A
Calling
kg
collective
llc,
the
proposed
license
premise,
is
1589
columbus
avenue
in
roxbury.
This
is
an
application
for
a
retail
recreational
cannabis
dispensary
license.
The
proposed
hours
of
operation
are
11,
am
to
8
pm.
This
is
a
certified
equity
applicant.
The
date
of
initial
application
was
september.
17
2020,
the
date
of
filing
with
inspectional
services
was
september.
2017
2020,
the
date
of
the
community
meetings
were
november
17th
and
december
28th
2020.
A
C
Good
afternoon,
everyone
I
was
able
to
start
to
certify
kg
collective
llc
as
an
equity
applicant
through
documentation
that
was
submitted
by
my
by
mr
michael
pyrus.
C
Mr
pyrus
met
the
following
criteria
from
the
ordinance
establishing
equitable
regulation
of
the
cannabis
industry
in
the
city
of
boston.
He
has
self-identified
as
black
and
of
cape
verdean
descent.
Mr
pyres
also
qualifies
as
a
person
whose
household
income
and
is
at
or
below
100
of
the
area.
C
Median
income,
mr
pyrus,
did
submit
his
2019
federal
income
tax
return,
which
reported
an
income
below
100
of
the
area
median
income
and
the
third
criteria
that
mr
pyres
met
was
that
he
is
a
certified
economic
empowerment
applicant
from
the
ccc
he
received
his
certification
on
may
22nd
2018,
and
he
has
also
submitted
documentation
establishing
that
he's
been
a
resident
of
the
city
of
boston
since
since
at
least
2018.,
if
there
are
any
questions
about
the
certification,
I'm
more
than
happy
to
answer
them.
A
A
Yes,
please
take
your
names
for
the
record.
E
A
And
jasmine,
if
you
can,
please
begin
the
timer
you,
the
applicant
can
begin
presenting.
E
Okay,
so
I'll
begin
welcome,
thank
you
all
to
the
board
and
everyone
who's
participating.
My
name
is
marcus
johnson
smith,
I'm
with
my
partner
michael
powers,
we're
here
to
talk
about
our
retail
dispensary
proposal
at
1589
columbus
ave
in
boston.
This
is
a
concept
of
our
brand
that
we've
developed
called
kush
group
next
slide
really
quickly.
E
I
just
wanted
to
you
know
have
this
slide
here,
because
it
really
reflects
who
we
are,
who
the
team
is
as
well
as
kind
of
the
the
goals
and
the
pursuits
of
the
board,
so
this
is
kind
of
just
who
we
are
grounding
us
in
the
presentation.
Next
slide.
E
As
I
mentioned
before,
michael
and
I
started
our
kush
group
business
in
2011,
where
we
created
the
brand
really
based
on
cannabis,
merchandise
and
accessories
2015,
we
opened
our
first
retail
store
at
mission
hill
we've
had
that
store
open
for
about
six
years
now
it's
21
plus
smoke
shop.
Only
for
adults.
E
E
So
a
little
background
about
mike
and
I
and
again
I'll
kind
of
just
leave
this
slide
up.
You
guys
can
take
a
little
bit
about
us
from
this,
but
we're
born
and
raised
in
cambridge
in
boston.
I
went
to
high
school
together
at
cambridge
and
latin,
went
to
college
together
at
northeastern
university.
Both
of
us
just
really
had
a
passion
for
cannabis
and
entrepreneurship
and
marketing.
We
each
have
backgrounds
in
retail
real
estate
and
such
as
non-profit
as
well.
So
this
is
just
a
snapshot
of
who
we
are
next
slide.
D
F
E
All
right
yeah,
so
you
know
we'll
what
we'll
touch
on
in
the
presentation
is
the
location
overview.
The
concerns
that
have
come
up
in
numerous
conversations,
ongoing
conversations
with
community
folks
talk
about
our
commitment
to
the
community
and
then
the
last
will
be
kind
of
open
for
a
q,
a
so
I'll
pass
it
on
to
mike
from
here.
D
Good
afternoon,
everyone,
my
name,
is
mike
pyrez.
I
want
to
thank
everyone
for
the
opportunity
to
present
today.
Can
you
go
to
the
next
slide?
Please,
which
is
number
six
yeah,
I'm
just
going
to
take
a
few
moments
to
familiarize
you
with
the
property
it's
located
at
1589
columbus
avenue
in
boston.
D
We've
secured
a
lease
on
the
property
we've
had
in
an
agreement
since
july
of
last
year.
We
believe
that
there
are
no
buffer
zone
issues,
meaning
that
it's
more
than
half
mile
away
from
the
closest
dispensary
and
more
than
300
feet
from
the
closest
school.
We
are
economic,
empowerment,
certified.
D
That's
why
we
have
the
aggressive,
fast
track
below
that
we
outlined
and
we
anticipate
opening
in
the
fall
of
this
year,
and
we
do
currently
have
a
pending
change
of
use
application
with
the
zoning
board
of
appeals,
and
previously
this
site
was
used
as
a
church
and
at
some
point
it
was
also
used
as
a
dry.
Cleaner.
D
Next
slide,
please,
as
you
can
see
here
where
the
two
arrows
meet
the
site,
is
on
the
corner
of
columbus
avenue
and
amory
street
it's
directly
across
from
academy
homes.
Our
brothers
at
ap,
auto
parts
in
the
muffler
mart
we're
about
500
feet
from
jackson
square,
as
you
can
see
here
in
the
top
left
hand
corner
of
the
slide,
which
is
very
critical
to
and
important
to,
the
success
of
our
business
and
we're
more
than
700
feet
from
the
nativity
prep
school
on
la
machine
street
back
here.
D
On
the
left
hand,
side
next
slide,
please.
D
This
is
just
a
quick
snapshot
of
our
plot
plan,
the
building's
approximately
3
500
square
feet.
The
property
is
limited
to
4
200
square
feet,
so
it's
nearly
impossible
for
us
to
create
any
off-street
parking
for
us
or
any
business
that
was
to
occupy
this
space.
What
we're
able
to
do
is
start
conversations
and
we're
mid
negotiations
with
our
butter,
which
is
urban
edge,
allowing
us
to
use
that
easement.
D
D
D
There'll
be
a
security
guard
at
the
main
entrance
to
check
ids
of
any
customers
that
will
be
entering
into
our
business.
We
want
to
make
sure
that
they
are
of
age
and
their
identification
is
checked.
At
the
point
of
entry
they'll
enter
into
our
vestibule
that
can
house
comfortably
about
10
people.
The
vestibule
will
be
decorated
with
local
art
from
local
artists.
We
have
relationships
with
at
the
cush
group
shop
once
they
make
their
way
around.
D
The
vestibule
they'll
come
to
the
security
id
checkpoint,
where
the
id
will
be
checked
again
and
verified
upon
entry
to
the
sales
floor
in
the
sales
flow.
We
have
point
eight
point
of
sales
stations.
One
of
them
will
be
designated
for
express
pickup
and
online
orders.
D
The
rest
of
the
house
is
simply
our
storage
are
receiving
an
office
room
vault,
where
the
most
well,
all
the
product
will
be
stored
at
the
end
of
the
night
per
cc
regulations,
and
then
something
I
also
wanted
to
point
out
is
that
we're
intending
to
have
a
small
cush
group
shop
inside
the
building
I'll
be
a
separate
business
operation,
but
it
complements
the
cannabis
dispensary
business.
It
allows
for
more
employment
opportunities
and
can
act
as
a
waiting
area.
D
Just
in
case
we
do
have
moments
of
high
demand
next
life
warning.
So
this
is
just
a
quick
rendering
of
the
outside.
This
is
more
prominent
side
on
columbus
avenue.
As
you
can
see
here,
the
the
we're
gonna
do
some
renovations
with
some
stucco
finish,
put
some
wood
screen
slats
over
that
give
it
a
real
nice,
look
and
feel
very
discreet,
signage
and
we'll
have
lighting
and
cameras
throughout
next
slide.
Please.
D
And
this
is
this
goes
for
the
same
of
the
side
view
as
you
can
see
here
same
finish,
cameras
throughout
and
then
that
side
door
will
be
used
for
deliveries
next
slide.
Please,
I'm
gonna
touch
base
on
the
security.
This
is
just
a
look
at
our
security
plan.
As
you
can
see,
there's
cameras
that
cover
every
angle
of
the
building,
we'll
have
hold
up,
alarms
at
the
point
of
stale
stations
and
the
offices
and
the
vaults
and
motion
alarms
as
well.
G
D
I
mentioned
there'll
be
three
instances
where
ids
will
be
checked
at
the
main
entrance
at
the
security
id
point
in
the
vestibule
and
also
at
the
point
of
sale
station
next
slide,
please.
D
So,
as
marcus
mentioned
earlier,
you
know
we
want
to
cover
some
of
the
outstanding
concerns.
We've
heard
from
the
community,
we've
held
six
different
community
outreach
meetings
with
different
organizations
and
also
with
the
assistance
of
the
mayor's
office.
So
we
want
to
spend
a
couple
of
minutes,
we'll
briefly
run
through
some
of
those
concerns
and
how
we're
responding
to
them
next
slide.
Please.
D
So
something
that
often
comes
up
is
safety,
and
you
know
I
want
to
point
out
that
that
is
our
top
priority.
We
are
local,
we
are
entrepreneurs
in
the
area,
so
maintaining
the
safety
and
integrity
of
the
neighborhood
is
very
important
to
us.
You
know
we're
committed
to
working
with
the
boston
police
department,
the
bromley,
heath
task
force
and
academy
hormone
task
force
to
ensure
a
secure
and
safe
operation.
Seven
days
a
week
at
our
establishment,
you
know
we'll
have
on-site
security.
As
I
mentioned,
security
cameras
product
will
be
delivered
and
unmarked
cars.
D
You
know
using
the
easement
and
youth
diversion
is
something
that
we
have
experience
in.
We
have
a
21
plus
establishment,
two
of
them
now
and
we
have
experience
in
not
letting
miners
into
our
building
and
not
getting
them
get
access
to
our
product
next
slide.
Please
something
that
also
often
comes
up
is
parking
and
transportation.
D
As
I
mentioned
earlier,
jackson
square
is
about
500
square
feet
of
500
feet
away
from
our
product
establishment,
which
is
very
important
in
allowing
access
for
customers
and
our
employees,
and
there
are
also
several
bus
stops
right
outside
of
our
door.
We
do
have
our
online
on-site
loading,
but
we
don't
have
any
on-site
parking,
unfortunately,
but
we
are
working
through
that.
We
are
talking
to
some
of
butters
to
see
if
we
can
lease
some
parking
spaces,
but
we
don't
have
any
commitments
for
that.
D
Yet
we
did
meet
with
william
moos
from
the
boston
transportation
department
this
morning
and
expressed
some
of
these
concerns
with
him,
and
you
know
we're
trying
to
work
through
some
solutions
to
create
some
both
short-term
parking,
as
well
as
long-term
parking
very
in
front
of
our
building.
Next
slide.
Please.
H
D
Minutes
so
these
are
just
some
of
those
concerns.
You
know
just
kind
of
summarize
and
how
we're
responding
to
them.
We
don't
have
much
time
but
I'll
leave
that
up
there
for
a
second
as
I'll
pass
it
on
to
marcus,
as
he
addresses
our
commitment
to
the
community.
E
Next
slide:
okay,
I'll
leave
this
slide
up
for
you
guys
to
really
just
kind
of
get
the
direction
in
the
sense
that
we
were
focused
on,
but
I'll
kind
of
highlight
some
key
points.
You
know
number
one
as
far
as
diver
diversity
and
inclusion.
You
know
we
want
to
focus
on
50
women
at
a
minimum
for
our
hiring
at
all
staff
levels
and
75
percent
of
plant
populations
and
we'll
be
tracking
these
through
employee
tracking
software.
Our
employment
plan
is
really
reflective
of
kind
of
our
track
record
that
we've
had
in
boston.
E
Local
outreach
to
existing
communities
participate
in
fairs.
You
know
mike
mentioned
that
we
want
to
put
our
cush
group
shop
in
that
space,
so
it
really
gives
you
know
enhanced
career
opportunities
outside
of
just
that.
You
know
cannabis,
retail
space
and
again
at
times
we've
had
with
our
previous
business.
You
know
80
percent
residents
of
boston
that
we've
hired
at
times,
80
percent
black
and
haitian
american
as
our
staff.
So
we
really
have
a
track
record
of
diversity
of
hiring
next
slide.
E
You
know
these
are
the
organizations
that
we've
committed
to
support,
and
I
think
it's
really
important
to
highlight
that
these
organizations,
you
know,
reflect
a
a
unique
diversity,
one
they're
founded
and
ran
by
young
black
and
brown
executives
from
boston.
These
are
organizations
that
we
know
we
have
worked
with
in
the
past.
They
they
focus
on
women,
entrepreneurship
and
career
development.
They
focus
on
cannabis,
education,
they
focus
on
youth,
and
so
these
are
the
the
kind
of
focus
points
in
the
community
contribution
we
want
to
give
back
to.
E
Based
on
the
the
council's
recommendation,
we've
reached
out
to
the
jp
regan
league,
as
well
as
the
jp
music
fest,
to
support
that-
and
you
know,
with
our
ongoing
communication
and
in
correspondence
with
the
community
groups,
we've
committed
to
participating
as
well
and
being
a
good
partner
with
those
groups.
A
Thank
you
very
much
beginning
with
chairwoman
joyce,
do
you
have
any
questions
for
the
applicant.
B
I
do
I
have
a
couple
of
questions
just
to
clarify
for
the
record,
mr
peers,
the
sorry,
the
equity
certification
lists
you
as
80
of
kg,
collective
llc,
and
the
board
memo
lists
you
as
67
equity
ownership.
D
B
Okay,
so
the
equity
certification
also
states
that
your
2019
income
was
thirteen
thousand
dollars
and
then
the
board
memo
indicates
that
you
have
contributed
twenty
thousand
dollars
to
the
startup
of
this.
C
May
I
interject
that's
his
taxable
income
that
was
reported
on
his
tax
returns.
That's
not
his
full
income,
however,
from
the
from
the
tool
that
I've
that
I'm
using,
I
was
instructed
by
that
department
to
use
the
taxable
income.
B
D
I
got
that
money
from
a
property
that
I
refinanced,
I
own
an
investment
property
that
I've
developed
and
built
myself
in
the
neighborhood
that
I
grew
up
in
and
I
took
out
a
loan
of
fifty
thousand
dollars
earlier
this
year
and
if
you
need
documentation,
I
can
that.
B
Oh,
that's
fine!
I
just
I
just
flagged,
just
as
I
was
reading
the
war
memo
last
night,
it
just
something
that
I
wanted
to
to
ask
you
about
on
the
record.
So
I
just
have
a
couple
questions
about
the
business
operations
as
well
from
a
licensing
perspective
with
the
out
of
state
ids.
Would
you
be
willing
to
ask
for
a
backup
id
for
any
out
of
state
id
with
a
picture.
D
Yes,
of
course,
you
know
we
give.
Obviously
we
want
government
issue
ids.
We
know
that
we're
in
an
area
with
you
know,
college
students
who
tend
to
have
a
lot
of
fakes.
We
have
experience
with
identifying
them
at
our
cush
group
shop,
but
we
do
have
you
know
a
system
in
place
where
we
call
the
flag
where
we
feel
look
and
ask
questions
in
regards
to
the
id,
but
we
would
ask
for
a
second
id.
B
Okay
cause,
I
I
did
see
you
do
have
a
very
robust
id
system.
I've
never
seen
that
before
and
then
the
only
other
thing
I
would
ask,
is
your
annual
report
on
goals
and
programs.
Could
you
to
submit
that
to
the
board
upon
your
application
for
renewal
each
year,
just
as
part
of
your
materials?
Of
course,
I
don't
have
any
other
questions.
B
J
Yes,
thank
you.
Sorry.
I
want
to
talk
a
little
bit
about
your
association
involvement
in
the
community,
so
in
reading
you're
responding
to
some
of
the
community
concerns,
and
you
said
that
that
you've
