counselors

chambers
this
evening
this
afternoon
my
name
is
Delavan.
Stanislaus
I'm
one
one
and
a
half
month
into
my
role
as
the
chief
of
capital
planning
for
Boston
Public
Schools
I'm,
happy
to
be
here
this
afternoon
to
present
to
the
council
a
proposal
for
the
msba
core
project
for
2023..

We
know
that
these
neighborhoods
do
not
currently
have
enough
Elementary
School
seats
and
they
have
a
high
proportion
of
Boston's
children.
These
two
neighborhoods
alone,
the
the
o2124
and
o2126
zip
codes,
have
24
24
of
all
of
Boston's
children
under
five,
showing
that
they
will
continue
to
see
high
demand
for
elementary
school
seats
for
in
the
near
future.

In
the
meantime,
we
believe
that
combining
these
two
schools
will
improve
the
learning
experience
for
current
Shaw
and
Taylor
students
by
freeing
up
physical
space
to
add
new
programming,
freeing
up
Financial
Resources,
to
invest
in
new
resources
and
directing
our
talented
Educators
to
what
classrooms
that
are
full.
Instead
of
spreading
too
few
students
across
too
many
classrooms.

We
excluded
K-8
schools
and
also
the
Henderson
upper
and
lower
schools
which
have
a
specialized
program
which
has
specialized
programming
the
shaw.
Taylor
merger
will
combine
a
small,
nearly
single
strand
school,
which
is
the
shaw
where
the
largest
school,
the
Taylor
School,
the
show
on
the
Taylor
Building
needs
scores,
places
them
in
the
fifth
and
fourth,
the
fifth
and
fourth
quintentile
quintile,
sorry,
respectively
of
all
BPS
facilities.

Combining
the
two
schools
will
allow
us
to
consult
consolidate
some
classrooms,
freeing
up
physical
space
to
support
enrichment
programming
longer
term
designing
a
new
facility
for
the
combined
Shaw
Taylor
schools
will
ensure
that
these
students
have
access
to
state
of
the
art,
spaces,
libraries,
science,
labs,
auditoriums
and
gyms,
as
as
a
baseline,
with
an
opportunity
to
design
for
other
special
programs
before
and
after
school
programming,
Community
Gathering
spaces
and
other
types
of
spaces.
Depending
on
what
the
community
chooses
throughout
the
design
process.

side
of
the
slide,
something
to
note
is
that
these
are
while
complementary
processes
to
separate
processes.
So
the
msba
that
Dell
was
just
speaking
about
is
happening
while
also
moving
forward
with
that
proposal
for
the
shaw,
Taylor
merger.

on
April
26th,
that
proposal
will
go
to
the
school
committee
and
on
May
10th.
The
school
committee
will
vote.
We
currently
are
in
the
process
of
engaging
a
design
team.
That's
bringing
together
both
School
communities
to
engage
in
what
a
joined
Community
could
look
like
and
also
building
the
journey
for
how
that
would
move
in
turn
in
terms
of
academic
programming,
how
we
think
about
Staffing
all
of
the
pieces
that
go
into
joined,
School
communities,
and
so
that
would
continue
to
move
forward
upon
school
committee.

merger
allows
multiple
pieces
to
happen,
including
expanding
inclusion
at
both
schools,
thinking
about
academic
programming
and
other
pieces
that
could
leave
both
School
communities.
Better
serving
their
students,
and
so
we
want
to
make
sure
that
we're
moving
forward
with
that
and
the
other
piece
of
that
is
upon
approval
of
the
msba.
It
now
means
that
the
two
School
communities
have
come
together
before
they
come
together
into
a
single
shared
building.

independently

one

shaw
Sy
will

this
year's
primary
submission
and
the
Taylor
would
be
secondary.

the
2023
submissions.

just
want
to
talk
briefly
on
the
2022
sois
that
were
submitted
last
year
with
the
mass
School
building
authority
in
2022,
the
city
of
Boston
and
Boston
Public
Schools
submit
two
sois
one
for
the
Blackstone
School
in
the
South
End
and
one
for
the
oldest
school
in
East
Boston,
submitting
more
than
one
statement
of
interest
to
the
msba
districts
are
required
to
select
a
priority.

Msba
did
not
give
specifics
as
to
why
the
school
did
not
move
forward,
but
one
likely
reason
is
that
the
Blackstone
School
houses
programs
and
has
spaces
that
would
be
deemed
ineligible
in
the
msba
program.
They
have
a
community
center,
a
health
center
in
a
pool,
all
of
which
would
not
be
reimbursable
spaces
in
an
msba
project.

