rise
today
to
bring
our
attention
to
an
unrecognized
epidemic
that
is
sweeping
our
schools.
Boston
has
successfully
reduced
the
public
health
hazard
of
nicotine
addiction
today
only
15%
of
Bostonians
smoke,
which
we
all
know
represents
a
massive
decline
since
the
Mad
Men
era.
As
chair
of
the
council's
Committee
on
healthy
women,
families
and
communities,
I'm
proud
of
the
work
that
this
city
has
done,
that
the
Public
Health
Commission
has
done
to
help
our
residents
quit
smoking.

Things
like
our
nicotine
patch,
give
away
our
partnership
with
the
mayor's
smokers
helpline
working
with
BHA
to
really
offer
support
and
smoking
cessation
products
and
techniques
for
residents
who
smoke
there.
I
myself
am
a
former
smoker
and
I
know
firsthand
how
difficult
it
is
to
quit
smoking.
That's
why
I'm
concerned
that
new
nicotine
delivery
systems
like
Joule
and
other
east
cigarettes
have
spread
among
young
people
faster
than
our
culture,
and
our
government
can
adapt
to
the
fresh
source
of
nicotine
addiction.
C

Julen
has
become
a
widespread
addiction,
one
in
five
high
school
students
in
our
state
and
around
this
country
are
using
e-cigarettes
20
percent
and
the
number
of
middle
schoolers
who
are
using
it
or
trying
it
is
growing
at
an
alarming
rate.
Some
studies
have
shown
that
close
to
80
percent
of
high
school
seniors
have
tried
e-cigarettes,
at
least
once
more.
Meanwhile,
only
three
percent
of
adults
use
e-cigarettes.
That
shows
this
product
is
much
more
popular
for
high
schoolers,
who
want
to
vape
than
adults
who
want
to
quit
smoking.

The
number
of
high
school
seniors
who
used
e-cigarettes
doubled
last
year,
the
largest
one-year
increase
ever
recorded
for
youth
addictive
substances
in
over
four
decades.
These
substantive
substances
are
more
dangerous
than
many
of
our
young
people
realize
vaping
might
be
safer
than
smoking
traditional
cigarettes,
but
it
still
has
many
of
the
negative
respiratory
and
cardiovascular
effects
of
nicotine,
including
impacting
the
brains
of
adolescents,
as
well
as
the
hearts,
and
one
of
the
reasons
why
the
American
Heart
Association
is
supporting
the
efforts
that
we're
introducing
here
today.

Now
you
don't
need
to
ask
health
researchers
to
know
that
this
is
an
epidemic
among
our
youth.
You
just
need
to
ask
anyone
in
our
high
schools
any
of
teenagers,
any
teacher,
any
person
who
is
seeing
these
incredibly
alarming
and
growing
trends
through
monumental
effort
targeting
by
the
big
tobacco
companies
government
successfully
made
smoking
cigarettes
uncool
and
stopped
a
new
generation
of
getting
hooked
on
nicotine,
but
Joule
and
other
companies
have
made
vaping
the
new
smoking
high
school
students
don't
see.
C
Joule
high
school
students
see
a
Joule
that
doesn't
look
or
smell
like
a
traditional
cigarette
is
a
different
product
with
different
cultural
associations,
but
it's
delivering
the
same
amount
of
nicotine.
So
what
can
we
do
about
it?
What
can
this
body
do
about
it?
Well,
as
the
FDA
is
working
to
evaluate
each
cigarettes,
health
effects
by
2021
they,
along
with
the
Boston
Public
Health
Commission,
have
crackdown
on
some
underage
sales
of
some
candy
flavored
cigarettes,
they're
popular
among
teenagers,
but
so
many
high
school
and
middle
school
students
are
already
addicted
and
we
need
further
action.
C
Half
of
underage
users
of
use
e
cigarette
flavors
that
still
remain
legal.
On
the
FDA's
crackdown,
additionally,
online
sales
have
increased
dramatically.
So
while
we
have
seen
some
efforts
about
selling
these
and
sort
of
corner
stores,
we're
seeing
a
robust
growth
in
the
number
of
online
sales
now
I
think
it's
safe
to
say
that
the
popularity
of
e-cigarettes
among
children
is
a
public
health
crisis
in
Boston,
and
we
need
to
take
action.
Cities
across
the
United
States
are
banning
flavored
East
cigarettes
that
make
this
product
so
attractive
to
underage
youth
users.
C
Only
a
product
marketed
to
kids
needs
flavors
such
as
mango
fruit
or
cream
flavored
nicotine
banning
flavors
is
one
important
step.
We
should
consider
simply
enforcing
an
age
restriction
on
flavored.
Nicotine
isn't
foolproof,
however,
when
high
schoolers
and
middle
schoolers
are
already
addicted
and
will
find
other
ways
to
procure
the
product
if
it
is
available
in
stores.
Some
municipalities
are
also
considering
an
overall
ban
on
e-cigarettes
until
the
FDA
evaluates
their
public
health
impacts.

