council

we
were

zoo

we
gathered

rest

also

our
faith
traditions,
we
celebrate
some
holy
days.
We've
just
concluded
in
the
jewish
tradition,
the
celebration
of
shavuot
today
or
tomorrow,
we'll
celebrate
in

with
our
brothers

sisters

the
islamic
tradition,
and
we
continue
our
easter
celebration.

josiah
quincy
orchestra
program,

is
started
in
2011.

run
by

incredible
advocate
in
the
community,

they

much
more
than
just
the
opportunity

students
to
learn
an
instrument.

is
mentorship.

growing.

skills,

a

young
age.

kindergarten
museum,
musicianship
class
as
well
so
excited
to

hearings.
On
monday
morning,
we
heard
from
the
environment
department,
including
the
conservation
commission
and
the
landmarks
commission,
had
a
great
hearing.
Welcome
the
new
chief
white
white
hammond
and
you
know
counselors,
I
think,
ask
great
questions:
there's
a
big
new
investment
around
green
jobs
and
related
to
some
of
the
conservation
corps.

Unfortunately,
we
didn't
get
written
answers
to
the
questions
we
had
sent
the
department
and
a
number
of
questions
that
were
asked
in
the
hearing
weren't
answered,
so
I
did
recess
that
hearing
to
may
26th
at
3
p.m,
so
that
we
have
an
opportunity
to
make
sure
that
we
get
the
kind
of
written
answers
to
a
bunch
of
our
specific
questions
that
we've
been
getting
from
other
departments.

tuesday,
we
had
two
hearings
on
the
on
bps,
both
focused
on
closing
the
opportunity
and
achievement
gap,
and
I
want
to
thank
all
counselors
for
coming
to
those
and
asking
lots
of
great
questions
focused
on
you
know.
In
the
afternoon
we
were
focused
on
inclusion,
ell,
special
education
and
talking
about
some
of
the
specific
programs
like
the
horace
mann
and
the
mckinley
schools.

this
coming

rest

the

We've
got

tomorrow
morning,
all

This
is
going
out
on
notice,
but
I
just
also
want

let
counselors
know
we
received
a
number
of
requests
from
the
public
to

because
of
the
conflict

eid
holiday
tomorrow.

bunch

folks
who
wanted
to
be
at
that
hearing
had
eid
commitments
and
we
had
neglected
the
fact
that
it
was
going
to
be
eid
tomorrow.

just
so
people
know
we

the
eid
conflict
and
yeah,
and
then
we've
got
another
working
session
on
friday
morning

background.
We've
come
a
long
way
when
it
comes
to
the
regulation
of
cannabis
in
the
city
of
boston,
as
you
may
recall,
after
we
legalized
or
voted
for
it
to
be
legalized.
The
city
then
set
about
trying
to
set
up
the
office
of
emerging
industries
where
we
then
tried
to
come
up
with
regulations
and
ways
in
which
to
look
at
how
this
industry
could
be
done
equitably
in
the
city
of
boston.
K
At
that
time
we
had
the
office
of
emerging
industries
and
the
zba,
and
this
was
a
conditional
use
which
meant.
Ultimately,
you
had
to
go
to
the
cba
in
order
to
get
to
further
the
application
on
to
the
ccc,
which
is
the
state
level,
granting
the
ultimate
license
and
permission
to
open
up
a
dispensary
in
the
city
of
boston
or
anywhere
in
the
state.

In
that
time,
my
our
colleague
council
flaherty
stepped
up
and
helped
to
come
up
with
the
buffer
zone
to
make
sure
that
people
we
didn't
make
some
of
the
mistakes
that
we
learned
in
in
denver
colorado
where
there's
a
concentration
of
cannabis
shops
in
just
one
area.
We
wanted
to
make
sure
that
there
was
no
neighborhood
that
was
ins
or
that
was
overly
burdened
by
this
industry.
We
want
to
make
sure
that
the
stigma
didn't
just
attach
to
certain
communities
either.
So
the
goal
was
to
spread
this
around.

