chair
of
the
committee's
city
council
committee
of
public
safety
and
criminal
justice.
We
are
here
today.
We
have
recessed
this
matter
on
thursday
to
discuss
stock
at
zero.
Eight
eight
eight-
that
is
a
message
in
order
with
respect
to
our
the
boston
public
schools
and
how
we
deal
with
bullying
and
how
we
deal
with
incidents
of
violence,
specifically
it's
in
order
to
ensure
that
all
incidents
of
bullying
and
violence
are
properly
reported
to
ensure
a
safe
environment
for
all
students
and
staff.

Last
year,
a
calamity
of
errors,
in
terms
of
when
you
called
9-1-1,
when
you
didn't
call
one
by
one,
whether
we
were
letting
teachers
make
the
decision
or
principles,
did
it
get
down
to
how
much
blood
was
on
the
floor.
How
bad
the
swelling
was
we
had
people
had
to
transport
their
children
to
hospitals.
We
had
people
having
to
go
down
to
the
local
police
stations
to
fill
out
reports.

We
actually
had
teachers
that
and
bus
drivers
that
had
been
attacked
so
calamity,
I
think
of
of
in
a
variety
of
different
responses,
and
I
think
this
body,
given
what
we
saw
come
out
of
desi.
We
want
a
uniformed
response
and
we
should
not
be
leaving
it
up
to,
I
guess
the
individual
sites
as
to
whether
they
want
to
call
9-1-1
or
not
whether
they
like
the
police
or
not,
whether
they
want
to
defund
the
police.
So
we
want
none
of
that.

If
someone's
injured,
we
want
9-1-1
to
be
called
immediately
and
when
9-1-1
responds
and
whether
that's
blue
lights
or
orange
lights
or
red
lights,
we
need
someone
to
be
cooperating
with
them
immediately
at
the
site,
and
so
that
was
sort
of
the
sum
and
substance
of
what
we
were
looking
for
and
bps
sent
over.
We
had
equity
and
inclusion.
We
had
special
needs
folks.
Here
we
had
who
else
was
here
operations
kind
of
know
we
wanted
we
wanted.
We
want
to
know.

When
do
we
call
9-1-1
and
when
we
don't
call
9-1-1,
we
want
to
know
what
the
policy
is.
So
with
that.
I
know
that
we've
been
joined
by
our
new
superintendents
chief
of
staff,
rochelle
wosu,
so
she's
here,
maybe
just
to
bring
a
message
from
the
superintendent
and
before
we
do
that,
I'm
just
gonna
allow.
My
colleagues
lead
sponsor
counsel,
aaron
murphy
at
lodge
and
our
council
president
and
flynn
to
make
a
brief
opening
statement
and
then
we'll
get
to
the
business
of
the
day.

thank
the
chair
council
flaherty
for
recessing
last
week
at
the
hearing
and
thank
the
panelists
who
were
here
last
week
to
start
this
conversation
and
thank
you
for
coming
today,
because
it's
definitely
an
important
conversation.
We
have
to
continue-
and
I
just
want
to
reiterate
the
points
of
this
hearing-
order
it's
to
examine
how
the
boston,
public
school
administration
handles
all
types
of
assaults
and
misconduct
and
to
discuss
much
needed
transparency
and
solutions
for
such
incidents
in
the
upcoming
school
year.
We've
had
previous
conversations
around.

How
do
we
prevent
these
incidents
and
how
do
we
make
sure
that
we
have
enough
social
workers
and
guidance,
counselors
and
wrap
around
services,
which
is
very
important?
Several
of
the
hearings
that
I
have
filed
this
term
already
have
surrounded
around
the
mental
health
need
of
our
students
of
our
staff
of
our
parents.
You
know
the
city
and
also
making
sure
that
athletics
and
other
services
are
fully
funded
in
our
schools
to
make
sure
our
students
are
well.
We
know
mental
health
is
part
of
you
know
what
they
need
to
learn.

So
when
we
saw
that
the
conversation
last
week
was
going
more
towards
how
do
we
prevent,
I
think
it
was
smart
to
just
kind
of
put
the
brakes
on
and
make
sure
that
we're
having
the
focus
of
this
hearing
on?
How
are
we
reporting-
and
I
don't
need
to
reiterate
what
I
had
said
last
week,
but
we
know
that
many
principals,
many
students
themselves
and
parents
were
very
concerned
last
year
and
the
incidences
have
gone
up
in
the
bps
school,
even
though
there
is
concern
over
how
we
report
incidents.

