the

the

today,

make
up
actually
just
a
minority
of
the
bricks
funding,
so
in
FY
20s
yups
earmark,
would
have
made
up
only

percent
of
the
bricks
total
budget
I'd
like
to
also
kind
of
comment
on
how
difficult
it
has
been
to
gather
information
around
exactly
what
sources
of
funding
the
brick
has
so
on
the
chart
that
I'm,
showing
here
and
purple,
is
what
we
know
it's
allocated
through.
The
Boston
Police
Bureau
of
intelligence
and
analysis.

What's
in
gray,
is
what
is
allocated
through
the
department
federal
Department
of
Homeland
Security's
FEMA
grants,
and
that
was
determined
through
FOIA
request.
What's
shown
in
black
is
what
is
allocated
directly
through
the
Massachusetts
state
budget,
who
yaps
and
what's
shown
in
red
is
a
somewhat
confusing
yearly
allocation
from
a
ops
that
appears
as
an
external
fund
on
the
Boston
Public
Safety
budget.
However,
it's
possible
that
these
four
sources
that
we've
identified
don't
actually
encompass
all
of
the
bric
funding
sources.

So
some
of
the
expenses
that
stand
out
I've
listed
here,
including
three
hundred
and
fifty
thousand
dollars
towards
thirteen
different
specialized
software
products,
but
in
many
cases
these
software
are
duplicated.
So
there
are
three
different
geospatial
analysis:
products
in
there
to
public
record
search
products
and
to
device
data
extraction
products.

So
these
specialized
software
are
kind
of
being
doubled
up
upon
it
seems
in
many
cases
there
is
one
hundred
and
sixty
four
thousand
to
quote
Brig
AV
upgrade
per
bid
event,
which
I
just
don't
know
what
that
means,
and
it's
actually
the
largest
single
expense,
which
appeared
on
the
expense
reports
that
we
received.
So
that's
a
bit
of
mystery.
We
have
one
hundred
and
six
thousand
four
single
pull
concealment
cameras,
which
is
an
obvious
surveillance
mechanism.
Thirty,
seven
thousand
dollars
for
quote
engineering
support
from
PJ
symptom
systems
incorporated
again,
that's
a
mystery
to
me.

We
have
a
full
eleven
thousand
four
I
pad
prose
and
Apple
pencils.
So
it
seems
as
though
the
brick
enjoys
spending
a
lot
on
very
specific
Apple
products
and
perhaps
most
concerning
ly,
ten
thousand
for
quote
shop-vac
camera
systems
and
two
shoebox
concealments,
which
imply
that
the
brick
is
hiding
surveillance,
cameras
and
tissue
boxes
and
vacuum
cleaners.

So
the
smorgasbord
of
tools
begs
the
question:
what,
if
any
supervisor
supervisory
procedures
exist
within
the
brick
to
prevent
irresponsible
spending
of
taxpayer
dollars
on
these
expensive
and
often
duplicated
software
and
unnecessary
hardware
that
we
see
in
the
expense
reports?
And
then
last
slide?
Please
it's
important
to
understand
that,
ultimately,
the
city
of
Boston
is
taking
the
brunt
of
the
brick
spending.
So
the
available
duck
budget
documents
from
fiscal
year
20,
though
I
as
I
said
before,
might
not
actually
encompass.

while
there
is
much
evidence
in
support
of
the
brick
being
wholly
defunded
at
today's
hearing,
I'm
simply
asking
the
City
Council
to
take
a
milder
action
in
rejecting
dockets.
Oh

and
in
doing
so
taking
the
first
steps
to
end
the
practice
of
writing
blank
tracts
for
the
Boston
Police
to
continue
excessive
and
unsupervised
spending
of
taxpayer
dollars.

why
we
even

have
this
follow-up
hearing
is
that
it
is
not
transparent,
not
clear
at
all
to
any
of
us.
What
bricks
budget
truly
is
right,
more
I'm,
just
presented

I
think
you
know
someone
as
brilliant
as
more
inch
and
have
to
spend
a
ton
of
time
finding
out
what
your
budget
is
right
there.
Many
other
things,
I
think
that
Lauren

doing

really
appreciate
that
she
has.

information

a
public
agency.