met
with
community
groups
and
have
agreed
to
join
any
community
association
groups
and
but
that
some
of
it
is
outside
your
control.
At
the
moment,
can
you
can
elaborate
on
that
a
little
bit
more.
E
Yeah
I
mean
I
can
touch
on
that.
What
I'd
like
to
clarify
is
that,
and
hopefully
I
didn't
mess
this
up.
You
know
in
conversation
with
the
you
know,
six
or
so
community
groups
that
we've
been
in
conversation
with
one
of
the
things
that
they
asked
of
us.
Is
you
know
if
you
guys.
K
E
L
J
J
Okay-
and
you
talked
about
your
commitment
to
employing
quarry,
can
you
elaborate
on
that
a
little
bit
more
yeah.
J
E
Yeah
I
mean
we
talked
a
little
bit
about.
You
know
the
focus
of
50
women
as
as
one
indicator
75
being
planned
populations
that
kind
of
follow.
You
know
the
cattle
organization
of
black
and
brown
vets,
lgbt
disabilities
with
coral.
We
have
a
ten
percent
kind
of
goal.
Just
to
start,
I
can
say
in
the
past,
we've
had,
you
know,
probably
20
of
our
staff
at
corey
levels,
and
so
we
have
experience
with
hiring.
E
E
J
D
And
we've
identified
organizations
that
we
do
want
to
work
with
and
hiring
folks
with
corey,
one
of
them
being
operation
exit
and
then
another
one
called
project
turnaround
that
is
run
by
a
friend
of
ours
named
ramilda.
So
we've
started
that
you
know
research
and
identifying
the
groups
that
we
do
want
to
work
with
hiring
folks
with
quarries.
M
D
Sorry,
it's
not
necessarily
going
to
be
a
smoke
shop.
It's
going
to
be
more
of
a
lifestyles
and
accessories
store.
The
one
that
we
have
in
cambridge
is
inside
of
a
medical
dispensary,
so
there's
restrictions
on
products
we
can
sell.
So
we're
not
going
to
sell
any
tobacco
inside
of
the
shop
there's
other
products
that
we're
not
going
to
sell,
but
it's
more
going
to
be
our
apparel
and
in
some
products
that
complement
cannabis,
but
you're
not
even
going
to
be
allowed
into
the
vestibule
area
if
you're,
not
21.
D
So
to
answer
your
question,
no
no
one
under
the
age
of
21
will
be
allowed
into
our
shop.
M
Okay-
and
I
would
suggest
that
you
hire
or
get
with
the
security
specialist
to
help,
you
really
pinpoint
your
security
issues,
how
your
guards
are
going
to
be
trained.
You
know
the
the
monitoring
of
the
outside
and
what
you
need
to
do
to
make
it
a
hard
target.
I
know
you
guys
had
a
quick
kind
of
intro
into
this,
but
I
strongly
suggest
that
you
take
advantage
of
what
being
an
equity
applicant
can
offer
you
and
get
a
security
specialist
to
help.
M
M
Okay,
good
good!
So
when
you
forget
that,
I
think
it
would
be
helpful
if
you
could
put
some
of
that
stuff
in
writing
and
resubmit
it
because
right
now
it's
kind
of
lacking
on
that
side
and
you
don't
have
anything
to
to
show
us
specifically
what
your
security
details
are
going
to
be,
and
that's
that's
all!
That's
all.
E
We
we
did
one
for
brevity.
We
did
want
to
keep.
You
know
the
documentation
we
submitted
as
concise
as
you
guys
have
requested
so,
but
we
will
follow
up
with
you
know
more
kind
of
robust.
You
know
plans
on
on
that
stuff
because
we
do
have
it.
N
Thank
you
so
much.
I
really
appreciate
it
from
the
application,
thus
the
employment
plan
and
the
diversity
inclusion
plan,
particularly,
I
wanted
to
just
ask
a
question
about
and
commend
you
for
singling
out
single
mothers
as
part
of
your
target
group.
I
had
a
question,
though,
have
you
thought
about
in
terms
of
benefits
or
what
you're
thinking
about
in
terms
of
child
care,
given
the
the
problems
that
we're
seeing
with
women
going
back
to
work
single
mothers
in
particularly
just
want
to
see
in
your
plan
or
your
thoughts
right
now?
E
Well,
I
I
think
the
intention
is
there
is
in
in
for
all
the
right
purposes.
I'm
not
I
don't
have
children,
I'm
not
a
woman
and
mike
doesn't
have
children
as
well.
N
Yes,
I
appreciate
the
intention.
I
would
love
to
see
more
of
a
plan.
So
that's
great.
I
really
appreciate
the
intention
and
would
like
again
just
to
there
are
plenty
of
resources
out
there.
I
could
also
suggest
some,
but.
N
Share
with
you
some
advice
on
how
to
really
make
that
intention
real
yep,
please.
O
Thank
you.
Thank
you
so
much
I
want
to
reiterate.
I
also
appreciated
the
emphasis
on
unsingle
moms.
I
think
that's
a
really
hugely
important
demographic
that
has
been
impacted
by
by
the
war
on
drugs.
I
had
a
couple
I
had
well.
I
had
one
suggestion
and
one
question.
So
there
is-
and
I
don't
know
if
you
know
but
the
who
is
putting
up
this
huge
facility,
it's
about
a
few
blocks
down
the
street.
I
don't
know
if
it's
dimmick.
O
Been
there's
a
huge
facility,
that's
coming
that's
opening
a
few
blocks
from
there.
Do
you
know
who
the
what's
going
up.
O
Yeah,
okay,
perfect
now
I
was
just
thinking
because
I
think
that
the
the
parking
is
going
to
be
a
significant
issue
given
and
I
and
I
I
think
a
lot
of
people
will
go
on
foot.
I
think
you.
G
O
R
O
So
I
was
just
trying
to
think
of
sort
of
who,
what
might
be
a
good
partner
in
terms
of
parking.
I
know
you
said
you've
been
doing
some
talking
to
a
butters
and
so
forth
about
about
leasing
spaces.
I
think
that
would
be.
That
would
be
huge.
I
was
just
thinking
of
them
because
I
imagine
that
they'll
have
a
lot
of
parking
there
so
and
then
the
other
thing,
given
the
community
that
you're
in
I
would
recommend
definitely
a
strong
partnership
with
a
somali
organization
that
works
with
somali
youth.
O
It's
a
huge
population,
particularly
in
academy
homes,
and
that
has
been
I
used
to
run
the
office
for
immigrant
advancement
and
for
the
city
of
boston,
and
so
I
know
that
there's
been
a
lot
of
challenges.
You
know
some
young
men,
young
somali
men,
in
particular
just
feeling
a
little
disenfranchised
from
their
family
and
then
not
quite
part
of
the
black
community,
and
so
like
there's
just
been
like.
You
know
I
they're
they're,
then
their
challenges
have
been
very
unique
and
given
the
population.
O
I
think
this
is
a
good
opportunity
to
provide
mentorship
to
provide
a
connection.
So
I
would
just
make
that
recommendation.
D
Yes,
commissioner,
we
spoke
to
alluded
to
earlier,
william
moose.
He
actually
had
some
suggestions
of
how
we
could
create
some
additional
parking,
obviously
just
early
in
the
conversation,
but
he
feels
confident
that
as
long
as
our
butters
are
okay
with
it
and
the
community
is
okay
with
it
that
we
could
possibly
create.
D
You
know
two
to
three
short-term
parking
spaces
in
front
designate
for
30-minute
parking
and
then
some
parking
on
amy
street
connector
as
well,
but
again
it's
just
in
the
early
stages,
but
you
know
we're
doing
everything
we
can
to
try
to
make
parking
and
then
also
lease
parking.
We
spoke
to
urban
edge
and
others
in
the
area,
so
we'll
follow
up
with
those.
A
Thank
you.
We
will
now
take
public
testimony.
We
will
first
begin
with
elected
officials
and
their
representatives,
and
then
we
will
turn
to
the
sign
up
when
you
are
called.
Please
state
your
name,
your
full
name,
if
not
provided
your
address
for
the
record
and
your
affiliation.
If
any,
are
there
any
elected
officials
or
individuals
representing
elected
officials
who
wish
to
testify
today.
S
Yes,
good
afternoon,
madam
chair
and
members
of
the
board,
my
name
is
lindsay
santana
from
the
office
of
neighborhood
services.
The
applicants
have
had
an
extensive
community
process.
They
have
had
two
community
meetings,
one
on
november
17th
17th
and
one
on
december
28th.
They
have
also
met
with
local
civic
associations
and
non-profits.
S
A
U
Yes
good
afternoon,
madam
secretary
and
members
of
the
commission,
justin
mcclary
from
city
councilor,
matt
o'malley's
office,
the
council
also
had
to
go
on
record
in
support
of
this
proposal,
with
the
expectation
that
the
proponents
continue
to
work
with
betd
and
neighbors
to
implement
a
robust
traffic
and
safety
plan,
and
he
also
asked
that
they
continue
to
support
local
nonprofits
and
work
to
supply
jobs
for
local
residents.
A
A
V
Powell,
oh
yeah,
right
here
doing
one
second
sorry
just
literally
walked
in
the
house.
There
we
go
I'd
like
to
say
good
afternoon
to
everybody.
Thank
you
for
your
time.
Thank
you
for
your
energy
a
moment
like
this.
An
opportunity
like
this
is
very,
very
rare.
So
I
really
want
to
appreciate
all
of
the
effort
time
energy
that
has
gone
into
this
process,
that
these
two
men
have
done.
V
It's
solely
not
them,
but
they
have
been
pretty
much
encompassing
different
access
and
portals
of
the
community
for
them
to
be
there
because
they
represent
all
the
voiceless
people
that
aren't
in
this
room
and
all
the
people
that
don't
have
the
opportunities
in
this
position.
So
we
need
this
business
because
they
are
not
only
assembled,
but
they
represent
truly
what
boston
looks
like
and
what
entrepreneurship
needs
to
look
like
in
boston
and
what's
actually
missing.
V
So
I
highly
consider
this
and
I
contend
anybody
who
opposes
because
you're
taking
opportunities
away
if
you're
not
granting
them
this
license.
In
my
opinion,
thank
you
for
your
time.
H
Hi
good
afternoon,
everyone
I
just
I
sent
commendations
to
mike
and
marcus
who
have
been
working
tirelessly
on
this
for
as
long
as
I
can
remember,
I
think
that
we
could
talk
for
more
than
two
minutes
of
how
great
they
are.
You
know
community
members,
friends,
but
I
think
it
says
a
lot
about
what
they
were
doing
in
the
process
of
getting
here.
They
were
reaching
back
around.
They
were
helping
local
folks
understand
what
the
process
would
be
like
before
covet.
H
Obviously
they
were
hosting
these
great
information
sessions,
which
just
says
a
lot
about
what
they,
how
they
are
as
men
and
how
important
being
representations
for
the
community
is
to
them.
They're
wicked
smart
super
savvy,
and
I
really
cannot
see
anybody
else
more
deserving
of
this.
You
know
the
kush
group
is
a
global
brand.
You
know
went
big.
H
It
was
very
small
at
first
and
they've
thrown
into
this
big
beautiful
thing,
and
I
think
this
is
just
the
culmination
of
what
they've
been
working
for
for
so
many
years,
so
I
think
they
are
the
most
deserving.
I'm.
H
Biased,
but
definitely
they
have
the
credentials
and
the
experience
and
the
gut
to
do
it
and
they're
real
boston,
kids,
and
I
think
that
we
deserve
a
chance
to
get
in
there
in
that
business.
So
we're
not
left
behind.
Y
Hi,
thank
you.
My
name's
carolyn
royce,
I'm
at
19,
olmsted
street
jamaica,
plain
I'm
here
representing
eggleston
square
neighborhood
association.
We
participated
in
a
number
of
meetings
and
conversations
about
this
proposal,
we're
offering
non-opposition
our.
We
heard
a
lot
of
voices
at
our
meetings.
Some
are
very
opposed
to
marijuana
under
any
circumstances.
Some
are
at
the
site.
A
lot
of
people
are
very
much
in
support.
Y
People
were
excited,
it's
an
equity,
it's
an
equity
applicant
with
background,
so
we
do
have
requests
that
we
would
like
to
include
that
we've
shared
with
mike
and
marcus
we'd
like
some
of
the
and
you
can
look
at
our
letter
for
those
details,
but
we
would
like
some
of
the
security
confirmed.
Y
Y
As
far
as
parking,
it's
been
pointed
out
that
there's
no
parking
and
there's
ongoing
conversations
about
how
to
deal
with
that.
We
do
think
that
this
we
I
know
kg,
is
going
to
continue
to
look
on
locating
some
off-site
parking
at
some
nearby
lots,
but
there's
a
couple
of
things
they
could
do
now
is
one
locate
some
bike
parking
on
site
and
also
they
really
need
to
open
to
identify
two
short-term
parking
spaces
for
drop-offs
and
pickups
for
express
pickups
for
uber,
lift
people
arriving
by
uber
and
lyft.
Y
I
think
that's
one
of
the
things
the
cannabis
board
can
do
to
support.
Applicants
is
really
ask
btd
or
whoever
needs
to
do
that
at
the
city
to
really
facilitate
that
location
of
drop-off
spots.
I
think
that
would
be
helpful
to
the
community.
We're
really
trying
to
manage
with
no
parking
on
that
site,
also
just
to
point
out
that
this
area
is
undergoing
a
lot
of
transition.
Y
We
have
a
lot
of
construction
happening,
we're
in
plant
jp
rocks
area,
lots
of
development
coming
kgs
are,
is
in
touch
with
urban
edge
who's
going
to
have
a
construction
project
next
door,
which
is
good,
but
we
also
have
a
lot
of
transportation
improvements.
A
dedicated
bus
lane,
a
lot
of
planned
pedestrian
improvements.
Y
We
have
a
transportation
study
happening
for
the
square
we
would
like
kg
to
participate
in
whatever
they
can
do
to
facilitate.
A
Ma'am,
that
is
over
two
minutes.
We
would
ask
you,
we
also
received
your
letter
and
it
will.
It
will
be
reviewed.
So
we
appreciate
your
testimony.
A
F
Hey
thank
you.
I
appreciate
the
the
time
to
speak
here.
My
name
is
blake
coughlin.
My
address
is
12
hubby
street
watertown
mats.
I
have
known
these
both
of
these
gentlemen
for
over
two
decades
now
full
disclosure
went
to
high
school,
also
went
to
northeastern
with
them.
Both,
I
think,
there's
two
key
points
I
really
want
to
stress
here.
One
is
their
business
acumen.
I
know
that
they
touched
on
that
slightly,
but
I
think
one
thing
that
should
definitely
be
highlighted
is
that
is
one
of
the
sectors
of
business.
F
That's
been
hardest
hitting
the
pandemic,
and
I
think
that
these,
the
fact
that
these
gentlemen
have
been
nimble
enough
in
this
pandemic
to
keep
the
lights
on
and
be
able
to
still
pay
employees
throughout
everything
that
that
is
is
happening
in
the
retail
sector.
I
think
it
definitely
really
highlights
their
their
business
acumen,
so
I
just
wanted
to
point
that
out,
but
second,
I
think,
what's
more
important
is
their
character.
I
I
can't
speak.
You
know
higher
enough
for
these
two
guys.
F
I've
known
them
for
a
long
time,
but
I
think
if
you
look
at
their
track
record,
even
back
as
being
teenagers
in
cambridge,
they
gave
back
to
the
community
and
worked
within
the
community
and
then,
if
you
fast
forward
now
to,
I
believe,
was
2012
when
they
opened
the
first
store
in
mission
hill
and
they've
been
giving
back
to
the
community
ever
since.
F
So
I
think
in
terms
of
checking
boxes,
they
checked
the
box
of
business
acumen,
they
checked
the
box
of
character,
and
you
know
I
I'm
sure
that
those
are
two
key
things
that
that
you
all
are
looking
into,
and
you
know
I
I
couldn't
recommend
them
more
and
they
they
do
truly
care
about
the
community
and
it
speaks
in
their
track
record.
So
I
appreciate
the
time
great
job,
fellas
and
nothing
but
support
from
the
side.
Thank
you.
A
Z
1430
tremont

