Description
Boston City Council Meeting on May 13, 2020
A
Had
some
high
school
friends,
we
we've
been
together
for
many
many
years
and
they
were
sending
books
out.
You
know
books
to
read.
There
was
another
book
that
you
could
borrow
it
for
free
and
I'm.
Like
I
know,
I
should
be
reading
books
but
I
feel
like
I.
Don't
have
any
time,
I,
don't
know
what
I'm
doing
my
god
even.
A
C
Book
club,
we
have
to
choose
a
title
that
was
freely
available.
There
was
no
copyright.
C
C
C
A
C
C
They
do
I,
don't
have
you've,
seen
it
any
images
they
do.
Have
these.
They
look
like
welders
masks
for
newborns
that
they
give
them
in
hospitals
to
protect.
A
C
C
C
A
She's
been
really
pretty
crazy,
so
yesterday
she
discovered
that
Delaney
had
taking
all
of
her
good
pieces
and
put
them
in
this
back
area
off
the
kitchen,
with
the
pantry
and
half
and
she's
gone
like
all
these
candlesticks.
All
these
things.
While
she
was
on
the
phone
to
bring
rearranging
her
house.
C
H
F
A
H
H
H
F
If
you
take
an
action
on
it,
certainly
you
would
wanna
yeah,
no
I,
believe
that's
fun.
I,
don't
believe
that
there's
an
any
requests
for
suspended
pass
so
that
will
just
get
assigned
to
a
committee
and
at
the
time
you
know
it's
a
hearing
and
you
know
we're
ready
to
take
out
and
obviously
let
me
just
do
a
quick
make
sure
we
have
Flaherty
and
Campbell
I
like
this.
It's
12
o'clock
and
it
really
laughs
a
start
on
crime.
F
H
F
E
A
F
F
It's
not
be
since
yesterday,
I,
don't
know
this
I
spoke
with
Carrie
earlier.
We
don't
know
if
it's
just
the
bandwidth,
so
many
users
now
on
zoom,
if
they're
just
getting
stretched
beyond
their
capacity
or
if
it's
just
you
know,
maybe
too
many
devices
on
in
our
homes,
but
it
was
a.
It
was
a
tough
day.
Yesterday
we
are
good
meeting.
We
get
had
good
hearings,
though
anyway
any
onesie
braiding.
She
back.
A
F
H
F
H
F
J
D
Pretty
loud
and
clear,
I
just
I
just
divide
folks
to
get
closer
to
where
their
Internet's
coming
in
their
routers
on
that's
the
best
way
to
get
the
best
stay
on
web
signal,
but
I
think
at
this
point
there
are
so
many
web
users
at
home.
That
is
where
we're
running
to
connectivity
issues,
problems
citywide.
So
that's
just
my
hunch.
F
J
G
F
Said
here
he's
just
having
a
connection
problem
and
we
can
see
his
video
is
up.
Can
you
try
count
hawk
again,
I
think
she
was
also
having
a
connection
issue.
Counselor.
A
F
A
A
F
Well,
now
move
on
to
the
first
order
of
business,
which
is
the
approval
of
our
minutes.
If
there
are
no
corrections
to
be
made,
the
minutes
of
the
last
meeting
will
stand
as
approved.
Seeing
and
hearing
no
objections.
The
meeting
minutes
are
so
approved.
Now,
let's
move
on
to
communications
from
his
the
mayor,
Madame
clerk
will
start
with
docket
0

F
A
You,
madam

The

F
F
F
Thank
you
so
for
those
watching
and
just
a
little
explanation
for
our
newest
colleagues,
these
dockets
are
for
the
confirmation
of
the
renewal
of
appointments
of
constables.
These
appointments
that
are
before
us
today
gone
through
a
review
process
that
the
Boston
Police
Department
handles.
This
is
a
yearly
process.
F
Then
they'll
be
around
there'll,
be
a
second
part
to
this
process,
where
we'll
have
to
approve
the
bonds
that
go
along
with
this
I
just
wanted
to
offer
that
explanation.
We
will
be
taking
these
dockets
separately
in
terms
of
our
vote,
so
we
will
now
move
on
at
this
time.
The
chair
seeks
suspension
of
the
rules
in
confirmation
of
dockets
zero,
six
nine
1
through
zero,
six,
nine
four
and,
as
I
said,
we
will
vote
separately,
we're
gonna
start
with
docket
zero,
six,
nine
one,
all
those
in
favor
say
aye.
F