hope

you
can
actually
provide
a
really
clear
understanding

what

budget
is
not
just
within
the
city
funding,
but
also

state

federal
funding
brick

receiving.

also

trying
to
understand
for
years
now
who
actually
works
within
the
brick
right.
There's
an
org
chart

think
publicly
online
somewhere.
That
indicates
that
you
know
the
Bureau
of
intelligence,

and
analysis
under
BPD
is

you
know
overseeing
right,
but
that's
as
far
as

org
chart
goes
that
we
can
see
and
that's
really
not
an
org
chart.
We
need
to
understand.
You
know
how
many
stocks
are
within

and
then
also
who
else

access

data

says
that
you
know
yeah

the
Department
of
Homeland
Security
made
many

other
federal
agencies

part

that
actually
mean?

agents
staffed?

access
to

federal
raid

just
that
happened
recently

about

that

time
crime

entails.

and

has
access

especially

$850,000
grant

last

understanding
is,
you

add
four
new
staff
to
the
real-time
crime
Center,
which
would
double
the
staff
with

real-time
crime
Center
and
also
add
to
an
intelligence
scandalous,
at
least
that's
what
I
remember
from
the
last
hearing,
but
I
hope
you
all
can
clarify.

universities

other
schools
that
are
feeding
information
and
to
bring

our
young
people

four
million
dollar
contract
to
central
Technologies
is
related
to

remind
people
that
we're
talking

surveillance,

people
who

hashtag

texted
tweeted,

use
that
and
in
the
social
media

talking

group

people

on

councillor

who

ran

mayor

money

be

dreaming

we
could,

of
having
the
Boston
Regional
Intelligence
Center,
we
should
have
with
all
the
hospitals
that
we
have
in
Boston.

regional
health
care
support
right
that
actually
gets
people
what
they
need,
but
since
I
was
given
the
opportunity

actually
go,
you
know
early
in
this
hearing

which
was
really
exciting.

answers

earmarked

intended

funds

sources

lot
of
accusations
out
there

are
flatly
untrue
and,
frankly,
misleading
and
I
want
to.

clear

stated

record

will

in

all
of

conversation
with
more

information

front

that

record

for

days

automatically
delete
the
video.

we

did
a
study
several
years
ago
and
the
amount
of
video
that
is
viewed
by
anyone
within
the
Boston
Police
Department
is
something
like
less
than
one
hundredth
of
one
percent,
because
almost
all
of
the
video
automatically
delete.

four
cameras
would
be
added
into
the
existing
system.
Now
the
breakfast
happens
to
be
one
customer
that
they
can
view
the
cameras,
so
they
in
and
we
audit
when

we
audit
what
they
download.
So,

that
they

be
misused,
we
would
know
the
primary
objective
of
this

a
911
call

our
number

crime
numbers
are
up.

formula,
dictates
that
we
get
more
funding
in

year
when
crime
is
down,
we
get
less
funding
and
that's
called
the
Bern
jag
bern,
jag
criminal
justice
grant.
They
used
that
particular
formula.

grant
to
provide
the
city
of
Boston,
particularly
the
Boston
Police
Department,
with
Colvin,
really
emergency
relief
funding.
So
it's
not
a
separate
grant
to
us.
It's
a
supplement
to
an
ongoing
and
existing
grant
program.

base
program,
which
is
the
Jag
program,
basically
pays
for
a
training
coordinator
for
all
the
IT
work
that
we
do
a
domestic
violence,
crime
data
analyst
and
we
are
going
to
be
hiring
soon,
a
hub,
community-based
coordinator
and
organizer
to
create
the
hub
program
models
throughout.

with
that
sted
Boston
at
sixteen
distinct
neighborhoods,
we
have
eleven
districts.
We
have
other
public
facing
buildings,
including
police
headquarters,
and
we
have
several
units
that
consistently
on
a
daily
basis,
24
hours
interface
with

public
by
either
the
public
coming
into
these
buildings
or
by
being
into
the
community
and
providing
services
and
resources
to
community.
And
so
what
we
needed
to
do
with
this
money.

parent
family
support
unit,
the
street
outreach
unit,
which
works
with
the
mental
health
substance,
use
disorder
and
the
homeless
populations.
The
Bureau
of
community
engagement,
which
were
it's
completely
with
youth
and
families
and
students
in

office
of
multi
media
communications.
So
in
the
order
of
the
budget,
I'm

that
is

primary

peer
support

help

officers

times

crisis,
whether
it

family
crisis.

