from

the
program
administrator
at

also

We've
received
this
grant
for
a
number
of
years,

this
committee
has
actually
done
a
lot
of
work
to
improve
how
the
resources
are
given
out,
namely
that
there
are
a
diverse
array
of
organizations
that
receive
it
in
community
and
also
some
of
how
they
measure
their
work.

This
particular
round
the
funding
went
to
those
who
work
in
occupational
training
and
employment
service.
This
includes
more
than
words
the
jri
strive
project
right
mission,
safe
new
beginning,
the
economic
development,
industrial
corporation
of
boston,
youth
options,
unlimited
boston,
inner
city,
weight,
lifting
education
service,
an
education
service
provider
at
the
notre
dame
education
center,
a
behavioral
health
service
provider
and
some
of
bmc's
work
at
the
best
program
and
in
partnership
with
the
bay
cove
human
services
and
what
was
great
about
this
round
of
ssyi.

Despite
the
severe
disruptions
with
covert
19
ssy
only
met
their
service
goals,
they
exceeded
them,
and
this
is
a
reminder
that
this
grant
is
used
to
target
those
who
are
gang
involved
and
those
deemed
to
be
and
I'll
put.
This
in
quotes
at
risk
and
most
at
risk
of
involvement
in
violence,
and
so
they
reached
many
folks.
The
initiative
has
a
contract
has
contact
with
nearly
3
500
youth.

It
enrolled
122
young
people
out
of
its
target
of
300
in
the
midst
of
covet,
so
clearly
more
work
to
do,
but
it
exceeded
its
work
this
year,
compared
to
last
bpd
is
also
in
agreement
with
the
health
commission
to
actually
partner
ssyi,
which
hasn't
been
done
in
a
long
time.
Usually
it's
just
through
uh
bpd
now
there's
a
partnership
between
the
two
which
should
be
applauded.
The
next
docket
is
zero,
nine
five
four.
This
was
a
grant
in
the
in
the
cost
or
in
the
amount
of
four
million
dollars.

They
always
are
looking
for
more
resources
here,
because
that
department,
frankly,
is
overworked
when
you
think
about
the
number
of
calls
this
grant
is
in
partnership
with
docket
0956,
which
is
in
the
amount
of
399
000.

funds
the
training
in
the
certification
of
these
911
telecommunications
staff.
Members
and
training
topics
include
obviously,
communication,
there's
a
cle
requirement
for
folks
products
and
software,
enhancing
the
service
itself,
administrative
and
public
safety
communications.

next
docket
was

We
heard
a
lot
on
this
docket,
and
so
I
encourage
folks
if
they
have
not
watched
the
video
they
can.
This
is
year,
two
of
a
two-year
funding
program
called
securing
the
cities.
It
is
a
regional
approach
to
deal
with
and
to
detect
and
prevent
terrorist
attacks
and
other
high
consequence
events
which
could
utilize
nuclear
or
other
radiological
materials
that
pose
a
threat,
obviously
to
homeland
security,
and
particularly
in
urban
areas.

The
funds
would
be
used
for
a
whole
host
of
things,
including
backpack
detention,
devices
used
in
large
crowds
by
various
personnel
and
also
to
cover
some
costs
in
an
event
that
there
are
events
that
call
for
more
staffing,
given
the
risk
factors.
I
want
to
thank
tony
in
particular,
who
was
brought
on
to
manage
this
grant.

This
is
an
amount
of
two
hundred
and
thirty
nine
thousand
two
hundred
fifty
four
dollars
we've
received
this
before
we
could
always
use
more.
This
helps
the
department
deal
with
the
dna
backlog
and
to
reduce
that
backlog.
To
also
um
do
more.
In
terms
of
collecting
and
receiving
data
to
track
what
the
backlog
is
and
to
hire
some
more
folks
in
order
to
deal
with
it,
and
so
this
was
a
critical
grant
that
the
department
is
always
looking
for
it
funds
a
couple
of
positions.