roxbury
mass

Where
should
I
begin?
I'm
not
really
good
at
public
speaking,
but
I
would
like
to
say
about
marcus
and
mike
as
soon
as
they're
still
open
to
mission
hill.
They
open
their
arms
to
me
in
the
community
in
2011,
and
I
just
watched
them
actually
be
the
fabric
of
the
community.
Z
These
two
guys
always
helped
always
loved,
always
cared,
and
I
just
I'm
just
here
to
back
them
in
and
just
in
their
success
and
everything
they're
doing,
and
I
just
love
them
as
people
and
individuals,
and
I
believe
this
is
going
to
bring
a
lot
more
things,
more
positive
things
to
the
community
to
just
to
to
just
people's
families
and-
and
I'm
just
here
to
encourage
them.
So
you
know
just
to
get
on
the
record
man.
I
love
you
guys,
man.
AA
AA
They
came
to
a
meeting
on
december
22nd
and
we
voted
to
send
a
letter
to
councillor
o'malley
and
councilor
o'malley's
aide
justin
mcclary
has
already
testified
expressing
the
most
of
the
points
of
the
letter.
It
was
a
letter
of
limited
non-opposition
asking
that
they
move
forward
as
long
as
they
can
continue
with
the
community
process.
AA
A
This
is
just
testimony
and
for
the
record,
the
host
community
agreement
is
handled
by
the
law
department,
so
should
a
license
be
granted
any
conditions
that
the
board,
based
on
public
testimony
votes
to
include,
would
be
in
the
host
community
agreement.
There
are
no
further
negotiations.
A
A
You,
commissioner,
jared
jones,
would
you
please
state
your
address
and
affiliation
if
any.
AB
Address
is
11
crestwood
park,
roxbury
massachusetts,
I'm
here
in
support
of
kg
collective.
I
do
not
personally
know
mike
or
marcus.
I
have
briefly
come
across
marcus
before
and
I
am
a
follower
of
his
on
social
media
and
we've
had
a
little
bit
of
email
correspondence
and
generally
my
the
sense
that
I
get
from
from
marcus.
Is
that
he's
a
very
diligent,
respectful
and
very
business-minded
individual?
AB
I
think
that
getting
black
wealth
built
in
a
corridor
such
as
the
columbus
avenue
corridor,
which
is
rapidly
changing
and
gentrifying
and
is
seeing
wealth
investment
is
so
essential
to
a
better
boston.
I
think
that
this
is
a
great
way
to
build
wealth,
reinvest,
a
property
and
redevelop
a
property.
So
I'm
here
expecting
expressing
my
utmost
support
for
michael
and
marcus
and
wishing
them
all
the
best.
A
AC

I'm

We
our
organization's
position,
was
one
of
non-opposition
and
I
just
wanted
to
comment
that.
You
know
that
that
mike
and
marcus
has
been
very,
very,
very
thorough
about
meeting
with
the
community,
responding
to
concerns
making
materials
available
in
both
english
and
spanish,
and
that
just
seems
to
testify
to
their
intentions
for
how
they're
gonna
they're
going
to
operate
and
what
kinds
of
neighborhood
citizens
they
will
be.

Calling

Dispensary

this
license.

