two

for
the
departmental

Docket0764-0767-20768
orders
for
the
capital
budget,
including
loan
orders
and
lease
purchase
agreements.
Our
Focus
area
for
the
working
session
will
be
to
discuss
amendments
for
FYI
budget
FY,
24
budget.
We
look
forward
to
adding
to
our
amendments.
Originally,
the
focus
was
to
separate
the
amendment
process
or
different
working
sessions
into
different
departments
in
the
way
that
they
work
with
each
other.
However,
I
am
open
to
just
taking
a
list
of
the
working
session.
A
A
and
I
I
know
that
we
were
in
the
working
session
earlier,
Council
Braden,
so
I'm,
not
sure
if
you
had
another
opening
statement
for
this
working
session.
Thank.
A
You
so
I
think,
since
we
for
now
there's
just
the
two
of
us
here,
happy
to
either
add
to
your
list
or
clarifying
questions
or
look.
I
can
review
what's
already
been
suggested
by
our
Council
colleagues,
and
you
may
give
me
yes
or
no,
whether
or
not
you
like
your
name
added
to
them
as
well.
B
Thank
you,
madam
chair.
The
one
question
I
had
is
more
for
Administration
is
the
arbor
funds.
I
know
it's
a
separate
sort
of
thing
from
them
the
main
budget,
but
we
did.
We
did
earmark
projects
in
the
arpa
last
year
because
we
could-
and
it
was
money
that
was
available,
important
to
be
used
in
a
timely
way.
So
in
since
our
colleague,
Katra
Bach
has
departed,
I
don't
know,
are
we
it'd
be
nice
to
have
an
update
on
the
status
of
that
I?
B
Think
cultural
Royale
is
maybe
taking
up
the
chair
of
that
commit
that
committee
so
I
think
given
given
the
things
we
might
be
asking
for
in
this
budget,
the
parallel
arpa
funds
are
are
still.
Some
of
them
are
still
on
undesignated
to
particular
uses.
So
I'd
like
to
have
a
better
understanding
of
what's
left
in
that
bucket
and
I
know,
that's
slightly
different.
It's
a
different
department,
but
it's
still,
it's
still
monies
that
we
as
a
city
can
can
utilize
for
projects
to
improve
our
neighborhoods.
So
that's
just
a
question.
B
I
think
the
you
know
some
of
the
issues
city-wide
issues
I,
think
that
we
would
all
sign
on
to
would
be
the
whole
issue
of
pedestrian
safety
and
Safe
Streets
slow
streets,
any
monies
from
BTD
to
implement
that
the
parking
issue,
parking
policy,
parking
planning,
parking
enforcement
as
a
whole
big
piece.
Every
neighborhood
has
a
slightly
different
flavor
to
that.
B
But
I
think
it
is
an
issue
that
sort
of
is
a
Common
Thread
and
then
environmental,
ISD,
Environmental
Services,
making
sure
that
our
folks,
who
are
involved
with
Road
and
control,
have
adequate
supplies
and
and
and
the
Personnel
to
be
able
to
do
to
really
help
us
tackle
the
rodent
issues
very
important,
the
technical,
technical
assistance
from
main
streets.
We
did
that
last
time.
I
think
that's
something
that
our
colleagues
across
the
body
would
be
in
maybe
interested
in
signing
on
to
as
well.
B
And
then
the
issue
about
adult
education
and
esol
and
really
feel
that
you
know
we
need
to
have
more
than
just
a
year
by
year,
sort
of
approach
to
that
and
hadn't
scaffold,
a
system
where
we're
really
working
to
assist
newcomers
and
and
folks
who's
from
whom
English
is
not
their
first
language
to
to
become
more
proficient
in
English,
to
be
able
to
improve
their
earning
power
and
I.
Think
it's
it's
something.
That's
I,
don't
know
where
that
lives
is
it?
Does
it
come
from
Workforce
Development?
Does
it
come
from
I
know?
B
There's
certain
restrictions
on
Workforce
Development
in
terms
of
esol
is
more
targeted
at
you
know.
There's
an
entrepreneurial
program
at
one
of
our
classes
teaches
and
is
very,
very
good,
but
I
think
that
you
know
I
I
come
every
year
and
we
ask
for
this
and
money
and
it
would
be
nice
to
sort
of
really
structure.
B
It
scaffold
a
structure
that
would
support
English
language
learning
for
adults
across
the
city
that
wouldn't
require
folks
of
you
and
me
to
come
in
every
year
and
just
ask
for
seventy
five
thousand
or
a
hundred
thousand,
but
to
make
it
really
a
core
a
core.
B
A
core
piece
of
what
probably
immigrant
advancement
is
probably
where
it
should
live.
