B
A
C
You
thank
you.
Council.
President
I
have
the
great
honor
today
my
last
meeting
to
have
my
clergy
sister
patty
Andrews,
from
the
order
of
the
sister
of
st.
Joseph
in
Brighton,
the
Motherhouse
sister
Pat
grew
up
in
Brockton
Mass.
He
grew
up
in
a
loving
home
with
her
parents
and
four
siblings,
attended
Brockton
public
schools
and
was
introduced
to
the
sisters
of
st.
Joseph
during
CCD
classes.
C
At
sait,
Coleman's
church
sister,
Pat's
exposure
to
the
sisters
was
expanded
when
she
rolled
in
Cardinal
Spellman
High
School
in
Brockton,
Cardinal
Spellman
was
a
big
part
of
her
life
and
it
was
all
centered
around
the
sisters
of
st.
Joseph,
though
sister
Pat
had
a
strong
pull
towards
the
sisters.
Her
mother
wanted
her
to
go
to
college
following
her
mother's
wishes,
sister
Pat
attended,
Bridgewater
State
College.
C
C
In
1994
she
was
elected
to
the
CJ
csj
leadership
team.
The
call
to
leadership
was
a
big
change.
Sister
Pat
became
immersed
in
congregational
internal
ministry
and
2000,
as
sister
Pat
term
came
to
an
end.
She
reflected
on
her
next
ministry.
One
ministry
that
attracted
Pat
was
the
literacy
connection
which
had
an
opening
for
a
new
director.
The
literacy
connection
is
a
vibrant
and
unique
literacy
program
sponsored
by
the
sisters
of
st.
Joseph's
committed
to
teaching
low-income
adults
how
to
read,
write
and
communicate
in
English.
C
She
looked
at
that
position
and
the
teacher
and,
in
her
said,
working
with
adults-
that's
new
for
me,
but
I
can
do
it.
She
applied
and
was
chosen
as
the
director
of
the
literacy
connection
and
has
served
in
that
night
for
the
past
19
years.
Many
of
you
know
that
the
mother
house
for
the
sisters,
st.
Joseph's,
is
located
more
or
less
in
the
central
part
that
what
I
call
the
heart
and
soul
of
our
neighborhood
and
the
sisters
of
st.
Joseph's
do
represent
the
heart
and
soul
of
our
community.
D
It
makes
me
very
nervous
that
he
and
my
mother
somehow
had
this
conversation,
but
this
is
an
honor
to
be
with
you
and
to
pray
with
you
and
to
support
you,
and
so
we
pray
God
of
inclusive
love
in
this
springtime
of
growth
and
greening.
You
call
us
to
kinship
and
to
community,
we
pray
that
we
may
grow
in
our
compassion
and
our
care
for
all
of
our
sisters
and
brothers.
D
May
we
practice
being
fully
present
listening
with
respect
and
attention,
especially
to
those
who
are
on
the
margins
and
may
we
be
moved
to
serve
and
to
advocate
seeking
to
create
a
beloved
community
where
even
the
faintest
voice
can
be
heard.
God
of
love.
May
our
personal
faiths
give
us
the
strength
to
witness
with
courage
to
the
challenges
before
us.
D
May
we
be
united
both
as
elected
civic
leaders
and
responsible
involved
citizens
in
building
a
city
where
everyone
can
have
the
opportunity
to
live
with
dignity
and
hope,
god
of
sustaining
love,
bless
our
efforts
as
we
work
together
so
that
all
may
be
one
for
a
future.
Yet
to
come,
and
I
asked
mark
if
I
may
as
a
custom,
our
sisters
of
st.
Joseph
when
we
are
missioning
or
commissioning
people
to
go
forth
and
to
resume
and
to
be
part
of
ministry,
we
do
a
blessing
and
I
would
like
to
bring
that
sisters
of
st.
D
Joseph's
blessing
to
you
today.
If
I
may
may,
the
greatest
love
the
world
has
ever
known
sees
you
inspire
her
set
your
heart
on
fire
and,
dare
you
to
be
bold
with
wisdom
to
be
told,
may
the
neighborhood
of
our
sacred
universe
be
carried
and
treasured
embraced
inside
of
you
that
all
may
be
one
for
a
future.
Yet
to
come
this
we
ask
this.
We
pray
as
we
bless
you
this
day,
amen.

F
You,
madam
president,
typically
a
hundred
thousand
dollars
is
my
limit
in
terms
of
whether
or
not
I'll
suspend
and
pass
if
it's
over
I
typically
won't.
If
it's
under
I
typically
will
given
the
fact
that
this
is
right
on
my
line
of
mark
ashen,
I'm
gonna
allow
the

been
really
working
to
make
the
Rossdale

F
Such
a
wonderful,
thriving
place
that
it
is
today
so
I
will
be
asking
all
of
you
to
suspend
and
accept
this
order
authorizing
$100,000
it's
going
to
help

