this
is
my
I'm
excited.
This
is
my
first
jitney
petition
that
I'm
overseeing
a
hearing
for
so
I
have
a
lot
to
learn.

this

the
petitioner

used

equity,
it's
changed
names
a
couple
times.
We
have
Bentley
University.

have
national
fire
protection,
we
have
a
luxury
high-end
apartment,
complex,
called
High
Point
in
Quincy
right
now,
we're
also
in
talks
with
Bose,
Corporation
and
Framingham
to
provide
shuttles
for
them
as
well
and
Oracle.

times

meet

that
hazard
and
to
no
avail,
I
didn't
get
the
appointment.

have
the

showing
that
you

I
made
the
attempts
it
did
ask
for
a
copy
of
the
route
which
I

sent

him
and
then
tried
to
follow
up
and
I
hadn't
heard
back
I
seen
it
here
this
morning
when
I
walked
in,
but
we
didn't
have
a
conversation
at
that
point.

pick

proposed
location,

on
Raleigh
Street
next
to
you
burger.
Currently,
it's
a
no-stopping
zone
right
at
the
corner
of
beacon
in
Raleigh
we
would
travel
to
New
Balance,
which
is
also
known
as
Boston
Landing,
also
Brighton
landing
in
Brighton
by
traveling
down
mouths,
which
turns
into
right
now
to
North
Beacon
to
guess
tree,
and
then
the
afternoon
we've
reversed
that
so
the
pickup
would
be
on
guest,
Street,
reversing
directions,
same
exact
route,
the
only
differences
would
be
going
down.

driver
call

whatever

you

We
need
another
vehicle.
We
do
have
drivers
that
we
can
dispatch
almost
immediately
and.

it
would
be

might
be
rush
hour.
It
would
take
an
hour
for
the
vehicle
to
get
from
the
South
Shore
to
the
location.

we,

we're
going
with
account
or
account
all's
us
in
an
ASUS
one
of
the
first
things
we
ask
about
being
in
the
business,
we're
in
out
2050
air,
this
October,
so
knowing
what
we
know
about
the
business,
we
do
ask
right
upfront:
do
you
have
any
ad
a
needs?
Some
say
yes,
I'm
saying
no.
This
particular
count
had
said
no
when
they
didn't
want
a
handicap
vehicle
on
it,
but
we
did
offer
it
there's
not
much.

can
do
beyond
you
know
asking
if
they'd
like
a
vehicle
on
it,
because
what
happens
with
the
vehicle.
If
it's
a
handicap,
especially
this
size
vehicle
mr.
Flinn,
is
it
takes
away
from
the
overall
capacity
of
the
vehicle,
so
you
lose
four
seats,
so
it
becomes
a
ten
passenger.
So
this
particular
account
need
a
little
bit
higher
capacity.
They
needed
a
14,
so
they
opted
not
to
have
the
handicap
yeah.

understand
the
concern
again
it's
it's
based
on
the
client
and
with
the
client.
You
know
the
client
knows
who
they
have
in
their
facility.
This
isn't
a
willy-nilly
kind
of
shuttle
where
anybody
can
just
ride
it.
They
have
to
have
an
ID,
so
the
client
would
know
ahead
of
time.
If
there
was
anybody
with
any
special
need.

ahead

would

put

We

vehicle
sitting
to
be
honest
with

Mercedes
Sprinter
similar

handicap
ramp
that
we
could
put
on
this
shuttle
at
a
moment's
notice.
So
if
the
client
has
a
tenant
that
moves
into
any
one
of
their
facilities,
we
can
do
it
just
like
that.
We
can
put
it
on
no
problem
at
all.

promote

recruit
from
the

younger
crowds
are
moving
into
the
city
to
see
port
district
and
such

they're
trying
to
pull
from
the
city,
offering
them
transportation
and
that's
that's
pretty
much
the
whole
purpose

trying
to
minimize
the
amount
of
cars
on
the
road
yeah.

commanders

both
districts
that
brightened

and
the
district
that
covers
the
chemists
query
area

reached
out

him

first
that
they
heard
of
it.
Neither
one
have
mentioned
they
had
concerns.
That
hat,
maybe
has
not
been
any
input
or
conversation
with
the
community
about
it
will
be
impacted
with
Epoque
and
the
police
approached
it
from
a
public
safety
issue.

be
where
the
parking
is
that
way.
They're
picking
up
dropping
off
is
that
going
to
create
hazards
such
as
pedestrian
increased
pedestrian,
whether
it
would
it
be
a
problem.
Beacon
Street
is,
as
everyone
knows,
a
pretty
busy
street
chemists
quit
busy
street
combat
busy
street
the
captain.
The
commander
in
the
Brighton
area,
spoke
to
me
about
that.
Brighton
landing
is
currently
undergoing
in
particularly
high
volume
of
construction
and
to
add
determine
I
root
term
and
I
at
that
in
that
area
could
pose.

dangers
to
pedestrians
or
whatever.