operational
for

The
date
of
the

was

the

of
the

with
inspectional

was

19Th
2020,
the

of
the

was

A
Q
Q
AD
AD
It's
important
the
thing
that
I'd
like
to
communicate
on
this
slide
is
that
mayflower
was
formed
in
2016
and
has
been
serving
medical
patients
since
july
of
2018.
I've.
What
we're
asking
permission
for
today
is
to
include
adult
use
in
in
the
facility.
AD
AD
So
you
can
see
a
picture
of
the
interior
on
the
upper
hand,
very
upper
right
hand
corner,
and
so
the
question
is:
how
do
we
get
there
and
what
access
do
we
have
to
the
facility?
AD
We
have
eight
parking
spaces
on
behind
the
facility
and
they've
never
been
over
taxed
we've
gotten
very
good
at
the
queuing
within
the
facility,
we're
down
to
five
to
seven
minutes
for
the
for
moving
people
through
in
each
transaction,
and
so
we've
had
no
problems
with
parking
backing
up.
AD
But
we
also
have
a
program
for
our
employees,
which
is
a
commuter
benefit
account
where
pre-tax
they
can
put
in
dollars
and
they
can
save
up
to
40
percent
on
their
on
their
commuting,
and
that
includes
blue
bike,
so
it
can
be
applied
in
all
ways,
in
addition
to
the
mbt
and
bus,
mbta
and
bus
access
which
are
readily
available
for
both
our
employees,
as
well
as
for
our
patients
and
customers
coming
to
the
store
queuing
is
really
important
to
us.
AD
AD
First
and
foremost,
yes,
for
thank
you
very
much.
First
and
foremost,
we
have
always
always
tried
to
collaborate
in
the
most
responsible
way
with
boston
police
department.
D14.
We
got
feedback
from
them
when
we
first
operated
first
opened
and
we
shifted
our
operating
procedures
based
on
that
feedback.
All
the
way
to
providing
access
to
video
for
issues
in
the
neighborhood,
where
they
would
like
to
see
video
taken
by
our
cameras
had
nothing
to
do
with
us,
so
we
were
trying
to
be
responsible
and
supportive.
AD
We
start
with
one
security
or
two
security
guards,
sorry
monitoring
all
the
perimeter
throughout
our
working
hours.
We
brought
that
down
to
one
security
guard
based
on
our
experience,
but
when
we
opened
for
adult
use,
the
intent
would
be
to
re
bring
back
the
second
security
guard.
For
the
same
reason,
we
want
to
simply
be
highly
observant
of
any
and
all
activity,
and
we
will
keep
that
until,
like
we've
done
with
at
the
present
time
until
we
feel
like
it
is
otherwise
needed
in
a
different
way.
The
building
is
very
secure.
AD
I
AD
Okay,
thank
you
very
much.
So
we
are.
We
are
making
commitments
in
terms
of
hiring,
but
it's
important
to
note
that,
prior
to
commitments
being
made
over
the
last
two
and
a
half
years,
our
record
is
66.
Percent
of
our
employees
have
been
boston
residents,
33
have
been
minorities
and,
as
of
even
today,
54
are
women.
AD
Our
objectives,
not
our
objectives.
Our
commitments
are
50,
no
less
than
50
percent
our
boston
residents
and
for
women
in
our
application.
It
actually
says
sick
50.
So
this
is
a
typo
and
I
apologize.
But
50
is
our.
Our
commitment
for
women
and
50
is
our
commitment
for
minorities
as
well
as
being
committed
to
corey
related
employment
issues.
We
are
also
going
to
commit
to
bringing
on
five
percent
relates
to
one
or
two
people,
as
part
of
our
as
part
of
our
staff.
AD
Yes,
thank
you.
I
I
am
delighted
to
talk
about
the
clone
program.
This
is
a
paid
fellowship
program
where
we
are
essentially
providing
training
and
skills
so
that
the
individual
can
have
the
ability
to
go
to
employment
outside
the
industry
or
within
the
industry,
and
our
commitment
is
we.
Our
commitment
is
to
do
six
fellowships
a
year.
They
run
in
three-month
segments
they
can
be
for
retail,
for
manufacturing.
AD
They
can
be
for
both
and
have
been
for
our
first
graduate,
who
is
actually
now
an
employee
of
mayflower
and
we're
very
we're
delighted
by
this
program.
Next
slide.
AD
Please
the
last
prisoner
project
is
an
important
project
and
our
collaboration
with
them
is
equally
important.
It's
actually
a
national
program
that
is
evidenced
here
in
mayflower
and
the
roll
it
up
for
justice
program
is
essentially
it
gives
customers
the
chance
to
give
back
at
checkout,
and
it's
something
that
we
advocate
and
tell
our
customers
about
and
are
very,
are
very
committed
to
this
program.
AD
So
the
overall
message
of
this
slide-
and
the
next
is
that
we're
we've
worked
hard
to
stay
engaged
with
the
community.
That's
me
planting
plants
in
the
median
on
brighton
avenue
and
we've.
You
know
everything
from
communication
with
various
organizations
supporting
organizations
such
as
alston,
village,
main
streets,
as
well
as
the
commitment
we
made
to
the
city
to
provide
planting
and
the
the
support
of
that
planting
over
the
coming
years
along
the
underutilized
medians
in
brighton
avenue,
and
you
know
it
if
we
could
go
to
the
next
slide.
AD
I
was
going
on
my
notes
next
slide,
please
and
it
it
is
both
the
no
I'm
sorry
slide
before
it's
both
the
local
community,
as
well
as
in
the
city
of
boston.
We
have
a
program
as
well
called
the
artist
in
residence
program
which
essentially
is
taking
local
artists
from
the
city,
who
then
work
with
us
over
a
three
month
period
and
provide
art
artwork
for
labeling
and
then
become
part
of
a
a
program
that
we
call
the
the
artist
spotlight
series
overall.
B
AD
There
our
employees
have
parked
there,
but
they
are
for
customers
only
and
we'll
be.
B
Okay-
and
I
I
do
like
in
the
application,
how
you
are
encouraging
customers
to
explore
the
commercial
strip
there,
because
there
are
a
lot
of
other
stores
there,
but
there's
also
a
lot
of
residents
there
and
you're
in
the
middle
of
a
college
community.
So
I
just
want
to
go
over
what
you're
doing
for
id
checking
you're
using
a
scanner
right.
AD
Yes,
photo
ids
are
checked
before
you
even
get
in
the
door.
Okay
and
then
the
idea
is
scanned
at
the
at
the
inside
vestibule
before
you
get
in.
B
We
see
a
lot
on
the
liquor
side
that
these
fake
ids
are
become
more
and
more
sophisticated.
You
know
once
the
these
scanners
are
updated
with
software
there's
even
more
sophisticated
ids
out
there.
What
will
you
do
for
out-of-state
ids.
AD
Well,
we
are
willing
to
go
to
a
backup
check
for
two
ids,
and
that
is
something
I
actually
checked
with
my
head
of
security.
So
that's
what
we
will
do.
B
Okay
and
the
backup
should
be
a
picture
id,
not
a
gym
membership
or
something
okay,
all
right.
I
appreciate
that
and
then
your
clone
program,
which
is
very
unique,
the
fellowship
program,
are
those
are
those
students
or
are
they
a
certain
age
that
you're
drawing
the
fellows
from.
AD
We
are
we're
trying
to
draw
fellows
from
it.
It's
not
limited
and
very
honestly
it's
so
it
it's
it's
trying
to
provide
opportunity.
So
it's
not
limited
yeah.
B
I
like
that,
I
think
sometimes
some
things
are
so
narrowly
crafted
you
are,
you
are
missing
them.
Some
some
of
these
fellowships
might
miss
the
mark
on
people
who
could
really
benefit
from
it
and
who
you
could
benefit
from.
So
those
are
the
questions
I
have
right
now.
Lastly,
I'll
turn
it
over
to
the
other
commissioners.
J
AD
AD
Typically,
the
well,
it
wouldn't
necessarily
make
sense
for
the
employee
who's
already
there
employed
and
getting
the
training
so
it
wouldn't
it
did
no
it
would.
We
haven't
done
that.
AD
Oh
absolutely,
as
a
matter
of
fact,
that
is
absolutely
part
of
what
we
do
within
the
organization.
You
know,
employees
can,
you
know,
can
absolutely
put
their
hand
up
and
have
said
I
actually
want
to
go
from
production
to
retail.
I
want
to
go
from
retail
to
and
otherwise
right.
I
want
to
move
from
department
to
department,
it's
actually
something
we
encourage.
AD
AD
Yes,
they
actually
it's
a
paid
fellowship,
so
it's
they
get
an
hourly
rate,
okay,
and
so
they
they
themselves
get
paid.
Yes
and
what's
the
rate
they
get
it's
12
an
hour
for
the
fellowship.
Okay.
M
I
do
good
afternoon,
sir,
in
your
original
application
for
your
medical
license.
You
assured
the
community
that
you
would
not
come
back
to
look
for
a
recreational
license.
So
I'd
like
to
hear
how
you
have
rectified
or
what
you
have
done
to
explain
your
change
of
thought
to
the
community.
AE
Hi
hi,
commissioner,
it's
mike
ross
here,
hi,
I
am-
I
was
around
for
the
first
permitting
regime
which
was
preceded.
The
whole
boston
canvas
board,
and
you
know
even
the
predecessor
and
I
can.
I
can
tell
you
that
there
was
no.
We
had
this
conversation
with
the
team
over
this
week
approaching
this
hearing,
because
we
saw
that
there
was
a
community
concern
that
arose
on
that
issue
and
none
of
us
to
a
person
recall
making
any
statement
along
those
lines.
AE
We
did
say
we
are
only
applying
for
medical
now
and
you
know,
but
we
made
no
pronouncements
about.
This-
is
you'll,
never
see
us
again,
and
this
will
never
be
an
idol.
So
there
was.
There
was
no
attempt
to
deceive
anyone
that
that
was
what's
going
to
happen.
We,
what
we
always
said
was
that
we're
going
to
have
to
go
back
to
the
zba,
and
that
was
the
only
thing
that
existed
at
the
time
and
probably
any
other
entity
that
may
be
in
existence
like
now.
The
bcb.
M
Okay,
that
was
my
only
concern
because
I
did
see
it
in
one
of
the
one
of
the
correspondence.
Thank
you
thank.
AE
N
Thank
you.
I
have
that
similar
concern.
Thank
you,
commissioner.
Holmes.
Always
the
same
wavelength
on
that
one.
I
have
a
question
about,
and
this
is
just
to
understand
your
thinking,
because
I
I
think
that
the
application
does
talk
a
lot
about,
or
your
presentation
talks
about,
commitment
to
the
local
community
just
wondered
what
your
thought
process
was
in
terms
of
the
last
prisoner
project
being
more
of
a
nationally
based
organization.
Just
wondered
what
your
thought
process
not
to
to
say
anything
about.
N
AD
I
would
say
one
if
there
are
other
organizat
first.
If
there
are
other
organizations
in
boston,
I
would
be
very
interested
in
following
up
and
engaging
with
other
organizations
as
well.
The
last
prisoner
project
was
a
felt
from
a
from
a
sort
of
what
what
we
were
able
to
really
leverage
and
make
the
most
of
an
important
issue
we
felt
like
we
could.
We
could
implement
it
in
a
way
that
actually
had
a
real
impact.
AD
I
mean
that
was
that's,
that's
the
the
thought
behind
it
and
you
know
equally
here
in
boston
and
make
that
impact.
But
that's
what
was.
That
was
the
thought,
but
I
will
reiterate:
I
would
be
interested
in
local
organizations
that
we
could,
because,
as
we
have
locally
that
we
could
actually
follow
up
with
and
make
you
know
make
that
kind
of
impact
as
well.
AE
The
commissioner,
we
we
will
provide
him
with
the
workforce
development
contacts
and
the
returning
citizens
contacts
as
well
as
mass
hire,
who
I
know,
are
companies
that
do
do
well
in
our
organizations
that
do
well
in
this
space
and
if
there
are
any
others,
we're
obviously
open
to
hearing
from
that.
As.
O
Thank
you.
Thank
you
for
the
presentation,
just
kind
of
a
couple
questions
around
employment.
So
there
is
there
an
intention
to
expand
the
number
of
employees
with
the
expansion
into
recreational.
Are
you
leaving
it
as,
as
is.
AD
O
Okay,
okay,
so
that
was
my
other
question.
So
12
employees
46
are
currently
identified
as
people
of
color
and
of
those
you
have
one
in
a
managerial
position.
Is
that
correct.
A
Thank
you.
We
will
now
move
to
public
testimony,
beginning
with
elected
officials
or
their
representatives.
We
have
again
put
the
link
in
the
chat.
If
you
have
not
signed
up
to
testify
already,
your
testimony
will
be
limited
to
two
minutes.
You
can
also
submit
written
testimony
through
tuesday,
the
16th
at
5
pm.
Are
there
any
elected
officials
or
representatives
of
elected
officials
who
wish
to
testify
regarding
this
application.
AF
Yes,
madam
chair
members
of
the
board,
conor
newman
with
the
mayor's
office
neighborhood
services
lincoln
records,
supported
this
proposal.
We
conducted
a
community
meeting
run
through
ons
on
april
2nd
of
2019..
It
was
one
of
the
better
well-received
public
meetings
that
we've
conducted.
I
think
I've
conducted
eight
marijuana
cannabis
related
meetings
in
austin
brighton.
AF
We
think
that
this
is
a
great
location.
We
believe
the
applicant
has
already
proven
themselves
that
they
know
how
to
manage
a
dispensary.
We've
had
little
to
no
complaints
regarding
the
current
location,
where
they've
been
operating
as
a
medicinal
marijuana
dispensary.
AF
Regarding
issues
such
as
parking,
they
are
a
short
walk
up
from
the
b
line
on
the
green
line,
and
they
are
also
on
the
66th
bus
route.
We
think
that
they
would
be
a
great
addition
to
the
austin
brighton
area.
Thank
you.
A
A
Q
I
think
you
have
me
on
the
wrong
project.
I'm
going
to
comment
on
the
one
in
east,
boston.
AG
Good
afternoon
everyone,
madam
chair
members
of
the
board,
I'm
tony
desadoro,
president
of
the
austin
civic
association.
We
we
just
have
a
procedural
issue.
Question
we
go
back
a
number
of
years
with
this
proponent,
very
much.
They
did
great
outreach
to
us
during
the
medical
dispensary
approval
process
now
to
recreational.
AG
Our
big
concern
here
is
that
we
were
caught
a
little
bit
off
guard
by
the
announcement
of
their
appearance
before
the
cannabis
board.
Today
it
came
to
us
via
the
city
website.
AG
AG
So
although
I
appreciate
the
targeted
outreach
that
the
proponents
have
done,
including
to
myself
the
bottom
line,
is
the
community
has
not
really
for
almost
two
years,
know
the
details
of
the
current
proposal.
What
I
saw
today
is
the
first
updated
details
of
the
proposal
that
they
are
presenting
to
the
community.
AG
So
I'm
asking
the
board:
is
it
a
reasonable
and
appropriate
request
that
final
determination
by
this
board
wait
until
the
proponents
or
the
city
can
have
another
community
meeting
and
give
people
an
opportunity
after
two
years
to
respond
to
the
to
the
current