Posed

Ninety

been

Next
is
docket

those
in
favor
say:
aye
aye,
any
opposed,
nay,
the
eyes.
Have
it
dr.
zero.
Six
nine
three
has
been
confirmed,
and
then
we
have
docket
zero,
six,
nine,
four,
all
those
in
favor,
please
say:
aye
those
Navy
eyes.
Have
it
akkad
zero.
Six
nine
four
has
been
confirmed.
Now
we
will
move
on
to
reports
of
committees
Medicare.
C
A
The
Committee
on
Community
Preservation
Act,
we
just
heard
on
jury
26,
2020,
docket,
number,
zero,
four,
zero;
seven,
that's
not
an
appropriate

of

from
the
fiscal

for
Community
Preservation

at
the
recommendations
of
the
city
of
Boston
Community,
Preservation
Committee.
He
known
as
the
CDC.
A
The
CPC
is
recommending
15
million
seven
hundred
and
fifty
thousand
seven
hundred
fifty
thousand
dollars
affordable
housing
projects,
three
million
four
hundred
forty
thousand
dollars
in
historic
preservation
projects
and
five
million
119
thousand
and
recreational
youths
in
open
space
projects.
The
midst
report
recommending
the
order
ought
to
pass
docket
number
zero.
A
Five
hundred
and
seventeen
thousand
six
hundred
and
eight
dollars
from
the
community
preservation
fund,
known
as
the
fund
estimated
annual
revenues,
because
the
year
would
be
perfect
and
reserve
injure
appropriations.
The
fund
was
created
upon
the
adoption
of
the
Community
Preservation
Act
known
as
the
Act
in
November
2016,
and
is
funded
impact
by
the
one
percent
property
tax
based
surge
Act
on
residential
and
business
property
tax
bills
that
took
effect
on
July
by
20th
2017
and
the
annual
state
distribution
from
Massachusetts
nearly
preservation
trust
fund.
It's
mister
report
recommending
the
order
on
to
pass.
A
F
J
My
president,
then,
thank
you,
madam
clerk,
for
reading
both
dockets.
This
is
an
exciting
day
for
the
neighborhoods
of
Boston,
particularly
my
colleagues,
where
we're
gonna
be
appropriating
a
little
over
24
million
dollars
for
the
creation
before
the
housing
for
Historic
Preservation
and
open
space
protection.
The
Committee
held
a
hearing
on
May
the
5th,
where
we
heard
testimony
from
members
of
the
administration
members
of
the
public,
such
as
neighborhood
groups
and
individuals
supporting
the
approved
projects.
J
The
committee
also
received
substantial
amount
of
written
testimony
supporting
whole
slate
objects
in
advance
of
the
hearing
want
to
thank
the
administration,
the
mayor
for
referring
it
to
the
committee
and
also
for
all
of
my
colleagues
for
participating,
as
well
as
any
handy.
The
chief
financial
officer
Kristen
caught
the
director
of
community
preservation,
Chris
cook,
chief
of
Environment
parks
and
open
space
in
shell
and
Dylan
chief
of
housing
in
the
director
of
Neighborhood
Development,
along
with
Jessica
Boatwright
deputy
director
of
Neighborhood
Development.
J
Obviously,
it's
tremendous
for
our
community
and
I
know
that
there
were
folks
that
called
in
that
we're
a
little
disappointed
that
they
didn't
get
selected.
But
that's
not
the
end
of
the
road.
It's
not!
No.
Never
it's,
probably
more
of
a
no
not
just
now
so
I
encourage
those
that
had
participated
and
came
up
a
little
short
to
get
back
to
the
drawing
board
and
resubmit
an
application
reach
out
to
the
district
and
that
large
colleagues
for
for
assistance
through
their
process
and
for
those
that
have
been
learning
about
it.
J
For
the
first
time
that
they're
welcomed
as
well
so
there's
a
tremendous
opportunity.
This
is
a
great
process
in
its
paying
huge
dividends
process
being
so
glad
that
it
finally
passed.
I
wish
I
had
passed
sooner,
but
nonetheless,
good
stuff
is
happening
as
our
neighborhood
because
of
the
CPA
to
have
led
that
effort
and
also
to
be
cheering
on
behalf
of
this
body.
With
that,
I
am
recommending
the
dr.
J
o
darkened
zero
4:07
Pat
and
the
council
approved
the
recommended
proc
all
the
recommended
projects
under
docket,
zero,
four
zero,
seven
and
with
respect
to
ducted
zero
six
one.
Four,
that's
an
appropriation
of
just
a
little
over
seven
hundred.
Eighty
two
thousand
four,
basically
for
administrative
and
operating
cost
of
the
Community
Preservation
Committee
they
did.
We
learned
that
they
did
had
to.
J
They
did
have
to
add
an
additional
some
additional
staff
to
oversee
the
grant
process,
and
that
was
stated
definitely
appropriation
of
fiscal
year,
2021
they'll
utilize,
strategic
planning,
which
will
also
maximize
the
resources
through
the
coordinating
among
various
city
departments.
So
the
volume
of
applications
was
was
was
significant
in
our
anticipation.
Is
that
more
will
be
coming
for
future
rounds
of
funding?
J
So
it
seems
more
than
appropriate
to
make
sure
that
Christine
passed
over
at
CPC
ask
the
resources
that
she
needs
to
fully
vet
these
applications
and
to
help
people
through
the
process,
whether
it's
a
case
of
first
impression
for
someone
or
whether
they've
they've
applied
multiple
times.
We
want
to
make
sure
that
everyone
has
access
to
this,
and
this
is
a
great
way
to
make
sure
that
we're
reaching
out
and
we're
getting
maximum
involvement
in
inclusion
in
the
process.
So
with
that,
as
chair
Committee,.
J
Recommend
this
zero
six
one
four
ought
to
pass
any
my
colleagues
with
anything
about
specific
projects
in
the
air
in
your
districts
that
they
haven't
already
done.
So
that's
great.
It
was
tremendous
participation
at
the
hearing
and
it
was
still
actually
getting
great
positive
feedback
from
across
the
state
with
respect
to
these
these
funds.
So
thank
you
very
much,
madam
chair.

