Massachusetts has one of the largest public housing portfolios in the country. Orient Heights is a perfect example of both the state's and the city's commitments to the exapansion of affordable housing for communities. Mayor Walsh cut the ribbon to celebrate Phase I of the redevelopment of Orient Heights Overlook Terrace, and announced the $10 million commitment to launch Phase II. The mayor was joined by Boston Housing Authority Administrator Bill McGonagle, representatives from the Department of Housing and Community Development, MassHousing, and the development team of Trinity Financial and East Boston CDC.

those
of
us

remember
this
community,
it
was
in
desperate
need
and
continues
to
be
in
desperate
need
of
rehabilitation
and
we're
going

results
that
Trinity
Financial
has
done
here
is
truly
remarkable.

is
absolutely
fantastic.

right
to
the
program.

first

right
after
mayor
Walsh

elected.

first
conversations
I
had
with
him
was
Billy.
We
got
to
do
something
about
Orion
Heights,
it's
in
tough
stuff
shape.
Indeed
it
was
in
fact
he
toured
this
development
before
he
was
elected
and
made
a
commitment,
then,
before
he
was
elected
and
after
he
was
elected
to
ensure
that
we
did
something
to
improve
the
quality
of
the
lives
of
the
public
housing
residents
that
live
in
this
community.

his
commitment,
he
has
also
put
his
money
where
his
mouth
is.

has
committed
ten
million
dollars
in
city
funds
and
that's
my
phone.

this
rehabilitation
effort
without
missing
a
beat

to

transformation

it's
so
important

us

we're

public
housing

vital

neighborhoods,
it's
vital
to
our
economy.
It's
the
backstop
of
our
housing
market
and
it
backs
us
up
on
the
belief
that
about
a
human
right,

Dillon,

of
housing,

we
had
a
meeting
today
in
the
office
with
with
some
leaders
in
the
housing
industry,
and
they
were
talking
about
more
homeownership
for
people
to
buy
homes
and
when,
as
they
were
talking
about
it,
we
were
talking
about
their
focus
on
homeownership
for
folks.
Other
folks
are
focused
on
moderate
and
low
income,
housing
for
people
and
then
sometimes
not
in
Boston,
but
sometimes
public
housing
gets
lost
in
the
shuffle
and
when
you
think
about
what
we're
doing
in
Boston
is,
is
we're
working
on
all
different
areas
and
everyone's
money
and
everyone
wants
the
money.

The
design
was
poor,
the
upkeep
was
neglected
and
we
didn't
have
a
good
process
moving
forward
and
and
Billy
and
his
team
changing
that
here
in
Boston
and
they've
been
shaped
doing
that
forever
quite
honestly,
but
will
making
sure
that
we
don't
have
those
mistakes
of
the
past
today
we're
committing
to
making
sure
that
we
do
public
housing
the
right
way.
Orion
Heights
is
a
great
example
of
this.
It's
a
partnership
where
all
sides
bring
their
resources
and
expertise
to
the
table.

As
I
mentioned
earlier,
the
city,
the
state,
the
federal
government
I,
wish
we
had
more
investment
by
the
federal
government.
We
have
federal
elected
officials
that
support
us.
We
don't
necessarily
have
the
money
from
the
federal
government
right
now
to
help
us
with
this,
but
we're
gonna
keep
banging
away
then
to
make
it
happen,
the
private
sector,
the
communities,
the
tenants
you
know
what
we're
looking
at
today
is
homes
where
families
can
be
safe,
secure
and
proud
its
energy-efficient.
It
has
better
open
space.

It's
growing
phase,
one
replaced
90
units
with
190
units
with
120,
so
we're
able
to
add
the
numbers
phase.
2
is
gonna,
replace
87
units,
plus
it
one
additional
home
and
I
want
to
congratulate
everyone
again
for
making
this
happen.
Phase
two
is
advancing
because
of
the
sale
of
Winthrop
Square
garage.
We
we
sold,
went
through
a
garage
which
is
downtown
if
you
don't
know
where
it
is.

But
one
of
the
things
that
we
said
we
brought
Billy
because
when
tip
square
used
to
be
a
garage
and
the
garage,
the
money
from
the
resources
from
the
garage
used
to
go
to
the
Boston
Housing
Authority,
so
that
was
some
operating
money
they
used
to
get
and
then
when,
when
they
got
condemned
and
shut
down,
I
think
in
1997
BHA
kind
of
lost
that
funding
source.
So
they
didn't
have
it.
So
when
we,
the
natural
thing
to
do
when
we
rubbed
it
down,
I
knew
the
history
of
worth
of
spray.
Garage
and
I
said.
B
Let's
make
sure
some
of
this
money
goes
to
public
housing,
so
ten
million
dollars
of
it's
going
here
we're
also
making
about
two
million
dollar
investment
from
inclusionary
development,
money
from
another
development
99s
on
the
street,
in
East,
Boston
and
and
we're
gonna
be
able
to
get
Phase
two
moving
here.
Another
chunk
of
that
money
is
going
to
be
an
old
colony
in
South
Boston.
The
me
and
Lynch
homes
we're
in
the
same
boat,
where
they
did
part
of,
and
it's
not
all
complete,
and
that
part
is
a
bigger
project,
cause
it's
more
space.

