I
wanted
to
make
sure
that
we
were
in
the
right
hearing
and
I'm
like
wait,

A
Our
Focus
area
for
this
hearing
hearing
will
be
an
overview
of
the
fy20
budget
for
Boston
311
Civic,
organizing
and
office
of
Neighborhood
Services.
My
panelists
for
today's
hearing
are
Brianna
milor,
who
is
the
chief
of
community
engagement,
who's
the
director
of
three
one
one
and
will
correct
me
because
I
know
I
did
not
pronounce
your
name
correctly,
so
I
apologize
for
that
and
then
the
executive
director
of
Neighborhood
Services
I
am
joined
today
by
my
colleagues.
A
In
the
order
of
arrival
we
have
myself
a
counselor
Flaherty
at
large
councilor,
Anderson,
District
Seven
at
large
counselor
Murphy
and
president
Flynn
council.
President
Flynn
District
2.
A
and
the
admin
we're
going
to
start
off
with
the
admin
Administration
and
thank
you
for
your
patience.
I
kick
it
over
to
you
Brianna.
You
now
have
the
floor.
D
Thank
you
to
the
counselors
that
joined
today,
Madam
chair
for
all
the
work
you
all
do
I
know,
there's
a
presentation
but
wanted
to
say
thank
you
for
having
us
today
and
I'm
Brianna
mallor,
the
chief
of
community
engagement
and
I
oversee
the
office
of
Civic,
organizing
ons
off
of
some
Neighborhood
Services
311,
as
well
as
spark
Boston,
Council
I'm,
going
to
pass
it
over
to
my
team
to
just
quickly
introduce
themselves.
So
we
can
get
into
the
presentation.
E
D
A
Can
you
help
assist
with
the
sharing
of
the
presentation
and
Achieve
will
be
really
mindful?
That's
why
we
didn't
start
off
with
opening
remarks,
so
we
can
think.
D
Okay,
so,
like
I,
said
Brad
and
melore
chief
of
community
engagement
for
the
city
of
Boston
and
it
houses
four
departments.
So
we
can
go
to
the
next
slide.
E
Thank
you
Chief
Moore,
good
morning,
everyone
again
I'll
be
presenting
on
neighborhood
services.
So
next
slide.
E
E
They
deliver
Direct
Services
to
residents,
they
maximize
resident
input
in
all
aspects
of
government
and
respond
to
Neighborhood
emergencies,
including
fires,
building
collapses
and
other
City
emergencies.
I'd
like
to
go
next
slide
please
and
pass
it
over
to
director
Buddha
to
go
over
thought.
Boston,
3-1-1.
F
Thank
you.
We
can
go
to
the
next
slide.
Please
sub
awesome.
Three
one
is
the
main
constituent
service
hotline,
we're
available
24
7
365
days
a
year,
we're
here
to
filter
any
calls
that
come
into
City
Hall.
We
create
service
requests
for
the
appropriate
departments
to
make
sure
that
they're
getting
the
correct
data
that
they
need
and
assisting
the
constituents
we're
also
able
to
communicate
with
the
constituents
in
multiple.
F
All
hours
of
the
day
because
of
our
language
line
that
we
can
use
and
our
office
is
comprised
of
32
agents
in
total,
including
four
managers
that
were
various
shifts
to
ensure
calls-
are
taken
in
a
timely
manner
throughout
the
day
next
slide.
Please
is
this
one
of
the
data.
Over
the
past
few
years,
past
seven
years,
we've
averaged
about
377
171
calls
a
year,
obviously
2020
kind
of
escalated
that
a
little
bit
for
us
and
on
a
day-to-day
basis,
Monday
through
Friday
we
get
about
1200
calls
and
then
on
Saturdays
and
Sundays.
F
F
D
Thank
you
so
I'm
going
to
go
over
the
last
two
departments,
so
the
office
of
Civic
organizing
is
this
is
the
second
year
of
the
office
and
revamp,
and
it's
an
office
that
intentionally
is
intentionally
formulated
around
proactive
engagement
with
residents.
So
I
can
we
can
go
to
the
next
slide.
D
So,
like
I
mentioned
a
little
bit
earlier,
the
focus
of
this
office
is
to
have
proactive,
engagement
and
intentionally
provide
and
Empower
residents
to
feel
more
actively
involved
in
their
communities
in
their
neighborhoods
for
initiatives,
including
love,
your
blog
that
I'm
sure
everyone
on
this
call
has
heard
of
a
lot
of
the
initiatives
focused
around
activating
neighborhoods,
like
mini
grants,
as
well
as
just
Civic
awareness
and
some
training
sessions
and
seminars
Focus
around
things
like
the
zero
waste
initiative
and
Partnerships
with
you
know,
digital
access
things
like
that.
D
So
this
office
is
really
just
the
bridge
and
opportunity
for
residents
to
feel
better
connected
to
the
city.
So
we
can
go
to
the
next
slide,
spark
Boston!
You
can
go
to
the
next
slide.
Spark
Boston
is
a
the
mayor's
Council
of
20
to
35
year
olds.