The
goal
was
to
make
sure
that
this
is
a
regulated
vice,
just
like
we
had
with
liquor
stores
and
every
single
one
of
us
ended
up
in
some
kind
of
scrum
fight
or
back
and
forth
on
this,
and
I
bring
that
up
to
say
that
we've
come
a
long
way
since
that
time
we
have
now
thanks
to
acting
mayor,
janie,
the
boston,
cannabis
board,
boston
canada's
board
has
been
set
up.
It's
and
members
are
appointed
by
the
mayor
and
his
expertise
is
specifically
to
look
at
cannabis.
We
have
people
who
are
looking
at
public
health.

We
have
security,
we
have
people
looking
at
the
actual
advice
and
understanding
of
licensing
of
isis.
All
of
them
are
all
and
labor.
All
of
them
are
on
this
committee
to
look
at
each
and
every
single
shop
and
in
total,
since
that
time,
we've
granted
about
38
licenses
now
about
25
from
specifically
the
boston
cannabis
board,
and
before
that,
I
think
about
seven
from
office
of
emergent
industries.
What
that
means
is
the
board
is
working,
it's
working
really
hard
and
it's
moving
this
through
in
an
effortful
process.

So
what
am
I
proposing
and
the
reason
why
it's
true
it's
partly
because
the
ordinance
then
needs
to
be
reflected
in
the
zoning.
The
first
thing
that
I
have
to
say
is:
while
I
appreciate
the
work
of
the
zba
and
how
hard
it's
been
working,
it
no
longer
is
necessary.
In
this
conversation,
the
zba
is
an
unnecessary
bureau
product
label
that
isn't
actually
helping
this
anymore.

They
didn't
have
to
have
a
hearing,
then
they
had
to
have
a
vote
and
after
all
of
that
got
a
license,
and
in
the
winter
the
dba
and
the
zba
decided
that
day
that
they
were
going
to
enforce
the
half-mile
buffer
zone
and
you're
not
going
to
get
your
conditional
license,
you're
not
going
to
the
state
on
another
day.
It
was
willing
to
waive
it.

The
board
will
be
the
final
arbitrator
of
who
gets
the
license
and
after
you
go
through
all
of
the
rig
and
removal
from
the
ball
from
the
board.
Sorry
you're
going
to
go
to
the
state.
If
you're
given
a
license-
and
that's
all
this
really
does
that's
the
major
thing.
Does
this
get
rid
of
the
buffer
zone?
Absolutely
not
the
buffer
zone
and
the
goal
of
making
sure
there's?

This
is
what
we're
trying
to
do
is
just
to
be
consistent.
Other
ways
in
which
we
are
inconsistent
is
how
we
measure
distance.
The
state
does
not
measure
by
the
curve.
The
city
of
boston
does
state
measures
by
the
store
front,
the
door
area,
so
we're
just
trying
that's
another
amendment
to
make
that
consistent.

What
we
have
been
finding
is
a
dispensary
goes
and
finds
a
young
lydia
edwards
black
woman
from
east
boston
and
says
you
be
our
delivery,
we're
the
dispensary
one
for
one.
Now
we
match
that
equity
application.
No,
I
don't
think
so.
We
just
want
dispensaries
to
be
measured
with
dispensaries,
to
make
sure
again
that
we
have
an
equitable
industry
and
for
deliveries
to
go
through
the
process,
but
ultimately,
who
should
be
for
the
community
asking
whether
there
should
be
deliveries?
The
dispensary,
the
dispensary,
is
the
one
who's
going
to
burden
the
community.
The
defense.

Finally,
I
wanted
to
make
sure
that
we
are
also
with
regards
to
the
half-mile
buffer
zone,
which
I
know
people
are
particularly
concerned
about
it.
I
am
on
that
because
of
what
happened
in
east
boston,
where
an
iraq
veteran,
a
latino
man
who
served
this
country
twice
in
iraq,
was
blocked
by
the
zba,
because
the
corporate
entity
from
pittsfield
managed
to
get
first
in
line
literally
physically
first
in
line
at
the
zba
and
got
his
license
and
then
blocked
this
person.
So
I
never
want
that
to
happen
again.

