amendments

hearing

being

it

review
some
procedural
matters,
I
will
introduce

amendment

an

which
they
will
have

by

mayflower
medicinals
inc.
The
license
premise
is
230,
harvard
avenue
austin
the
license
type
is
a
co-located
medical
and
recreational
retail
cannabis
dispensary.

background
about
mayflower,
it
is
a
canvas
company
that
is
licensed
and
permitted
by
the
cannabis,
control,
commission
and
the
city
of
boston
for
a
co-located
medical
and
adult
use
cannabis,
establishment

230
harvard
avenue
in
allston.
It
is
a
vertically
integrated
company.
It
has
an
operational
cultivation
and
manufacturing
facility
in
holliston,
as
well
as
operational
retailers
in
worcester
and
lowell.

is

interim,
ceo
and
chief
operating
officer

ianthus
capital
holdings,
which
is
the
ultimate
parent
company
of
mayflower,
and
he
was
already
been
disclosed
to
and
approved
by
the
commission

year,
the
other
individual
is
andrew
plants.
He
will
be
replacing
john
henderson
as
the
chief
executive
officer,
president
treasurer

secretary
of
mayflower
currently
serves
as
the
senior
director

compliance
and
risk

over
the

couple

2017

proposed

not
impact
any
direct
or
indirect
ownership

mayflower
at
any
level

ultimate
controlling

are
simply
seeking
the
board's
approval
for
these
two
individuals
to
serve

a
director
and
the
various
officer
positions
for
mayflower.

economic
opportunity
and
inclusion
to
speak
to
the
equity
certification.

of
the
company
meeting
the
51
ownership
interest
threshold
set
forth
in
the
ordinance
mr
vieira
meets
the
following
criteria:
he's
a
person
who
has
resided
in
an
area
of
disproportionate
impact,

defined

cannabis
control
commission
for
at
least
five
of
the
past
ten
years.

I'm
here
to
present
the
sweet
and
sour
cannabis
proposed
dispensary
at
565
columbus
avenue
with
ellis
one
of
my
business
partners
to
quickly
go
over.
The
ownership
group
is
myself
as
a
ceo
ellis
is
the
chief
marketing
officer
and
then
christian
nicholson
as
the
coo
to
quickly
get
into
it.

Sweet
and
sour
is
once
located.
It
is
located
at
565
columbus
avenue,
as
you
can
see
it
is
that
we're
using
the
previous
building
harvard
I
care.
We
are
a
social
equity,
owned
company
high-end
cannabis
company.
The
founders
of
this
company
is
our
pioneers
within
the
cannabis
space.
We
were
the
first
delivery
operator
to
be
approved
by
the
bcb
back
in,
I
believe,
december
of
2021
as
a
company
as
an
organization
and
as
a
people,
we
adhere
to
the
highest
standards
of
honesty,
transparency
and
respect
towards
our
neighbors,
our
employees
and
ourselves.

to
data
that
we
received
from
current
delivery
services
operating
in
the
area,
south
end
is
top
four
or
the
top
four
large
one
of
the
top
four
largest
of
boston,
cannabis,
boston,
neighborhoods
that
are
consumers
of
cannabis
and
then,
lastly,
our
dispensary
is
here
for
the
sole
purpose
of
serving
the
southland
community
to
get
into
the
location.
We
do
not
have
a
buffer
zone
conflict.
We
meet
all
state
requirements
related
to
sitting
in
a
conditional
used
zone.

We
are
also
located
on
the
most
commercialized
block
on
columbus
ave,
no
school
social
service
or
treatment.
Centers
are
within
500
feet
of
our
location.
Our
proximity
to
public
transportation
is
below.
We
have
three
train
lines
and
eight
bus
lines
that
are
nearest
our
location,
with
mass
ave
train
station
being
the
closest
it's
actually
a
two
minute
walk
from
our
location,
which
is
great
for
both
customers
and
employees.

