a

order
authorizing
the
city
of
boston,
to
accept
and
expend
the
amount
of
492
286
dollars
in
the
form
of
a
grant,
accelerating
clean
transportation
for
all
that
was
awarded
by
the
massachusetts
clean
energy
center
to
be
ministered
by
the
boston
transportation
department.
The
grant
will
fund
the
launch
of
the
e-cargo
bike
delivery
pilot,
which
will
include
supporting
local
businesses
to
join
the
program.

fundamentally,
this
program
is
to
help
small
businesses
and
to
help
small
businesses
in
a
way
that
is
environmentally
friendly
and
involves
vehicles
that
are
above
zero
emission,
and
so
it's
really
appearing
together
of
working
with
small
businesses
and
we
have
a
partnership
with
the
austin
brighton.

Perhaps
there
is
a
set
aside
as
well
to
hire
a
program
manager,
so
we
will
officially
put
out
you
know,
publish
a
posting
for
a
18-month
job
to
manage
this
program,
this
pilot
program,
and
so
that's
how
the
money
is
is
divided
up
and
I
can
hand
it
over
to
harper
who
can
give
a
very
quick
overview

what
the
actual
program
is.

hundred
thousand
dollar
delivery
subsidy
that
will
go
towards
covering
the
cost
of
delivery
to
participating
businesses.

this

a
free
delivery
service
for
the
participating,
local
businesses
of
austin
and
we'll
be
working
with
closely
with
the
olsen
village
main
streets
group
to
to
recruit
and
engage
and
onboard
a
sort
of
cohort
of
businesses
I'll

significant
number

use

bike
lanes.
They
will
also
be
in
general
traffic,
where
there
are
no
bike
lanes
on
some
streets,
and
we
are
very
confident
that
that
would
not
hinder
to
safety
in
any
way.
It
will
slow
down
traffic
a
little
bit
to
the
extent
that
they
may
come
in.
You
know
during
when
declaring
an
intersection
they
might
take
a
little
longer,
but
we
are
confident
that
safety
will
not
be
compromised.

they

access
to
the
commercial
loading
zones
that
you
sort
of
typically
see
for?

free
for
them

would
allow
them

incentive
for
them
to

pull

they

they

pull
up

idea

them

incentive

deliveries
in
an
efficient
and
safe

that
have
been

pilots

cities

operator

experience

tested
safe
fleet
of
e-cargo
bikes
and
also
has
sort
of
logistics
and
operations
in
place.

extra
service

they
have
to
kind
of
figure
out,
and
so
you

we're
we're
looking
for
a
vendor
that
will
be
that
will
be
flexible
and
be
able
to
work
with
a
number
of
different
businesses
that

you

different
kind
of
ordering
operations
in
place
and
we're
also
asking,
of
course,
that
we're
going
to
work
with
the
operator
to
you
know
on
language
access
needs
and
make
sure
that
they're
also
able
to
provide
materials
in
some
of
the
target
languages
in
austin.

program
is

operating

be
a

grant

hearing
that
from
the
introduction
that
this
would
be
an
annual,
so
this
is
sort
of
a
one-time
grant,
use
it
for
a
pilot
program
kind
of
kick
the
tires.

you
will-
and
now
I
guess,
based
on
whatever
metrics
we're
looking
for
and
if
it's
successful,
we
need
to
now
make
the
argument
that
it's
a
successful
program.
We
want
to
get
it
into
the
operating
budget,
clearly
to
sustain
the
existing
pilot
program,
which
would
be
in
alston
and
then
have
the
broader
conversation
as
to
how
we
sort
of
take
this
on
the
road
and
get
it
into
other
and
eventually
all
neighborhoods
in
the
city
of
boston.
So
what
metrics
would
we
looking
at
to
determine
sort
of
the
success
of
this
in.

so
the
subsidy
works
to
help
establish
themselves
and
be
up
and
running,
because
it's
a
substantial
commitment
for
them
to
get
the
recovery
bikes
into
the
boston
area
and
be
confident
that
they
can
as
a
business
work.
Well.
So
after
that
initial
period
we
are,
we
are
encouraging
them
to
start
establishing
their
network,
and
you
know
make
their
contact
so
that,
after
18
months,
they
can
survive
on
their
own
and.

