quincy
upper
school.

I'm
well
aware
of
the
sort
of
long-running
nature
of
this
project
and
people's
excitement
about
it
finally
happening
before
I
go
to
the
administration
to
kick
off
the
panel.

we
just
have
an
introductory
slide
here

summarize
some
of
the
partners
that
we've
been
working
with
over
the
course
of
the
jque
us
project.
We've
of
course
been
working
with
the
office
of
the
mayor
with
boston,
public
schools,
pfd
also
closely
with
the
office
of
neighborhood
services
and
the
office
of
intergovernmental
relations.

exciting
time
for
the
josiah
clinton.
The
upper
school
community,
boston,
public
schools
in
the
city
of
boston,
the
josiah
quincy
upper
school,
as
ron
indicated,
is
working
in
collaboration
with
massachusetts
school
building
authority.
I
I
It's
funded
through
once
it's
funded
through
the
massachusetts
sales
tax
msba
has
two
programs,
the
accelerated
repair
program,
which
focuses
on
roof
window
and
boil
projects
in
otherwise
structurally
sound
buildings.
The
city
of
boston,
since
2015,
has
been
approved
of
27
of
those
projects
throughout
the
district.
I
The
other
program
that
is
run
through
the
mspa
is
their
core
program,
which
focuses
on
major
builds
large
edition
renovations.
Examples
of
that
would
be
the
dearborn
stem
academy,
boston,
arts,
academy,
carter
school.
The
reason
why
we're
here
today
the
josiah
quincy
upper
school
jqs
and
the
msba
share
a
long
history.
I
I
site
selection
was
completed
in
the
summer
of
2019
by
combining
the
site
of
the
current
jqs
module
module
units
at
900
washington
street
in
acquiring
the
adjacent
boston.
Chinese
evangelical
church,
with
the
site
selection,
complete,
bps
and
pfd
started
the
third
design
process
for
this
school,
with
the
support
of
the
city
council
appropriating
2.2
million
dollars
for
the
msba
required
feasibility
study.

Over
the
course
of
the
past
few
months,
we've
had
several
community
meetings,
many
of
which
have
involved
the
josiah
quincy
upper
school
staff
and
students,
the
first
of
which
was
in
may,
where
we
piggybacked
on
the
jques
school
site
council
meeting
and
the
second
of
which
was
in
may
21st,
where
we
had
a
local
community
meet
leaders
meeting
a
few
weeks
after
that
we
met
with
the
public
in
june
and
over
the
course
of
the
next
couple
of
months.
We
also
had
a
school
building
committee
meeting.

In
august
we
had
a
public
meeting
in
october
and
also
another
public
meeting
that
piggybacked
on
the
jques
schoolside
council
meeting
just
last
week,
and
we
anticipate
continuing
this
process
over
the
course
of
the
winter
as
we
proceed
into
design
development,
and
so
I
think
pip
can
talk
a
little
bit
about
the
design.
At
this
point.

So
it's
really
pleasing
to
be
at
this
point
before
you
and
the
site
that
has
been
selected
is
the
site
of
900
washington
street
on
the
on
the
right
hand,
side
of
your
screen,
where
there's
currently
modular
classrooms
for
the
quincy
upper
school
and
the
boston
chinese
evangelical
church,
both
of
which
will
be
removed
from
that
site
next
summer.
In
order
to
make
room
for
the
construction.
H
And
then
the
large
circle
in
the
middle
of
the
screen
is
the
quincy
elementary
school
really
just
sort
of
showing
that,
as
we
build
on
the
adjacent
site,
we're
creating
a
great
new
k-12
campus
right
in
the
middle
of
boston
to
the
north
you've
got.
This
is
right
on
the
southern
border
of
chinatown
and
the
tufts
medical
centers
to
the
north,
to
the
south,
you
can
see
the
turnpike
and
beyond
that,
the
the
south
end
neighborhood
go
ahead
now.

It's
a
very
small
site
with
less
than
an
acre
unusual
for
a
school,
so
you'll
see
as
we
go
through
this.
It's
a
tall,
school
and
you'll
also
see
the
measures
that
we've
been
taking
to
make
sure
that
it,
the
school,
becomes
a
good
neighbor
to
the
residences
nearby.
The

across
the
top
of
this
actually
are
different.

buildings

along

as
I
go
through

we're
doing

order

building,
as
I
said,
is
tall.

just
very
quickly

floor
plans

This
is
the
main
floor
of
the
first
floor.
You
can
see
the
main
entrance
to
the
left
on
washington
street.
It's
on
a
pedestrian
plaza
that
sort
of
pulled
back
away
from
washington
street
for
safety
and
it's
covered,
so
the
students
can
wait
out
of
the
rain
as
you
come
into
the
building,
you'll
see
the
library
or
media
center
to
your
left
and
then
to
the
right.