What
I'm
trying
to
say
is
nothing's
changing
we're
just
removing
a
bureau,
bureaucratic
entity
and
layer
that
has
blocked
and
has
resulted
in
lawsuits
of
the
city
right
now,
people
holding
a
license
and
saying
the
zba
ultimately
told
me.
I
can't
go
anywhere.
What
am
I
supposed
to
do
with
this?
So
these
are
the
suggested
amendments
I'm
excited
about
this.
I
actually
think
it's
helping
to
further
the
conversation
and
help
this
industry
emerge
equitably
in
the
city
of
boston,
so
I
hope
that
you
will
not
only
sign
on.

including

a
partner

A
critical
part
of
the
of
when
we
created
the
cannabis
ordinance
was
the
creation
of
a
separate
body
to
assess
and
approve
potential
licenses
in
a
transparent
manner,
and
so
what
I
like
about
this
this
this
further
empowers
that
and
takes
a
level
of
bureaucracy
away
from
it
that
doesn't
always
get
it
right.
L
To
be
frank,
they
don't
bat
a
thousand
up
with
the
zba
and
particularly
as
it
pertains
to
the
half-mile
buffer.
So
a
critical
component
of
this
is
that
it
will
further
further
codify
the
half-mile
buffer
in
the
ordinance
and
the
half-mile
buffer
was
put
in
place
specifically
to
ensure
that
communities
and
proponents
frankly
had
predictability
in
the
process,
but
also
that
was
ensuring
that
they
were
being
cited
equitably
throughout
the
city
and
that
no
one
neighborhood,
no
one
council
district
would
be
inundated
by
cannabis
establishments
or
their
applications.

Since
now
we're
giving
the
cannabis
board
more
autonomy
and
more
authority
that
we
as
counselors,
we
get
some
say
in
the
selection
and
or
the
approval
of
those
members,
but
clearly
we'll
leave
that
to
that
hearing
process
to
see
whether
or
not
we
can
add
that
and
then
may
get
a
little
trickier
and
as
it
pertains
to
sort
of
zero
six
five
six
five
five
and
that
you
I'm
sure
my
colleagues
district
councils,
you
know
your
districts
better
than
anybody.

So
I
I
look
forward,
obviously
to
both
to
both
hearings
and
in
particular,
appreciate
the
efforts
by
the
lead,
sponsor
to
obviously
incorporate
and
respect
the
buffer.
There
was
a
lot
of
work
that
went
into
the
half
mile
buffer
was
an
arduous
process,
took
over
two
years,
went
throughout
the
entire
city,
and
that
was
the
concern.
Folks
want
to
make
sure
there
was
predictability
of
process
communities
in
particular,
as
well
as
the
even
folks
in
the
real
estate
world
and
the
proponents.

They
wanted
to
have
a
degree
of
predictability
so
that
they
weren't
sort
of
pursuing
a
property
or
signing
a
lease
that
had
them
in
the
crosshairs
with
the
buffer
and,
as
we've
seen
sometimes
the
zba.
It's
kind
of
you
don't
really
know,
what's
going
to
happen
and
in
in
some
some
instances
and
some
days
on
tuesdays,
they
support
the
buffer
and
in
other
instances
they
don't
and
that's
not.
That
really
violates
the
spirit,
the
intent
of
the
buffer,
which
is
to
put
transparency
and
predictability
in
it.

And
if
the
cannabis
board
is
going
to
do
that,
we're
charging
them
to
do
that
and,
if
someone's
within
that
half-mile
buffer,
but
they
can
make
a
case
for
themselves
that
they're
different
from
that
other
establishment
that
they
do
other
things
than
that
establishment
doesn't
do
or
they're
adding
additional
value
to
a
community
that
the
other
establishment
does
not
do.
Then
that's
up
to
them
and
that's
the
process
that
we've
outlined
and-
and
my
colleague
and
our
colleague,
council
edwards,
is,
is
asking
for
go
out
and
get
that
support
pound.

