ways

the
city
has
been
impacted
by
cold
in
nineteen.

hope

hearing

the
city
state
partners
at
the
table
to
have
that
discussion.

a
date
to
be
decided
in
the
future.

underscored
the
fact
that
so
many
remarkable
Bostonians

three

there

many
many
subtopics

still
need

looking

talk

emergency
response
as
well
from
the
healthcare
providers
perspective
from
the
epidemiology
epidemiologist
perspective,
as
well
as
workers
front
line
workers
perspective.

great
work

councillor

royal
on
this
hearing.
One
aspect
of
the
hearing
that
was
especially
helpful
to
me
and
to
other
residents
was
the
testimony
from
the
various
nurses
that
were
present,
many
of
them
for
the
mass
Nurses
Association.
They
provided
excellent
feedback
about
their
occupation.

They
also
highlighted
several
several
points
that
they
wanted
to
focus
on
booting,
providing
personal
protective
equipment
for
all
frontline
health
care
workers.
They
also
asked
for
a
truck
triage
outside
of
the
hospital
in
designated
floors.
They
they
wanted
to
halt
all
future
Hospital
closings
in
staff
reductions.
They
wanted
to
open
up
more
beds
available
at
other
locations
that
will
working
closely
with
the
mayor
and
the
City
Council
on
again.

Support
for
healthcare
workers
with
childcare,
paid
leave
facility
provided
scrubs,
so
they
can
do
their
job
effectively,
ensure
there's
enough
environmental
services,
cleaning
staff
in
the
hospital
as
well
and
then
the
final
point,
the
the
mass
nurses
in
the
nurses,
medicine,
is
social
distancing,
is
a
critical,
critical
aspect
of
this
ongoing
pandemic

a
new
normal

all

all

us

patient
with
each
other
as
we
learn
this

the
public
to

be
patient
with
us,
but

spectacular

these
past
few
weeks
have
impacted
everyone
in
the
city
of
Boston,
the
state
and
the
country.
Cobin
19
is
altered
the
world
that
we
live
in
forever.
The
president
has
declared
a
national
emergency.
The
governor
has
declared
a
state
of
emergency,
and
the
city
of
Boston
is
declared
a
public
health
emergency.
During
these
weeks,
I
received
phone
calls
and
emails
from
residents
facing
some
of
the
most
difficult
moments
of
their
lives.
Many
of
our
residents
residents
are
currently
isolated
at
home.
G
Many
of
us
work
many
have
shuttered
their
businesses
and
they
are
afraid
of
their
current
financial
reality.
A
2018
study
found
that
half
of
all
Bostonians
paid
one-third
of
their
income
on
rent
in
a
quarter
of
all
Bostonians
paid,
half
or
more.
That
is
why,
last
week,
I
filed
this
resolution
calling
for
an
immediate
moratorium
on
Frank's
mortgage
evictions
and
foreclosures
I
recognize
that
for
some
some
residents
and
property
owners
these
last
few
weeks
have
disrupted,
but
not
devastated
them
financially.
Yet,
in
the
same
way
that
has
impacted
others.
However,
that
is
not
the
reality.

There
are
business
owners
who
have
poured
their
life
into
their
businesses
and
without
rental
relief,
are
looking
at
shuttering
those
businesses
forever,
and
there
are
property
owners
and
homeowners
who
pay
some
of
the
highest
mortgages
in
the
country
and
are
scared
of
losing
their
homes
and
properties
through
the
loss
of
rents
or
their
inability
to
pay
the
banks
due
to
cold
the
19
related
loss
of
income.
The
right
thing
to
do
for
all
of
them.

The
just
thing
to
do
is
to
immediately
order
a
moratorium
on
rent
mortgage
evictions
and
foreclosures
governor
Baker
has
closed
all
non-essential
businesses
and
issued
a
stay
at
home
advisory,
and
that
was
the
right
thing
to
do.
In
the
face
for
pandemic.
Every
person
who
stays
home
contributes
to
the
safety
and
health
of
each
one
of
us
in
our
communities,
but
we
cannot
close
businesses
and
mandate
that
residents
stay
home
without
providing
a
remedy
for
the
devastating
harm
those
directors
cost.