thank
colleagues
for
coming
and
asking
such
good
question.
Thank
the
public
for
testifying
the
administration
becoming
answering
questions.
All
the
information
submitted
in
advance.
This
week
we
had
working
sessions
also
on
Boston
Public
Schools
and
on
fire
police
EMS
and
a
couple
of
Health
Commission.
H
F
F
K
You,
madam
president,
we
had
a
very
productive,
informative,
well
attended.
Hearing
last
night
we
went
a
little
bit
late
into
the
night,
so
I
want
to
first
give
people
thanks
with
central
staff,
who
are
working
double
triple
time,
given
the
waste
meeting
schedule
to
accommodate
after
hearings,
so
we're
very
grateful
to
Kerry
and
Candice
and
everyone
else
who
is
the
ball
they
don't
fund
was
on
as
well
so
councillor,
Braden
and
I
had
sponsored
this
matter
and
we
started
with
presentations
from
three
perspectives,
one
on
the
streetscape
and
what
other
cities
in
Boston
could
do.
K
Anderson
from
nationally
known
author,
an
urban
planner
Jes
Peck
one
on
what
should
we
expect
moving
forward
in
what
should
Boston
and
the
MBTA
do
particularly
a
city
and
the
state
work
together?
That's
this
one
was
from
Jared
Johnson
was
the
director
of
transit
matters,
and
then
we
also
heard
a
great
presentation
from
the
administration
banette
Gupta,
the
director
of
planning
for
the
Boston
Transportation
Department
and
Jacob
Wessel,
the
city
of
Boston's,
director
of
public
realm,
presented
a
little
bit
about
what
the
city
of
Boston
is
thinking.
K
There
were
many
many
community
leaders
and
advocates
involved
many
counselors
and
so
I
want
to
thank
my
colleagues
for
joining
and
asking
great
questions.
We
settled
with
consensus
around
the
urgency
to
take
action
to
make
sure
that
we
could
have
space
for
social
distancing
physical
distancing,
especially
as
the
economy
begins,
to
reopen
and
to
think
about
these
changes
that
we
can
push
directly
within
the
city's
power,
as
well
as
with
the
MBTA
I
think
there
were
a
couple
outstanding
questions.
K
For
example,
many
folks
asked
about
what
the
cares
Act
funding
would
go
to
relative
to
transportation
and
that
may
be
in
a
month
or
so
we
could
do
another
follow-up
just
to
see
where
which
of
these
plans
have
actually
come
to
fruition.
So
I'm
going
to
thank
everyone
and
thank
the
co-sponsors
council
great
into.
F
Thank
you
so
much
Costa,
whoo
and
I
also
want
to
thank
you
not
just
for
a
great
hearing
last
night,
but
for
sharing
those
beautiful
Mother's
Day
lilacs
from
the
Arboretum
with
all
of
us
today.
It's
something
that
I
really
miss
this
year,
just
being
able
to
experience
lilacs
period
a
little
bit
through
the
walking,
but
certainly
the
Arboretum
is
something
that
we
all
look
forward
to.
So
thank
you
for
sharing
that
with
us.
Dr.,
zero
662
will
remain
in
the
committee
of
Planning
development
and
transportation.
Now,
let's
move
on
to
motions,
orders
and
resolutions.
A
H
H
So
this
resolution
is
in
support
of
a
state-level
bill
that
would
fill
that
gap
and
I
think
that
we've
all
seen
how
harmful
it
is
to
certain
portions
of
our
community
to
be
left
out
of
not
even
just
the
recovery,
just
the
handling
of
the
emergency
and
to
me
it
doesn't
make
any
sense
so
I
would
just
I
know.
My
internet
connection
is
poor
today,
so
I
will
keep
this
brief.
Just
say
that
I
hope
to
have
colleagues
support
in
joining
our
state
house.
Colleagues,
in
support
of
this
important
matter.
Thank
you
and
you
seek.
F
F
So
right
now
we're
just
gonna
take
speakers
by
show
of
blue
hands
and
if
there
aren't
any,
we
can
go
to
the
sign
on.
That
is
fine.
Madam
clerk,
could
you
please
add

