encompassed

hearings

despite

ourselves
in
the
city
who
still
needs
to
decide
on
a
budget
for
next
year
and
it's
the
council's
role
to
really
scrutinize
that
budget
and
think
about
how
we
best
meet
the
needs
of
the
year
ahead.

flushed
and
there
are
many
issues
with
running
water.

and

pathologist
had
to

over

as
the

the
rest

meeting.

it's
really
important

us

thank

moms

I
was
on
one
of

school
committee
calls
when
a
parent
had
asked
for
a
translation
a
couple
of
years
beforehand.
It
had
not
received
it
at
school
committee,
so
translation
is
a
serious
issue
for
a
district
needs,
but
I
wanted
to
share
that
page
I'm.

director
of
the
Boston
education,
justice,
Alliance
and
my
name
is
Ruby.

As
as
many
of
you
know,
there's
been
chronic
underfunding
by
the
state
for
the
Boston
Public
Schools
over
the
past
20
years
this
year,
the
mayor
generously
a
substantial
amount
to
support
the
bps
budget,
but
it
we
still
had
budget
cuts
this
year,
some
of
which
wore
to
school
that
are
in
the
the
lowest-performing
transformation
schools
because
of
the
weighted
student
funding
formula
holes
while
they
are
in
the
transformation
program
or
transformation
system
that
Casella
dr.
kuselias
has
developed
this
year.

We're
going
to
need
additional
staff,
we're
going
to
need
additional
support,
so
I
do
want
to
encourage
the
city
council
to
think
about
the
resiliency
fund
and
where
it
can
be
put
for
Boston
public
school
children.
During
this
time
and
I
also
just
wanted
to
say
that,
with
the
state
MOU
agreement
with
deci,
that
also
needs
to
be
overturned,
there
is
many
restrictions
around
things
like
increasing
graduation
rates,
increasing
MCAT
scores
for
these
transformation
schools,
as
well
as
for
all
schools
and
with
kovat.

changes

capital
budget
and

leading

major
fundraising

city
life

our
land.

people
at
risk
of
eviction
who
cannot
pay
their
rent
on
our
land.
Trust

out
of
the
15
families
cannot
pay
their
rent,
so
I'm
advocating
you

a
couple

points,

we've
learned
more
about
how
to
go
about
some
of
what
we
proposed.

First,
we
think
75
percent
of
households
of
color
are
in
just
a
few
neighborhoods
and
those
neighborhoods
are
lowest
income
highest
infection
rates
and
are
going
to
have
the
highest
unemployment
and
the
more
we
hear
about
it.
The
unemployment
could
go
on
for
a
while.
Our
community
organizations
have
pivoted
to
food
delivery
and
we've
been
serving
5,000
families
a
week
and
I've
been
out
surveying
food
pantries
and
it's
it's
very
frightening.
What
may
be
coming
down
the
pike,
and
so
we've
really
pushed
to
think
about.
How
do
we
take
up
some
of
the
ideas?

We
have
want
to
encourage
the
council
to
closely
review
capital
projects
that
are
funded
solely
by
the
city.
You
can't
convert
the
I'm
learning
these
things
and
I'm,
bringing
these
ideas
in,
but
I'm
reading
them
carefully,
because
it's
new
to
me.

it's
new
to
me.
You,
you
all
I'm
sure
no
more,
you
can't
come
for
capital
funds
to
operating
funds
that
you
can
reallocate
and
reprogram
capital
funds
into
other
projects
that
can
be
used
in
communities
or
hiring
people
from
communities
or
in
service.

projects
that
reach
a
capital
intent.

Here

opportunities
we've
been
talking
to
people
who
have
these
interests,
who
have
been
running
some
of
these
programs
and
I
think
there
would
be
a
great
deal
of
interest
in
the
city
and,

we've
heard
about
the
ideas
for
other
funders
of
some
of
these
projects
that
Boston
tech
companies
that
sell
payroll
and
ordering
software
to
restaurants,
for
example.

also
want
to
advocate
for
additional
funds
for
the
Office
of
Economic
Development,
so
they
have
the
staff
capacity
to
support
some
of
these
ideas
and
also
leveraging
hiring
from
Boston
employers.

