I
am
the
district
4
city
councillor.
I
am
also
the
chair
of
the
boston
city
council
committee
on
public
safety
and
criminal
justice.

joined

colleagues

say
them

their

arroyo,

and

We
did
receive
a
letter
from
councillor
baker
as

I
don't
think
he
can
attend,
and
council
o'malley,
unfortunately,
is
sick
today.
So
I
will
stay
in
contact
with
him
on
all
things
that
we
discussed
today
as
well.

accordance
with
chapter
20
of
the
acts
of
2021,
modifying
certain
requirements
of
the
open
meeting
law
and
relieving
public
bodies
of
certain
requirements,
including
the
requirement
that
public
bodies
conduct
its
meeting
in
a
public
place
that
is
open
and
physical,
physically
accessible
to
the
public,
the
city
council
will
be
conducting
this
working
session
virtually
via
zoom.
This
enables
the
city
council
to
carry
out
its
responsibilities
while
adhering
to
public
health,
accommodations
and
ensuring
public
access
to
its
deliberations
through
adequate
alternative
means.

This
allowed
folks
to
apply
and
submit
information
via
an
application
process
to
be
considered
for
the
civilian
review
board.
The
city
council
received
81
eligible
applications
and,
of
course,
want
to
thank
everyone
who
applied
and
went
through
this
process.
The
counselors
were
asked
to
submit
to
this
committee
in
advance
or
at
this
session,
up
to
three
names
for
consideration,
and
we
ask
that
each
council,
of
course
review
all
of
those
applications
in
detail.
A
A
Six
members
are
appointed
by
the
mayor
from
a
pool
of
applicants
recommended
by
civil
rights,
advocates,
youth
organizations,
neighborhood
associations
and
members
of
the
boston
community
with
knowledge
of
law
enforcement.
The
remaining
three
members
are
appointed
by
the
mayor
from
a
pool
of
nine
nominees,
which
will
be
submitted
by
the
boston
city
council
and
the
bus
via
the
boston
city
council
president,
under
the
ordinance
board,
members
must
be
boston
residents,
not
be
current
members
of
law
enforcement
and
have
at
least
one
member
between
the
ages
of
18
and
21.

board
members.
Each
shall
serve
a
term
of
three
years.
However,
initial
appointees
will
serve
stagger
terms
of
one
two
and
three
years
and
board
members
shall
not
serve
more
than
two
consecutive
three-year
terms.
Each
member
will
be
paid
one
hundred
dollars
per
hour
for
their
service,
not
to
exceed
fifty
thousand
dollars
a
year.

are
several
responsibilities
of
the
board
and
I
won't
go
through
all
of
them.
This
is
in
the
legislation,
but
it
includes
conducting
independent
inquiries
and
investigations
where
necessary,
into
complaints
made
against
the
boston
police
department,
resolving
complaints
or
matters
not
within
the
scope
or
review
of
the
internal
affairs
oversight
panel
at
the
board's
discretion
reviewing
and
investigating
and
making
recommendations
with
regard
to
allegations
of
disparate
treatment
by
bpd
in
recruiting
hiring
promotion.

of
this
is
laid
out
in
detail
in
the
legislation
that
was
passed
by
the
council,
working
in
partnership
with
the
previous
man
and
the
previous
mayor's
task
force,
and
I
want
to
thank
the
task
force
in
particular
for
their
work
as
well.

getting
us
to
this
point
and,
of
course,
look
forward
to
staying
engaged
with
them
as
oppat
continues
to
be
formed
and
implemented,
and
I
also
want
to
acknowledge.

are

two

she

Luis

age
20.
He

qualify
as
a
youth
delegate
to
represent
the
voices
and
lived
experiences
of
young
people.
Mr
lopez,
a
lifelong
east,
boston,
resident
bps
graduate
and
northeastern
college
student,
exemplifies
the
american
dream,
his
commitment
and
dedication
to
the
city
of
boston
and
his
desire
to
give
back
to
a
city
that
has
given
him.

much
is
exactly
the
kind
of
dedicated
youth
that
the
crb
should
include.
Eugenia
is
a
long
time.
Boston
resident
who
has
resided
in
dorchester,
roxbury
and
now
lives
in
east
boston
has
a
lived
experience
of
nearly
all
parts
of
the
city.
She
would
be
a
fair
and
impartial
board
member
that
would
thoughtfully
and
impartially
evaluate
all
cases
in
an
unbiased
manner.

process

terms

think
we
necessarily
required

be
interested
just
to
see

whether

not

applicants

references
and
or
whether
or
not
they've
disclosed
any
affiliations,
just
for
for
purposes
really
of
transparency.

objective

that's

big
piece
of

folks

objective

have
no
predispositions

organizations

folks

deeper

community

and

we
do

eventually

deep

affiliations

only
thing
that
was
really
paid
attention
to
is
the
the
law
enforcement
connection,
because,
because
of
the
way
in
which
it
was
structured,
the
mayor's
office
and
the
mayor's
appointees
will
intentionally
include
some
folks
with
the
law
enforcement
background.

council
side
was
supposed
to
really
look
at
those
who
had
more
of
a
community
background
versus
law
enforcement,
and
so
I
will
just
say
that
that's
that,
and
so
we
asked
folks
to
go
through
each
of
those
81
applications.
You
will
see
that
some
are
stronger
than
others.

Some
submitted
more
robust
information
and
I
think
those
tended
to
be
the
stronger
applicants,
and
so
I'm
curious,
of
course,
to
see
the
three
names
that
each
counselor
comes
up
with
and
then
the
other
thing
is
the
difference
between
this
and
the
cpa
is
that
the
mayor
obviously
ultimately
makes
the
appointment
from
the
nine,
and
so
there
will
not
be
interviews.
We
are
going
through
literally
this
paper
process.
We
are
going
through
what
we
received
and
having
as
much
of
a
robust,
robust
conversation
before
council
o'malley
submits
those
to
the
mayor.

wanted
to
design
this
in
such
a
way
where
we
allowed
folks
in
the
public
to
apply
versus
just
asking
for
random
names,

hence
the
application
process,
but
also
to
allow
this
conversation
here,
each
counselor
to
review
those
applications

detail

submit
who
they
think
are
the
strongest
applicants
out
of
the
pool
that
we
received
and
we
got
81,
I'm
confident
that
we
can
find
nine
solid
candidates
out
of
the
81
to
submit
to
the
mayor
for
further
deliberation.

mayor
herself
can
go
through
some
additional
steps
on
her
end
before
making
her
final
three
appointments
from
the
night.

she's

social
worker
and
works
in
the

public

feel
like
someone
like
anna,

level

understanding
around
the
mental
health
and
wellness
issues

really
bringing
that
insight
to
her
thinking
is,
is
something
that
is
worth
considering
when
we
think
about
the
body
as
a
whole

then
bringing
that
lens
into
these
conversations.

someone

rooted
in

her

with
collaboratively

recommendations

I'd
like

worked
at
the
roxbury
defenders.
Very
thorough
was
very
good
in
his
work,

also
as
a
counselor.

now

constituent
and

somebody
who
has
done
a
lot
of
convening
of
neighbors
has
done
a
lot
of
work
isn't
on
multiple
boards,
something,
I
think,
would
be
a
good
person
for

maria
dalarico,

is
a
mental
health
specialist
somebody
who
does
she's
a
self-end
residence.
Somebody
who
does
a
lot
of
work
in
the
community
over
there
is
very
well
known,
very
well
regarded
in
mental
health
spaces,
and
I
think
that
is
a
wonderful
addition
to
this.