It's
gonna
really
make

that
there's
more
opportunities

gonna

then
followed

to

A
Thank
You
councillor
co-moh,
the
hearing
is
hearing
water
is
pretty
straightforward.
It's
actually
a
hearing
order
that
we
have
been
sort
of
building
on
previous
conversations
that
have
been
having
happening
frankly
behind
closed
doors,
and
so
this
is
an
opportunity
to
do
it
in
a
public
space
to
bring
all
the
stakeholders
in
and
what
is
a
hearing
call
for
for
violence,
intervention
and
violence
prevention?
We
receive
millions
of
dollars
whether
they're
form
the
Commonwealth
federal
government.
A
But
we
know
that
investments
in
youth
development
funds
or
youth
development
organizations,
investment
that
supports
trauma
and
those
who
are
exposed
to
trauma,
particularly
in
neighborhoods
where
it's
there's
a
high
rate
of
exposure
is
very
important,
and
so
this
is
an
opportunity
for
us
to
recognize
the
importance
of
that
investment.
But
also
to
say,
what
are
we
doing
with
those
funds
right
now,
it's
really
difficult
to
track
anywhere
how
those
resources
are
being
spent
who
is
receiving
the
money?
A
There
are
currently
no
metrics
or
accountability
standards
in
place
with
respect
to
these
organizations
that
are
receiving
the
funds.
In
one
example,
the
ssy
I
grant,
which
we
received
from
the
state
and
we
have
received
over
10
years.
It
is
in
the
millions
and
in
my
first
hearing
as
the
chair
of
the
Committee
on
Public
Safety
in
criminal
justice,
I
was
shocked
to
learn
that
in
the
last
10
years,
the
same
10
organizations
had
been
receiving
those
funds
and
for
me,
I
had
a
question
around.
What
are
they
doing?
A
Who
are
they
serving
and
are
they
having
an
impact
and
have
we
actually
defined
for
those
organizations?
What
we
want
and
expect
that
impact
to
be
so?
This
hearing
is
an
opportunity
for
us
to
bring
together
various
city
departments
that
dish
out
funds
for
violence,
intervention
and
prevention,
to
also
invite
grantees
to
participate
and
external
stakeholders
as
well
to
create
an
inventory
of
all
the
resources
that
go
towards
violence,
prevention
and
intervention
and
then
to
say
who's
getting
the
money.
How
much?
What
are
you
doing
for
our
young
people
in
particular?
A
What
is
the
impact
that
you're
having?
How
do
you
measure
that
and
then,
hopefully,
to
establish
some
standard
around?
Not
only
what
those
metrics
should
be,
what
those
outcomes
should
be,
but
accountability
practices
as
well
right
now,
there
are
various
departments
that
have
these
resources
for
violence,
intervention
and
prevention;
I
think
they
do
things
differently
and
probably
sometimes
work
in
silos.
So
how
can
we
work
together
as
a
collective
everyone
I
think
on
this
body
as
well
as
the
mayor
agree
that
this
investment
in
resources
in
violence,
prevention
and
intervention
intervention
is
necessary.
A
It
is
essential
in
my
district
in
particular
that
has
seen
some
Reese
in
troubling
incidents
of
violence
as
well
as,
of
course,
in
Dorchester,
with
councillor
Baker
in
Mattapan
with
councillor
McCarthy.
We
really
need
to
make
sure
that
these
resources
are
having
the
intended
outcome
and
impact
they
are
designed
to
have.
Otherwise
these
incidents
of
violence
will
not
go
down,
they
will
not
decrease,
they
may
likely
go
up
and
so
I'm
looking
forward
to
having
this
conversation
and
a
series
of
probably
conversations
to
get
this
right
and
to
remind
folks
these
are
public
dollars.
A
This
is
our
money.
This
is
taxpayer
dollars.
Not
only
should
we
be
transparent
with
what
we're
doing
with
the
money,
we
want
to
make
sure
that
folks
are
bought
in
to
the
investments
that
we're
making
with
their
money
so
excited
for
this
conversation
and
to
do
it
in
partnership
with
all
of
you.
Thank
you
and
thank
you
councillor.

