2020

pandemic.

none

us
knew
how
big
it
would
be
and
what
it
would
involve,
but
the
governor
being
a
smart
governor,
said
I'm
going
to
put
the
smartest
most
diligent,
most
intelligent
and
most
determined
capable
person.

know
in
charge
and
she
led
the
way
and
that's
why
massachusetts
did
so
well
and
that's
why,
frankly,
as
our
partner,
I'm
really
proud
of
to
life,
we
we
managed
through
covet.
We
we
lost
only
one
percent
of
our
population,
which,
given
the
age
and
condition,
is
and
not
a
single
one
of
those
people.

leadership
was
great
and
then
going
back
because
there
was
life
before
and
hopefully
there
will
be
an

governor
came
here
and
he
saw
what
we
did
and
said.

need
this
for
everyone,

so
he
did
something
kind

revolutionary.
He
created
a
council
on
older
aging
in
massachusetts
and
he
appointed
two
brilliant
people-
eileen
connors
who's
here
too
and
secretary
stutters-
to
lead
the
way
and
true
to
social
worker
ideology
and
form.
They
said
to
all
of
us-
and
I
know
nora
moreno
cargi
is
on
it
with
me.

crystals
on

a
listening
tour
and
they
schlepped
us
to
every
corner
of
the
state
listening
again
and
again,

lo
and
behold
what
do
people
want?
They
want
affordable
housing
and
if
they
can
have
it
integrated
with
health
care,

they
want.
So
since
that
time
secretary's
been
pushing
to
do
this
kind
of
integration
and
when
we
needed
all
sorts
of
waivers
and
complicated
arrangements
to
allow
us
to
pick
the
pace
center.

the
most
creative
and
most
energetic
in
the
state
secretary
setters
said,
of
course,
of
course,
we'll
we'll
find
a
way
to
do
something
special
and
important,
and
so
I'm
sorry,
I'm
not
going
to

your

why
don't
you

from
her

opening

july

seem

long

of

remember
the
crisis.
We
were
navigating
not
in
boston,
but
was
the
merrimack
bass
of
the
merrimack
valley,
gas
explosion
and
for
two
life
that
meant
gas,
hookup
delays
somewhere
around
1
30.
In
the
morning
I
received
a
text
from
amy
desperate
for
help
on
a
gas
hookup.
Okay.
This
will
tell
you
about
the
two
of
us.
I
responded
to
her
almost
immediately
at
around
1
45.

Since
then
we
have
together,
navigated,
covid,
always
listening,
and
the
state
provided
thousands
of
rapid
antigen
tests
when
tests
in
those
days
were
very
difficult
to
source.
Helping
keep
two
life
residents
safe,
as
you
heard
from
amy
today,
is
a
true
testament
to
public
private
and
local
state
partnerships,
and
you
heard
the
mayor
talk
about
that,
but
look
around
this
is
the
sometimes
the
complicated
partnerships
that
need
to
come
together
to
create
this
extraordinary
vision.

It's
like
you're
impossible
to
not
be
caught
up
into
creating
affordable,
respectable
housing
and
to
always
thinking
creatively
and
innovatively,
about
expanding
housing
for
older
people,
allowing
for
more
older
individuals
to
remain
in
community
vibrant,
thriving
and
active,
as
you
heard
from
amy.
Of
course,
she's
been
a
member
of
the
governor's
council
to
address
aging
and
as
chair
along
with
eileen
connors,
we
have
dragged
the
entire
council
across
the
commonwealth
to
listen
because
you
can't
create,
if
you
don't,
listen
and
aiming
to
life,
have
certainly
met
that
charge.

program
of
all
inclusive
care
will
offer
extraordinary
support
to
the
residents
at
j.j
carroll
and
the
entire
brighton
community,
who
are
duly
eligible
for
medicaid
and
medicare
and,
in
fact,
we're
taking
this
model
across

state,
because,
as
amy
and
to
life
and
working
with
the
city
of
boston
have
demonstrated,
we
can
do
this
together.

can
do
it
in
boston.
We
can
do
it
across
the
commonwealth.
By
the
time
this
administration
ends,
we
will
have
doubled.

commonwealth

have
pace
programs,

extraordinary
goal

mine,
was

a
thing

pandemic.