Roxbury
for
the

45

grandkids,
all,
are
invested
in
this
community

I
go
even
just
bicycling
kind

we
go
through

field.
All
the
walkways
are
broken
up.
It's

almost
like
it's
a
joke
to
get
through
there
and
then

this
stands

kids
are,

all
the
people
watch

games
and
all
of
the
grandstands
are
all
broken
up.
It's
almost
like

park
is
just
plumb
worn
out.

needs
help
everyone's

on
that
way
for

number
of
years.

think
this

an
opportunity,

it

tries

the
entire

funding

officially

about
the
renovation
of
billings
field.
I've
lived
in
West
Roxbury
for
ten
years
of
my
husband
Mark.
We
have
three
kids
of
a
ten-year-old
son,
a
seven
year
old
daughter
and
a
four
year
old
daughter.
All
my
kids
attend
the
Linden's
pool
we.
Actually
we
live
on
Maxfield
Street,
which
is
if
people
are
familiar
with
West
Roxbury,
it's
basically
two
streets
up
from
Billings
field,
so
it's
very
close.
So
we
either
walk
by
or
drive
by
Billings
fields.

Every
day,
probably
like
six
to
eight
times
per
day
and
I
can
tell
you
without
a
doubt
it
is
a
park
that
is
so
alive.
It's
absolutely.
The
playground
is
always
packed
with
kids
there's,
always
people
walking,
there's
people,
biking,
there's
people
playing
tennis,
there's
people
playing
basketball
and
it's
being
used
all
the
time
and
from
some
of
the
other
comments
that
people
mean
as
well.
There's
also
things
about
it
that
really
need
to
be
updated,
like
the
paths
are
crumbling.
The
field
itself
has
a
major
drainage
problem.

So
I
know
for
like
some
of
the
youth
sports,
that's
an
issue
because
a
lot
of
times
things
get
canceled
and
just
on
behalf
of,
like
you
know,
speaking
on
behalf
of
families
and
others-
and
you
know
there's
so
many
young
kids
and
so
many
young
families
that
are
now
living
in
West
Roxbury.
I,
really
think
that
this
would
be
a
great
place
to
spend
money
and
to
renovate
because
I
think
I'm,
just
estimating
I
think
there's
something
like
1,500
kids
between
the
Linden
school
kilmer,
st.
races
and
Holy.

that
live
or
that
go
to
you
know,
go
to
school
in
West,
Roxbury
and
kids
are
using
those
fillings
all
the
time.
I
I
believe
that
a
renovation
would
increase
the
usage
as
well
and
I
think
that
it
would
help
raw
and
keep
families

the
city,
and
it
would
get
everyone
a
perfect
one,
but
about
families,
but
there's
also
people
that
walk
their
dogs.
There's
always
I'm
down
there.
All
the
time.

elderly
people
who
come
out
and
take
a
walk
and
I
think
it's
very
easy
for
people
to
get
to
as
well,
because
of
the
location,
because
it's
right
on
the
corner
of
Center,
Street
Newgrange
and
just
to
mention
some
of
the
sports
that
you
Parkway
motion.
Tenacity
uses
it
for
their
summer
camp
Parkway,
a
softball,
Parkway
baseball,
flag,
football
I
know
the
city:
does
their
summer
concert
series
there
and
the
quarter
pipe
road
race
and
the
YMCA,
which
was
just
redone
right
there
and
people
are
constantly.

Instead,
I'll
emphasize
the
importance
of
this
funding
as
a
resource
spending
on
youth
jobs
allows
for
the
development
of
essential
skills,
character
and
communication
with
the
rest
of
the
community.
At
a
time
where
we
are
torn
apart,
youth
who
now
have
barely
yet
used
to
now
have
barely
any
access
to
education.

to
continue
their
development
if
it
weren't
for
my
job
at

wouldn't
be
able
to
speak

you

a

Roxbury
we're
asking
the
city
to
increase
funding
for
you
shops
at
15
million
and
make
sure
the
summer
jobs
program
is
fully
running.
The
city
should
fund
5,000
summer
jobs
and
1,000
year-round
jobs
from
September
to
June
in
high
of
14
to
22
year
olds
and
give
grants
to
organizations
also
police
overtime
should
be
decreased
to
20
million
or
less,
and
the
police
budget
should
be
decreased
to
three
hundred.