If
we
allow
rents
and
mortgages
to
continue
unabated,
we
face
a
future
where
renters
and
business
owners-
oh
crippling
debts
to
landlords
and
landlords.
Oh
crippling
debts,
the
banks.
We
will
see
evictions
foreclosures
and
homelessness
at
levels
we
have
not
seen
in
our
lifetimes,
as
of
today,
Italy
France,
Spain
and
the
UK
have
all
passed
or
are
working
to
pass.
Measures
to
forgive
rents
and
mortgages.
Govern
Newsom,
governor
Newsom
of
California
has
issued
a
mortgage
foreclosure
and
eviction.

Moratorium
and
Governor
Cuomo
of
New
York
has
issued
a
mortgage
moratorium
as
well
Los
Angeles,
City
Council
is
moved
to
pass
a
rent
moratorium
ordinance
and
has
taken
steps
in
LA
to
prevent
evictions
and
foreclosures
and
San
Francisco
supervisors
have
called
for
rent
and
mortgage
moratorium
as
well.
Rent
more
torrents
have
received
bipartisan
support
as
folks
like
Democratic
congresswoman,
Alexandria,
Pascal
Cortes,
and
the
US
senator
from
Florida
Rick
Scott.
A
Republican
are
both
calling
for
them.

Our
government
has
the
power
to
implement
immediate
rent
mortgage
eviction
and
foreclosure
moratorium,
and
today
I'm
asking
the
Boston
City
Council
to
raise
our
voices
as
one
body
to
demand
that
they
do
so.
Madam
president,
after
my
colleagues
have
an
opportunity
to
decide
that
they
wish
to
speak
or
sign
on
to
this
matter,
I
intend
to
move
for
a
suspension
of
the
rules
and
passage.

see

suffering

folks

understand

struggling
are
tenants
and
landlords,
small
property
owners
and
commercial
real
estate
holders.

moment

us
to
demand
that
corporations
be
the
best
citizens
that
they
can
be
and
I
think
we,
as
a
body
need
to
do
so
in
a
unified
voice.

add

that
this
kind
of
calling
for
the
best
out
of
our
corporate
citizenship
is
also
a.

acknowledge
that
we
are
also
placing
a
burden
and

need
to
be
part
of
helping
to
come
up
with
solutions
that
also
help
people
out
of
this
situation,
not
just
saying
stop
paying
rent,
but
when,
ultimately,
people
have
to
start
paying
again.
When
is
that
going
to
happen?
How
is
that
going
to
happen?

is
the
city
doing
right
now
to
make
sure
that
the
vast,
the
worst
actors,
for
example
in
this
situation,
who
are
not
rising
to
the
occasion
don't
end
up
getting
our
city
contracts,
are,
are
less
favored
in
our
bidding
process?
There's
a
lot
of
different
things.
We
need
to
consider
beyond
just
saying
not
what
not
to
do.
We
should
be
also
calling
to
folks
to
do
certain
things.

incredibly
important
step

us

pushing

city

We
know
that
the
Cova
Depa
demmick
has
nearly
exposed
vulnerable
''tis
that
were
already
in
existence
and
where
those
impacts
will
fall
without
absent
any
government
help
or
absent
any
interventions.
We
know
that
the
devastation
will
continue
even
after
the
public
health
impacts
have
quieted
down.
I
Even
if
there's
a
pause
right
now,
small
businesses
who
may
not
survive
beyond
a
week
or
two
because
the
same
business
owners
that
did
not
have
the
credit
score's
to
be
able
to
qualify
for
loans
in
the
first
place,
have
no
source
of
health
right
now
to
to
get
by
so
Boston
could
be
completely
reshaped.
By
the
end
of
this,
it
certainly
will,
and-
and
if
we
don't
take
this
step,
we
know
where
those
holes
and
those
those
devastating
absences
will
be.
I
We
may
see
industry
is
completely
devastated
and
and
eliminated
that
provide
most
of
the
jobs
for
residents
of
color
and
for
our
lower-income
communities
for
hourly
wage
workers,
so
now's
the
time
to
step
up
and
start
putting
in
place
the
the
planning
and
steps
to
have
an
equitable
recovery
from
this.

