A
That's
an
amendment
from
FY
18,
+,
FY
19.
This
grant
will
fund
a
comprehensive
interagency
strategy
that
connects
law
enforcement,
employment,
education,
Public,
Health
and
youth
development
agencies
to
reduce
youth
violence
in
the
Commonwealth,
so
we'll
take
them
in
order.
If
you
could
just
give
me
your
name
and
affiliation
and
and
we'll
crank
it
right
up,
so
we're
going
to
start
out
with
docket
number
zero
one
zero.
Four.
This
is
the
four
hundred
and
ninety
eight
thousand
dollars
for
the
first
responders
comprehension,
addiction
in
Recovery,
Act,
cooperative
agreement.
B
A
B
B
This
is
the
training
grant
that
the
Boston
Fire
Department
gets
from
the
state.
It
is
funded
through
assessments
imposed
by
the
insurance
industry,
so
it
doesn't
cost
the
city
anything,
but
it
is
very,
very
important
for
the
Boston
Fire
Department
and
it
pays
for
our
training.
We've
done,
back-to-basics
training
to
train
every
firefighter
and
every
company
through
the
city
as
continuing
training.
B
Since
there's
a
long
waiting
list
for
firefighters
to
enter
the
state
Academy
in
most
of
our
classes
of
their
space,
we
do
allow
them
to
come
and
the
intent
is
to
hold
one
and
given
a
lot
of
mutual
aid
and
collaboration
we
helping
other
to
bomb
urban
departments
or
them
covering
for
us,
such
as
the
recent
East
Boston.
Nine
alarm.
I
think
it
makes
all
the
sense
in
the
world
to
also
use
the
training
grant
for
part
of
that
idea
of
a
regional
Academy.
If
you
will.
C
A
Would
they
enforce
texting
and
driving
as
well?
Yes,
because
that's
been
the
I
always
say
we
could
balance
the
budget
any
day
of
the
week.
If
we
just
take
him
texted
grabbed
everybody
on
Congress
Street
in
the
middle
of
the
day,
who's
texting
I
think
we'd,
probably
cover
our
overtime.
Valid
I
can
tell
you
that
much
okay.
Thank
you
very
much.
Docket
number
zero.
Two
one
six
authorizes
one
point:
five:
five:
nine
million
for
2019
Senator
Charles
with
Shannon
during
a
Community
Safety
Initiative
good.
D
A
No
worries
at
all.
Thank
you,
yeah!
That's
why
we're
given
traffic
grants
out?
That's
probably
why
they're
late
well
we'll
go
to
docket
number
zero,
two
one
nine,
which
is
two
hundred
and
fifty
seven
thousand
four
hundred
and
ninety
two
dollars
for
the
FY
18,
DNA
capacity,
enhancement
and
backlog
reduction
program.
E
Good
morning
counselor,
my
name
is
Kevin
cash
auric
with
the
Boston
Police
Crime
Lab,
and
this
is
a
grant
through
the
National
Institute
of
justice.
We've
been
receiving
this
grant
for
well
over
ten
years.
It's
a
formula
grant.
We
use
it
primarily
to
fund
to
criminalists
so
primarily
for
personnel
costs.
We
also
use
it
for
required
training
for
the
DNA
staff,
so
we
use
a
portion
of
it
for
that,
and
then
we
use
another
portion
of
it
for
consumables
and
supplies
for
DNA
testing,
and
this
is
all
to
supplement
our
operating
budget.
A
A
D
Morning
again,
chairman
McCarthy
Frank
DeLuca
from
Boston
police
office
of
research
and
development.
I
am
the
program
coordinator
for
the
safe
and
successful
youth
initiative.
Rs
syi,
the
purpose
of
the
the
grant
is
to
combat
youth
violence
in
the
city,
the
funder,
the
executive
office
of
Health
and
Human
Services
has
supplemented
our
award
with
another
$280,000.
D
A
D
A
A
A
Proper
authorities
are
here
from
Boston
Police
Department
to
discuss
docket
number
zero,
two
one
six,
which
is
a
one
point:
five:
five:
nine
million
dollar
2019
Senator
Charles,
a
Shannon
jr.
community
service
initiatives;
Safety
Initiative
grant
and
docket
number
zero,
two
one
eight,
which
is
the
three
hundred
and
five
thousand
dollar
grant
for
FY
18
for
a
comprehensive
opioid
abuse
site-based
program.
If
you
could
just
give
your
name
and
affiliation
and
discuss
those
two
grants,
that
would
be
great,
so
we'll
start
with
docket
number
zero.
Two
one.
Six!
Yes,.
F
I'm
Dammam
bills
I'm
the
program
coordinator
for
the
Shannon
grant
for
a
Boston
Police
Department
I'm.
The
Shannon
grant
is
a
now
thirteen
year,
anti
violence
and
youth
violence
prevention
grant
awarded
from
the
Executive
Office
of
Public
Safety
and
security
administered
by
the
Boston
Police
Department.
We
in
our
grant
for
this
year
we
will
find
twenty
four
different
nonprofit
organizations
in
their
efforts
and
prevention
of
youth
violence
and
gang
violence.
The
Boston
Police
Department
will
also
have
three
different
pools
of
funds
for
the
use.
F
This
is
our
efforts
in
the
Shannon
grand,
so
1
million
dollars
of
this
will
go
directly
to
nonprofit
organizations.