It
helps
with
lab
supplies
which
are
really
important
as
they're,
going
through
the
backlog
and
continuing
education
expenses
which
are
required
for
certain
positions
within
that
department.
So
I
want
to
also

the
department
for
sending
folks
to
testify

this

we're

funds

grant

that
we've
received

am
recommending
that
this
ought
to
pass,
but
I
would
prefer
that
my
vice
chair
also
added
any
additional
details
and
notes

we
did
have
a
great
hearing
and
I
would
just
say
um
for
the
council
to
understand.
If
you

further

there
is

three-page
fact
sheet

these
continuum
of
care
programs

the
packet.
As
councillor
edward
said,
it's
mainly
a
continuation
of
programs
that
we
do
right
now,
although
within
that
45,
there
is
about
four
million
dollars
worth
of
new
funding,
um
about
half
for
domestic
violence,
uh
focused
housing
programs
um
and
uh
and
half
for
uh
folks
who
are
homeless.

But
I
just
really
want
to
stress
for
people,
because
it's
come
up
a
lot
in
our
public
conversation
that
these
really
are
housing
first
dollars.
These
are
dollars
from
the
federal
government
that
are
very
focused
on
actually
providing
more
housing
opportunities
to
people,
and
they
do
come
with
a
supportive
service
component
of
the
funding
which
is
critical.

We
found
a
lot
of
times
that,
while
people
need
that
low
barrier
housing
first,
they
don't
need
housing
only
right
they
need
to
get
in
and
then
they
need
the
support,
and
I
just
would
echo
the
chair's
comments
about
uh
how
much
work
our
department
of
neighborhood
development
uh
that
portion
that
runs
does
on
all
this.
So
I
would
just
say
you
know
we
asked
lots
of
questions.
um
Councillor
mejia,
um
you
know
raised
some
great
points
about
the
sort
of
people
who
don't
get
counted
as
officially
homeless
under
hud's
definition.

We're
not
really
able
to
use
these
funds
for
so,
for
instance,
our
young
people,
who
might
be
doubled
up,
but
I
think
we've
got
some
city
focused
funds
focused
on
that
and-
and
I
would
just
say
that
lila
was
very
open
to
all
the
work
that
needs
to
be
done
ahead
in
this
space.
So
it's
a
it's
an
important
grant
for
us
to
authorize,
even
though
there's
lots
more
work
needed
and
ongoing.
So
I
would

the
chair
in
her
recommendation
that
we
pass
it
today.

amazing
advocates,

white

good

good
night,
robinson
tammy,
thai

kevin

the
covered
subjects
range

health
and
wellness
land
and
gentrification
education,
arts
and
culture,
economic,
empowerment
and
more.
I
want
to
uplift
a
quote
in
particular
from
armani
who
said
it's
important
to
recognize
that
we
came
here
as
slaves.
We
got
free
and
we
were
able
to
purchase
land,
but
then
that
land
was
taken
from
us
by
a
city
government
and
used
to
create
a
way
for
business.

consisted
of
yvette
molestine,
who
summarized
and
detailed
several
reparation
efforts
across
the
country
and
across
the
world
and
reminded
us
that
any
effort
towards
represent
reparations
here
in
boston
needs
to
be
guided

sense
of
healing
and
love.

were
also
grateful
to
have
been
joined
by
the
administration,
who
were
not
only
present
but
listened
and
learned

moved
their
schedules
around,
so
that
they
can
stay
and
take

in
the

rates
of
literacy

boston

develop
a
plan
that
will

also
put
programs
and
policies
in
place
to
address
literacy
uh
in
the
city.

also
a
task
force
membership
where
non-city
boston
employees
would
be
able
to
get
a
100
stipend,
uh
not
to
exceed
a
certain
amount,
and
we
had
a
great
conversation
with
the
administration
and
with
the
panelists
that
the
lead
sponsor

assembled
and
questions
remain.

put

a
series
of
questions
in

the

pathway
to
literacy
is
different
for
everyone
and,
while
some
people
it
may
take
a
matter
of
months
for
others,
it
may
be
years
before
they
are
able
to
get
on
that
path.

This
is
why
it's
so
important
to
ensure
that
one
of
the
responsibilities
of
this
task
force
is
to
find
ways
to
make
access
to
services
easier
for
people
who
cannot
read
or
write
in
any
language,
because
while
people
are
learning
to
read
and
write,
they
also
still
need
help
with
the
services
that
our
city
provides.
The
second
thing
we
learn
is
that
people
who
are
relying
on
these
literacy
services
are
coming
from
all
backs
of
all
types
of
backgrounds
and
need
services
that
are
catered
to
their
lived
experiences.