The
payment
make
a
case
for
yourself
that
you
know
you
should
be
given
some
consideration
under
the
half-mile
buffer.
So
I'm
excited

to
partner
on
this
and
obviously
look
forward
to
the
hearing
part
as
it
pertains
to

zero
six

pertains

business
districts

sub
districts

they're

the

psyched

an
important
conversation
to

because
that
lack
of
predictability
and
consistency
is
a
topic
of
discussion
right
now
in
codman
square.
I
was
just
recently
at
a
civic
council,
neighborhood
council
meeting,
where
folks
are
still
an
uproar
on
the
fact
that
they
have
two
establishments
coming
to
the
community
and
they're,
not
anti-cannabis
they're,
not
anti-equity
applicant
they're,
not
anti-making
sure
that
these
opportunities
are
going
to
residents,
particularly
residents
of
color.
I
But
what
they
are
anti
is
just
the
lack
of
predictability
and
consistency
in
the
process.
They've
been
told,
there's
a
buffer.
It
means
this
they
go
before
board
and
suddenly
it
becomes
something
different
and
kudos
to
leslie
at
the
cannabis
commission,
who's
going
to
come
out
to
the
community
to
have
a
conversation
specifically
about
this
whole
process,
but
it's
obviously
difficult
to
backtrack.
Now.
I
These
residents
clearly
can't
hire
lawyers
so
they're
trying
to
figure
out
how
to
make
it
work,
but
this
is
also
a
community
that
has
been
fighting
for
years
for
healthier
food
to
get
rid
of
smoking
smoke
free
housing
to
really
improve
the
health
outcomes
of
folks
in
their
community,
they've
been
taking
the
lead,
and
this
felt
like
frankly
just
I
can't
even
describe
the
emotion
I
mean
just
folks
who
really
given
up
in
many
ways
on
community
process,
because
they
show
up,
they
do
all
that's
required
of
them
and
then
there's
a
different
outcome.
I
So
what's
the
point,
so
it
really
creates
a
sense
of
distrust
in
government.
So
I'm
excited
for
this
conversation.
I
do
think
it
is
timely.
I
also
think
it's
important
that
we
do
have
conversations
around
the
spirit
of
these
laws.
We
do
want
to
see
more
equity
applicants
across
the
entire
city
of
boston.
Most
should
be
going.
Most
licenses
should
be
going
to
these
folks
in
the
city
of
boston.
When
you
think
about
the
history
of
this
industry
and
the
effects
it's
had
on
the
you
know
criminalization
of
folks
in
this
community.
I
How
do
we
support
these
applicants,
while
also
not
concentrating
these
businesses
in
communities
of
color
that
are
trying
to
get
rid
of
some
of
the
liquor
stores
trying
to
get
rid
of
some
of
the
weed,
whatever
it
is
and
trying
to
create
other
spaces
and
other
types
of
businesses,
coffee
shops
that
aren't
dunkin
donuts?
We
all
love
dunkin
donuts,
but
a
coffee
shop
owned
by
someone
from
the
community.
That's
open
past
four
o'clock,
healthier
food
options,
they're
expanding
you
know
their
food
markets
and
various
things
they
want.
Restaurants,
mattapan!
I
Can
we
get
a
liquor
license
sit
down
restaurant?
They
want
these
diversity
of
businesses
that
you
see
in
every
other
community,
and
so
I
do
think.
How
do
we
as
a
city,
support
equity
applicants
from
the
proactive
stage,
so
they're
not
concentrated
in
certain
areas
where
it
might
be
easier
to
get
a
lease
on
a
building
or
something
else?
I
do
think
that's
a
conversation
we
need
to
have
and
if
we
don't
we're
going
to
continue
to
see
particularly
communities
of
color,
just
really,
I
think,
frustrated
by
the
process
or
lack
thereof.
I
And
so
I
just
wanted
to
lift
that
up,
because
it's
been
a

of

might
have
the
most
frankly
establishments
right
now
in

four,

bad
thing
that

folks
who
worked
hard

in
the
work,

same
time
this
is
also
district
predominant

of
color
that

long
time,
has
wanted
a
greater
diversity
in
their
businesses
and
have
been
really
frustrated
with
the
lack
of
investment
by
the
city
in
making
that
happen.