But
that
would
be
in
in
partnership
with
worker
empowerment
to
make
sure
that
we're
adequately
resourcing
that,
because
I
think
it
is
a
game
changer
and
a
life-changing
program
for
folks.
A
Have
you
do
you
have
a
list
of
I
just
wanted
to
respond
to
some
of
the
things
that
you've
mentioned
as
far
as
arpa
I
think
it
was
a
total
about
17
million,
if
not
17,
points
something.
A
All
the
counselors
and
I
I
don't
think
that
well,
Council
Council
Royals
is
is
not
here
but
happy
to
follow
up
with
him
as
well.
B
A
In
terms
of
budget
like
once,
the
money
has
been
allocated
or
appropriated,
then
it's
I
guess
I
feel
like
it's
up
to
us
to
follow
up,
whereas,
like
you
do
and
then
contracts.
C
A
Written
or
it
takes
a
lot
of
time
to
put
together
these
contracts
in
the
city
and
I.
Think
all
of
the
Departments
share
this
frustration
that
it's
something
that
everyone
wants
to
figure
out,
how
to
do
it
faster,
but
it's
important.
Obviously,
if
the
Opera
funds
are
still
there
and
they
will
be
until
2005.
B
A
But
it
sounds
like
about
less
than
two
years
now
yeah
to
spend
it.
So
the
way
that
I've
been
able
to
follow
up
is
that
I've
been
basically
working
with
Administration
and
they
meet
with
me
and
clarify
like
my
list.
This
is
basically
what
I
had
in
mind
and
then
working
with
them,
and
so
that
I
can
distribute
these
contracts
or
rfps
or
whatever
that
comes
out,
so
that
I'm
sending
people
their
way
to
apply,
and
that's
and
that's
worked
out
really
well
so
far.
So.
A
A
I,
think
that
there
are
a
few
that
are
missing
amounts
and
obviously
still
trying
to
figure
out
where
it
comes
from.
Charisma
is
here
to
support
with
that.
So
if
your
office
connects
with
Karishma
to
to
help
to
assist
with
that-
and
she
shared
on
this
list,
so
she
has
the
fullest
good.
B
B
I
do
appreciate
cancer
flattery's
comments
this
morning
with
you
know
under
one
percent
of
our
budget,
goes
towards
parks
and
we're
living
in
an
increasingly
dense,
City
and
parks
are
the
one
space
that
people
can
get.
Some
relief
from
Heat
and
I
I
think
it's
money
that
we
need
to
invest
in
improving
the
quality
of
life
of
our
neighborhoods.
So.
B
A
Yes,
would
you
like
for
me
to
go
through
the
list
or
a
new
say
if
you
are,
if
you
want
to
support
it,
I
mean
obviously
I.
We
can
do
that
when
we
take
votes
and
that's
fine
yeah,
but
in
terms
of
well.
B
A
Yeah
no
I'm
happy
to
so
I'll
start
with
councilor.
Overall
councilworld
wants
to
develop
a
program,
that's
for
technical
assistance
grant
program
for
civic
organizations
and
he
wants
to
create
contracts,
basically
that
Civic
associations
or
organizations
that
are
nonprofits
can
apply
to
this
grant
to
assist
them
with
technical
assistance
in
order
for
them
to
organize
and
do
all
the
Civic
work
that
they
do.
A
The
men's
initiative
Boston
for
he's,
suggesting
that
Boston
Public
Health
commission
receives
an
addition
of
two
hundred
thousand
dollars
in
contractor
or
services
for
that
program
for
pre-development
cost
for
buy
Park
developers
to
get
support
with
RFP
costs
or
the
cost
that
people
incur
in
order
to
apply
for
another
P.
For
for
development,
he
would
like
moh
to
receive
200
2
million
dollars
just
two,
not
200
million
dollars
in
contractual
services.
A
Age,
strong
as
well
Transportation
vouchers
where
non-profits
can
apply
and
provide
vouchers,
Transportation
vouchers
to
seniors
he's
asking
for
four
hundred
thousand
dollars
for
women's
advancement
to
receive
funds
for
maternal
Health
Grants.
That
pays
for
additional
supplemental
costs
that
insurance
would
not
otherwise
cover
no
amount.
Yet
the
space
Grant.
He
would
like
to
see
increase
in
Personnel
to
support
with
office
of
Economic,
Opportunity
and
inclusion
in
order
to
provide
prjp
site
monitors.
A
A
For
to
cover
food
costs
for
poll
workers-
and
she
mentioned
that
500
per
Precinct,
considering
how
many
precincts
we
have
to
cover
morning
and
night
during
elections,.
