Dockets #1083, 1236, 1239 - Various grants to fund Efficiency and Regionalization, FY19 Success Link Employment Program, and Survey and Planning
A
Morning,
good
afternoon
my
name
is
Michelle.
Wu
I
am
chair
of
the
Committee
on
Planning
development
and
transportation,
and
we
are
here
for
a
hearing
on
several
grant
request
authorizations
on
three
separate
dockets
I
want
to
remind
everyone
before
we
start
that
this
public
hearing
is
being
recorded
in
broadcasts,
live
on
channels,
Comcast,
8,
RCN,
82
and
Verizon
1964,
as
well
as
streaming
on
the
city
of
Boston
website.
A
A
This
hearing
is
on
docket
number
one:
zero,
eight
three
message
and
order
authorizing
the
city
of
Boston
to
accept
and
expend
the
amount
of
$100,000
in
the
form
of
a
grant
for
the
efficiency
and
regionalization
grant
awarded
by
the
Massachusetts
Department
of
Revenue
to
be
administered
by
the
Office
of
Economic
Development.
The
grant
will
fund
the
Greater
Boston
Regional
Economic
compact
cities
to
hire
a
consultant
who
will
develop
an
action
plan
of
operational
projects
based
on
overlapping
needs
expressed
in
the
municipalities
master
plans.
A
The
grant
will
fund
phase
three
of
the
roxbury
survey
update
and
the
nomination
for
the
malcolm
x,
ella
little
collins
house
and
Roxbury
to
the
National
Register
of
Historic
Places
great,
so
feel
free.
Whoever
would
like
to
start
if
you
could
introduce
yourself
and
then,
if
you
could
give
a
brief
summary
of
the
grant
and
we'll
go
through
grant,
buy,
grant
with
questions.
Kristen
begin.
B
B
A
B
B
B
Consultant
would
make
recommendations
on
those
in
the
past.
You
know
two
years
since
we've
started
working
on
this
compact.
Some
natural
collaborations
have
formed,
we've
participated
with
compact
cities
and
participating
with
bio
and
other
economic
development
projects,
and
this
will
help
us
solidify
how
we
go
forward
with
that.
Okay,.
C
A
A
B
A
C
Good
afternoon,
chairman
Wu
I'm
marked
over
I'm
apologizing
time.
A
bit
horse
go
Red,
Sox
I'm
here
to
respond
to
docket
number
one.
Two,
three.
Six.
With
regards
to
the
YouthWorks
funding,
the
YouthWorks
is
subsidized.
You
can
plummet
program
administered
by
the
mass
Commonwealth
Corporation
and
it's
designed
to
provide
low-income
teens
and
young
adults
14
to
21
years
of
age,
with
their
first
employment
experiences,
work,
readiness,
training
and
skills
to
find
and
keep
unsubsidized
jobs,
keeping
on
subsidized
job.
C
The
the
funds
are
coming
through
the
mayor's
office
of
Workforce
Development.
They
administer
a
portion
of
the
youth
works,
grants
grant
and
it
distributes
the
funding
to
for
Boston,
Summer
Youth
Employment
programs,
the
SYEP
providers,
which
are
the
action
for
Boston
Community,
Development,
Boston,
private
history,
Council
and
our
Department
of
Youth
Employment,
Engagement,
Yee
and
youth
options.
Unlimited
Yee
intends
to
use
these
funds
in
summer
2019
the
way
they
did
in
2018,
which
is
to
provide
eligible
youth
with
employment
over
the
summer
months
in
2018
they
had
474
youth
that
were
served
through
this
grant.
C
A
Great,
so
you
mentioned
the
four
different
providers,
including
the
cities
agency,
so
the
850
5000
is
spread
across
all
four.
The
thing
is:
that's
just
for
a
while,
just
okay,
and
so
the
other
organizations
then
sort
of
have
their
outside
fundraising
and
and
then
employ
youth
on
their
own.
That
way
or
place
youth
at
different
positions
with
their
own
fun.
Don't
know
how
I
can
find
out.
Okay
just
curious,
however.
They
so
that,
but
the
500
jobs
that
you're
talking
about
is
just
Yee
and
just.
C
A
C
C
A
And
that
will
so
basically
you're
saying
that
there
were
some
things
that
were
paid
for
last
year,
that
no
longer
need
to
be
and,
and
so
therefore,
more
more
of
the
funding
can
go
to
actually
subsidizing.
The
youth.
That's
correct,
but
I
can
clarify
yeah
just
give
me
this
yeah
just
curious,
and
then
what
are
the?
What
are
the
metrics
that
are
taken
based
on
the
participation
I
mean,
for
example?
C
The
youth
they
take
a
pre
and
a
post
test,
and
it's
so
they
self-report,
okay,.
A
And
is
that
information
available
anywhere?
Does
the
city
keep
it's
like
a
report?
That's
available
or
I
can
certainly
find
out.
Okay,
that
would
be
great,
and
this
is
this:
does
it
supplement
or
is
it
sort
of
overlapping
with,
for
example,
when
the
PC
YF
Foundation
fundraisers,
for
the
super
teens
program?