We
should
look
at
a
variety
of
strategies,
as
this
product
is
spreading
faster
than
any
analysis
of
how
it
is
harming
our
young
people.
This
adolescent
addiction
also
emphasizes
the
importance
of
social
and
emotional
supports
in
our
schools.
Every
young
person
should
have
someone
to
talk
to
you
if
they
want
to
quit.

use

e-cigarettes

vapes

the
young
people
in
our
city,
I'm,
proud

partner

him

co-sponsor

begin
a
serious
conversation
about
restricting
access
to
tobacco
products
deliberately
deliberately
marketed
to
underage
consumers
throughout
my
years
as
a
high
school
teacher
monitoring,
cigarette
use
was
a
daily
struggle
for
me
and
my
colleagues
with
the
e
cigarettes
and
vaping.
The
situation
has
become
far
worse
because
these
products
are
much
harder
to
hide.

As
a
parent
of
teenagers.
I
am
so
much
more
aware
of
the
attractiveness
of
these
devices,
I've
seen
them
they're
cute,
they
can
be
decorated,
they
come
in
sparkly
cases
and
they
become
very
attractive
for
young
people
to
want
to
not
just
use
but
also
collect
and
share
what
makes
us
products
a
in
a
situation,
a
public
crisis,
because
these
products
have
a
greater
concentration
of
nicotine
and
are
more
addictive
than
traditional
cigarettes.
The
rising
popularity
of
flavored
tobacco
e-cigarettes
proves
that
this
market
is
targeting
youth
and
adolescent
populations,
as
this
industry
continues
to
grow.

It's
increasingly
important
for
us
to
make
sure
these
products
are
sold
for
their
stated
purpose,
which
is
to
help
Adickes
adults
quit
their
addiction
to
cigarettes.
We
need
to
make
sure
that
we
get
to
this
work,
get
to
it
quickly
because,
as
I
talked
to
my
teacher
friends
and
parents
of
teenagers
and
young
teens
and
older
teens,
this
is
a
problem.
That's
know
that
is
spreading
across
our
city.
I've
heard
incidents
where
kids
are
hiding
them
in
the
classroom,
because
there
is
very
little
smoke.
There
is
no
odor.

is
a
serious
concern
and
something
that
we
can't
let
get
too
far
out
of
hand.

This
past
weekend,
I
joined
two
separate
peace
walks
on
Friday
afternoon.
12Th
Baptist
Church
resumed
their
peace
walks
throughout
the
community
of
Roxbury
joined
by
many
police
officers.
This
was
the
first
one
of
the
season,
and
that
was
wonderful.
That
was
Friday
afternoon
on
Sunday.
Did
it
again?
Many
of
you
were
there
for
the
peace,
walk
the
walk
for
peace
that
the
Lewis
D
Brown
Institute,
does
walking
from
fields
corner
all
the
way
to
City
Hall.
These
are
very
important
peace
walks.
They
help
build
trust
in
the
community.
G
They
help
raise
awareness
around
the
issues
and
create
a
strong
sense
of
community
and
those
are
important,
but
between
those
two
walks
sandwiched
in
between
those
walks
or
right
in
the
middle
of
those
walks
on
the
beautiful
first
day.
First,
nice
day
are
one
of
the
first
nice
days
that
we've
seen
this
season.