Job-Related
crisis
is
which
we
usually
refer
to
as
critical
incidents,
suicide
prevention
issues
around
maybe
alcohol
or
drug
abuse,
and
it's
it's
more
of
it's
a
proactive
we're
actually
one
of
a
kind
first
in
the
nation,
along
with
the
department
you
and
that
we
sort
we
found
out.
We
were
first
in
the
nation
after
the
9/11,
when
we
sent
team
members
down
there
to
help
debrief
and
work
with
the
officers
and
the
first
responders
down.

do
we
go
about
supporting
our
staff
supporting
our
officers
and
then
the
biggest
mission
for
us
I
look
at
is
building
the
resiliency
in
our
officers,
their
mental
emotional
well-being,
a
physical
well-being
and
keeping
them
healthy
and
on
the
street
and
in
clear
minds
to
serve
the
public
one
of
the
specific
things
you
might
ask
family
citizens
both
helped
a
lot
with
officers
who
are
injured,
which
we
have
on
a
regular
basis
from
various
degrees
of
minor
injuries.
That's
very
severe
injuries
and
they're,
a
big
part.
I
What
they
do
is
help
the
families
navigate
the
hospital
systems
and
get
through
and
give
them
support.
Well,
during
this
time
of
crisis,
the
peer
support
arm
is
more
on
the
lines
of
what
I
said.
A
big
thing
we
do
is
critical
incident,
stress
management
and
response,
and
that
involves
a
lot
of
peer
counseling
in
a
lot
of
proactive
work,
as
well
as
a
very
good
amount
of
reactive
response
work.
We
do
one
over
the
part
of
issues
within
the
department.

could
get

the
specifics,

I
don't
want
to

has

a
second
component
of
this,
which
is,
as
the
general
public
comes

one

community
room
as
well
as

main
lobby
which

customers
within

in
that
area
there
will
also
be
the
same
digital
signage
system
to
allow
customers.

where
they
can
go
telephone

them
instructions
on
separation

process

call
screening
oftentimes,

a
face-to-face

when

individual

proposing
is
giving
an
option
where,
instead
of
processing
them

vehicle
taking
them
to
the
court
process
and
in
the
court
they
have
a
small
meeting,

reverse
the
process.
What
this

allow
is
a
secure
system
where
they
can
do
a
big
arraignment,

least
that

within

Boston.

between
students

they

the
public
on

officer

actually

through

analytics
we're
looking
for

take
anything
that

not
movement

just
compress

minutes

the
video.

will
appear
that
they
went

arrest

over

gang

dealers
in

recovered.

dozen
illegal
firearms,
so
great
work
and
my
sources
tell
me
that
it
was
the
Intel
from
brick
that
played
a
significant
role
in
that
led
to
to
the
rest.
Those
individuals
so
appreciate
that
work
and
appreciate
your
efforts
in
keeping
our
neighborhoods
safe
and
trying
to
get
as
many
drugs
and
guns
off
of
the
streets
as
possible.

focus
for
this
grant
funding
that
we
have

front

us
here
is
very
limited
in
scope
as
it
pertains
to
technology
and
most
we
see
us
spending
some
money
on,

additional
licensing

make
sure

additional
analysts
have
some
of
the
existing
tools
available
to
use.

of
them

limited
by
licensing
quantities

seat
licenses
versus
an

safety

community
organizations

crime,

civil
liberties,
so
wanted
to
address
just
the
gang
database.
Briefly,
what
is
the
criteria
by
which
someone
is
on
the
database?
How
can
someone
get
off
the
database
if
they're
erroneously
on
the
database
or
how
can
they
get
off
the
database?
If
they've
demonstrated,
you
know
the
ability
to
be
off
the
database?

So
so
the
gang
database
is
managed
by
an
existing
rule,
which
is
a
policy.
An
overarching
policy
put
together
by
the
Boston
Police
Department
I
believe
that
we
have
put
that
out.
So
we
can
share
it
with
you
again
just
to
make
sure
that
we've
got
all
the
explicit
details
laid
out
there.
I
don't
have
all
the
criteria
sitting
directly
in
front
of
me.
So
forgive
me
I'm,
gonna
kind
of
give
a
high-level
overview
on
that
and
then
I'm
happy
to
provide
more
information
again.