It's
maybe
twenty
five
million
dollar
investment.
So
with
the
sale
of
a
garage
in
downtown
Boston.
Thirty,
five
million
dollars
is
going
into
into
public
housing,
which
is
important,
so
we're
gonna
we're
going
to
continue
to
see
how
we
we
be
creative
in
moving
forward
I'm
going
to
start
talking,
we
have
a
lot
of
people.

is
this,
for
me
is
a
great
day
because
it
was
truly
the
first
public
housing
development
groundbreaking
that
I
did.
That
was
brand
new
and
I.
Remember
coming
to
Sal's
house
for
his
yearly
cookout
the
year
before
we
broke
ground
and
some
of
the
residents
from
Orion
Heights
on
the
different
houses
up
up
up
on
South
Street,
and
they
were
talking
about
how
they'll
never
see
the
development
down
over
and
I
thought
to
myself.
There's
gonna
happen
and
when
I
talked
to
Billy
about
he
goes
gonna
happen.

we
broke
ground
we're
here
today
to
celebrate.
I
want
to
congratulate
the
residents.

want
to

patience

continue
to
make
great
investments
in
this
neighborhood

the
rest

This
shows
pride.
This

this
project
is.
It
allows
the
folks
who
are
living
here
to
have
dignity
that
we
all
want,
and
we
all
deserve
so
I
want
to
thank
mayor,
Walsh,
bill
McGonagall
and
his
committed
team
at
the
Boston
Housing
Authority
I'm
thrilled
to
be
here
to
celebrate
the
completion
of
phase
1
for
overlook
terrace.
This
project
is
more
than
a
renovation.

It's
a
reimagine
nation
of
orient
Heights
and
this
part
of
East
Boston.
Together
we
are
transforming
one
of
our
oldest
public
housing
developments.
We
are
preserving
housing
stability
for
the
current
residents,
while
infusing
this
development
with
a
mix
of
different
residents
with
different
incomes.
In
other
words,
this
redevelopment
will
allow
more
people
to
be
a
part
of
the
next
exciting
chapter
of
East
Boston.

The
state's
significant
investment
of
32
million
in
this
phase
of
development
is
part
in
an
effort
to
ensure
that
this
booming
economy
is
one
and
wishes
an
inclusive
economy,
an
economy
that
is
offering
opportunities
for
all,
as
housing
prices
continue
to
rise.
The
Baker
Pulido
administration
has
made
it
clear
that
we
are
committed
to
affordable
housing.
C
So
the
need
to
preserve
public
housing
units
is
particularly
important,
particularly
critical.
This
is
one
of
the
reasons
why
our
statewide
public
housing
portfolio,
45,000
units
is
so
tremendous
and
so
unique.
This
is
a
bigger
state
commitment
than
any
other
states
have
made
throughout
the
u.s.
public.
Housing
is
the
aging
asset
we
not
only
want
to
preserve
units,
but
we
want
to
preserve
the
quality
of
these
units,
or
in
height,
is
nearly
70
years
old
and
almost
all
of
our
projects
are
over
30
years
old.

One
preserved
affordability
of
our
current
housing
stocks
and
to
help
us
generate
more
housing,
I'm
thrilled
to
say
that
Governor
Baker,
the
administration,
has
include
50
million
in
a
new
capital
funding
for
our
pijo
project.
We've
also
introduced
a
modernization
to
independence
initiative
that
provides
grants
to
rehabilitate
existing
public
housing
developments.

So
investing
in
our
public
housing
portfolio
is
part
of
this
administration's
comprehensive
approach
to
housing.
We
not
only
want
to
try
to
keep
what
we
have,
but
we
need
to
produce
more
lots,
more
lots,
more
affordable
housing
for
our
families
for
our
elderly.
So
since
2015
this
Commonwealth
has
invested
nearly
six
hundred
million
in
affordable
housing
that
waits
to
7,000
new,
affordable
homes.
We've
launched
a
hundred
million
dollars
in
work
force
housing
initiative
with
our
friends
at
mass
housing.
C
This
1.8
billion
bill
gives
us
the
tools
to
continue
making
critical
investments
in
affordable
housing.
So
I
want
to
thank
our
friends,
senator
bond
Cory
and
others
in
the
legislature,
who
has
helped
us
cross
that
finish
line
and
make
this
happen.
So,
in
addition
to
housing
bond
bill,
we
have
a
Housing
Choice
initiative.