So
as
we
try
to
do
a
better
job
of
caring
for
our
whole
community,
making
sure
that
we
have
the
trauma,
support
services
that
are
needed.
That
is
very
important.
If
we
are
going
to
break
the
cycle
violence
in
our
community
beyond
strengthening
trauma
response
and
support
services,
we
need
to
do
much
more
in
terms
of
the
economic
opportunities
for
people
in
our
community,
as
well
as
well
as
making
sure
that
they're
getting
the
education
that
they
need
in
our
schools.
Now
oftentimes.
G
We
talk
about
violence
and
summer
violence
as
being
a
youth
issue,
but
we
know
that
many
of
the
victims
of
violence,
including
those
who
who
may
be
alleged
perpetrators,
are
not
necessarily
young
people.
These
are
people
who
are
in
their
30s
or
40s
often
times,
and
we've
got
to
make
sure
that
there
are
also
supports
available
for
them
as
well.
G
We
know
that
last
month,
unfortunately,
Eleanor
Maloney,
who
was
74
year
old
grandmother,
was
shot
in
Mattapan
and
there
are
other
victims
as
well
as
alleged
perpetrators,
who
are
who
are
much
older
than
the
youth.
So
we
need
to
do
a
lot
more
to
ensure
that
our
young
people,
as
well
as
older
adults,
are
getting
the
supports
and
services
that
we
are
breaking
the
cycle
of
violence
in
our
communities
and
that
we're
being
proactive
about
it.
We
know
that
we're
gonna
see
an
uptick
in
the
summer.
We've
got
to
do
more.
Fortunately,
we
do.

have
seen
a
decline
from
17
to
18,
and
we
need
to
make
sure
that
we
continue
that
for
summer
2019.
So

Housing
Development
in
my
district
and
I,
think
it's
important
that
we
get
together
before
this
summer
and
Arnaz
truly
begins
and
the
weather
we've
had
lately
that
maybe
in
September
before
we
get
there,
but
we
all
know
is
the
temperature
rises.
So
too
does
the
crime
wait
rate
in
every
city.

important
that
we
are
able
to
convene
all
the
relevant
stakeholders
make
sure
the
resources
there
make
sure
that
residents
have
opportunities
to
talk
with
one
another
and
really
facilitate
good
communication.
I
know
the
mayor's
committed
to
this
as

know

he
and
Commissioner
Gras
now
Commissioner
grass
have
been
working
hard,
so
I
think
it'll
be
a
great
opportunity
just
to
check
in
with
one
another
and
make
sure
we
can
do
everything
we
can
to
make
sure
it's

just
wanted

note
that
I
believe
it
again.
I
wanted
to
acknowledge
the
passing
another
giant
in
East
Boston
Evelyn
Marash
was
again
part
of
the
group
of
women
who
were
the
Maverick
Street
mothers
and
it's
she
passed
away
on
Mother's
Day,
I'm,
surrounded
by
family,
and
she
was
not
only
a
giant,
but
she
was
a
second
mother
to
a
lot
of
the
activists
coming
up
in
East
Boston
and
she
also
helped
to
find
the
East
Boston
community
news
and
parents
and
teachers
who
care
about
education.

She
was
a
lifelong
Girl
Scout
and
helped
to
train
the
generations
of
Girl
Scouts
in
East
Boston.
She
was
a
force
to
be
reckoned
with
fighting
for
a
community
when
a
lot
of
women
really
weren't
finding
their
voices
or
didn't
have
a
voice.
I
should
say
I
weren't
allowed
to
have
a
voice
for
her
generation.

She
is
someone
who
was
the
one
thing
for
the
first
people,
I
met
when
I
ran
in
2016
actually,
and
she
invited
me
into
her
home
and
gave
me
such
a
wonderful
education
about
the
history
of
East
Boston
and
what
she's
done
what
people
have
done
to
preserve
the
wonderful
character
of
the
neighborhood?
She
is
she's
going
to
be
heavily
missed
by
us,
and
our
house
sits
on
the
corner
of
Putnam
Street,
and
we
will
always
consider
that
Evelyn's
corner
she
has.

leaves
behind
five
kids,
who
are
also
stewards
and
part
of
our
community
and
I.
Just
wanted
to
acknowledge
her
passing
was
at
the

went
to
the
wake
and
just
who
came
out
from
all
generations
for
folks

her
in
development.
She
was
also
on
the
board
of
the
East
Boston
Health
Center.

it

seems
like
the

Oaks

she's

one

the
great
ones
who
were
