the
Committee
on
government
operations
held
a
working
session
on
Friday
May
11th,
the
proposed
ordinance,
which
was
sponsored
by
May
Walsh
as
an
amendment
which
seeks
to
remove
the
expiration
language
pertaining
to
the
pilot
program
regarding
regulations
of
free-standing
sidewalk
signs
for
background
reference.
The
original
ordinance
was
a
result
of
a
hearing
which
I
had
sponsored
back
in
2015
regarding
freestanding
sidewalk
signs.

In
that
hearing,
we
examine
how
this
we
examine
how
the
city
regulates
freestanding
signs
in
order
to
establish
consistency
and
equity
of
signage
regulations
for
businesses
throughout
city,
boston,
mayor,
Walsh,
temp
response
to
this
ordinance,
which
outlines
the
regulations
that
businesses
must
follow
for
freestanding
signs,
and
this
was
done
via
a
pilot
program.
Commissioner,
christopher
who's
been
part
of
the
conversation
in
a
partner
all
along
attend
to
the
working
session
and
noted
that
he's
been
given
positive
feedback
from
stakeholders
across
the
city.

this
time,
as
the
chair
of
government
operations,
I
recommend
that
docket

five
zero
five
amending
city
of
Boston
zoning
zoning
code
that
it
ought
to
pass
in
a
new
draft
and
through
the
chair,
will
defer
to
my
district
colleague.

a
partner
and

hearings
are
working
sessions
on
behalf
of
his
constituents.

think
that
there's
light
at
the
end
of
the
tunnel.

many
of

folks

attended
the
working
session
and
demonstrated
very

clutter

Newbury
Street
with

signs,
given

situation
that,

business
districts
where
this
applies
to
you
they're,
often
two
three
or
even
four
retailers
per
storefront,
so
to
speak,
a
multi-level
retail
on
Newbury
we're
creating
a
lot
of
physical
and
a
visual
clutter
of
these
signs.

forward

continuing
this
pilot
program.

real
progress.

wanna

Commissioner
Christopher

his
team,

well
as
the
Back
Bay
Association,
the
Neighborhood
Association
of
Back
Bay
in
the
Newbury
Street
League,
all
of
whom
attended,

well
as
many
neighbors
who
came
in
their
individual
capacities
to
work
on
a
compromise
here
to
figure
out.
This
clearly
works
and
we
want
to
be
supporting
small
businesses
and
advertising
what
they're
offering,
but
given
just
the
the
crush
of
humanity
and
the
density
of
the
businesses
on
Newbury,
Street
I.

We
do
have
a
working
group,
that's
going
to
be
coming
together
of
business
associations,
neighbors
ISD
I'm,
certainly
members
of
this
body
to
find
a
permanent
fix
for
this
to
make
sure
that
we
know
what
businesses
are
there,
what
they're
offering
to
customers,
but
also
addressing
this
issue,
which
I
think
is
not
completely
unique,
certainly
impacts
on
uber
Street,
more
than
others,
so
I
I
will
be
supporting
this
with
the
amendment
and
look
forward
to
finding
a
more
complete
solution
after
this
pilot.

this
proposed
ordinance,
which
responsive
by
Mayor
Walsh,
will
authorize
the
Environment
Department
to
expand
revenue,
additional
revenue,
sources
of
alternative
energy
credits
and
demand
response
programs,
along
with
new
categories
of
expenditures
that
will
assist
the
city
in
meeting
its
obligations
under
the
Green
Communities
Act.

The
revenue
from
the
fund
will
be
used
to
purchase
offsets
of
greenhouse
gas
emissions,
but
shall
be
associated
with
a
portion
of
electricity
consumed
by
the
city
annually.
Also
we'll
be
monitoring
operating
and
maintaining
existing
existing
solar
arrays
belonging
to
the
city
into
the
Boston
Public
School
Department,
as
well
as
monitor,
operate
and
maintain
Boston
Public
Schools,
combined
heat
and
power
facilities.
Further,
this
proposal
would
also
change
the
name
of
the
fund
to
the
distributed
energy
resource
revenues
revolving
fund,
mr.

Larusso,
on
behalf
of
the
environment
time
and
the
City
Boston
offered
testimony
and
support,
explaining
that
the
proposal
will
authorize
two
new
resource
to
those
sources
of
revenue
in
new
categories
of
expenditure.
Mr.
LaRue
so
also
discussed
funding
from
the
New
Boston
trust
as
well
as
grants.
Mr.
Duke
mr.
Larousse
will
also
explain
the
city
is
in
negotiations,
but
Honeywell
as
the
energy
provider.

time

generate
some
revenue

we
had
the
second
in
a
series
of
working
sessions
as
it
relates
to
Net,
Zero
construction,
net,
zero
energy
construction
and
future
city
of
Boston
projects.
I
want
to
thank
councilor
Baker
who's
been
who's
been
my
right
hand
on
many
of
these
issues,
as
relates
to
Net
Zero
Carbon,
also
former
councillor
Mike
Ross
that
provided
some
perspective
as
both
a
former
city
official
as
well
as
someone
was
in
private
practice.
I
It
was
an
incredibly
worthwhile
meeting
and
I
encourage
you
all
to
we'll
get
notes
out
and
publish
it,
but
it
was
the
second
step.
I
had
asked
a
panel
of
experts
to
all
come
with
one
or
two
good
ideas
in
terms
of
incentives
that
cities
could
offer
our
businesses
to
make
sure
that
they
build
the
most
environmentally
sustainable
and
friendly
buildings
that
will
eventually
help
us
reach
the
mayor's
goal
of
getting
to
cutting
our
greenhouse
gas
emissions
by
80%
by
2050
and
getting
to
Net
Zero
Carbon
I've
asked
it
will
remain
in
committee.
I
We
will
have
our
third
working
session
at
some
point
this
summer
likely
the
end
of
July,
but
it's
really
innovative
to
see
how
once
again,
cities
are
leading
in
this
space
and
what
we
can
do
to
both
take
advantage
of
the
incredibly
you
know
successful,
building
boom
that
we're
in,
but
also
make
sure
that
we
address
our
buildings
which
contribute
53%
of
all
of
our
greenhouse
gas
emissions
for
the
city
of
Boston.
So
I'd
ask
that
this
remain
in
our
committee,
invite
you
all
and
I
think
every
virtually
every
staff
was
represented
as
well.