They
have
to
meet
a
certain
set
of
criteria,
particularly
activity
that
can
be
defined
as
any
activity
which
I
believe
off.
The
top
of
my
head
is
individual
acts
of
more
specifically
crime
and
violence
that
are
taken
by
groups
of
one
or
more
people
for
purposes
of
furthering
furthering
the
interests
of
the
said
gang
okay.
So
that's
kind
of
the
first
criteria,
which
kind
of
establishes
a
gang
up
front
and
then
beyond
that,
it's
based
on
self
admission,
interaction
with
other
known
and
previously
verified
gang
members,
different
types
of
criminal
activity.

taken
on
behalf
of
the
game.
Things
such
as
that
I
believe
that
we
have
a
list
of
I
want
to
say
approximately
somewhere
between
ten
and
thirteen
different
criteria.
Each
one
of
them
has
a
different
weighting
system
to
that,
and
we
work
closely
with
the
members
of
the
youth
violence
strike
force
in
in
acknowledging
who
these
individuals
are
that
are
interacting
and
that
are
getting
heavily
engaged
in
the
game
in
the
game.
Violence
in
terms
of
getting
off
the
gang
database.
There
is
a
procedure
for
that
as
well.

don't
stay
on
the
game
database
forever.
Much
like
a
lot
of
the
information
that
the
brick
has
possession
for
intelligence
purposes
or
for
investigative
purposes.
That
information
has
certain
reads:
you
do
timelines
to
it
as
well
as
certain
retention
periods
for
it.
So
if
an
individual
is
participating
in
a
gang
for
a
certain
amount
of
time,
if
you
get
an
update,
we'll
review
that
data,
we'll
look
through
records,
we'll
determine
whether
or
not
they
are
still
in
fact
active
if
they
are
not
active
anymore,
they
are
removed,
and
that
is
the
process
pretty
much.

is
grounded
in
a
federal
regulation
that
we
adhere
to.
So
that
is
that,
as
far
as
a
procedure
for
finding
out
whether
or
not
one
is
actually
in
the
gang
database,
there's
some
direction.
That's
provided
through
the
department
and
the
city's
privacy
policies,
Memphis
Daily
I
apologize,
the
brics
privacy,
civil
rights
and
civil
liberties
policy,
which
allows
for
one
to
make
a
request
and
determine
whether
or
not
they
are
in
that
database.

what

need
to
be
completely
upfront
and
transparent
about
is
that
if
an
individual
is
under
an
investigation
or
that
information
is
protected
by
certain
law
enforcement
clauses,
it
may
not
be
as
as
straightforward
to
just
get
that
information.

there

procedures
that
are
in
place.

would
allow
somebody
to
find
out
whether
or
not
that
is
the
case
and
I
hope
that
that
makes
sense
as
well,
because
you

in
the
as
an
agency
is
conducting
a
sensitive

of
right-wing

United

have
drawn
attention
to

groups,

we've
had
concerns
over
attendance

events,
activities

things

impacted
the
city
of
Boston.
We
treat
them
the
same
exact
way
that
we
would
treat
any
other
type
of
terrorist
organization.

present
a

substantial

significant
threat
to
the
city
of
Boston.

only
that,
but
to
the

know,
the

country
as

whole
and
I
want

make
sure
that
that
is
not
discounted
at

As
far

concerned,
terrorism
has
no
color,
no
rapes,
no
ethnicity,
it
is
a
behavior.
It's
an
activity,
it's
borne
off
of
certain
ideologies
and
intent
to
to
impose
significant
significant
harm
and
political
change
in
areas
that
we're.

frankly,
there's
argument
to
be
made
that
they're
not
going
about
it

right
way
right
through
criminal
activity
and
we
treat
them
all
equals.

