providing
us

My
name
is
that
Jim
Williamson
I'm
a
deputy
director
here
and
the
budget
office
of
budget
management
I'm
here
to
offer
testimony
on
the
two
darkest
before
us
today
in
the
appropriations
they
change.
I'm
also
joined
by
my
colleagues
from
the
public
health
commission,
dave
sausage
and
chief
Uli
dark.

It's
zero,
seven
one,
eight
zero,
seven
one,
nine
our
appropriation
orders
to
cover
the
FY
19
costs
of
the
collective
bargaining
agreements
between
the
Boston
Public
Health
Commission
in
the
Boston
EMS
division
of
the
Boston
Police
patrolman's
Association
of
1.9
million
dollars.
As
you
remember,
the
FY
19
budget
passed
by
the
council,
set
aside
thirty
eight
point:
four
million
dollars
for
the
collective
bargaining
Reserve
so
far
in
FY
19.
This
is
the
fourteenth
supplemental
collective
bargaining
preparations.

The
City
Council
has
previously
passed
appropriations
for
the
Teamsters
Park
Rangers
municipal
police,
patrolmen
and
superiors
PHC
counselors
VPS
storekeepers,
the
firefighters
union,
PhD
programs,
Boston
Public,
Schools
administration
guild,
asked
me
1526
the
typographical
union
in
the
bps
bus
drivers
in
PSA
union
in
the
library,
with
the
approval
of
this
supplemental,
the
remaining
balance
of
the
FY
19
collective
bargain
reserve
will
be
thirteen
point
three
million.
With
the
completion
of
this
contract,
the
city
will
have
settle
agreements
with
eighty.

This
unit
consists
of
approximately
370
uniformed
members
of
Boston
EMS.
It
includes
EMTs,
paramedics
and
supervisors
in
the
ranks
of
lieutenant
and
captain.
The
previous
collective
bargaining
agreement
expired
on
June
30th
2017
and
the
parties
have
agreed
to
two
successor,
collective
bargaining
agreements
that
cover
the
four
year
period,
July
1st
2017
through
June
30th
2021.
The
agreement
includes
new
provisions
that
we
feel
will
enable
Boston
EMS
to
operate
more
efficiently
and
effectively.
It
gives
the
department
greater
flexibility
to
communicate.

These
are
effective
each
July
during
the
term
of
the
contract
that
other
groups
have
gotten
there's
increases
to
the
hazardous
duty
differential
of
1%
per
year,
July
2018
july
2019
and
july
2020.
We
increased
personal
days
issue
to
the
employees
from
one
personal
day
year
to
two
personal
days.
A
year
effective
this
year
there
were
longevity
payment
increases
for
employees
at
all,
the
for
the
senior
employees
at
all
the
levels
of
service.
There's
an
existing
longevity
program
in
the
contract
with
the
service
levels
and
the
rates
that
go
with
that
we
just
increased
the
rates.

There
were
also
some
classification
increases
for
the
senior
EMTs.
Those
are
the
lieutenant's
and
also
employees
in
a
title
of
training
supervisor
who
hold
the
rank
of
captains
and,
in
addition,
this
group
will
be
covered
by
the
paid
parental
leave
policy
that
the
Health
Commission
has,
which
is
consistent
with
what
was
the
city
council's
2015
ordinance
on
that
subject.
So,
basically,
this
agreement
was
the
product
of
negotiations
that
lasted
just
short
of
a
year.

let
me
first
say
how
much
we
appreciate
the
work
chief,
Uli
and
all
of
men
and
women
from
EMS.
They
respond
to
so
many
calls
when
we
call
our
police
is
usually
an
ambulance
following
or
maybe
even
ahead
of
them
same
thing
with
fire
fighters.
So
we
want
to
thank
chief
Uli
and
please
pass
on
my
great
my
gratitude
to
all
of
the
men
and
women
in
EMS
and,
as
you
said,
David
I
think
this
is
very
consistent
with
every
other
collective
bargaining
agreement.

Yeah
well,
one
of
the
things
is:
we
want
to
rely
more
heavily
on
electronic
means
of
communication.
This
is
a
big
unit,
as
you
know,
they're
spread
out
all
over
the
city
because
they
cover
the
entire
city
and
so
trying
to
get
directives
and
notices
and
policies
and
basic
operational
information
to
the
employees
by
paper
is
a
time-consuming
and
costly
endeavor.
So
we've
had
we've
put
some
provisions
in
the
contract
that
allow
us
to
get
that
out
electronically.
We
now
have
email
access
to
all
of
the
to
the
members
of
the
unit.