Is
that
part
of
this
or
is
that
the.
A
C
C
A
D
You
counsel,
I'm
Carl,
Specter,
Commissioner
of
the
environment
I'm
here
to
talk
about
docket
one,
two,
three:
nine,
which
involves
a
grant
of
thirty
three
thousand
five
hundred
dollars
to
the
city
of
Boston.
The
grant
is
for
two
purposes:
it
will
cover
phase
three
of
the
roxbury
survey
by
the
Boston
Landmarks
Commission.
It
will
cover
the
central
section
of
the
neighborhood
between
Washington
and
Warren
Street
and
produce
up-to-date
documentation
of
about
a
hundred
thirty
historic
properties
or
historic
resources
in
the
Roxbury
neighborhood
there's
not
been
a
survey
in
this
area
since
the
1980s.
D
The
grant
will
also
provide
$5,000
for
the
landmark
sztyc
Commission
to
oversee
a
completion
of
the
National
Register
nomination
for
the
Malcolm
xlo
little
collins
house,
the
city.
The
house
is
already
designated
a
city
of
Boston
landmark,
but
this
will
enable
us
to
do
a
more
comprehensive
documentation
of
the
history
and
significance
of
this
house
so
that
it
can
be
entered
into
the
National
Register
of
Historic
Places,
as
I
mentioned.
This
is
a
the
grant,
is
funding
phase
three
of
the
roxbury
survey
of
phases.
D
It's
the
identification
and
documentation
of
significant
historic
resources
in
the
neighborhood,
the
serve
a
results
in
survey
forms
which,
for
the
individual
historic
resources.
You
know
this
identifies,
you
know
the
you
know
the
address,
the
dates
and
significant
aspects
of
the
historic
resource
and
those
survey
forms
which
are
available
on
the
through
the
city
of
Boston.
The
Boston
landmarks
website
and
through
the
mass
Historical
Commission,
then
become
the
basis
for
further
action
that
the
city
may
take.
They
assist,
obviously
the
assist
the
community
in
understanding.
D
A
How
do
how
is
I
guess,
what's
triggering
the
an
individual
property
to
be
included?
Is
it
that
the
area
is
just
in
general?
We
know
that
the
buildings
date
back
to
a
certain
time,
so
there's
probably
something
historic
about
most
of
them
and
so
they're.
The
survey
takers
are
going
through
parcel
by
parcel,
or
is
it
something
where
individual
land
property
owners
have
to
say?
Would
you
consider
my
address
as
well?
No.
D
No
this
this
is
this
is
done
on
on
our
initiative.
We
we
go
through,
you
know,
parcel
by
parcel
and
there
is
a
you
know:
a
hierarchy
of
his
significance,
that's
been
established
by
the
Department
of
the
Interior
and
obviously
the
the
work
that
we're
doing
here
and
and
the
properties
are
evaluated
according
to
the
rubrics
there
and
to
identify
what
level
of
significance
from
you
know:
national,
regional
or
local
significance
and
and
and
it's
part
of
a
survey
as
I
said,
we've
some
areas
of
the
city
as
Roxbury
have
not
been
served.
D
The
surveys
not
have
not
been
brought
up
to
date
in
quite
a
while,
and
the
surveys
may
not
have
been
as
complete
and
comprehensive
in
the
past.
We
may
have
liked
them
to
be
so.
This
is
part
of
our
desire
to
you
know,
systematically
bring
our
survey
of
the
city
up
to
date.
Obviously
it's
a
it's
a
small
piece
at
a
time,
but
we
keep
going
how.
D
This
will
this
is
a
grant
that
we
have
been
able
to
receive
annually
through
the
mass
historical
commission.
We
might
decide
to
do
a
phase
four
of
this.
It
will
depend
a
lot
on
how
much
progress
is
made
this
year,
depending
on
that
and
how
we
judge
the
priority
needs
of
the
city
as
a
whole.
We
may
choose
to
look
at
another
neighbourhood
next
year.
That's
not
been
determined
yet
what.
A
D
A
D
Right
it'll
be
it'll,
be
going
into
the
historic
records
to
trace
more
carefully
the
history
of
the
building,
and
it
may
involve
site
visits
to
to
look
it
over
in
detail
to
see
you
know
its
condition,
and
you
know
and
visibly
look
at
how
the
house
has
developed
in
this
will
develop
the
you
know,
a
complete.
You
know
fairly
complete
documentation
of
the
history
of
the
house
and
the
documentation
available.
That
demonstrates
that
and.
D
A
D
A
D
A
All
right
well,
thank
you
all
very
much.
They
miss
anything
else.
I
really
really
appreciate
your
time
and
also
that
we
were
able
to
do
the
one
setting.
Thank
you
so
much,
and
would
anyone
else
like
to
testify
on
these
matters?
Okay,
then
this
will
conclude
our
hearing
on
dockets
number,
one:
zero,
eight
three
one,
two,
three
six
and
one
two,
three
nine
this
hearing
is
adjourned.
Thank.