Station

UMass
and

jitney
license

applied
for

granted
by
the
City
Council.
For
that
we're
running
into
we
get
calls
from
the
dpu.

get
calls
from
bus
companies
saying
that
there
are
all
kinds
of
buses,
picking
up
and
dropping
off
in
in
middle
of
various
streets
or
at
various
locations
that
have
not
got
an
authority
and
lieutenant
Ilia,
and
I
will
be
reaching
out
to
the
clerk's
office
upstairs
to
try
to
get
a
current
list
of
properly
authorized
duly
authorized.
Jitneys
operating
within
the
city,
because
we
do
get
numerous
phone
calls
asking
for.

know
some
sort
of
police
involvement
to
go
out
and
scrutinizing,
and
lastly,
and
then
defer
is
that
if,
if
you
are
inclined
to
approve
said
jitney
as
a
public
safety
mehta,
the
drivers
have
they
gone
through
proper
background
checks
to
what
level
of
background
check,
because
they
will
be
transporting
people
who
you
know.
We
want
to
make
sure
that
they
they're
safe
in
that
vehicle.

three
points
to
make
in
regard
to
the
route
that's
proposed,
the
first
of
which
is
on
both
ends.
It's
in
a
no-stopping
zone
that
was
originally
designed
as
no
stopping
for
engineering
reasons
to
either
for
either
congestion
or
for
just
safety
in
general,
so
to
be
able
to
propose
a
term
and
I
at
either.

Of
those
end,
points
is
counterintuitive
to
what
was
originally
designed
as
a
no
stopping
zone
as
far
as
the
route
itself,
it's
a
bit
redundant,
and
that
excuse
me
it's
more
than
a
bit
redundant
simply
because
there
was
just
a
commuter
rail
built
for
those
specific
locations,
so
that
redundancy
just
quite
simply
adds
more
traffic
to
the
city
streets
of
Boston
already.
So
those
three
points
in
themselves
would
cause
us
reasons
to
to
not
necessarily
agree
with
providing
for
this
Jimmy
going
forward,
got.

Street
isn't
no-stopping
zone
and
I
understand
that
what
happened
was
when
we
took
over
this
account
we're
doing
this
above.
The
board's

came
to
the
City
Council
asking
for
this,

not
just
doing
it

company
that
was
operating
these
shuttles,
which
I
know
doesn't
have
a
license
and
I
don't
mean
to
throw
them
we're.

given
the
names
to
be
honest
with

it's
prattle
cab
out
of
Cambridge
and
they'd,
been
running
the
shuttle,
so
we
basically
they
were
picking
up
and
dropping
off
at
a
far
worse
location.
We
decided
I
want

look
at
it,
I
went
there.
I
observed
it
for
many
days
took
pictures
of
it.
You
know
the
captain
had
said
safety,
we're
all
about
safety.
We
want
to
make
sure
that
we
do
things
aboveboard
and
we
have
a
great
reputation
with
the
city
of
Boston.
We
want
to
keep
it
that
way.

up

UMass
off

what
Ward

hit
the
name
of
the
street,
but
that's
a
private
location
and
the
MBTA
we
do
have
permission
from
Karen.

runs
she's

the
MBTA,
and
we
do
have
permission
to
pick
up
there
as
well.
So
it's
not
on
the
street
captain.

Raleigh

be
willing

look
at
another

this
shuttle
had
been
running
prior

us,

we're
just
taking
her
from
another
company.
They
wanted
a
professional
service,
they
want
a
safe
company.

why
we
took
it
over
the

As

they
did
just
build
another
MBTA
station
for
New
Balance
when
the
balance
built
it
so
I
understand
that
we're
just
basically
doing
what
they
client
had
asked
us
to
do,
provide
a
shuttle,
the
location
on
guest
Street
for
lieutenant
that
actually
there.
If
you
look
at
that,
building
that
funky
building
it
looks
like
a
cruise
ship
you'll
see
the
two
points
to
the
right
that
I
highlighted
I
believe
on
the
packets.

mean.

streets

was
currently
you
see
the
truck
that
was
there
that
particular
day

think
they
were
dropping
off
that
building
right
next
door.

right
at

corner.

the
current

the
old
company
behind
that

they
take
Bay
State
Road
just
before
making
a
left
on
Raleigh,
they
have
a
dropping
off
right
there

door

traffic,

letting

best
choice

curbside

impeding

record
in
Massachusetts

redundancy

transit

how
much
traffic
there

worse

worse

day,

issues

terms

going

needing

go
before
community
groups

verify
some
of
these
other
details.