A
a
large
cafeteria
and
kitchen
space
opened
up
also
in
that
area
is
a
large
welcoming
public
stair
that
will
easily
transport
visitors
to
the
school.
Up
to
the
second
floor,
go
ahead
of
the
building
where
you
have
these
major
spaces,
the
gymnasium,
where
you
might
have
basketball
games
the
auditorium
and
the
black
box
theater,
where
performances
or
community
meetings
might
be
held.

These
are
all
designed
so
that
the
building
is
designed
and
zoned
so
that,
as
the
public
has
access
to
these
lower
two
floors,
they
can't
get
up
higher
in
the
building,
and
so
you
don't
have
to
worry
about
them,
wandering
through
the
academic
floors
of
the
building
and
go
ahead.
This
is
a
as
you
get
to
the
upper
parts
of
the
buildings.
I
said
you
have
the
academic
floors.
I'll
just
show
you
one
typical
academic
floor.

There
is
open
space
in
the
middle
which
we're
calling
project
areas.
There
are
also
small
group
areas.
These
are
spaces
where
students,
small
groups
or
whole
class
can
break
out
of
the
classroom
and
do
projects
or
presentations
throughout
the
building,
because
it's
entirely
a
wireless
environment.
It's
really
reflecting
the
fact
that
education
can
occur
anywhere.
You
know
in
a
building
on
the
extreme
right
hand,
side
you
see
band
and
just
below
that
is
an
orchestra
room.

Do
some
outdoor
learning,
small
in
small
groups
or
a
whole
class
size?
There's
a
student
garden,
there's
a
photovoltaic
array.
For
so
that
students
can
study
solar
energy
and
there's
a
small,
even
a
fitness
course,
so
that
you
can
get
a
little
bit
of
exercise
on
the
outside
of
the
building.
It's
a
green
roof,
so
we'll
have
a
lot
of
green
planting
and
things
along
those
lines
to
make,
for,
I
think
it'll
be
a
very
good
environment
making
use
of
whatever
outdoor
space
we
could
find
on
the
building.

a
quick
walk
around
the
building-
these
are
conceptual
elevations,
we're
working
actively
with
the
boston,
public
schools
and
and
public
facilities
to
to
refine
these.
But
this
is
the
west
elevation
from
washington
street.
You
can
see
that
entry
plaza
that
I
talked
about,
which
is
covered
by
the
auditorium
up
above
next.

you
we're
looking
at
the
building
from
the
south
as
though
you're
looking
at
it
from
across
the
turnpike,
and
you
can
see
the
upper
academic
floors
where
the
classrooms
are
defined
by
curtain
wall
and
individual
bay
windows
to
give
a
sense
of
identity
and
diversity
on
on
the
facade,
you
can
see
the
large
shared
use
space
is
the
auditorium
in
the
the
gymnasium
and
the
music
tower.
Essentially,
if
you
want
to
call
it
that,
on
the
on
the
right
hand,
side.

on
harrison
because
of
the
shape
of
the
site,
the
building
becomes
very
narrow
and
there,
where
that's,
where
you
see
this.
This
element
that
we
are
tending
to
refer
to
as
the
tower
I
want
to
point
out.
One
thing
here
is
that
the
lower
portion
of
the
building
is
being
defined
in
in
brick,
and
it
is
about
the
same
height
as
the
the
other
residences
on
on
harrison
and
on
pine
street.
And
so,
if
you
go
to
the
next
slide,
this
will
be
the
view
from
pine
street.

Today,
2.2
million
dollars
has
been
approved
by
city
council
to
support
the
design
that
boat
was
taken
in
august
of
2019,
and
today
the
bps
in
city
of
boston
is
requesting.

support
the
appropriation
of

dollars
from
the
sale
of
haywood
place,
in
addition
to
182
million,

the
general
obligation
fund
to
support
construction
of
the
new
josiah
quincy
upper
school,
and
now
I
think
we
can
turn

the

for

couple

questions.
Can
you
tell
me
about
the
the
building
itself?
What
what
will
the
building
do?
In
terms
of
I
know
there
was
some
talk
about
absorbing
absorbing
some
some
of
the
pollution
that
comes
from
the
immediate
streets.