H
You,
madam
president,
as
you've
all
heard
may
marks
this
may
marks
the
70th
anniversary
of
Mental
Health
Awareness
Month
May
has
been
recognized
as
Mental
Health,
Awareness
Month
since
1949
to
raise
awareness,
fight
stigma,
provide
support,
educate
the
public
and
advocate
for
policies
that
will
support
those
with
mental
illness.
A
few
weeks
ago,
I
got
an
email
from
an
eighth
grade
student
at
Boston
Latin
Academy
students
from
Boston
Lion
Academy,
who
were
seeking
answers
to
questions
for
their
generation
citizen
project.
This
class's
project
was
dedicated
to
mental
health.
H
One
of
the
questions
they
asked
stuck
with
me.
Why
isn't
mental
illness
treated
the
same
as
physical
illness?
Stigma
is
structural
inequities,
limited
access
to
services?
The
list
goes
on,
but
it
shouldn't.
Although,
on
the
surface,
mental
health
parity
has
existed
in
federal
law
for
the
last
10
years,
there
is
still
much
work
to
be
done
to
fully
realize
that
parity
individuals
still
go
years
without
care
and
and
do
not
have
access
to
the
full
range
of
effective
treatment
options
for
true
mental
health
parity.
H
There
are
structural
inequities
that
need
to
be
addressed
from
top
down
through
the
mental
health.
Roundtable
series
have
been
hosting
I've
had
the
privilege
of
listening
to
the
providers
that
are
on
the
front
lines
together,
we
are
trying
to
tackle
these
issues
head-on.
To
ensure
mental
health
parity
exists
in
its
fullest.
One
in
five
people
will
be
affected
by
mental
illness
in
their
lifetime.
Yet
because
of
the
stigma
associated
with
mental
illness,
many
people
still
are
too
ashamed
or
too
embarrassed
to
seek
the
help
they
need
for
themselves
or
their
loved
one
loved
ones.
H
H
A
Madam
clerk,
if
you
could
add
councillor
Baker
councillor,
co-moh
councillor,
Edwards,
councillor,
Flaherty,
councillor,
Flynn,
councillor,
garrison,
councillor,
Janey,
councillor,
McCarthy,
councillor,
Malley,
Council,
ooh,
CalPERS
income
as
well
as
the
chair,
and
at
this
time
councillors,
nice
asabi
George,
seeks
suspension
and
adoption
of
the
fourth
late
filed
matter.
All
those
in
favor
of
adoption,
say
aye
any
opposed,
say,
nay,
the
eyes
have
it.
The
forth
late
foul
matter
has
been
adopted.
A
Moving
on
anyone
looking
to
remove
a
matter
from
the
green
sheets
may
do
so
now.
Moving
right
along
I
am
formed
by
the
clerk
that
there
is
one
late
file
matter
which,
in
the
absence
of
objection,
will
be
added
to
the
consent
agenda
hearing
and
seeing
no
objection.
The
late
file
matter
is
so
added
at
this
time.
The
chair
moves
for
adoption
of
the
consent
agenda.
All
those
in
favor
say
aye,
any
opposed,
say,
nay,
the
eyes
have
it.
The
consent
agenda
has
been
adopted.
G
To
announce
our
notice
to
the
council
that
we
are
actually
on
Friday,
my
Souths
and
councillor
Mallory
are
having
a
briefing
with
Planned
Parenthood
to
discuss
all
policies,
activity
and
all
of
the
different
areas
at
the
immiscible
level,
and
also
state
and
federal
their
activity,
and
what
we
could
be
doing
to
support
that
and
to
just
simply
learn
from
them.
Thank.
I
You,
madam
chair
to
two
pieces
of
business.
First,
today's
my
mother's
92nd
birthday,
I,
haven't
had
her
for
three
years
but
she's
ever-present
in
my
life,
so
I
just
want
to
wish
Eileen
O'connor
happy
92nd
birthday,
first
order
of
business
second
order
of
business.
Last
night
I
was
at
the
Long
Island
meeting
I
think
as
a
council.
We
should
do
some
sort
of
action,
maybe
a
letter
or
something
even
show
up
a
Quincy
City
Council
to
see
if
we
could
talk
to
them
there
about
helping
us
trying
to
solve
a
regional
problem.
I
The
message
that
that
was
being
spoken
about
by
all
of
the
electeds
there
last
night
was
we're
going
to
continue.
Litigate
continue
to
litigate
continual
litigate,
as
we
have
people
dying
on
the
streets
at
mass
and
Cass.
We're
handling
this
for
the
entire
region,
we're
going
to
need
some
help
and
I
think
if
we
reach
out
as
a
body
and
say,
hey,
listen,
get
over
yourself.
Let's
try
and
get
this
thing
done,
we're
willing
to
step
up
and
handle.
I
You
know
this
problem,
this
regional
problem
and
all
the
50%
of
the
people
that
are
on
the
street
down
there
now
and
not
from
the
city
of
Boston,
and
this
isn't
saying
that
Quincy
doesn't
do
their
fair
share.
Quincy
does
plenty.
Quincy
does
more
than
probably
most
of
the
other
towns
that
that's
around
us,
so
just
wanted
to
get
it
on
people's
radar,
not
sure
of
what
our
action
should
be
yet,
but
we
should,
as
a
council,
go
and
not
impose
our
will.
I
H
H
My
kids,
maybe
for
my
kids
I,
just
want
to
thank
all
the
teachers
who
have
touched
our
lives
all
of
my
former
colleagues
for
my
years,
teaching
I'm
wearing
red
today,
red
for
Eid,
for
education
and
just
want
to
thank
men
and
women
who
go
to
work
every
day
in
our
schools
in
Boston,
in
particular,
to
teach
our
kids
to
work
with
our
students
to
love
our
students
and
just
wish
them
a
great
rest
of
the
school
year.
They're.
Almost
there
I
think
that
the
countdown
is
happening
in
many
of
our
schools.
A
A
A
Thank
you.
The
chair
moves
that
when
the
counselor
earns
today
it
does
so
in
memory
of
those
aforementioned
individuals,
we
were
scheduled
to
meet
again
in
this
chamber
on
Wednesday
May
15th
at
noon.
All
those
in
favor
of
adjournment,
say
aye,
any
opposed,
say,
nay,
the
eyes
have
it.
The
council
is
adjourned.
