A
A
A
My

Baker
I'm,
the

of
the

hyphen.
Is
it
a
hyphen
tv
English?
Wasn't
my
sport?
Please
silence
your
cell
phones
and
all
other
devices
we'll
also
take
public.
Testimony
would
like
to
appreciate
it
to
sign
in
over
here.
A
If
you,
if
you
would
like
to
I,
don't
see
anybody
in
the
audience,
though
today's
hearing
is
on
docket
one:
zero,
nine,
nine
and
one
one
zero
zero.
These
matters
has
been
sponsored
by
the
mayor
and
were
referred
to
the
committee
on
Planning
Development
and
transportation
on
September
14,
2022.
A
docket
we'll
take
both
dockets
together,
but
we'll
we'll
speak
on
them
separately.
So
we'll
do
10.99
for
a
stock.
A
I
am
joined
here
by
council
president
Ed
Flynn,
and
at
this
point
Eddie
do
you
want?
Do
you
have
an
opening
statement?
Council
Flynn!
Neither
do
I,
we'll
jump,
we'll
Jump
Right
In,
we'll
jump
right
in
so
if
we,
if
we
start
with
zero
one,
nine
nine
parcel
zero.
Two
four:
two:
six:
zero:
four
zero.
A
B
Thank
you
counselor.
My
name
is
Jamie
Smith
with
City
Boston
mayor's
office
of
housing.
I
mean
we're
here
to
request
a
surplus
of
the
parcel
on
Harrison
Avenue.
It
is
a
long
irregularly
shaped
parcel
currently
used
as
surface
parking,
and
there
has
been
a
long
planning
process
associated
with
the
ultimate
development
of
this
parcel.
B
It's
been
part
of
the
plan,
Nubian
Square
discussions,
along
with
the
Roxbury
strategic
master
plan,
and
this
process
has
been
led
by
the
Boston
Planning
and
Development
agency
with
development,
an
RFP
issue
for
development
of
this
parcel,
along
with
a
state-owned
parcel
located
adjacent
to
it
and
there's
a
proposed
project
that
has
been
selected
known
as
the
nuba
residences,
which
is
a
mixed
income
developments,
114
units
of
affordable
rental
and
home
ownership.
So
that
is
a
development
plan
for
this
parcel.
C
No
counselor
just
the
fact
that
it
was
a
a
very
transparent
process.
We're
excited
about
the
work
that
was
done
in
Nubian
Square
over
the
years
and,
as
Jamie
said,
this
kind
of
goes
back
a
bit
through
the
process
and
again
nothing
really
to
have.
A
B
A
Development
and
is,
is
the
large
Apostle,
the
the
38
265
square
foot
parcel
known
as
possulate
that's
owned
by
that's
owned
by
the
Commonwealth
of
Massachusetts.
That's
correct!
So
on
Harrison.
If
we
go
down
Melania
Cass,
where
like
if
I
go
down,
Goodwill
is
here.
C
Yeah,
so
there's
actually
curb
Cuts
curb
cuts
on
each
side
of
the
street
right
there.
There's
fencing
that
wraps
all
the
way
around
it,
what
you
would
notice
now,
if
you
were
to
drive
by
it,
we
currently
have
an
MBE
contractor
on
the
site
licensed
to
utilize
the
site.
A
C
You'll
see
you
know,
snow
removal
equipment
things
of
that
nature.
The
use
in
that
case
was
really
to
keep
the
site
under
our
control
right
and
not
have
to
deal
with
some
of
the
outside
issues
that
are
happening
in
and
around
that
area.
So.
A
It's
a
lay
down,
yeah,
now,
yeah
and,
and
so
how
far
along
is
the
the
new
nuba
nuba
processes?
Because
do
they
need
to
do
an
RFP
with
the
state
to
to
gain
the
state?
Do
they
have
that
from
the
state?
Are
they
moving
forward
in
the
states
process,
and
this
is
just
to
so?
We
would
need
to
be
on
board
with
the
with
the
state
process,
to
be
able
to
convey
this
land
and
for
us
to
public
facilities,
then
to
the
developer.
That
is
nuba
right.
B
So
I
believe
the
bpda
has
an
agreement
with
the
state
and
so
BPA
led
the
RFP
process
for
both
Parcels.
A
C
B
A
A
Well,
from
from
what
I've
been
involved
in
a
lot
of
this
land
is
Public
Works
land.
When
you
have
those
funky
looking
Parcels,
they
need
to
go
from
Public
Works
to
public
facilities.
Then
public
facilities
is
the
one
that
that
that
transfers
and
I
think
in
this
here,
we're
looking
to
transfer
to
public
facilities.
A
A
A
A
So
is
this
the
first
parcel
that
the
mayor's
office
of
housing
is
in
control
of,
or
is
this
the
way
we're
doing
it
now,
so
the
mayor's
office
and
I'm
not
trying
to
be
I'm
just
trying
to
because
I've
never
seen
Apostle
go
from
Public
Works
to
mayor's
office
of
housing?
We've
already
transferred
it
to
public
facilities,
you're
saying
in
public
