thought

together
this
information
session
to
answer.
Hopefully
answer
questions
as
far

process,

equity
program,

assistance,

predictable
process
that
that
everybody

fund

as
the

cannabis
establishments
in
boston
pursuant
to
mass
general
law,
we
have
to
say
a
minimum
of
52
recreational
cannabis
dispensaries.
This
number
excludes
other
cannabis
uses,
such
as
medical
cultivation,
laboratory,
manufacturing
and
delivery.

Mayor
walsh
in
the
boston
city
council
passed
an
ordinance
establishing
the
boston
cannabis
board,
also
known
as
the
bcb,
which
is
the
authority
tasked
with
citing
cannabis
establishments
in
boston.
The
bcb
contains
five
appointed
individuals
task
for
is
showing
equity
and
the
issuance
of
cannabis
licenses,
both
in
terms
of
whom
they
are
issued
and
where
they
are
issued
in
the
city
of
boston,
total
recreational
or
colic
co-located.

open

open
for
operations.

are
open
for
medical
pending
ccc,
which
is
the
cannabis
control,
commission
and

are
pending
the
ccc
approval.

what
will
happen
when
the
city
of
boston
gets
to
52
establishments
and
we'll
continue
accepting
applications.
Everything
is
reviewed
on
its
individual
merits.
It's
important
to
note
that
the
bcb
process
is
then
followed
and
we'll
get
into
this
a
little
more
detail
by
the
ccc,
the
cannabis
control
commissions
process.
Not
every
applicant
is
ultimately
going
to
end
up
opening.

We
actually
have
a
couple
of
examples
where
applicants
had
applied
with
the
bcb,
been
granted
a
license
and
either
lost
site
control
or
weren't
weren't
able
to
come
to
an
agreement
with
their
landlord.
So
we're
going
to
be
watching
very
closely
and
tracking
all
those
applicants
as
they
go
through
the
process,
so
we
have
an
understanding
of
exactly
where
we
are
in
terms
of
numbers,
and
that
brings
me
to
the
application
process,
and
this
is
something
again
we're
going
to
be
putting
this
presentation
on
the
website.

The
other
key
part
to
the
application
is
your
legal
right
to
occupy
the
bcb
wants
to
make
this
process
as
accept
as
accessible
as
possible.
So
you
don't
have
to
have
a
lease
agreement.
You
don't
need
to
be
paying
rent
or
in
an
agreement
to
pay
rent.
A
You
do
have
to
have
a
letter
from
the
property
owner
running
to
you
as
the
applicant
saying
that
they,
whether
it's
a
letter
of
intent
or
some
other
documentation,
saying
that
they
are
open
to
you
actually
entering
into
a
lease
agreement
for
a
cannabis
establishment,
while
you're
filing
with
the
bcb.
You
also
need
to
file
in
your
plans
within
the
inspectional
services
department,
and
we
will
work
with
applicants
if
they
have
questions
about
how
to
do
that.
But
everywhere
in
the
city
of
boston,
requires
zoning
relief
for
cannabis.

Once
you
get
your
rejection
letter,
we
will
connect
you
with
the
mayor's
office
of
neighborhood
services
to
host
your
community
meeting.
We
are
hosting
those
virtually
and
we
will
work
very
closely
with
all
the
applicants
to
ensure
that
we
get
you
on
the
docket
for
a
hearing
as
quickly
as
possible,
but
it
is
important
to
to
know
that
this
is
the
minimum
to
do
in
terms
of
community
process.
This
is
the
under
the
state
law.
A
You
have
to
have
a
meeting
hosted
near
the
location
and
there
are
certain
notification
steps
that
you
have
to
take
and
we'll
break
break
that
down
for
you.
But
we
can.
We
really
strongly
encourage
all
applicants
to
work
with
their
elected
officials,
the
mayor's
office
of
neighborhood
services
and
the
community
members
and
business
owners
where
you're
looking
to
to
cr
to
establish
a
cannabis
business,
because
that
is
a
significant
part
of
what
this
board
considers
when
evaluating
the
appropriateness
of
a
location.