A
She
wants
Casimir
also
suggested
two
hundred
thousand
dollars
construct
in
contractual
services
for
in
Civic,
organizing
ons
cabinet
for
youth
Action
Network
grant
program.
She
wants
youth
to
have
the
opportunity
if
they
have
like
a
business
idea
or
some
sort
of
Civic
engagement
program
that
they
want
to
create
that
youth
is
able
to
apply
for
funds
to
be
able
to
execute
their
ideas
and
she's.
Asking
for
200
thousand
dollars
would.
A
A
A
A
She
wants
to
increase
Personnel
sort
of
an
investigator
that
tracks
and
implements
metrics
for
through
for
the
bar
JP
program
and
she's
calling
this
procurement
accountability
officer.
A
000
to
increase
Personnel
capacity
for
a
procurement,
accountability
officer
to
track
or
investigate
or
work
on,
implementing
metrics
that
improves
the
brjp
requirements.
I
guess.
A
A
A
I
like
to
acknowledge
that
a
council
colleague,
Rosie
illusion,
has
just
joined
us
and
constellation.
We
were
actually
reviewing
the
full
list
of
folks
and
I'm.
Almost
done
so.
I
could
get
to
your
list
and
add
it
to
the
big
list
soon
so
for
for
Matt
I'm
collecting
everyone's
Amendment
ideas
and
if
they
are
double,
if
they
double
anyone
else,
I
will
let
you
know-
and
you
can
sign
on
to
their
ideas.
A
A
Budgetary
office
of
respiratory
budget
Council
mejia's
off,
is
asking
for
the
full
40
million
that
the
community
Advocates
asked
for
she's
and
in
contractual
services,
and
then
I
suggested
that
she
asked
for
15
million
instead
because
Personnel
first
year,
maybe
a
couple
million,
it's
probably
suffice
and
then
contractual
Services
is
really
where
the
money
would
go
into
in
order
to
execute
some
of
their
programming
and
ideas.
A
But
again,
this
could
change
with
more
public
testimony
and
advocacy
through
the
community
from
the
community
and
I
know
that
they've
been
asking
for
40
40
million,
and
some
Advocates
have
told
me
that
the
idea
is
that
the
2
million
is
way
too
low
and
I
agree.
But
anyway
we
could
talk
about
that.
Further.
A
The
she
is
also
asking
for
2.6
million
in
contractual
services
to
go
to
Health
and
Human
Services
for
mental
health
response
for
a
pilot
program,
and
she
mentioned
that
Council
Edwards
had
been
working
on
this
and
she
was
she
was
in
agreement
and
she
wanted
to
support
it,
but
the
we
cannot.
We
cannot
essentially.
A
She
mentioned
that
there
was
a
need
for
folks
to
learn
more
about
Mental
Health,
three
hundred
thousand
dollars
in
contractual
Services.
A
She
believes
that
the
Workforce
Development
program
for
19
and
to
24
year
olds
that
she
wants
to
move
it
from
youth
engagement
to
a
worker,
empowerment
and
then
she
wanted
to
make
an
amendment
to
add
to
increase
two
hundred
thousand
dollars,
also
in
contractual
services
to
worker
empowerment,
for
the
work
Workforce
Development
for
youth
ages,
19
to
24..
A
And
finally,
she
recommended
a
hundred
thousand
dollars
in
contractual
services
to
the
office,
a
small
business
office
and
the
office
of
Economic
Opportunity
and
inclusion
cabinet
and
contractual
services
for
climate
Justice
education
for
immigrant
business
owners.
A
She
wanted
to
list
her
priorities
in
departments,
but
not
how
much
yet
and
she
wanted
to
speak
with
departments
further
to
decide
where
the
need
was
or
how
much
the
need
is
whether
or
not
he
needed
amendments
at
all.
A
Council
Clara
mentioned
more
trash
barrels,
Public
Works,
Hokies,
Public,
Works,
trash
contract
reforms,
Public
Works,
faster
Street,
inside
repairs
and
contractor
Services,
Public,
Works
and
BTD
parks
and
open
space
expansion
in
parks,
eradicating
hunger
who
office
of
food
Justice,
expanding
Services
for
Seniors
age,
strong
rat
building
inspectors,
ISD
machine
machines
to
provide
menstrual
products
for
free
office
of
women,
advancement,
Waterfront
desires,
office
of
planning
parking
enforcement
officers,
BTD.
A
That
seems
to
be
a
popular
one,
modernize
the
inspection
she
said
BTD
into
it
because
she
felt
like
it
could
be
digital
opportunities
there
modernizing
and
the
inspectional
services.
Do
it.
