expertise

seeing
a
more
representative
and
reflective
slate
of
candidates.

was
some
note
that
came
up
at
the
committee
meeting
that
the
representation
and
the
diversity
that
is
will
be
represented
on
the
zoning
board
of
appeals
is
there's
still
some
concerns
there
in
terms
of
the
fact
that
nearly
all
of
the
people
of
color
will
be
serving
in
alternate
seats
and
of
the
members
who
are
fully
confirmed
to
take
votes.

fill

forefront

boston

first
needle

under

a
good
conversation

seeing

we

proactive

helping

I'm
glad

we're
having
this
hearing
order
to
bring
the
conversation
back
and

to
help
amplify
the
issues

it
comes
to
taking
care
of
our
health,

can't

district

bars

I'm

my
breath
just
around

number
that

still
to

sort

turned
towards
winter

frankly,
as
the
federal
government
continues
to
fail
to
pass
further
support
for
our
restaurant
and
bar
owners,
and
you
know
in
in
losing
our
local
restaurants,
we
lose
not
only
places
to
drink
and
eat,
but
also
community
gathering
places
and
really
important
employers,
and
often
sort
of
serial
independent
entrepreneurs
who
have
created
lots
of
real
employment
opportunities.

So,
as
I
said,
you
know
we're
all
waiting
on
federal
action,
but
I
think
we
have
to
do
as
much
as
we
possibly
can
from
the
city
side,
and
I
think
that
the
city's
taking
really
important
steps
in
that
regard
for

last
many
months
so
creating
the
outdoor
patio
programming
pro
program,
streamlining
approvals
for
that
and
helping
provide
handicap
ramps,
and
just
you
know
in
general,
really
streamlining
that
and
then
extending
it
per
the
mayor's
announcement
yesterday
to
december
1st.

But
what
I
have
been
hearing
from
restaurants
in
my
district
is
that
you
know
that
it's
providing
a
lifeline.
It's
not,
I
think,
counselor.
He
said
it's
not
letting
them
thrive,
but
it
is
letting
them
survive,
but
they're
very
worried
about
the
winter
and
they're.
Also
thinking
about
what
investments
it
might
make
sense
for
them
to
make
in
order
to
make
that
lifeline
work
for
the
year
ahead.

So
when
we
come
out
in
next
year's
season,
especially
if
people
are
looking
at
whether
they
can
extend
to
december
1st,
you
know
the
question
of:
does
it
make
sense
for
me
to
invest
in
heaters,
tents,
blankets,
etc.
It
makes
a
lot
more
sense
if
our
restaurants
can
know
that
we're
going
to
let
them
open
back
up
again
on
the
street.

know
earlier
in
the
season
in
the
spring,
so
I
think
this
is
a
case
where
helping
them
weather
this
storm
involves
prior
planning
from
the
city,
and
I
really
like
to
see
our
city
agencies
come
together
and
kind
of
provide

predictability
for
our
entrepreneurs,
as
they
scramble
in
this
moment,
and
I
also
think
that
there's
a
lot
of
opportunity
to
create
pedestrian
events
to
help
draw
customers
in
a
safe
and
pro-public
health
way

restaurant

bar
areas.

about
open,
newbury
street
open
charles
street
events
in
my
district
that
have
happened
in
the
past
didn't
happen
this
year,
but
seemed
like
something
that
we
should
be
practically
planning
for
next
year
and
also
in
lots

other
main
street
districts

main
street
restaurant
weeks.
And
you
know
I
don't.
I
don't
think
that
in
boston
we
should
be
waiting
for
even
for
the
spring.

the

1st
is
great,

this
should
be
a
four
season
city
and
in
new
england
we
know
that
there's
never
really
bad
weather

properly
dressed
for

wall

restaurants

difficult

alternative

roxbury

city
had
proposed
removing

trees
as
part
of
their
design
project.

the
advocates

all
of
the
community-based
organizations
and
the
residents
for
their
activism
for
their
advocacy.

up
groups
like
ace
and
friends
of

trees

tireless

issue
and
that

a

residents
who

corridor

boulevard

many
residents

long-term

many
decisions
happening

city

impact
them
directly,

they
have
had

voice

roxbury
native,
I
grew
up
seeing
how
the
city
plans
and
how
that
planning
is
not
always
centered
on
those
who
are
most
impacted,
and
so
it's
important
as
we
move
forward,
that
we
continue
to
lift
up
racial
equity
and
environmental
justice
and
make
sure
that
the
the
voices
of
those
who
are
most
impacted
are
not
left
out
of
the
conversation.