board

been
doing

thoughtful.

ordinance
about
what
higher
bar
they
should
apply

observation
has
been
that,

great
extent,

cannabis
board

been
saying

leave
that
to
the
zba,
because
technically
that's
a
variance
over
at
the
zba
and
it
creates
to
counselor
campbell's
point
a
dynamic
where,
for
for
a
member
of
the
public
who
is
not
schooled
in
this,
it
feels
like
you're
hiding
the
ball.

feels
like.

know,
there's
supposed
to
be
a
buffer
zone,
but
but
now
I'm

testifying
this
board,

this
board,
this
board
level,
isn't
really
going
to
consider
this.
Instead,
it's
going

board

I
think,
when
we've
invested
so
much
time
in

choosing
you
know
cannabis
board
members
who
really
know
the
area
who
are
steeped
in
this
who
are
reading
the
applications,
it
makes
sense
to
have
them
be
thinking
about
the
buffer
zone.

all
as
a
holistic
thing.

conversation

we
need

give
them

standards

that
heightened
scrutiny,

don't
think

we
simply
removed
the
zba's

direction

would
automatically

considered

just
in
the

way

getting
weighted

agree

the

sounds
more
complicated
than
it
is,
but
this
is
a
fee
imposed
on
the
producers
and
the
importers
of
fossil
fuels.

must
be
deposited
ultimately
or
would
be
deposited
in
a
carbon
dividend,
trust
fund
and
would
be
used
for
dividend
payments
to
basically
lawful
residents
in
the
in
the
united
states.
What
it
does
is
it
puts
money
in
our
pockets.
It
saves
lives,
it
creates
affordable,
clean
energy
and
gives
us
it
gets
us
to
net
zero
by
2050..

Actually,
when
we,
when
the
math
is
crunched
on
this
95
of
all
low
and
middle
income,
americans
will
come
out
financially
ahead
or
break
even
so.
This
is
a
huge
win
for
all
of
us.
How
does
it
save
lives?
This
policy
will
improve
health
and
save
about
4.5
million
americans
lives
over
the
next
50
years
by
reducing
pollution
that
the
americans
that
americans
breathe.
This
is
predominantly
to
the
poor
air
quality,
for
as
many
as
one
in
ten
americans
die
today
and
then
they're
sickened
by
again
poor
air
quality.

With
this
policy,
the
government
sets
the
direction
and
businesses
respond,
which
is
what
we
do
with
all
of
our
policies
and
all
the
fees
that
we
actually
impose
and
and
the
money
that
we
would
get
again
goes
into
a
carbon
dividend
program,
and
not
only
does
do
businesses
respond
in
order
to
save
the
money
because
they
don't
want
to
pay
it.
So
they'll
be
less
inclined
to
use.
Fossil
fuels.
They'll
also
be
providing
abundant,
affordable
and
reliable,
clean
energy,
so
they
don't
pay
it
by
not
using
fossil
fuels.

also
don't
pay
it
by
going
to
alternative
energies
available.
So
this
is
actually
going
to
drive
us
closer
towards
carbon
net
zero
and,
ultimately,
that's
the
goal.
This
policy
is
designed
to
reduce
america's
carbon
pollution
by
50
by
2030,
putting
us
on
track
to
reach
that
net
zero
by
2050..
So
this
all
seems
to
make
sense
to
me
and
I'm
hoping
that
the
u.s
congress
will
hopefully
get
through
that.

congress
to
pass
this
insert
this
dividend
fee
on
the

the

green

deliver
remarks

wearing
masks
in
this
chamber,
but
we
will
also,
I
will
happily
give
this
spot

until
we're
at
that
point,
I
just
wanted
to
briefly
take
an
opportunity
to
thank
counselor
edwards
for
her
partnership
on
this.