Once
you
have
your
community
meeting,
you
then
make
a
written
request
and
it
could
be
an
email.
It
could
be
very
simple
to
your
district
city
councilor
for
a
letter
of
support,
opposition
or
non-opposition.
The
district
city
councillor
then
has
45
days
after
they
receive
a
request
for
that
letter
to
to
submit
it.
A
You'll
be
scheduled,
you'll
be
put
in
the
queue
to
be
scheduled
for
a
hearing
as
soon
as
you
get
that
letter
or
once
the
45
days
have
run
and
that's
to
ensure
that,
even
if,
for
some
reason,
your
district
city
councilor
is
too
busy
or
somebody's
out
of
the
office
to
ensure
that
no
one's
held
up
because
they
didn't
get
a
letter
in
an
appropriate
amount
of
time.
And
it's
important
to
note
this
doesn't
have
to
be
a
letter
of
support.
A
Everyone
has
a
due
process
right
to
go
through
this,
this
process
in
its
entirety.
So
if
you
receive
a
letter
of
opposition,
you'll
still
be
you'll
still
be
then
placed
on
for
a
hearing.
So
your
next
step
is
to
actually
appear
before
the
board
at
a
public
hearing.
Those
are
held
the
second
wednesday
of
the
month,
because
one
of
the
things
this
board
is
very
much
committed
to
and
feels
very
strongly
about,
is
ensuring
equity
in
terms
of
equity
applicants
going
through
the
process.
A
If
you
are
a
certified
equity
applicant
and
you
have
a
complete
application
by
the
last
business
day
of
the
month,
the
preceding
month,
you
will
be
put
on
for
the
next
hearing,
and
that
completed
application
includes
having
your
community
letter
filing
with
isd
and
receiving
your
letter
from
the
district
city
councilor
or
that
45
day
appeal
period
having
run
so.
If
you
get
all
of
that
in
by
the
last
business
day,
you'll
be
put
on,
the
next
agenda
does
not
matter
how
many
equity
applicants
that
would
result
in
having
on
the
agenda.

think
there
was
one
month
earlier
this
year
where
we
were
fortunate
enough
to
have,
I
think,
five
equity
applicants
that
had
completed
applications-
and
it
was
a
very
long
hearing,
because
that
meant
we
also
had
five
non-equity,
but
we
are
very
much
committed
to
ensuring
that
this
process
moves
forward
and
and
having
you
know,
having
long
hearings
is
not
something
that's
going
to
prevent
us
from
scheduling
applicants.

The
board
is
tasked
with
scheduling
on
a
one-to-one
equity
to
non-equity
ratio,
and
what
that
means
is,
if
you
are
a
non-equity
applicant,
you'll,
be
put
in
the
queue
and
you'll
be
scheduled,
based
on
your
dates,
and
that
includes
when
you
first
started
the
process
by
filing
with
the
bcb
when
you
filed
with
isd
and
when
you
eventually
had
your
community
meeting,
and
we
look
at
all
of
those
dates
to
ensure
scheduling
happens
in
a
transparent
and
predictable
process.

Right
now,
we
do
have
a
queue
of
approximately
eight
non-equity
applicants
who
are
waiting
to
be
paired
with
equity
applicants
at
various
stages
of
the
process.
We
have
a
number
of
equity
applicants
who've
just
recently
applied.
We
have
some
that
are
going
through
the
process
of
their
community
meeting,
so
there
are
absolutely
equity
applicants
in
the
pipeline.

always
want
to
see
more,
but
we
are
very
much
committed
to
that
one-to-one
ratio
and
that
that's
part
of
the
reason
that
you'll
see
when,
when
we
publicize
our
agendas,
we
put
all
of
the
relevant
dates
and
you'll
see
certain
equity
applicants
with
a
much
more
recent
dates,
because
some
of
these,
as
folks
on
this
call
know
some
people
have
been
applying
for
licenses
and
they've,
been
in
this
process
for
years.

So
we
are
very
much
committed
to
moving
forward
at
an
appropriate
rate,
and
we
understand
that
people
are
investing
a
lot
of
time
and
money
into
this
process
and
have
done
so
and
so
we're
very
much
committed
to
ensuring
that
this
is
a
transparent
and
predictable
process.