This
is
not
the
first
time
that
we've
been
having
conversation
about
this.
This
project,
this
this
corridors
for
folks
who
don't
know
so
it's
in
district
7.
This
is
melania
cass
boulevard
and
it's
important
that
we
just
even
understand
the
history
of
how
the
boulevard
was
created.

M
A
lot
of
homes
were
torn
down,
communities
were
devastated
and
in
the
in
what
was
left
was
this
just
this
bare
patch
and
the
boulevard
is
helping
to
fill
in
what
was
left
and
it
now
connects
93
to
the
rest
of
the
community,
particularly
the
nubian
square
area,
and
where
roxbury
and
south
end
meet
that
border.
So
it
is
kind
of
this
gateway.

So
we
just
need
to
understand
that
history,
because
that
was
yet
again
another
decision
that
was
happening
to
a
community
that
was
largely
black
and
brown
and
poor
and
not
really
listening
to
those
voices.
Thankfully,
we
had
activists
who
were
strong
and
who
made
sure
that
that
highway
did
not
come
through
our
community.

We
do
have
the
boulevard,
but
we
have
activists
who,
like
chuck,
turner
and
mel
king
who
are
around
during
that
highway
fight,
even
if,
if
chuck
isn't
around
now
for
this
fight,
so
you
know
I
just
want
to
highlight
that
point,
even
though
the
city
has
withdrawn
its
proposal
around
removal
of
the
124
trees,
and
why
this
is
important
is
because-
and
I
mentioned
earlier-
this
is
an
environmental
justice
issue.

We
know
that
there
are
high
rates
of
asthma
and
other
respiratory
issues
in
this
community
and
poor
black
and
brown
communities
throughout
the
city
of
boston,
but
especially
here
at
roxbury
in
the
south
end.
We
know
that
we
have
seen
how
covet
has
devastated
these
communities
because
of
pre-existing
conditions
in
these
communities.
We
cannot
take
decisions
in
our
city
that
will
exacerbate
those
challenges.
Those
problems,
removing
the
tree
canopy
on
melania
cass
boulevard,
would
do
just
that.
So
right
now
the
canopy
is
providing
some
shade,
some
shelter,
it's
cooling.

What
would
be
a
very
hot
heat
island
in
our
community.
So
while
the
city
has
put
a
pause
on
it,
we
know
that
it's
still
important
to
make
sure
that
the
voices
of
residents
are
heard
and
that
whatever
happens
on
the
boulevard,
that
we
make
sure
that
the
voices
have
been
included
from
residents
and
that
there
there
is
equity,
that
we
need
to
make
sure
that
that,
if
we're
looking
at
traffic
calming
issues,
if
we
are
looking
at,
how
do
we
incorporate
cyclists?

If
we
want
to
make
it
safer
pedestrians,
we
need
to
make
sure
that
those
voices
are
included
and
that
there
is
in
fact,
true,
equity
and
that
we
are
saving
the
trees.
I've
spoken
for
a
long
time
now
longer
than
I
I

At
this

I

just

soul

roxbury.

july,
we
lost
our
roxbury
love
mural
and
in
recent
weeks,
we've
been
fighting
against
losing
our
street
trees
along
the
molina
cass
boulevard.
But
if
I
can
speak
from
the
heart,
this
isn't
about
just
the
trees.
It's
about
the
people
and
the
process
to
us.
This
is
a
fundamental
civil
rights
issue.