proposal
they
have
committed?
The
proponents
have
committed
to
having
such
a
meeting.
AG
It's
the
timing,
that's
the
issue
and
I
just
wondering
whether
it
would
be
appropriate
for
them
to
do
so
before
the
cannabis
board
makes
a
final
determination,
because,
as
an
association,
we
cannot
chime
in
with
an
opinion
we
we
have
nothing
to
comment
on.
This
is
the
first
time
we've
heard
the
latest
proposal,
so
our
membership
hasn't
had
a
time
to
get
the
presentation,
engage
the
proponents
and
then
make
a
a
judgment
based
on
what
they've
heard
from
the
proponent.
Thank
you.
A
Thank
you,
mr
diazidora.
Before
I
ask
the
applicant
to
respond,
I
do
want
to
state
for
the
record
that
all
of
butters
to
this
property
were
also
fired
in
person
and
that
we
have
been
working
diligently
with
all
of
our
applicants
to
make
sure
there's
adequate
notice
to
the
community.
A
Also,
the
board
does
not
vote
on
this
matter
until
wednesday
of
next
week,
but
I
will
the
board
will
take
your
request
under
advisement,
but
I
will
also
just
give
before
we
move
to
any
additional
testimony
the
applicant
the
the
opportunity
to
respond.
Let.
AE
Me
just
hit
the
front
end
of
this.
If
I
could,
I
know
john
has
a
good
relationship
with
tony
and
they've
been
in
touch.
We,
we
did
in
fact
have
an
update,
as
required
by
the
bcb's
own
regulations,
a
one-year
update
to
the
community
amid
covid
on
july
2020,
with
the
appropriate
notice,
as
required
by
the
bcp.
AE
It's
been
hard
to
have
the
type
of
presence
that
we
previously
had
amid
covid,
and
the
only
thing
I'd
say
is
that
the
delay
had
to
do
with
the
delay
in
the
formation
of
the
bcb
is,
I'm
sure,
you've
all
heard
kind
of
this
echo,
because
all
of
a
sudden
people
are
coming
back
now
and
after
this
long
kind
of
hiatus-
and
I
think
it
has
to
do
in
part
to
the
formation
of
the
bcb,
but
also
due
to
the
covid
and
the
the
the
two
events
kind
of
connecting
with
each
other
created
this
long
delay.
AE
The
final
thing
I
want
to
say
is
that
we
have
scheduled
a
meeting
tentatively
scheduled
for
marth
march
8th
2021,
a
virtual
community
outreach
meeting
and
it's
pending
approval,
because
it's
virtual,
the
municipality,
the
city
of
boston,
must
sign
off
prior
to
our
advertising
of
same
that
would
allow
for
community
weigh-in
prior
to
our
zoning
board
of
appeal
hearing,
which
obviously
would
come
after
march
8th,
and
I
believe
that
was
the
commitment
that
john
made
to
the
austin
civic
association
that
prior
going
to
the
zba,
because
that's
all
that
existed
at
the
time,
he
would
come
back
and
he
would
have
a
community
meeting.
A
AB
AB
I
think
that
you
know
it's
it's
funny
that
medical
shops
that
have
been
proven
to
be
successful
and
sort
of
managing
their
crowds
and
managing
expectations
and
being
generous
community
partners.
I
I
just
think
on
a
base
and
a
poor
level.
I
I
still
think
it's
odd
that
they're
sort
of
asked
to
go
through
an
additional
set
of
of
things
for
recreational,
and
I
understand
it's
the
law,
but
what's
the
law
and
what's
practical
on
what's
right,
doesn't
always
make
sense.
AB
I
think
that
you
know
I'm
in
support
of
this
business
as
well,
simply
because
the
only
real
consideration
that
that
a
recreational
outlet
is
going
to
bring
then
a
medicinal
is
fear
of
traffic
and
crowds.
I
think
they've
proven
to
be
good
with
crowds.
I
think
that
if
we
keep
chasing
a
fear
of
traffic,
you
know
we
delay
the
opening
of
these
shops.
AB
We
create
more
traffic
and,
quite
frankly,
you
know
as
far
as
crowds,
there
are
something
like
60
shops
open
around
this
state
and
a
lot
of
other
shops
that
will
be
coming
on
recreationally
in
boston,
so
whatever
crowd,
concern
or
security
concern,
I
think
will
be
relatively
minimalized
within
the
next
two
to
three
years,
if
not
sooner
than
that.
AB
So
with
that
cons
with
that
in
consideration,
you
know
I
have
to.
I
would
have
to
support
this
proven
vendor
and
them
trying
to
open
up.
A
A
AE
AE
O
O
A
A
Mm-Hmm,
thank
you
all.
We
will
now
move
to
item
three.
The
applicant
is
for
don
reparative
inc.
The
proposed
license
premise
is
150
state
street
downtown.
This
is
an
application
for
a
recreational
cannabis,
dispensary
license
and
product
manufacturing
license.
The
proposed
hours
of
operation
are
10
am
to
9
pm.
This
is
a
certified
equity
applicant.
The
date
of
initial
application
is
november.
10
2020
the
data
filing
with
inspectional
services
is
december.
13
2020,
the
date
of
the
community
meeting
was
january.
21St
2020.
A
The
present
team
presentation
team
consists
of
tito
jackson,
the
owner
there
is
a
known
buffer
zone
conflict
with
an
existing
cannabis
establishment,
and
the
applicant
has
submitted
the
requiet
buffer
zone
statement.
Before
we
begin
with
the
presentation,
I
will
ask
attorney
shayla
white
to
please
present
regarding
the
equity
certification
of
the
applicant
attorney
white.
C
C
Mr
jackson
met
the
following
criteria:
a
person
who
has
resided
in
an
area
of
disproportionate
impact,
as
defined
by
the
cannabis
control
commission
for
at
least
five
of
the
past
ten
years.
Mr
jackson
submitted
a
copy
of
his
deed,
as
well
as
his
voter
records,
which
stated
that
he
does
live
in
a
in
a
census
tract
that
has
been
designated
as
an
area
of
disproportionate
impact
by
the
ccc,
a
person
who
has
resided
in
the
city
of
boston
for
the
past.
C
Seven
years
again,
mr
jackson
did
submit
a
copy
of
the
deed
to
his
home,
as
well
as
his
voter
registration
certificate,
which
established
that
he
has
been
a
resident
of
the
city
from
2000.
Oh
sorry,
I
got
the
wrong
century
1999
and
also
the
third
criteria
that
mr
jackson
met
is
a
person
who
is
black,
african-american
hispanic,
latino
or
of
asian
descent.
Mr
jackson
self-identifies
as
black.
AH
Yes,
I'm
I'm
president.
I
want
to
thank
this
board.
I
also
want
to
thank
the
staff
of
this
board
for
the
amazing
work
that
you
continue
to
do
and
make
in
bringing
predictability
to
a
very
difficult
and
sometimes
unpredictable
process
and
as
an
equity
candidate.
I
was
not
I'm
not
that
tito
jackson,
so
my
bank
account
does
not
reflect
one
that
can
just
continue
to
go,
have
withdrawals.
I
I
would
love
to
jump
into
the
presentation
I
actually
got
involved
in
cannabis.
AH
If
we
can
go
to
the
second
slide,
I
got
involved
in
the
cannabis
industry
actively
on
when
I
was
on
the
council
as
and
I
actually
became
the
first
elected
official
in
the
state
to
step
up
to
legalize
this
issue,
which
is
very
important
and
actually
disproportionately
affected.
Many
folks,
we
can
go
to
the
next
slide.
AH
AH
We
can
go
to
the
consulting
and
legal
team.
We
have
a
amazing
group
of
individuals
in
our
consulting
and
legal
team
with
actually
over
100
years
of
experience
in
business
as
well
as
management.
I
do
want
to
get
into
the
proposed
location
if
we
can
go
to
the
next
slide.
AH
The
proposed
location
is
150
state
street.
If
folks
know
where
the
black
rose
is
on
our
right
and
then
to
the
left
is
a
place
called
the
the
gingerbread
and
then
right.
AH
Caddy
corner
is
the
century
bank,
and
so
thanks
to
some
of
the
changes
that
have
happened
in
the
economy,
we
were
actually
able
to
secure
a
building
downtown
near
faneuil
hall,
and
I
believe
this
might
be
one
of
the
first
or
only
equity
folks
to
be
downtown
like
this.
AH
We
luckily
were
able
to
identify
a
location
that
was
previously
a
restaurant
called
kamasura.
It
was
a
japanese
restaurant
and
so
in
the
basement
of
this
building,
our
plan
is
to
have
a
marijuana
infused
product
business,
a
manufacturing
business,
the
kitchen
is,
is
actually
already
built
out
and
we'd
have
to
make
minor
modifications.
The
objective
would
be
to
make
edibles
chocolates
as
well
as
baked
goods
on
site.
We
would
not
be
doing
any
butane.
AH
Related
process
would
potentially
only
be
a
co2
process
in
the
basement
on
the
first
floor
and
and
there
are
our
drawings,
but
I
think
they
might
show
up
kind
of
small.
So,
on
the
first
floor,
we
are
working
to
do
a
waiting
room
about
a
thousand
square
feet,
as
well
as
an
online
order.
Pickup,
so
folks
would
not
have
to
go
upstairs
for
that
on
floors.
AH
Two
and
three
on
those
would
be
pos
floors
where
people
would
actually
be
able
to
purchase
and
transact
product.
On
the
fourth
floor,
because
we
have
a
building
that
is
actually
9
600
square
feet,
we
actually
want
to
use
our
embarrassment
of
riches
in
terms
of
inside
to
deal
with
the
issue
of
queuing,
so
that
fourth
floor
is
a
flex
floor
which
we
could
actually
use
for
waiting
as
well
as
potentially
co-working
for
our
staff.
AH
And
then
the
fifth
floor
is
for
staff
as
well
as
lockers
and
and
the
like,
and
then
the.
A
AH
So
we
will
have
three
three
systems
looking
at
comcast
fios,
as
well
as
a
third
mobile
mobile
system,.
AH
AH
In
addition,
on
the
seventh,
we
have
currently
proposed
a
conference
room
that
space
is
pretty
special
because
it
has
a
retractable
glass
roof
which
is
pretty
cool,
and
so
that's
our
proposed
top
program.
Much
of
thank
you.
What
we
discussed
absolutely
in
play.
Our
objective
is
to
make
sure
that
we
control
the
facility.
AH
There
are
three
points
at
which
people
will
receive
a
check
of
their
license,
and,
madam
chairwoman,
we
are
definitely
willing
to
be
proactive
about
the
component
of
out
of
state
and
in
this
case,
probably
out
of
country
to
have
double
down
on
the
the
license
slash
passport
component,
which
will
be
very
helpful.
My
main,
the
the
thing
that
I
think
about
most
are
young
people
and
making
sure
that
no
person
under
the
age
of
21
ever
gets
in
there
and
then
that
they're
identified.
AH
In
addition,
the
community,
we
have
a
community
contract
in
which
a
person
signs
as
soon
as
they
walk
in
that
they
won't
light
up,
loiter
litter
or
break
the
law.
Each
person
who
walks
in
would
actually
sign
that
we
also
will
have
the
the
requisite
security
contractors
we
have
currently
contracted
with
the
union.
Company
called
ftg,
I'm
sorry
new
era
ftg,
and
then
we
also
will
have
the
the
requisite
the
rest,
panic
and
hold
up,
alarms
strategically
placed
throughout
the
facility.
AH
And
relative
to
you
know
the
areas
that
are
I
you
know
that
I
believe
distinguish
us,
but
also
that
I'm
most
proud
about
is
our.
This
reparative
concept
is
really
about
making
sure
that
we
do
right
by
and
actually
that
reparative
word
actually
stands
for,
repairing
some
of
the
the
past
harm,
and
so
when
it
comes
to
our
diversity
and
inclusion
plan,
nb
general
contractor
cleaning
as
well
as
a
garbage
company,
it
is
our
plan.
AH
Thank
you,
leslie!
I'm
sorry!
If
you
could
continue
down
to
the
diversity
and
inclusion.
Sorry
about
that.
AH
AH
In
addition,
we
actually
are
working
on
kind
of
a
a
cool
shop
local
card,
so
one
of
the
things
that
we
are
proposing
is
the
use
of
a
technology
called
qminder.
AH
Minder
is
actually
a
digital
technology
that
allows
for
us
to
actually
deal
with
the
issue
of
queuing
and
it
allows
for
folks
to
call
do
it
online.
Well,
let's
get
a
qr
code
and
turn
in
in
in
terms
of
getting
a
a
place
in
line.
We're
also
individuals
in
between
time
that
that
they're
waiting
to
go
to
some
of
the
restaurants
and
businesses
in
that
community,
because
we
know,
obviously
the
downtown
area
has
been
hit
disproportionately.
AH
I'm
so
very
excited
about
that.
In
addition,
we
believe
in
education
in
particular
for
seniors
and
we'll
have
senior
educators
who
we
hire
to
educate
in
particular
elders.
We
also
will
have
an
art
program.
It's
called
cape,
our
community
art
presentation
expose,
and
this
will
feature
monthly
artists
and
adorn
the
in
interior
of
our
of
our
location.
AH
In
terms
of
a
couple
other
people,
diversity,
inc
and
inclusion
plan,
the
cannabis
and
employment
training
program
set
up
where
we
work
with
violence
in
boston,
sheriff,
steve,
tompkins,
gang
and
green,
a
local
program,
programming
organization
that
helps
people
around
learning
about
the
hemp
industry
and
dorchester
and
roxbury
district
court.
Probation
departments
are
areas
that
we'd
like
to
do
to
source
talent.
In
addition,
those
four
quarry
expungement
events
annually
will
be
connected.
I
also
want
to
just
be
very
transparent.
AH
AH
I
do
want
to
address
the
the
buffer
zone.
We
do
know
that
we
are
actually
you
can.
You
can
actually
stay
right
there.
Thank
you.
We
can.
We
are
in
a
buffer
zone.
We
know
that
there
is
highly
concentrated
areas
downtown.
I
did
hear
the
board
ask
other
individuals
downtown
if
they
would
be
willing
to
support
minorities
who
were
attempting
to
go
downtown
and
they
said
yes,
this
area
is
a
very
commercially
dense
area,
with
not
a
lot
of
housing
and
would
be
appropriate.
AH
In
addition,
there
are
thousands
of
parking
spaces.
Sadly,
many
of
them
are
open
right
now
and
we
are
currently
negotiating
with
multiple
building
owners
to
get
some
type
of
program
for
those
who
park.
In
addition,
there
are
several
blue
line
red
line
as
well
as
orange
line
that
are.
Are
there
relative
to
the
our
employment
plan?
It's
our
intention
to
have
at
least
51
boston
residents,
51
people
of
color
at
least
50
percent
women.
We
have
a
down
payment
program,
first-class
and
security
program.
AH
As
we
move
up,
we
want
them
to
be
able
to
get
additional
housing.
We
also
sub-seduct
ea
passes
at
the
50
level
and
all
of
our
employees
will
have
a
blue
bike
membership
on
us.
We
have
a
401k
program
benefits
and
a
paid
financial
program.
AH
B
Yes,
let
me
first
say
the
most
difficult
job
of
these
hearings
as
being
is
jasmine's
job
and
she's,
trying
to
time
the
applicants
and
and
balance
that
with
the
number
of
people
we
have
testifying.
But,
mr
jackson,
I
just
want
to
say
thank
you
for
your
application
and
for
your
presentation
today
and
you're