Some
people
are
coming
as
doctors
and
lawyers
from
their
homeland
who
can
read
and
write
in
their
native
language,
but
have
very
limited
english
proficiency.
Other
people
have
never
learned
to
read
or
write,
even
in
their
native
language
because
of
war,
lack
of
funds,
family
obligations,
physical
abilities
and
more.

Force
will
be
the
best
way
to
ensure
that
we're
coordinating
and
consolidating
our
services
in
the
best
way
possible-
and
I
also
just
want
to
like
take
a
quick
moment
to
acknowledge
that
you
know
we
talk
a
lot
about
the
school
trophies
and
pipeline
here
in
the
city
of
boston,
and
I
think
this
is
a
key
opportunity
to
really
look
into
how
a
lot
of
our
young
people
are,
are
struggling
to
read
and
write
and
showing
up
with
social
and
emotional
issues
in
class
and
oftentimes.
They
end
up
in
dys.

So
if
we
can
tackle
the
issue
of
literacy
and
get
a
handle
of
it,
we
might
be
able
to
address
the
school-to-person
pipeline.
Then
we
also
have
our
returning
citizens,
who
are
coming
back
from
incarceration
and
struggle
with
reading
and
writing
and
unable
to
fill
out
a
job
application.
So
I
think
about
those
folks.

I
see
this
task
force
as
an
opportunity
to
address
a
lot
of
the
issues
that
we've
been
talking
about
here
in
the
city
of
boston
and
do
so
in
a
way
that's
going
to
look
at
some
of
the
root
causes.
So
I'm
really
looking
forward
to
this
conversation
and
I'm
looking
forward
to
working
alongside
my
partners
here
to
move
this
as
quickly
as
possible
so
that
we
can
file
this
ordinance
and
get
it
passed
through
the
council.

All

Mr

earlier
this
year
our
body
passed
a
resolution
urging
the
biden
administration
to
cancel
all
student
debt
within
their
first
hundred
days
in
office.
Sadly,
as
anyone
burdened
with
the
weight
of
student
debt
will
tell
you
that
has
not
happened.

This
is
an
incredibly
impactful
legislation,
especially
since
boston
is
home
to
umass
boston,
the
city's
only
public
research
university
and
the
third
most
diverse
campus
in
the
united
states.
Umass
boston
is
also
a
school
where
students
are
being
saddled
with
debt
that
impacts
their
daily
lives.
Having
access
to
debt-free
school
in
boston
would
be
an
amazing
opportunity
for
students
who
want
to
go
to
college,
but
are
afraid
of
taking
on
a
lifelong
debt.
For
those
reasons,
I
move
that
we
suspend
and
pass
the
rules
to
pass
this
resolution.

community

building

question
houses

local,
small
businesses

organizations

eventually
intending

purchase

building,

this

part

making
sure
that

the
details
are
set
before
we
move
in
that
direction.

square

which
are
black
owned,

that
are
currently
purchasing
the
building
together
as
a
group,
and
this
would
go

long
way
towards
helping
preserve

that

elementary

school

I
actually
my
first
job
that
I
started
in
city
hall
was
with
rocco
35
years
ago.
So
uh
well,
I
was
a
custodian.
I
rise
today
not
to
um
seek
accolades
from
my
colleagues
for
my
birthday,
but
to
talk
a
little
bit
about
my
parents,
because
it's
because
of
them.
That's
why
I'm
here
um
I
I
want
to
thank
them
first
for
not
stopping
at
11.

My
mother
was
raised
up
there.
She
came
here
in
her.
20S
was
pregnant
for
20
years,
but
she
also
only
went
to
the
fifth
grade,
um
but
she
was
able
to
with
help
of
her
friends
at
the
time
all
women
in

neighborhood
are
all
dorchester
women
in
the
early
70s.
They
formed
one
of
the
first
health
centers
in
dorchester,
the
little
house
health
center
and
um
just
need
to
to
to
mention
my
parents.