It's
an
opportunity
to
better
get
involved
with
the
city,
whether
that
means
participating
with
the
bpdas
pipe
with
the
planner
or
providing
feedback
or
an
advisory
capacity
of
policy
initiatives
that
are
coming
out
the
city.
D
It's
an
opportunity
for
the
25
to
35
age
group
to
just
feel
more
civil
engaged
and
connected
to
the
administration,
so
that
is
probably
the
next
slide's
probably
going
to
say.
Thank
you
perfect.
Yes,
so
that
is
the
final
piece
of
our
presentation
again,
thank
you
for
having
us
and
I'm
sure
we
can
hop
into
questions
from
that.
A
Great,
thank
you,
okay,
so
in
the
interest
of
making
sure
that
we
maximize
on
our
time
together,
I'm
gonna
go
straight
to
colleague,
question
and
we're
going
to
start
off
with
the
order
of
arrival,
which
was
counselor
clarity.
A
H
Thank
you,
madam
chair
I'll,
just
Dive
Right
into
3-1,
win
and
ask
them
specifically,
if
there's
a
way
for
them
to
Loop
in
Council
offices,
particularly
on
cases
that
may
originate
from
Council
offices.
H
Currently
the
way
it
works
right
now
they
just
follow
up
on
the
case
number,
but
I
think
it's
equally
important
for
members
of
the
council
to
be
able
to
respond
to
the
report
back
to
our
constituents
that
that
the
service
the
request
has,
has
been
completed
so
right
now
a
request
may
come
into
our
office
and
or
are
we
in
conjunction
with
311,
are
working
on
it
together?
H
H
You
know
and
again
I'm,
probably
more
anal
on
on
constituent
Services
than
than
others,
but
it's
possible
to
what
we
do
as
members
of
the
city
council,
it's
effectuating
basic
city
services,
that's
getting
these
requests
done
and
then
move
on
to
the
next
request.
So
I
would
appreciate
if
311
would
be
able
to
kind
of
loop
Us
in
when
it's
done.
H
That's
the
first
issue:
I
want
to
check
with
311
to
make
sure
that
there's
sufficient
resources
to
resolve
all
of
the
constituent
issues
that
come
in
in
a
timely
fashion
and
and
get
a
sense
from
311.
What's
the
average
time
frame
that
one's
request
is
completed
and
then,
lastly,
with
respect
to
ons
to
request
that
they
they
Loop
Us
in
particularly
with
a
Butter's
meetings,
oftentimes
ons
will
just
notify
the
district
city,
council
and
I
know
from
my
office
in
particular.
H
Some
pay
attention
more
attention
to
about
his
meetings
than
others,
but
my
office
in
particular
attends
and
weighs
in
on
on
most
about
his
meetings
and,
more
often
than
not
we're
finding
out
from
the
actual
abutters
and
or
from
the
local
civic
association,
as
opposed
to
hearing
from
ons.
So
my
ask
is
that
ons
Loops
in
the
four
at
large
council
is
on
about
our
meeting
notices.
So
that's
it
for
me,
Madam
chair.
H
If
I
could
hear
those
responses,
you
know
too
directed
at
3-1-1
and
one
throw
in
this
and
again
to
the
folks
that
do
the
work
they
appreciate.
Obviously,
the
311
service
fought
hard
for
City
stat.
As
a
member
of
the
council
dating
back
many
years
so
I
know,
311
has
been
an
added
benefit
to
the
residents
and
into
our
constituents
and
also
for
the
work
that
ons
does
their
team
players.
H
The
team
members
they
coordinate
very
well
with
all
of
our
offices
short
of
just
yet
Lodge,
getting
about
his
notices
like
our
district
colleagues
but
in
general
they're
out
there
24
7.,
no
matter
what
happens
in
the
community
ons.
Is
there
they're
at
the
civic
association
meetings
they're
with
the
about
his
meetings?
They're
there
in
the
middle
of
the
night,
when
there's
an
accident
or
an
injury
or
or
a
a
house
fire,
you
name
it
they're
there.
So
I
appreciate
the
work
that
ons
does
and
all
of
them.
H
Clearly
the
leadership
that's
on
this
Zone,
but
in
general
the
rank
and
file
the
unsung
heroes
behind
the
scenes
that
are
doing
the
work.
I
would
appreciate
that.
So.
Thank
you
very
much
Madam
chair
and
look
forward
to
the
responses.
D
Chief,
yes,
I
wanted
to
just
jump
in
on
a
couple
of
things
and
then
pass
it
over
to
my
colleagues
that
talk
more
in
detail
because
they
do
this
day
to
day,
specifically
regarding
311
I,
we
we
want
to
make
sure
that
we
are
collaborating,
of
course,
with
the
council
to
make
sure
that
we
are
providing
the
best
quality
of
constituent,
Services
or
he's
probably
going
to
talk
a
little
bit
more
about
the
quality
assurance
team
to
make
sure
we're
building
out
we're,
building
out
opportunities
which
is
proposing
this
Budget
on.
D
How
do
we,
you
know,
provide
more
quality
assurance
and
and
create
space
for
that
collaboration,
because
the
process
is
very
streamlined
right
now,
so
we're
just
like
directly
communicating
with
residents
as
as
something
is
resolved
in
in
to
the
butters
meeting
portion
as
well,
making
sure
that
we
are
creating
opportunities
to
communicate
to
The
Wider
Community.