They
all
applied
through
a
competitive
RFP.
Last
August
I
mean
it's
a
month,
long
process.
They
apply
up
to
forty
thousand
dollars
for
nonprofits
and
up
to
a
hundred
thousand
dollars
for
City
based
organizations
and
efforts.
We
also
find
a
youth
connect,
which
is
one
of
our
main
violence
prevention
efforts
within
the
bazan
Police
Department
social
workers
in
different
districts.
F
A
F
F
We're
out
of
those
2024
applicants
that
we
have
we
received
about
65
applications
in
total
sure,
and
then
we
went
through
it
kind
of
comprehensively
to
look
at
what
are
their
efforts?
What
areas
are
they
in?
How
many
young
people
will
they
serve?
What's
their
strength
of
the
of
the
organization?
So
all
those
kind
of
factor
into
who
who
gets
the
ground
right,
no
I
mean
I,
have
a
board
that
that
I
go
through
to
kind
of
look
through
these
things,
and
so
it's
not
just
the
police.
A
G
I'm,
sorry,
hello,
my
name
is
Maria
achievers
and
the
director
of
research
and
development
for
the
Boston,
Police
Department
office
of
research
and
development
is
working
in
the
Boston.
Police
Department
is
working
with
the
mayor's
office
of
recovery
services.
In
partnership
with
this
FY
18
comprehensive,
opioid
abuse
site-based
program,
the
money
the
funding
is
coming
out
of
the
US
Department
of
just
in
the
Boston
Police
Department
is
administered
ministering
the
grant,
although
act
lead
partner
again
as
the
mayor's
office
of
recovery
services.
G
The
funding
that
we
received
was
three
hundred
and
five
thousand
three
hundred
and
sixty
two
dollars,
and
there
are
four
components
to
this
model.
The
first
component.
It
will
be
a
systematic
analysis
of
911
call
data
when
it
comes
to
fatal
and
non-fatal
opioid
overdoses,
knock
and
administration
and
other
related
factors
with
with
that
said,
there'll
be
the
hiring
of
one
full-time
project
coordinator,
as
well
as
a
Nevada,
a
professional
evaluator
that
will
evaluate
the
all
four
components
of
the
model,
but
as
well
as
look
at
do
part
one,
which
is
the
systematic
analysis.
G
The
second
component
includes
a
home
based
home,
the
home
based
multi-jurisdictional
visits
between
Boston
police
offices
and
advocates
from
the
Boston
Public
Health
Commission
after
a
non
fatal,
opioid
overdose.
So
they'll
read
the
reports
specifically
on
an
ongoing
basis
and
they
will
visit
the
homes
of
people
who've
suffered
from
an
overdose
non-fatal.
G
G
Beyond
just
one
referrals
a
quarter,
they
will,
based
on
the
evaluation
outcomes,
they'll,
develop
a
sustainability
plan
to
continue
or
expand
the
most
effective
elements
of
the
intervention.
To
accomplish
these
goals,
the
BPD
will
hire
a
full
time
project
coordinator
and
work
closely
with
our
research
partner,
dr.
J
Richard
Moy
boy
of
j
RW
associates,
who
has
a
relationship
with
the
Boston
Public
Health
Commission
and
has
a
long-standing
history.
G
A
The
only
question
I
have
is
on
the
the
data
regarding
what
you
collect
on
9-1-1.
Do
we
collect
where,
where
the
the
people
are
from
originally
I
know
that
the
home-based
visit,
obviously
our
Boston
base
visits
you're
not
going
to
Quincy,
for
instance,
but
the
data
for
911
calls
for
for
whether
its
homeless
or
whatever
for
somebody
who's
outside
the
city.
Do
we
collect
that?
Yes,
okay,.
A
I
asked
that
is
because
you
know
mayor
Walsh
is
leading
the
the
charge
on
the
Long
Island
Bridge
and
information
like
that
is
really
imperative,
because
we
we
as
a
city,
continue
to
take
on,
as
you
know,
as
Boston
Police
Department,
we
send
to
take
on
everything
in
Massachusetts
and
even
beyond.
Massachusetts
Boston
always
wears
everything
in
it.
We
really
need
a
regional
approach,
whether
it's
to
trauma,
whether
it's
to
opiate
crisis,
whether
it's
to
low-income
housing.
It
needs
to
be
a
regional
approach.
A
G
He
amassed
the
Boston,
Police
Department
and
fire
it's
so
one
of
the
rules
of
the
full-time
project
coordinator
is
to
also
organize
those
three
city
agencies
in
the
programming
that
is
coming
forth
out
of
those
three
agencies
related
to
substance,
use,
disorder
and
in
components
that
all
three
are
trying
to
implement
in
that
area.
Okay,.
A
That
was
easy:
okay,
I
have
no
further
questions
and
there
doesn't
seem
to
be
anybody
signed
up
for
a
testimony.
So
I
just
want
to
wrap
this
up.
We've
discussed
docket
number
zero
one,
zero,
four
zero
one:
zero,
eight
zero
one,
one:
two:
zero:
two
one:
six:
zero:
two
one:
eight
zero,
two
one:
nine
as
well
as
zero:
five
zero.
Three
I
look
forward
to
referring
this
to
the
council
as
a
whole.
