recreation
and
transportation
on
the
subject
of
hearing
today
is
docket
number
zero,
eight,
seven,
seven,
it's
a
message
and
author
authorizing
the
city
of
Boston
to
accept
and
expand
a
grant
of
six
million
dollars
from
the
Massachusetts
Department
of
Transportation
for
pedestrian
bicycle
and
traffic
improvements
on
on
the
summer
street
in
South,
Boston
waterfront
district.
This
matter
was
sponsored
by
mayor
Marty
Walsh.
It
was
referred
to
the
Committee
on
June
14
2017

You
so
much
Council
on
Tina,
thanks
council
ferry
for
being
here,
I'm
also
joined
by
Bill
Deegan,
who
is
our
Public
Works
engineer?
Who's
been
really
stewarding.
This
project
from
the
beginning,
this
particular
exception,
extend,
allows
us
to
go
forward
with
a
reconstruction
of
Summer
Street
from
the
four
point
channel
to
the
west
service.
Road
overpass,
it's
something
which
was
identified
in
go
Boston
2030
actually
has
been
a
long
planned
and
long
discussed
investment
by
the
city.

One
of
those
is
to
rebuild
the
sidewalks,
essentially
from
again
the
fourth
wench
from
the
West
service
road,
with
the
idea
that
that
is
a
principle
pedestrian
connection
between
places
like
South
Station,
the
businesses
along
that
corridor,
as
well
as
the
Convention
Center,
we're
making
sure
that
all
those
sidewalks
are
ABA
compliant
as
we
improve
the
actual
sidewalks
we're
also
making
investments
in
the
public
realm
thinking
about
better
trees,
benches
and
things
that
will
make
the
entire
pedestrian
experience
in
that
corridor.
Simply
much
nicer.

This
has
been
not
only
outgrowth
achieve
a
lot
of
long-term
conversations
with
South
Boston
one
from
stakeholders
and
the
go
Boston
2030
process,
but
wouldn't
be
possible
without
mascot
support.
Massport
support
the
NCCA
support
have
been
through
our
critical
partners
and
thinking
about
how
to
make
investments
that
really
help
South
Boston
waterfront
in
South
Boston
as
a
whole,
an
easier
place,
a
safer
place
for
everybody
will
navigate
so
I
can
turn
over
to
Bill.
Who
can
talk
more
in
depth
about
the
specifics
of
the
project?

You
Keith
bill,
Egan,
chief
civil
engineer
of
Public
Works
and
the
project
as
cheap
vodka
said,
achieves
a
lot
of
important
items
that
the
city
has
been
proposing
and
is
also
a
part
of
the
go
Boston
2030
and
certainly
the
reconstruction,
the
sidewalks
there.
It
was
an
old
business
district
loading
dock
area,
so
the
sidewalks
there,
a
very
sloped
extreme
and
extreme
amount
very
hard
for
people
with
accessibility
issues
to
walk
up
the
street,
so
the
sidewalks
will
be
reconstructed.

We
would
also
be
adding
improved
lighting
in
the
form
of
the
four-point
lighting
fixtures
and
we'll
also
be
adding
Bulova
lighting,
which
is
will
supplement.
The
four
point
fixtures
and
you
know
some
of
the
areas
you
know
in-between
with
this.
The
trees
are
there,
be
some
pavers
that'll
be
added
and
other
architectural
features
to
the
local
card
as
well
and
I.
Think
that
pretty
much
concludes
all
the
improvements
to
the
site.

Project
itself
is
the
two
items
that
were
mainly
waiting
for
is
the
approval
of
the
accept
and
expand,
and
the
signed
contract
with
master
approving
the
money
to
be
allocated
for
the
project.
The
design
itself
is
complete.
We
had
final
submission
about
a
month
ago
and
we're
going
through
final
comments,
but
we
anticipate
in
terms
of
design
and
procedures
other
than
the
flow
of
capital
that
the
project
will
be
ready
to
advertise
within
the
next
month
or
two.
So.

design
was
funded
by
the
city.
How
much
was
that
it
was
they
were.
The
design
was
combined
with
the
redesign
of
and
reconstruction
of,
Congress,
Street
and
I
think
it
was
approximately
1.8
million
for
the
two
projects.
Combined
of
that
1.8
million
I
would
say:
900,000
went
to
with
a
Summer
Street
project,
I,
don't
know
the
exact
number
it
might
have
been
between
I
was
saying:
nine
hundred
and
a
million
nine
hundred
dollars
and
a
million
and.

whenever
there
is
an
area
way,
you
know
it's
usually
typically,
it's
always
the
property
owner
in
some
locations.
If
it's
an
area
way
with
a
structural
roof
and
there's
some
brick
over
it,
sometimes
I
said
he
can
take
the
brick
off
and
put
new
brick

and
you
don't
describe
the
area
work,
but
for
the
most
part
it's
usually
the
owner
and
it
takes
care
with
that.

either
going

up

street
and
bang
a
right
and
get
into
this
cycle
track.
Then,
yes

you're,

bridge

South
Station.
Yes,
with
no
cycle
track,
you're
going
to
enter
into
a
cycle
track,
and
then
it's
only
going
a
couple
hundred
yards
because
you're
only
going
to
go
to
the
west
service
road
correct
and
then
it's
going
to
stop
so
then
then
what
happens
so
then
they
donate.