Green
Line
is

higher
in
Kenmore,

take
the
T,
there

a
commuter
station,

don't
know
what
that
entails.

Line
trolley
to
a
commuter

industry
over
30
years
in
general,
management
of

private
bus
companies
and
I've
also
worked
on
the
public
side.
I
was
a
assistant
manager
of
transportation
for
Massport
for
twelve
years
over
Logan
Airport
in
charge
of
the
ground,
transportation
and
parking
facilities,
I
served
as
a
general
manager
of
Plymouth
and
Brockton
bus
lines
down
in
Plymouth
mass
for
six
years
and
four
years
ago,
I
took
over
this
company.

liner
is
president
and
part
owner.

smaller
business,

fleet

seven
vehicles
and
about
25
employees
about
ten
of
them
are
drivers.
All
the
drivers
are
required
to
have
a
CDL,
Class,
B
license
and
medical
card.
We
fall
under
the
federal
DoD
rules
because
we
go
with
in
Massachusetts.

also
go
interstate,
so
we
have
a
training
program
with
new
drivers
where
they
we
have
a
resource,
training,
book
and
classroom
time,
and
then
excuse
me
they
do
some
on
the
road
training
with
another
driver
and
get
all
qualified
and
oriented
before
they
start
service,
and
in
terms
of
did
you
want
background
checks?

guess
that's
a

drivers

Motor

abstract

any
violations,
and
so
anybody
who's
had.

extreme
convictions
such
as
felonies
or
a
real
bad
driver
record
where
we
see
a
lot
of
speeding
or
accidents
in
that
type
of
thing
they
are
they're
disqualifying.

that
goes

the

compliments

customer
service

to
respond
promptly

such
inquiries

try

resolve

cases

offer

refund
on
a
ticket

try

address
the

the
location

what
we're
proposing,

give
a
background
on
this
sure
we've
been
discussing
this
express
bus
service,
the
idea
is
to
run
a
service
from
a
commuter
service
for
residents
of
Boston
and
perhaps
Cambridge
that
work
out
in
the
in
Metro
West
area,
which
is
a
growing,
as
you
know,
growing
industrial
and
corporate
area.
There's
a
there's,
a
location
out.

There
called
the
tech
park
that
has
a
number
of
corporations
such
as
Bo's,
genzyme,
staples,
Santa,
Fe,
etc,
and
so
the
whole
idea
here
is
to
give
people
a
better
alternative
for
commuting,
which
is
a
green
way
to
get
to
work
right
out.
People
driving
their
cars
or
taking
uber
or,
however
else
they're
getting
there,
and
so
we've
been
working
on
this
project
for
over
a
year
now,
along
with
this,
is
in
collaboration
with
Stephanie
Hirsch
on
here
is
the
director
of
the
Framingham
transportation
Management
Association,
which
is
abbreviated
as
the
Framingham
TMA.

She
represents
a
nonprofit
corporation
and
their
sole
mission
is
to
help
employees
get
to
work
and
have
alternatives
for
transportation
and
then
another
partner
involved
here
who
couldn't
be
here
today,
is
the
Metro
West
Chamber
of
Commerce.
So
they
support
this
service.
It's
a
good
thing
for
the
corporations
out
there
to
have
better
transportation.
So
we've
been
discussing
alternatives
on
this
sort
of
thing
and
then
a
bid
came
out
this
year
from
Massachusetts
dot4.

Proposals
for
new
commuter
runs
in
Massachusetts,
so
we
put
in
a
bid
for
that.
We're
awarded
a
bid
for
as
part
of
the
mass
bus
plus
program,
they
owned,
I
think
roughly
50
coach
buses
under
MassDOT,
and
so
we
put
in
a
bid
and
we've
been
awarded
one
bus
to
start
this
service,
and
so
that's
the
background.
And
so
the
reason
for
the
service
is
yes,
there
is
a
commuter
rail
from
Boston
to
downtown
Framingham,
but
that's
a
good
20
or
30
minute
ride.