A
larger
Community
is
something
that
we're
actively
trying.
So
I
wanted
to
pass
it
over
to
director
budo
for
first
and
then
director
Pepin.
F
Thank
you,
Chief
I
think
councilor
for
those
questions,
so
for
the
first
one
for
communication
between
our
office
and
your
office,
we
love
the
collaboration.
I
know.
Sometimes
we
get
flagged
by
city
council,
Liaisons
saying
like
hey.
Can
you
follow
up
on
this
case?
It's
been
hard
for
us
to
really
look
at
that
and
we
don't
follow
who
submits
cases.
So
if
we're
able
to
communicate
that
we're
happy
to
help
again.
F
This
is
kind
of
the
part
where
we
want
that
Q
quality
assurance
team
so
that
we
do
have
the
capability
to
monitor
cases,
especially
if
they're
being
flagged
by
your
team
and
then
we
can
make
sure
that's
gone
back
and
forth
between
the
two
to
the
other
question
about
these
cases
being
created
and
how
long
it
takes
them
to
close
the
department
set
that
themselves.
F
It's
the
service
level
average,
so
it
kind
of
just
depends
on
the
service
request
on
how
quickly
that
department
has
set
the
case
to
be
closed
for
so
that's
more
related
to
that
side.
I'm
happy
to
follow
up
on
that
after
this
to
talk
about
the
duration
of
certain
cases
and
again,
this
is
also
part
of
that
quality
assurance
team,
where
we
can
look
at
these
cases
and
say
hey,
this
is
over
the
time
that
the
department
has
set
what's
going
on
here.
Why
is
hasn't
this
been
closed
and
right
now?
E
Thank
you
for
that
and
counselor
Flaherty.
Thank
you
so
much
for
your
question
regarding
the
butters
meetings.
We're
actually
starting
a
new
initiative
in
the
office
of
Neighborhood
Services,
where
we
are
going
to
start
posting
the
abutters
meetings
on
the
ons
weekly
newsletters,
so
I
encourage
you
and
any
member
of
council,
including
your
staff,
to
subscribe
to
the
neighborhood
newsletters,
because
that's
what
that's?
Where
we're
going
to
post
them
and
you
can
all
see
the
dates
on
there
and
then
we
can
follow
up
on
when
the
exact
timing
on
that
will
be.
H
And
that'd
be
great
if
I
can
just
add
a
footnote
to
that,
because
what
happens
is
when
someone
defers,
there's
no
I
guess:
there's
no
requirement,
there's
no
responsibility
for
the
for
the
proponent
to
re-notice.
So
my
hope
is
that
when
you
guys
are
noticing
about
his
meetings
that
you
also
noticed
those
matters
that
have
been
deferred
at
the
board,
because
the
I
guess
the
obligation
shifts
once
the
proponent
notifies
the
direct
about
us
for
a
meeting.
They
only
have
to
do
it
once
then.
H
What
happens
is
once
there's
a
deferral
at
the
board
and
they
get
a
second
in
some
instances.
A
third
in
some
instances,
a
fourth
date.
The
about
us
currently
don't
get
noticed,
because
the
proponent
is
no
longer
required
to
do
that.
It's
it's
a
system
that
that
needs
to
be
addressed.
I
mean
it's
just
the
format
they
should
the
proponents.
H
The
onus
should
be
on
the
proponent
to
have
to
re-notice
the
About
Us
My
Hope
Is,
that
that's
the
the
void
that
you
guys
as
onsu
will
be
filling
in
noticing
a
Putters
on
those
deferrals
on
those.
Second,
third
and
fourth
meetings,
where
the
proponents
are
excused
from
that
obligation
and
what
happens
oftentimes
is
about
is
don't
get
the
notice,
don't
even
know
about
it
and
then
the
next
thing.
H
You
know
this
building
going
on
next
door
across
the
street
and
they're
sitting
there
saying
what
happened
and
everyone
thinks
that
the
fix
was
in
the
cake
was
baked.
It
was,
you
know,
some
type
of
hustle
and
Shuffle
that
they
weren't
aware
of,
and
the
fact
of
the
matter
is
that
it's
baked
into
how
it
works
right
now
at
ISD,
because
there's
no
obligation
for
the
proponents
to
re-notice.
So,
if
you're
solving
the
re-notice
problem,
that's
a
hugs
and
high
five
moment
and
I'm
excited
because
we've
been
calling
her
for
a
few
years.
H
H
A
Thank
you,
Council
flowery,
really
great
questions
and
really
do
appreciate.
I'm
going
to
move
on
to
my
next
colleague
and
I'm.
I
am
definitely
going
to
set
the
timer
just
because
we
know
that
we
only
have
them
in
until
12
here.
So
next
on.
My
list
is
counselor,
Anderson
and
I.
Just
also
want
to
know
for
the
record
that
we
have
been
joined
by
our
colleague,
counselor
Louise
gen
at
Large,
so
counselor
Anderson.
You
are
ready
to
go.