What
this
does
is
not
only
setting
a
goal
of
creating
135
thousand
affordable
units
throughout
our
Commonwealth
before
2025,
but
this
enables
towns
to
change
their
zoning
to
enable
them
to
change
it
in
a
way
that
will
help
us
all
create
more
housing
throughout
our
Commonwealth.
So
the
redevelopment
of
orient
Heights
is
part
of
our
solution
to
this
housing
crisis.
So
I
want
to
end
by
congratulating
alcohol,
Raleigh
and
East
Boston
CDC.

saying
that,
though
I'm
not
from
Boston
most
people
don't
admit
that
I
can't
hide
it.
I
don't
have
to
accent
but
I've
chosen
Boston
to
be
my
home,
because
it's
a
dynamic
welcoming
place

live

to
raise
a
family
and
together,
let's
make
Boston
stay
that
way
for
everybody.

this
deal,

you
get
two
closings.

maybe
people
don't

get

always

is

deals

had
to
do
this
deal
at
mass
housing
and
so
want
to
thank
the
mass
housing
staff
for
all
the
work
that

all

They
got
through
their
closing
at
orient
without

hitch,

so
congratulations

reiterate
a
couple
of
things
that
Janelle

the

million
dollars
for

project

all
bond
bill.
Money
like
we
would
not

able

do
this
without

bond
bill

able

do
the
next
phase
and
other
public
housing
state
aided
developments
across
the
Commonwealth
without
the
bond
bill.

other
thing
that
Janelle

think
is
worth
reiterating.

People
don't
understand
like
we
are
the
only
state
in
the
Commonwealth
that
has
our
own
portfolio
of
public
housing.
We
have
45,000
public
housing
units
that
that
the
Commonwealth
supports
with
about
150
million
dollars
every
year.
This
is
a
state,
that's
wonderful
and
welcoming,
as
Janelle
said,
for
people
across
all
kinds
of
income
ranges
and
really
do
put
our
money
where
our
mouths
is
and
as
it
as
it
relates
to
housing.
Also
one
thing
you
know
this
is
one
of
those
deals
again.

board

and

somebody

sitting

kitchen
of
the
chairman

the
board

Co
disco
and
his
wife
Donna,
who
was
sitting
here
and
while
we
were
sitting
there,
Donna
has
a
hobby
where
she
crochets
knits
weaves,
together
a
lot
of
beautiful
fancy
pieces
of
what
I
call
at
work
and
when
I
was
looking
at
it.
It
reminded
me
of
exactly
what
we're
doing
here.

We're
not
just
tearing
down
old
buildings
and
building
new
buildings
was
doing
something
a
lot
more
than
that
when
I
was
raising
three
children
in
the
house
immediately
abutting
this
project.
At
that
time,
do
we
worthy
those
people
outside
the
project
and
they
were
those
people
in
the
project,
and
it
stayed
that
way
for
years,
and
it
was
not
good
and
it's
not
good
for
the
neighborhood.

I
see
this
development
doing
is
weaving
together
a
neighborhood
and
a
community,
as
you
start
at
one
end
of
Waldemar
Avenue,
and
you
walk
down
to
the
other
end
of
wall.
To
my
revenue,
you
see
friends,
neighbors
good
people
on
all
sides
of
the
street,
and
that
to
me
is
something
that
we
should
be
very
proud
of.

are
weaving
a
new
community.

are
weaving
one
East
Boston.

development,

were

for

hours
straight
together,

manage

spill,

friends
ever
since

started
this
project
while
he

counselor
here

East
Boston.

start
off
by
saying,
welcome
home
to
our
phase
1
residence
and
thank
you
for
bearing
with
us
the
last
year
and
a
half
to
allow
us
to
build
this
new
housing.
I
know
it
has
not
been
easy.
It's
an
honor
to
be
up
here
with
such
a
distinguished
group
of
speakers
and
guests,
all
of
whom
have
played
such
a
significant
role
in
this
redevelopment.
Trinity
is
thrilled
to
be
part
of
such
an
exciting
and
transformative
project.

result
of
a
community
planning
process
involving
residents,
elected
officials,
neighborhood
groups
and
city
and
statewide
organizations
when
we
first
began
working
with
DHCD
and
BHA
on
this
site,

to
admit
that
I

daunted

challenging
topography,
the
massive
retaining
walls
and
complicated,
complicated
financing
structure,
but
as
a
result
of
an
incredibly
dedicated
group
of
public
and
private
partners
and
an
exceptionally
talented
team
of
real
estate
professionals.

new,
high-quality,
affordable

housing