the

to
my
colleagues

state

worked

critical
agency

affordable
housing
development

committed,

genuinely
kind

dollars

fund

senior

housing
development

life

forefront

innovative,
sensitive

community
focused

assistant
majority
leader

leader

many
important
things
co-sponsoring.

went
through
the
list

his
bills
and
I
couldn't
even
decide

one
to
to
highlight,
although
I
think
I
decided,
though
the
one
he
recently
co-sponsored
about
making
absentee
ballots
available
with
no
excuses,
I
think,
is
pretty
amazing
and
for
this
project
he
sponsored
the
legislation
that
allowed
us
to
do
the
bidding
efficiently
and
effectively
and
to
get
prices
that
we
could
afford.

that
is
what
made
this
project
be
able
to
succeed.
We
will
never
stop
being
grateful
to
mike
moran
for
that
leadership.
He
showed
in
the
state
house
and
the
way
he
cares
about
our
residents
and
comes
to
celebrations
he's
truly
a
friend
to
all
affordable
housing
and
to
the
people
who
live
here
he's
been
a
familiar
face.

leaving

other
part

the
neighborhood
he's

leave

going
anywhere,

truth,
kevin
was
the
chair
of
housing
for
so
long
and
if
there
ever
is
a
question
around
housing
in
the
legislature,
kevin
is
one
of
the
people
we
always
go
to
so
kevin.

That
really
doesn't
mean
much
when
you
say
it,
but
what
it
really
means
is.
It
allowed
us
to
compress
the
construction
timeline
that
was
necessary
to
make
it
possible
this
project
needed.
We
needed
that
because
this
project
was
set
to
absorb,
so
many
people
that
were
played
were
facing
displacement
due
to
expiring
affordability
in
other
units.

Everyone
standing
here
today
and
everyone
that
was
all
involved
in
this
project
agrees
and
knows
that
affordable
housing
is
a
critical
need
across
the
state
and
it,
and
particularly
it's
a
critical
need
that
the
legislature
has
always
been
aware
of
and
knows,
and
when
we
can
do
something
to
move
the
ball
in
the
direction
of
more
affordability
and
more
units.
We
try
every
time.
No
one
especially
vulnerable
adults
and
people
with
disabilities
should
have
to
worry
about
a
lack
of
affordable
housing.

know
when
you're
asking
for
that
waiver.
It
took
a
little
compromise
from
the
people
of
organized
labor
and
they
were
more
than
willing
to
step
up
and
do
that.
So
thank

you
and
all
your
unions
for
doing
that.

finally,

life,
two
life
communities.
They
are
really
a
model
for
how
to
do
this
and
I'm
proud
to
have
them
have
such
a
big
foothold
in
my
district.

has
been
nothing
short
of

public
hearing

long
zoning
and
permitting
process.

lost
faith,

stopped
coming,
never
stopped
being
a
really
really
strong
voice
because
she's,
a
believer
she's,
a
believer
like
we
are
and
on
you

she's
been
an
incredible
city,
councilor,
just
one
personal
story:
it

moved
me
right
after
russia
invaded
ukraine,
knowing
that
we
have
a
lot
of
ukrainian
and
russian
residents.

day,
she
called
me
said:
how
are
the
residents
doing?
How
are
the
ukrainians
feeling?
How
are
the
russians
feeling
are?
You
need
help
managing
that?
What's
going
on,
it
was
such
a
beautiful
personal.

first
bulk

my

working
with
elders
in
elder
rehabilitation
back

northern
ireland
and
here
in
boston,

you
know
just
thinking
of
that
holistic
approach
to
in
geriatric
medicine.
You
have
to
think
holistically
about
all
the
all
the
different
components
of
health
and
wellness
in
an
elder
and
an
aging
population.
I'm
getting
there
myself.

I've
got
a
few
gray
hairs,
but
I'm
really
proud
to
be
a
supporter
and
help
her
in
any
way.
I
can
to
to
make
sure
that
this
project
got
off
the
ground
and
and
succeeded
and
there's
so
many
other
people
who
played

much
more
important

happy

be
an
advocate.
Housing
is
fundamental
to
our
health
and
well-being.
When
you
think
about
the
hierarchy
of
needs,
the
need
for
shelter
is
number
one.
Nutrition
and
safety
are
others
that
we
need
really
important.