C
Thank
you,
Madam
chair,
I,
really
appreciate
you
taking
on
had
an
emergency
situation
with
some
families
and
had
to
drive
very
far
away,
but
this
is
what
Sisterhood
is
for,
and
I
appreciate
you
taking
on
today.
C
Chief
and
directors
appreciate
you
being
here
with
us
for
this
conversation.
I
know
that
we
have
a
short
time
so
I
think
I'll
reserve.
My
questions,
I
have
a
bunch
and
just
wanted
to
for
on
the
record
appreciate
you,
director,
Pepin
director,
budo
chief
mallor,
for
always
being
so
collaborative
I,
know
that
my
office,
for
example,
we've
whenever
we've
had
learning
curves
or
if
we've
had
to
build
relationships
or
any
issues,
you've
been
very
open.
You've
brought
us
in
you've.
C
Given
us
an
orientation,
we've
been
able
to
talk
about
specifics
in
terms
of
protocols
or
any
types
of
rubrics
or
streamlined
processes
that
you're
using
in
order
for
us
to
resolve
constituent
service
for
district
seven.
C
Now,
the
largest
in
population
District
in
the
city
of
of
Boston
I
know
that
this
is
extremely
important
for
us
in
terms
of
prioritizing
our
constituents
ensuring
that
they
are
being
responded
in
a
timely
fashion,
ensuring
that
they
are
being
treated
with
dignity
in
the
with
the
utmost
customer
service
and
respect,
and
that
I
think,
is
the
message
that
we
want
to
send
across
the
board
to
all
people
in
the
city
of
Boston
and
I
can
with
confidence,
say
that
you've
done
that
for
our
constituents
and
I
know
that
when
there
are
issues,
we've
been
able
to
be
honest
about
how
to
resolve
them
and
how
to
build
our
relationships
in
order
for
us
to
better
attend
to
those
issues
moving
forward.
C
A
G
You
thank
you,
everyone
and
thank
you
for
always
being
so
collaborative
and
Council
of
Flaherty
as
an
at-large
counselor
also
really
asked
the
questions.
G
I
know
that
our
office
often
talks
to
you
about
making
sure
we're
not
adding
work
but
working
collaboratively
alongside
you
and
looping
Us
in
especially
3-1-1
like
when,
if
we're
sending
something
to
you
or
trying
to
help
track
it
like
making
sure
we
know
on
our
end,
like
if
it's
closed
or
if
we
need
to
continue
to
advocate
in
any
way
to
support
you
so
really
no
questions
other
than
making
sure
that
going
into
this
budget,
if
you
have
enough
resources
and
as
you're
taking
on
these
new
initiatives,
which
are
wonderful
to
see,
I
do
understand
more
now
as
a
counselor
and
appreciate
that
your
office
and
this
whole
department
is
probably
don't
tell
the
others,
but
the
most
important
in
the
city,
and
you
really
do
have
to
show
up
like
we
say
on
our
end,
like
the
constituent
Services,
is
what
this
job
is
really
about,
and
that's
what
the
residents
want
so
making
sure
that
you
have
the
resources
you
need
so
make
sure
this
meeting
today.
G
D
Can
I
comment
on?
Can
it
possibly
yet
so
I
wanted
to
definitely
thank
counselor,
Anderson
and
councilor
Murphy
for
the
kind
words
one
of
the
key
initiatives
that
we're
proposing
this
agenda
in
this
budget
was
the
quality
assurance
team
specifically
for
3-1-1
right
now
there
isn't
a
mechanism
for
through
one
to
be
like.
Oh,
this
was
flagged
by
this
Council
Office
or
this
team.
D
So
we're
really
looking
forward
to
kind
of
building
out
that
kind
of
subgroup
within
311
to
be
able
to
track
cases
and
connect
with
internal
departments
as
well
as
any
external,
maybe
state
agencies
or
stuff
like
that
to
make
sure
that
we're
providing
the
best
quality,
constituent
services
to
our
residents
and
also
it's
just
a
little
bit
easier
for
call
takers
and
supervisors.
When
there's
like
a
specific
body
dedicated
to
doing
that,
work.
A
Thank
you,
Chief.
Thank
you.
Councilor
Murphy
I
am
going
to
move
on
now
to
president
Council
Flynn
from
District,
who
you
now
have
before.
B
So
I
I
want
to
follow
up
on
a
couple
of
comments
that
Council
of
Flaherty
Clarity
made
and
I
and
I
support
with
Council
Flaherty
advocated
for
one
one
concern
I
have
is
when
there
is
an
abutters
meeting
on
a
development
project.
It's
the
responsibility
of
the
the
developer
to
flyer
the
neighborhood
to
make
sure
residents
know
about
the
the
meeting.
B
You
know
from
my
experience
some
developers
do
it
consistently
and
do
a
good
job,
but
in
a
great
once
in
a
great
wall,
you'll
have
someone
that
doesn't
really
do
the
the
full
job.
My
question
is:
are
we
able
to
consider
think
about
and
I
and
I
heard
I
heard
you
mention
Enrique,
that
the
about
his
meetings
will
now
be
posted
on
the
ons
Weekly
News
update,
but
would
ons
also
be
interested
in
doing
the
actual
literature
drop,
a
reflitting
or
whatever
would
be
in
taking
the
developers
out
of
it?