have
concerns
about
that.
But
again
the
gang
database
is
intended
for

game

They

the

custody

in
other
words,
you

databases
and
enough
points
to
actually
become
known
as
a
gang
associate
for
being
the
victim
or
target
of
a

database

analysis

surrounds

in

is
not

automated

places
people
into
the

individuals

trained

solid
expertise
that
they've

analyzing

dynamics
of
the
gang
activity

evaluate
information

might
result

recommendation
for
someone
to
be
added
to

gang
database,

if
that
person
perhaps

targeted

had
solid
information
that
indicated
that
that
person
was
targeted
specifically

gang

might
help
elevate
somebody
in
how
they
get
evaluated
to
get
put
into
that
database.
But
that
does
not
mean
that
if
a
game
person
shoots
an
innocent
by
a
known
gang
member,
is
arrested
and
proven
guilty
for
shooting
an
innocent
victim
that
that
innocent
victim
is
going
to
just
get
into
a
database.

the
analysis
comes
in
and
that's
where
it
is
very,

important

we
have
intelligence
analysts

are
working

understand

don't
want

violate
somebody's

night

July
4th
around
1:00
a.m.
there
was
an
incident,
a
gunfight
that
started
on
the
corner
of
East
Brookline
Street,
went
down
st.
George
and
then
onto
East
Newton
Street,
two
individuals
shot
one
another.

were
numerous
bullets
recovered,
two
guns
that
occurred,
one
block
from
where
I'm
sitting
and
it
ended
up
happening
under
the
window
of
a
good
friend
of
mine
I,
can
think
of
just
myself
five
incidents.
Since
we've
been
talking
about
this
deployment
last
summer,
where
there
have
been
shots,
fired
four
people
shot
within
three
or
four
blocks
of
where
I'm
sitting
right
now
in
the
south
end.
So
this
this
we
there
been
questions
raised
about
cameras
and
privacy,
etc.

are
important
questions
to
ask

think
about,
but
please
understand
this

very
real

immediate
issue

us

heard

solution,

captain
Sweeney
said
that

each

instances

the
five
or
six
had
these
cameras
been
in
place,
there

have
been
valuable
investigative
images
captured
almost
certainly
the
second
point

this

stressed
earlier

councillor
Baker,
there's
no
City
taxpayer
funds
being
used
here
and
there's
no
question
that
public
money
is
being
diverted
from
some
other,
potentially
more
worthy
purpose.

there

conversation

now
in
our
city,
in
our
society,
about
how
best
to
deploy
public
resources
and
maybe
to
shift
things
around
and
that
that's
an
important
discussion

have,

that's
not
salient

mitigation
fund-

earmarked

very
small
geography

south

very
particular

public's

money
in
this
litigation
funds

even

the
funding

this
grant.

to

meetings

meeting,
a
very
robust
discussion,

many
members
were
extremely
enthusiastic
from

outset,

others
raised

questions,

similar

support

organization
came

that
context,

heard

were

sentiment

forward

accepting

grant

rare
opportunity

the
South
End
to
be
materially
safer

its
residents
and
to
do

without
tapping
city
resources
on
which
there

many
other

organizing

stop

most
harmful

racist
programs

practices

Boston
Police
Department,

stopping

flow

need
to
be
shrinking
the
roles,
responsibilities
and
resources
for
the
BPD.
The
BPD
must
not
get
more
outreach
vehicles,
more
equipment,
more
technology.

BPD
should
absolutely
not
be
using
software
that

anything
to
do
with
people
accessing
drug
treatment
and
recovery,
especially
when
residents
who

been
been
very
clear
with
the
City
Council

we
don't
need
police
involved

public

overdoses

crises.

know
that
information
about
people
seeking
services
and
support,
including
victims
of
violence
through
programs
like
those
offered
by
the
Boston
Public
Health
Commission,
is
already
being
shared
with
the
police
and
managed
by
the

officer
just
testified
today
about
info
sharing
between
people
seeking
recovery
and
the
officers
who
continue
to
arrest
them
for
simple
possession.
It
should
be
terrifying
to
us.
We
want
police
to
be
siloed
from
health
care.

many
barriers
between
cops
and
providers
as
we
can
get.
We
want
cops
out
of
health
care
and
mental
health
care.
These
partnerships
do
not
have
a
Public
Safety
benefit.
In
fact,
they
expose
community
members
to
constant
contact
with
law
enforcement
and
the
unending
threat
of
punishment.