A
A
Anderson,
okay,
Council
Flaherty
proposed
car
five
to
go
to
BFD,
not
sure
where
he
wants
to
make
the
decrease
or
which
department
was
make
the
decrease
in.
And
then
he
mentioned
that
the
commissioner,
or
from
the
hearing
with
BFD,
that
he
learned
that
it
was
actually
1.2
million
and
not
5
million
and
maintenance
staff
in
Parks
personnel.
A
That
I
mentioned
any
Capital
requests
I'm
happy
to
send
a
memo
to
the
administration
or
folks
wanted
to
be
transparent.
To
put
it
on
record
I
could
I
could
make
the
list
here.
He
mentioned
moakley
Park
needed
a
lot
of
repairs
and
Parks
capital
and
he
mentioned
climate
climate
resiliency.
Thank
you.
A
Con
solution,
I
think
you
missed
half
of
council
mejia's
and
morale
and
Braden's.
Oh
no.
You
missed
a
lot,
never
mind
so
for
mine.
A
I
think
that's
the
last
one
I
wanted
to
add:
1
million
to
the
black
Heritage
Trail
500
000
to
tourism
for
immigrants,
a
business
owner's
contractual
two,
two
million
to
Economic
Opportunity
inclusion
for
business
corridors
for
revitalization,
1.5
million
to
arts
and
culture
for
Place,
making
I
mentioned
500,
000
and
I.
Think
the
one
million
I
would
like
to
go
into
contractual,
but
I
think
that
they're
already
doing
that,
so
I'd
have
to
get
back
to
you
on
finalizing
the
amounts.
A
I
just
know
that
they
need
increase
in
Personnel
to
do
the
place,
making
a
technical
employee
to
add
to
an
admin
staff.
By
the
time
I'm
done,
the
admin
staff
comes
Michelle
Goldberg
is
going
to
have
like
a
huge
staff
to
manage
just
kidding
so
a
technical
employee,
an
FTE
I'm
asking
for
110.
A
Only
because
by
now
I
know,
like
the
calculations,
What
It
Takes,
to
go
toward
hiring
a
person,
a
full-time
employee,
responsible
for
upkeeping
of
the
counselors
webpage
on
boston.gov,
the
district
discretionary
constituent
service
fund,
I'm,
asking
for
each
district
to
receive
five
hundred
thousand
dollars
by
a
program
that
would
be
reimbursable
to
non-profits
to
provide
services.
So
we
as
counselors
and
I'm
filing
an
ordinance
on
this.
We
as
counselors
would
have
access
to
funds,
but
the
way
it
would
work,
I
think
New,
York
City.
A
Does
this
and
I
think
if
not
Chicago
Philadelphia
somewhere
I
I
can
double
check
where
they
have
funds
discretionary
funds,
and
it's
not
for
us
to.
We
don't
have
direct
access
to
spend
it,
but
we
would
be
able
to
have
a
non-profit
submit
an
invoice
and
a
staff
would
a
staffing
Administration
would
then
have
to
handle
all
the
reimbursements
and
the
applications
to
reimburse
nonprofits
for
any
town
halls
or
Civic
engagement
or
constituent
service.
A
And
then
I'm
suggesting
seven
hundred
thousand
dollars
to
add
in
order
to
increase.
In
addition
to
what
council
president
Flynn
is
asking
for
to
increase
the
proposed
four
million
five
hundred
and
fifty
thousand
dollars
City
councilor
staff
budget.
And
if
we
add
that
we
can
actually
get
the,
we
can
actually
give
our
salaries
our
staff
salaries.
A
minimum
of
what
the
study
shows
that
people
need
in
order
to
live
in
Boston.
A
Citywide
senior
study
I
think
we
need
a
city-wide
study
to
assess
for
recreational
spaces,
not
just
bingo
I.
Think
Council
Coletta
mentioned
that
as
well,
that
she
wanted
something
like
that,
but
not
a
study.
She
just
wanted
to
add
the
funds
in
order
to
expand
those
services
in
bcyf
I'm,
asking
for
a
study
to
assess
the
need,
because
there's
definitely
a
lack
of
places
for
seniors
to
go
or
engage
in
anything.
Recreational.
A
We
don't
have
one,
we
don't
know
where
we're
investing
or
how
we're
investing
I
guess
we're
going
by
Best
Practices
or
what
we
have
in
terms
of
study
like
numbers
or
you
know,
different
different
levels
of
Statistics,
but
we're
not.
We
don't
really
have
a
full
assessment
and
we
should
and
we
should
Implement
metrics
and
we
should
be
measuring
how
we're
actually
working
on
racial
equity
and
I'm,
asking
for
or
suggesting
Aid
to
returning
citizens.
I
think
that
last
year
we
did
good
with
the
600
000.