D
I
wanted
to
jump
in
there
because
we,
we
have
had
like
a
very
preliminary
conversation
about
making
sure
we're,
like
streamlining,
streamlining
things
as
well
as
just
like
understanding
that
it's
one
person
and
is
like
it's
been
making
sure
things
are
Equitable
as
well
like,
for
example,
just
the
workload
of
East
Boston
liaison
versus.
Like
some.
D
You
know
districts
that
may
be
seeing
different
amounts
of
a
Butters
meetings,
so
particularly
that
has
come
up
and
we're
definitely
looking
into
ways
to
kind
of
make
sure
that
Community
feels
engaged
and
notified,
but
also
being
cognizant
of.
What's
on
the
plates
of
liaison.
So
I
don't
know
if
director
Kevin
had
it
any
more
to
add
to
that.
No.
E
I
think
Chief,
you
you
hit
the
the
nail
on
the
head
with
that
we
we've
been
trying
to
figure
out
what
is
the
best
approach,
but
also
being
mindful
of
how
many
Butters
meetings
one
liaison
does
in
a
week.
It
could
get
out
of
hand,
and
we
we
you
know
we
do.
D
And
we
do
encourage
like
photos
on
the
on
the
onus
of
developers
to
like
some
level
of
proof
which
more
enforced
to
be
like
you're,
not
getting
this
a
Butters
meeting
date.
If,
like
you're,
not
doing
this
thing
so.
B
Thank
you,
yeah.
Thank
you,
Chief,
and
thank
you
Enrique
for
that
response.
B
My
second
question
or
point
is
one
of
the
one
of
the
days.
I
love
best
in
the
city
is
love.
You
block
and
love
love
going
to
these
events
throughout
my
district
and
talking
to
the
ons
team,
that's
coordinating
it
and
talking
with
the
residents
the
neighborhood
organization,
it's
really
a
great
way
of
bringing
people
together
in
cleaning
the
neighborhood
I
guess
my
question
is:
are
we
able
to,
and
the
program
is
working
so
well,
but
are
we
able
to
consider
expanding
it?
B
Will
we
do
it
more
than
you
know
once
or
twice
a
year?
Maybe
do
it
quarterly
and
and
maybe
maybe
it
might
take
more
resources
to
do
it,
but
just
wanted
to
see
what
your
thoughts
might
be
on
that.
D
Honestly,
we
would
love
that
I
definitely
will
take
more
resources
to
kind
of
to
ramp
up
it's
a
small
But
Mighty
office,
but
love
your
block
is
one
of
the
like
keymark
initiatives
within
the
office,
so
I'm
happy
to
explore
that
and
ramp
that
up.
B
Excellent
excellent
yeah.
My
final,
my
final
point
is
periodically
I
love
coming
up
to
the
ons
offices,
3-1-1
talking
to
the
workers
and
and
when
I
go
up
there.
They're
always
they're,
always
engaged
they're,
always
working
hard,
they're,
always
professional
trying
to
do
trying
to
be
helpful
to
the
residents,
but
they
they
always
seem
to
love
their
job
and
and
I
love,
seeing
that,
especially
in
young
people,
the
The
Pride
they
take
in
being
city
workers,
but
the
pride
they
take
in
in
helping
people
as
well.
B
A
Thank
you,
counselor
Flynn,
I
love
the
energy
that
you're
bringing
into
the
space
and
really
creating
an
opportunity
for
us
to
think
about
how
we
expand
programs
that
aren't
really
doing
the
work
of
building
community.
A
So
one
thing
is
to
level
your
block
but
and
and
and
gather,
but
if
we
can
do
it
on
a
more
consistent
basis,
then
that
we're
building
that
muscle
in
terms
of
civically
engaging
our
community
building
more
relationships
across
with
with
a
theme
and
if
you're
thinking
about
this
quarterly,
you
know
and
I,
don't
want
to
get
too
crazy.
A
But
you
know
I
think
about
the
fall.
The
leaves
are
falling
right.
You
know,
there's
there's
some
things
that
we
can
do
around
the
reflection
of
that.
You
know
things
that
we
can
do
in
the
winter
that
are
seasonal
right.
A
So
I
think
that
if
counselor
Flynn
wants
to
write
an
amendment
and
add
a
line
item
for
that
budget,
you
on
that
Flynn
I
think
that's
a
great
idea
and
a
great
way
to
build
community,
because
Lord
knows
this
city
does
definitely
need
as
many
opportunities
for
us
to
build
with
each
other.
So
I
love
that
I'm
gonna
go
on
to
my
questions
and
then
go
on
to
counselor
Lou.
Actually,
let
me
go
first
to
council,
Louisiana
and
then
I'll
I'll
go
to
my
questions:
counselor
Louise
Jen!
I
Thank
you
counselor
and
want
to
thank
all
of
my
colleagues
and
think
the
administration
for
being
here
I.
Think
a
colleague
of
mine
stated
that
your
work
is
the
most
important
and
it's
because
you're
often
like
you
know
as
someone
who
did
Direct
Services
as
an
attorney
Direct
Services
like
the
one-on-one
work.