Once
you
go
before
the
zba,
if
they,
if
they
grant
the
license,
you'll
then
go
forward
and
you'll
apply
to
the
ccc.
Once
you
get
through
the
ccc's
process,
you
come
back
to
the
board.
We
issue
your
license:
it's
an
administrative
issuance,
it's
not
another
hearing,
it's
not
another
kind
of
bite
at
the
apple,
but
it's
that
license
that
we
use
to
regulate
cannabis
establishments
and
I
apologize.
I
got
a
little
bit
ahead
of
myself
going
back
to
step.
Seven,
we
get
a
lot
of
questions
about
the
host
community
agreement.
A
The
host
community
agreement
comes
after
your
hearing
before
the
bcb
at
this
point,
and
you
can
see
them
all
they're
all
listed
on
our
website
their
form
at
this
point
right.
They
incorporate
the
vote
of
the
bcb
and
the
bcb
has
the
ability
to
put
conditions
on
that
boat.
So
that
could
be
anything
from
your
hours
of
operation.
The
days
of
the
week,
you're
open
having
additional.
A
So,
for
example,
we
have
one
applicant
in
the
fenway
that,
as
part
of
their
agreement,
they
have
additional
security
on
on
game
days
that
so
all
those
conditions
are
decided
on
by
the
board
and
then
they
are
incorporated
into
the
hca
and
that's
done
through
corporation
council.
At
this
point,
we're
usually
seeing
a
draft
hca
go
out
within
days
of
the
hearing
and
the
turnaround,
because
there
really
isn't
a
negotiation
at
that
stage.

The
the
information
in
the
hca
is
is
pretty
boilerplate,
so
we
usually
see
those
executed
within
a
week
or
two,
while
you're
waiting
for
your
zoning
board
of
appeals
hearing.
So
I
know
that
is
a
lot
of
information.
It
is
it's
very,
very
detail-specific,
but
I
think
it's
much
easier
than
than
it
sounds.
We
just
really
wanted
to
break
it
down,
step
by
step
and,
of
course,
we're
here
to
answer
questions
that
will
move
me
on
to
how
the
members
of
the
commission
of
the
bcb
evaluate
each
application.

each
application
is
evaluated
on
its
individual
merits.
We
don't
compare
applications,
we
don't
batch
and
then
decide
out
of
four
or
five
in
a
neighborhood
which
is
the
best
application.
These
are
evaluated
on
their
merits,
based
on
what's
submitted
to
the
board
and
the
ordinance
actually
spells
out.

Very
specifically,
you
can
see
here
what
the
evaluation
criteria
includes
and
we
also
included
a
link
to
our
website
where
this
score
sheet
lives
and
with
this
worksheet
you
will
see
there
is
guidance,
and
that
is
something
that
actually
all
the
commissioners
were
involved
in,
but
commissioner
lombos
was
very
instrumental
in
helping
break
out
that
guidance,
and
that
is
what
each
commissioner
uses
when
they're
determining
what
score
to
give
an
applicant
and
again
all
of
this
is
public
record.
So
there
is
no
minimum
score,
there's
no
score!

That
means
you
do
or
do
not
get
a
license.
This
is
used
by
each
of
the
commissioners
to
guide
their
discussions
at
the
voting
hearing,
and
each
commissioner
was
appointed
based
on
the
an
area
of
expertise.
Commissioner
lombos
has
expertise
in
unions
and
hiring
practices.
Chairwoman
joyce
has
expertise
in
licensing.

Commissioner
holmes
has
expertise
on
the
public
safety
side
as
a
former
police
superintendent.
Commissioner,
saint
gehen
has
a
public
health
background
and
commissioner
smith
has
an
economic
development
and
community
organizing
background.
So
it
was
very
important
for
the
mayor
and
the
council
when
determining
how
this
board
was
appointed,
to
ensure
that
a
lot
of
different
perspectives
and
areas
of
expertise
came
into
play.

So
we
would
really
encourage
anyone
applying
for
cannabis
license
to
spend
some
time
reviewing
that
score
sheet
and
the
guidance,
because
it
will
help
you
understand
what
specifically
you're
being
evaluated
on
the
next
item
that
we
get.
A
lot
of
questions
on
is
the
buffer
zone,
so
there
are
two
buffer
zones
that
apply
in
the
city
of
boston.
A
The
first
is
the
school
buffer
zone
and
that
states
that,
pursuant
to
massachusetts,
general
law,
no
cannabis
establishment
can
be
located
within
500
feet
of
an
existing
public
or
private
k-12
school,
providing
education
and
there's
no
waiver
for
that
buffer
zone
that
we
would
actually
have
to
reduce
it
on
a
city-wide
basis.
We
can't
do
it
on
a
case-by-case
basis.
It
is
important
to
note
that
this
does
not
include
after-school
programs.
This
does
not
include
day
cares.