facilities
through
through
an
order
declared
the
mayor's
office
of
housing
in
control
of
this.
So
what
do
we?
What
are
we
taking
a
vote
on
here
today?
What
Wednesday,
what
do
we?
B
A
A
Eddie,
do
you
have
any
Council
Flynn?
Do
you
have
any
questions.
D
Thank
you,
Council
Baker,
and
thank
you
to
the
panelists
for
being
here.
I,
don't
have
any
questions.
Council,
Baker.
A
Thank
you
is
the
district
7
counselor
aware
of
this
and
on
board
with
us.
We
don't
know,
let's
see
so.
A
Okay,
fair
enough,
so
we're
looking
at
Surplus
this
correct
the
voltage
to
start
plus
hit
it's
already
in
your
hands.
What
happens
if
we
don't
Surplus
it.
B
B
In
this
case,
I,
don't
believe
so
because
it's
a
affordable
project,
so
in
the
cases
where
projects
offer
public
benefit
or
they're
subsidized
to
provide
affordable
housing.
Typically,
it's
a
nominal
fee.
C
B
Sort
of
thing
absolutely
thank
you,
so
this
is
two
Parcels
of
land,
both
located
on
Washington
streets.
These
Parcels
are
home
to
what
is
known
as
the
Owen
non-factory.
It's
a
historic
building,
and
this
has
also
been
subject
to
the
same
lengthy
planning
process.
B
There
will
there's
also
by
agreement
with
the
state
who
controlled
one
of
the
two
Parcels,
a
preservation
restriction
that
will
permanently
protect
the
building
and
the
parcels.
C
What's
excited
about
about
this
project
counselors,
as
we
all
know,
coming
in
the
wash
in
the
Nubian
Square,
this
allows
for
this
this.
This
corner
parcel.
That's
currently
fenced
off
to
really
open
this
area
up
as
a
Gateway
into
the
neighborhood
I
think
this
is
an
outstanding
use.
It
was
a
lot
of
work
between
you
know
multiple
state
city
agencies
to
work
this
out,
and
it's
taken
up.
C
You
know
pretty
substantial
time,
but
I
think
the
thought
was
to
continue
to
hold
on
to
the
historical
context,
work
out
all
the
details
and
identify
a
respondent
that
was
supported
by
Community
to
develop
the
site.
I.
Think
it's
going
to
be
a
win-win
for
both
of
us.
You
have
tropical
on
one
side,
it's
just
really
opening
up
so.
C
B
The
more
I
recall
it
was
originally
I
think
it
was
used
for
multiple
initial
purposes,
but
at
one
point
in
time
it
was
used
to
manufacture
some
of
the
parts
field,
elevated
Railway
and
so
forth.
So.
A
A
C
What
space
is
going
to
be
right,
so
the
the
actual
building
is
going
going
to
go
through
some
renovation
as
well
yeah
and
then
adding
these
two
additional
Parcels
on
to
the
overall
site.
And
that's
what
you
see
in
the
in
the
rendering?
Next
to
it,.
A
B
If,
if
you
see
the
rendering
the
factory
as
it
stands
now
is
about
half
of
what
the
original
building
was.
A
B
And
the
addition
actually
will
be
within
the
same
footprint
of
the
building
as
it
originally
stands,
half
of
the
building
was
taken
down
years
ago
due
to
I
guess
some
structural
concerns.
So
the
idea
is
to
replace
that
second
part
of
the.
A
A
At
some
point,
yeah
yeah,
okay,
it
all
seems
pretty
straightforward
and
again.
This
is
this-
is
just
to
Surplus.
This
Focus
to
Surplus
I
would
like
to
get
the
opinion
of
the
district
7
counselor
just
for
before
I
vote.
I'll
do
I'll
do
that
on
my
own,
because
she
did
file
something
last
week
for
a
moratorium
on
on
affordable
housing.
So
this
might
be
a
sticky
point
for
her
I.
Don't
know
if
you
guys
have
reached
out
to
the
district
7
city
council
might
be
worth
a
call
today.
A
Give
it
up,
give
it
a
touch
and
say
hey:
where
are
you
on
this?
Are
you
open
to
the
vote?
I'll
do
that
on
on
my
own
as
a
as
a
chair
of
this
of
this
committee,
Council
Flynn,
do
you
have
anything
additional.
D
Thank
you,
Council
Baker
again,
I
want
to
say
thank
you
to
the
panel
just
want
to
say
thank
you
to
you,
councilor
Baker,
for
that
recommendation
to
reach
out
to
the
district
7.
city
council
up
I
know
it's
it's
helpful.
It's
appreciated!
It's
it's
respectful
to
our
colleagues,
so
I
just
want
to
say
thank
you.
Councilor
bacon,.
A
Okay,
I
think
I
think
we're
good
here.
On
this
hand,
gentlemen,
thank
you
for
coming
out
today
and
I
look
forward
to
working
with
both
of
you
in
the
in
the
future.
This
this
hearing
is
adjourned.
Thank
you.
Thank
you.