Two
constituents
is
like
that.
If
you
don't
get
that
right,
you
can
you
the
other
stuff,
No
One's,
Gonna
trust
you
to
do
the
other
stuff.
I
So
really
think
that
it
is
like
y'all
are
the
front
line
for
this
city
and
representation
for
this
city,
and
so
I
want
to
thank
you
for
all
the
work
that
you
do.
I
We
had
a
hearing,
I
think
now,
a
month
or
two
ago
about
disaster
relief
services,
especially
when
folks
are
the
immediate
of
experiencing
a
fire.
Expanding
that,
to
you
know,
water
main
breaks
things
of
that
nature
and
about
how
ons
would
now
be
providing
cards
to
people
with,
like
the
essential
information
of
who
you
need
to
reach
out
to
and
who
you
need
to
contact
in
the
event
of
a
fire
and
resources
available
to
you
and
director
Pepin
who
weren't
at
the
hearing.
I
E
Yes,
Chief.
Thank
you
so
much
for
that
and
Council
great
question
in
regards
to
the
pamphlets
that
you're
to
the
fires
that
you're,
referring
to
actually
the
office
of
housing
stability,
has
put
together
a
very
good
resource
that
they've
been
able
to
share
with
us.
So
they
took
the
ownership
of
doing
it
and
I'm
more
than
happy
to
take
it
down
to
your
office,
to
show
you
what
they
put
together.
I
Yeah
I
would
love
to
see
that
and
also
I
wonder
if
it
does.
It
include
information,
ons
contact
information,
I
know
that
there
was
a
request
from
Council
president
Flynn
for
it
to
include
counselor
information.
My
understanding
is
that
political,
politically,
that's,
never
happened,
and
it
may
not
happen,
but
at
least
if
folks
are
getting
the
basically
like
who
do
you
reach
out
to
from
Owen
asks?
Who
do
you
reach
out
to
from
Noah
like
here?
Are
the
resources?
If
it
has
that
information,
that's
great,
so
yeah
I
would
love
to
see
it.
I
Thank
you
director
and
then
my
last
question.
I
think
it
goes
along
the
line
side
along
the
lines
of
what
president
Flynn
was
asking
or
requesting,
like
it's,
an
expansion
of
love,
your
block,
but
more
ways
and
initiatives
that
we
can
allow
residents
to
to
host
beautification
efforts
that
are
funded
or
supported
by
the
city.
I
So
if
you
could
talk
a
little
bit
more
about
that,
this
was
an
issue
that
someone
in
Beacon
Hill
raised
to
me,
but
I
know
that
it's
something
that's
true
for
and
in
a
lot
of
our
neighborhoods,
where
folks
want
to
take
more
ownership.
But
it's
all
it
gets
expensive
and
things
of
that
nature
so
like
what
are
what
is
actually
available
to
folks
and
what?
How
can
we
be
thinking
more
creatively
about
a
lighting
Community
have
more
ownership
of
the
cleanliness
and
beautification
of
their
neighborhood.
D
So
we
in
this
proposed
budget
this
year
we
actually
propose
a
portion
of
like
Place,
making
slash
beautification,
slash
block
parties
for
opportunities
for
activation,
specifically
for
neighboring
Association
neighborhood
organizations
to
do
that
activation
and
beautification.
D
D
D
So
I
mean
we
don't
we
don't
have
the
money
yet
so
that
hasn't
been
fully
baked
out,
yet
it's
just
in
in
the
proposed
budget,
but
we
look
forward
to
kind
of
like
building
out
like
building
out
what
that
can
look
like
city-wide,
but
just
the
proposed
budget
right
now
just
has
a
an
opportunity
to
expand
on
the
school,
because
right
now
the
the
the
trust
or
the
money
that
is
allotted
to
love.
D
I
It
does
all
right
well,
I,
look
for
I
mean
hopefully
we'll
be
I'm
gonna,
be
supportive
of
that
and
look
forward
to
sort
of
what
it
looks
like,
because
I
think
it
would
be
really
great
to
share
the
work.
I
mean
it
shouldn't
be
just
first
the
residents,
but
that
readers
should
Public
Works
shares
the
work
of
beautification
with
our
residents.
So
thank
you.
Yes,.
A
A
All
right
so
I,
don't
think
I
have
any
other
colleagues
here
so
I'll
just
go
straight
to
my
questions
and
I'll
make
sure
that
I
also
time
myself
and
and
I'll
just
go
on
the
record
and
say
that
I
as
I
started
said
it
before
we
started,
was
that
I
do
agree,
that
your
department
is
one
of
the
most
crucial
in
city
services
and
just
how
people
experience
Us
in
general,
so
I
just
want
to
say
thank
you
for
your
leadership
and
your
partnership
and
just
how
amazing
the
transition
has
been
in
terms
of
really
showing
up
for
communities
in
ways
that
meets
the
moment.
A
So
I
just
want
to
say
thank
you.
I
I
see
it
I
appreciate
it
and
I
want
to
continue
to
help,
support
and
expand
upon
it,
I
I.