That
is
one
way,
we're
going
to
mitigate
traffic,
but
of
course,
I'll
get
into
that
a
little
bit
later.
We
also
have
on-site
parking,
not
much
of
it,
but
columbus,
avi
and
mass
ave
are
lined
with
meter
parking
and
then.
Lastly,
according
to
the
density
map,
which
you'll
see
as
I
reference
later
on,
this
presentation,
there
is
no
doubt
boston.
I
So
the
reason
why
we're
here
is
because,
as
a
social
equity
company,
we
strive
to
create
opportunities
for
people
of
color
and
communities
that
have
been
impacted
by
the
war
on
drugs
and
marijuana,
prohibits
prohibition
and
there's
also
disparity
that
needs
to
change
within
the
campus
industry.
It's
only
two
percent
of
owners
in
the
campus
industry
are
black
or
african,
and
we're
also
committed
to
donating
a
five-figure
sum
to
the
last
president
project.
I
We're
also
located
on
the
most
commercialized
block
on
columbus
avenue
and
after
two
years
of
research.
We
know
that
this
is
the
most
viable
location
for
a
campus
venturing,
the
heart
of
the
south
end.
So
those
are
the
reasons
why
we
chose
the
location
and
comparing
our
project
history
and
the
context.

Now
to
discuss
the
overview
of
community
outreach
since
the
inception
of
of
this
proposal,
we've
had
over
five
community
meetings,
one
being
april
19th,
the
second
being
april,
21st
third
being
may
13
and
the
last
one
which
was
supposed
to
be
may
26,
but
due
to
the
community
concerns
we
had,
we
had
postponed
our
community
meeting
from
may
31st
to
june
30
to
june
21st.
Excuse
me
to
meet
with
them
understand
their
community
concerns
and
obviously
rectify
their
community
concerns.

With
that
being
said,
our
official
community
ons
outreach
meeting
was
on
the
21st
of
june,
and
then,
since
that
date
we
have
done
50
plus
hours
of
community
outreach,
especially
in
the
month
of
august,
to
receive
300
plus
letters
of
support
from
individuals,
residents
and
local
businesses
in
the
area.
In
addition
to
that,
I
just
want
to
show
you
guys
the
support
map
of
individuals
that
have
supported
us
to
date.
As
I
said,
300
plus
letters
of
support
have
come
from
the
community,
specifically
in
only
the
south
end.

As
I
said,
we
had
plenty
of
community
meetings
and
based
on
that,
we
have
community
feedback
that
we
received
and
here's
how
we
plan
to
rectify
those.
So
the
first
concern
that
we
heard
were
the
hours
of
operations
are
too
late.
So,
of
course,
we
modified
our
proposed
hours
of
operation
from
10
am
to
9
pm
to
conform
with
those
surrounding
retail
businesses
and
restaurants.
In
most
cases
we
closed
earlier.
Additionally,
there
was
an
issue
with
the
rear
loading
area
and
they
said
it
was
insufficient.

So
what
we
decided
to
do
is
we
located
loading
and
unloading
zones,
one
that
directly
sits
in
front
of
our
location
and
another
one.
That's
250
feet
away
from
our
storefront
I'll
reference
that
later
on
the
reference
slides
and
then,
in
addition
to
that,
frequency
of
the
transportation
was
also
a
question.
So
what
we
decided
to
do
is
now
we
will
be
delivering
product
on
every
two-week
basis
and
we
will
not
be
using
an
18-wheeler
which
was
once
assumed
we
will
be
using
a
small
van
to
deliver
and
unload
and
load
product.

Another
issue
that
came
about
was
a
trash
accumulation
that
had
been
an
issue
in
the
neighborhood
and
apparently
is
ongoing.
As
dunkin
donuts
does.
We
will
implement
an
overnight
trash
pickup
to
relieve
the
neighborhood
of
excess
garbage
and
in
addition
to
that,
we
are
going
to
place
tags
on
all
of
our
products
that
leave
our
establishment
so
that
we
can
easily.

Secondly,
there
is
a
older
concern
how
we
address
that
is,
as
its
industry
standard
to
use,
odor
proof,
containers,
we're
also
installing
older
proof,
storage
units
to
ensure
that
our
neighbors
do
not
smell
the
use
of
cannabis
or
just
the
storage
of
cannabis
and
then
to
get
into
the
mitigation
of
traffic.
As
I
stated
before,
we
have
opened
up
a
delivery
company
named
zip
run
where
we
have
created
our
own
proprietary
order
head
technology
which
will
allow
us
to
achieve
shorter,
wait
times,
ultimately,
reducing
traffic
congestion
in
and
around
our
location.

We
will
maintain
a
three-member
on-site
security
team
that
will
monitor
flow
of
traffic
and
then,
lastly,
we
are
implementing
a
two-strike
policy
rule
that
are
essentially,
if
we
find
a
consumer
either
double
parking
or
participating
in
the
use
of
cannabis
in
or
around
the
neighborhood.
The
consumer
will
receive
a
warning
if
they
are
caught
for
a
second
time.