The
review
will
likely
include
site
visits
to
these
schools
likely
over
the
summer
months
invites
to
collaborate
with
the
msba
will
likely
occur
at
their
October
or
December
2023
board.
Meeting
this
initial
invitation
is
called
the
eligibility
period.
This
is
a
nine
month
period
where
districts
must
complete
certain
prerequisite
items
to
show
the
msba.
That
district
is
ready
to
take
on
a
major
project.

when

look
at
the

the
state
of
things
on
the
ground
over
there.
At
the
moment
one
question
I
had
from
Brian
was
you

we've

had
this
conversation
about
other
projects
that
were
submitted,
and
it
seems
that
and
and
clarify
this,
for
me,
is
the
the
MS
ba
the
Blackstone
was
sort
of
that
they
declined
to
to
move
that
forward
because
it
had
a
a
pool,
a
community
center
and
a
health
center.

we
have
we,
we
actually
favor
facilities
that
have
like
a
hob
School
model
that
have
Health
Center
in
the
building
or
a
community
I
have
an
adjoining
Community
Center
that
you
know
it
seems
like
we
are
we
out
of
step
with
what
msba
are
thinking
about
these
facilities,
like
I'm,
just
thinking
about
the
schools
that
we
have?
We
have
our
community
health
center
offers,
has
a
miniature
sort
of
Health
Center
that
serves
the
students
and
their
parents,
and
some
of
our
schools.

and
I
think
again,
the
msba
didn't
give
any
direct
feedback
as
to
why
it
didn't
move
forward,
but
I
I've
been
working
with
the
mspa
in
the
past,
certain
schools
were
fall
in
line
with
their
their
program,
more
so
than
others
and
I
think
others
would
be
more
would
benefit
from
a
project
independent
of
msba,
and
it's
likely
the
Blackstone
would
be
one
of
those
because
of
the
spaces
within
within
that
school.
The
health
center
and
the
community
center
space
in
the
pool
yeah.

seems
really
sort
of
short-sighted
from
her
perspective,
because
you
know
a
school
building
was
putting
billions
of
dollars
into
school
buildings
and
they're
only
allowed
to
be
used
during
the
school
day
and
not
for
other
purposes
like
Community,
you

Community
uses
and
adult
education
in
the
evening
Etc.
It
seems
very
short-sighted.

think
there's
potential
for
the
msb2
partner
with
a
project
like
that.
Last
year,
msba
was
only
able
to
fund
a
small
number
of
schools
because
of
the
size
and
the
cost
of
construction.

potential
solutions

a
shot
Taylor
combined
school
until
2025.,

it
would
be
really
early
to
put

number
out
there

again

haven't
agreed
to
an
enrollment
number,
which
also
feeds
the
size
of
the
building
yeah.
So
I
think
it
would
be
really
tough
to
put
a
dollar
value
to
this
game
right
now,
very.

something
really
quick
to
what
Brian
just
said.
Just
outside
of
the
msba
process.
I
wanted
to
share
here
is
that
none
of
the
green
New
Deal
for
BPS
projects
that
were
announced
is
like
solely
dependent
on
msba
funding.

city
is
committed
to
funding
these
projects
through
the
capital
budget,
so
I
wanted
to
I
just
wanted
to
highlight
that.

obvious
initiative.

very
important
to
me

graduate
of
the
Taylor
school
as
someone
who's

listening

schools

someone
who
has
a
niece
who
is
currently
attending
the
Taylor
School,
even
though
we
know
that
this
is
going
to
affect
that
we
wouldn't
get
a
new
building.

because
I
attended
one
of
the
initial
meetings
that
we
had
over
at
the
Mildred
Avenue
Community
Center
about
the
about
bringing
the
communities
together.

about
the
communication.
Where
do
we
stand
with

really
informing
the
PA
Shaw
community
and
the
Taylor
School
Community
about
this
merger
about
this
msba
application?

the
school
environments
and
school
communities
responded
and
Rebecca
I
know
you
and
I
have
talked
a
bit
about
this,
but
if
we
could
put
it
on
the
record
to
see
where
things
are
because
I
don't
know
of
another
meeting
public
meeting,
that
has
happened
after
the
meeting
that
I,
attended
and
I
know
that
that
meeting
there
was
significant
interest
in
in
continuing
conversation.
So
I
just
want
to
know
where
that
stands
to
do.
We
have
an
understanding
of
where
we
would
be
citing
the
new
facility.

we're
still
that's

sort
of
that's
a
question
for
discussion,
but
where
would
the
new
facility
be
cited?

there
a
possibility

the
site
would
be
on
the
Taylor
campus
right
now
or
would
it

don't
believe

big
enough
to
build
the

new
sort
of
building
that
we
would
want
to
build,
and
then

just
also
for
the
record.

design

working
to
bring

two
schools

school
community
meeting

be

April

it's
actually
a

both
share

current
work

the
design
team
and
to
give
a
slight
overview
of
the
msba
process.

though,
will
be
accompanied
by
other
ways,
because
we're
trying
to
increase
the
engagement
for
how
we
get
more
voices
in
the
mix.

while
this
is
a
you
know,
Community,
it's
virtual,
it's
a
community
meeting,

we
want

make
sure
that
people
are
are
aware
of
pieces
that
are
going
on
in
other
ways
as
well
and
able
to
give
feedback.

location

the
new
build
for
our
school,
as
Brian
mentioned
as
part

the
process,

msba
one
will
go
out
and
evaluate
both
the
Shaw
and
Taylor
campus,
and
we
may
be
looking
for

location

the
matapan
southern
Dorchester
neighborhood
to
house
that
physical
building
for
the
new
build
for
the
