retail
experience

marcus
smith
have

operating
retail

smoke
shops
in

around
boston.

ortal
has
has
roughly
10
years
operating
retail
retail
stores

the
the
california
area.
I've
been
in
the
retail
restaurant
industry
for
five
years.
I've
owned
owned
a
few
small
retail
restaurants.

able
to

get
to
this

all

successful
businesses
in
our
own
right
and
that
stands

core

our
outstanding
customer
service

compliant
cannabis
operators.

cannabis
industry.

I
started
in
2016
am
as
part

a
company
called
holistic
health
group,
and
so
I've
been
well
versed
in
the
regulatory
world

massachusetts
industry

for
seven
plus
years
now
we
look
to
serve
as
a
valuable
community,
valuable
community
servants.

this
presentation
today

talk
about
ways
that
we
can
better
serve
the
community
in
and
around
south
boston,
the
founders
and
equity
owners
of
the
group
myself,
colonel
booth.
I
am
the
co-founder
and
former
cultivation
director
of
holistic
health
group
incorporated
that
is
a
vertically
integrated,
massachusetts-based
cannabis
company.
I've
helped
design
and
manage
our
the
34
thousand
square
foot
cannabis
facility,
which
includes
outdoor
cultivation,
greenhouse
cultivation,
hydrocarbon
extraction,
edibles,
manufacturing
and
retail
sales.

folks
driving
from
fenway
to
to
you
know
south
end
to
stand
in
line
or
go
to
brookline
to
stand
in
line
at

Dispensaries
are
more
neighborhood
serving
businesses
at
this
point

a
brief
overview

the
project.
Again,
it's
a
retail
cannabis
dispensary
at
313,
old
colony
avenue.

currently
hold
a
a
lease,
a
lice,
what
we
call
a
licensing
lease.
Essentially
I
have
we've
secured
a
lease
that
allows
us
to
apply
for
the
license
and
pursue
the
license,
and
if
we
are
successful,
then
we
will

negotiating
a
long-term
lease.
We
will
be
negotiating
a
five-year
lease
with
two
five-year
extensions.

group
is
consistent.
It
consists
of
economic,
empowerment
and
social
equity
designees.
Our
group,
you
know
again
we're
completely
minority
owned
this.
These
designations
mean
that
we
have.
Our
group
has
been
directly
impacted
negatively
by
the
war
on
drugs,
anticipate
opening
the
store
roughly
sometime
early
2023..

floor
plan
this
gives
you
this
is
a
high
level
overview
of
the
design
of
the
space.
We
have
roughly
3
000
square
feet
and
the
few
points
here
that
we
want
to
know
based
on
our
discussions
with
the
andrew
square,
civic
association.
Previously
we
do
have
a
security
area
here,
which
is
a
first
first
access
first
and
only
access
point
into
the
property.

There
is
a
security
vestibule
which
would
require
a
security
officer
to
check
an
id
of
a
customer
and
then
buzz
them
in
to
allow
them
to
walk
into
the
dispensary.
Customers
are
not
allowed
to
walk
directly
into
the
sales
floor.
We
also
will
be
having
a
security
officer
that
is
outside
which
will
be
regulating
the
flow
of
traffic
from
our
customers,
driving
to
the
property
and
customers
walking
in
and
around
the
exterior
of
the
building.

make
sure
that
you
know
none
of
our
customers
are
double
parking
right
there
at
the
light
on
old
colony
right
at
the
rotary.
We
want
to
make
sure
that
none
of
our
customers
are
using
cannabis
on
around
the
exterior

the
building,
throwing
trash
down
loitering.
Any
of
those
things
that
are
all
of
those
things
that
are
essentially
happening
now
on
this
block
we
will,
we
will
make
sure
that
we
have
somebody
outside.
That
is
that
is
making
sure
that
that
does
not
continue.

also
have
you
know,
self-service
kiosks.
The
way
that
the
store
is
designed
is
to
make
sure
that
customers
flow
into
the
store
quickly.
They
can.
They
can
do
self-service
if
they're
comfortable
with
them
ordering
online
or
they
can.
They
can
check
in
with
a
butt
tender
and
learn
about
the
different
products
that
we
have
to
offer
and
they
can
exit
through
the
curved
area
of
the
building,
we'll
be
adding
a
door
on
the
front.