A
Thank
you,
Council
Jen,
for
being
the
lead
on
that
and
I
would
like
to
suggest
and
I
know.
You
probably
want
to
do.
This
too
I
would
like
to
suggest
1.5
million,
though,
because
I
think
that
they
need
way
way
way
way
more,
but
they
they've
proven
that
the
need
is
there.
A
It
was
so
great
that
in
fact,
I
got
letters
and
emails
and
phone
calls
from
so
many
organizations
just
devastated
that
they
couldn't
either
get
anything
out
of
it
or
the
grant
was
just
way
too
small
500
000
funding
will
go
directly
towards
a
voucher
program
for
low-income
families,
office
of
Human,
Services,
Department
I
think
this
is
similar
to
what
councilworrell
suggested
four
hundred
thousand
dollars
to
office
of
police
and
accountability
and
transparency
I'd
like
for
them
to
expand
their
youth
advisory
council.
A
A
A
million
dollars
to
Blackmail
advancement
for
obvious
reasons,
I
think
I
think
that
we
increased
it
in
personnel
and
they
did
get
grants,
but
I'm
it
was.
It
was
again
the
amount
was
super
low
and
they
did
really
well
we're
disbursing
it.
We
should
increase
it.
A
million
dollars
to
women's
advancement
I
think
that
particularly
bypoc
women
are
entrepreneurs
that
want
to
new
business
owners
or
want
to
open
a
brand
new
business
could
get
that
support
office
of
Economic
Opportunity
inclusion,
500
000
for
technical
assistance,
I
want
to
support
building
up
that
program.
A
Five
hundred
thousand
dollars,
Economic
Opportunity
inclusion
for
to
support
commercial
rental,
especially
with
all
this
commercial
displacement
happening.
I,
want
to
support.
Council
media's
suggestion
for
the
2.6
million
to
go
to
the
crisis
response
pilot
program
and
five
hundred
thousand
dollars
to
the
office
of
lgbtq
contractual
services
and
I
want
to
support
her
Amendment
as
well
to
well
I.
Had
it
on
my
list
as
well
for
the
office
of
budget
respiratory
budget,
youth,
employment
and
engagement
contractual
to
to
add
5
million.
She
said
6
million,
so
I
think
supporting
what
she
said.
A
Yes,
counselor,
we
I'd
like
to
acknowledge
councilor
rolls
joined
us,
a
million
dollars
to
use
the
employment
and
opportunity
in
us
to
increase
their
salary
and
personnel.
So
Council
lujin.
C
Thank
you,
madam
chair,
and
thank
you
for
holding
this
working
session.
I
was
not
at
the
earlier
meeting
where
I
believe
folks
put
things
on
the
record,
and
it's
not
yet
final
right.
So
folks
can
add.
Okay,
so
you
know
some
things
that
we
have
been
advocating
on
and
would
like
to
see
in
this
budget
as
amendments
and
as
we
continue
to
hear
we
have
to
hear
from
more
folks
next
week.
C
I
would
like
to
say
that
I
would
like
to
be
supportive
of
your
request
for
the
black
Heritage
Trail
I.
Think
that's
really
important
to
continue
to
support
the
officer
tourism
in
bringing
tourism
into
our
neighborhood.
So
would
like
to
support
that
request
that
you
have,
but
starting
off
with
housing
for
the
office
of
fair
housing
and
equity.
C
A
Housing
sorry
requests
for
two
ft's
I
like
to
support
you
on
that.
Can
we
make
it
three,
though
I
mean
I
like
to
add
one
more.
C
A
C
Okay,
two
million
dollars
for
an
annual
allocation
for
Community
Land
trusts
as
part
of
the
acquisition
opportunity
project.
A
This
is
sorry
this
is
Personnel.
I
have
to
go
like
category
by
category
in
Personnel.
Did
you
know
how
the
amount
that
you're
suggesting
for
the
FTS.
C
C
C
Cabinet,
thank
you,
but
I
have
some
housing
ones.
Two
million
dollars
for
an
annual
allocation
for
acquisition
opportunity.
The
acquisition
opportunity
program,
support
when
supportive
of
Community
Land
Trust.
They
were
given.
There's
a
two
million
allocation
and
I
wanna
I
wanted
to
be
an
annual
allocation
from
our
city
budget,
I.
Think
last
year's
two
weeks:
personnel.
It's
not
Personnel
I,
don't
I,
don't
have
exactly
what
the
line
would
be,
but.
A
C
C
A
C
Office
yeah
also
is
last
year
we
funded
to
the
tune
of
1.1
million
via
arpa,
temporary
housing
for
new
arrivals,
and
so
I
request
a
requesting
that
we
redude
the
we're
only
increasing
the
number
of
new
arrivals
that
we're
seeing.