They
will
be
banned
from
our
establishment,
and
our
security
team
will
keep
all
tabs
on
incidents
that
that
that
will
occur
and
then,
lastly,
I
kind
of
touched
upon
the
double
parking
concern
and
that
led
us
into
the
two
strike
policy
will
ensure.
That
is
not
a
constant
issue
for
ourselves
and
our
neighbors.

Yep
quickly
to
talk
about
security,
our
team
has
security
measures,
one
being
three
three
team
members
on
site.
We
have
24
7
security
surveillance
system.
Secondly,
when
it
comes
to
loitering
the
community,
we
remind
our
consumers
that
cannabis
must
not
be
consumed
at
home,
and
consumption
in
public
is
illegal.

In
addition
to
that,
we
have
diversion
parameters
such
as
packaging
will
be
tamper,
proof
and
child
proof,
and
then,
during
the
buy
process,
ids
will
be
checked
twice
to
ensure
consumers
all
under
21
plus,
are
not
allowed
into
our
location
to
quickly
address
the
address
to
quickly
address
the
parking
for
our
employees.
70
of
our
team
members
will
be
recruited
from
the
southern
community,
so
they
are
mostly
within
walking
distance
and
the
other
25
percent
will
be
encouraged
to
use
public
transportation
and
they
will
receive
subsidies
to
do
so.

We
will
have
six
employees
at
our
location,
not
including
three
on-site
security
team
members
ellis.
You
can
go
ahead

about
the

run
advantage.

Like
gabe
stated
earlier,
we
created
our
own
tech
platform,
which
can
mitigate
traffic.
We
anticipate
70
of
our
orders,
will
be
pre-orders
and
30
would
be
walk-ins
and
due
to
our
technology
that
we've
created
through
our
other
company,
zip
front,
we'll
be
able
to
mitigate
our
traffic
with
our
technology
to
ensure
shorter
wait
times
when
it
comes
to
diversity
and
inclusion,
we
want
to
make
sure
that
100
of
our
employees
are
boston
residents.
At
least
50
of
our
employees
come
from
minority
background.
I
50
of
our
employees
are
women,
10
of
our
employees
are
veterans,
and
at
least
10
percent
also
come
from
lgbtq
plus
communities
and
5
of
our
employees
will
be
people
with
disabilities
and
at
least
five
percent
will
be
immigrants.
And
then,
if
we
go
to
the
employment
plan,
we're
going
to
ensure
that
70
of
our
hires
are
south
and
residents
100
of
our
resident
hires
are
going
to
be
from
the
city
of
boston
and,
like
I
said,
at
50
percent
will
be
by
park.
I
Hires
50
will
be
women
and
our
starting
salary
for
our
location
is
20,
which
is
way
above
the
1750
standard
that
within
the
state
of
massachusetts,
when
it
comes
to
cannabis,
hires
throughout
all
levels,
and
also
when
it
comes
to
our
appointment
plan.
We
want
to
make
sure
that
we
ensure
that
sweet
and
sour
seek
at
least
75
percent
of
residents
in
the
south
end.

quickly

on
this,
we
had
sent
over
an

to
the
president
of
the
claremont
neighborhood
association.
This
was
as
requested
via
our
community
meetings
with
the
south
end
neighborhood,
as
ella
stated.

lot

those
same
terms
that
ellis
spoke
about
in
the
community.
Commitments
will
be
as
followed
in
the
good
neighborhood
policy,
and
then,
if
you
don't
mind,
this
would
take
two
seconds
here.

this

they
said
the
soonest
they
could
do.
They
could
have
a
survey

do
the
between
the
shops
practice
was.
I
think
they
said
that
they
would
be
done
by
the
next
voting
hearing,

is
next
week,
but
I
will
check

with
them

see
where
they're
at
with
it.

every
one

them
and
made
adjustments
to
your
proposal
in
particular,

plan

close
to
the
latest.

on
the
community
feedback,

thought
it
best.

there's

cannabis
operation.
We
definitely
want
to
fit
in
with
the
neighbors
and
make
sure
you

we
present
a
good
neighborhood
policy
as
you'll
probably
see
most
restaurants
in
that
neighborhood.

then
also
based
upon
some
of
the
community
feedback,
you
adjusted
your
staffing
model
you're,
going
to
have
three
staff
people
watching
some
someone
at
the
door
checking
ids
someone
checking
for
double
parking
and
someone
monitoring
the
parks
or
the
general
area.
Are
those
three
employees
part
of
the
total
six
employees.