If
the
City
Council
is
proposing
to
consider
an
alternative
to
911
figure
out
how
to
get
the
cops
out
of
people's
recovery
plans,
we
have
a
major
problem.
The
Boston
Regional
Intelligence
Center
not
does
not
and
will
not
create
safety
in
our
communities.
Brick
exposes
black
and
brown
residents
to
constant
criminalization
and
rhe
criminalization.

People
continue
to
be
targeted,
surveilled
stopped
and
searched,
because
information
about
them
is
still
in
the
database
years
after
they've
served
their
sentence
and
returned
back
to
their
community
cities
across
the
country
are
shutting
down
their
gated
gang
databases
because
of
the
clear
presence
of
racism
and
the
absence
of
any
public
safety
benefit
and
BPD
never
ever
comes
prepared
to
discuss
it
and
I've
been
coming
to
these
hearings
for
years.
The
data
that
the
brick
analyzes
the
analysts
they
want
to
hire
those
are
people
to
watch
and
track
and
oversee
Boston
residents.

data
is
obtained
by
watching
people
where
they
live,
invading
people's
privacy
and
interrogating
people
too,
who
are
trying
to
get
from
place
to
place
in
their
own
neighborhoods.

the
City
Council
understand
the
path
of
information
back

forth

black
and
brown
residents
to
to
brick
from
neighborhoods
to
brick?
Some
of
the
flow
of
that
information
is
facilitated
by
the
most
in
Turia's
unit
in
the
city
the
gang
unit.

is
indisputable
that
BPD
targets
black
people
most
often
for
observations
and
interrogations
and
according
to
the
BPD
43
percent
of
the
time
officers
don't
have
reasonable
suspicion
nor
probable
cause
to
stop
people.

fusion
center
with

purpose
of
collaborating
with
federal
agents,
is
bad
for
Boston
residents.
In
the
last
six
months,
the
Trump
administration
rolled
out
operation
relentless
pursuit
and
operation
legend
funded
by
tens
of
millions
of
dollars
toward
increasing
the
number
of
local
law
enforcement
officers
and
a
mandate
to
increase
federal
law
enforcement
presence
and
democratic
cities.

The
Trump
administration
is
talking
openly
about
hunting
down
lawless
urban
residents,
coded
language
for
black
and
brown
people,
grossly
sensationalizing
increases
in
violence
using
the
worst
kind
of
racist
rhetoric,
with
no
solutions
or
investments
other
than
the
brute
force
of
the
militarized
federal
government.
Congress
recently
passed
a
hero
act
with
3,300
million
dollars
for
policing.

The
Senate
is
currently
considering
the
so-called
Justice
Act,
which
would
authorize
seven
billion
more
federal
dollars
for
policing,
and
just
two
days
ago,
mayor
Walsh
signed
a
letter
to
Congo
criticizing
the
deployment
of
federal
officers
in
cities
and
asking
for
language
and
funding
legislation
that
would
stop
taxpayer
dollars
for
being
used
for
this
purpose.
How
dare
us
they
send
a
letter
to
Congress
yet
failed
to
stop
our
own
States
dollars
from
funding
collaboration
with
the
exact
same
federal
law
enforcement
agencies
at
the
brick?

darest
look
at
what's
happening
in
Chicago
in
Portland,
but
fail
to
scrutinize
the
feds
role
here
in
Boston?
We
don't
even
know
if
the
FBI
agents
work
inside
the
brick
on
a
daily
basis.

here
shaking
hands
with
our
very
own
police
commissioner
ATF
and
the
FBI
just
ransacked
people's
homes
and
dozens
of
our
community
members.

To
facilitate
this
kind
of
tracking
and
targeting

non-stop
harassment
of
Boston
residents,
and
until
we
get
there,
the
City
Council
must
use
its
power
to
deny
the
brick
any
additional
resources
and
I
just
wanted

this
money
can't
be
used
for
other
person
other
purposes,
but
it
really
saddened

to
see
another
white
resident
talk
about
not
seeing
any
other
solutions
to
violence
than
cameras,
families

justice.

healing

brown
residents

leading
processes
to
transform
harm.

working

community
lead
solutions

to
demand
community
lead
funds
for
this
type
of
community

violence
prevention

call

had

arrested
by
plainclothes
officers

his
home.

immigration
proceedings

was
presented

packet

was
compiled
by
the
Homeland
Security
Investigations,

it
included
information
and
gang
assessment
verifications
from
the
Boston
Regional
Intelligence

that's

as
an
advocate,
came
to
learn
about
the
Boston
Regional
Intelligence
Center
and
about
the
gang
database.

included

that
verification
is
based
on
rule
333,
BP
rule
which
was
discussed
previously

it
included
things
such

social
media
photos.

about
the
individuals

members

found
two
pictures
of
her.