resolution
is

is
to
support
an
increase
of
that
pot
of
funding.
It
is
to
support
state
state
senator
cynthia
cream,
as
well
as
boston,
reps,
Aaron,
Michael,
wits
and
representative
Honan,

also
pushed

the
increase
of
the
state
match
and
to
make
sure
that
we
have
the
funding
that
we
need
to
make
sure
that
our
housing,
our
preservation,
as
well
as
our
parks,
are
not
only
funded
by
the
city
of
Boston,
but
that
the
state
also
steps
up
to
the
plate.

away

theirs

a
great
opportunity
through
this
resolution,
to
advocate
for
the
money
for
a
solid
reason
it.

should
be
noted

that
these
matching
funds
had
been
in
existence

passage

Preservation
Act
dating
back
to
2001,
but
Boston
has
been
missing.

haven't
been
participating
so
now
that
we
are
participating
it's
more
than
more
than
urgent,
if
you
will,
while
over
160
municipalities,
have
already
adopted
CPA
that
these
funds
come
in
our
direction,
so
I
request
to
be
added,

council
redwood

and
also
look
forward
to
getting
this
funding
as
an
additional
tool
to
help
our
four
dollars
in
crisis
sooner,
so
it
gets
up
to
the
beginning.

wonderful
conversation

solutions

we
can
look

allow

preservationist

resources

we
lack
right
now

terms

able

get
out
ahead

being
able
to
actually
identify
historic
landmarks

our
communities

to
come
up

survey
work
with
community
and
getting
developers

also
invest

in

trash
cans

in

donating
to
our
nonprofits,

this
is
a
very
important
matter
and
it's
being
debated
right
now
at
the
Statehouse
and
our
recent
bps
budget
hearings,
a
number
of
us
were
talking
about
the
challenges
of
chronic
tardiness
and
absenteeism
and
how
often
that's
an
indicator
of
trauma
and
destabilizing
factors
in
the
home
and,
moreover,
that
with
chronic
tardiness
and
absenteeism,
students
are
often
on
a
pathway
to
drop
out.
You
know,
thanks
to
the
support
of
all
of
you
and
Boston
Public
Schools.

As
you
know,
I've
no
worked
for
four
years
should
improve
the
quality
of
school
food,
to
support
students
and
their
readiness
and
to
select
a
vendor
that
would
not
be
picked
based
on
Louis
Bill's
bid,
but
on
them
providing
healthier
and
fresher
foods,
and
so
we've
made
great
strides
in
that
regard,
but
we
still
have
challenges
with
access,
as
food
insecurity
continues
to
grow.
In
fact,
according
to
the
rise
and
shine
Coalition
report
card
around
one
hundred
and
fifty
three
thousand
young
people
across
the
Commonwealth
have
been
denied
equitable
access
to
school
breakfast
and
nutrition.

want
to
thank
my
colleague
and
friend
I
need
some
sabe
Jorge
for
co-sponsoring
this
late
file
with
me
and
though
she's
also
been
lobbying
at
the
Statehouse
and
testified
at
the
hearing
the
last
time
this
was
before

body,
but
it's
just
common
sense
in
the
schools
and
classrooms
where
breakfast
after
the
bell
has
been
implemented.
We
have
seen
participation
rates
skyrocket
morning.
Nurse
visits
go
down
and
again
an
overall
enhancement
of
our
students
learning
environment.

Simply
we
can
do
better
by
implementing
breakfast.
After
the
bell,
we
are
ensuring
a
brief
you
had
a
reasonable
ten
minutes
to
eat
in
the
classroom,
without
students
feeling
rushed
or
shamed
or
stigmatized,
and
so
I'm
asking
for
your
support
for
this
bill
to
send
a
message
that
we
can
do
better.
This
is
some
low-hanging
fruit
to
address
these
larger
achievement
gap
and
food
insecurity,
issues
which
we
all
care
about,
to
support,
readiness
to
learn
and
I
move
to
suspend
the
rules
and
to
adopt
this
resolution
today,

This
is
breakfast
is
one
of
the
most
important
meals
of

day.
We
know
that,

often
skip
it,
but
we
know
how
important
it
is
for
we
have
that
153,000
across
Massachusetts
not
having
access
to
a
good
breakfast.
This
is
one
small
piece
of
the
pie
that
we
can
participate
in
and
certainly
play.

role
in

also
want

note,
with
so
many
almost
4,000
of
our
Boston
Public
School
students
experiencing
homelessness.
We
know
that
this
is
a
really
important
piece
of
their
puzzle
of
their
future
of
their
success
and
something
that
we
can
do
as
a
school
district,
certainly
in
Boston,
and
support
this
effort
across
across
the