Actually,
during
the
budget
amendment
process,
I
had
been
advocating
for
some
things
that
I
believe
could
help
strengthen
some
of
the
work,
in
particular
around
and
I
joined
councilor
Laurel
on
this
amendment
to
help
support
the
Civic
associations
and
increase
their
capacity
around
technical
assistance
printing.
A
They
they
are
such
a
strong
fabric
of
this
work,
and
we
are
back
fighting
for
some
funding
to
help
support
that
work,
but
we
envision
it
that
it
will
fall
under
your
cabinet
Chief
Moore,
because
we
believe
that
you
are
always
showing
up
to
civic
association
so
to
be
able
to
provide
them.
Some
support.
The
civic
association
leaders
I
think
that
that
would
be
a
really
way,
a
good
way
to
strengthen
some
of
your
work
because
it
shouldn't
all
just
rely
on
y'all.
You
can
have
some
some
funding
to
help,
support
that
work.
A
I
know,
Council
Royal
is
leading
the
charge
on
that
I.
Just
added
my
name
to
it.
I'm
really
excited
about
helping
to
to
Shepherd
that
through
the
budget
process
and
then
the
other
pieces
that
you
know
because
I'm
the
chair
of
Education,
what
we
have
found
is
that
there
have
been
a
lot
of
issues
around
violence
and
school
safety
and
mental
health
and
programming,
and
every
time
I
visit
a
school
young
people
want
to
like
redo
their
bathroom
turn
it
into
a
lounge.
A
So,
while
you
are
using
the
bathroom,
you
can
consider
gossiping
about
each
other.
You
can
like
utilize
that
space,
so
I've
gotten
some
really
great
ideas
from
young
people
in
BPS
and
I
have
asked
for
a
line
item
that
will
go
under
your
cabinet
if
it
gets
approved,
to
really
have
many
grants
for
BPS
related
initiatives
that
are
driven
by
young
people
so
that
they
have
a
concept
or
something
that
they
want
to
do
in
their
school.
A
That
will
help
improve
the
school
culture
and
climate
that
they
would
apply
through
the
city
instead
of
BPS
I.
The
reason
why
I
say
it's
the
city
is
because
I
believe
that
young
people,
no
matter
where
what
school
they
go
to
that
they
are.
You
know
they
have
friends
in
Dorchester
and
Roxbury
Mattapan,
so
that
they
can
build
community
and
have
some
access
to
some
funding
to
come
up
with
their
ideas.
A
It's
very
similar
to
some
of
the
concepts
you
have
but
very
targeted
to
creating
culture
and
climate
in
our
schools
and
then
the
the
same
piece
for
our
immigrant,
our
recent
arrivals
and
how
we
can
increase
their
capacity
and
I
know
that
there's
been
some
conversation
through
Moya
to
be
able
to
get
more
immigrants
and
recent
arrivals
to
be
engaged,
so
I
think
finding
a
way
to
it's,
usually
in
the
Civic
associations.
It's
the
same
Usual
Suspects,
I'd
love
to
see
the
Civic
association's,
expand
their
reach
and
I.
A
Think
that
there's
some
there's
some
work
that
could
be
done
in
partnership
with
Moya
in
your
department,
so
I'm
just
naming
some
things
that
we
are
shepherding
through
the
process
and
hopefully
these
things
could
help
increase
and
support.
Some
of
your
Civic
engagement,
work.
I
do
have
some
some
questions.
One
is
for
3-1-1.
A
You
guys
have
become
our
like.
We
defer
3-1-1
to
everything.
What
we
have
noticed
is
that
you
know
when
we're
trying
to
support
our
Spanish-speaking
population.
You
know
so
and
I
am
glad
to
see
that
they
are
the
language
access.
Is
there
the
maintenance,
though
I
think
similar
to
what
councilor
Flaherty
mentioned?
A
You
know,
figure
that
out
and
and
and
advocate
for
that
resource
and
I'm
curious.
How
does
the
neighborhood
services
department
plan
to
reach
you?
You
have
a
Target
goal
of
71
increase
to
the
E
and
as
newsletter
subscribers
I
believe
it
is
it's
so
that
to
increase
public
access
to
city
services,
kind
of
what's
your
pathway
towards
that
like
how?
How
do
you
envision
executing
against
that
deliverable.
D
So
one
I
just
to
answer
that
question.
One
of
the
things
that
our
communication
arm
of
the
cabinet
is
focused
on
is
connecting
with
Outlets
that
are
like
I
guess
not
streamlined
like
not
mainstream.
D
Sorry
mainstream
mainstream
mechanisms
of
communication,
so,
for
example,
we
had
a
round
table
with,
like
some
Haitian
leaders
and
knowing
that,
like
there's
some
radio
stations
that
they
listen
to
more
so
like
advertisement
on
on
those
kind
of
Avenues
or
you
know,
some
of
our
team
was
just
on
spark
spark
FM,
which
is
another
outlet
that
reaches
you,
know
a
lot
of
Caribbean
communities
as
well
in
the
city
of
Boston,
so
using
and
partnering
with
outlets
and
organizations
that
have
platforms
that
may
not
know
what
the
work
we're
doing
and
better
connecting
there.