It's
another
report:
labeled
school
police
database,
ms-13
intelligence
report
officers
have
observed
student,
a
student
B
and
student
C
on
several
occasions.
Hanging
with
younger
ms-13
associates
during
school
hours
and
leaving
together
after
missile.
These
members
have
been
identified
as
student
de
F
and
G.
So
these
two
examples
which
there
are
many
more
so
that
police
are
sending
and
brick
is
unlawfully
capturing
information
about
young
people
that
is
not
alleging
any
reasonable
suspicion
of
criminal
conduct
and
doing
nothing
but
criminalizing
them
with
unsubstantiated
labels.
So
the
brick
then
goes
on
to
operate.

I
just
want
to
very
quickly
highlight
here,
is
how
the
profiling,
by
the
brick
impacts
the
education
of
our
young
people,
so
I
would
say
almost
without
exception.
The
young
people,
I've
represented,
have
been
detained
by
ice
based
on
brick
profiles
where
those
profiles
originated
from
school
policing.
So
one
of
my
young
plot,
one
of
my
young
clients
who
we
know
has
been
identified
in
BPD
brick,
databases
was
attending
high
school.
Supporting
himself
at
night
as
a
dishwasher,
another
area
of
town,
he
would
take
the
train
home
after
work
to
Maverick
station
routinely.

He
would
be
stopped
coming
out.
The
tea
may
be
forced
to
stand
there,
while
officers
flip
through
database
face
pages
and
found
there
his
face
on
their
phone
or
tablet
and
then
searched
him
in
his
backpack
and
just
to
note,
like
his
age
and
historical
experience
with
police
in
his
country
of
origin,
important
that
it's
not
safe
to
tell
police
no
and
walk
away.
So
it
caused
him.
So
much
fear
that
he
decided
instead
to
use
a
decent
percentage
of
his
nightly
income
to
take
an
uber
home.

He
was
losing
so
much
money
on
it
to
avoid
these
baseless
searches
that
he
needed
more
hours
at
work
to
pay
his
rent,
which
ultimately
led
him
to
drop
out
of
school.
And
so,
while
this
young
person
hasn't
yet
been
detained
by
ice,
he
has
been
driven
out
of
school
and
so
I
would
submit
the
based
on
the
illegality
of
the
information
captured,
the
discriminatory
practices
and
the
effect
of
deprivation
of
education
on
our
young
people.

of
Hal
brick
and
BPD,
guidelines
promote
over
policing
of
schools
and
students.

stuff
I
chair,
the
South
and
forum,
which
represents
15,
independent
neighborhood
associations
of
the
South,
End
and
I
want
to
simply
address
a
3-1,
which
is,
of
course,
the
cameras.
David
Stone
spoke
eloquently
about
where
we
came
from
in
terms
of
this,
but
councillor
Baker
mentioned
that
this
has
been
a
five
year
journey,
which
it
really
has,
but
I
want
to
specifically
address
how
inclusive
it
was.

We
work
with
the
police
department.
We
work
with
meloni
properties.
We
worked
with
Longwood
security.
We
work
with
all
of
the
neighborhood
associations
strictly
in
an
effort
to
find
vehicles
that
we
would
hope
could
help
to
stem
the
violence.
The
cameras
are
one
piece
of
our
entire
agenda.
We
have
taken
back
a
couple
of
parks
that
have
become
headquarters
for
gang
activity
and
we've
done
that
by
programming.
In
those
parks
and
working
with
neighbors
and
neighborhoods,
so
this
isn't
just
about
cameras
and
not
finding
alternative
solutions
to
violence
in
our
neighborhoods.