right.
This
is
exactly
the
type
of
application
that
this
this
board
wants
to
see
in
in
downtown
an
equity
applicant
who
has
a
proven
track
record
in
some
prime
retail
location
and
I
think,
you're
correct.
B
We
all
stated
on
the
record
when
patriot
care
was
before
us.
We
didn't
want
that
to
be
a
barrier
to
an
equity
applicant.
Trying
to
open
up
shop
in
the
downtown
area
could
do.
I
know
you're
having
40
employees,
that's
correct.
B
Okay,
could
you
just
take
less
than
a
minute,
and
let
me
remind
you
your
last
presentation,
I
think,
was
the
reason
why
we
had
actually
instituted
time
limits
for
us.
So
I'm
actually.
B
I'm
just
trying
to
stay
on
stay
on
point,
but
if
you
could
just
take
a
minute
in
your
own
words
for
the
record,
explain
your
buffer
zone
statement
to
us.
AH
Yes,
so
in
in
terms
of
the
buffer
zone,
this
area
and,
as
we
know,
downtown,
has
different
zones.
The
objective
in
putting
in
this
area
is
the
connection
to
the
faneuil
hall
area.
In
addition,
the
area
around
a
great
deal
of
parking-
and
I
think
one
of
the
other
components
is
that
we
are
substantially
different,
because
this
building
actually
serves
a
different
functionality.
AH
We
are
actually
able
to
manufacture
in
the
basement
which
will
allow
us
to
have
really
you
know,
on-site
manufactured
boston,
manufactured
edibles,
baked
goods
as
well
as
chocolates.
That
will
also
mean
that
we
will
have
additional
employees
and
we'll
be
able
to
build
out
the
brand.
In
addition,
this
area
is
very,
very
commercial
and
the
use
of
this
building,
if,
if
not
for
this
being
conditional,
this
building
is
actually
able
to
be
used,
basically
for
any
any
commercial
use.
AH
B
Leslie,
can
I
just
ask
one
follow-up
question:
when
we
look
at
these
buffer
zones,
we
look
at
whether
or
not
or
when
we
look
at
the
character
and
fitness
of
an
applicant
from
a
licensing
perspective.
AH
So
in
terms
of
the
size,
but
also
the
ability
to
queue
inside,
which
is
one
of
the
things
that
the
individuals
from
the
wharf
district
council
found
attractive.
In
addition,
we
are
actually
partnering
with
one
of
the
local
parks
to
sponsor
a
ranger
to
deal
with
any
potential
secondary
public
safety
issues,
and
we
also
have
committed-
and
I've
actually
been.
AH
I
believe
at
the
last
six
wharf
district
council
meetings,
that
I
will
be
attending
those
meetings
on
a
regular
basis
and
adjusting
any
of
the
issues
that
that
we
have.
So
we
we
have
a
letter
of
non-opposition
from
the
wharf
district
council
and
also
a
letter
from
some
of
the
elected
officials,
so
that
it
is
thought
that
we
will
negatively
substantially
negatively
affect
the
neighborhood
and
community
in
the
area.
J
AH
Yes,
so
I
believe
well
so
one
I
want
to
thank
you
and
and
if,
if
someone
does
want
to
contribute
2.1
billion
to
the
funding
as
long
as
it
keeps
me
as
51
owner,
I'm
fine
you'll.
AH
What
I
would
say
to
you
is
that
we
have
to:
it
is
a
moral
imperative
if
we're
going
to
make
all
of
this
money
that
we
that
we
lift
as
we
climb.
What
the
disparity
study
showed
is
that
there
is
capacity
but
we're
not
using
it,
and
so
that's
that's
the
issue.
AH
It
might
be
a
little
bit
harder
and
by
the
way
it
might
cost
a
little
bit
more
money,
but
when
it
comes
down
to
it,
it's
absolutely
worth
it
and
our
bottom
line
at
verdant
reparative
is
not
only
based
on
money.
It's
a
several
full
bottom
line
about
how
we
actually
repair
the
harm
that
has
been
done,
and
you
can't
tell
me
in
the
city
of
boston,
that's
over
50
people
of
color.
You
can't
find
a
black,
a
latino
contractor
someone
to
deal
with
trash
or
employees.
AH
So
we're
we're
actually
targeting
individuals
who've
reentered
right,
so
I
also
believe
that
we
have
an
opportunity
to
deal
with
folks,
one
from
behind
the
wall
as
they
as
they
come
out,
because
I
also
I
I
actually
object
to
the
fact
that
people
who
are
who
were
trying
to
pay
their
bills
like
just
like
I
am-
are
actually
in
jail
as
I
I
get
to
do
this
and
sit
here
in
a
certain
time.
AH
So
we
want
to
have
those
that
opportunity,
so
50
of
the
funds
will
be
used
to
get
teachers
for
entrepreneurship
and
then
the
other
fifty
percent
will
go
directly
to
those
individuals,
and
some
of
them
will
be
bought,
are
actually
technically
barred
by
the
state
from
participating
but
they're
not
barred
by
the
state
for
ancillary
businesses
such
as
packaging
such
as
cleaning
and
the
like,
and
so
I
am
I'm
absolutely
okay,
with
kind
of
making
sure
that
those
funds
go
directly
out
to
them,
so
they
can
actually
start
their
own
businesses
because
they
under
they
were
in
this.
AH
Some
of
them
were
in
this
business
much
longer
than
I've
been
able
to
been
be
in
this
business.
AH
Ancillary,
if
they
so
remember,
there
are
charges
so
either
or
my
biggest
dream
would
be,
is
to
have
one
of
my
employees
or
one
of
these
train
trained
these
folks
who
were
trained
that
they
I
could
go
to
the
ribbon
cutting
of
their
shop.
That
should
happen,
and
I'm
going
to
do
whatever
I
can
to
make
that
happen.
M
I
do
just
two
quick
ones
good
afternoon,
mr
jackson,
good.
AH
M
M
AH
Yep,
so
this
site
actually
has
additional
additional
security
staff
versus
my
matapan
site
and
for
that
particular
reason
one
we
want
to
ensure
that
we
can
deal
with
any
ada
issues
if
it
needs
to
go
upstairs,
but
there
will
be
essentially
an
elevator
operator
that
will
deal
with
this
issue
and
in
addition,
there
is
literally
a
lockout
either
you
have
to
have
a
fob
or
you
have
to
enter
information
on
on
the
keypad.
AH
So
hopefully-
and
as
you
as
you
know,
you
know
better
than
I
do
that
people
can
get
around
some
of
these
things,
but
the
objective
would
be
to
never
have
that
elevator
be
stationed
alone
and
and
have
individuals
who
are
not
staff
to
be
in
it
without
without
a
staff.
Member.
M
Awesome-
and
the
second
thing
is,
I
didn't
see
it
in
your
presentation
or
in
your
paperwork,
and
if
I
missed
it,
forgive
me,
but
will
you
commit
to
not
selling
single
role
marijuana
products?
Will
there
be
a
limit
to
particularly
send
your
next
door
to
the
black
rose?
Would
that
be?
Would
you
be
committed
to
not
sell
single
rolls
and
stuff
that
people
can
buy
and
use
next
door
at
the
bar
or
whatever.
AH
Yes,
we
we
spoke
about
that
with
the
with
the
community,
and
I
I
will
say
to
you
it's
something
that
that
I
offered
I
and
they
it
wasn't
actually
something
that
got
a
lot
of
con
traction
in
the
community.
But
more
than
willing
around
that.
AH
I
think
that
that
issue
and
we've
actually
in
addition,
had
a
connection
with
the
black
rose,
and
we
actually
want
to
make
sure
that,
as
as
we
move
forward,
if
anyone
does
act
up
there,
I
don't
I
don't
want
them,
and
if
they're
you.
M
Well,
I
know
that
was
one
of
the.
What
do
you
want
to
say?
One
of
the
things
we
said
to
the
other
establishment
downtown
was
that
they
would
not,
you
know,
would
not
be
able
to
sell
single
roles
to
out
of
their
establishment.
So
I
only
think
it's
fair
that
you
be
held
to
that
same
standard
as
well.
N
Thanks
leslie
and
hey
mr
jackson,
good
to
see
you
again,
I
think
you
know
there's
there's
again.
This
application
has
a
lot
in
here
that
I
would
say,
really
lifts
up
all
your
commitments
to
diversity,
inclusion,
employment,
our
communities.
N
You
know
you
leave
me
very
little
room
to
say
anything,
so
I
do
want
to
just
lift
up
again
the
work
or
voice
piece,
just
there's
a
lot
of
great
benefits,
a
lot
of
rewards
just
to
really
again
think
about
worker
voice,
whether
it's
a
survey,
whether
it's
you
know,
connection
to
unions,
whether
it's
connection
to
how
unions
have
a
voice
within
your
you're
going
to
have
40,
plus
employees,
how
they
give
feedback
and
how
you
get
that
as
a
manager
as
an
owner,
not
really
question
just
again
something.
AI
Hi
good
afternoon,
thank
you,
mr
jackson.
I
too
want
to
second
the
chair.
Well,
first,
apologize
there's
some
construction
going
on
which
of
course
is
happening
exactly
as
I
speak,
but
second,
the
chairwoman's
statement
about
having
an
equity
applicant
in
downtown,
I
think,
is
hugely
important,
so
I
was
really
excited
to
see
it
and
also
again
the
programs,
the
reparations
program,
the
training
program.
You
know,
all
of
that
I
think,
is
just
such
exemplary
and
I'm
glad
we
saw
your
application.
AI
I
think
was
the
first
one
we
ever
saw
way
in
the
beginning,
because
it
really
set
the
bar
for
for
supplement,
supplement
application.
So
thank
you
for
that.
I
did
have
a
question
about
financing.
I
was
wondering
if
you
could
walk
me
through
that,
a
little
bit
given
your
sole
owner,
but
the
the
cost
is
obviously
much
larger
than
than
what
has
been
invested
thus
far.
And
what
are
your
thoughts
around
as
people
come
in?
Are?
Do
you
see
those
as
loans?
Are
you?
AH
So,
as
I
did
say,
I'm
not
that
other
title
jackson
so,
which
is
is,
is
true.
I
I
will
be
continuing
to
personally
and
invest
in
myself
and
my
own
company.
AH
I
actually
am
looking
forward
to
doing
some
funding
on
the
debt
side
and
so,
which
is
a
little
bit
unique
and
we've
been
trying
to
work
work
that
component
out,
but
I
think
the
ability
to
keep
control
of
our
company
and
then
the
real
piece
for
me
is
that
I'm
from
here
I'm
I'm
born
here,
I'm
not
going
anywhere,
and
so
these
issues,
and
so
I
I
I
am
behold
it
to
you.
AH
But
I
you
know,
if
I,
if
I
don't
do
these
things
folks,
are
going
to
come,
knock
on
my
door
and
they're
going
to
call
my
mom.
So
I
have
a
high
bar
relative
to
to
this.
So
my
objective
is
to
really
set
up
set
up
a
structure
that
people
who
typically
would
not
be
able
to
invest
are
able
to
invest.
The
regulation
crowdfund
regulation
cf
has
just
has
just
been
modified.
AH
It
was
1.07
million
dollars
prior
and
people
could
invest
a
hundred
dollars
to
a
hundred
thousand
dollars
at
a
hundred
thousand
dollar
cap,
and
now
that
ex
that
that
regulation
has
actually
gone
up
to
five
million,
and
so,
in
addition,
people
who
typically
invest
typically
have
to
be
a
qualified
investor,
which
means
you
make
200
grand
a
year
between
you
and
a
spouse.
You
make
300
grand
a
year
or
you
have
a
million
dollars
in
net
worth.
AH
That's
not
roxbury,
that's
not
dorchester,
that's
not
mattapan,
and
so,
with
the
platform
that
we
are
looking
at
using
it's
a
boston-based
company
called
mainevest
and
it
is
a
crowd-based
funding
and
we
it
actually.
Some
of
these
crowd-based
pieces
are
around
equity
or
convertible
notes.
This
one
is
actually,
interestingly,
a
debt,
a
debt
situation.
I
mean
you
actually
pay
the
dollars
back
as
a
percentage
of
the
revenue
and
it's
much
less
than
the
9.9
percent
trigger.
So
that
is
the
the
objective
there.
AH
I
will
just
also
note
this
building
is
amazing
because
it
was
a
restaurant
and
it
was
fully
built
out
as
a
restaurant
and
that
those
top
four
floors
actually
weren't
there.
It's
basically
a
brand
new
building
and
so
versus.
Actually
even
my
other
store,
it
actually
will
cost
me
less
to
do
the
build
out
than
some
of
the
the
other
stores,
which
is
just
amazing,
because
it
just
doesn't
happen
that
often
so
that
that's
the
manner
in
which
I
I
would
like
to
be
able
to
move
forward
our
control.
AH
There
is
critical
to
making
sure
that
we
we
are
able
to
do
the
things
that
I
have
said.
If
you
take
money
from
the
wrong
person,
they
may
not
be
in
agreement,
and
so
I'm
gonna
definitely
make
sure
that
we
stay
in
control
across
the
board.
So
we
can
deliver
for
the
community.
AI
Those
are
great
resources
to
know,
because
I
think
oftentimes
people
see
the
the
investment
as
such
a
huge
impediment
to
to
getting
started.
So
thank
you
for
that.
A
G
Good
morning,
madam
chair
members
of
the
board,
patrick
fandal,
mayor's
office
of
neighborhood
services,
speaking
on
behalf
of
my
colleague,
john
romano,
on
the
downtown
neighborhood
services
liaison,
this
application
has
gone
through
an
extensive
community
process,
including
the
required
community
outreach
meeting
which
took
place
online
on
january
21st
via
webex.
Further,
the
applicant
appeared
in
front
of
the
dwarf
district
council
to
present
to
their
membership
and
their
board
ultimately
receiving
their
non-opposition.
G
The
applicant
has
received
significant
support
in
the
community
from
neighbors,
neighbors
and
stakeholders.
Due
to
the
robust
community
outreach
conducted
and
attention
to
operational
detail
put
forth
by
councillor
jackson
and
his
team,
the
mayor's
office
would
like
to
go
on
record
in
full
support
of
this
proposal,
as
we
were
very
excited
to
see
this
equity
application
and
black
owned
business
move
forward
in
the
downtown
area.
Thank
you.
T
The
counselor
would
like
to
go
on
recurring
support
of
this
proposal.
The
support
of
the
counselor
is
based
on
a
this
is
a
hundred
black
black
owned
business
and
has
nearly
100
years
of
combined
experience
in
business
and
management,
and
it
will
be
the
first
equity
application
for
a
cannabis
dispensary
being
considered
in
the
downtown
area.
T
Furthermore,
burden
burden,
preparative
plans
on
hosting
for
a
quarry,
ex-pokemon
workshops
and
three
job
sprayers
in
the
boston
neighborhood
designated
as
areas
of
disproportionate
impact.
This
proposal
has
also
received
a
letter
of
non-opposition
for
from
the
wife
district
council
neighborhood
association.
A
A
A
AJ
AB
Yeah
I
have.
I
have
no
further
further
comment.
Everything's
been
covered
pretty
well
here.
I
support
the
proposal.
A
A
AH
Thank
you
very
much,
and
I
just
again
want
to
thank
this
board
for
the
predictability
as
a
business
person.
This
makes
a
huge
difference
from
what
many
of
us
have
have
dealt
with
in
in
the
past.
This
process,
as
well
as
your
attention
to
every
single
detail
is,
is
is
noted,
and
we
thank
you
for
that.
Thank
you
very
much.