Please
also
add
the

here.
Would
you
like
to
make
a
brief
comment?
I
see
your
hand
up.
G

You
so
much,
no
one
else,
looking
to

suspension

of

all

the

Madam

could
you

L
Massachusetts
has
the
third
largest
population
of
Haitian
immigrants
of
United
States
and
the
city
of
Boston.
Righteous
concentration
of
diversity
we
see
in
today
is
a
testament
to
the
countless
contributions
of
the
Haitian
community,
which
includes
over
100
Haitian

and
cultural

as

City
Councilor
I'm
honored
to
represent
such
a
vibrant

I'm,
especially
grateful
for
their
role
in
keeping
our
community
safe
and
healthy.
During
this
public
health
crisis,
our
Haitian
residents
make
up
a
large
population
of
our
medical
professionals
and
essential
workers.
L
In
the
midst
of
the
kovat
19
pandemic,
they
have
been
on
the
front
lines
of
our
response.
Usually
we'd
be
celebrating
Haitian
Heritage
Month
with
the
colorful
and
celebratory
parade
along
Blue
Hill
Ave
to
represent
a
recognized
Haitian
flag.
Day
this
year,
Haitian

holding
a
virtual
celebration.
This
upcoming
Sunday
at

that
will
be
live
streamed
on
BNN

I,
invite
all
my

to
attend
and

for
our

in

M
Thank
you,
madam
president,
and
Thank
You
councillor,
sabi
George
and
councillor
Arroyo
for
the
partnership.
I
won't
talk
long
I
know
it
came
up
in
our
last
council
meeting
the
significance
of
this
population
and
councillor
asabi
George
said
it
best.
They
are
not
only
a
large
percentage
of
our
population.
A
larger
percentage
in
district
5
industry
for
aden
also
has
to
acknowledge
how
awesome
this
constituency
is
he's
in
the
background,
but
they
also
are.
M
You
know
the
health
care
workers
they're
on
the
front
lines
with
respect
to
Copa
19,
and
they
are
doing
it
probably
with
literacy
and
acknowledgement,
and
we
would
normally
acknowledge
this
population
at
our
parades
at
our
breakfast
is
at
the
City
Council.
So
wanted
to
be
very
intentional
about
raising
up
this
community
I
too.
You
know
whether
it's
in
my
office
or
folks
in
the
community
who
have
worked
to
support
our
efforts
in
the
community.
M
M
You
know
thank
them
with
the
as
much
as
I
can
and
just
thank
them,
and
it's
hard
to
do
that
virtually
we
know
a
lot
of
folks
are
necessary
tune
in
so
hopefully
we
can
sort
of
spread
this
around
and
extend
the
whole
council's
gratitude
to
this
community.
Thank
you.
Madam
president,
Thank
You
councillor,
sabe
george
and
councillor
royal.
I
I
G
I,
just
also
wanted
to
thank
the
makers
of
this
resolution
and,
as
a
Dominican
shares
the
island
of
Hispaniola
with
my
Haitian
brothers
and
sisters.
I
am
really
grateful
to
both
to
my
council
colleagues
and
recognizing
my
Haitian
brothers
and
sisters
and
what
I
know
also
and
utilizing
this
opportunity
to
uplift
the
importance
of
the
relationships
between
Americans
and
Haitians.
It
is
important
for
us
to
recognize
that
we
are
one
and
that
we're
all
in
this
community
together
and
really
excited
to
partner
and
celebrate
the
contributions
of
the
Haitian
community.
So
you
have
to
Saturday.
G
J
Madam
President,
please
add
my
name.
Obviously,
the
Haitian
community
is
a
very
great
and
proud
community.
Get
a
lot
of
friends
in
the
Haitian
community,
led
efforts
on
behalf
of
our
colleagues
here
on
the
council
to
host
the