I
think
it's
really
important
that
we
recognize
in
this
time
how
the
mortgages
and
the
rents
are
so
closely
intertwined,
how
all
of
our
economics
is
intertwined
and
the
reality
is
that
we're
we're
in
a
public
health
emergency
and
the
things
we
have
to
be
securing
first
and
foremost,
are
the
things
that
people
need
right
now
and
that's
food
and
shelter
and
also
the
peace
of
mind.
I
mean
it's
hard
to
find
peace
of
mind
right
now.
O
But
if
you
think
that
a
foreclosure
or
an
eviction
is
hanging
over
you,
it's
impossible
right
and
so
I
think
that
I've
been
so
encouraged
already
by
the
fact
you
know
so
many
large
large
houses
in
the
city
agreed
not
to
pursue
evictions.
The
Boston,
Housing
Authority
led
the
way
and
now
housing
courts
been
suspended.
So
no
evictions
are
going
forward.
O
I
think
it's
really
important
to
say
that,
but
I
think
that
every
piece
of
legislation
that
gets
passed
as
this
resolution
alludes
to
at
the
federal
state
and
city
level
really
has
to
recognize
that
whole
ecosystem
and
the
need
for
people
I,
don't
really
love
the
chain
to
be
supported.
So
really
glad
to
see
the
council
are
offering
this.
Obviously,
at
every
level,
we'll
be
having
to
work
out
details
about
exactly
how
everything
connects
but
I
think
what
I've
been
seeing
in
amongst
my
constituents.

Echo
the
same
sentiments
as
my
colleagues,
and
we
like
to
add
my
name
to
this
resolution.
I
also
just
wanted
to
lift
up
that
in
terms
of
communication.
It
would
be
really
important
for
us
to
add
some
language
or
making
sure
that
landlords
are
communicating
this
to
their
tenants.
One
thing
is
to
put
a
piece
of
legislation
out
there
and
the
other
piece
of
is
the
implementation
of
it.
So
I
think
that
communication
is
going
to
be
key.

if

is
something
that
we

to
institute,

recommend
that
we
actually,

really
clear
about
what
the

send

communication

home

pandemic

crisis,

moratorium

evictions

foreclosures

it's

we
should

our
neighbours

suspension

non-essential
evictions

Boston

Authority

many

those
buildings
in
my
district,
of
course,
a
lot
of
residents
there
and

him
encouraging
the
real
estate
community
to
also
implement
a
moratorium
on
evictions.
We've
all
been
saying
in
the
past
week,
or
so
we
need
to
work
together
and
in
partnership
and
I,
think
it's
important
that
the
city,
obviously
and
and
I
think
you
agree
and
I
agree
with
you.

Some
struggle
have
struggled
this
month.
They
were
struggle
next
months
and
they
were
struggle
in
months
to
come,
and
so
this
resident
this
resolution
rightly
calls
on
protections
for
them,
and
I
asked,
like
all
of
my
colleagues
at
banks
and
landlords
and
institutions,
be
extremely
flexible
during
this
crisis
and
be
humane
towards
our
citizens
and
not
penalize
those
who
would
pay
but
for
this
crisis.

too

to

abuse.

situation
is
not
always
safe
and
I

concerned
that
we're
hearing

reports
from
across
the
world
in
other
countries,

reports

England,

there

report
from
China
that
there's
a
dramatic
increase
in
domestic
abuse
and
violence
in
the
current.

in

strategies

support
folks
in
these
situations
and
hear
from
experts
in
this
field
about
how

manage

someone

started
a
small
business
I
know
how
it
can
feel

weight

world

shoulders.

only
do
you
have
to
worry
about
making
sure
your
own
ends
meet,
but
you
could
be
responsible
for
one
or
two
or
even
ten
employees
who
depend
on
you
to

sure
that
they
live
and
thrive.