It's
about
providing
a
multitude
of
different
solutions
that
we
think
will
work
to
make
our
neighborhood
more
safe.
So
I
want
to
be
clear
that
that
that
none
of
the
monies
that
are
associated
with
the
came
with
the
funding
of
these
cameras,
as
David
mentioned,
comes
from
any
budget
allocation.
We
get
development
monies
through
the
IAEA
article
80
process
and
we
get
as
a
community
to
be
able
to
designate
how
those
funds
will
be
used.

was
overwhelming
support
in
the
in
the
entire
South
End
community
and
I'm
talking
about
black
and
brown
and
white
communities
across
the
south
end
who
supports
the
need
for
anti
violence
prevention.
So,
let's
be
clear
about
what
a
thirty-one
is
and
is
not.
It
is,
in
fact,
part
of
an
overall
sense
of
a
package
of
solutions
for
the
south
end
to
specifically
address
gun
violence,
something
that
we're
all
way
too
familiar
with
in
the
city.

I'm

someone
who
was
on
a
brick
report
in
the
past,
someone
whose
life's
been
ruined
due
to
being
on
a
brick
report
right
I,
will
take
full
responsibility

any
actions

I've

any
harm
that
committed
in
my
community,
and
that's
why
I
am
the
person
I
am
today
and
that's
why
I
make
a
lot
of
change
in
my
community.
I
also
went
back
and
I'm
working
with
that
same
population
that
you
know
unless
behind
and
making
change
we
keep
talking
about.

I
am
president
for
38
years
of
voting
in
Geneva.
We
keep
talking
about
my
parents
owned
homes.
Let's
be
clear
on
that,
and
you
know
we
pay
taxes
and
all
of
that,
so
our
voices
need
to
be
heard.
My
parents
voices
need
to
be
heard.
Why
aren't
our
people
invited
to
spaces
like
this,
so
they
can
speak
on
their
own
community,
the
community
that
they
live
in,
that
they
take
taxes
and
that
they
raise
their
family
from?
Why
aren't
these
people
in
these
spaces?
Why
aren't
people
like
me
invited
to
these
faces?

So
we
could
talk
about
how
this
is
not
effective
for
our
community
or
our
people.
We're
just
gonna
be
surveillance.
That's
what
it
is,
there's
gonna
be
more
of
our
bodies
are
gonna
be
locked
up.
So
what
have
we
solved?
Nothing
there's
a
lot
more,
that
we
can
do
with
that
money
and
that
minute
is
gone.
So
I
can't
tell
you
that,
but
maybe
we
need
a
contact.

The
people
of
my
community,
like
myself
and
many
others
who
are
out
yet
who
are
working,
whether
we
were
street
workers
in
the
past
and
violence
interrupters
that
now
have
our
own
program,
because
again,
there's
money's
being
allocated
to
programs
that
are
geared
to
work
with
this
population,
but
they
don't
because
if
they
did,
we
wouldn't
have
the
problems
that
we
have
today.
Boston
has
tons
of
opportunities,
resources
programs
to
help
these
people.
As
someone
who
used
to
work
in
these
programs,
I'm
gonna
be
honest
with
you.

It's
a
free
tech
and
people
are
not
doing
their
jobs.
So
before
we
talk
about
any
more
police
cameras
and
surveillance
and
surveillance
and
our
people,
let's
talk
about
actually
building
up
people
you're
working
with
our
people,
not
not
staying
we're
doing
something
that
we're
clearly
not
doing
this.
If
you
guys
want
to
take
a
walk
with
me
on
voting
in
Geneva,
let's
do
that
and
let's
talk
to
these
young
men
and
women
and
what
it
is
is
that
they
need
to
strive
and
do
better,
because
surveillance
is
not
gonna
do
anything.

People
are
still
gonna,
be
poor.
We're
still
gonna
have
communication
issues
with
children
being
a
struggle,
no
matter
what
you
put
up,
no
matter
how
many
offices
you
add
to
the
table,
no
matter
what
you
do
unless
we
help
our
people,
this
stuff
is
gonna,
continue
to
happen
and
I'm,
just
asking
that
you
guys
reach
out
to
me
and
let's
work
together
as
someone
who
has
caused
harm,
who
is
now
working
to
so
no
one
else
can
infer
the
cause
harm.
