the
renovations
and
improvements
being
made
to
the
Carter
school
I
have
the
pleasure
of
being
on
site
there
recently
I
just
want
to
hear
about
more
about
the
plans
and
what's
in
store,
so
thank
you
for
being
here,
as
we
work
to
make
sure
that
all
of
our
schools
are
from
the
Dignity
of
all
of
our
students.

kind

echoing
the
same

My
colleagues
saying
just
want
to
get
an
update
where
we're
at
in
the
budget
for
school,
Renovations
and
then
also
just
talk
briefly
about
you
know.
The
design
of
the
school
as
well
I
think
is,
will
be
a
good
refresher
for
the
city
to
hear
all
the
features
that
are
that
are
inside
the
school,
and
today
we're
joined
by
the
administration
from
the
administration.

really
appreciate
it

right
now
we're
at
about
for
the
Kata
school
project
and
Brian's
going
to
jump
into
the
overages.
What
what
led
to
these
overages
in
terms
of
the
additional
funds
we
are
requesting
to
be
appropriated,
but
we're
roughly
at
about
15
to
design
construction
in
terms
of
we're
starting
the
foundations.

ran
into
a
few
issues
that
will
be
presented
and
talked
about,
but
just
really
where
this
would
be
the
final
ask
for
funds,
and
this
would
allow
us
to
enter
into
a
GMP
with
the
contractor,
we've
negotiated
and
exhausted
all
efforts
in
terms
of
the
final
price
and
we're
we're
comfortable
at
where
we
are
now
in
terms
of
the
cost
of
the
building
and
I'm,
going
to
turn
it
over
to
my
colleague,
Brian
who's,
the
project
manager
on
the
project
and
can
get
into
the
any.

what
led
to
these
overages.

counselors

allowing
us

present

you
today
with
an
update
for
the
Cotter
school.
We
have
a
brief
presentation
that
will
provide
an
update
of
next
slide,
though
oh
this
is
seemed
to
be
working.
We'll
give
you
a
quick
overview
of
the
project,
the
existing
project,
an
update
on
schedule.

We
included
a
couple
of
photos
of
the
existing
site
and
a
rendering
of
the
Futures
building
and
we'll
run
through
the
original
budget
in
what
the
current
budget
is.
So
the
Cotter
school
is
a
Boston
Public
School,
located
on
the
border
of
Boston's
little
Roxbury
and
south
end.
It
currently
has
students,
starting
at
age
12
through
2020
through
22,
and
the
new
building
will
expand
their
population
to
start
it
at
age
of
three
so
they'll
the
new
building
will
have
Early
Childhood
Program,
which
will
allow
students
to
start
at
the
Cotter
School.

Obviously
earlier
and
younger,
all
the
students
at
the
school
have
severe
intensive
disabilities
and
complex
Health
needs.
This
results
in
a
school
that
is
unique
in
that
there,
the
staff
and
teachers
work
very
closely
with
the
students
there's
five
students
per
classroom,
which
would
have
one
teacher
and
two
teaching
assistants
very
small
classes
to
assist
all
their
students
with
their
educational
needs.

The
new
80
000
square
foot
building
will
replace
a
building
that
wasn't
designed
for
school,
never
mind
a
school
that
educates
students
with
these
needs.
It
will
again
increase
in
size.
So,
right
now
the
student
population
is
25.
It
will
double
that
to
60.
Students
will
be
able
to
be
educated
at
the
new
school
there'll,
be
12
classrooms,
10,
educational
and
therapy
spaces.
Each
of
the
classrooms
will
have
stated
that
adaptive
learning
learning
tools.

It
will
feature
a
rooftop
educational
space,
a
gymnasium
which
the
previous
school
didn't
have
a
cafeteria
which
the
previous
school
didn't
have,
and
a
lot
of
spaces
for
the
staff
and
families
of
these
students
to
meet,
which
was
a
huge
issue
in
the
previous
school,
because
there
wasn't
a
lot
of
meeting
space
and
this
school
there's
students
and
their
families
work
very
closely
together
to
make
sure
these
children
succeed
as
much
as
possible.

One
of
the
biggest
highlights
of
this
school
is
will
be
the
Aquatic
therapy
pool
a
lot
of
the
students
in
their
IEPs.
Have
aquatic
therapy
in
prior
to
the
new
building
coming
online.
Students
would
have
to
travel
to
have
these
services,
and
this
will
be
an
on-site
therapeutic
pool
for
these
students.
The
schedule
for
the
for
the
building
is
we're
looking
to
open
in
September
of
2025.

the

which

because
students
come
from
all
over
Boston
to
attend
the
Cotter
school.

the

by
the
Amtrak
Railway
in
northeastern

prep
has
been
ongoing
for
the
past
several
months
and
we're
scheduled
to
start
foundations
within
the
next
couple
of
months

a

the
future
future
school
is
going
to
look
like
this
is
a
very
exciting
picture
in
that
it
it
gives
you
a
a
view
of
what
the
the
Future
car
school
will
look
like
on
the
outside.
This
is
a
view
coming

on
the
right
hand,
side
if
you're
looking

the
building
next
slide,

the
budget.

last
time
this
project
was
before
the
city
council
was
in
August
of
2021.
At
that
time,
the
council
appropriated
just
under
92
million
dollars
to
support
the
completion
of
design
and
the
construction
of
the
new
Cotter
upwards,
of
which
26.2
million
dollars
is
going
to
be
reimbursed
by
the
mass
School
building
authority.

