I'm
sure

very
honored
to
have
our
chief
of
streets
here
to
tell
us
about
two
grants
that
were
sponsored
by
the
mayor
and
refer
to
the
committee.
Docket

January

this
year
and

want
to
remind
everyone
that
this
public
hearing
is
being
recorded

this
grant
is
to
fund
a
bus,
rapid
transit
plan,
as
described
in
the
projects,
transportation,
access
plan
agreement.

Harrison
Ave
grant?
And
then
we
can
do
any
questions
on
that
when
they
move
together.

who's
in
many
ways
were
actually
talking
about
his
good
work
here
this
afternoon.
So
Harrison
Avenue
is,
as
you
mentioned,
a
1.5
million
dollar
accept
and
expand
for
the
boss
of
Transportation
Department
to
put
in
place
the
Complete
Streets
plan
for
a
section
of
Harrison
Ave,
essentially
going
from
Herald
Street
to
East
Berkeley
Street
back
in
roughly
2011
2012.

With
the
Inc
block
developments
coming
online,
there
was
essentially
a
a
common
plan
created
for
that
streetscape
corridor,
which
each
of
the
developments
along
that
corridor
have
been
designing
as
they
do
their
project,
so
better
sidewalks
improved
furnishings
own
and
then
this
money,
combined
with
some
city
capital
funds,
is
essentially
to
redo
these
street
bed
itself.
So
well,
basically
removing
the
median
from
the
middle
of
that
street
bed
putting
in
parking
ticket
bike
lands
on
both
sides.
Some
parking,
a
lane
of
travel
in
a
pocket
left
turn
lane,
as
essentially
the
design.

The
actual
construction
will
start
once
most
of
the
development
has
occurred
on
both
sides.
Just
so
we
aren't
tearing
things
back
up
after
we
redo
them.
So
we're
probably
looking
at
a
winter
something
around
the
end
of
2020,
beginning
of
2021
actual
reconstruction
for
the
roadbed
section
itself.
Again
much
of
the
sort
of
the
streetscape
sidewalk
components
are
actually
already
in
place
when
the
projects
are
done
or
in
development
right
now.

has
been
long
interested
in
having
simply
from
Herald
to
YZ
Berkeley
for
Washington
to
be
to
way
so
dedicated
bus
lane
in
each
direction
and
a
general
travel
lane
dedicated
bus
bike
lane
in
each
direction
and
a
general
travel
lane
that
would
be
put
in
place
and
that
actually
would
likely
go
into
construction
in
2019
so
this
year
and
then
travel
history,
which
simply
connects
the
two
would
also
have
a
two-way
components
or
essentially,
these
are
two
things
that
helps
build
out
the
circulation
system.

some
the
new
developments
coming
online.

then
so,
basically,
all
of
the
existing
kind
of
curb
cuts
or
entries
to
the
you
know
either
the
Whole,
Foods
or
other
places
are
set.

so
I
mean
given
I
haven't
been
lately

heard
at
least
for
a
while
the
backup
give
it.
You
know
particularly
certain
times
of
the
week.

should
I
think
in
particular.
Actually
the
Harrison
and
traveler
pieces
will
actually
just
improve
circulation
in
that
area
a
little
bit
better.
The
the
piece
is
the
biggest
transformation,
so
really
designed
transformation
will
happen
with
the
Harrison.

piece
is
that
median
removal
which
allows
for
the
park
and
protected
with
lanes
on
both
the
bike
depends
on
both
sides.
The
overall
circulation
patterns
should
improve
and
they'll
be
some.
We
spend
a
lot
of
time.

spent

lot
of
time
figure
out.

do
we
actually
make
sure
that
there's
good
sight
lines
into
and
out
of
things
like
the
Whole
Foods
surface
parking
lot?
So
we've
been
mindful
that
to
make
sure
that
the
general
circulation
of
the
area
is
improved
with
particularly
an
eye
on
improving
circulation
for
pedestrians
and
folks
on
bikes.

Spring-Summer,
that

said,

Harrison
app,
we'll
probably
have
another
public
meeting
just
before
we
go
ahead

put
everything
in
place,
because
obviously
the
design
was
done
a
while
ago
and
we
just

dust

sure
we
get
some
fresh
eyes
from
the
community
and
make
sure
we
get
the
right
input
in
that
before
we
go
ahead
and
actually
build
it.

principal
change
program
wrong
in
2016,
the
original
2012
ish
design,
was
bike
lanes
and
is
sort
of
in
the
essentially
adjacent
the
main
travel
lane
in
2016.
We
shifted
those
two
parking
protected,
but
the
bells
point
will
have
a
chance
to
kind
of
take
one
more
look
at
that.
The
thing
which
will
be
difficult
would
be
actually
moving
the
curve.
The
curve
is
really
gonna
be
set.
So
it's
what
this
money
is
really
about.
What
do
we
do
with
the
asphalt?
That's
curved
a
curb.