We
see
it
across
the
city.
We
see
it
in
East
Boston,
so
a
two
million
dollar.
A
A
C
On
immigration
and
I
know,
this
is
something
that
councilor
Braden
has
really
LED
on,
but
with
with
new
arrivals
means
more
English
classes
in
and
so
I
I
wanna
I.
Don't
have
a
dollar
amount
there,
but
support
for
for
new
for
more
English
classes.
A
And
Council
Braden
it
was
addressing
adult
classes
and,
and
she
wanted
to
go
to
age
strong.
What
are
you
suggesting.
B
Adam
true
I,
think
office
of
immigrant
advancement
or
in
that
thank.
A
You
councilman
I
think
you're
right
yeah
that
would
the
age
strong
one
must
have
been
someone
else.
Let
me
just
look
yep
immigrant
advancement.
Did
you
wanted
to
go
to
a
different
department,
Constitution.
B
Like,
as
I
said,
we
need
to
scaffold
this
and
really
put
some
serious
money
into
it.
So
I
was
just
focusing
just
on
a
particular
couple
of
few
programs
in
my
district.
So
if
you
scale
it
up,
I
think
at
an
order,
a
quarter
of
a
million
quarter
of
a
million
250
250.,
it's
money
well
spent
it's
you
get
a
lot
of
bang
for
your
buck
by.
B
A
C
266
000
to
level
fund
contractual
services
from
last
year
in
Moya
as
well
in
Moya
yeah.
They
we
saw
a
decrease.
What
is
it
for
sorry,
oh
sorry
to
level
level
fund
contractual
services,
I'm,
sorry
I,
think
I
may
have
read
the
wrong
number
I
think
it
was
500K.
C
Okay,
you
spoke
of
the
office
of
returning
citizens.
The
one
program
that
I
was
sort
of
zoning
in
on
and
I
and
I
agree
that
there's
a
need
for
us
to
increase
grants.
I
do
believe
that
they're
still
learning
the
office
of
learning
from
their
grand
program
last
year,
so
I'm
not
sure
how
Keen
they
are
to
ramp
up,
because
they're
still
learning
from
that
process,
but
funny
story.
C
Three
days
ago,
I
was
walking
downstairs
on
the
second
floor
here
at
City
Hall,
and
someone
asked
me
if
I
have
a
cash
app
and
I
asked
them.
Why
and
it's
because
they
didn't
have
any
cash
or
card
on
them.
They
were
returning
Citizen
and
something
that
we've
continued
to
highlight.
They
need
to
get
their
birth
certificate
but
weren't
able
to
because
of
because
of
funds,
and
so
I
paid
for
him
to
get
his
birth
certificate.
C
It
would
be
a
lot
easier
and
better
if
the
office
of
returning
citizens
had
resources
set
aside
for
folks
returning
home
who
need
access
to
vital
records
and
vital
documents,
and
so
thinking
about
a
vital
documents
program
that
the
orc
could
help
run.
It
would
be
documents
here
in
City,
Hall
and
documents
of
the
state
level
to
help
determine
how
they
can
help
pay
the
fees
for
for
new
documents
for
folks.
So
that's
and
that's
100k.
C
Sorry,
a.
A
C
C
And
then,
actually
let
me
not
provide
a
number
for
some
of
these
I
just
want
to
make
sure
that
I
get
the
right
number
that
we
want
to
propose.
But
the
vital
documents
waiver
program
for
the
office
of
returning
citizens
and
I
will
get
back
to
you
and.
C
C
And
then
an
emergency
relief
fund
for
businesses
who
experience
that
experience,
natural
disasters
or
incidents
that
are
out
of
their
control,
such
as
we
see
this
in
High
Park.
The
bridge
closure
on
River
Street
has
caused
businesses
to
really
to
has
really
affected
their
businesses
and
on
the
state
level,
the
state
was
able
to
give
an
allocation
to
the
main
streets
program
that
helped
fund
a
grant
for
a
lot
of
the
businesses
that
are
located
on
the
bridge
that
don't
have
as
much
foot
traffic
anymore
and
I.
C
Think
it'd
just
be
a
good
idea
for
us
to
have
an
emergency
relief
fund
for
businesses
in
those
situations
where
some
sort
of
government
intervention-
or
you
know
natural
disaster,
not
within
their
own
control,
infringes
on
their
ability
to
get
business
and
so
having
a
fund
for
emergency
really
fun
for
businesses
is
a
it's
an
amendment
request
to
Moya
to
it
would
be
the
office
of
Economic
Opportunity,
okay
and
inclusion.