I
am
very,
very
excited
just
to
see
how
the
conversation
on
aggressive
action
to
deal
with
climate
change
is
really
emerging
in
this
country.
A
This
bill
was
introduced
last
month,
a
major
climate
bill
was
introduced
last
month,
which
would
put
a
fee
on
carbon
emissions
in
order
to
get
the
country
on
the
path
to
carbon
neutrality
by
2050.
This
legislation
is
responsible,
it's
effective.
It
is
not
overly
onerous
or
burdensome
and
it
responds
to
and
is
accountable
for,
the
cost
that
carbon
emissions
have
faced
on
families
and
this
country
for
far
too
long
through
a
metric
tonne
carbon
fee,
those
funds
would
be
distributed
to
eligible
us
residents
on
a
per
capita
basis
as
monthly
carbon
dividends.
A
61
percent
of
households
and
68
percent
of
individuals
in
the
us
will
end
up
receiving
more
than
enough
in
monthly
carbon
dividends
to
offset
their
increased
costs.
As
I
have
said
time
and
time
again,
every
fiscal
conservative
ought
to
be
an
environmentalist,
because
this
is
just
another
example
where
doing
the
right
thing
for
the
planet
will
also
help
benefit
the
economy.
A
Implementing
this
legislation
would
slash
the
nation's
carbon
emissions
by
30
percent
within
the
first
five
years.
We
now
know
more
than
ever
that
we
ought
to
set
aggressive
standards
to
protect
our
planet
and
build
a
more
resilient
and
sustainable
future
for
generations
to
come.
This
bill
does
just
that,
while
protecting
the
most
vulnerable
communities
that
are
disproportionately
impacted
by
global
climate
change.

able
to
pass
this
resolution
today,
boston
will
join
municipalities
in
support
of
this
bill,

not
limited
to
california,
municipalities
in

come

work

mental
health
provider
roundtable,

devising

mental
health
commission,
as
well
as
my
work
with
bps
to
get
full-time
licensed
mental
health
practitioners
in
every
school.
Some
of
the
key
challenges
to
increasing
the
number
of
practitioners
of
color
include
low
compensation
rates
barriers
within
the
clinical
licensure
process.

The
absence
of
robust
mentorship
and
pathways
for
students
of
color
into
the
field
and
the
lack
of
in-depth
training
regarding
cultural
sensitivity,
competency
at
practices
or
organizations
making
workplaces
undesirable
for
practitioners
of
color
increasing
the
availability
of
practitioners
of
color
is
critical
to
expanding
and
improving
access
to
mental
health
care.
Studies
have
shown
that
when
clients
are
matched
with
providers
from
the
same
background
and
or
who
speak
the
same
language,
the
clients
stay
in
treatment
longer
and
experience
greater
benefits
than
those
who
are
not
matched.

are
community-wide
ripple
effects
to
increasing
the
number

bypass

history

much
throughout
our

service

sacrifice

we're
celebrating
150
years
in
building
the
transcontinental
railroad
that
connected
the
east
coast
with
the
west
coast
built
by
chinese
laborers
and
irish
laborers,
and
they
had
that
famous
photo
in
utah
after
they
finished
it
and
there
wasn't,
it
was
kind
of
a
ribbon
cutting,
but
they
didn't
have
one
asian
in
that
photo
of
several
hundred
people.