Yeah
and
thank
you
for
that
question,
because
it's
something
we've
been
wrestling
with
ever
since,
like
2011
2012,
because
we're
aware
that
the
tough
professor's
report-
rugi,
I
think,
is
his
name-
I'm
probably
misspelling.
It
mispronouncing
it
indicating
that
this
particular
area
because
of
the
intersection
of
two
highways.
Two
major
highways
has
probably
the
worst
pollute
air
pollution
in
the
whole
commonwealth.

So
with
that
in
mind,
we're
designing
the
building
in
order
to
mitigate
that
as
much
as
we
can,
we
are
upgrading
the
quality.
Let's
say
the
fineness
of
the
of
the
air
filters
that
are
used
to
to
bring
air
into
the
building.
The
building
will
have
which
a
lot
of
buildings
don't
will
have
fixed
windows,
and
that's
so
that
all
of
the
air
that
comes
into
the
building
will
and
the
building
will
get
plenty
of
good.

Where,
because
the
air
is
clear
up
there,
also
that's
where
we
have
the
outdoor
play
areas
on
the
top
of
the
building.
The
air
is
a
little
bit
cleaner
up
there
and
all
of
those
measures
sort
of
preceded
this
current
kovid
crisis
that
we're
going
through,
but
we're
also
designing
the
building
with
a
sort
of
energy
efficiency
mode,
which
is
how
it
would
operate
normally
and
then
being
able
to
toggle
it
quickly.

I
don't
know
what
you
want
to
call
it.

just
being
aware
of
the
problems
over
the
years
of
roofs,
leaking
we're
playing
paying
a
lot
of
attention
providing

very
high
quality
enclosure
for

building,

best
consultants
to
make
sure
that
there's
no
slip.
Ups
and
things
like
that
at
the
moment,
we're
we're
interviewing
enclosure
consultants
who
will
help
us
ensure
that
the
building
is
watertight.

is:
can
you
just
talk
a
little
about
the
elevator
system
that
you're
going
to
have
in
the
school?
Is
it
how
many
elevator
sites
are
you
going
to
have
and
what
it?
What
are
the
safety
safety
concerns
the
safety
issues
that
we're
dealing
with
in
terms
of
the
elevator
system.

Well,
concert
flynn,
you're,
certainly
asking
all
the
right
questions
and
we
have
brought
onto
our
project
an
elevator
consultant,
siska
hennessy,
who
has
helped
us
with
and
will
continue
to
help
us
with
the
elevator
design,
and
then
we
also
are
using
a
company
called
beta
group.
A
transportation
consultant
usually
they're,
dealing
with
cars,
and
things
like
that.
But
in
this
case
they're
helping
us
with
the
design
of
making
sure
that
our
stairs
have
adequate
capacity
for
large
numbers
of
students
moving
up
and
down
in
the
building
anytime.

If
the
school
opens
up
we'll
be
having
200
kids
over
at
the
arlington
street
building
going
up
the
stairs
and
we'll
be
timing
them
and
things
like
that,
but
we
worked
with
cisco
hennessy
for
the
elevators,
because
we
want
to
make
sure
that
we
have
a
great
elevator
system
for
the
building
also,
and
they
gave
us
a
scenario
of
three
elevators.
You
asked
how
many
there
are
three
of
them
in
a
row.

They
will
work
in
sort
of
a
sequence
where
one
follows
the
other
and
at
the
periods,
which
is
when
you're
taking
large
numbers
of
students
from
the
cafeteria,
which
is
on
the
first
floor
up
to
their
classes
that
might
be
on
the
sixth
floor
or
the
fifth
floor
or
the
fourth
floor.
So
we're
essentially
running
the
elevators
that
sort
of
express
shuttles
up
to
that
level.

So
you'll
have
the
elevators
running
in
sequence,
from
the
first
floor
after
lunch,
let's
say
up
to
the
fifth
floor
and
following
each
other
in
quick
sequence,
so
that,
as
you
get
a
large
group
of
students
gathering
at
the
elevator
they're
getting
on,
but
only
so
many
people
can
get
on
because
that
door
is
closing.
Another
elevator
door
is
open.
So
you
don't
get
the
frustration
of
pushing
and
shoving
trying
to
get
on
the
elevator.