As
a
body,
we
need
to
not
just
speak
out
against
the
removal
of
these
trees,
but
to
step
into
our
power
as
leaders
in
order
to
bring
people
together
to
unite
around
this
issue.
We
believe
that
this
hearing
order
will
do
just
that.
We
cannot
waste
any
time
to
make
it
happen,
and
I
think
it's
really
interesting
when
we,
when
we
keep
talking
about
including
people
in
the
process,
it's
usually
the
louder.
The
the
loudest
voice
always
gets
heard.

know
I

I
will
say
one
last
thing
as
it
relates
to
climate
justice.
Is
that
when
I
first
entered
this
arena,

everybody
was
talking

climate
justice

color
living
in
in
the
hood.

issues

climate
justice
was
really
not
something
that

thought
about,
because
I
really
didn't
see
how
it
impacted

everyday
basis.
But
what
I
have
come
to
learn
over
the
last
18
months
is
that
it
is
deeply
rooted
in
what
is
impacting
communities
of
color
and
what
we
need
to
do
is
shift
the
narrative
and
making
sure
that
people
of
color
understand
how
I
heat,
wave
and
and
not
having
trees
can
help
well
in
many
ways.
Increase
violence
in
our
neighborhoods
right.

There's
a
deep
correlation
around
that,
and
if
we
don't
have
green
space
for
us
to
be
able
to
breathe
and
enjoy
that's
going
to
impact
the
quality
of
life.
So
don't
get
it
twisted.
Issues
of
environmental
justice
impacts
communities
of
color
and
we
just
need
to
ensure
that
we're
leading
in
ways
that
includes
us.

conversations-
and
I
think
this
public
hearing
will

just
that-
and
it's
going
to

incumbent
upon
us
as
the
co-sponsors

hearing

host

have
been
fighting
this
fight
for

long
time.

note

this
is
it's
a
very
significant
development.
That's
happened.

is
the
first
time
in
that
whole,
nine
plus
years
that
the
city
has
said
we
are
willing
to
reconsider
and
go
back
to
the
drawing
table.
However,
there
still
have
not
been
clear
commitments
made
as
to
what
a
new
plan
would
look
like
what
it
must
include
as
a
baseline
and
who
will
be
at
the
table
to
be
part
of
designing
that
new
plan.
So
I
I'm
very
excited
that
our
hearing
could
help
the
platform
to
ensure
that
some
of
those
commitments
around
process
and
goals
or
values
are
just
solidified.

And
then
the
last
thing
I
want
to
say
is
that
this
has
also
been
nine
years
of
hitting
pitting
advocates
against
each
other
right,
and
that
is
just
not
acceptable
to
say
that
we
need
the
only
we
can
only
choose
one
or
the
other.
We
can
only
have
either
a
safe
street
where
there's
room
for
a
bike
path
and
for
pedestrians
to
walk
more
safely
or
a
cool,
safer
public
open
space
with
trees
right
it
is
not
one
or
the
other.

need
to
be
a
city
that
is
able
to
give
residents
everything
that
they
need
and
that
they
deserve,
particularly
in
environmental
justice
communities,
particularly
in
black
and
brown
communities,
and
so
we
will
have
a
redesign
that
doesn't
just
save
trees

save
lives,
but
also
really
emphasizes
street
safety,
and
we
need
to
make
sure
that
both
are
part
of
this
conversation

food

things,
the
state
laws
allowed

excuse

for
residential
kitchens,

boston
had
not
approved
them.

we
fed
off
of
this
enthusiasm
to
get
this
done

wrote
up

hearing

with
the
goal
of
permitting
micro
enterprises
like
residential
kitchens
across
the
city.
Boston
is
a
city
filled
with
entrepreneurs
whose
only
problem
is
that
they
lack
the
financial
support
to
build
and
expand
their
businesses.

Entrepreneurs
of
color
are
finding
it
especially
hard
to
open
up
businesses
in
the
neighborhoods
that
have
historically
excluded
them
by
allowing
people
to
set
up
shop
in
their
homes,
from
cafes
to
barbers,
to
tailors
and
more
we're
creating
pathways
to
build
wealth
and
revenue
in
low-income,
neighborhoods
and
it,
and
when
it
comes
to
residential
kitchens
and
cafes,
it's
not
just
about
building
wealth,
but
also
about
providing
a
resource
for
food
and
neighborhoods.
That
often
lack
nutritional,
local
and
culturally
competent
foods.

look

to
work
on
this
issue
and

to
andre
and
his
network

reaching
out
and
giving
us
this

step

let
the
community

is
really
exciting,

innovative

for

to
remove
barriers

folks

entrepreneurs

city

oftentimes,

overhead

one

biggest
barriers

lot
of
people
face
in
terms
of
building
their
businesses.