Arlington

near

Arlington
tea
station
and
then
our
goal
is
to
just
go
a
few
blocks
ahead
and
get
on
the
mass
turnpike
and
then
we're
gonna

all
the
way
to
exit

When
we
get
out
there,
we're
gonna
make
a
loop
around
the
dust
row
park
and
hit
probably
four
or
five
corporation
buildings
and
then
come
back,
and
what
we're
talking
about
here
is

bus,

can
see
it's
roughly
two
bus
lengths
there
and

we
were
first
looking
at
this
service,
we
were
looking
at
an
area
closer
to
Copley
Square.
We
had
looked
at
the
the
bus
stop
owned
by
the
T.
That's
the
corner
of
it's
on
st.
James,
a
few
blocks
ahead
near
Dartmouth
Street,
it's
opposite!
The
Kelton
plazza
hotel,
near
Trinity,
Church
and
and
I
had
a
conversation
with
Captain
Gauguin
a
few
weeks
ago
and
and
men
to
him.
He
he
had
some
safety
concerns
you.

So
that's
a
very
busy
area
and
then,
when
I
spoke
with
David
Carney
who's,
the
director
of
bus
operations
for
the
MBTA,
he
had
the
same
concerns
as
as
captain
Goggins.
So
he
looked
in
his
database
and
we
looked
at
several
locations
and
from
the
MBTA
perspective,
they
felt
this
was
the
best
location
for
our
bus
service.
He
said:
there's
nothing
over
by
South
Station.
It's
too
busy
over
there
in
Neyland
Street
in
Atlantic,
Avenue
Copley
Square.

We're
also
going
to
offer
a
10
ride,
fair,
which
is
$75.
That's
for
occasional
employees
or
our
main
target
is
the
the
regular
commuters
will
their
their
cheapest
alternative
will
be
the
monthly
pass

monthly
pass

to
95

ma
members
and
you'll
see
there's
a
higher
rate
proposed.
That's
on
page
9
that
the
fair
table
there
is
a
higher
rate
for
non
TMA
members,
so
it's
still
open
to
the
public.

district
4,
and
he

not
heard
about
this
hearing
or
this
proposal.
He
was
concerned
about
neighborhood
import
input
in
public
safety
concerns
in
that
area.
During
that
area,
I
will
credit
mr.
Richardson.
He
did
reach
out
to
speak
to
me
about
the
proposal
when
it
was
proposed
for
Copley,
Square
and
I
voiced
my
strong
concern
about
the
congestion
in
that
area
and
and
clearly
he
listened
and
and
found
a
different
location.

What
you
cannot
see
from
the
picture
is
that
there's
actually
three
different
routes
that
stop
at
the
one
stop
three
different
bus
routes,
so
I
imagine
in

morning
there's
probably
a
constant
flow
of
buses
and
I
went
down,
and
it
was
a
little
bit
later
in
the
morning
might
have
been
this
time
of
morning.
So
it
wasn't
bad
I
have
to
say,
but
at
the
proposed
times
at
7
a.m.
and
yeah
at
7
a.m.
and
at
8:45
a.m.

it
might
be
a
constant
flow.
The
MBTA
bus
is
coming
there
from
three
different
routes,
so
I
don't
know
if
that
will
afford
room
for
this
proposed
bus
line.
You
know
from
from
our
standpoint,
there's
a
very
nice
bus
terminal,
a
couple
of
blocks
down
the
street
that
we
feel
provides
a
safe
foot,
drop-off
and
pickup
location,
then
on
Street
I
realize
MBTA
does
use
on
Street,
but
for
these
terminal
these
buses
that
proposed
to
commit
coming
in
and
out
of
Boston
there's
a
nice
bus
terminal
they
could
use
and
that
provides
Public.

Safety,
Lutz
and
Lima
mentioned
at
the
prior
hearing
how
there
were
buses.
They
were
acting
outside
of
the
law
and
dropping
off
at
any
Street
lingo
down
Lincoln
Street.
Could
you
would
find
buses
you'd
get
down
different
streets,
maybe
beech
tree?
Maybe
Harrison
Ave
and
you'd
find
different
buses
picking
up
and
dropping
off
and
presented
quite
a
public
safety
problem
and
the
Boston
Police
I'm
concerned
with
public
safety
first
and
foremost,
and
so
there
is
a
bit
of
redundancy
between.
Maybe
there
was
something
that
mr.

como
speak
to
so
I
won't
go
to
the
labor
the
point,
but
but
the
commuter
rail.
That's
that
is
there
mostly
from
a
public
safety
standpoint
that
would
be
a
concern
that

busy
well
traveled

area

of

people
there

important
that
you
know
obviously
this
summer,
when
the
sidewalk
and
that
they
can
conduct
their
business
and
get
people
out
of
the
business.

might
be

good
idea
that
they
at
least
speak
with
circle.