So
that's
one
way.
We
we
have
done
that.
We're
also
hoping
that
you
know
some
modifications
to
our
existing
sick
leave
policy
will
help
us
better
to
discourage
and
deter
excessive
absenteeism
and
the
costs
that
go
along
with
that.
We've
also
streamlined
some
of
our
disciplinary
procedures
so
that
we
can
hopefully
enforce
our
professional
standards
in
a
way
that
results
in
lower
overtime
for
this
bargaining
and
those
those
are
the
principle
ways
that
we've
tried
to
enhance
the
you
know
the
efficiency
of
the
operations
and.

there
anything
in
here
specifically
that
assists
any
veterans
that
are
that
are
currently
working
for
your
department,
whether
that
might
be
access
to
more
days
off
for
sick
time
or
to
visit
the
VA?
Or
is
there
any
anything
that
we
can
do
extra?
Maybe
not
this
time
but
down
the
road?
Is
there
anything
that
we
can
do
down
the
road
that
might
that
might
make
it
a
little
easier
for
a
veteran
to
take
a
little
bit
more
time
off
to
attend
a
VA
medical
appointment.

know
we
have
veterans
and
we
have
veterans,
particularly
in
this
bargaining
unit,
so
we're
very
proud
of
that
and
when
tried
to
to
support
them,
we
follow
all
the
obviously
all
the
laws
in
the
executive
order
where
there's
there's
eligibility
in
some
circumstances
for
pay,
that's
not
required
by
law.
We
provide
15
sick
days
a
year
to
all
of
our
employees
that
accrue
over
time.

think
about
a
returning
veteran
that
gets
the
same
amount
of
sick
time
allocated
to
him
or
her
after
that
person
has
just
been
away
for
a
year
and
a
half
in
Iraq
or
Afghanistan,
or
wherever
and
they're,
almost
treated
the
same
as
someone
else
that
hasn't
served
and
they
have
other
specific
health
related
issues
that
I
know
on
veteran
may
not
have
or
may
have
but
I
know.

We've
been

The
Chairman
and
I
particularly
have
been
through
many
contentious
negotiation
through
contracts,
and
this
is
really
impressive
to
see
how
both
sides
come
together,
find
common
ground,
listen
with
respect
and
are
able
to
find
something
that
works
for
it's
responsible
for
taxpayers,
but
also
provides
acknowledges
the
good
work
that
the
city
employees
do.

I
am
particularly
proud
of
our
paramedics
and
EMTs
and
supervisors
I
think
they
have
one
of
the
hardest
jobs
in
the
city.
Bar
None
often
do
it
for
little
fanfare,
often
do
it
for
less
money
than
they
truly
deserve,
and
we
are
incredibly
lucky
chief
for
the
men
and
women
who
work
under
you
do
a
great
job
day
in
and
day
out
and
just
looking
forward
to
supporting
this
right.

always
asking
folks
and
really
probably
appreciate
your
advocacy
with
with
that
city
in
terms
of
having
chiropractic
services
added
to
our
formulary
for
city
employees
to
be
the
beneficiaries
of
that.
As
we
look
at
our
health
insurance
plans
here,
I
know
that
a
significant
portion
of
your
members
tweaked
their
knees,
their
backs
their
legs,
I've
done
the
ride.

Alongs
I
see
what
they
do
in
on
a
day
to
day
basis
and
the
heavy
equipment
that
they're
carrying
getting
people
in
and
out
of
tight
spots
on
stretches,
etc.
And
what
happens
is
someone
will
tweak
their
back
on
the
knee
or
the
neck
and
then
they're
out
for
months
when
if
they
could
just
go
to
their
chiropractor
to
get
an
adjustment
they're
back
on
the
job
that
afternoon
or
the
next
day?

And
and
then
we
have
this
whole
opioid
piece
of
it,
which
is
everyone's
on
the
flexor
all
and
then
it's
the
perks
and
then
it's
the
and
then
it's
worse.
So
I
would
love
to
see
all
of
our
city
departments,
particularly
our
public
safety.
Our
public
works
our
parks,
but
I'm
aware
we
have
a
lot
of
our
individuals
operate
heavy
equipment
into
a
constantly
lifting
things,
participate
in
putting
pressure
on
those
that
make
decisions
in
this
building.

I
think
your
Mendes
would
very
much
appreciate
it,
particularly
those
that
benefit
from
chiropractic
services,
and
you
can
get
your
thoughts
on
it.
Join
a
few,
if
you
see
those
situations
coming
through
your
department
with
the
injuries
that
you
see,
could
some
of
them
be
treated
in
a
chiropractic
way
and
get
folks
right
back
out
on
the
job
cuz
most
of
them?
Is
they
love
the
job?

They
don't
want
to
miss
out
on
the
action,
but
once
you
start
that
process,
and
once
you
pull
the
paperwork
for
it,
all
our
hands
are
tied
and
then
it's
a
whole
lengthy
process
by
which
individuals
are
out
of
work
tending
to
an
injury
that,
quite
frankly,
could
be
fixed
at
a
quick
chiropractic
visit.
So
I'd
love
to
get
your
thoughts
on
that.