Now
that
the
project
is
80
bought
out,
we've
we've
realized
that
there
is
an
increase
to
the
cost
of
the
project
upwards
of
19.5
million
dollars.
Soft
costs
have
gone
up
slightly
by
just
under
a
hundred
thousand
dollars.
The
contingency
has
grown
1.1
million
and
the
construction
has
increased
by
18.2
million
dollars,
which
obviously
we've
has
created
a
Delta
of
just
under
19.5.

Explore
further
scope
of
the
project
to
Value
engineer
would
impact
the
overall
project.
This
is
obviously
a
very
specialized
school
which
a
lot
with
a
lot
of
equipment
and
spaces
that
are
needed
in
order
to
make
sure
these
students
succeed
into
value
engineer,
for
the
scope
would
impact
the
ability
for
BPS
in
the
cottage
to
deliver
their
curriculum.
It
may
also
impact
our
reimbursement
with
the
msba
next
slide,
please.

So
there
are
several
factors
that
have
driven
the
increase
to
the
budget,
in
one
of
which
is
we've
encountered
several
unforeseen
conditions
once
the
building
was
demolished,
that
included
old
building
foundations,
which
included
asbestos
in
the
mastic.
We've
found
three
storage
tanks
in
one
boiler
that
was
wrapped
in
asbestos
insulation.

in
addition
to
the
I'm
seeing
conditions
and
despite
the
value,
engineering
efforts
of
the
team,
the
bids
of
the
trade,
subcontractors,
I'm,
sorry,
trade
contracts
and
non-trade
contract
is
far
exceeded.
The
original
cost
estimates
in
working
with
our
cost
estimators
that
we've
been
working
closely
with
throughout
the
project.

In
a
meeting
with
the
bidders
that
bid
on
the
project,
it
was
clear
that
the
increased
costs
were
being
driven
by
a
combination
of
factors,
including
inflation
supply
chain
issues
and
a
tight
bidding
market
during
the
initial
quarter
of
2023.
That's
our
newest
public
projects
competing
for
the
similar
pool
of
contractors
with
the
opposing
conditions
and
the
issues
relayed
with
inflation
and
supply
chain
issues
in
a
small
small
pool
of
contract
is
that
is
what's
really
driving
the
additional
budget
and
increased
costs
for
this
project.

the
students
and
the
whole
community
at
the
Carter
school
to
really
get
this
new
building
and
for
them
to
again
have
a
big,
a
building
that
affirms
their
dignity
and

able

sort

meet
the
very
intensive
needs
of
the
population
over
at
the
Carter
and
I
know:
they're
temporarily
housed
right
now
in
Dorchester
and
I'm,
looking
forward
to
the
eyes
on
the
students
when
they
get
to
see
this
new
building,
just
wondering
when
it
comes
to
the
overages.

think
the
labor
costs
were
always
factored
in
in
talking
with
the
bidders.
There
is
a
difficulty
in
in
just
the
overall
construction
of
the
building
adjacent
to
the
the
railway
and
some
of
the
measures.
We
have
to
take
to
make
sure
that
we
don't
impact
that
that
real
line,
which
is
about
15
feet
from
from
my
property,
but
nothing
directly
resulted
in
not
direct
result
of
the
labor
cost
and.

and
try
to
forecast
this
so
that
we
don't
have
to
come
and
that
we
it's
it's

Guess
it's
a
double-edged
sword,
because
we
don't
want
to
tie
up
Capital
dollars

it's
not
necessary
and
especially
on
an
msba
project,
each
draft
order
is
individual
to
the
school.
So
any
any
order
written
for
that
is
has
to
stay
with
that.

we
try
to
be
conservative
and
also
add
in
multiple
areas
of
contingency
and
then
at
that
point
it
depends
on
the
market
when
you're
actually
bidding
in
the
fluidity
of
that
in
terms
of
what
are
mocking
conditions,
what
are
or
what
are
labor
conditions.
And
then
you
know
we're
not
seeing
what
we're
seeing
now
in
terms
of
the
the
last
I
would
say:
two
years
is
not
normal
and
you
know
just
when
we
think
it's
starting
to
settle
out
and
we
start
seeing
our
bids
come
in
on
budget
it.