Now
there
is,
there
is
no
extension
of
the
cycle
track
or
there
isn't
provision
for
a
bike
lane
along
that
corridor
between
west
service
road
in
the
convention
center,
however,
we
do
have
a
plan
that
we've
put
together
and
presented
to
a
number
of
agencies
about
extending
a
bike:
a
protected
bike
facility
from
the
west
service
road.
All
the
way
down
to
the
reserve,
channel
and
I
could
show
you
that
plan
that's
been
gives.

It's
going
to
be
a
free-for-all.
Yes,
I
also
need
a
commitment
in
the
guarantee
that
we're
not
going
to
be
losing
lots
of
parking
spaces,
so
we'll
probably
lose
some
around
these
bump
outs.
But
this
isn't
going
to
be
like
we're
going
to
take
metered
spots
in
parking.
Space
is
very
precious
parking
spaces
from
a
neighborhood
that
has
a
parking
crisis
quite
frankly,
because
the
neighbors
being
over
developed
and
we
keep
stuffing
more
development
projects
and
approving
more
developer,
but
we're
not
we're
not
seeing
an
uptick
in
the
parking
spaces.

So
these
are
very
valuable
and
precious
parking
spaces
that
people
from
the
community
depend
on
whether
they
work
in
the
convention
center
or
they're
working
down
in
town
somewhere,
and
so
I'd
like
to
see
what
the
plan
is
from
from
the
melter
Street
to
the
West
End
side.
What's
the
net
loss
of
parking
spaces,
hopefully
it's
zero
or
de
minimis
and
then
from
west
from
the
West
End
down
to
the
reserve
channel
going
forward.
I
would
like
to
see
us
if
we're
going
to
be
in
the
sidewalks.

If
you
can
coordinate
those
and
have
have
them
sort
of
scrunched
in
a
little
bit
closer
together
while
we're
in
the
street
and
while
we're
in
the
sidewalk
and
he's
going
to
run
a
pipe,
that's
going
to
create
maybe
two
three
four
more
parking
spaces
on
one
side
of
the
street,
so
I
just
want.
When
you're
going
into
this,
it
needs
to
be
full
vision,
we're
accommodating
the
handicap,
accessibility
piece
on
the
sidewalk
to
the
councillors
point.
A
lot
of
those
sidewalks
are
hollow.
At
least
some
sections
of
it
make
sense.

Clearly
there's
an
opportunity
if
a
cyclist
makes
sense,
someone
needs
to
look
out
for
the
motorist
car-dependent
who
need
their
cars
to
get
to
and
from
work
to
get
their
children
to
school
and
to
doctor's
appointment.
We
can't
be
doing
all
these
improvements
and
just
disregarding
the
value
of
a
very
precious
parking
space
endure
the
value
of
a
meter
that
generates
revenue
that
allows
us
to
do
what
we're
looking
to
do
here.
So
I
just
want
to
make
sure
we've
always
taken
approach,
we
sort
of
go
in
there.

Give
you
a
comment
on
that
and
that
will
help
when
you,
when
you
get
the
plan
with
respect
to
parking
you
can
for
this
current
project
here.
The
area
of
within
the
limits
the
base,
the
protected
by
plane
wasn't,
did
not
cause
any
loss
of
parking
or,
if
it
did,
it
was
one
or
two
cars,
maybe
areas
where
we
did
lose
some
packing
or
when
we
constructed
the
crosswalks.
We
reconstructed
multi
street
and
we
added
the
two
interim
crosswalks
are
the
two
mid-block
crossings.

I
should
say
we
constructed
a
bump
out
there
to
make
the
crossing
a
little
bit
shorter
and
that
bump
out
created
a
loss
of
parking.
A
couple
of
spots
on
either
side
and
I
can't
give
you
the
exact
number,
but
it
was
probably
four
to
six
spots
were
lost
because
of
that,
let's
just
say
the
high
number
six,
but
it
was
because
of
you
know,
safety
improvements
to
make
the
roadways
shorter
and
crossing,
but
it
wasn't
really
for
the
bike
lane.
Whether.

appreciate
it
absolutely,
and
you
can
understand
engineer
particularly
on
the
bump
outs.
I
would
suggest,
put
the
hydrant
on
the
bottom.
Oh
just
a
too
fun
you
can't
park
where
the
bump
out
is
you
also
can't
park
where
the
hydrant
is
so?
Why
don't?
We
marry
those
two
guys
together
on
the
bump
up?
Instead
we're
going
to
have
a
bump
out
where
you
can't
park
and
then
twelve
feet
down
the
Stratos
street
need
you're
going
to
another.
You
can't
type
there.