as

for
their

Thank
you
very
much.
R
B
Yes,
I
do
you
did
answer
some
of
my
questions.
I
want
to
make
sure
that
we
do
get
the
annual
report
when
you
reapply
for
your
annual
license,
I'm
looking
at
the
names
and
the
percentage
interests
and
then
at
the
end
it
says
the
source
of
financing
and
capital
contribution
in
that
east
bennington
llc,
which
is
39
ownership,
contributed
250
000,
so
the
other
owners
I've
circled
them.
I
don't
to
go
through
them.
How
much
was
their
capital
investment.
AE
Hi,
madam
chair,
this
is
mike
ross.
The
capital
investment
was
to
approximately
250
000.
The
other
owners
that
are
part
of
the
east
boston
local
routes
did
not
make
a
direct
cash
contribution
towards
that
initial
capital
outlay.
AE
Well,
not
exactly
in
the
case
of
nicole
monica
who
owns
the
property,
he
is
obviously
bringing
to
bear
the
availability
of
the
property,
and
you
know
this
is
a
10.
This
isn't.
This
is
a
leased
property.
We
will
have
lease
payments
go
back
to
to
nicole
monica,
but
but
just
making
that
available
is
clearly
something,
and
there
are
other
people,
people
like
lorraine
and
and
and
others
who
this
was
a
real
opportunity
to
engage
them
without
having
to.
B
AE
B
AE
Well,
they're,
all
going
to
they
all
are
investing
sweat
equity.
You
know
their
efforts
towards
pulling
this
together.
There
were
no
direct
cash
contributions
made
by
those
individuals
only
by
the
east
boston
llc.
AE
At
this
time
there
will
obviously
need
to
be
a
cash
call
to
build
out
the
facility
and
to
pay
for
that
build
out,
and
you
know
it's
very
likely
that
we
will
at
that
time,
look
at
look
to
those
folks
and
if
we
have
to
look
to
outside
those
folks
who
would
have
to
come
back
to
the
boston
cannabis
board
anyway,.
B
Okay
and
how
many
we
talked
about
10
to
15,
full
and
part-time
employees?
What's
the
breakdown
full
full-time
employees
versus
part-time
employees,.
W
Okay,
as
as
we
recruit
employees
depending
on
what
their
availability
is,
we
will
either
offer
full-time
or
part-time
status.
For
example,
if
we
have
working
mothers
who
only
want
to
work
four
hours
a
day,
we
are
going
to
do
everything
we
can
to
give
them
employment,
so
we're
going
to
be
very
flexible
and
very
accommodating
to
to
get
the
you
know,
recruit
people
from
the
neighborhood.
AE
I'm
chair,
I'm
sorry
I
just
I
did
want
to
point
out
jimmy
shannon.
He
owned
that
business
tufts
tobacco
operated
for
over
20
years.
AC
B
J
Thank
you
just
thinking
about
you're
near
the
airport.
Do
you
have
a
plan
of
dealing
with
like
foreign
ids
and.
AE
Yeah,
so
our
security
consultant
kroll
exceeds
really
all
of
the
the
bare
minimum.
Our
intent
would
be
to
have
require
a
backup
photo
id
for
anyone
with
an
out-of-state
license.
AE
Or
another
country
yeah
require
a
duplicate
form
of
id.
J
Okay,
I
didn't
see
anything
in
there
talking
about
like
queuing,
because
they
said
there
was
a
small
facility
so
like
queuing
and
also
online
sales,
are
you
planning
to
do
that.
AE
Yes,
we
are,
we
anticipate
online
sales
to
encompass
approximately
50
percent,
maybe
more
of
our
business.
The
industry
is,
is
trending
in
that
direction.
Right
now,
there's
just
a
highly
aware
consumer
who
knows
what
they
want
and
they
go
online
and
they
order
it
ahead
of
time.
AE
J
AE
Looking
percentage
yeah,
I
mean
I
would
say
that
it
would
be
a
minimum
of
five
percent
we're
looking
at
at
about
12
employees.
So
you
know
two
percent
would
be
over
five.
I
mean
two
employees
would
be
over
five
percent.
I
think
sal
amatina's
relationship
with
the
orient
heights,
public
housing
community
and
his
previous
work
as
a
city
councilor
will
allow
him
to
access
communities
that
have
been
marginalized.
AE
We
will
also
be
working
with
those
other
those
other
organizations
that
lorraine
mentioned,
but
so
it
would
be
more
than
five
percent.
It
would
be,
I
would
say
two
out
of
the
12
employees
would
be
the
goal
of
the
criminal.
Anyone
with
a
previous
criminal
record.
J
And
lgbtq,
and
both
so
two
percent
for
each
group.
AE
No
well,
I
think,
for
the
lgbtq
and
for
the
disabled
I
mean
some
of
our
some
of
the
people
who
are
on
the
application
are
very
close
to
both
the
lgbt
and
the
disability
community.
AE
So
we
would
be
pushing
out
to
those
communities
opportunities
to
be
to
work
with
and
to
contract
with
our
our
company,
lorraine,
who's,
who's.
A
really
good
hr
by
training,
hr
professional
by
training,
will
do
everything
to
recruit
those
populations,
subject
to
your
privacy
laws
and
those
types
of
things.
So
there's
certain
newspapers,
bait,
windows
and
others.
That
would
also
be
logical
places
for
us
to
apply.
AE
I
don't
think
we
have
a
numbers
established
for
lgbtq
employees,
but
we
do
have
a
number
established
for
people
who
had
previously
been
incarcerated
for
marijuana.
Okay,.
M
N
You
actually
chairwoman
joyce
and
asked
all
my
questions,
although
I
did
have
one
clarification.
One
just
wanted
to
hear
your
thoughts
about
the
concern.
There
was
clearly
great
community
support.
There
was
a
one
that
we
saw
that
was
about
just
the
location
being
very
close
to
ymca,
while
it
didn't
trigger
any
legal
issues.
Just
wanted
to
hear
your
thoughts
about
how
you're
addressing
that
and
if
I'm
actually,
I
was
gonna,
ask
commissioner
holmes
if
she
had
any
questions
about
the
location
and
the
security
and
for
children.
AE
Yeah,
I
don't
know
if
sal,
if
you
want
to
address
that
in
terms
of
the
proximity
east
boston,
is
a
very
dense
community
and
it
seems
that
everyone
knows
each
other.
I
now
live
here
and
I
can
verify
that
and
so
there's
there
is
an
awareness
of
the
institutions
there
are.
There
are
two
ymcas
in
the
neighborhood
sal.
Do
you
want
to
fill.
AK
That
on
that
yeah,
so
we
are
approximately
two
blocks
away
from
the
ymca
in
orange
heights
on
ashley
street.
So
we
will,
you
know,
work
very
closely
to
make
sure
that
there's
no
one
hanging
outside
or
any
of
the
those
who
attend
the
ymca
or
outside
hanging
outside
our
establishments,
but
living
up
or
in
heights.
I
have
to
be
honest
with
you.
I
never
ever
see
kids
from
the
y
hanging
outside
most
of
those
times,
they've
dropped
off
at
that
location
from
their
parents.
N
Great
okay,
thank
you.
There
is
one
thing
that
I
just
want
to
reiterate:
chairman
joyce
talked
about
full-time
versus
part-time.
I
do
appreciate
the
answer
about
the
flexibility
of
the
worker.
I
also
just
want
to
I've
said
this
at
other
meetings.
Just
to
show
my
just
on
the
record
concern
about
part-time
employees.
Often
times
are
not
a
choice.
You
know
it's
it's
to
avoid
benefits
and
those
kinds
of
things
and
that
really
support
workers
as
a
whole.
N
So
I
just
want
to
reiterate
that
make
sure
that
when
you
are
trying
to
have
a
flexible
business
plan
to
think
about
full-time
employment,
as
actually
one
job
should
be
enough
in
boston.
AK
W
AI
Thank
you.
Thank
you
so
much.
I
wanted
to
follow
up
on
the
questions
on
this
on
this
percentage,
because
I
was
also
confused.
AE
I'm
sorry
I
was,
I
was
thinking
too
much
one
more
time,
commissioner.
I
apologize.
AI
No,
that's!
Okay!
So
if
you
have
20
28
interest,
miss
morika
and
then
east
bennington
is
39.
So
then
you
have
33
percent
of
the
interest.
AI
AI
AE
Yeah
I
mean,
as
a
matter
of
ownership
of
the
company,
tracy,
montessori
or
or
nicole
monica,
as
you
said,
owns
close
owns
30
clear
of
this
company
notwithstand
the
fact
that
she
didn't
make
the
direct
investment
on
that
she,
the
all
the
investors,
agree
and
all
the
ownership
of
this
company
agree
that
she
owns
30
of
the
company,
the
other
people,
the
39,
I
mean
what
you
have
is
61
of
these
people
connected
to
east
boston.
AE
This
was
their
dream,
their
vision,
the
other
people
were
39.
I
think
lori
might
have
said
it
wrong.
They
don't
work
in
east
boston.
They
work
in
boston,
they're,
they're,
not
they're,
not
directly,
affiliated
with
east
boston.
So
this
was
an
opportunity
for
outside
investors
to
invest
in
this
in
this
project.
AE
This,
and
this
has
everything
to
do
with
the
fact
that
this
is
not
a
bankable
industry.
So
anytime,
someone
is
to
go
out
and
raise
money,
or
this
industry
they're
often
going
to
find
investors
and
that's
what
we
did
here.
We
found
investors
who
could
who
could
raise
funds
to
help
us
do
what
we
wanted
to
do.
AE
AI
Yeah,
I
just
it's:
it's
very
confusing
to
me
the
the
how
how
you
quantify
an
investment
without
an
actual
finance
reserve,
but
that
might
just
be
great,
but
it's
just
it's
it's
hard.
We
we've
given
you
know.
Other
we've
asked
other
applicants
about
this
sort
of
like
their
role
if
their
investment,
if
their
financial
investment
seems
big,
but
their
actual
participation
seems
relatively
small,
then
we
question
that
and
I
just
it
I
if,
if
maybe
you
could
present
something
or
submit
something
that
kind
of
where
do
you
get?
AI
A
number
of
you
know
counselor
la
matinas,
4.06
percent,
but
if
that's
not
a
financial
investment,
how
that
how
that
was
decided.
I
think
it'd
just
be
helpful
to
to
to
think
about
that.
AE
Yeah
we
will
supplement
the
record
and
I'll
try
to
clear
it
up.
I
don't
think
it's
much
different
than
what
you're
seeing
with
equity
applicants
you're,
seeing
51
of
the
ownership
of
an
entity
coming
before
you
without
having
invested
actual
dollars
into
the
entity,
but
certainly
sweat,
equity
and
and
their
status
as
an
equity
applicant,
and
then
49
is
typically
being
the
money
side
of
that
equation.
AE
So
you
you
have
seen
that
model
that
we're
not
an
equity
applicant
and
we're
not
claiming
to
be,
but
the
fact
that
some
people
contribute
funds
and
other
people
contribute
in
other
areas
is
something
that
you've
seen
before.
AI
Yeah,
I
guess
I
just
haven't
seen
it
broken
down
like
this,
so
it's
it's
it's
hard
to.
It's
really
hard.
It's
hard
to
wrap
around
you
know,
and
then,
if
you
have
the
the
managing
members,
like
lorraine,
for
example,
is
a
managing
member
but
she's
only
point
four
percent
invested
is
she
is
she?
Is
she
the
human
resources
person
for
the
organization
is
that
is
that
why
you're
considered
a
managing
member.
AE
I
think
of
the
intent
with
with
well.
No,
I
mean
I
think
there
was
a
deliberate
attempt
to
choose
our
managers.
These
are
the
people
who
control
the
company
and
who
control
the
decisions
of
the
company.
Those
three
have
control
in
the
legal
sense
as
well
as
in
the
ccc
sense.
I
do
think
with
lorraine.
It
would
be
great
if
she
became
an
employee
of
the
company
when
open
and
then
she
would
get
a
salary
and
those
are
conversations
that
we
we
haven't
even
gotten
to,
but
that's
the
intent.
AE
AE
B
AI
AE
Yeah
yep:
this
is
something
that
businesses
do
every
day
there
they
have
evaluation
and
then,
at
the
end
of
the
year
they
true
up
with
their
investors.
We,
so
we
can
give
you
a
glimpse
into
how
our
kind
of
behind
the
operating
agreement
to
give
you
a
sense
of
how
that
will
look.
B
I
think
it
just
seems
very
unbe
again.
We
we've
had
asked
these
questions
at
previous
hearings.
Sometimes
it
feels
unbalanced.
You
have
big
names
with
big
percentages,
and
then
you
have
a
lot
of
workers
that
might
have
smaller
percentages,
we're
just
trying
to
wrap
our
arms
around
it
all
and
it
any
explanation
you
can
provide
would
be
helpful
because
I'm
more
confused,
but
we
do
ask
this
information
of
all
applications.
We
may
not
have
asked
these
questions
on
the
record,
but
we
do
get
this
information
from
everyone.
AE
One
last
try,
if
I
could,
when
we
were
forming
as
a
group
I
mean
a
lot
of
these
people
know
each
other.
They
lived
in
the
same
building,
they
knew
each
other
and
it
was
seen
as
a
as
a
advantage
to
to
all
to
say:
hey,
let's,
let's
do
this
together
as
opposed
to
some
out
of
state
company
coming
in
and
opening.
Why
don't
we
as
people
who
live
in
this
community,
do
this
as
a
group,
and
that
was
that
was
literally
the
impetus
for
this,
and
then
it
was
a
question.
AI
And
then
the
only
other
thing
was
on
the
corey
employment.
I
appreciate
the
prioritization.
AI
I
would
just
recommend
sort
of
more
specific
goals
around
hiring
people
with
corey,
just
given
the
disproportionate
impact
on
black
and
latinos
and
doesn't
appear
that
any
of
the
investors
are
are
latino,
so
I
think
that
would
be.
It
would
be
a
great
a
great
thing
to
have
not
required,
obviously,
but
I
would
recommend
it.
A
AL
Good
afternoon,
madame
chair
and
members
of
the
board,
lena
tramelli
with
the
mayor's
office
of
neighborhood
services,
the
office
of
neighborhood
services
facilitate
a
public
meeting
on
june
25th
of
2019,
where
68
people
attended,
including
56
residents
of
oren
heights.
At
the
meeting,
the
applicant
team
answered
every
question
from
the
residents.
AL
Also,
they
met
two
times
with
the
owen
heights,
neighborhood
tables
and
consoles.
We
recognize
that
there
are
some
concerns
regarding
parking
traffic
and
safety
and
the
fact
that
there
are
kids,
kids
that
are
going
to
be
exposed
to
this.
The
applicant
addressed
most
of
the
concerns
and
work
with
the
community
to
negotiate
hours
of
operation
and
parking
solutions
at
the
meeting.
Many
residents
voice
their
support,
based
on
the
fact
that
the
applicant
aris
boston,
boston,
is
bostonians
and
that
they
care
for
the
community
and
they
will
create
jobs
and
increase
the
security
around
the
facility.
AL
AM
AN
Good
afternoon,
madam
chair
commissioners,
ricardo
patron
from
the
office
of
city
councilor,
lydia
edwards,
the
counselor's
preference
for
marijuana
applications
is
that
they
be
given
to
local
residents
whenever
possible.
As
the
board
knows,
this
application
was
submitted
by
east
boston
residents.
AN
Additionally,
one
of
the
members
of
the
ownership
group
has
successfully
operated
a
smoke
shop
at
the
location
for
decades,
which
shows
an
ability
to
manage
a
business
that
caters
to
an
adult
only
customer
base
without
incident
and
the
location
is
transit,
oriented
which
will
help
minimize
traffic
and
parking
impacts
on
the
community.
The
council
would
like
to
go
on
the
record
and
support
as
well.