We
will
work
with
you
to
determine
whether
or
not
you
are,
but
that
is
not
something
we
can
wave
the
second
buffer
zone
and
the
one
that
I
think
folks
have
a
lot
of
questions
about
is
the
half
mile
buffer
zone,
and
that
was
created
by
the
boston
city
council
to
ensure
that
there
were
not
groupings
of
multiple
cannabis
establishments
in
the
city
we
didn't
want.
You
know
everything
to
be
downtown.
We
didn't
want
everything
to
be
in
the
neighborhoods,
and
that
was
something
that
the
elected
officials
saw
in
other
communities.

So
this
board
is
tasked
not
with
just
ensuring
equity
in
terms
of
applicants
and
who's
awarded
licenses,
but
also
equity
in
ensuring
that
these
licenses
are
cited
equitably
throughout
the
entire
city.
Obviously
we
boston
is
not
that
large.
We
cannot
cite
52
of
these
while
adhering
to
the
half-mile
buffer
zone
and
that's
why,
in
its
rules
and
regulations,
the
bcb
spelled
out
a
heightened
level
of
scrutiny.

If
you
are
granted
a
license
and
you're
within
a
half
mile,
you
will
also
be
required
to
obtain
a
variance
from
the
zoning
board
of
appeals.
We
have
seen
several
buffer
zone
applicants
move
forward
and
obtain
the
approval
of
the
zoning
board
of
appeals,
and
we
have
seen
one
that
did
not
obtain.
They
were
actually
denied
by
the
zoning
board
of
appeals,
and
I
think
that
at
this
juncture,
that
applicant
is
looking
at
at
other
sites,
so
we
absolutely
respect
the
half-mile
buffer
zone.

do
not
want
to
see
one
community
inequitably
bearing
the
impacts
of
cannabis
establishments,
but
there
will
be
multiple
establishments
in
every
neighborhood
based
on
the
the
52
minimum
and
the
and
the
two
buffer
zones.
So
with
that
night
I
expect
we're.
Gonna
have
some
questions
on
that.

to
pass

about
the
boston
equity
program.

the
boston
equity
program
was
created
by
an
ordinance
back
in
2019
establishing
equitable
regulation
of
the
cannabis
industry
in
the
city
of
boston.
So
we
want
to
make
sure
that
the
devastating
impacts
for
the
war
on
drugs
that
disproportionately
affected
people
color,
particularly
black
latino
and
asian
residents,
living
the
roxbury
deutsches
american
neighbors
of
boston,
can
benefit
from
this
growing
industry.

in
front
of
you
a
list
of
some
examples
of
what
technical
assistance
services
we
are
able
to
provide,
so
it
could
be
anywhere
from
business
operations,
including
the
development
of
business
plans
right.
So,
if
you're
interested
in
financial
operating
cannabis
business,
you
know
we
can
assist
in
coming
up
with
the
business
plan
recruiting
employees
for
for
your
workforce
assistant
through
the
application
process.

sort

we
can
kind
of
hold
your
hands,

you
know
guide
you
through
that
process
with
you
to
ensure
that
you
have
all
the
requirements
and
paperwork
completed.

also

offer
legal

Tax
preparation,
accounting
best
practices
are
operating
in
the
marijuana
industry
as
well
as
security
and
any
raising
funds
or
capital,
or
identifying
vendors.
On
that
and
many
more
others,
you
know,
as
it
is
a
new
industry.

criteria

forth

the
ordinance
to
determine
whether
or
not
you
are
your
application
would
be
eligible
for

equity
program.

of
which
three
must

met
by
51
of
the
ownership.
In
order
for
an
applicant
to
qualify
for
the
equity
program.

criteria
is
as
follows:
a
person
who
has
resided
in
an
area

disproportionate
impact,
as
defined
by
the
cannabis
control
commission
for
at
least
five
of
the
past
10
years,
a
person
who
has
a
past
arrest
or
conviction
for
the
possession,
sale,
manufacturing
or
cultivation
of
marijuana
between
1971
and
2016,
and
has
been
a
resident
of
boston
for
the
past
five
years
or
the
person
who
or
a
person
who
is
the
child
of
someone
with
a
past
arrest,
conviction
or
conviction
for
the
sale,
possession
or
manufacturing
or
cultivation
of
marijuana.

person
who
has
resided
in
the
city
of
boston
for
at
least
the
past
seven
years,
a
person
who
is
a
black
african-american,
hispanic,
latina
or
asian
descent.