there's

Herald
Street
to
East
Berkeley

issues
around
that

disruptive

traveler

markings

be

major
construction
job

the
removal

medians

community
engagement
process.

are
some
thinking
of
councillor
Flynn's
district

guess
this
entire
leasing,
council
offense
district,
but
the
as
part
of
our
bike
network
were
also
thing
about.

we
actually
take
this
across
or
north
across
the
pike
sort
of
on
Harrison
Ave?

foremost,
making
sure
that
I
was
asking
about
our
multilingual
outreach
to
residents
who,
who
speak,
Chinese
and
Spanish
there
and
with
the
this
Harrison
Ave
reconstruction
project.

then
I'll
pass
it
to
colleagues
in
terms
of
removing
the
median
and
then
what
that
means
for
pedestrian
cross
times
and
how
that.

What
will
the?

will
the
pedestrian
experience
change.

it

a

a
longer
crossing,
it
is
a
lane.
It
is
a
lane
and
a
turn
lane,
plus
the
plus
the
bike
lane.
There
are
bump
outs
on
some
of
the
intersections,
not
all
the
intersections
along
that
Harrison
Ave
corridor.
So
that
is
the
principle
difference
in
the
overall
feel,
though,
of
where
Harrison
Ave
was
in
2011
versus
where
it
will
be
frankly,
even
now,
but
in
in
2021
or
2022,
it
will
feel
much
more
like
a
pedestrian
friendly
Boulevard
than
it
does
feel
like
a
broad
expanse
of.

something

be
very
celebratory.

sort

see

changes.

know
this
area.

I

different
that
sort
of
section
Herald
Square
has
changed,
and
it's
growing
up
to
now,
and
this
is
obviously
absolutely
gonna-
make
it
more
friendly
and
accessible
for
folks
on
on
all
modes
of
transportation
as
well
as
walking
so
I.
Think
it's
really
exciting.

that's
one

the
things
which
we
are
we
have
done
here
and
as
well

on
Boylston
Street
in
the
Fenway,
and
there
are
other
areas
where
we

looking

do

development
focus

project

multiple
developments
focus
on
a
common
project,
and
so
there
are
five
projects
that
builds
or
collectively
bring
that
that
financing
in
to
do
this
sort
of
whole
complete
review.

economics.
Leveraging
sort
of
money
and
resources
by
looking

things
more
holistically

number
one
issue
I've
been
focused
on
since
I
started
is
making
sure
pedestrian
safety
is
always
factored
in
as
we
do.

The

we
started
in
2011
was
with
a
Broad
Street
that
had
much
more
of
a
as
one
of
the
set
of
things
were
more
of
an
industrial
characteristic
on

block
stretch
between
Harold
and
East
Berkeley,
the
intent
was:
how
do
we
transform
that
to
something
which
is
more
pedestrian
and
bike
friendly?

So
what
this
would
do
what's
already
happening
on
that
corridor,
reconstruction
on
the
sidewalks
importation
of
summer
furnishings
zone
with
street
trees,
decorative
pavers
that
allow
for
better
drainage,
additional
things
like
bike
racks.
The
principal
change
that
this
money
would
allow
is
for
us
to
remove
that
medium.

exists,
the
sort
of
concrete
medium
it
exists,
which
would
allow
us
to
actually
shift
the
to
add
parking,
protected
bike
lanes
against
both
curb
lines
going
in
both
directions
and
have
a
essentially
a
row
of
parking
olena
parking,

lane

travel
pocket
left
turn
lanes
were
needed
on
both
sides.

intent
here
is
really
to
do.

something
which
is,
you
know,
sort

great
interest,

mayor
and
the
way
in
which
we're
going

get
the
safe
streets?

we
all
talked
about
many
times
it
is.
It
is
about
engineering,
but
it's
also
about

enforcement
education.

think
there
are
things
that
we
can
do,
whether
it's
signs
around
speeding
or
sort
of
outreach
overriding
for
methods
that
we
can.
We
can
do
to
make
sure
that,
no
matter
how
you're
getting
around
that
you're
participating
in
making
our
Street
ever
making
our
city
much
safer.

is
something
which
the
mayor
has
asked
us
to
focus
more
on
over
the
course
this
calendar
year,
and
we
should
be
doing
we'll
be
doing
some
more
education
outreach
around
road
safety.

of
the
things
it'll
be
coming
up
is
so
a
new
round
of
Boston,
safest
driver,
which
is
one
one
way
in
which
we
have
approached
this
in
the
past,
which
is
essentially
a
competition
to
help
inform
all
of
our
behaviors
as
we
are
driving
on
city
streets,

outreach

the

we

plan

transportation
related
funding
commitments.