scary
for
a
lot
of
small
business.
It's
also
really
exciting
opportunity

empower
businesses
in
ways
we've
never
done

Cambridge,
for
example,
has
agreed
to
pay
local
restaurants

send
meals

shelters
throughout
the
city.

think
this
is
our
chance
to
flip
up
the
small
business
community
and
empower
them
through
contracting
purposes.

that

to
point
out
is
that
Los
Angeles
Mayor
Eric
Garcetti
called
for
a
moratorium
on
commercial
evictions
during
this
public
health
crisis.

deeply
connected
to
the
call

ready
to
cancel
mortgages.

think
that
there's

huge
difference

target

with
commercial

They

not
have
the
same
rights

have
absolutely
really
no
eviction
rights
or
notice
rights

up,

them

recently
laid
off
from

school

closed

now
I'm
juggling
care

my
mom,

taking

of
my
daughter

lucky
to
have
the
job
security
that
I

But
so
many
people
in
Boston
do
not
have
that
privilege
right
now
without
any
income,
the
state
government
has
done
a
lot
to
make
it
easier
to
apply
for
unemployment,
including
waive
waiving
the
one
week
waiting
period,
but
more
can
be
done
to
expand
the
number
of
people
who
are
eligible.
Currently
self-employed
people
and
nine
contract
workers
cannot
apply
for
unemployment,
people
who
have
made
less
than
55
thousand
one
hundred
fifty
one
hundred
dollars
for
over
four
calendar
quarters
also
cannot
apply.

So
if
you,
if
you
just
started
a
new
job,
you
will
not
be
eligible
workers
who
depend
on
tips
to
make
up
a
substantial
proportion
of
their
wages
like
waitstaff
cannot
currently
cannot.
Currently,
those
tips
cooperated
in
their
unemployment
benefits.
We
need
to
do
everything
in
our
power
to
make
sure
to
make
sure
we
protect
those
those
made
most
financially
vulnerable
due
to
this
public
health
crisis.

they
they
work

make

Madam
President
I
want
to
speak
about
a
recent
passing
in
my
neighborhood.
His
name
was
Al
Petrie.
He
was
a.
He
was
a
good
friend
of
mine.
He
was
a
world.
He
was
a
Korean
War
veteran,
the
United
States
Air
Force
veteran.
He
was
active
in
various
veterans
organizations
in
South,
Boston
and
Dorchester.
He
also
was
active
when
South
Boston
had
an
italian-american
day.
J
He
also
opened
up
his
house
to
so
many
people
in
the
community
in
South,
Boston
and
celebrating
their
tremendous
contributions
of
Italian
and
Italian
Americans
in
South.
Boston
I
had
the
opportunity
to
go
to
Washington
DC
with
Al
and
his
family
and
many
volunteers,
including
World
War,
two
veterans,
and
it
was
these
gentlemen
and
woman
that
really
made
our
country
better
in
our
city.

I
just
want
to
say
express
my
condolences
to
his
daughter,
Chrissy
who's,
a
friend
of
mine,
she's,
the
vice
president
of
city,
side,
Neighborhood,
Association
and
John's
and
Alice
friend,
was
was
also
passed
away.
Recently
was
John.
Mullin
was
a
World
War,
two
veteran.
So
you
know
I'm
very
proud
of
Al
I'm,
very
proud
of
the
contributions
he
made
to
our
country
and
he
will
be
missed.

I
think
it's
important
during
these
incredibly
trying
times
to
also
take
a
moment
just
to
reflect
on
the
strength
and
the
resiliency
of
the
people
of
Boston.
Last
Wednesday
I
after
our
council
meeting
I
and
my
team
began
calling
through
some
senior
citizens,
as
we
all
know,
Boston's
an
older
City.
We
have
many
seniors
in
our
districts.
I
probably
have
the
most
roughly
1/4
of
war.
20
residents
are
above
the
age
of
65,
so
we
just
began
calling
through
and
it's
obviously
a
daunting
task
to
get
through
thousands
and
thousands
of
calls.