points

like

make
you
know
the
information
that
I
had
was
in
regard
to
the
first
stop
and
in
light
of
the
new
information.
I,
have

few
more
points
to
make
it
well
to
say
originally
the
first
two
points
still
applied
to
what
I
was
going
to
say
in
quite
simply
that,
as
you
clearly
have
MBTA
approval,
which
is
appreciated.

other
thing
that
that
would
have
been
continued
upon
from
my
perspective
was
the
fact
that
at
Copley,
across
from
the
Fairmont
was
quite
simply
that
you
were
in
and
out
there
was
no
idling
I
mean
you
were
dropping
off
and
picking
up,
because
it
was
so
busy
appreciating
the
fact
that
you
moved
it
down
the
street
for
a
less
busy
intersection.
I'd
still
ask
you
to
take
that
in
consideration,
where
you're
not
stopping
to
idle
you're,
just
dropping
off
people
and
then
you're
moving
along
to
be
able
to
do
that.

other
things
to
think
about
which
the
councillor
Flynn
has
touched
upon,
as
well
as
colleague
to
my
left
here
is,
quite
simply,
you
know
getting
neighborhood
approval
to
understand
how
circle
furniture
would
be
affected,
the
neighborhood
associations,
whether
it
be
Bay,
Village
or
Back,
Bay
and
understanding
the
other
abutters
that
might
be
in
the
area
as
well
as
you
already
have.
The

ta
approval
there
for
mr.
Carney.
The
other
thing
that
I
don't
see
in
the
packet
in
light
of
the
new
information,
is
the
ingress
to
that
particular
point.

getting

out,

you
already
have
the
MBTA
approval
now
with
the
new

getting
to

one-way

able

recognize.

would
be

new
thing
to
realizing
and
think
about
as
well
to
be
able

go
forward
with

from

South
Shore,
we
become
up

expressway

off
at

Station

Street

turns

It
was
the
same
route.

understand
the
concern
about
not
laying
over
or
idling,

so
what
we
would
do
is
to
minimize
that
time.

bus
sit
there
for
ten
and
fifteen
minutes
some
little
time.
It's
so
that
we're
just
pulling
up
to
that
stop
of
a
couple
minutes
before
departure,
so
that
driver
will,
you
know,
linger
someplace
else
and
then
come
in,
and
you
know
and
pick
up
and
and
get
on
their
way
where.

there
might
be
some
additional
community
input
on
that
too.
I
know
there
are
several
particularly
in
Chinatown
their
buses
all
over
the
place,
that
many
of
them
not
without
approval,
so
I,
think
the
residents
are,
are
sort
of
wary
of
adding
additional
fumes
and
all
to
that
area.
But,
okay,
so
do
my
colleagues
have
any
further
questions?

they
village
has
a
whole
set
of
subcommittees?
It
doesn't
necessarily
I
mean
I,
would
I'll
defer
to
councillor
Flynn,
but
I
think
in
many
cases
it
might
not
need
going
to
a
full
meeting
and
giving
a
presentation.
Sometimes
you
know
talk
to
the
the
chair
of
that
association
and
see
what
he
or
she
or
she
in
this
case
would
want
you
to
do.
Okay,.
I
Commission
on
the
idling,
the
gist
the
whole
day,
a
stale
stay
over
area
might
be
just
if
you
can
get
back
to
us
on
that.
You
know,
because
every
bus
driver
sort
of
thinks
differently
and
foot
working
on
this
district
for
19
years.
One
of
the
favorite
spots
always
seems
to
be
the
Four
Seasons,
and
that
is
a
very
difficult
area
of
POC
square,
which
is
buses.
They
find
this
wide
open
here
in
this
okay.
This
is
the
best
spot
and
we
have
constituents
there
that
know
the
federal
state
and
local
laws
on
that.

The
only
other
thing
I
wanted
to
say
was
the
the
goal
for
my
kind
of
organization
and
there's
my
counterpart
store
in
Boston
and
Cambridge
as
well,
for
a
transportation
management
association
is
to
reduce
single
occupancy
vehicles
in
and
out
of
high-density
area.
So
the
goal
really
is
to
after
extensive
zip
code
analysis
where
folks
are
living
and
coming
into
Framingham.

have
found
that
we
can
drive
folks
to
use
the
MBTA
to
converge
on
this
spot
and
take
an
Express
bus
into
the
tech
park
where
the
schedule
for
the
commuter
rail
which
I
always
promote
does
not
meet
the
needs
of
the
employees
for
outbound
commuting
and
there's
no
first,
there's
no
first
mile
last
mile
on
our
end,
so
this
will
help
reduce
congestion
in
and
out
of
our
tech
park
in
Framingham,
as
well
as
drive
folks
to
use
the
T
to
get
to
this
to
use
the
service.
So