those

this

allows
us

advance
planning,

waterfront,
essentially,
and
in
South
Boston
bus
connections.
This
essentially
will
go
in
parallel
with
an
existing
effort,
which
we've
had
some
conversations
about,
which
is
the
South
Boston
waterfront
strategic
transit
plan.
This
is
a
plant.

an
ongoing
effort
between
the
BPD,
a
and

TD,
to
figure
out
what
the
right
transit
corridors
are
within
essentially
within
the
South
Boston
waterfront.
This
essentially
allows
some
funding
for
us
to
have
a
parallel
and
aligned
effort
to
make
sure
we're
looking
at
corridors
like
Congress
or
the
streets
in
our
downtown
core
to
think
about
how
we're
bringing
buses
through
the
downtown
core
better.
This
is
would
likely
go
out
to
bid
for
a
consultant
shortly
with
that
work
happening
over
the
course
of
this
year.

current
trip

MBTA

those
water
transportation

Harbor

initial
experience

stakeholders
in
South,
Boston,
waterfront

has

positive.

at
reduction

trip
time,
massive

trip
reliability
of
moving
I
think
around
seven
hundred
people
a
day
by
ferry
between
Lovejoy
Wharf
at
North,
Station
and
essentially
the
ICA,
and
here
do.

overstate
I
know
we
are
all
in
agreement
here
so
I'm
preaching
to
the
choir,
but
looking
at
different
modes
of
transportation
is
so
innovative
and
smart
and
people
are
willing
to
pay
a
little
bit
extra

ferry
ride.

it's
gonna
get
them
in
town,
you
know
remove
that
stressors
remove
those
cars
from
the
roads.
It's
really
a
good
way
to
think
of
things.
So
I
appreciate
your
focus
and
I
think
that
that
should
clearly
be
driving
this
conversation.

may

investments

with

front
Alliance
over

hotel

Boston

hotel

council

Edwards,

lot
of
the
members
are
made
up

Wolf
District

Point,
the
South
Boston
waterfront
neighborhood
association,
but
also
a
lot
of
residents
from
Charlestown
and
downtown
as
well.
But
I
know
you've
referenced
referenced
it
earlier.
But
how
was
the
city
or
how
is
the
state
doing
on
water
transportation,
going
from
say
the
Boston
God
in
the
area
to
South
Boston
waterfront?

do

have
enough
routes.

we
have
enough
passengers?
Are
we
making
sure
that
it's
an
inclusive
transportation
plan
and
you
know
how
can
we
improve
it
or
get
more
passengers
to
participate
in
waterfront
transportation?

think

public
transportation
is
very
challenging
to
say
the
least
and
I
think
you
know
we
have
a
tremendous
opportunity
with
waterfront
transportation.

happening

that

started

Lovejoy
Wharf
and
fan,
pier
sort

a

we

learn

from

it

every

think
that's
something
which
we

need

taking

towards
North

opening

is

private
shuttles,

dedicated
bus
lanes
and
infrastructure.

something
which
is
essentially
happening

the

the
ferry
pilot,
which
is
the
boats
themselves,

privately
funded,
but
there
are
spaces
for
the
public

it,
but
there
are
spaces
available.

think
this
also
leads
into
pendency
of
that
conversation
as
well.

how
do
we
get
more
people,
regardless
of
who's
the
vehicle
to
be
able
to
be
out

shared
vehicle?

that
kind

shared
mindset,

is
as
you're
planning
out

city

public

that
the
shuttles
will
operate
at
their
current
level
or

phased
out
a
little
bit
and
the
employees
will
want
to
be
on
public
transit
or
how
do

account
for
that
kind
of
separate
marketing.

feedback
from
actual
commuters

shuttle

money

existing
corridors.

have
funding
for
things
like
State
Street.

funding

improvements

some
other
sections
of
downtown.

in
the
budget
around
Summer
Street
in
the
South
Boston
waterfront
side,
but
we
this
will
really
help
us
figure
out.

one

those
physical
areas,
we

most
focused

that
other
that
are
far
beyond

The
redesign
and
reconstruction
of
Columbia
Road
is
a
piece
that
which
is
funded
through
the
windows
square
garage.
There's
funding
in

CDs
budget

start
the
public
outreach
conversation
around
around
Columbia
Road
there's
also
some
funding
around
improving
signals
in
downtown
and
then
funding
to
make
essentially
a
permanent
or
to
improve
the
Tontine
Crescent
pop-up
park,
which
was
created
in
collaboration
with
millennium.

There
are
two
things
which
we
are
excited
moving
forward
on
as
a
former
South
Enders,
there's
a
lot
of
interest
in
the
first
set
of
projects
that
that
bill
has
been
leading
and
the
downtown
piece
is
a
valuable
one
for
us
to
go
forward
with
just
cuz.
We
know
that
that
is
a
big
part
of
our
best
network.
We
need
to
opt.