C
Okay,
let
me
get
back
to
you
on
the
amount,
no
problem
and
then
I
wasn't
here
shows
insurer
for
if
anyone
had
put
in
the
amendment
request,
but
more
funding
for
year-round
jobs
for
our
our
young,
very
young
people.
C
No
I
need
to
get
back
to
you
on
that.
Do
you
have
the
age
range
down
an
age
range,
an
age
range
down
right
now,
I
have
18
to
24,
but
also
willing
to
support
efforts
for
the
need
for
that
for
starting
at
14
years
old.
A
B
C
Yeah-
and
so
we
heard
testimony
yesterday
at
the
community
public
testimony
about
that
and
I
just
we
need
to
cover
that
Gap.
So.
A
Thank
you
George
to
cover
the
Gap.
You
will
get
back
to
me.
C
A
And
this
is
also
youth
employment,
opportunity.
C
C
And
then
expansion
of
BPS
student
vouchers
for
students
I
actually
think
it
should
be
allocated
just
to
the
increase
for
the
city
of
Boston
voucher
program
that
works
with
our
students
who
are
experiencing
homelessness
in
Boston
Public
Schools.
C
It's
the
city
of
Boston,
Voucher
Program-
that
is
just
I,
think
that
that
might
be
out
of
moh,
but
I
have
this
here
under
schools,
I
think
it
is,
and
it
should
be
under
normal
age
because
we're
not
able
to
amend
the
school's
budget
and
I,
don't
think
it's
a
line
item
that
comes
from
the
schools,
but
an
increase
to
that
of
about
a
million.
A
I
think
it's
also
BHA
okay,
but
I
I
know
that
moh
has
the
voucher
program
but
specifically
to
the
school
I
can
check
for
you
yeah.
If
it's
in,
if
it's
BHA,
how
much
did
you
one
million.
A
Counselor
Laurel
did
you,
have
any
I
I
went
over
the
list
of
all
of
the
Amendments
and
but
I
only
consecrated
in
counselors
generally
caught
like
half
of
it.
So
if
you'd
like
I'm,
going
to
populate
this
list-
and
people
can
just
say,
add
me
to
that
or
just
to
sort
of
get
an
idea
of
how
what
I'm
presenting
on
the
floor
as
well.
C
Okay
can
I
add
to
the
list
now
yeah.
A
A
If
you
want
to
add
to
your
list,
if
you
want
to,
let's
see
how
I.
A
Yes,
if
you
want
to
add
to
it,
you
can
make
it
it.
It's
just
going
to
allow
you
to
comment
not
edit,
because
I
just
want
to
make
sure
that
the
original
notes
as
I'm
taking
them
it's
kept
intact.
A
All
right.
So
we
have
the
list,
make
the
comments
and
I'll
just
press.
Add
you
know,
and
but
we
we
can
review
it
again.
Yeah.
B
A
So
obviously,
the
tab
that
says
amendments
is
a
list
that,
where
you
guys
can
make
your
recommendations
and
I'll,
you
know
if
you
make
it
as
a
comment.
I
will
just
go
ahead
and
add
I'm
not
going
to
reject
anything
in
this
list.
I'm
just
gonna,
add
the
whole
the
whole
thing
and
then
make
an
assessment
of
any
duplicates
and
I'll
be
able
to
say
you
know.
I'll
respond.
I'll,
say
this
person's
already
made
this
recommendation.
I'll.
Add
you
to
that
again.
A
If
the
original
counselor
that
suggested
it
makes
an
amendment
that
is
smaller
than
what
you're
suggesting
I
will
increase
it,
we'll
start
from
large
or
whatever
is
like
the
larger
recommendation
and
then
to
figuring
out
what
makes
sense
together
in
a
working
session
and
then,
finally,
if
you
see
the
tab
that
says
adjusted,
those
are
the
numbers,
as
it
would
actually
look
like
in
terms
of
incorporating
tax,
especially
with
personnel,
and
then
I
will
have
to
like
sort
of
consolidate
the
full
list,
and
you
are
free
to
meet
with
Karishma
she's
here
for
to
support
us.
A
Hopefully,
I
was
hoping
that
we
could
all
have
a
Charisma
assist
us
ahead
of
time,
because
it
would
be
unfair
to
her
with
this
last
couple
of
weeks
to
go
through
everybody.
A
So
please,
you
know
reach
out
if
you
need
the
help
as
soon
as
possible,
keeping
in
mind
that
she's
still
working
on
breaking
down
budget
as
we
go
and
then
once
we
have
the
final
list
I,
we
will
come
in,
come
together
in
a
working
session,
we'll
discuss
the
full
list
and
that's
it.
