context
of
the
importance
of
this
hearing
to
me,
a
constituent
called
my
office,
who
spoke
pashtun
and
despite
an
extreme
language
barrier,
was
able
to
communicate
enough
to
share
that.
He
had
been
in
boston
for
13
days
in
need
of
quick
assistance.
My
staff
contacted
the
office
of
language
access
only
to
learn
that
translation
services
were
not
extended
to
the
city
council.
We
were
unable
to
meet
the
needs
of
this
individual
simply
because
he
had
chosen
to
contact
the
city.

Sorry,
the
council,
rather
than
the
mayor's
office.
Currently,
the
council
relies
on
an
excel
spreadsheet,
of
individuals
who
work
within
the
city
and
have
agreed
to
use
their
personal
time
to
support
language
access
concerns.
These
employees
are
not
trained
translators,
simply
individuals
that
happen
to
speak
more
than
one
language.

Why
are
language
access
services
not
extended
to
council
offices?
City
council
offices
are
the
first
line
of
defense
for
many
constituent
needs.
We
are
a
group
that
is
proud
to
speak
many
languages
ourselves
and
must
have
the
resources
to
support
any
constituent
that
interacts
with
our
offices.
My
staff
will

attending
and
I
will
thoroughly
review
the
video

minutes

public

connected

confusing
for
people
they'll
go
what
what
town
are

from
where
so,

think
educating
people
about
if
you're
going
to
put
in
311
onto
your
phone
that
you
need
to
make
at
the
city,
do
the
full

the
full
telephone
number
for
the
city
number
as
well?

make
sure

notice

posted
and

all

folks
have
good
accessibility

does

navigate

nuances

various
neighborhood

themselves
at
the

licensing
board

whatever

they're
given
standing

a

may
be
a
great
discrepancy

issue

deal
with
quite
often
is
you
know
that
access
to
language
data
on
what
languages
are
spoken
in
the
neighborhood.

know
that
when
covert
hit
first,
we
were
disseminating
all
that
public
health
information
going
door-to-door,
literally
thousands
of
us
all
across
the
city,
but
in
austin
brighton
we
didn't
have
russian
and
we
didn't
have
portuguese,
and
you
know
those
sometimes
languages
get
lost
in
the
mix
of
of
the
various
the
various
radiations
of
language
across
the
city
and
the
thing
about.

The
other
thing
that
sometimes
happens
is
we
had
a
recent.
You
know
an
event,
an
office
of
fair
housing,
with
a
focus
on
lgbt
issues.
I
did
brighton
right
in
common
last
week,
I
think,
or
the
week
before,
and
it
was
in
the
middle
of
the
day
in
the
middle
of
the
week
and
it
was
very
poorly
attended
and
I'm
just
wondering
if
we
can
strengthen
our
our
communication
channels
so
that,
especially
from
our
office,
we're
always
willing
to
disseminate.

It's
sort
of
very
important,
like
the
middle
of
the
day
in
the
middle
of
the
week,
is
maybe
not
the
best
time
for
an
educational,
offering
that's
supposed
to
educate
people
about
resources
and
things
that
are
available.

again,

particular

willing
to
help
disseminate
and

connect
the
dots

on

three-on-one
front:
we've
we've
sort
of
seen
some
discrepancies
in
the
case
closure
protocols,
and
I
know
that
you
know.
I
But
from
her
perspective
she
doesn't
know
whether
we've
dealt
with
the
issue
or
not,
and
she
has
no
way
to
link
that
to
my
case
and
know
that
you're
actually
on
it,
and
so
I
think,
there's
been
some
some
citizen
frustration
on
that
front
and
I
was
wondering
if
you
could
just
talk
a
little
bit
about
what
the
internal
conversations
are
on
the
case.

it's

conversations

have
regularly
with
all
departments
through
the
basic
city
service
meetings,
where
we
talk
about
how
to
best
utilize
the
system
that
we
currently
have
to
communicate
these
type

situations

departments

ongoing
conversation
that
we
we
are
having
and
we
we
are
hoping
to
to
upgrade
and
update
the
way
we
do
these
things
going
forward.

I
guess
one
thing
it
seems

from
a
technical
perspective
like

curious,
whether
you
guys
are
talking
to
do
it
on
this,
like
being
able
to
link
the
cases,
would
be
very
helpful

that,
like
there

be
a
kind

master
case
for
the
thing
that
a
bunch
of
different
people

complaining

resolvable,
I
think
having
people
be
able
to
track
the
actual
resolution

not
just
that
we
closed
it,

some
reason
would
be

the

the
office

civic,
organizing,
that
rebranding
from
the
office
of
public
service
kind
of
what
you
think
is
behind
that,

I
mean
I
heard
this
concrete
example
this
summer
of
kind

plan

train
residents.

intentional

reacting
versus

a

do
is
be
very
intentional
about
communicating
with
our
civic
organizers
in

city

different
non-profits
and
community
organizations
and
try
to
see
what
our
policies

relates

like
if
you
guys
could
like
sort

a
bit

a

bridge

like

there's

grassroots

really

gotten
together
and
figured

tackle

issue

one
corner

hyper
local
environments

get

one

strong
campaigner

pull
something
together

actually
kind

it's
awesome,
but

to

chairs

kind
of
sometimes
like
indirectly
drive
in
equities,
because
somebody's
kind
of
figured
out
how
to
pull
the
levers
of
our
system
to
get
us
to
be
responsive
and
others
haven't.
So
would
love
to
see
you
guys
being
more
of
that
bridge
for
folks.

without
the
partnership
of
the
city
council.

see

portion

upcoming

rules

interacting
with

triage
some
of

issues

bubble
up
to
the
top

meetings

have
these

hard
jobs
of

neighborhoods

quickly
learned

it's
not
all
fun,

I

just
want
to
uplift
the
work
that
you
do

how
you
advocate
for
the
neighborhoods

few
ideas.

city

continued

program
housed

full-time
employee
at
that

their

with
departments,
be
able
to
provide
more
of
that
support
when
it
comes

already
done
a
lot
of
the
heavy
lifting

got
the
location.

built
the
partnership,
you

all
hands
on
deck,
but
what
we
lacked
was
some
support
on
some
of
the
interpretation
support
and
we
reached
out,

there
wasn't
a
budget
that
was
assigned
for
community
engagement

events

city

other
council
offices
are
co-hosting
together
right.

was
a
missed
opportunity
to
really
ensure
that
the
people,
the
haitian
creole
speakers,
were
able
to
actually
access
the
information
that
we
were
there
to
talk
about.

include
translation

interpretation

together

try

with

liaisons
on

ground

to
collect
that

think

referring

a
butters
meetings,

butters
meetings
have
specific
radius
qualifications
like
if
you're
close

particular

to
look
and
use
avenues,
especially

office
of
civic,
organizing
to
collect
groups
nonprofit
organizations
that
also
are
invested
into
what's
happening
in
our
communities.

concern

know

happening

see

fence

better

community

absorb

who

be