We
assume
that
students
will
only
be
allowed
to
ride
the
elevator
when
there's
an
adult
on
the
elevator
and
that,
for
the
most
part,
students
will
not
be
generally
will
not
be
allowed
to.
You
just
use
the
elevator
for
going
up
and
down
between
classes,
except
if
they,
obviously,
if
they
have
a
mobility
need.
So
I
think
we're
being
as
careful
as
we
can
with
that
and
as
as
conscious
as
we
can
with
that
to
come
up
with
a
building
that
works
very
well
in
terms
of
vertical
circulation.

meetings
was
very
vigorous
and
very
well
informed,
and
our
most
recent
meeting,
just
this
past
week,
was
also
with
them
as
well
and
so
going
forward.

risk
included

standard
pfd
front

the
boston
residence
job
program

that's
something

they

obligated
to
meet
as
we

forward

pre-qualification

spaces

off

flooding,

encumber

operations

indoor
air

polluted
air
and

high
quality
filters
and
bringing

spaces

we're
improving
the
indoor
air
quality

using

mechanical
system

displacement.

at

representative
of
the
children
of
boston,

and
it's
a
real
statement
that

all
children
deserve
the

the
very
very
best.

city

we'd
like
for
the
stewards,
the
custodians,
the
trustees
and
we
like

take
good
care

it

behalf

the

share

expect

host
tournaments
now
that
we
have
a
large
enough
gymnasium,

advocacy

investment

lab

online

updating

handicap

building

bringing

classrooms
back
online,
making
some
minor
investments.

feel

the
numbers

enrollment,

arlington
street
building

will

not

spacious

right
now,
but

won't
be
bursting

space
for
these
students
to
swing

elementary

building
design
and
construction

this
new
building-
and

and

already

established
relationship

building

online

meant

We
do
feel
like
that
is
a
very,
very
important
part
of
of
bringing
everyone
together,
not
to
use
your
hashtag
all
means
all,
but
we
are
trying
to
incorporate
a
lot
of
those
folks
into
the
conversations
and
they've
been
very,
very
positive.
So
far,
this
is
going
to
be
the
most
expensive
school
ever
built
in
the
history
of
boston,
which
is
incredible.
Each
school
keeps
getting
more
and
more
costly,
especially
one
of
this
size
and
we're
very
lucky
to
have
again.

I
was
listening
to
councillor
mejia's
comments
here
and
and
and
the
concern
about
displacement,
we're
hoping
that
this
project
will
be
a
source
of
neighborhood
pride
and
encourage
more
and
more
folks
to
choose
to
stay
in
boston
and
stay
in
chinatown
and
choose
this
school
as
as
an
option
and
an
opportunity
for
their
children.
So
we're
incredibly
excited
about
that
and
then
the
other
comment
was
you
know
the
city.
Does
things
a
certain
way
and
has
been
doing
it
for
a
long
period
of
time?
O
The
public
facilities
department
has
taken
attack
to
engage
the
msba
and
that's
why
we're
able
to
acquire
all
this
funding
and
we've
we've
done
it
for
this
school
we've
done
it
for
the
the
the
boston
arts
academy,
we've
done
it
for
the
dearborn.
We've
done
it
for
probably
dozens
more
with
our
accelerated
repair
program.
Where
that's
you
know
your
exterior
your
roofs
windows,
doors
boilers,
projects
like
that
that
preserve
the
integrity
of
our
facilities
and
our
structures,
so
this
is
a
little
different
than
normal
cost
of
business.
O
This
is
a
chapter
149a,
which
is
a
design
build
project.
We
are
achieving
a
whole
lot
of
efficiencies,
so
it
is
a
little
departure
from
the
way
in
which
the
city
used
to
just
do
business.
But
this
is
an
incredibly
exciting
project
and
and
we're
happy
that
we
have
hmfh
we're
happy.
We
have
jim
dowd.
All
these
folks
are
under
contract
with
the
city
and
with
public
facilities,
so
they
technically
while
they
work
for
a
private
entity.

They
do
work
for
for
for
me
and
in
the
public
facilities
department
and
we're
happy
to
partner
with
people,
and
we
encourage
people
to
come
to
our
next
community
meetings.
But
your
consideration
of
this
of
this
vote
and
your
support
of
this
project
will
have
long
wide-ranging
effects,
positive
impacts
to
our
district
and
positive
impacts.

neighborhood
and
I
truly
appreciate
all
of
your
thoughtful
comments