D
So
we
we
look
forward
to
kind
of
like
strengthening
those
type
of
Partnerships
to
increase,
numerically
those
metrics
on
like
newsletters
and
stuff,
like
that.
A
It's
great
that's
great
and
my
last
question
because
I
want
to
be
super.
Mindful
of
time,
is
you
know
if
the
Fairy
Godmother
came
down
here
and
said?
Listen
this!
You
could
do
x,
y
and
z.
A
What
would
you
ask
for
what?
What
would
what
would
help
you
really
meet
the
moment?
I
know
that
you've
already
asked
for
the
things
that
you
feel
for
this
fiscal
year,
but
if
you,
if
there
was
something
that
was
missing,
what
would
you
say
it
is.
D
Well,
one
I
think
this
conversation
was
very
reassuring
because
I
think
there's
alignment
wanting
to
like
better
engage
our
residents
than
just
the
intentionality
around
that
so
I
looked
I
mean
I,
ideally
better
in
closer
communication
and
collaboration,
as
well
as
just
like
strengthening
the
Investments
that
we
have
asked
for
The
Proposal,
specifically
around
quality
assurance
team
of
three
and
one.
D
We
really
do
want
to
make
sure
we're
assessing
the
services
that
we're
giving
specifically
with
everyone,
like
you
mentioned,
it's
plastered
everywhere,
so
making
sure
that
we're
not
just
like
delivering
the
service.
But
we're
saying
like
is
this
a
quality
service?
And
where
can
we
tweak
things
at
so
I
really
I?
Think
it's
like.
We
really
want
to
focus
on
quality
of
Deliverance
in
this
budget
cycle
and
also
making
sure
that
to
the
to
the
other
proposals
of
the
budget
of
like
activating.
D
We
know
that
like
when
you
know
your
neighbor
and
you're,
creating
space
for
neighborhoods
to
kind
of
feel,
thrived
and
connected.
It
just
creates
healthier.
Neighborhoods
IT
addresses
a
safety
concern.
It
addresses
blight.
It
addresses
all
these
things
and
I
think
to
the
proposal
specifically
on
Place
making
and
the
quality
assurance
team,
like
strengthening
those
making
sure
that
we
have
the
the
bandwidth
and
capabilities
to
deliver
just
quality
assurance
and
quality
services.
I,
don't
know
if
my
team
has
anything
to
add
but
I
think
that's
that's
like
my
thing.
F
I
was
just
quickly
at
if
the
Fairy
Godmother
came
down.
We
would
ask
for
a
few
more
quality
assurance
positions.
We
just
asked
for
two
and
then
two
supervisors
as
well
to
help
cover
the
staff,
so
Fairy
Godmother
wants
to
give
us
more.
That
would
be
great
too,
but
thank
you
I
appreciate
all
of
you
for
your
kind
words
and
supporting
3-1
through
this
process.
E
No
I,
just
I,
guess
I'll.
Take
this
opportunity
to
just
thank
the
members
of
the
council
too.
What
Chief
Miller
mentioned
is
is,
what's
going
to
make
us
better,
I
think
collaborating
between
our
offices.
It's
it's
it's!
It's
impediment
to
the
work
we
do
because
we
all
serve
the
same
people
and
it's
just
I
think
it
it's
the
very
matter.
What
were
to
come
down
and
ask
me
what
I
want
is
collaboration,
that's
what
I
want,
because
that's
that's!
What
makes
the
job
easier.
A
Oh
yes,
yes,
I
I,
want
to
ask
if,
if
any
of
my
colleagues
have
a
second
round
of
questions
or
anything
else
that
you
want
to
say
before
we
move
on
to
public
testimony
and
I'll
just
say
you
know,
Enrique,
you
you
are
right
is
that
we
were
all
working
together.
The
city,
everyone
wins
right
and
I
think
that,
in
the
spirit
of
really
storming
and
learning
and
conforming,
because
that's
part
of
the
principles
of
relationship
building
I
think
that
you
know
the
more
intentional
that
we
can
be
about
how
we
support
each
other.
A
The
more
the
constituents
that
we
serve
are
going
to
benefit
from
that
right,
so
that
everybody
has
to
do
their
part
in
in
in
in
doing
that
work.
So
I'm
excited
and
I'm
really
extremely
hopeful.
But
what
that
looks
like
and
looking
forward
to
doing
that
good
work
together,
so
I'm
going
to
share
I'm
going
to
look
on
my
little
screen
here
to
see
if
well,
I,
don't
know
how
or
do
any
of
my
colleagues
I
change
my
view
y'all
and
I.
A
Don't
know
how
to
if
any
of
my
colleagues
want
the
last
comments
or
closing
remarks
or
second
round
otherwise,.
C
I
just
wanted
to
thank
you
again
for
taking
on
the
hearing
and
to
the
Chief
and
Department
directors
should
I
have
any
follow-up
questions
I'll
submit
them
in
writing.
Thank
you.
So
much.
A
A
And
thank
you
to
the
administration,
thank
you
to
Central
staff
and
to
all
of
our
colleagues
for
joining
today.
This
hearing
is
adjourned.
Thank
you.
Thank.