cutting
edge
of
innovation

caring

elders

state

our
city
and

model

aging
population
that
needs
all

the
supports,
and
the
fact

you

critical

work

many
zillions

things

people
have
alluded

expiring
use

stupid
regulations

landlords,

or
40
years,
to
turn
their
properties
into
multi-million.

all

it's
just
it's
dopey,
but
it's
the
law,
and
so
you
know
the
city
and
the
state
worked
really
hard
with
us
to
make
sure
we
could
relocate
everyone
here
and
mass
housing
had
to
work
through
very
neat
naughty,
difficult,
fair
housing
regulations
to
allow
it
all
to
happen,
and
they
were
right
there
so
mark.

remember
really
clearly
when
he
was
first
named
by
crystal
and
we
were
all
curious
because
I
think
it
was
crystal's
first
really
big
hire
and
we're
like
this
is
going
to
be
really
interesting.
Who
you
know
chris
everything
crystal
does
makes
us
say:
oh,
we
all
wonder
we're
all
looking,
so
we
we
had
to
know
he
was
and
he
was
so
gracious.

early
in
his
tenure
and

he
wanted

close

not

he
wanted

we

The
beginnings
of
this
is
an
amazing
project
that
addresses
many
challenges.
I
First,
the
redevelopment
of
an
older
building
that
was
occupied.
This
was
not
an
empty
building
that
represented
one
challenge:
creating
new
units
with
an
extraordinarily
inventive
design,
helping
to
address
a
housing
shortage
in
a
neighborhood,
not
always
getting
the
most
attention,
but
where
market
pressures
are
extreme
and,
as
we've
heard
and
very
importantly,
providing
affordable
housing
placed
squarely
at
the
intersection
of
affordable
housing
and
healthcare.
I
They
remain
front
and
center
and
are
the
orientation
point
and
the
context
by
which
all
the
wrinkles
that
inevitably
come
up
in
deals
like
this
gets
solved.
I
congratulate
you
and
your
organization,
not
just
for
what
we're
celebrating
today,
but
what
for,
but
for
what
you
bring
every
day
to
the
lives
of
your
residents.

have
the
bandwidth

mentor
the
next
generation.

as

a

The
healthcare
experience
should
have
better

better
outcomes

less
complex,

anybody

tried

knows

bad
it

that

take
care

the
same
goal
that
took
me
a
while
to
get
there.
We
really
do
believe
we
can
only
eliminate

need
for
long-term
care
facilities.

one

that's

to
us
and

building

hundred
percent

units
adaptable.

don't
know
why
everyone
doesn't
do
it.
We
do
it
as
a
matter
of
course,
but
what
we
do
is
when
we
do
a
modernization
of
very
old
buildings
from
50
60
years
ago.

also
make
100
adaptable
so
that,
as
someone's
needs
change,
they
don't
have
the
additional
indignity
of
being
moved
to
a
handicapped
apartment.

wrench
and
a
handyman
for
two
minutes
can
make
their
apartment
adaptable
and
that's
that's
just
part
of
how
we
rock
and
roll,
and
we
like
rock
and
roll,
so
bob
says
he
has
a
board
but
doesn't
work
for
his
board.
Well,
I
have
an
incredible
word
and
I
do
work
for
them,
but
not
only
do
I
work
for
them,
I
get
inspired
by
them
daily.

is
creative,
energetic
and
super
smart
and

supportive
of
all
of
our
team,

so

really
am
proud
that
our

make

next
set

is

about

derelict
city-owned

the
bha
to
redevelop.

our
brighton
campus,
and
here
we
are
it's
just
incredible.
It's
a
long
road.

vision

our
entire
two
life
staff.

talented

committed
people
are
responsible

putting
together
the
financial
and
operating
plan

build
this
project,
to
get
us

groundbreaking

run

fabulous
management
service
programs
which
you've
heard
about
this
morning,

allow
our
residents
to
age
in
with
dignity
in
a
supportive
community.

role

a
real
estate
attorney,
I
see
a
lot
of
tax
credit
deals
and
it's
the
sale
of
the
tax
credits
to
our
investor.
That
makes
a
project
like
this
possible.
In
addition
to
all
the
other
sources
you've
heard

when
a
tax
credit
investor
simply
thinks
of
this
as
a
financial
transaction
projects,
many
good
projects
get
built
when
they
think
of
themselves
as
partners
in
creating
great
outcomes
for
people

need
affordable
housing.

young
girls

women's

positions

the

them

that
they