Other
issues
that
I
wanted
to
focus
on
were
language
and
communication
access.
I
represent
a
large
immigrant
community.
Those
issues
are
important
to
me
and
also
services
and
programs
for
our
bps
families,
including
food
access,
making
sure
that's
also
part
of
the
solution.
The
other
part,
as
as
we're
discussing
is
public
safety.
That's
also
part
of
the
of
this
issue
and
what
consistent
message
we
have
what
consistent
rules
and
regulations
we
have
when
an
incident
does
take
place,
a
consistent
one,
that's
followed
throughout
the
bpf
system.

Thank

Prior
to
rear
arrival
week,
it
was
reported
at
the
end
of
last
year
there
was
1925
incidents
at
the
boston,
public
schools,
in
addition
to
14
guns
recovered
and
again
they
were
recovered
so
that
somewhere
in
the
vicinity
of,
I
guess
who
knows
maybe
three
four
times
the
amount
went
undetected
or
unrecovered,
and
then
we
had
744
sexual
assault
cases
that
were
up
significantly
from
from
previous
years.
So
we've
got
a
fair
share
of
issues
within
the
boston
public
schools,
as
council
president
had
alluded
to.

We
need
some
type
of
consistent
public
safety
approach
and
make
sure
that,
at
the
end
of
the
day,
our
children
and
families
feel
safe
if
they're
not
safe
in
the
classroom.
They're
not
learning
and
we're
just
continuing
to
chase
that
tale.
So
with
that
turn
it

rochelle

the
new
chief
of
staff
for
the
incoming
and
new
superintendent,
mary
skipper
welcome.

thank
you,
chair,
flaherty,
councillor,
murphy
and
president
flynn
for
having
me
here
and
thank
you
to
all
the
city
councillors
who
have
joined
us
this
morning.
I
haven't
had
the
opportunity
to
meet
many
of
you
yet,
as
I
just
began
my
role
as
chief
of
staff
to
incoming
superintendent
skipper
in
august,
but
I
look
forward
to
working
with
the
council
in
partnership
to
ensure
the
health
and
safety
of
our
schools
in
boston
as
a
former
school
leader
in
boston,
public
schools.

I
speak
for
acting
superintendent,
eccleston
and
incoming
superintendent
skipper
when
I
say
that
there
is
nothing
more
important
to
us
than
the
safety
of
our
students,
their
health,
their
safety
and
overall
well-being
is
what
really
makes
our
schools
run
with
all
of
the
activities
and
responsibilities
of
the
start
of
the
school
year.

incoming
superintendent
skipper
regret
that
they
are
not
able
to
be
here
this
morning,
but
asked
me
to
join,
to
show
their
commitment
and
our
collaboration
with
your
team.

thank

rochelle,

I
appreciate
the
new
superintendent's
commitment
to
public
safety
and
a
willingness
to
work
with
the
council
moving
forward.
So
it's
my
understanding
that
she
starts
her
tenure
next
monday,
as
chia
will
give
her
an
opportunity
to
get.
You
know
a
couple
two
three
weeks
under
her
belt,
just
to
kind
of
get
acclimated.
I
know
she's
been
making
rounds
and
doing
a
lot
of
sort
of
the
public
appearance
stuff.
You
know
nights
and
weekends,
etc.

So
I
completely
get
that,
but
I
do
know
and
and
have
obviously
commitment
through
through
you
that
she's
committed
to
this
issue.
She
wants
to
work
with
the
members
of
boston
city
council.
She
wants
a
great
relationship
with
our
police
department,
as
well
as
our
other
partners,
in
both
public
health
and
and
clergy
and
community.
So
we
will
continue
to
we'll
put
this
committee
back
into
recess
and
we'll
reconvene
at
a
date.

mutually
convenient
to
the
lead,
sponsor
council
murphy,
obviously
our
council
president
mia's
chair
and
obviously
the
boston
public
school
system,
in
particular
superintendent
and
the
team
that
she
will
be
designating
to
deal
with
these
public
safety
issues.