first
flag-raising
reception
many
years
ago,
and
it's
passed
down
through
different
counselors
that
have
represented
that
district
and
they've
made
tremendous
contributions
to
our
city,
and
so
you
think
about
Boston.
You
think
about
Boston
strengths
in
its
diversity
is
a
big
part
of
that.
J
K
F
Thank
you
so
much
would
anyone
like
to
add
their
name?
Madam
Clerk,
could
you
please
add
councillor
O'malley
councillor,
clarity,
I
think
you
have
councillor
Raiden
councillor,
Flynn
councillor,
Edwards,
councillor,
Bock,
council,
woo,
council
mejia.
Please
also
add
the
chair
councillors,
asabi
George,
Campbell
and
Arroyo
seek
suspension
of
the
rules
and
adoption
of
docket
zero,
six,
nine
six,
all
those
in
favor,
please
say
aye
any
opposed,
nay,
the
eyes
have
it
and
duck
at
zero.
Six
nine
six
has
been
adopted.
K
Thank
you,
madam
president.
This
is
a
resolution
that
the
council
has
put
forward
every
year.
Usually
it
is
on
the
consent
agenda,
but
virtually
this
year
we
are
moving
things
onto
this
agenda,
so
I
want
to
thank
our
partners
at
the
organisation
act
to
change
a
national
nonprofit
that
is
dedicated
to
fighting
bullying
in
the
Asian
American
and
Pacific
Islander
community.
We
have
heard
numerous
ways
that
this
council
has
stood
up
and
recognized
the
API
community,
particularly
this
one
Asian
Pacific
American
Heritage
Month.
K
You
know
Vincent,
she
was
not
japanese-american,
but
his
the
perpetrators
involved
in
his
murder
assumed
that
he
was
use
racial
slurs
and
his
death
and
and
that
situation,
fueled,
national
Asian,
American
activist
movement.
So
on
May
18,
we
remember
Vincent
chin.
We
thank
all
the
partners
in
the
activists
that
have
continued
to
push
for
civil
rights
and
equity
across
all
communities
and
again,
I
want
to
thank
my
colleagues
for
being
such
strong
partners
in
lifting
up
the
AAPI
community,
especially
this
month.
Thank
you.
F
N
You
very
much,
madam
president,
I
want
to
commend
the
maker
and
also
just
to
echo
her
her
leadership
in
acknowledging
not
only
the
community's
contribution,
but
that
very
much
the
Asian
American
story
is
the
American
story
is
a.
It
is
part
of
our
fabric,
it's
part
of
our
DNA
and
to
remind
ourselves
in
many
cases
that
too
many
times
have
been
attempts
to
try
and
separate
and
segregate
people
in
the
United
States,
especially
those
who
are
in
different
minority
categories
by
this
model.
Minority.
N
Anti-Marriage
in
American
bias,
so
I,
just
I'm
just
so
proud
of
councilor,
Lewis
leadership,
I'm
also
I,
think
councilor
Flynn
has
also
been
on
the
forefront
in
many
many
conversations
to
make
sure
that
we
understand
that
an
injury
to
any
American
is
an
injury
to
all
of
us
and
that
we
need
to
stand
strong
and
firm
against
bias
and
discrimination.
Thank
you.
B
B
As
councillor
Wu
and
council
Edwards
mentioned,
we
are
seeing
a
lot
of
hate
crimes
were
seeing
a
lot
of
bullying
we're
seeing
a
lot
of
intimidation
across
the
country
and
it's
important
for
us
to
continue
to
speak
up
as
a
body
against
any
type
of
discrimination
or
hurtful
or
hateful
remarks
toward
any
ethnic
background.
So
again,
I
just
want
to
say
thank
you
to
council
wolf
for
leading
this
effort,
along
with,
along
with
Mayor
Walsh.
This
team,
but
I
also
want
to
especially