person
whose
household
whose
annual
household
income
is
at
or
below
100

who
has
been
certified
by
the
cannabis
control

economic

we
can
move
forward
with
the
equity
program
which
gives
access
to
the
technical
assistance
program
that
midori
spoke
of
and
the
fund
that
does
exist

fund
gives
we're
still
working
on
the
exact
amount
of
money.

money
will
be,
but
it
will
give
a
grant
to
business
owners,
qualified
business
order,
owners
for
various
operational
purposes
such
as
rent
and
also
general
operating
cost
in
the
build-out
of
their
of
their
establishment.

public
information
and
anyone
can
request
that
we
will
provide
it,
but
we're
really
focused
on
building
out
this
registry
so
that
it
is
accessible
and
provides
the
information
that
folks
are
looking
for,
which
includes
all
the
interest
holders
where
they
are
in
the
application,
what
type
of
license
they're
looking
for
and
what
their
equity
status
is.

that
is
something
that
we
are
actively
working
on
building
out.
You
can
also
go
to
our
website
where
all
of
the
host
community
agreements
have
been
posted

there's
actually
a
map
of
all
of
those
locations.
There
can
sometimes
be
a
delay
between
the
voting
agenda
being
posted
and
a
host
community
agreement
being
executed.
So
we
also
really
encourage
people
to
look
at
those
voting
agendas
to
make
sure
that
they
understand
where
applications
have
been
approved.

What
exactly
does
the
variance
look
like
for
applicants
who
have
been
granted
licenses
within
the
half-mile
zone
so
in
terms
of
a
grant
by
the
board?
We
mirrored
what
the
legal
standard
is
for
variants
before
the
zoning
board
of
appeals
and
that's
in
our
rules
and
regulations.

So
when
evaluating
a
buffer
zone
application-
and
this
has
happened
a
number
of
times
the
board
just
applied-
not
just
applies
a
heightened
level
of
scrutiny
when
essentially
they're
saying
the
location
is
appropriate
in
time
place
and
manner.
Even
given
the
consideration
that
there's
another
establishment
within
a
half
mile,
the
board
looks
to
a
number
of
factors,
such
as
the
the
nature
of
the
proposal.

know
my
background
is
in
licensing,
and
this
is
something
that
we
see
when
citing
retail
package
stores,
which
very
much
of
the
the
law
around
this
mirrors
retail
package
store
and
when
you're
looking
at
that
and
you're
looking
at.
Is
there
a
public
need?
You
look
at
the
number
of
package
stores
in
the
in
the
immediate
vicinity,
but
also
what
it
is
that
they're
offering
right
there's
a
difference
between
having
two
kind
of
typical
package
stores
next
to
each
other
versus
one.

That's
a
boutique
wine
shop
or
one
that
is,
you
know
a
neighborhood
grocery.
So
we
do.
The
board
does
look
at
the
specifics
of
what's
being
proposed
and
takes
into
consideration
where
it's
being
established
at
the
zoning
board
of
appeal
level.

requires
a
variance,
so
the
zoning
board
of
appeals
you
have
a
conditional
use
permit
and
then
you
have
a
variance
conditional
is
that
it's
a
conditional
use
and
cannabis
in
many
areas

applicants

been
waiting

long

was
based
on
the

board

the

is,

don't
know
because
everything
is
evaluated
on
its
merits,

I

say
that
this
the
board
very
intentionally
built
in
a
process
for
exceptions
to
the
buffer
zone,
because
we
understand
there's
physically

way
to
cite
a
minimum
of

recreational.

think
it's
also
important
to
note
there's
a
difference
between
licensed
types
right,
there's
a
different
impact
when
you're
citing
you
know
a
lab
use
versus
a
retail
establishment
and-
and
those
are
things
that
the
board
is
takes
very
seriously.

that
the
board-
and
this
has
been
stated
by
the
chair
and
the
commissioners
on
the
record-
is
very
aware
of
concerns
over
a
non-equity
applicant,
locking
down
a
desirable,
desirable
area
at
one
of

first
meetings

board
was
considering
patriot
care
on
milk
street,
going
from
medical
to
recreational.

chairwoman
very
specifically
said
we
do
not
want
to
see
this
neighborhood
locked
down
and
actually
ask
patriot
care
on
the
record.

support
an
equity
applicant
in
their
buffer
zone
and
actually,
since
then,

equity
applicant
has
been
granted

license
within
the
half
mile
of
patriot

so

perfect

the

item

is

types

delivery
licenses:

first

courier
only

of
delivery

from