flow
is,
is
pretty
much
circular,
customers
come
in
and
they
flow
out,
and
we
have
just
to
note
we've
since
changed
the
location
of
our
shipping
and
receiving
it
will
no
longer
be
on
this
end
of
the
building
there
is,

a
fenced-in
alleyway
on
the
side
of
the
property,
with
a
door
that
accesses
our
space.

now
be
doing
pickups
and
deliveries.

deliveries

product
through
this
way
and
pickup

cash
proceeds
through
this
fenced-in
secure
off
off
street
area,
and
this
is
the
the
park.
The
current
parking
lot
all

The
300
foot
radius
of
the
property
shows
that
there
are
no
other
dispensaries
in
the
area.
There
are
no
schools
kindergarten
through
12th
12th
grade.
There
are
no
potential
issues
that
would
prevent
us
from
being
able
to
apply
for
this
license.

kia
key
assets
in
progress
thus
far,
we
have
a
an
agreement
to
to
essentially
hold
the
property.
Currently
there
is
a
pizzeria
that's
operating
inside
the
space.
The
pizzeria
will
be
exiting
the
property
upon
us
successfully
securing
our
our
licensor.

are
developing
our
building
plans,
we
have
a
preliminary
floor
plan
and
we
are
going
to
be
developing
flushing
that
out
a
little
bit
more
to
make
some
changes
based
on
the
pickup
and
delivery
component
product
development.
Simplicity
will
also
be
owning
a
manufacturing
facility
in
grafton
massachusetts.

The
value
to
that
is
a
lot
of
the
product
packaging,
so
breaking
down
large
products
into
smaller
packaging
will
be
done
outside
of
south
south
boston.
It
will
be
done
in
grafton
that
allows
us
to
to
just
have
a
smaller
quantity
of
product
on
hand
to
help
speed
up
the
flow
of
the
business
as
well
as
to
make
sure
that
we
don't
have
too
much
valuable
inventory
inside
the
building
retail
experience.
You
know
the
founders
collectively
we
have
four
retail
locations
that
we
have
equity
interest
in.
We
have
four
dispensaries.

Essentially
that
will
be
opening
across
the
state.
We
have
proven
to
not
not
only
local
municipalities
but
to
the
cannabis
control
commission
that
we
possess
the
knowledge,
the
the
the
financial
wherewithal
and
the
motivation
and
determination
to
to
open
dispensaries
in
the
state
of
massachusetts.

of
activities,
so
we
essentially
estimate
that
you
know
we
have
the
outreach
meeting
today
on
the
28th
we
have
to.
We
have
to
be
awarded
a
host
community
agreement.
We
would
then
submit
an
application
to
the
cannabis
control
commission
and
they
would
review
the
application,
submit
some
requests
for
more
information
once
we
can
get
through
that
process.
We're
then
in
the
we
then
are
what's
called
provisionally
licensed,
which
will
allow
us
to
raise
our
funding
and
then
execute
the
construction
build
out.

Community
concerns,
so,
as
I
mentioned,
we've
had
discussions
with
the
anderson
civic
association.
We've
met
with
folks
that
live
in
the
community
and
we
know
that
there
are.
There
are
always
concerns
whenever
it
comes
to
a
marijuana,
dispensary
opening
in
any
municipality
or
any
area,
and
we
want
to
address
those
concerns
up
front.

So
there
are
some
major
myths
that
you
know,
folks
think
will
happen
if
they
open
it.
If
we
are
opening
able
to
open
a
dispensary,
the
myth
number
one
is
that
cannabis
is
a
gateway
drug,
essentially
that
if
we
sell
cannabis
to
folks
in
the
community
that
it
will
lead
to
them
using
harder
drugs
such
as
heroin
and
or
or
other
various
things,
that
is
a
that
is
a
fallacy.
That
is,
that
is
not
anything
that
is
factual.

Cannabis
actually
leads
to
a
reduction
in
overall
hard
drug
usage.
Myth
two
would
be
that
cannabis,
cannabis
dispensary
would
lead
to
more
adolescence
usage.
A
15-year
study
analyzed
over
1
million
responses
to
the
cdc's
youth
risk
behavior
survey
and
found
that
overall,
there
was
a
27
reduction
in
teenagers
ability
to
procure
cannabis.
27
overall
27,
overall
reduction
in
a
proportion
of
adolescents
reporting
to
reporting
would
be
very
easy
for
them
to
obtain
marijuana.