stay.
B
F
You
so
much
would
anyone
like
to
add
their
name
show
of
hands?
Please,
madam
quick,
could
you
please
add
councillor
O'malley
council
flirty
councillor
Brayden,
counselor,
counselor,
Edwards,
councillor,
savvy,
George
I,
believe
you
have
councillor
Flynn
councillor,
Mejia
councillor,
Campbell
councillor
a
royal.
Please
also
add
the
chair
councillor,
who
seeks
suspension
of
the
rules
and
adoption
of
docket
zero,
six,
nine,
seven,
all
those
in
favor,
please
say
aye
any
opposed
guys.
Have
it
docket
zero.
Six
nine
seven
has
been
adopted.
Madam
clerk
will
move
on
to
dock
at
zero
six
nine
eight.
Now,
please.
E
E
You,
as
there
are
conversations
both
at
the
state
and
the
federal
level
regarding
vote-by-mail
provisions
during
Colvin.
The
covert
pandemic
I
want
to
ensure
that
limited-english-proficiency
communities
are
afforded
and
extended
existing
language
access
provided
by
the
city
under
Section
203
of
the
Voting
Rights
Act,
the
city
of
Boston
is
mandated
to
provide
bilingual
ballots
and
voting
materials
in
Spanish,
but
for
more
than
10
years,
Boston
has
through
to
Home
Rule
petitions
voluntarily
provided
bilingual
ballots
for
Chinese
and
Vietnamese
voters
who
require
language
assistance.
E
I
want
to
ensure
that
existing
language
access
provisions
are
an
important
part
of
the
discussion,
as
we
do
not
put,
and
so
that
we
do
not
put
voters
in
a
position
where
they
have
to
physically
go
to
the
polls
during
a
pandemic
to
receive
a
ballot
in
their
own
language,
as
bills
currently
proposed
at
the
state
level.
Do
not
yet
tackle
the
issue
of
language
language
access,
I,
believe
this
resolution
is
timely
and
assisters
to
affirm
these
values
on
behalf
of
this
body.
E
G
Good
ass,
yes,
madam
president,
I
am
thrilled
to
be
co-sponsoring
this
resolution,
alongside
my
sister
and
servicemen
Frieden,
as
well
as
councillor
O'malley.
For
me,
this
issue
is
deeply
personal.
We
worked
really
hard
to
activate
voters
who
had
never
voted
before
running
for
office.
One
of
the
things
that
we
learned
was
how
difficult
the
balance
was
to
read
even
for
people
in
their
native
language,
we
should
be
operating
in
a
system
that
makes
it
easy
as
possible
for
people
to
vote
regardless
of
what
language
they
speak,
there's
a
real
chance.
G
Unless
we
act
quickly,
members
of
our
Chinese
and
Vietnamese
community
will
have
to
physically
visit
a
poll
site
in
order
to
vote
during
this
election.
We
don't
know
what
September
will
look
like
when
it
comes
to
this
pandemic,
but
I
do
not
feel
comfortable,
sending
out
our
neighbors
in
public
spaces
like
that,
when
we
know
how
doable
it
is
to
provide
mail-in
ballots,
it's
learn.
We
read
with
an
all
means
all
mentality
when
it
comes
to
our
elections,
and
this
resolution
is
an
important
first
step
in
recognizing
the
work
that
needs
to
be
done.
G
The
translation
is
a
Cleveland
hombre
and
you
are
led
to
believe
that
you're
supposed
to
write
in
the
person's
name,
so
I
think
it's
really
important
for
us
to
think
about.
Even
when
we're
talking
about
bilingual
ballots
is
that
we
need
to
be
culturally
competent
in
that
translation,
so
that
we're
not
confusing
voters
so
I
just
wanted
to
add
a
little
peace
in,
and
thank
you
again,
we're
super
emotion.
Are
appalled.