So
I
put
a
call
out
on
social
media
to
ask
for
volunteers
to
help
connect
with
some
of
these
folks
and
within
three
days
we
had
well
over
a
hundred
volunteers
and
that
number
continues
to
grow.
We
thought
it
would
take
us
weeks
to
get
through
this
list.
We
got
through
the
list
the
first
past
in
a
matter
of
days
and
we're
able
to
then
grow
call
more
people
and
younger
people.
Quite
frankly,
so
I
mentioned
this
just
to
say
that
the
resiliency
of
the
people
of
this
city
is
what
will
get
us
through.

just
would
like
to
adjourn
in
memory
of
Timothy
Noland
lifelong
resident
of
South
Boston.
So
when
I
worked
with
the
as
an
assistant,
district
attorney
had
tremendous
impact
not
only
as
an
assistant
DA,
but
also
in
the
practice
of
law,
embattled
pretty
much
a
3/4,
if
not
his
entire
life,
with
a
variety
of
different
cancers.
So
he
had
succumb
to
to
his
lifelong
battle
with
that
illness,
and
hopefully
he
rested
peace.
So
I
thought
some
prayers
are
with
the
Nolen
family
and
all
his
family
and
friends
as
well
as
also
echo.

everyone

being

I
want
to
do
a
special
thank
you
to
a
number
of
volunteers
that
have
been
helping
getting
to
get
Chromebooks
into
the
hands
of
our
students
across

district.
I
know
it's
been
quite
the
effort
and
have
heard
lots
of
positive
feedback.
There's
been
a
few
blips,
of
course,
but
a
lot
of
positive
feedback
about
getting
those
Chromebooks
into
the
hands
of
our
students.
I
suppose
I
want
to
give
a
special
thanks
to
the
teachers.

own
boys
teachers
who've
been
working
hard
to
re-engage
them
in
the
work
that
they
have.
I
also
want
to
pay
special
attention
and
give
gratitude
to
our
first
responders,
who
are
continuing
as
the
rest
of
us
are
trying
our
best
to
stay
home
and
stay
safe,
that
they
are
EMS.
Our
fire
and
our
police
continue
to
be
out
there
interacting
and
responding
to
the
needs
of
our
residents
across
the
city
and
doing
it
at
great
risk
to
themselves.

know
that

lot

doing

respect
to
these

just
raise
up

first
responders
through
all
our
calls
and
emails,
whether
they're,
reactive

proactive.

first
responders,
of
course,
are
out
there
on
the
front
lines.

all

echo
the
same
thanks
to
the
many
volunteers
in
my
district
and
throughout
the
city
who
stepped
up
it
does
speak
to
the
heart
of
Boston
and
that
when
we
are
challenged,

a
beautiful
city,
it's
amazing
city
and
I'm,
so
incredibly,
honored
to
represent
a
section
of
the
city.

a
senior
in
high
school,
never
in
my
life
would
I
have
thought
that
I
would
have
been
part
of
being
a
doing
heroic
effort,
but
I
just
this
is
to
all
the
grocery
clerks
former
current
and
to
be.
This
is
um
thank
you
to
them,
but
I
also
wanted
to
acknowledge
and
say
we
have
lost
11
people
so
far
in
the
state
of
Massachusetts
to
this
pandemic
and
I
want
to
I.

wanted

just
take
a
quick
moment
to
thank
my
colleagues
and
just
for
your
leadership
and
all
the
feedback
that
you
have
provided
me
in
this
during
this
crisis.

learning

lot

my
own
role
and
how
to
function
just
as
a
city
councilor,
but
I
just
wanted
to
just
take
a
moment
to
thank
you
all
for
your
feedback
along

way

also
want

take
this

uplift.

Our
community
response
I
think
that
we
always
talk
about
a
village,
and
what
I
have
seen
here
in
Boston
is
how
people
have
rolled
up
their
sleeves
and
have
taken
action
amongst
themselves
to
help
support
their
neighbors
and
I.
Think
that
my
hope
is.
Is
that
this
this
crisis,
the
coronavirus
situation,
really
forces
us
to
really
think
outside
the
box
in
terms
of
how
we
move
about
policy
and
I.