Locally,
how
many
that's
the
there
was
sort
of
the
other
question
like
I
know
we're
looking
at
maybe
a
particular
vendor,
but
how
many
sort
of
e-cargo
companies
are
out
there
right
now
and
can
compete
for
this
grant.

so
there
are
a
number
of
potential
vendors
that
kind
of
accomplish
pieces
of
this
program.
So
there
are
dozens
of
e-cargo
bike
manufacturers.

Dozens
of
you
know
logistics
companies,
but
I
would
say
a
handful
several
that
that
really
offer
you
know
the
the
full
package.
You
know
I
will
say
we,
you
know,
we've
gotten
a
lot
of
a
lot
of
interest
from
you
know
several
of
those
vendors
that
do
offer
that
full
package
and
we're
also
encouraging
partnerships
between
vendors
that
you
know
each
each
vendor
can
kind
of
work
together
to
to
provide
all
the
services
that
we're
asking
for
you
know
we've
received.

communication
has
been
in
multiple
different
languages
and
the
outreach
has
been
sensitive
to
sort
of
the
languages,
and
you
know
the
the
cities
and
cultures
of
our
city.

sort

consulted

office

a
lot
of
the
the
outreach
has
been
you
know
targeted
to
you
know:
community
organizations
like
austin
village,
main
streets,
also
brighton,
health,
collaborative
and,

particular
businesses
that
have
a
good
working
relationship
with
those
community
organizations
and
what
the
what
lca
encouraged
us
to
do,
because
a
lot
of
the
outreach
is
kind
of
preliminary
right
now
we're
kind
of
gauging
interest,
seeing
how
this
program
should
you
know,
should
be
developed
so
that
you
know
it
is
actually
helpful
to
local
businesses,
and
so
our
main
document,
which
is
an
faq
document
on
our
web
page,
includes
a
blurb
in
the
target
languages
that
says,
if
you
require
language
access,
you
know
please
reach
out,
and
that
will
be
sort
of
our
way
of
gauging.

just
when
we're
talking

like
wanting

sensitive

language
groups
and
different
immigrant
groups.

be
a
good
idea
to
work
out
reach
out
to
the
brazilian
worker
center.

They
do
a
lot
of
work
in
the
austin
brighton
area,
and
we
know
that
we
have
a
strong
brazilian
community
there,
so
just
something
that
is
exciting
to
think
about
how
local
businesses
can
participate
and
and
benefit.
Can
you
talk

little
bit
more
about
what
the
outreaches
look
like
to
local
businesses,
especially
to
those
local
business
of
color.

so
a
lot
of
the
outreach
that
has
taken
place
has
been
through.

know,
working
with

olsen

group,
we've
done
a
number
of
business
walks,
just
you
know,
walking
up
and
down
harvard

you

out
informational
materials
and
speaking
with
workers
and

business
owners
that
that
are

think

one
of
the
things
there's
sort
of
a
in
terms
of
our

it's
like
selecting

vendor,

ultimately,
like

know
finalize
what
this
you
know
program
will
actually
look
like,

so
you

the
goal
is
that,
following
the
selection
of
the
vendor,
we'll
be
able
to,

work
closely
and-
and
you
know,
hold
a
number
of
info
sessions
and
pop-up
events,
and
both
you
know
on
our
own
and
also
in
collaboration
with
some
of
the
community
organizations
that
have
really
deep
ties
to
different
communities
in
austin
yeah,
and
I
think
so.

the
kind
of
deeper
outreach
will
take
place
once
we
kind
of
have
established
like
the
final
details
of
of
what
this
program
will
will
look
like
outreach.

specific
businesses
in

the
area

make
sure

particularly
the
smaller
business,
we
don't
want
this
to
benefit
the
cvs's
of
the.