Demi,
kool-aid,
gracias,
gracias,.
C
You,
madam
president,
of
course,
rise
to
commend
my
dear
colleagues
and
friends,
the
District
Council
from
Austin
Brightman,
the
at-large
councillor
from
Dorchester
for
their
partnership
and
work
on
this.
Suffice
it
to
say
I'm,
proud
of
efforts
at
the
city
level,
as
it
relates
to
not
only
translation
but
transliteration
as
well.
I'm
enormous
ly,
proud
of
the
focus
that
this
year's
council
has
really
put
on
access,
both
language
access
and
making
sure
that
we're
able
to
truly
cast
a
wide
net,
particularly
as
it
relates
to
democracy.
C
It's
one
of
the
reasons
why
I'm
so
passionate
about
pushing
for
a
vote
by
mail
election
for
both
the
primary
election
in
September
and
the
general
election
this
November.
So
this
is
just
another
example.
This
this
resolution
is
a
great
opportunity
to
address
some
of
the
issues
that
I
know.
We
all
feel
very
very
strongly
about
to
make
sure
that
we
are
able
to
do
this
safely
and
inclusively
as
humanly
possible.
C
I'll
conclude
my
remarks
just
by
again
inviting
all
of
you
to
the
hearing
that
we're
having
on
Friday
as
it
relates
to
election
preparedness
in
vote
by
mail.
As
I
will
reiterate,
then
I
will
acknowledge
now
that
the
state
truly
is
what
sets
the
guidelines
of
rules
and
regulations
and
promulgates.
What
an
election
looks
like.
We
are
somewhat
limited
as
a
city,
although
there's
certainly
some
things
that
we
can
do.
C
We
have
done
and
other
things
that
we
ought
to
be
doing,
which
we'll
be
able
to
get
into
more,
but
it's
crucial
that
we
have
represented
from
the
Secretary
of
State's
office
to
be
able
to
participate
at
this
hearing
on
Friday
I
mean
we
really
as
a
body
to
work
with
them
to
make
sure
that
we're
able
to
facilitate
safe
and
inclusive
elections,
this
fall
and
beyond.
So
thank
you
to
my
colleagues
for
their
great
work
and
partnership
in
to
all
of
you
for
for
ditto.
Thank
you.
Thank.
K
Thank
you,
madam
president,
I
wanted
to
thank
my
colleagues
for
leading
on
this.
This
has
been
a
constant
and
ongoing
frustration
about
this
loophole
between
state
and
city
elections
around
transliterated
ballots,
and
it
becomes
even
more
stark
with
the
potential
of
mail-in
ballots
that
would
cut
the
city
out
of
being
able
to
go
above
and
beyond
the
state's
requirements
for
access
language
access
as
well,
so
I'm
so
excited
that
we
are
taking
this
up
and
continuing
to
push
on
this.
K
F
You
if
there
are
no
other
speakers
that
folks
would
like
to
sign
on
now
is
your
time
show
of
hands.
Madam
clerk,
if
you
could
please
add
councillor
balk
councillor

please
also
add
the
chair.