they
would
be
that
would
it
would
be
a
totality
of
nine
in
total
employees
on
staff.
So
what
we'll
have
is
we'll
have
three
bud
tenders,
as
this
wasn't
brought
up
in
this
meeting,
but
our
expectations
were
going
to
have
roughly

250
people
in
and
out
of
our
our
doorway
on
any
given
day,
and
the
reason
why
these
numbers
aren't
outrageous
as
previous
dispensaries
we're
seeing,
which
is

plus,
is
because
you

the
saturation
coming
to
the
boston
market.

research

this
was
the
most
viable
location
on
the
south
end.
What
kind
of
research
went
into
that.
I
So
before
we
began
zip
run,
which
was
our
delivery
service,
we
had
initially
wanted
to
be
clear.
We
initially
wanted
to
do
a
dispensary
location.
So,
due
to
the
fact
that
I
went
to
boston
alliance,
school
gabe
went
to
john
d
o'brien
and
the
other
reasons
we
gave
really
care
about
the
southend
community.
I
was
a
freaking
visitor
in
southern
community.
I
have
friends
and
family,
I
lived
there,
so
we
wanted
to
make
sure
that
we
were
able
to
get
back
to
our
community
with
a
dispensary.

So
over
the
years
we've
seen
other
dispensary
proposals,
one
that
was
on
633
tremont
street.
That
was
not
able
to
go
through
also
one
that
was
also
in
a
forbidden
use
place
in
the
south.
Then
that
was
a
little
bit
down
the
block
from
us.
So
when
we
came
into
this
building,
we
seen
that
it
was
on
the
most
commercialized
block
in
the
south
end,
meaning
that
the
buildings
right
next
to
us
are
all
commercialized.
Buildings
render
coffee,
which
is
one
of
the
most
popular
boutique
coffee
shops,
is
our
next
door.

it
applies
to
cannabis
and
how
these
businesses
are
going
to
be
successful.
So
there's
like
three
proposed
cannabis
locations
there.
How?
Why
are
you
differentiating
your
business
from
the
others.

thinking,
if
you
know,
I
think
it
is
important
for
equity
businesses
to
be
there
and
be
successful,
but
I'm
also
thinking
in
terms
of
competition.
How
are
you
different
in
terms
of
how
you
market
what
you
sell?

you
differentiating?

so
to
answer
your
question:
there's
there's
one
operating
medical
facility,
that's
on
albany
street
right
now,
so
from
from
a
different
perspective,
there
we're
offering
recreational
products
as
that
dispensary
is
medical
front-facing
and
then
the
other
proposal
that
was
recently
approved
was
essentially,
I
wouldn't
say,
on
the
opposite,
end
of
the
south
end,
but
they're
closer
to
the
back
bay
portion
of
the
south
end
and
we're
actually
closer
to
the
mass
ave
and
more
centrally,
located
on
columbus
ave.

I
would
say
we
do
have
two
market
segmentations
that
that
are
frankly
different,
seeing
as
though
we
are
quote-unquote
half
a
mile
from

dealt

worked

to
improve
the
city

beyond

campus

with
these

is
a
benefit

city
of
boston

whole,

communities

have
been
disenfranchised
and
voiceless
for
generations
in

trying
to
change
that

Businesses
grow

south
end

we're
at

very
different
point
in
time
than
we
were
a
year
ago

two
years

what

hearing
from
neighbors
is.

is
it
that
we
are
seeing
three
cannabis
businesses
all
on
columbus
avenue,
nothing
on
tremont,
nothing
on
washington,
nothing
on
shawmut
and
the
one
existing
medicinal
dispensary
is
at
591
albany
street,
which
has
been
a
spectacular
success.
It
has
worked
well
because
that
business
worked
carefully
with
the
community,
with
neighborhood
associations
and
with
neighbors
to
make
it
a
viable
location.

This
location
is
fraught
with
problems
both
in
terms
of
the
access,
as
well
as

fact
that
this
will
be
the
third
cannabis
business
on
columbus
avenue,
which
is
just
not
the
right
approach
that
we
think
works
for
the
south
end.

saying
one
thing
about
the
harriet
tubman
house.

issue

tubman
house
was
deeply
controversial
within
the
south
end
community,

united's
south
end
settlements
sold
the
building
in
order

survive

adults
within
the
south
end
community.
They
have
moved

blocks
away
to
another
location
within
the
south
end
and
continue
their
services
as

result
of
the
sale
of
the
