All right so good afternoon, this is a hearing before the boston cannabis board. Today is april, 20th 2022.. Today's hearing is being conducted pursuant to temporary amendments to the open meeting law. That is what allows us to meet virtually this hearing is being recorded and will be posted on the city of boston's website. Before I review some procedural matters, I will introduce chairwoman kathleen jones.

Good afternoon my name is kathleen joyce, I'm chair of the boston cannabis board and today I'm pleased to be joined by commissioner lisa holmes. Commissioner john smith and commissioner alejandra senkian.

Thank you and my name is jasmine wind and I am the boston, cannabis board manager and I would like to introduce allison quinn, who is our project manager. While the public is encouraged to attend, there will be no additional public testimony accepted. I will read each item into the record after I will ask for comments from each board member. I will then ask if there is a motion, any questions on the motion, and then there will be a vote.

Each board member has the ability to grant grant with conditions defer, reject without prejudice, which means the app can return any time with an application at the same location or reject with prejudice, which means the applicant cannot reapply at the same location for one year. We only have one item on the agenda. Today. The following applicant was deferred from the bcb's march 16 2022 voting meeting. In order for the applicant to conduct an additional community meeting, the applicant is opco austin llc doing business as dr green thumbs awesome.

The proposed license: premise is 144, harvard ab alston. The licensed type is a recreational cannabis dispensary license. The proposed hours of operations are nine a.m to nine pm seven days a week. This is the equity applicant. The application was filed october 13 2021, the applicant filed with inspectional services october 8 2021.

The date of the original community meeting took place january 24th 2022 and the second community meeting took place march. 31St 2022. There is a buffer zone conflict with another cannabis establishment. We will begin with comments from the board members chairman, joyce.

Thank you jasmine um I'd, just like to begin by noting um and repeating.

Said this is an equity applicant and there is a buffer zone conflict here, which means we are. We have to hold this application to a higher or a heightened level of scrutiny as we evaluate.

um That being said, I think it's a very strong application, um given that it's um the surrounding neighborhood is densely populated, both with a lot of residential um residential buildings as well as commercial buildings. I I do believe that this particular application can succeed in this space without hurting any other um applications we have had before us. I wanted to point out that they have identified they're going to set aside a certain amount of space within their establishment for locally owned equity bypass women businesses to contribute to their offerings.

They have really gone um out and worked with the community. They've received a letter of non-opposition from the district city council and have had a lot of outreach with the greater neighborhood and the different civic associations.

um I don't see anything that struck me that we needed any more information on as far as requirements of our application.

Commissioner holmes, do you have any comments.

uh No comments, most of them um echo the chairwoman's um conference. I thought they were very strong um locally based, um and I like the um the fact that they're going to share space with artists alston is a really big artist. Haven and they've lost a lot of their spaces out there, because of just the fact that life just goes by. So I like the fact that people are allowing them to have space, to continue to do their work and be creative.

No, nothing dad just echo my my fellow commissioners that I thought it was really strong up the application and met the you know: added scrutiny of being within a buffer zone.

You, commissioner smith, thanks jasmine yeah um same as my fellow commissioners, I like they have the real living wage and I like their charitable and community initiatives uh program so yeah. That's it.

Is there a second, I said common favor and none opposed so this applicant is granted conditionally pending donor relief for the buffer zone variant all right and those are all the matters before the board today.