Want
it
to
benefit
smaller
stores,
small
businesses,
businesses
that
do
not
typically
have
the
wherewithal
or
kind
of
enough
money
in
the
bank
to
be
able
to
afford
your
standard
delivery
services
that
are
out
there,
and
so
we
will
in
a
very
deliberate
way,
make
contact
once
the
vendor
is
selected,
because
that
relationship
has
to
be
established
in
a
very
deliberate
way.
We
will
reach
out
to
specific
businesses
that
we
can
identify
with
the
help
of
the
community
at
large
and
make
sure
that
they
are
the
beneficiaries.

think
this
is
an
exciting
opportunity

I
am
excited

businesses
that
often
don't
have
the
capacity
and
the
ability
to
do
this
on
their
own,
especially
connecting
them
to
technology.

really
excited

we
think
about
e-cargo,

we
think
about
e-bikes

we
also

scooters,

think
they're
really
great

access

much

accessibility

transparency

accountability,
but
accessibility

access

resources

what
can

city
do
more
of
to
ensure
that
everyone

able
to
prosper?

I'm
encouraged
by
a
lot
of
the
questions

asked.

only
thing
that
I
would
like
to
just
offer,
as
we
start
thinking
about
just
roll
out,
is
I've,
always
more
so
now
in
my

months.

really

thinking
about
return
on
investments
right,
so
these
are
really
great
opportunities.

infrastructure

measure
your

kind
of
like
checking

a
survey

like

think

there
are

lot
of
different
evaluation
processes
that
are
taking
place.
One
is
mapc
is
working
with
us
to
work
on
evaluating
the
pilot,
specifically
from
the
point
of
view
of
how
it
can
be
scaled
to
you
know
to
other
municipalities
and
neighborhoods,
and
then
we
are
working
on
developing
our
own
evaluation
plan
that
looks
at
you
know,
vehicle
miles,
traveled
and
how
they've
been
replaced
by
electric
cargo
bikes.

and
this
is
this
is
in
the
works,
but
you
know
you
know
measuring
impacts
on
on
traffic
safety
with
looking
at
you
know,
citations
that
have
hopefully
decreased
as
as
as
a
result
because,
of
course,
there's

lot

double
parking
and
parking
in
in
the
bus
lane
as
a
result
of
a
lot
of
these
delivery
vehicles
in
in
allston
so
and
we're
going
to
be
working
closely
with
the
vendor
to
make
sure-

this
is
one
of
our
requirements-
that
they're
really
sharing
a
lot
of
their
data
about-
you
know
amount
of
miles
traveled,
you
know
how.

impacts
and

we're
working

developing

surveys
for
businesses

also
for
you

the
end
customer
so
that
we
can
measure.

experience
for
both

business

actually
receive
these.

packages.

pharmacies,
food
markets,

daggers

even
sort

bigger
sort

box
store
types.

they
able
to
participate
in
this
type

will

depending
on
our
evaluation
of
their.

If
it's
a
small,
mom
and
pop
star,
we
will

happy

subsidize
their
the

delivery
system,

it's

pharmacy
etc.

part
of
a
chain.

is
less
chance
that
they
would

able
to
avail
of
the
of
the
subsidy
because
we
think
they
can
do
that
on
their
own.

living

neighborhood

in

surrounding
area.

would
get
free
delivery

excited

work

a
number
of
different
environmental
justice
groups
in
her
community
as
referenced
also
with
the
austin
village
folks.

is
extremely
happy
and
she'll

making
sure
that
we
get.
This
committee
report
turned
around

she's
doing

great
job
over
there
and
in
district
nine.
So
it's
unfortunate.
She
wasn't
able
to
be

scheduling
conflict,
but
she
did
send
that
letter

she's
excited
to
get
this
thing
turned
around
and

participate
and
and
have
it
be
a
success.

pilot

success

her
district

then
hopefully
it
can
become
sort

a
permanent
thing

we
can
then
expand
it,

she'll
have
pride

ownership
being
the
district
councilor

it
kicked