D
F
A
F
F
C
F
B
Thank
You
counselor
council
president
cheney.
Thank
you
for
giving
me
this
opportunity.
I
just
wanted
to
briefly
mention.
We,
we
discussed
the
we
nominate
in
last
week
of
Ted
lands,
mock
and
I
just
wanted
to
say
for
the
for
the
record.
I
have
known
mr.
Lanz
Mac
for
30
years
and
he's
was
it
most
decent
people
I
ever
met
in
my
life.
Someone
that's
committed
to
civil
rights
in
helping
persons
with
disabilities,
so
I
just
wanted
to
say
a
kind
word
on
behalf
of
my
friend
at
Landsberg.
Thank
you,
madam
president.
Thank.
F
L
You
thank
you,
madam
president,
just
a
brief
announcement.
Monday
afternoon
I'm
hosting
a
women
business
owned
women-owned
business
conversation,
it's
a
you
have
to
RSVP.
So
please
check
facebook
and
social
media
for
that.
If
you'd
like
to
participate
just
it's
an
important
time
for
all
of
us
and
as
businesses
begin
that
conversation
about
restarting,
they
need
to
do
it
in
partnership
and
do
it
together
and
learn
best
practices.
So
I
look
forward
to
Monday
afternoons,
conversation
and
all
are
welcome,
but
please
RSVP
so
we'll
send
you
the
zoom
link.
Thank
you.
Any.
F
Great,
we
will
then
move
on
one
thing
that
I
would
like
to
say
and
I
appreciate
that
we
continue
to
lift
up
our
frontline
workers
and
our
first
responders,
but
I
think
it's
really
important
to
also
lift
up
and
recognize
the
contributions
of
artists
during
kovat
19
and
as
a
child
growing
up
in
this
city.
There
was
art
all
around
me.
F
You
know
in
my
family
and
also
in
my
community
I
have
a
lot
of
artists
that
live
and
work
in
my
district
and
they've
been
hard
hit,
but
I'm
also
encouraged
because
I
see
the
artists
community
really
stepping
up
to
respond
to
the
crisis.
I
see
people
making
masks.
You
know
so.
Many
artists
have
really
contributed
and
I
just
wanted
to
highlight
them,
because
over
the
weekend
my
soul
was
replenished.
F
I
hung
out
with
775
thousand
viewers
during
an
IG
battle
between
Jill
Scott
and
Erykah
Badu,
and
it
was
epic
and
it
wasn't
even
a
battle.
It
was
really
an
example
of
love
and
support
and
sisterhood,
and
that
was
the
great
thing
about
artists
this
weekend,
but
it
was
also
bittersweet
because
we
lost
number
of
artists
who
lost
a
trio
of
very
prominent
artists
whose
contributions
to
music
and
culture
and
our
country
are
endless.
F
They
literally
change
the
game,
so
I
want
to
lift
up
Andre
Harrell,
who
was
one
of
the
architects
of
New
Jack
Swing,
a
little
Richard
who
was
the
founding
father
of
rock
and
roll.
We
know
them
a
gratitude
of
debt
for
how
they
shaped
music
and
American
culture.
We
also
lost
legendary
soul,
singer
Betty
Wright,
whose
first
hit
record
came
when
she
was
only
18
years
old.
She
was
a
powerful
voice
for
an
entire
generation.
Female
artist
and
Miss
Wright
is
also
the
beloved
sister
of
Boston's
own.
F
The
chair
moves
when
the
council
adjourns
today
it
does
so
in
memory
of
the
aforementioned
individuals
and
we
are
scheduled
to
meet
again
on
Wednesday
May
20th
at
12:00
noon,
for
the
safety
of
the
general
public
and
all
involved.
This
meeting
will
be
held
virtually
and
posted
online
viewers
can
watch
the
council
meeting
live
on
YouTube
by
visiting
Boston,
gov,
slash
city,
council
TV.
Again,
that's
Boston,
gov,
slash
city,
Council,
TV,
all
those
in
favor
of
adjournment,
say
aye,
aye,
nay,
the
eyes
have
it,
and
this
council
meeting
is
adjourned,
and
this
is
a
record.