Don't
want
us
to
go
back
to
business
as
usual
if
we're
gonna
really
be
pushing
for
things
that
are
going
to
help
alleviate
the
stressors
that
a
lot
of
folks
who
are
already
struggling
here
in
the
city
of
Boston
I
think
we
have
an
opportunity
to
really
be
innovative
in
our
approach
and
continue
to
do
this
work,
regardless
of
whether
or
not
I'm
the
colonel
virus
is
in
town.
If
you
will
I
think
that
for
us,
this
is
really
proving
that
we
can
do
business
differently.

mayors
are
the
mayor
and
his
team
and
all
of
the
dick,
all
of
the
updates
that
we've
been
provided,
I'm,
ensuring
that
information
with
our
constituents
has
been
part
of
this
all
hands
on
deck,
and
my
hope
is-
is
that
when
this
is
all
said
and
done,
we
don't
lose
that
and
that
we
continue
to
work
across
the
city
across
our
differences,
to
ensure
that
we
don't
leave
anyone
behind.

I
just
wanted
to
say
thank
you
to
everyone
for
your
hard
work.

One

just
somebody
who
represents
so
many
of
the
hospitals.
I
just
want
to
lift
it
up.
What
all
of
our
medical
professionals
are
doing
right
now
in
a
situation
where
they
don't
have
the
protection
that
they
need.
We
need
to
be
getting
it
to
them.
That's
a
huge
onus
on
all
of
us
public
officials,
but
there
I
just
have
been
so
knocked
back
by
the
work
that
they're
doing
every
day
and
and
the
the
final
thing

Just
want
to
remind
people,
because
we're
here
and
folks
are
watching
from
home-
is
that
if
you
haven't
filled
out
your
census
form
we
need,
we
need
every
dollar.
You
know
we're
gonna
need.
This
is
gonna,
be
a
long-term
recovery.
We
need
people
of
Boston
to
be
counted
right
now.
Massachusetts
is
slightly
beating
the
national
count,
but
Boston
is
lagging
so
we
really
need
Bostonians.

Want
to
echo
my
colleagues
and
thanking
those
of
us

have
been
really
going.
The
extra
mile
with
our
constituency,
because
I
want
to
thank
the
volunteers.
Who've
been
signing
up
to
call
seniors
in
my
district
I
know
that
other
councillors
have
led
that
effort
in
their
own
and
folks
have
really
been
digging
deep.
What
I
would
like
to
remind
folks
and
make
sure
we
take
home
with
us,
is
that,
as
this
goes
on
as
the
criminal
virus
and
its
impacts
are
felt,
the
pain
is
going
to
be
acute.

losses
that
we're
gonna
suffer
both
in
life
and
in
property
and
in
all
these
different
ways.
We're
gonna
be
dealing
with
that
for
months
to
come.
We're
going
to
be
feeling
that
I
would
ask
that
we
respond
to
that
with
the
urgency
that
that
demands,
while
also
making
sure
that
we
take
care
of
one
another
and
that
we
take
care
of
ourselves.

lot
of
pressure
and
mental
stress
and
things
of
that
nature.
That
I
know
many
folks
have
commented
on
and
that
they're
feeling
and
we're
no
stranger
to
that,
and
so
I
would
ask
that
folks.
Take
care
of
themselves
while
meeting
the
challenges
that
arise
before
us.
I
do
believe
that
together,
we'll
be
able
to
make
a
difference
in
many
people's
lives
as
long
as
we
as
we
respond,
and
we
work
as
a
team
where
we
can
and
we
make
sure
that
we
pull
together
and
meet
the
urgency
that
the
time
demands.

Bridges,
who
passed
away
last
week,
she's
93
years

an
immigrant
from
Ireland,

resident
in
our
neighborhood
on
earth.

to
her
family
and

David
to
Chico.
For
those
of
you
who
live
in
Austin
Brighton
and
know
the
Newton
Street
Garage
David
was
David
and
the
Newton
Street
Garage
and
David
passed
away
this
past
week.
It's
a
huge
loss
for
his
family
and
for
our
community,
and
we
want
to
extend
our
condolences
to
his
friends
and
his
family
at
this
time.