X
Good
afternoon
my
name
is
tony
noble.
I
live
at
90
wordsworth
street
in
east
boston
and
I'm
president
of
the
orient
heights
neighborhood
council,
though
I
am
here
to
voice
my
personal
support
for
this
proposed
recreational
marijuana
facility.
I
actually
used
to
live
directly
above
tufts
tobacco.
I
supported
this
proposal
then
I
still
support
it
now.
The
monica's
have
always
been
very
responsive
and
not
just
to
my
concerns
when
I
was
a
tenant.
If
I
had
questions
about
the
community
at
all
or
the
you
know,
neighbors,
they
were
always
very
quick
to
respond.
Q
Good
afternoon,
thank
you.
I
just
want
to
go
on.
I
live
at
156,
saint
andrew
road
in
east
boston
and
I'm
a
member
of
the
oregon
heights
neighborhood
council.
Initially
I
took
a
position
of
non-opposition
to
this
proposal,
but
over
time
I've
evolved
and
I'd
like
to
speak
in
support
of
it.
I've
observed
a
great
deal
of
community
outreach
from
the
applicants
throughout
the
iran
heights
neighborhood
council
process
and
with
the
abutters
meetings.
Q
These
applicants
are
locally
known
and
I
think
that
that
speaks
volumes
to
garner
support
for
what
they
would
like
to
open
there.
Initially,
I'm
I
didn't
vote
for
the
law,
but
I,
since
it
settled
law
in
massachusetts,
which
was
evidenced
by
the
affirmative
majority
in
east
boston,
it's
time
to
bring
these
businesses
online
and
it
will
be
in
a
business
district
that
is
heavily
trafficked
now
and
in
an
historic
manner.
Also,
it
will
bring
job
opportunities.
Q
We
need
workforce
development
in
east
boston
and
the
pandemic
has
only
heightened
that.
The
only
thing
I
would
ask
the
proponents
that
I
did
mention
during
the
or
in
heights
meeting
is
that
when
you
do
your
cameras,
if
you
could
commit
to
having
them
from
all
viewpoints
internally
and
externally,
with
particular
attention
paid
to
the
rear
of
the
building
which
faces
the
residents
that
are
the
most
contiguous
to
this
property,
and
with
that,
I
wish
you
luck
with
your
deliberations,
and
I
wish
the
proponent
well.
Thank
you.
AO
Hi
good
afternoon,
everyone-
thank
you.
My
name
is
susan
albrigo.
I
live
at
496
bennington
street
in
east
boston,
I'm
a
lifelong
resident,
having
lived
here
there
for
nearly
60
years.
I
I
just
want
to
say
first
that
I
noticed
that
there
was
no
parking
plan
included
in
the
presentation
and
my
testimony
is
directly
related
to
the
parking
plan
that
was
previously
previously
presented.
So
I
just
want
to
confirm
that
that
is
what
I'm
speaking
to
that
plan.
AO
Okay,
so
I'll
I'll
go
forward.
The
barnes
ave
lot,
which
is
the
proposed
parking
area
for
the
patrons
of
this
proposed
establishment,
is
approximately
three
up.
Three
block.
Walk
from
the
proposed
location
concern
is
that
residents
will
not
walk
the
three
blocks
to
the
establishment.
It's
it's
simply.
This
plan
is
simply
not
adequate.
AO
Now
I
understand
that
you
know
the
owners
of
the
shop
either
current
or
former
should
be
well
aware
of
the
existing
serious
problems
of
double
parking,
as
well
as
traffic
in
this
specific
area
of
bennington
street,
and
while
mr
shayna
successfully
previously
operated
and
owned
tufts
tobacco
in
this
same
location,
the
sheer
number
and
increase
of
patrons
that
this
particular
establishment,
this
dispensary
will
draw
in
person
regardless
of
online
or
call
ahead,
will
likely,
encourage
and
increase
the
double
parking
and
traffic
traffic
in
this
already
chat,
parking,
challenged
area
again
by
providing
parking
some
distance
away.
AO
Approximately
three
blocks
from
the
establishment
itself
is
not
an
efficient
plan
and
that
it
would
encourage
patrons
to
double
park
on
bennington
street
in
adjacent
streets
versus
walking
three
blocks
from
the
parking
lot
to
the
establishment.
For
these
reasons,
I
cannot
support
this
proposal.
Thank
you.
Thank.

L
Good
afternoon
my
name
is
joseph
mario.
My
address
is
52
waldemar
avenue,
east
boston.
I
live
about
three
blocks
from
the
premises.
I
also
own
and
operate
a
business
about
two
blocks
further
down
the
street
on
bennington
street.
L
I
I've
known
nicole
since
she
was
a
child.
I
also
used
to
buy
cigars
for
years
at
from
gym
at
the
shop
guys
have
always
kept
it
a
safe
place
strongly
in
favor
of
this
from
a
selfish
standpoint.
L
I
think
just
opening
this
business
will
actually
help
the
other
businesses
in
the
area
and
also
the
these
group
of
people
have
been
extremely
generous
to
the
east
boston
charities
throughout
the
years,
and
I
expect
they
will
continue
to
be
so
also
also
like
to
make
a
comment
about
the
young
woman
who
talked
about
the
parking
problem.
L
There's
lots
of
parking
public
parking,
I'm
going
to
say
about
20
yards
around
the
corner
from
this
property,
and
normally
I
don't
see
any
problems.
It's
a
lot
of
parking
for
the
merchants
and
after
five
o'clock,
there's
lots
of
parking
in
the
area,
so
I'm
hopefully
they're
successful
with
their
business,
and
I
strongly
suggest
this
project
go
forward.
Thank
you.
AP
Hi
good
afternoon,
madam
chairwoman
and
commissioners,
I
want
to
echo
the
comments
that
were
shared
by
many
others
today.
Thank
you
for
holding
such
an
open
and
transparent
process.
This
is
the
first
time
I've
called
in
live
to
one
of
these
meetings,
but
I've
really
enjoyed
the
past
couple
hours.
Learning
about
the
questions
and
the
process
behind
this,
I
I'm
sorry.
I
live
at
282
marginal
street
and
again
my
name
is
david
estrada.
AP
I'm
calling
in
in
support
of
this
business.
I've
been
a
medical
marijuana,
patient
and
recreational
consumer
for
the
past
number
of
years
in
massachusetts
and
as
a
resident
of
east
boston,
it
would
be
really
great
to
have
a
number
of
shot
shops
in
the
end
to
be
able
to
shop
from
instead
of
having
to
cross
any
of
the
bridges
to
buy
product.
So
I'm
calling
in
to
share
that
today
and
thank
you
so
much
from
for
the
time.
AJ
Yes,
hello,
madam
chairwoman
and
chairpersons.
Thank
you
very
much
for
having
me
today.
I
live
at
288
marginal
street.
I've
been
a
resident
of
east
boston
for
six
seven
years
now,
I'm
calling
in
to
just
get
my
support
for
this
business
opening
up.
You
know,
I
think,
as
one
of
the
other
chairwoman
said
said
earlier,
you
know
this
is
a
very
new
process
and
a
very
new
these
businesses
are
very
new
and
very
hard
to
understand.
AJ
I
think
you
know
there's
been
a
lot
of
these
popping
up
in
a
lot
of
places,
so
we
can
all
take
it.
We
can
all
take
and
learn
from
those
and
see
how
how
well
each
one
of
them
are
doing
and
take
the
best
practices
that
they've
been
doing
and
how
they've
been
working
with
their
communities.
AJ
This
is
a
community
run
business
which,
in
this
day
and
age
I
think
we
should
all
back
and
we
should
all
support,
especially
in
our
areas.
I
think
the
biggest
thing
is
always
keeping
businesses
like
this
away
from
schools
and
and
and
other
areas
like
that
and
other
you
know
kid-friendly
places,
and
they
are
away
from
that.
They're,
obviously
going
to
do
their
due
diligence
and
have
you
know
their
security
and
have
their
processes
of
buying,
and
you
know
I
think
this
is.
AJ
This
is
just
a
great
thing
for
the
community
and
for
everybody,
so
the
support
is
just
great
great
people,
and
I
really
I
I
really
put
my
full
support
in
this,
and
I
think
this
is
beneficial
for
everybody
in
this
neighborhood.
Thank
you.
A
Are
there
any
other
individuals
who
wish
to
testify
who
have
not
previously
testified?
Regarding
this
matter,
you
see,
jim
kearney
has
a
raised
hand.
Mr
kearney.
AQ
Yes,
my
name
is
jim
kearney
and
I'm
I've
bought
and
raised
in
east
boston
went
to
east
boston,
high
school,
a
proud
graduate
of
east
boston,
high
school
I've
resided
at
44
leyden
street.
For
the
past
10
years,
I've
been
involved
in
the
community
just
about
my
entire
life.
AQ
I'm
president
of
the
east
boston
chamber
of
commerce,
past
president
of
the
east,
boston,
athletic
board,
and
presently
the
chairman
of
the
freda
o'brien
scholarships
scholarship
committee.
Many
of
the
investors
have
contributed
to
many
local
charities
and
social
service
agencies,
especially
the
monikers.
AQ
AR
My
name
is
mike
tedesca
and
I
am
president
of
orient
heights.
I
live
on
montmorency
ave,
I
also
own
a
business
that
is
right
around
the
corner
from
the
proposed
location
on
breed
street
and
I'm
just
calling
in
my
you
know
my
support
for
this
project.
They're,
wonderful
people.
A
P
P
I've
been
a
live,
long
resident
of
east
boston
and
I've
been
into
a
few
community
meetings
where
I've
heard
positive
talk
about
this
happening
also,
I
I
strongly
believe
that
residents
of
east
boston
should
have
their
first
call
to
open
a
business
in
east
boston.
P
I
also
want
to
echo
nancy
and
mary's
sentiments
about
what
an
idea
this
is
for
orion
heights
and
I
think
it's
going
to
help
the
community
a
lot
as
far
as
the
parking
goes.
I
agree
with
joe
joe
mario.
The
left
side
on
saratoga
street
is
always
open
after
like
three
four
o'clock.
It
opens
up.
Otherwise
I
mean
there's
a
lot
of
surviving
businesses
up
there
that
may
do
with
the
parking
that's
there
and
I
I
feel
that
they'll
make
do
with
it
now.
Thank
you
very
much.
A
I
Hi
my
address
is
249
laden
street
in
east
boston,
which
is
approximately
two
blocks
from
the
proposed
project,
and
I
too,
I'm
excluding
the
support
of
people
who
spoke
before
me
for
this
project.
I'm
thrilled
that
there
is
a
lot
of
community
involvement
and
the
ownership
are
going
to
be
made
up
comprised
of
east
boston
residents.
I
One
of
my
biggest
concerns
when
dispensaries
were
proposed,
that
there
would
be
a
lot
of
corporations
and
out-of-state
companies
taking
over
these
businesses
and
then
there
would
be
no
community
input
or
there
would
be
no
one
to
call
if
there
was
an
issue.
So
I
am
thrilled.
I
drive
by
that
smoke
shop
two
or
three
times
a
day
for
the
last
three
decades
and
it's
always
been
a
great
neighbor
to
everyone.
It's
always
clean,
organized
and
there's
never
been
an
issue,
especially
with
parking
there's,
a
red
light.
I
You
know
right
in
front
of
the
property
and
I've
never
had
an
issue
with
anyone
double
parking
there
or
anything
like
that.
So
parking
is
an
issue
throughout
the
city,
no
matter
what
business
opens.
So
I
think
that
that
is
not
even
a
real
concern
to
me,
so
I
am
thrilled
that
this
project's
being
proposed
by
the
people
involved
and
I
give
it
100
support.
Thank
you.
A
Thank
you.
All
the
board
will
take
this
matter
under
advisement
again,
the
record
will
be
kept
open
until
tuesday,
the
16th
at
5
pm.
The
board
will
reconvene
on
wednesday
at
1pm
for
its
voting
hearing.
That
hearing
will
be
open
to
the
public,
although
no
additional
testimony
will
be
accepted.