Just
anyone
like
it,
you
guys
see
it
on
a
regular
basis.
We
have
men
and
women
on
women
in
your
department,
go
out
injured
and
they
would
very
much
love
the
benefit
of
being
able
to
get
chiropractic
services,
but
for
some
reason
our
health
insurance
plan
doesn't
allow
that
and
I
think
that
just
defies
logic
and
I
think
that
we
would
see
a
huge
benefit
from
a
work.
Man
standpoint
work
our
standpoint,
but
also
from
those
that
are
injured
and
also
getting
into
the
prescription
medication.
Piece
of
this
thing.

as
someone
who's
never
taken
advantage
of
that.
So
you
need
it.
It's
okay!
So
it's
it's
hard
for
me
to
speak
first
hand,
but,
but
you
know
it
sounds
like
there's
some
testimonials,
certainly
that
some
people
find
and
just
in
general
I
would
say:
yes,
anything
that
helps
one
our
people
to
stay
healthy.
You
know
avoid
injury
or
anything
to
helps
shorten
the
time
you're
out.
Anything
that
helps
us
to
get
people
back
to
like
full
unrestricted
duty
is
is
a
benefit
to
us.

Certainly
it's
an
agency
because
if
not
our
answer
is
when
you're,
when
you're
out
and
recovering
from
anything
whether
it's
surgery
or
what
have
you,
it's
you're,
typically
being
replaced
on
all
the
time,
because
we
have
minimum
staffing
levels
and
so
it's
you
know,
certainly
the
I'm
sure
the
cost,
just
like
any
provider
thing
and
healthcare
can
be
balanced
and
measured
and
and
drawn.
So
so
I
guess
like
I,
said
right
now.
It's
just
even
just
thank
you
for
even
thinking
about
it
and
thinking
about
the
Wellness
about
personnel
that
you.

Think
that
as
we
head
towards
renewing
our
health
insurance
contract
collectively,
we
need
to
put
an
oar
in
the
water
to
advocate
for
for
chiropractic
services
that
they
be
allowed
to
the
formulary,
so
that
city
employees
in
their
families
could
get
the
benefit
of
having
that
and
and
I
would
think
that,
and
just
from
the
men
and
women
that
I've
heard
from
not
just
through
our
public
safety
sector.
You
know
a
police,
fire
and
EMS,
but
other
city
employees
oftentimes.

Ask
that
as
well
as
why
it's
not
included
in
the
formula
in
we
have
tremendous
bargaining
power
just
given
our
size
and
the
number
of
employees
and
their
families
that
we
employ
and
we
and
we
we
ensure
I,
think
the
time
has
come
to
a
very
frank
conversation
with
that
carriers
to
make
sure
that
we
add
that
to
the
formulary
and
when
city
employees
have
a
back
neck
or
knee
issue
that
they
can
go,
get
a
quick
adjustment.
Maybe
we'll
be
right
back
to
work
as
opposed
to
having
to
go
through
this
lengthy.

know
Family
Leave,
Act
policy
and
be
out
for
weeks,
if
not
months,
and
then
the
chase
is
on
with
prescription
medications
and
painkillers,
and
so
so
I
appreciate
your
time
and
attention
to
that
and
at
some
point,
we'll
double
back
more
we're.
Looking
at
renewing
our
insurance,
which
I
think
should
be
coming
up
sometime
soon,
Chia
probably
has
a
better
idea,
maybe
in
the
fall.

direction

advocate

have
chiropractic
services
added

the
formulary
in

capacity.

bring
that
message

double
back
with
all
city
departments,

frankly

start
to
look
through
the
budget
process
that
add
the
lost
man-hours
and
find
out.

month

I
think
I
was
with
you
at
the
Reggie
Lewis
Center.
They
had
a
youth
jobs,
fear
I,
know
the
mayor
attended
it,
but
the
e/m
some
of
the
EMS
personnel
were
there.
They
were
doing
a
demonstration
on
CPR
helping
young
people
learning
about
different
breathing
breathing
issues.

I
also
know
you
guys
do
great
work
on
car
seats.
Helping
a
lot
of
these
young
families
adjust
the
car
seats
for
the
their
children,
but
I'm
really
I'm
really
proud
of
the
work.
You
do
not
only
at
your
job
but
also
engaging
the
public
on
on
so
many
important
issues
such
as
CPR
or
such
as
making
sure
our
children
are
safe
in
their
in
their
car
seat.
So
you
know
the
men
and
women
of
EMS
do
a
lot
of
a
lot
of
work
in
our
city
and
it
it
oftentimes.