So,
hopefully
your
engineering
skills,
you
are
sort
of
sizing
up
the
entire
street
and
say
how
do
we
all
get
along
here,
because
motorists
and
pedestrians
and
cyclists
all
need
to
figure
out
moving
forward
when
I've
got
a
favor
one
over
the
other?
But
anyone
has
an
affirmative
responsibility
to
be
looking
out
for
each
other,
whether
it's
to
a
redesign
on
the
street
or
sidewalk
and
I
just
wanna
make
sure
that,
from
the
motorist
standpoint
and
from
the
previous.

In
my
neighborhood,
where
it's
at
an
all-time
premium,
we
cannot
continue
to
allow
the
community
to
lose
parking
spaces
at
risk.
It's
killing
the
local
businesses
transition
to
the
local
businesses.
You
get
a
lot
of
businesses
there.
He
has
a
Papagayo
that
the
DECA
dome
is
a
bunch
of
other
little
shops.
How
we
accommodating
those
because
I
think
when
we
rolled
out
something
similar
over
the
in
NASA
map,
some
of
the
local
businesses
they
were,
they
dealt
with
it
a
disruption.

yes,
the
hydrants,
and
sometimes
you
have
streets
where
you
have
the
high
pressure
lines
and
the
low
pressure
line.
So
you
get
double
the
hydrants
there.
But
yes,
we
always
try
to
put
it
at.
You
know
when
we
can
take
the
hydrant
and
we'll
move
it
to
the
street
corner,
where
you
can
park
20
feet
from
the
corner
bar
at
a
location
where
there's
something
else
going
on.

The
the
plan
is
I,
have
a
schematic
or
a
graphical
plan,
and
I
can
show
some
locations
of
the
hydrants
there
I
off
the
top
of
my
head.
I,
don't
know
how
many
hydrants
the
route
and
were
the
place
I
do
not
think
that,
specifically
on
this
project,
we
relocated
some
hydrants.
Only
because
during
the
design
it
wasn't
necessarily
warranted,
and
it
was
also
a
cost
implication
that
we
trying
to.

just
to
follow
up
on
the
extended
ups
of
the
bike
lane
we
have
a
layout
and
the
layout
isn't
isn't
a
layout
that
is
going
to
disrupt
parking.
It's.
It
is
working
with
the
parking
to
keep
it
and
maintain
it,
and
one
of
the
things
the
way
we're
trying
to
achieve
that
is
there's
the
median
that
runs
down
the
middle.
If
we
move
the
median
that
gives
us
extra
space
in
the
roadway
to
you
know
make
the
changes
that
we
want
right
and.

up
some
assume
they're
welcome
a
herd
of
cattle
so
and
then
just
lastly,
the
skid
I
think
this.
The
construction
schedule
is
probably
as
important
as
anything
in
terms
of,
if
they're
going
to
do
it
in
sort
of
in
sections
or
whatever,
but
again
keeping
mindful.
It
is
some
local
businesses
there,
some
restaurants
and
some
shops,
as
well
as
some
residential
there's,
a
residential
component
or
two
down
there.
So
if
we're
going
to
do
it,
it's
like
we're
going
to
do
it
in
sections
we're
going
to
do
it
in
phases.

Preference
is
not
to
come
back
four
or
five
times
will
be
to
reconstruct
the
sidewalk.
Why
not
installer
the
cycle
track
and
the
things
like
that
and
then
move
up,
and
usually
it's
one
side
of
the
street?
You
do
then
flip
over
the
other
side,
and
then
you
do
the
final
melon
pave
and
rice
right
thing,
but
yes,
absolutely
and
we'll
go
over
what
the
district
could
be.

great.

then
the
middle
lane
so
right
now
there's
a
space
between
the
lanes
of
traffic,
two
lanes
on
one
side,
two
lanes
in
the
insert
you
kind
of
have
this
section
of
the
middle.
It's
path,
this
little
section
has
an
island
which
is
where
you
vent
that
little
bump
out
the
fellow
pilots
you
know
free-for-all,
so
moving
forward
is
going
to
be
a
barrier
between
those
two
is
going
to
stain
on
exist
just
a
the
way.
It
is
now
for
the
refuge.
Islands,
okay,
yeah.

Again,
it's
futuristic,
but
we're
make
sure
that
we're
doing
things
now
that
when
I
turn
it
in
the
way
of
something
that
may
take
us
to
a
whole
new
level
of
of
a
definite
transportation.

that
pretty
impressive
to
alleviate,
while
the
congestion,
oh
man,
but
if
the
all
the
space
is
taken,
there's
no
way
for
them
to
convince
with
having
that
middle
of
a
street.

them

reason
the
primary
reason
we
went
to
the
flashing
beacons
is
because,
if
they're
so
close
to
multi
Street
it's
the
potential,
you
would
have
had
three
signals
right
in
a
row.
Stopping
traffic-
and
you
know
so
it's
guys-
would
stop
at
one
and
suffer
another
another
so
and
it
would
always
be
on
kind
of
a
recall
thing.

hope
that
you
will
get
some
positive
feedback
and

bike
lanes,
because
it
wasn't
positive
a
long
long
time
so
I
support
bike
lanes
with
that.
