
comes
to
efforts
to
suppress
the
vote
to
disenfranchise
people,
particularly
in
places
like
Boston
and
a
message.
We
are
standing
up
for
our
values
against
this
president
and
as
allies
in
Congress
I
think
we
need
to
urge
our
federal
delegation
obviously
to
oppose
this
in
Congress.

As
chair
of
this
council,
civil
rights
committee,
I've,
said
over
and
over
again
how
important
I
think
the
right
to
vote
is
to
ensuring
all
of
our
other
civil
rights
to
ensuring
that
we
live
in
the
kind
of
society
we
want
to
live
in
and
that
everyone's
voice
is
heard.
This
is
I
can't
even
think
of
a
time
in
American
history,
where
this
has
been
an
issue
before
it
has
been
brought
up
in
our
hundreds
of
years.

It's
something
from
another
country,
another
world
and
it's
troubling
that
it's
even
being
discussed
in
the
halls
of
Congress
I
know
that
we
can
rely
on
our
representatives,
our
centers
and
members
of
Congress,
to
do
the
right
thing,
but
they
need
our
encouragement.

need
our
support
and
we
also
need
to
make
sure
that
we,
as
a
body
we
as
a
city
and
as
a
local
government,
stay
vigilant
to
make
sure
that
federal
officials
or
anyone
else
does
not
interfere
with
the
free
and
fair
elections
of
Boston
residents
and
voters.

vigilance

things
related

civil
rights.
Even
before
the
committee

resurrected

the

is

sacred
tool

interference

invite
all

you

our
second
annual
Irish
flag
raising
tomorrow
morning
at
11
o'clock
in
the
Curley
room,
the
flag
raised
that
little
reception
around
11:00
and
the
flag
raising
at
noon.
We're
very
delighted
that
the
Irish
Minister
for
rural
and
Community
Development
Michael
ring
will
be
joining
us
from
Ireland,
as
well
as
from
Boston's
Council,
general
Shan,
Cahill
and
Susan.

Consent

make
a

brief
statement,
no

any
of
us
have
on
social
media,
been
committing
the
young
people
that
are
participating
in
national
walk
out
today,
and
we
have
certainly
heralded
the
bravery
and
the
truth-telling
of
the
Parkland
students,
as
well
as
students
here
locally
from
Roxbury
it's
at
Chelsea
to
Cambridge.
So
we
have
an
abundance
of
youth
leadership
and,
as
we
have
recounted
many
times,
every
major
social
movement
in
this
country
has
been
ushered
in
by
young
people
on
March
23rd.

It
is
sobering
that
it
has
come
to
this
I
can't
tell
you
the
number
of
young
people
that
we
have
read
about
and
engaged
with
recently,
who
have
talked
about
already
authoring
their
wills,
either
in
preparation
for
losing
their
life
to
gun
violence
on
their
block
or
to
losing
their
life
in
a
school
shooting.
This
is
the
world
that
we
live
in,
but
I
know
like
me.
You
all
have
hope,
based
on
the
leadership
of
these
young
people.
Stepping
forward
so
I
will
be
sending
some
follow-up
information.

are
opportunities
to
sponsor
young
people,
it's
ostensibly
$10
a
youth
and
that
$10
will
provide
their
transportation
meal
and
lodging
and
so
I
think
it
would
be
a
wonderful
statement
if
a
number
of
us
could
sponsor
you,

see
the
buses
when
they
depart
so
I
will
be
sitting
around
follow
up
information.

lost

hullabaloo

Patrick's

Dorchester
Heights
and

we
sent
the
British
packing
and
out
of
Boston
Harbor
and,
on
behalf
of
council,
fun
and
I,
invite
everyone
here
to
the
annual

Patrick's
Day
breakfast
should
be
a
great
time.
I
Congressman,
Lynch
and
I
are
co-hosting
as
a
beloved
and
former
senator
has
recently
stepped
down
and
move
on,
so
we're
cobbling
together
a
great
show
and
should
be
a
lot
of
fun,
so
everyone's
invited
to
come
in
to
participate
and
also
with
respect
to
the
parade
I
know.
There's
ongoing
discussions.
I'm
mayor
meeting
with
this
public
works
folks,
as
well
as
this
public
safety
folks
working
with
the
ally
of
war
veterans.
I
So
at
some
point,
maybe
today
there's
going
to
be
an
announcement
that
they
may
be
talking
about
having
to
go
to
so
what's
called
the
default
route,
we
have
the
full
route
of
the
parade,
and
then
we
have
the
default
route
for
inclement
weather.
So
this
may
be
one
of
those
years,
given
that
we
had
a
blizzard
yesterday
and
we
may
have
to
default
to
the
default
route.
So
this
should
be
some
type
of
announcement
coming
this
afternoon
for
the
benefit
of
folks
here,
but
also
for
those
that
are
watching
at
home.

the
amount
of
snow
and
ice,
that's
there,
temperatures
are
gonna
drop
and
they'll
make
it
don't
only
sort
of
a
an
astronomical
feat,
but
also
we
just
wanna
make
sure

it's
a
parade,

well
attended,

it's
safe
for
folks
who
are
coming
in
to
watch
the
parade
as