across
folks
who
have
little
micro
farms
in

their
backyards.
Folks
who
are
working
in
the
cannabis
industry

looking
to
find
creative
ways
where
they
can.

know,
host
right
in
their
backyard.
So
if
we're
really
serious
about
removing
barriers
and
closing
that
wealth,
you
can
economic
gap
here
in
the
city
of
boston.

think
it's
time
for
us
to
roll
up
our
sleeves
and
think
about
how
we
can
make
these
things
happen
and
remove
all
the
red
tape
that
exists
to
pathways
to
creating
health
wealth.

we
talked

the
importance

having
spaces
where
entrepreneurs
could

access

commercial
kitchen,
that's
up
to
code
that
where
they
could
develop
food,
ethnic
foods
or
other
food
products
that
they
could
sell
at
farmers,
markets,
etc.

welcome

initiative
to

more
a
more
deep
dive
into
the
barriers
to
participation
and
also
I'd
like
to
flag
up
the
concern
I
have
here
in
our
own
neighborhood,
where
we're
losing
so
much
of
our
formerly
light
industrial
spaces
to
residential
development,
so
we're
losing

losing
spaces
where
we
could
build
centers
for
entrepreneurs
to
to
do
small
scale
production
within
the
neighborhood.

aspect
into

city
to
postpone
traditional
celebrations

hispanic
heritage,

dominican

parade
the
puerto
rican
day

there's
still

opportunity
to
celebrate

educate

ways
about
hispanic
heritage
and
their
contributions
to
this
country.

the
first
ever
afro-latina
yours,
truly
on
the
city
council
and

first
time
ever,
a
lion
ex
count,
counselor
representing
hyde

roslindale

matapan
from
district
five.

have
come

long
way,

a
long
way
more
to
go.

the
impacts
of

participated
in

rededication

the
south
boston,
vietnam
veterans,
memorial
at
medal

honor
park
in
south
boston,
south
boston
lost
25
men
during
the
vietnam
war
and
every
year
we
rededicate
that
memorial
to
their
memory.

was
the
first
memorial
in
the
country
built
to
remember
our
fallen.
I
want
to
say
thank
you
to
tom
lyons
and
the
south
boston
vietnam
veterans
for
their
work
on
this
incredible
project,
but
also
thank
you
to

neighbors,

neighbors
in
south
boston,
for
never
forgetting
the
25
men
from
south
boston
that
paid
the
supreme
sacrifice

our
country.

passing

jurist
judge
gantz.
He
was
an
advocate.

the

He
has

work

helping

access

legal
services

sure
that
they
had
a
voice.
On
his
perspective
also,
he
was
a
lawyer's
lawyer.

one
of
the
smartest
people
on

bench
and
he
he
was
by
far
one
of
the

first
judges
I
met
and

when
I
first
started
my
legal
career
when
I
came
here
to
boston-
and
he
was
seen
amongst
all
of
us

one
of
the
great
ones,
and
so
I
just
acknowledging
his
great
work,
but
also
his
incredible
advocacy.
He
was
fighting
for
and
will
would
probably
still
be
fighting
for
right
to
counsel
to
make
sure
that
tenants
had
attendants
and
small
landlords
had
a
voice
in
all
court
systems.

highlight

mention
in
my
tributes
two
names,
anthony
huber
and
joseph
rosenbaum,
two
demonstrators
who
were
killed
earlier
this
year
and
I
wanted
to
just
acknowledge
them
and
make
sure,
even
though
they're
not
from
boston,
to
make
sure
that
their
deaths
are
not
in
vain
that
they
were
out
there
fighting
the
good
fight,
as
we
are
all
trying
to
do,
and
so
I
wanted
to
lift
them
up
and
then
obviously
chadwick
boseman
people
know.
Chadwick
boseman
was
a
young
actor
who
recently
passed.

Many
of
you
probably
know
him
as
king
t'challa,
as
black
panther,
who
we
found
out
recently
had
a
cancer
and
was
battling
cancer
for
four
years,
as
he
was
putting
out
these
great
movies
so
wanted
to
acknowledge
his
work
and
what
his
work
has
meant
to
so
many
little
black
and
brown
boys
and
girls
across
the
country.