Seventy
four
million
or
less
invested
money
in
black
and
brown
communities,
including
housing,
health
care
treatment,
education,
youth
jobs
and
economic
development,
and
support
for
formerly
incarcerated
people.
I've
been
a
part
of
the
fight
for
you
jobs
for
seven
years,
and
if
there's
like
the
City
Council
and
the
mayor
doesn't
care
about
anything
but
the
police
budget.
These
jobs
are
so
important
because
of
how
we
keep
Steve
off
the
street.
Please
ease
the
stress
of
parents
and
gives
experience
my
first
job
when
I
was
16
shaped,
I
was
and
gave
memories
I
still
haven't
forgotten.

Parkway
resident
over
49
years.
My
daughters

involved

Parkway

Sarnoff
for
over
13
years

a
board
member

Parkway
girls
softball
for
the
past
five
years.
I
support
the
renovation
of
the
field.
It
is
the
hub
of
the
Parkway
hosting
many
events
throughout
the
year.
The
walkways
are
in
disarray,
disarray.
The
baseball
field
is
virtually
unusable
and
smeb
leeches
are
crumbling.

during

softball
season,

had

two-week
stretch
of
games
where
we
had
a
cancel

middle
of
Billings
field.

with
the
condition
of
the
fields

asking

city
to
increase
funding
for
youth
for
summer
jobs
to
15
million
dollars.

people

story
is
I
was
a
kid
that
grew
up
in
Jamaica
Plain
in
the
80s.
This
was
a
time
when
we
were
going
through
a
lot
with
a
lot
of
things
in
the
neighborhood,
but
during
the
time
for
summer
jobs
I
decided
to
apply
for
summer
jobs.
I
grew
up
in
a
single
family
home
for
Generation.
My
mom
worked
two
jobs
and
it
was
really
difficult
when
she
had
to
make
ends
meet
when
I
started
working
for
summer
jobs
that
really
saved
my
life.

It
kept
me
busy
it
kept
me
inspired.
I
met
great
mentors
and
advocates
that
really
wanted
to
be
there
for
me
and
I
knew
there
was
more
to
life
than
just
my
neighborhood
and
the
kids
around
the
way.
I
really
had

opportunity
to
help
out
help
out
at
home.
I
was
able
to
buy
things
that
I
needed
to
buy
for
myself
for
school
and
I
was
grateful
and
extremely
blessed
president.
Once
again
that
I
say
that
it
saved
my
life.

education

great
mentors

advocates
that
really

to

enough

in

that

policing

surveillance

criminalization

not
warranted

safe
neighborhood.

need
to
put
money
to

better
use
for

youth
and
our

adult.

novel

must

polarizing

neighborhoods

escapes

Square
neighborhood.

there
has
been
money
that
has
been
earmarked
for
the
Neighborhood
Association
to
put
up
surveillance
cameras.

has
been

decision.

and
polarize

Public
safety
comes
from
cutting
the
Boston
Police
Department's
budget
and
investing
in
what
communities
need
housing,
health
care,
treatment,
education,
youth
jobs
and
economic
development.
This
includes
supporting,
formerly
incarcerated
people
who
need
housing
healing
and
economic
stability
after
prison
or
jail.
The
funds
should
go
to

into
funding
for
youth
jobs
as
well.

are

money
on

invest

Department

million
and
over

detail

need

issue

Center

youth

Street
in

close

Brookline

bordering
Mission
Hill,

growing

growing
neighborhood
at
this

as
residents
of
this
area

grateful

have
such
a
center
in
the
neighborhood,
and
the
purpose
of
this
testimony
is
to
bring
to
your
attention
that
deeply
rundown
conditions
of
what
could
be
a
modern
and
welcoming
facility.

neighbors
would
actually
want
to
use
every
revitalize
a
ssin
of
the
overall
facility
with
sustained
exercise
habits,
fundamental
everyone's
held
and
encourage
an
inclusive
community
spirit.

yielding

noticeable
financial
return
for
the

people
have
come,
but
never
returned,
because

willing

use

facility

neglected,

uncapped

the
facility
does

present

option

school

we
feel
strongly

time

of

should

suffer
at
the
last
budget
hearing
on
BC
YF,
it

concerning
to
me

hear
mrs.
Morales
limited
vision
for
BC
YF
in
general.
He
has
pressed
that
the
center's
facility,
the
center's
focus,
is
to
ensure
the
kids
stay
in
school
and
ready
them
for
the
workplace.

refusal
for
help
in
securing
additional
funding

of
the
counselors
proposed

facility

this
great
neighborhood

be
cyf
should
be
centers
to
create
community,
promotes
social
and
physical
wellness,

risky
behavior
and
provide

safe
structure

many
use