It's
final
I'm
closing
it
and
I
will
deliberate
on
sort
of
what
I'm
thinking
in
terms
of
presenting
it
on
the
floor.
Some
things
probably
have
to
be
done,
like
individually
and
I.
A
And
then,
if
there's
things
that
are
like
kind
of
like
eh
I,
don't
know,
then
I
will
probably
propose
them
one
at
a
time,
especially
because
if
there
are
issues
that
Community
Advocates
has
expressed
that
they
want
to
see
how
counselors
vote
on
them,
I
will
definitely
single
them
out,
so
that
we
can
count
the
vote
every
single
time
to
each
amendment
to
be
on
record,
where
we
stood
on
policy,
our
policy
position
and
then
we'll
do
it
that
way.
I
don't
have
any
reasons
to
reject
anyone's
amendments.
A
We
all
have
the
same
right
here
to
make
amendments,
so
I
think
I'm
going
to
try
it
as
Fair
as
possible
as
long
as
we're
consolidating
ideas
and
saying
where
things
make
sense
or
and
then
we'll
ask
the
administration
to
come
in
and
they
can
give
us
some
feedback
if
they
want
to.
Maybe
they
won't
and
then
we'll
just
make
the
amendment,
and
hopefully
we
have
the
eight
votes
to
be
successful
in
keeping
our
amendments.
A
That's
all
for
now.
Do
you
guys
have
any
questions,
they're
all
shared
on
the
documents?
Please
add
to
the
list
and
yeah
so
deadlines
I'm,
hoping
that
by
this
week,
you're
all
putting
in
the
men
so
that
by
next
week,
Friday
I
have
the
full
final
list
done,
because
then
the
following
week,
I'm
working
on
the
report
to
actually
present
it
on
the
floor
cool.
A
The
first
vote
is
June
7th,
and
so
that
means
that
it
has
to
go
to
the
administration
and
come
back
to
us
by
the
14th
it
gets
presented
on
the
floor.
Juneteenth
will
have
us
not
meet
that
next
Wednesday
and
then
that
means
that
we're
meeting
that
final
Wednesday
in
June,
which
right
now
I,
don't
know
I,
don't
know
what
any
dates
for
those
of
you
watching
at
home.
It's
a
lot
of
hearings,
a
lot
of
working
sessions
and
everything
else
redistricting.
A
So
it's
been
a
busy
schedule,
but
I'm
it's
on
our
website.
If
you
need
to
see
our
budget
schedule,
there
are
a
couple
of
cancellations.
Please
look
out
for
the
postponement
dates,
but
if
you
like
to
reach
out
the
email
again
at
ccc.wm
boston.gov,
if
you
would
like
to
see
more
information
on
our
budget
schedule
or
information,
any
information
at
all,
please
visit
boston.gov
forward,
slash
Council
Dash
budget.
A
Again,
our
first
vote
I
will
be
presenting
the
ways
and
means
report
the
full
budget
report
on
June
7th,
where
the
council
will
take
this
first
vote,
then
the
mayor
has
a
week
from
that
day
to
respond
and
her
response
will
be
on
the
floor.
June
14th
and
then
the
council
will
not
meet
the
following
Wednesday
and
then
we
will
return
to
take
our
second
vote.
A
A
Please
any
additions
reach
out
to
Karishma,
to
figure
out
where
the
money
is
coming
from
or
first
jobs
by
tomorrow,
yeah
they
would
do
last
Friday
but
I
think
extending
it
by
tomorrow,
but
with
all
that's
going
on
the
changes
in
addition
to
your
schedule
and
responsibilities,
consolation
I'm
extending
it
to
next
Friday,
like
the
final,
whatever
you
have,
you
have
and
then
so
that
it
can
give
me
at
least
one
week
to
prepare
all
reports
and
that's
a
lot
of
work
on
us
so
next
week.
Friday
is.
A
Next
week's
Friday,
so
the
26th
that
way
we
have
a
week
to
prepare
a
weekend
so
to
prepare.
The
reports
sounds
about
right,
Karishma,
okay,
all
right
yeah,
so
Christian's
creation
was
awesome.
She's
fast,
she's,
smart,
she's,
just
gonna
all
right.
Take
it
out
of
right
here.
Take
it
out
of
counselors
warrell's
staff
budget.
A
That's
a
joke!
Everyone
all
right.
So
thank
you
please
reach
out.
If
you
have
any
questions,
you're
on
the
form
just
add
to
it,
I'm
gonna
be
I'm
going
to
once
I
have
the
final
I
will
share
with
Administration
so
that
they
can
be
doing
what
they
do
and
then
I'll
present
the
report
on
the
floor
all
right.
Thank
you.
A
Our
work
in
session
is
adjourned.
I
was
yeah.