There
have
been
very
minimal
crime
or
violent
activity
inside
any
of
these
dispensaries,
and
also
given
the
fact
that
we
have
to
provide
security
cameras
inside
the
prop
inside
the
dispensary,
as
well
as
outside
of
the
building.
If
that,
having
security
cameras,
alarm
systems,
redundancies
on
alarm
systems,
key
card
access
to
all
the
doors
that
leads
to
a
drop
off
in
crime
in
and
around
the
dispensary.

We
will
have
staffed
on-site
security
now
we'll
make
sure
that
we
have
a
security
officer
inside
the
building
that
would
be
flowing
floating
inside
and
outside
of
the
property.
During
all
business
hours,
building
security
we
will
have
24-hour
indoor
and
outdoor
video
surveillance
systems
and
carded
entry
for
each
facility
door,
product
security.

All
the
product
will
be
dropped
off
during
off
hours,
essentially
hours
where
there
is
low
traffic
in
the
community.
The
very
early
morning,
hours
typically
is
when
we
usually
would
coordinate
deliveries,
youth
diversion,
so
no
persons
under
the
age
of
21
will
be
allowed
entry.
We
do
have
the
security
officer
that
will
be
at
the
front
entrance
checking
ids
prior
to
two
customers
entering
the
building
and
the
bud
tenders
will
be
checking
ids
prior
to
customers,
checking
out
at
the
register
and
general
community
safety.

can
be
the
voice
to
to
local
non-profits.
We
can
help
address
the
situations
and
the
safety
concerns
that
are
currently
happening
in
the
neighborhood
access
to
public
transit,
so
mbta
bus
route

is
available
at
the
intersection

crumble
street.
It's
about
a
10
minute,
walk
to
the
andrew
square,
mbta
strain
our
on-site
loading
area.

The
state
mandates
that
all
of
the
carriers
that
are
moving
product
in
and
out
of
marijuana
dispensaries
are
in
unmarked
vehicles
and
are
you
know
tracked
with
gps
and
security
cameras
and
transport
of
monies
will
be
coordinated
with
companies
similar
to
brinks,
where
we
will
be
doing
it
again
during
off
hours
with
security
in
the
fenced-in
area.
In
the
side
of
the
parking
lot,
overall,
parking
is
a
concern
in
all
neighborhoods
boston.
However,
the
city
has
no
parking
restrictions
for
retail
cannabis.

We
also
provide
free
training,
educational
seminars
to
individuals
to
meet
the
criteria,
local
hiring
and
recruitment.
We
plan
to
have
a
minimum
of
50
percent
of
our
employees
will
be
boston
residents,
fifty
percent
will
be
women
and
seventy
five
percent
of
our
employees
will
be
minor,
will
represent
minorities,
veterans,
peoples
with
disabilities
and
people
that
fall
under
the
lg
lbgt
community.

We
plan
on
hosting
two
career
fairs
per
year
and
we
will
be
working
with
mass
higher,
greater
greater
career
center
to
help
promote
our
job
openings.
So
we
don't
want
to
just
open
a
business
in
the
neighborhood.
We
want
to
hire
directly
from
the
neighborhood.
In
my
experience,
it's
beneficial
to
have
local
employees
it's
easier
for
them
to
get
to
the
facility
during
especially
during
the
inclement
weather
season,
such
as
wintertime,
and
they
also
have
a
more
of
a
commitment
to
the
business
if
we
hire
them
in.

know
close
by
close
by
to
where
they
live,
specific
responses
to
neighborhood
concerns.
So,
after
our
meeting
with
the
andrew
squire
civic
association,
we
decided
that
it
was
necessary
for
us
to
have
the
on-site
traffic
and
exterior
coordinator.

So
essentially
it
will
be
somebody
that
will
be
standing
outside
of
the
facility
during
the
busy
traffic
busy
hours
of
the
space
and
we'll
make
sure
that
you
know
again.
None
of
our
customers
are
parking
illegally
in
front
of
the
building
parking
illegal,
double
parking
that
you
know.
There
are
no
lines
queuing
down
the
street.
We
will
we
plan
on
managing
the
internal
and
external
traffic
flow
to
make
sure
that
we're
not
negatively
impacting
any
of
the
other
other
local
businesses
in
the
area
with
it.

our
customer
outreach
efforts,
we
will
also
update
our
peak
delivery
plan
to
non-peak
delivery
time,
so
essentially,
product
will
be
delivered
on
the
non-peak
hours
and
we'll
also
be
promoting
to
our
customer
base
that

know
we're
right
down
right
down
the
street
from
a
from
a
train,
stop
or
right
near
a
bus
stop
we
will
have
a
delivery
career
that
will
be
able
to
pick
up
product
from
our
dispensary
and
bring
it
to
customers
after
at
their
residences,
will
make
sure
that
we're
not
directly
negatively
impacting
the
current
flow
of
traffic.