First
time
the
united
states
ever
intentionally
excluded
a
country
based
on
someone's
ethnicity,
so
we,
this
country,
has
a
long
history
of
discrimination
towards
the
asian
community,
but
I
also
seen
up
close
in
my
service
in
the
u.s
navy,
the
incredible
service
of
so
many
veterans
that
served
our
country,
and
here
they
are
with
me
in
harm's
way,
in
various
locations
in
the
middle
east,
on
aircraft
carriers
and
they're
willing
to
die
for
our
country,
and
they
come
back
to
the
united
states
and
they
get
beat
up
or
they
get
something
thrown
at
them
from
a
car
or
their
grandmother
gets
yelled
at
for
being
an
elderly
asian
woman.

there's
more
work.
We
need
to
do,
but
I'm
so
proud
of
this
council
and
the
city
for
standing
up
for
the
aapi
community,
but
we
also
need
to
talk
about
their
history,
their
service,
their
contributions
in
their
sacrifices
for
our
country.

very
quick
announcements,
one
just
noting
to
my
colleagues
and
it's
an
open
meeting
that
we've
had.
I
run
our
11th
race
dialogue
in
charlestown.
It
started
during
june
of
last
year
and
we've
brought
police
youth
kids
of
color
folks
of
all
throughout
the
neighborhood,
to
come
together
to
the
peace
park
and
actually
have
some
good
discussion.

will
be
in
person.
We
will
have
some
pizza,
and
so
you
are
all
invited
and
I
wanted
to
bring
it
up,
especially
because
we
will
be
discussing
aapi
month.
We
will
have
guest
speaker,
suzanne
lee,
and
we
also
have
carolyn
chu,
also
discussing
specifically
the
experience
of
a
lot
of
our
asian
american
brothers
and
sisters
of
boston,
and
I'm
really
excited
about
that.
So
I
wanted
you
guys
all
to
know.
We've
been
doing
this
we're
on
our
11th
one,
and
so
we
keep
coming
back
for
more
and
it's
a
community
growing
conversation.

other
thing
I
wanted
to
note
a
little
bit
more
serious
in
terms
of
what
were
what
some
of
my
specific
my
constituents
are
dealing
with.
As
you
know,
I
represent
east
boston
and
it's
not
only
where
I
live,
but
it's
also
the
home
of
one
of
the
largest
concentration
of
colombian
city
and
the
citizens
in
the
entire
region
and
east
boston
actually
has
been
seen
as
a
point
of
reference
for
a
lot
of
colombians
worldwide.

I
stand
here
today
in
solidarity
and
support,
not
only
my
colombian
constituents
but
colombians
everywhere
as
they
stand
up
in
protests
in
the
streets,
as
many
of
you
have
seen
colombians
are
in
the
third
week
protesting
over
middle
class.
Tax
increases,
covet
inaction,
the
grievances
of
poor
services
and
broken
political
promises,
as
these
protests
are
spilling
out
into
the
streets
everywhere,
they're
also
spilling
out
in
blood
humanitarian
watchdog,
agencies
have
reported
over,
400
have
been
arrested
and
over
30
people
are
dead
due
to
excessive
police
force
and
violence.

So
we
must
stand
for
the
right
for
peaceful
protests
everywhere,
to
have
those
difficult
conversations
in
public
and
to
hold
our
governments
accountable
freedom
of
assembly
protest
speech.
These
obviously
aren't
just
american
values,
they're
human
rights,
and
so
I
stand
here
today
and
just
wanted
to
make
that
noted
to
all
of
my
colleagues
that
we
also
should
be
aware
again,
east
boston,
being
one
of
the
largest
concentration
of
colombian
citizens
and
my
constituents
are
hurting.
And
I
wanted
to
note
that
for
us
to
reach
out.

yesterday,

first
time
in
more
than
a
year,
there

deaths
attributed

covet
19

the
commonwealth

massachusetts,
and
that
is
such
a
remarkable
statistic
and
with
the
difficulty
that
this
year
has
presented
to
all
of
us.

it
gives
me
great
hope.
Clearly,
we
have
a
lot
more
work
to
do.

cannot
rest
on
our
laurels.
We
cannot
lose
sight
of
the
fact
that
there
are
other
parts
of
the
world
that

being
absolutely
ravaged
by
different
variations
and
strain
of
strains
of
covet
19,
but
it
does
give
me
hope
that
brighter
days
are
ahead.
So
I
wanted
to
close
on
that
positive
note
and
also
again
thank