impact
on
local
and
young
people,
the
impact
the
business
would
have
on
young
kids
would
be
limited
through
the
operational
hours
and
fluctuations
of
customers.
So
the
business
operates
rather
discreetly
not
causing
too
much
attention,
especially

people

positive
community
impact
so
we're
looking
to
we're
going
to
be
raising
roughly
1.3
million
dollars,
which
would
be
used
to
build
out
the

retail
space
we're
going
to
be
doing
interior
upgrades
as
well

facade

the
building.
As

know,
the
building
is
in
tough
condition
from
an
exterior
standpoint.

marijuana

with
community
leaders

best
determine

Essentially
what
that
means
is
we
want
to
work
directly

want

work
with
other
nonprofits
and
local
churches
in
the
area
to
come
up
with
ways
that
we
can
give
back
to
the
community.

directly

association

associations

residents

neighborhood
to
try
to
address
some
of
the
problems
we've
identified.

of
the
major
problems
are
folks
that
are
hanging
out
outside

building,
throwing
alcohol
bottles
and
trash
on
the
ground
outside
the
building.

I've
also
begun
dialogue
with
the
the
property
owner
to
to
have
them
step
up
their
their
efforts
to
make
sure
that
people
are
not
consuming
alcohol
outside
the
building
and
also
that
the
building
you
know
itself
is.

you

trash
removal
standpoint
that
the
property
is
kept
in
a
in
a
respectable
fashion?

Now
we
do,
we
are
one
of
our
next
steps
is
to
go
through
the
special
permitting
process.
We
then
have
the

approval
process.

want
to
establish
a
direct
line
of
communication
with
the
andrew
square,
civic
association,
which

entail
one
of
our
members
attending
their
regular
meetings.

want
to
be
the
heir
to
listen
to
their
problems
and
be
the
voice
that
communicates

the
property
owner,
and
we
also
want
to
develop
an
exterior
plan
for
renovating
the
exterior
of
the
building
with
the
landlord.

landlord
stated
that
they
are
planning
to
do
some
up
exterior
upgrades.
They
did
submit
a
building
permit
well
about
a
year
ago,
they
said,
and
so
they
haven't
really
looked
into
it
in
a
while
and
from
my
discussions
with
them
this
week,
they're
going
to
be
circling
back
and
checking
on
the
status
of
that
building.
Permit
their
plan
right
now
is
to
put
up
some
vinyl
siding
across
the
building.

already

out
to

greater

our
business
partners
routinely

constantly
picking

residents

positives

want

continue

goal

open
a
dispensary
and
be
a
part

the
community

impact

community

a
positive

in
crime
decline,
declining
usage
of

drugs
amongst
teens

dispensary
opens

leading
to
harder
drugs,
and
so

my

aren't
really

busy

dispensary

customers

days

out
the

impacting

very

normally
going

the
liquor
store

in

backpedal

statement

came

saying:
you'll

people
to
double
park.

won't
allow
people
to
loiter

reality

have
any
control
over
that,
because
the
only
people
that
have
arresting
powers
are,
in
fact,
like
phyllis,
said
the
state,
police
and
the
boston
police.
And
if
you
know
this
area,
and
particularly
and
or
the
city
of
austin
they're
short
staffed,
so
they
have
to
prioritize
their
calls.

calls
coming
from
your
dispensary
would
be
very
low
on
the
priority
list
of
gang
bangers,
shootings,
buzz
bikes
and
other
quality
of
life
issues
that
are
happening
in
both
of
those
low-income
homes
on
both
sides.

that
really
concerns
me.

other
thing
is,
as
people
have
said,
the
all
the
preschool
is
directly
across
the
street,
and
then
you
have
food
pantries
out
of
saint
monica's
church.

it's
kind

dangling
the
carrot
right
in
front
of
the
rabbit
and
yet
you're
not
really
understanding
that

you're
able
to
justify
that,

also
concerning

parking

liquor
store
itself
and

check
cashing
place
already
when
they,
when
people
are
coming
in
and
out
of
those
establishments,
they
have
to
they're
jamming
traffic

old
colony
act,

old
colony
adds

cut

of
the

are

in

out

there,
all
it's
doing
is
really
tying
up

saying

huge
influx
of

statement

boston

establishment

come

nothing

deter

of
the
